DIMAPUR, FEB 18 (NPN): Speaker Nagaland Legislative Assembly (NLA), Sharingain Longkumer, Friday said that the state government was focussing on the empowerment of women entrepreneurs so that the socio-economic development of Nagaland could improve. The Speaker said this while addressing the evidence-based policy consultation on enabling women entrepreneurship—a multistakeholder conclave—organized by the Investment and Development Authority of Nagaland (IDAN) on at Capital Convention Centre, Kohima on Friday. IPS officer arrested for ‘leaking’ secret documents to LeT NEW DELHI, FEB 18 (PTI): National Investigation Agency (NIA) Friday arrested its former superintendent of police and IPS officer Arvind Digvijay Negi for allegedly leaking secret documents to an over ground worker of the banned Lashkar-e-Taiba terror group, its official spokesperson said. The spokesperson said that Negi, a police officer who was promoted to IPS batch of 2011, was arrested in connection with a case registered by NIA on November 6 last year. The case pertains to the spread of network of over ground workers (OGWs) of the banned Laskhar-e-Taiba (LeT) for providing support in planning and execution of terrorist activities in India. The NIA had earlier arrested six people in the case. “During investigation, the role of A D Negi, IPS, SP posted at Shimla (since repatriated from NIA) was verified and his houses were searched. It was also found that official secret documents of the NIA were leaked by Negi to another accused person who is an OGW of LeT in the case,” NIA said.

The objective of the conclave was to create a policy brief/policy whitepaper on the women entrepreneurship ecosystem of Nagaland through a stakeholder consultation process. The NLA speaker invited the Women Entrepreneurs Association to send a delegate to attend the upcoming Budget Session in March 2022 to view the deliberations that take place in the highest policy-making institution in the State. In Febr uar y 2019, NLA speaker said the state government announced its new start-up policy, under

which the state government was allocating 25% fund for women entrepreneurs and plans to facilitate 500 startups in five years, through Start-up Nagaland, a nodal department under the department of industries & commerce. Stressing the need for the policy consultation to also focus on rural women entrepreneurs so they were benefitted, the NLA speaker said unless women entrepreneurs suggested policy requirements, the government would not know which were the sectors to focus on. Longkumer expressed hope that through this conclave right questions and suggestions will be put across so that thoughts become policies, and policies become acts. He said this will eventually help to build the socio-economic development of the State through women entrepreneurship and empowerment. Delivering the keynote address, IDAN’s CEO Alemtemshi Jamir expressed hope that the conclave would be the beginning of conversations for women entrepreneurs and remove the prevalent conditioning and ecosystem

He also encouraged the women to build on their strengths such as their unique culture and natural resources. Government policymakers and implementing departments, women entrepreneurs, financial institution/ funding organisations also took part in the Conclave. A roundtable discussion session (virtual format) was held on February 3 & 4 with all stakeholder groups separately.

Nagaland logs 12 fresh Covid-19 cases DIMAPUR, FEB 18 (NPN): Nagaland’s Covid-19 cases have been on a declining trend in the past few days as the state on Friday recorded 12 fresh Covid-19 positive cases and nil deaths. Of the fresh cases, eight were from Dimapur, two in Kohima and one each in Mokokchung and Wokha, taking the total caseload to 35340. Fur ther, a total of 1434365 persons have been inoculated against Covid-19 till February 18 (810608 first dose and 623757 second dose) while 20473 received their booster shot. Also, 67363 teenagers received their Covaxin shots (55885 first dose and 11478 second dose). PTI: With 25,920 people testing positive for coronavirus infection in a day, India’s tally of COVID-19 cases rose to 4,27,80,235, while the death toll climbed to 5,10,905 with 492 fresh fatalities, Health ministry stated. The active cases further declined to 2,92,092 comprising 0.68 per cent of the total infections, while the national COVID-19 recovery rate has further improved to 98.12 per cent, the ministry said.

Centre not releasing funds as most Hindi teachers not qualified: Sukhalu Staff Reporter

DIMAPUR, FEB 18 (NPN): With the state government under pressure to clear the pending salaries of Hindi teachers under centrally-sponsored scheme, adviser school education KT Sukhalu Friday informed that the Central government has refused to sanction funds as many failed to fulfil eligibility criterion of Hindi teachers. Sukhalu said this while addressing the inaugural upgrade programme of Government High School at Toluvi village. Sukhalu said that as per National Council for Teacher Education (NCTE) norms, a teacher should be at least class 12th pass and also hold a diploma in Hindi. He however pointed out that “most of our Hindi teachers in Nagaland were only class 10th pass.” This was the reason whey the Centre did not sanction funds, he said. Sukhalu also disclosed that the department has taken up the matter with the State finance department for release of funds from the state’s exchequer. However, the department had informed that unless the teachers fulfil the eligibility

criteria, it would not be able to release funds. Sukhalu further informed that recruitment of Hindi teachers will be made shortly and only those who passed at least Class 12 and hold Hindi diplomas would be eligible to apply. Staffing pattern: The adviser also informed that the government was working on a staffing pattern of teachers in government schools to maintain a healthy studentteacher ratio and ensure quality education. Sukhalu said the staffing pattern in all government schools would be worked out so that schools did not face shortage or excess teachers. A notification in this regard would be issued shortly, he added. He also unveiled a monolith on the occasion. Speaking on the school’s upgrade, Sukha-

