SC raps state over women quota in ULBs
NEW DELHI, FEB 22 (PTI/AGENCIES): The Supreme Court Tuesday rapped the Nagaland government over the delay to enforce reservation for women in the state's urban local bodies, saying an important aspect of gender equality seems to be getting postponed. A bench of Justices S K Kaul and M Sundresh took note of the grievance made by the state election commission that the State Government is not responding to its request regarding changes in legislation to adopt the electoral rolls of Parliament in the Assembly Election for use in local body election. The top court was hearing a plea filed by People's Union for Civil Liberties (PUCL) and others seeking to hold elections for all Municipalities and Town Councils in Nagaland forthwith in accordance with Section 23A of the Nagaland Municipal (First Amendment) Act, 2006 and the Notification of the State Government. State logs 9 fresh Covid-19 cases DIMAPUR, FEB 22 (NPN): Nagaland on Tuesday recorded nine fresh Covid-19 positive cases and nil deaths in the last 24 hours. Of the fresh cases, six were from Dimapur and one each in Longleng, Mokokchung and Phek, taking the total caseload to 35372. Further, 1438805 persons had been inoculated against Covid-19 till Tuesday (812197 first dose and 626608 second dose) while 21202 received their booster dose. Altogether, 142008 teenagers received their Covaxin dose (57324 first dose and 15704 second dose). PTI: India added 13,405 new Covid cases in a single day, taking the virus tally to 4,28,51,929, while the death toll climbed to 5,12,344 with 235 fresh fatalities, Health ministry stated.

In its bulletin, the met department has predicted scattered to fairly widespread rainfall over Arunachal Pradesh, Assam & Meghalaya and Nagaland, Manipur, Mizoram & Tripura during February 24 & 26 with thunderstorm & lightning activity over the region on February 25, 2022.

SC gives Nagaland govt six weeks to report back on how it proposed to implement 33% reservation Gonsalves appearing for PUCL said the state was proposing to implement reservation by nomination where men will nominate women for the reserved seats. Balagopal objected to this statement and requested six weeks as the last chance to come back with the government’s decision. The court said the nomination proposal was not acceptable. “This is something not naturally acceptable. While the state says it is not so, were such a proposal to be made, it will not take us a minute to quash it,” the bench said. PUCL too objected to the time being taken by the state to delay implemen-
tation of a constitutional mandate, pointing out that Art. 371A requires a specific resolution to be passed by Nagaland assembly to apply an Act of Parliament that deals with “Naga customary laws”. Meanwhile, according to Hindustan Times report, the apex court gave the Nagaland government six weeks to report back on how it proposed to implement 33% reservation for women in municipal and town councils, warning that the court was open to issuing a judicial order to secure 33% reservation for women if the administration didn’t take steps on its own. “Don’t make us take a harsh stand.
Local issues can’t be gender negative. We will not let go of this matter without taking it to its logical conclusion,” the bench of justices Sanjay Kishan Kaul and MM Sundresh said. The State Election Commission told the apex court that no response had been received in pursuance to the office letter to provide requisite additional fields in existing rolls to enable ward-wise segregation of voters. “It is pointed out that the last summary revision was done in the year 2016 after which no summary revision has taken place till date leading to a huge gap in the old available data in the office as opposed to the present-day figures have not been updated for five years,” the apex court noted. The bench said that it had accepted the assurances of the senior counsel for the state that they were at a threshold of completing the exercise and that a Committee had been formed to further the object of holding
elections as per section 23A of the Nagaland Municipal (First Amendment) Act, 2006. The counsel for the petitioners expressed some reservation as to the result of the deliberation as according to him the recommendations are that the men will nominate the women, something naturally not acceptable. “We can only say it is reassuring for us that learned counsel for the State submits that it is not so because such a proposal to be made or accepted, it would not take us much time to quash the same,” the bench said. The top court made it clear that a date has to be pointed out on the next date for completing the exercise, and directed the state chief secretary to positively respond to the letters of the Election Commission within the next two weeks. “Any non-compliance would be treated as a violation of the Order of this Court,” it said. The matter is listed for the next hearing on April 12.
Pegasus row: SC agrees to SG’s submission NEW DELHI, FEB 22 (PTI): The Supreme Court agreed to hear on Friday, instead of Wednesday, a batch of pleas alleging use of Israeli spyware for surveillance of certain people in India, after taking note of the submissions of the Solicitor General that he would be busy arguing a money laundering case in another court. As per the cause list uploaded on the website of the apex court, a bench headed by Chief Justice NV Ramana was scheduled to hear on Wednesday the pleas on Pegasus issue for the first time after October 27 last year when it had ordered setting up of a three-member panel of cyber experts to probe the spying allegations. The technical probe panel
has submitted an interim report in the case. The bench, also comprising Justices AS Bopanna and Hima Kohli, was urged by Solicitor General Tushar Mehta, appearing for the Centre, that proposed hearing of the pleas on Wednesday be deferred to February 25 as he would be arguing before another bench. “The Pegasus matters are coming up before your