lu said the education department aimed to impart quality education and turn government schools in the State into centres of excellence. And achieving this, he stressed was not the responsibility of the department alone, but equally important for the people of the State to extend full cooperation. The adviser assured that additional classroom construction for classes 9 and 10 would be taken up in the next financial year, but at the same time said that downgrading of government schools was the prerogative of the State government. Acknowledging teachers for their dedication and people of Toluvi for their support, the adviser urged the villagers to take the responsibility of maintaining the school and ensure that it was run properly. DIMAPUR, FEB 18 (NPN): GPRN/NSCN Friday questioned the circumstances leading to the death of its cadre identified as “sgt maj” Turhuli Thupitor, who was allegedly was found dead in police custody on February 16, 2022. GPRN/NSCN through its MIP stated that the nature and circumstances leading to the “unfair arrest and queer death of the Naga army cadre” under the police custody was not justifiable under any circumstances. was seriously concerned and “fully convinced” that there was a foul play in the death of “sgt maj” Turhuli Thupitor. Wet spell very likely over NE DIMAPUR, FEB 18 (NPN): India Meteorological Department (IMD) has predicted that wet spell was very likely over Northeast region on February 20 and February 21, 2022. In its bulletin, IMD informed that scattered to fairly widespread light/moderate rainfall was likely over Arunachal Pradesh during February 19-22 and over Assam-Meghalaya and Nagaland-Manipur-MizoramTripura on February 20 & 21. It also said that isolated heavy rainfall was also likely over Arunachal Pradesh on February 20, 2022.

Guidelines on EPR for plastic packaging NEW DELHI, FEB 18 (PTI/AGENCIES): Taking forward the clarion call given by Prime Minister Narendra Modi to eliminate singleuse plastics, the environment ministry has notified comprehensive guidelines on Extended Producer Responsibility (EPR) on plastic packaging, Union Environment Minister Bhupender Yadav said. Announcing the notification of the new Plastic Waste Management (Amendment) Rules, 2022 through social media late Thursday night, Yadav said

the guidelines provide a framework to strengthen the circular economy of plastic packaging waste and promote alternatives to plastic. “The guidelines not only provide a framework to strengthen the circular economy of plastic packaging waste, but also promote development of new alternatives to plastics. They provide a roadmap for businesses to move towards sustainable plastic packaging,” Yadav said in the tweet. According to the notification, the new guidelines shall come into force with

immediate effect. The guidelines on plastic packaging also fixes responsibilities on producers, importers and brand owners for managing products in environmentally sound manner until the end of its life-cycle. It has for the first time also set up a ‘market mechanism’ for plastic waste management where efficient approach can get waste generators earn credits which can be sold and purchased. Dy CM inaugurates road projects in Wokha ABAM organises ‘spiritual awakening’ prog

DIMAPUR: State deputy chief minister, Y. Patton inaugurated two road projects under 37 assembly constituency, Wokha, on Friday. According to deputy CM media cell, inauguration programmes for Wokha Town to N/Longidang (Nyiro Range) upgradation road and Yikhum Village circular road at Englan range were held. In his speech, Patton, who is also the in-charge of PWD (R&B) said that road development was for every individual to stay connected. During the inauguration of N/Longidang (Nyiro Range) road, Patton said that the road would now become a lifeline for people of Nyiro range and neighbouring district Zunheboto as envisioned. He said that the bridge construction which was heading completion, connecting Old Shena and Longidang would now become a business and commercial road.

The department informed that it would keep an eye for maintaining the road within the three years. It also reminded the people of N/Longidang to keep checking the drainage for effective lifespan of the road and to keep the road and drainage free from blockage as this was not accountable under defect liability. DIMAPUR: Under the supervision of church and mission, Ao Baptist Arogo Mungdang (ABAM), a “spiritual awakening” programme was organised for pastors under the aegis of ABAM from February 1718 at Impur. A press release from ABAM informed that during the welcome speech, secretary, church & mission, ABAM, Rev. Yapang Mollier said that given the “sesquicentennial celebration”, the series of spiritual awakening programmes for all the full-time church workers were held. This, the reverend said also marked the first time in the history of ABAM’s existence to have such a programme. Executive secretary, ABAM, Rev. Dr.

Sentisashi said the lost sheep were not in the highways but were hidden in the deep and dark corners. He said that unless the pastors went out of their comfort zones, they would hardly find one. Time demands a deep biblical nurturing and deep commitment, he said and further encouraged them to get down from their chairs and go to the deepest corner and find those that were yet to be found. USLP: United Sangtam Likhüm Pümji (USLP) has expressed deep sadness over the demise of Dr. N.T Meren Sangtam. In a condolence message, USLP president, T. Seopi Sangtam said “Dr. N.T Meren was known for his integrity and honesty” and always worked relentlessly to uplift the society. United Sangtam Likhüm Pümji said that late Dr. N.T. Meren was a “towering figure among the Sangtam community” who diligently executed his work as chairman of Sangtam literature board for almost a decade.

According to a DIPR report, CS in the meeting stated that all state government offices should start functioning normally with the improvement of COVID-19 situation in the state. NKPO meets two Peren legislators over road project DIMAPUR: Nsong Kebai Area Public Organisation (NKPO) held a consultative meeting with the two elected representatives of Peren district—advisor water resources Namri Nchang and UDA chairman and former chief minister TR Zeliang—at Jalukie Town on February 17, 2022. In a press release, NKPO secretary Deichungbe Zeme stated that the meeting discussed “inordinate delay” in the execution of Rs.123 crore two-lane project from Tening Zero Point to Leikie Road, sanctioned under NERSD Scheme in July 2019 due to court cases by contractors. NKPO stated that the road leading to Nsong EAC circle covering eight villages and EAC Hq. had been left unattended for the last three decades. It stated that the sanction for new road to the area by NEC was as a big relief to the sufferings of the area people. Therefore, the house after thorough deliberations unanimously resolved to request both the elected representatives of Peren district to immediately find ways for out of court settlement between Contractors for early start of the road project. The meet also resolved to ask the contending parties of Contractors to refrain from carrying out unauthorised work without proper “Work Order “ on the said road project before settlement by agreement of out of Court or otherwise. Further, the house asked one contending contractor viz Nagami Tech to halt the work that began started on February 16, 2022 till such time the agreement was reached between contending parties in order to avoid further delay of the project. Manpower shortage poses challenge for DoPN DIMAPUR: Association of Power Engineers Nagaland (APEN) president, Er. Penrithung Yanthan on Friday said that the Department of Power, Nagaland (DoPN) had been “incurring heavy losses commercially and technically due to shortage of manpower” which posed a challenge for the department. A press release from APEN informed that he was speaking at the APEN general conference in the conference hall of the engineer-in-chief, power. In his address, Penrithung stressed on the importance of setting up renewable power project in the state as out of a demand of 200 MW only 27 MW was from own generation. He said that many new substations, transmission lines, sub transmission and distribution lines had been set up but “without any increase in manpower.” While highlighting various issues faced by the department during the pandemic, he said that the workforce of the department led by its power engineers were the “undesignated” frontline workers. Autobiography of Meyisongla released in Kohima KOHIMA, FEBRUARY 18 (NPN): An autobiography titled “Mamatoktetba Taochi” authored by retired deputy director, nursing, Meyisongla was released by Ao Senden Literature Board (ASLB), secretary, I. Temjen Tsudir at hotel Japfü, here on Friday. The book titled “Mamatoktetba Taochi” is written in Ao language and translates to “Unforgettable Grace” in English. The book chronicles the love and guidance of God over the life of Meyisongla, who is 83 years now. Meyisongla was a recipient of Governor’s Inauguration Medal on December 1, 1963. Her book reveals the terror she witnessed during the Indian army operation on April 30, 1956 when her native village, Mongsenyimti saw heavy firing by the Indian army who later, razed the whole

Recollecting the days after the end of World War II when school was still a new concept, Meyisongla recollected how she had wanted to attend school but was unable to since she had to babysit her younger brother Lanuakum who is also a retired additional chief engineer. She narrated that she attended school and the teacher was kind enough to let her sit through and offered an empty bench to let her sleeping brother lie while the class was in progress. She said seeing her zeal to get education, her grandmother pitched in to babysit her younger brother so that Meyisongla

could attend school. Of the many things her grandmother Repayula did for her, the author said she would not forget her volunteering to babysit because this act made her who she was today. The author conveyed her gratitude to Border Affairs, deputy director, Tali Imsong for assisting her in writing the book. ASLB secretary, I. Temjen Tzudir said that he had closely read the book twice during which he learnt that the book had substance and carried a soul. A total of 265 candidates including 17 female candidates are in the fray in the ensuing elections to the 60-seat Manipur legislative Assembly. As many as 173 candidates are contesting in the first phase poll in which voting will take place in 38 seats on February 28. Among them 15 are females. Altogether, 92 candidates, including two females, are in the fray in the second and final phase polls on March 5. The counting of votes will take place on March 10.

Manipur polls: Over 21% candidates have criminal cases, 53% are millionaires

IMPHAL, FEB 18 (IANS): More than 21 per cent of the 173 candidates contesting in the first phase of the Manipur Assembly elections have criminal cases and 16 per cent have serious criminal cases against them while 53 per cent are ‘crorepatis’ (millionaires). Twenty four candidates (14 per cent) have assets valued at Rs five crore and above, a report of the Association for Democratic Reforms (ADR) said on Friday. The ADR released the report after analysing the self-sworn affidavits of all 173 candidates, and said 37 candidates (21 per cent) have declared criminal cases against themselves and 27 (16 per cent) have declared serious criminal cases against them. According to the ADR analysis, among the major parties, 10 (26 per cent) of the 38 BJP candidates have serious criminal cases followed by five (18 per cent) of the 28 JD(U) candidates, four (11 per cent) of the 35 Congress candidates and two (seven per cent) of the 27 candidates belonging to the NPP have declared serious criminal cases against themselves in their affidavits.

The report said the directions of the Supreme Court have had no impact on the parties in the selection of candidates for the first phase of the Assembly elections as they continue giving tickets to nearly 21 per cent candidates with criminal cases. Of the 173 candidates contesting in the first phase of elections on February 28, 91 (53 per cent) are crorepatis with 24 candidates (14 per cent) having assets valued at Rs five crore and above. The role of money power in the elections is evident from the fact that all major parties give tickets to wealthy candidates, the report added. Among the major parties 21 (78 per cent) of the 27 candidates belonging to the NPP, 27 (71 per cent) of the 38 candidates from the BJP, 18 (51 per cent) of the 35 Congress candidates and 14 (50 per cent) of the 28 candidates put up by the JD(U) have declared assets valued at more than Rs one crore. The Meghalaya government is looking forward to discuss with the Home Minister the problems for the implementation of Inner Line Permit in the states of the northeast. The decision is taken in concern of reducing the rising national security vulnerabilities in the region. The deputy CM further asserted that apart from ILP, the government will also highlight all other concerned and pending issues in its next meeting discussion with the Union Home Minister. However, the date for the proposed meeting is not yet fixed as of now as clarified by Tynsong. He said that the Home Minister will select a date soon by

himself to discuss all pending issues of Meghalaya, the dates will be informed when it is decided. In order to allow inward movement of an Indian citizen into restricted or protected regions for a limited period, the Inner Line Permit holds the permit to official travel documents issued by the Central government. GUWAHATI, FEB 18 (IANS): Two quakes, one moderate and another mild, hit Darrang district of Assam on Friday within four and a half hours, the National Centre for Seismology (NCS) report said. An earthquake measuring 3.3 on the Richter scale jolted Darrang district and adjoining areas on Friday afternoon (4.39 p.m.). Another quake measuring 2.8 on the Richter Scale had hit the same district at

12.09 p.m.. According to the Darrang district officials, there was no report of loss of life or damage to property in the quake-hit areas. GANGTOK, FEB 18 (PTI): Three people were killed as a truck skidded off the road and fell into a 500-feet-deep ravine in East Sikkim, police said on Friday. The incident happened at Luing around 6.30 pm on Thursday, they said. The driver lost control of the truck that was transporting stones from a quarry in Rey-Sama to Gangtok, and fell into the gorge, they said. The driver, the handyman and another person travelling in the truck died, police said. The bodies were sent to STNM Hospital near Gangtok for post-mortem, they said. An eight-year-old girl was killed and her father seriously injured last Friday after their vehicle fell into a 600-feet-deep ravine at Lower Kambal on the Singtam-Dikchu highway in East Sikkim.