NPCC hits out at state govt for non release of Hindi teachers’ salary
DIMAPUR, FEB 22 (NPN): Describing as “pathetic” the state government’s “inability” to pay the salaries of Hindi teachers while “blaming” the Centre, the Nagaland Pradesh Congress Committee (NPCC) has asked the state chief minister, who is also minister in-charge of the education department, to intervene and pay the salaries without any further delay. In a press release, NPCC president K Therie said he did not believe the Centre would starve Hindi teachers to death. Reacting to advisor school education KT Sukhalu’s statement that the Centre refused to release salaries as most Hindi teachers in Nagaland were not qualified, Therie said the advisor’s statement needed “authentication”. Maintaining that Hindi teachers were appointed by the state government after verifying their credentials, NPCC president said the Hindi teachers, therefore,
deserved their salaries. He said that screening of qualifications did not arise after having appointed them and utilizing their services as Hindi teachers. After using their services, NPCC said condemning Hindi teachers and denying their salaries exposed the “irresponsible government’s inability to protect and defend its employees.” ANHTU Wokha unit dismayed: All Nagaland Hindi Teachers Union (ANHTU) Wokha unit has expressed dismay over the State government’s tactics to delay release of salaries of Hindi teachers by terming them “unqualified and Central Sponsored Scheme (CSC) employees”. Though Rio claimed on December 26 that the panel has 45-days (by February 9) to submit the report, the Home Ministry’s order accessed by The Hindu says the committee is to make “suitable recommendations” within three months (March 26). The Hindu filed a Right to Information (RTI) application to know the terms of reference, composition and the date the committee of officers expected to submit its report. The Ministry replied that “it is not possible to reply to your RTI application” as “disclosure of information will prejudicially affect the security of state”.

DIMAPUR, FEB 22 (NPN): Reacting to the report of cement price hike in Dimapur and other districts, the Hardware Merchants Association Dimapur (HMAD) has blamed the cement manufacturing companies in North East for hiking cement rates. It may be recalled that a report quoting a hardware dealer in Dimapur blamed unchecked price rise on multiple taxations. However, according to HMAD president K Denis, general secretary Mahesh Agarwal and treasurer D Sarkar, the price rise was due to alleged monopoly
of the cement manufacturing companies who were hiking cement price at their own will on the pretext of shortage and price hike of production materials. W h i l e s ay i n g t h a t HMAD does not favour any illegal taxation, the association has, urged all concerned to be aware of how cement manufacturing companies were “manipulating the hike of cement rates by running a syndicate-like system.” H M A D t h e r e f o r e, urged cement companies of North East to revise the current cement rate “within
a specific time frame.” It warned that failure to revise the rate would leave HMAD with no option but to put a blanket ban on import of NE cements brands such as Dalmia, Star Cement, Topcem, Amrit Cement etc. HMAD has also cautioned hardware dealers not to make “unnecessary comments or media statements” without with proper and authenticated information or facts and figures. Kitovi Zhimomi, convenor of the Working Committee (WC) of NNPGs to a “select media” in Delhi and also former chief minister and Governor, Dr. SC Jamir’s article “whither-ward Nagaland moving?” NSCN (I-M) through its MIP accused Kitovi of being a pseudo-Naga nationalist who only championed political interests of the Centre and worked at its behest throughout. WC, NNPGs to take action against ‘imposters’ DIMAPUR, FEB 22 (NPN): Working Committee (WC) of Naga National Political Groups (NNPGs) has warned of taking action against the ‘imposters’, who were posing as WC representatives and demanding financial assistance from business establishments in and around Dimapur. In a statement, the WC, NNPGs through its media cell said that lately business fraternity in Dimapur and surrounding area were experiencing
more threats and intimidations from “dubious characters” posing as WC representatives and demanding financial assistance. After due consultation among WC, NNPGs, the media cell said “a clear case of criminal intent and activity has been identified.” It said that there were anti-social elements attempting to destroy the “camaraderie and brotherhood of WC while also enriching themselves through
criminal means.” WC said that “those imposters” using the nomenclature of NNPGs have been identified and detail of their extortion amounts have been unearthed. The committee has, therefore, directed those who have demanded and collected cash from business outlets and commercial outlets in the name of WC, NNPGs to submit the collected amount to the co-ordinator or any of the WC co-conveners
within one week with effect from the publication of this statement. Failure to respond, the WC said it would, in the interest of the business community, “arrest and declare quantum of punishment against the offenders according to their crime.” Meanwhile, the committee has requested all business establishments and proprietors to keep a vigil and identify those demanding financial assistance in the name of WC, NNPGs.

By 1992, MIP alleged that he found “comfort in taking shelter in the camps of Indian Army arranged by his mentor Dr SC Jamir”, besides tracking down cadres of the revolutionary group led by Isak Chishi Swu and Th Muivah. Terming him a protégé of Jamir, MIP said Kitovi was toying with the rejected 16 Point Agreement as indoctrinated by Centre’s former interlocutor RN Ravi and Jamir as he did
not know how to handle the Naga political issue. Meanwhile, NSCN (IM) noted that Jamir through his recent article had exposed his dogmatic political mentality as he feigned ignorance of the political meaning of Framework Agreement to find ground for defending 16 Point Agreement, which was his brainchild. Guinness record holder Melhite passes away DIMAPUR, FEB 22 (NPN): Pastor Melhite Kenye, who had recently celebrated his 100th birthday and a Guinness World Record holder for discovering the tallest paddy plant in the world in 1988, died at Chümoukedima on Tuesday. Recipient of Governor’s Gold Medal in 2002 for discovering the tallest paddy plant, late Kenye was born at Chizami village in 1922 and was one of the early Christian converts from the village. He married Kewetso-u Lasuh, who was also one of the early Christian converts.

Late Kenye subsequently migrated to Dimapur and served as pastor of Dimapur Chakhesang Baptist Church and pastor of Town Baptist Church, Chümoukedima for a long period, spanning nearly four decades.
CM condoles: In his condolence message, chief minister Neiphiu Rio said Kenye’s death was a huge loss for Nagas in general and Chakhesang community in particular. However, he urged everyone to take comfort from the Bible verse “Precious in the sight of the Lord is the death of His saints”. Rio conveyed condolences to the bereaved family and prayed to God to grant them solace and peace of mind in this hour of bereavement and prayed for the departed soul to rest in peace. K Y M C