AGARTALA, FEB 18 (PTI): An Indo-Bangla joint technical meeting on Friday has “primarily” agreed to allow a water treatment plant at Sabroom in South Tripura district, one of the key pending projects of the state on Friday, officials said. The water treatment plant, which is considered a strategic facility for the people of Sabroom civic body, has been pending due to opposition from Bangladesh since 2012, they said. Bangladesh has been objecting to the 28.32 litre per second water treatment plant at Sabroom town as it will collect water from Feni river, which flows from Sabroom to Bangladesh. Besides, the Bangladesh Border Guards (BGB) has also opposed it as the site for the plant is very close to the Indo-Bangla border, the officials said. “Today, a local level

Of the 173 candidates contesting in the first phase of the Assembly elections, 15 (9 per cent) women candidates are in the electoral battle. Goods train derails in Assam

GUWAHATI, FEB 18 (PTI): A freight train derailed between Rangapara North and Bindukuri stations under Rangia division of Northeast Frontier Railway (NFR) in Assam’s Sonitpur district on Friday. No one was killed or injured in the incident, according to a release issued by the NFR. The cement carrying goods train derailed between Rangapara North and Bindukuri stations in the branch line leading to Dekargaon station at about 8.26 am, the release said. Train services on the Rangia Junction – Rangapara North – Murkongselek mainline section is normal, though it has been suspended temporarily on the Rangapara North – Dekargaon branch line due to the accident, it said. A special passenger train running on the Dekargaon-Bhalukpong-Dekargaon route was cancelled on Friday, while two others are being short-terminated or short-originated for the day, it said. “Senior officials of Rangia division are already at the site for early restoration of the section,” the press release added.

The CBI has also issued look out circulars against Ramkrishna, another former CEO Ravi Narain and former Group Operating Officer Anand Subramanian to prevent them from leaving the country. According to the Registrar General of India (RGI), the estimated population of beneficiaries in the age group of 15-18 years is 7.4 crores for 2021-22. Vaccination of children in the age group of 15-18 years began on January 3 across the country.

From bustling to busted

P

rices of all items in the market in Dimapur from food to construction materials are constantly on the upswing and the helpless buyers are left with no option. Construction materials in Dimapur are rising after almost every quarter and apparently, there is no one willing to take on the powerful forces responsible behind this huge upsurge. Prices are expected to follow a rational norm and should be determined on the basis of percentage and not lump sum slab. However, even if there are price escalations, these are within the permissible limits of 5% to 6% after a period of one or more years. In extreme cases and in case of acute shortage and huge demands, the price could rise by 10% at the most over a year or more. However, in Dimapur, prices soar high as a routine matter to above the normal and that too within a short period of two or three or six months. To illustrate this, one can look at how the price of a 50 Kg bag of cement continues to rise in Dimapur. A bag of cement was sold at Rs.470 during the month of January,2022. For unexplained reasons, the price shot up to Rs. 490 during first week of February. The trend continued and by mid-February one bag of cement rose to Rs.500 while another popular brand was priced at Rs.510 per bag. Even steel rod(M.S.Round) exhibited a similar trend. In Khatkhati, some 8 kms from Dimapur, MS rod is available at Rs.62 per quintal, while the same brand is priced at Rs.72 per quintal in Dimapur. The main factor that has pushed prices upwards come from collections, by government agencies, parallel authorities and syndicates. Traders do not absorb the added cost or ‘negative benefits’ but pass them to on to the helpless customers. Even after all rallies and protest marches against legal, illegal, authorised and unauthorised taxes in Dimapur since 2012, nothing has changed since those arrested are being quickly released since this is probably due to an unwritten policy of being “soft on crimes”. Those involved in collecting various taxes on every truck and item in the market are stationed at the check gates. Besides the ubiquitous political groups, who impose their taxes; others who are also involved include government agencies –excise, tax, police, geology & mining, veterinary & animal husbandry and DMC. In addition there are more than two dozen unions, associations and CSOs involved in this self-employment activity that has provided a huge windfall without any investment, except to hand out pre-written cash receipts to the unfortunate truckers and traders. This is not the end of the problem since after entering Dimapur, the market syndicates will determine that only those who are paying them will be allowed to do business. Even the rates are determined by the parallel authorities and not official authorities. It is not only the ordinary people who are facing such a situation but even many traders in Dimapur. Many of the traders have started shifting to Chümoukedima while others have decided to migrate to nearby Khatkhati in order to escape the hordes of tax collectors lined up at check gates and at market places. If that happens then Dimapur is surely going to lose its economic status and become reduced to a satellite town.

But get up, and let’s go on to the next thing.” In other words, let the past sleep, but let it sleep in the sweet embrace of Christ, and let us go on into the invincible future with Him. There will be experiences like this in each of our lives. We will have times of despair caused by real events in our lives, and we will be unable to lift ourselves out of them. The disciples, in this instance, had done a downright unthinkable thing— they had gone to sleep instead of watching with Jesus. But our Lord came to them taking the spiritual initiative against their despair and said, in effect, “Get up, and do the next thing.” If we are inspired by God, what is the next thing? It is to trust Him absolutely and to pray on the basis of His redemption. Never let the sense of past failure defeat your next step.

Child education in mother language

T

he Supreme Being created the universe – this is often found in the prayers of God revered in all the societies of the world. It is also an irrefutable truth that the universe has been created, which we see with our open eyes and also feel with our inner eyes. The nature of education is also a creation. Creator is mother. The mother, who bears the seed of the human world in her womb. Psychologists, on the basis of research, have uncovered the fact that the seed element of human creation in the womb has an effect on the daily life of the pregnant mother. The word that appears from the mouth of the child after birth - that word is mother. The spoken language is the mother’s language. Mother’s behaviour and speech is the seed element of the life development of the baby. The first teacher of the child is the mother. The seed element of human creation and the seed element of the child-mother’s language, sow the seeds of true education. The child recognizes, understands and retains it in his conscience through his mother tongue. The child is not taught the mother tongue, it automatically learns under the guidance of its mother. Through the mother tongue, he also starts acquiring the knowledge of science and mathematics of household items in his conscience. Therefore, the initial education of the child in the mother tongue is the all-round development of the child’s understanding and knowledge power. The seed element of basic language knowledge and numerology is contained in the mother tongue itself. After that any language of the world and the door of all knowledge automatically open. Education in mother tongue is the birth right of the child and it is the duty of the child’s parents to protect this right of the child. Education systems are imprisoned in the maze of diversity of languages. It is very difficult to get out and return to the mother tongue, because in elementary education the child has to accept the language which is not the mother’s language. The child learns another language in school, but is not able to accept the behaviour of life through that other language. The child acquires knowledge from another language, but is not able to develop his senses properly to face the challenges of life. He gets away from the affinity of mother, soil and society. By the time of his youth, his life begins to wander. He doesn’t understand what to do. He has a wealth of knowledge, but lacks the ability and courage to face the challenges arising in life. He only sees himself enrolled in the list of educated unemployed. Education is the name of development of full potential by the realization of practical life through knowledge and senses. Therefore mother tongue is the seed-element to face the challenges of life; which forms the personality of the child. In the name of education, it is not the filling of knowledge in the mind of an innocent child, but the awakening of the inherent powers of the child through education. The economic resolution for the education system by any state government should not only be excessive, but by setting a child-centred policy for child education, it should make a lot of economic resolution on education. There is a need to consider the State Child Education Commission and Child University. Due to the diversity of languages in the states, the medium of child education has been compulsorily taken by other languages. Why from other language child education? It can happen even after the end of child education. Linguists believe that when the child’s education is in his mother tongue in the infancy, then he is motivated to learn any other language very soon. But if the child’s education does not start in the mother tongue but in another language, then the child gradually moves away from his mother tongue, starts hating his mother’s language. His life remains concentrated in the language of teaching itself. A single dialect is spoken in most of the villages of the Northeast. Elementary 5-year education can be used as a place of education in the mother tongue of the child spoken in the village. Then after 5 years of child education, that child will develop into a child eligible to receive education through any language, because the scripts of the mother tongue will remain the same. Through the language of the same script, the child will receive further education. The script is important in the language. In the absence of script, there is no justification for language. I am not an educationist. Having worked in the Northeast for more than four decades, I feel that there is a lack of forgetfulness among the students. Mathematics and science are not easily understood, even if forgotten; it does not take even a little time to forget. It is a heartfelt request to respected educationists that on the basis of the role of fact think positively on the creativity of child education for the education of mother tongue medium and for implementation, the society, parents and especially teachers should give direction to the society. Naga patient house in cities. Who benefits?

eeing the news report of “State govt. seeks to construct `Naga Patient House’ in Tamil Nadu” (15/2/2022), a motion was put forward in the “Rethinking Socially” WhatsApp group for discussion. “We thank you for your support and for raising the need to build Naga Patient Houses in Chennai and Vellore, Tamil Nadu,” the motion states. Nagaland Houses, specifically for Naga patients and students. This will benefit everyone, and it has been the Nagas’ dream for a long time.... Can Naga leaders consider beyond the creation of NL Houses for students and patients in cities in “Wider Sense?” Why don’t we spend our money in Nagaland on world-class educational institutions and hospitals? Are Nagaland Houses in Cities important achievements of the government?”. This clearly demonstrates the government’s ineptitude and the Naga leaders’ short-sightedness. We demonstrate to the rest of the world that Nagas are reliant on others and cannot thrive without them. In Nagaland, is there a Tamil Nadu State House or a Patient House? No! They do not require Nagaland’s assistance. They are not dependent on us, but we are dependent on them for our health care. Dr. Imkongmeren Longchar, a Naga public intellectual, writes, “Although the Government has an obligated mandate to play a pivotal role in the overall development strategy of the State and for its native community, it cannot deviate from its primary responsibility to provide at least one State-owned medical college in Nagaland. Although India has 542 medical colleges, Nagaland is the only state without one. Karnataka has 60, Maharashtra 56, Uttar Pradesh 55, Tamil Nadu 50, Assam 11 and even the Andaman and Nicobar Islands, Arunachal Pradesh, and Sikkim each have one. The government’s deficiency in planning and framing policies related to academics for strengthening and improving quality Technical & Higher Education and establishing medical college cannot be compensated by other lopsided development initiatives, including the construction of Nagaland Guest houses in other states.There has been alleged mismanagement of resources in maintaining and running the existing Nagaland Guest houses, most notably the construction of the Nagaland Guest House RK Puram, New Delhi, which took seven long years to complete but was a long-awaited dream for the people of the State for the government. It is pertinent for the State of Nagaland to initiate strategic policy for its migrant/diaspora community. Such policy is crucial in assisting our people in distress situations and passage to Nagaland wherever returnees are stranded due to pandemics. While the State can tap resources from the diaspora/migrants

community for socio-economic and cultural development, utilize their potentials and channels to promote cultural and religious interests outside Nagaland. Many migrants are skilled in different professions and businesses; many more will leave their hometowns and migrate to cities/towns searching for jobs for education and livelihood. They can become agents of change in many aspects, they contribute remittances and promote our cultural identity. They are our intellectual power beyond State which should be considered ‘brain gain’ but not a brain drain”. Another Naga scholar, Dr. Pahrü Pou opines that “Constructing of Naga Patient’s House or Nagaland House in metro cities will be very expensive. The price of land is skyrocketing in cities. Instead of spending crores of rupees in buying land in Chennai, Vellore or Delhi, or other metro cities, the state government could invest in establishing a good medical college in Nagaland. People may be willing to donate land free of cost for such a noble purpose. Manipur State is heavily investing in establishing sports, education, and medical infrastructure. It has produced many renowned national and international sportspersons. The state also has 3 medical colleges producing hundreds of doctors and nurses every year. They are working both in India and abroad, especially in Southeast Asian countries. Nagaland government should invest in infrastructural development within the state so that Naga youths will be trained to become international sportspersons, educationists, medical professionals, etc. This will turn our youth from draining wealth to earning wealth.” For cultural interchange and promotion, business enterprises, entrepreneurship, and human resource development and exchanges, Nagaland Houses are needed in all major cities, including Bangkok, New York, London, and other important cities. On the other hand, we have failed in every one of those areas. Due to bad administration and corruption, they have turned into a liability for the government rather than a source of revenue. Who are the beneficiaries of Nagaland Houses in major cities? It is rich and a few privileged middle class. It is out of reach for the majority of the population. We won’t need Naga Patient’s Houses in other states if we build world-class medical colleges in Nagaland. The creation of Nagaland Houses or Patient Houses in cities should not satisfy Naga leaders or substitute the pressing necessity. We know families, sick people, and those who care for them face a lot of hardship, pain, anxiety and spend all their savings. But the question is what Nagaland Govt. has been doing? Nagaland is now 59 years after attaining statehood. Nagaland is the worst-performing state in terms of infrastructure and the columns do not reflect the view of this newspaper nor that

Instead of investing in Naga Patient House in other cities, why don’t we invest in the newly inaugurated Medical College at Mon? “All policies of the government, all social structures must be first judged by their effects on the poor, the powerless, and minorities. Medical College in Nagaland will be more beneficial for the poor, and so government should prioritize Medical College in Nagaland,” says Dr. Sentiwate Aier. We must judge the usefulness of Naga Patient House in cities from the perspective of the common people who cannot afford even to go to Naga Hospital in Kohima. Members also expressed the following crucial questions in relation to this issue: For the past 59 years, what have our successive Medical Ministers been up to? Nagaland is the only state in the country with no industry. We used to have a few enterprises like sugar mills, paper mills, cement factories, and so forth, but they all closed down! Who is to blame for this? What tangible accomplishments have succeeding governments made? Is the Hornbill Festival enough? Who benefits, once again, is the question. The wealthy individuals who own hotels and resorts in Dimapur and Kohima. We need leaders who think beyond hornbill festivals, Nagaland Houses, or Patient’s Houses in metro cities. We don’t need leaders who try to rig the educational system’s nomination process. They are the destroyers of young Naga careers in the future. “It is long past time for us to produce exceptional scientists, IT experts, specialized medical doctors, engineers, academics, journalists, experienced trainers, architects, and other professionals from our land and from our established educational institutions. Is this too much to hope for? What if we set a goal of connecting with the rest of the world, and by bringing in international projects, we create an environment conducive to international exchange? Instead of sending young people to work outside, create job possibilities by establishing more factories, attracting more businesses, and generating revenues for the government,” says Dr. Rensenmenla Longchar. The hijab issue is now in the court. When the court is seized of the matter, a ruckus is being created. “Wherever the interim order regarding wearing of the hijab and not allowing religious symbols is not being followed, implement rules strictly,” Joshi said. Whatever may be the final decision of the court, whether it comes in favour of wearing the hijab or not, one has to follow the court orders until then. It is wrong to say that irrespective of the court order, hijab will be worn in classrooms, he stated. Only students and teachers must

be allowed inside the college campuses. Outsiders should not be entertained. If anyone is creating trouble, the government should take action without mercy, he said. The hijab row is being created unnecessarily. Action has already been initiated. The court is looking into the matter in detail. This behaviour of rowdies outside colleges which is vitiating the academic atmosphere has to be dealt with, he stated. NEW DELHI, FEB 18 (PTI): The Uttar Pradesh government Friday told the Supreme Court that it has withdrawn 274 recovery notices and proceedings initiated against anti-CAA protestors in 2019 for damages caused to public and private properties. A bench of Justices D Y Chandrachud and Surya Kant said the state government will refund the entire amount worth crores of rupees, recovered from the alleged protestors due to the proceedings initiated in 2019. It granted liberty to the UP government to proceed against alleged anti-CAA protestors under the new law -- Uttar Pradesh Recovery of Damages to Public and Private Property Act notified on August 31, 2020. The bench refused to accept the submission of Additional Advocate General Garima Prashad that the protestors and the state government be allowed to move the claim tribunal instead of directing refunds.

Actually Kumar Vishwas did not get a Rajya Sabha seat that is why he is spreading such fake news against Kejriwal at the time of elections,” Chadha said.

The court sentenced 38 of the 49 convicts to death under provisions of the Unlawful Activities (Prevention) Act (UAPA) and Section 302 of the Indian Penal Code. The 11 others were sentenced to life in jail till death.

Judge A R Patel also awarded compensation of Rs one lakh each to those killed in the blasts, and Rs 50,000 for each victim with serious injuries and Rs 25,000 each for those with minor ones. The court also imposed a fine of Rs 2.85 lakh each on the 48 convicts. Patel had on February 8 declared 49 of the total 78 accused as guilty under various offences of the Indian Penal Code, including for murder, sedition and waging war against the state, as well as under offences of the UAPA and Explosive Substances Act.

ALLAHABAD, FEB 18 (PTI): The Allahabad High Court has granted bail to an accused under the Protection of Children from Sexual Offences (Pocso) Act, saying that it was not intended for cases of “dense romantic affair” between teenagers. The high court also observed that parents who “miserably failed to inculcate the values of life, the family traditions, their focus towards the life and their priorities” are to be blamed for their complete inaction and their responsibilities qua their children, and “lodging the F.I.R. would not be going to absolve them from their failure as parent”. The applicant, Atul Mishra, had run away with a 14-year-old girl, married her in a temple and they lived with each other for almost two years during which the girl gave birth to a baby. Allowing Mishra’s bail application, Justice Rahul Chaturvedi observed, “Growing incidents where teenagers and young adults fall victim of the offences under the POCSO Act, being slapped by the penal provisions of POCSO Act without understanding the far-reaching implication of the severity of the enactment, is an issue that brings much concern to the conscience of this court.” In its order of January 25, uploaded recently, the court further said, “A read-

ing of the statement of objects and reasons of POCSO Act would show that (it is) to protect the child from the offences of sexual abuse, sexual assault and harassment, pornography, pursuant to the Article-15 of the Constitution of India, 1950 and the conservation on the rights of the children. “However, a large array of the cases filed under the POCSO Act seem to be those arising on the basis of the complaints/FIRs lodged by the families of adolescents and teenagers who are involved in romantic relationship with each other.” It added: “The scheme of the Act clearly shows that it did not intend to bring within its scope or limits, the cases of the nature where the adolescents or teenagers involved in the dense romantic affair.” Granting bail to the applicant, the court in its order said, “No doubt consent of minor girl has got no value in the eyes of law, but in the present scenario where the girl has given birth to a baby from the applicant and in her statement before the court, she has declined to go with her parent and from last four to five months residing at Rajkiya Balgrih (Balika) Khuldabad, Prayagraj in most inhuman condition with her infant baby, this by itself is pathetic and would amount to adding to her miseries”.

India’s crackdown on Chinese Germany to firms, apps ‘unhinged’: China lift most Covid NEW DELHI, FEB 18 (IANS): India’s crackdown on Chinese firms and mobile apps is “becoming increasingly unhinged” and the action is nothing but “politically-motivated crackdowns on businesses from China”, state-run Chinese paper Global Times has said. The Indian government this week banned 54 Chinese mobile applications, which are posing threat to national security. The Income Tax department on Wednesday also carried out raids at multiple premises linked to Chinese tech conglomerate Huawei across the country in connection with alleged tax evasion. The Global Times said in an editorial that after failing to gain any advantage by stirring up tension at the border with China, which drew stern responses from Chinese soldiers, “New Delhi has shifted its outof-control jingoism toward a more vulnerable target - Chinese businesses operating in India”.

SL court acquits 2 officials in 2019 Easter attacks COLOMBO, FEB 18 (PTI): A Sri Lankan court on Friday acquitted two top officials, including former police chief Pujith Jayasundera, of all charges of negligence in the 2019 Easter terror attacks that killed nearly 270 people, including 11 Indians. The High Court freed Jayasundera and former defence secretary Hemasiri Fernando of all charges of negligence where they had been accused of not taking action to prevent the attacks despite the availability of prior intelligence. According to their lawyers, the court’s order found fault with the Attorney General for filing a case against the duo. The two were arrested in July 2019, three months

after the attack. They were granted bail after their arrest and rearrested in October 2019. They were granted bail in August 2021. Jayasundera was in November last year indicted with 855 charges of criminal negligence for failing to act despite receiving prior intelligence warnings in the terror attacks. Fernando also faced similar charges. While Fernando obliged the then President Maithripala Sirisena’s call to resign, Jayasundera was dismissed as the police chief by Sirisena in June 2019. NEW DELHI, FEB 18 (IANS): The Israeli Navy confirmed that it participated in a US-led exercise with Pakistan, Saudi Arabia and some other countries that do not have diplomatic ties with the Jewish state, Dawn news reported. The US Navy said in a statement on Thursday that more than 9,000 people from 60 militaries took part in the International Maritime Exercise (IMX), which kicked off on January 31. The participants included Pakistan, Saudi Arabia, Oman, Comoros, Djibouti, Somalia and Yemen who do not have diplomatic ties with Israel. Several countries with which Israel recently normalised relations - such as the United Arab Emirates and Bahrain - also participated. Bahrain is a close US ally and hosts the 5th Fleet of the US Navy, the report said. The biennial drill was launched in 2012 and has become “the largest multinational naval exercise in the Middle East”, the US Navy said. The Israeli media reported that this was the country’s first participation in a military exercise with countries that do not have diplomatic ties with the state. Israeli Navy chief David Salama said in a statement that their participation in the American exercise “demonstrates the strengthening connection between our fleets, based on power, mutual learning, and strategic partnership”, the report said. s scientists raise an alarm over the fast rise in Omicron’s sibling called BA.2 in certain parts of the world, early studies suggest that the BA.2 lineage might prolong the Omicron wave but won’t necessarily cause a fresh surge of Covid-infections. The BA.2 variant has spread rapidly in countries including Denmark, the Philippines, and South Africa in the past few weeks. It now accounts for roughly one in five new Omicron cases recorded across the world, according to the WHO. According to the Nature journal, a laboratory study of BA.2 suggests that its rapid ascent is probably the result of it being more transmissible than BA.1. “Other preliminary studies suggest that BA.2 can readily overcome immunity from vaccination and previous infection with earlier variants, although it is not much better than BA.1 at doing so,” according to the report. If real-world epidemiological studies support these conclusions, scientists think that BA.2 will be unlikely to spark a second major wave of infections, hospitalisations and deaths after Omicron’s initial onslaught. “It might prolong the Omicron surge. But our data would suggest that it would not lead to a

brand-new additional surge,” said Dan Barouch, an immunologist and virologist at Beth Israel Deaconess Medical Center in Boston, Massachusetts, who led the study of BA.2. The virus is evolving and Omicron has several sub-lineages that are being tracked. “We have BA.1, BA.1.1, BA.2 and BA.3. It’s really quite incredible how Omicron, the latest variant of concern has overtaken Delta around the world,” Maria Van Kerkhove, Covid-19 technical lead at the WHO, said at a briefing on Thursday. “Most of the sequences are this sub-lineage BA.1. Meanwhile, Danish researchers have begun a study to determine how frequently such re-infections occur. “That unvaccinated people are also at heightened risk of BA.2 infection suggests that properties of the virus other than immune evasion are at least partly behind its enhanced transmissibility,” said Troels Lillebaek, a molecular epidemiologist at the State Serum Institute in Copenhagen. There are also hints that BA.2 could limit treatment options. The agreement allows production companies the

option to mandate COVID-19 vaccinations for Zone A -- the production’s cast and the crew working closest with the actors -but it is not a requirement. A total of 2,500 nominees and guests have been invited to attend the 94th Academy Awards at the Dolby Theatre, which has a capacity of over 3,300 people. The mask mandates too will operate differently at different sections of the venue. According to the Times, guests and nominees seated in the orchestra and parterre sections of the theatre will not be required

Kezhaseluo wins ASA wrestling title

KO H I M A , F E B 1 8 (NPN): Kezhaseluo Pienyü from Kohima village representing Northern Angami Sports Association (NASA) emerged as the champion in the senior category wrestling during the 50th Angami Sports Association (ASA) meet held at Khuochiezie (local ground) here on Friday. The 23-year-old wrestler, Kezhaseluo, who stands 6.3 foot and weighing 135 kgs, beat Kezhavizo Thevo from Chedema village, also from NASA, in the final match and won the title for the second time. He had earlier won the title in the year 2018. Er. Mhasilhousie Nagi from Jotsoma village of Western Angami Youth Organization (WAYO) beat Vizakietuo Suohu from Kohima village of NASA and emerged as the second runner-up. BEIJING, FEB 18 (AGENCIES): Johannes Thingnes Bo steered Norway to Winter Olympic history as they won a record-breaking 15th gold in Beijing. Bo’s victor y in the men’s mass start biathlon was his fourth gold of the Games, and his fifth medal overall. His country’s tally surpassed the previous best at a Winter Games of 14, first achieved by Canada in 2010. Norway’s Marte Olsbu Roiseland, meanwhile, has become the first person to

win a medal in all four individual biathlon events at a Winter Games. Roiseland took bronze in the women’s mass start biathlon, to add to the gold she earned in the sprint and pursuit biathlon events, and bronze in the individual. The 31-year-old also won gold in the mixed relay, meaning she is the first woman to win five biathlon medals in a single Winter Games. Team GB’s relay team stripped of Olympic 4x100m silver medal

LONDON, FEB 18 (AFP): Great Britain were Friday stripped of their silver medal in the men’s 4x100 metres relay at last year’s Tokyo Olympics after CJ Ujah was found to have committed a doping violation. Ujah tested positive for the prohibited substances ostarine and S-23, commonly used to build muscle, after the race on August 6. The British team just lost out to Italy for the gold medal in Japan. Canada are expected to be awarded silver, with China promoted to the bronze-medal position. A statement from the Court of Arbitration for Sport’s anti-doping division said: “Ujah is sanctioned with the disqualification of his results in the 4x100m

sprint relay final... together with the forfeiture of any medals, diplomas, points and prizes.” Ujah said in a statement that he accepted the decision with “sadness” but claimed he had “unknowingly consumed a contaminated supplement”. The 27-year-old apologised to his teammates, Zharnel Hughes, Nethaneel Mitchell-Blake and Richard Kilty. “I would like to make it clear that I unknowingly consumed a contaminated supplement and this was the reason why an anti-doping rule violation occurred at the Tokyo Olympic Games,” Ujah said in a statement. “I would like to apologise to my teammates, their families and support teams for the impact which this has had on them. “I’m sorry that this situation has cost my teammates the medals they worked so hard and so long for, and which they richly deserved. That is something I will regret for the rest of my life.”

Mizoram to get first motorsports racing track in NE

AIZAWL, FEB 18 (IANS): Eastern and northeastern India’s first motorsports racing track is all set to be built in Mizoram, state Sports and Youth Services Minister Robert Romawia Royte said on Friday. The minister said that to build the Rs 10 crore racing track, an agreement was signed on Thursday between the Centre-owned Rural Electrification Corporation (REC) and the Mizoram State Sports Council. Royte, who also holds the Tourism, Industries and Commerce Departments, said that the State Sports Council would make serious efforts to ensure that the construction of the track is finished on time. The REC officials also said that the racing track would host international events in future. It would be developed at Lengpui, where the state’s lone airport is located, about 31 kms north of Aizawl. The REC, a Navratna Enterprise under the Union Power Ministry, would construct the motorsports racing track under its Corporate Social Responsibility (CSR) funding. According to the REC officials, the work on the project includes construction of a 2 km long and 6 metre wide race track, two storeyed buildings for sports complex facilities like administrative building and dressing rooms, conference hall, medical room, cafeteria, VIP room and equipment room, spectator galleries.

Bach disturbed by Valieva’s meltdown BEIJING, FEB 18 (REUTERS): International Olympic Committee (IOC) president Thomas Bach said it had been “chilling” to witness Russian teenage skater Kamila Valieva crumble under pressure at the Beijing Olympics in the wake of a doping scandal, hitting out at the 15-year-old’s entourage on Friday. Valieva, who had been leading the women’s figure skating event after the short programme, cracked in her free skate on Thursday night, and stumbled down to fourth place as her compatriot Anna Shcherbakova skated to gold. “I must say I was very, very disturbed yesterday when I watched the competition on TV,” Bach told a news conference. “How high the pressure on her must have been.” Valieva failed a doping test at her national championships last December but the result was only revealed on February 8, the day after Valieva had helped the Russian Olympic Committee (ROC) win the team event.
