State logs 1 fresh Covid-19 cases DIMAPUR, FEB 27 (NPN): Nagaland on Sunday recorded one fresh Covid-19 positive case from Mokokchung, taking the total caseload to 35402. With no deaths being reported in the last 24 hours, the death toll remained unchanged at 755 (including 4 non-Covid deaths but with positivity). With 10,273 people testing positive for Covid-19 in a day, India’s total tally of cases rose to 4,29,16,117, while the active cases further declined to 1,11,472 according to the Union Health Ministry data updated today. The death count climbed to 5,13,724 with 243 daily fatalities, the data updated at 8 am stated. With this, the country recorded its daily COVID-19 cases under one lakh for the 20th consecutive day.

Govt seeks info on those from Nagaland stranded in Ukraine DIMAPUR, FEB 27 (NPN): Deputy chief minister, incharge of Home, Y Patton has urged parents and relatives of anyone from Nagaland who might be stranded in war-torn Ukraine, to provide details of such parents or through Naga Students’ Federation. Patton offered all possible help to anyone from Nagaland studying, traveling or working in Ukraine and left stranded there or those who had fled Ukraine and taking shelter in neighbouring countries. Patton promised to bring back “our brothers and sisters” by getting in touch with officials in the Union Ministry of External Affairs and Indian embassies in foreign countries.

Waiting to be evacuated, says med student: Meanwhile, talking to Nagaland Post, Machi Yirakchang from Poilwa village Peren- 4th year medical student in Ukraine- said that students were yet to be evacuated to Budapest (Hungary) as they were still stuck in the border area. He, however, said that all of them were safe and waiting to be evacuated. Machi said there were several hundred Indians-a majority of whom are medical students, waiting for their turns to be evacuated. “I am just waiting for my name to be listed out. It may take a week or two to be evacuated from the border area,” he added. Accord-

EU shuts airspace; to fund purchase of weapons for Ukraine

European Union has said that the 27-nation bloc will close its airspace to Russian airlines, fund supplies of weapons to Ukraine and ban some pro-Kremlin media outlets in response to Russia’s invasion. European Commission President Ursula von der Leyen said Sunday, “For the first time ever, the European Union will finance the purchase and delivery of weapons and other equipment to a country that is under attack.” Leyen added that, “We are shutting down the EU airspace for Russians. We are proposing a prohibition on all Russian-owned, Russian registered or Russiancontrolled aircraft. These aircraft will no more be able to land in, take off or overfly the territory of the EU.” She also said the EU will ban “the Kremlin’s media machine.

Superannuation issue: NIDA to go on mass casual leave from March 7 to 9 DIMAPUR, FEB 27 (NPN): Nagaland In-service Doctors’ Association (NIDA) has announced mass casual leave from March 7 to 9, followed by total cease work. NIDA president Dr E Phyantsuthung and general secretary Dr Mereninla Senlem also threatened that the members would even go to the extent of resigning en masse. NIDA disclosed that the state government had given them a written assurance on April 17, 2021 through the chief secretary stating that the government was “actively considering the matter relating to the increase in the superannuation age of medical doctors and offered to resolve the matter within a period not exceeding one year”. However, NIDA noted after more than 10 months had passed as the deadline given for resolving the issue was fast approaching, but nothing concrete had been conceptualised. They said the main objective of increasing the retirement age was to address the acute shortage of experienced manpower in the country where, against the total sanctioned strength of 511 MBBS doctors, 37 dental surgeons and 27 AYUSH medical officers, the shortfall was 326 MBBS doctors, 13 dental surgeons and 20 AYUSH medical officers in various clinical positions in existing health units as per IPHS. Fur ther, they mentioned that another 248 doc-

tors would be required for the two upcoming medical colleges at Kohima and Mon. During the intervening period since the submission of NIDA’s first memorandum in August 2016, they said at least 42 doctors had retired from service amidst acute shortage of doctors in the State. Additionally, for the five new districts of Noklak, Tseminyu, Niuland, Chumukedima and Shamator, more doctors would be required for district level establishments at chief medical office and district hospitals. With only one-and-ahalf month left for the deadline, NIDA said they had no other option except to resort to more aggressive means as already circulated in previous press releases. They also demanded a full-fledged principal secretary/commissioner & secretary posted exclusively for Health & Family Welfare department for smooth functioning and timely resolution of issues, including superannuation.

Nagaland launches IPPI drive Correspondent

KOHIMA, FEB 27 (NPN): Along with the rest of the country, Nagaland on Sunday launched the Intensive Pulse Polio Immunization (IPPI) drive across the 16 districts. The pulse polio vaccination will be administered to an estimated 1, 51,458 children between 0-5 years of age in the state engaging 9906 health workers and 441 supervisors in 2206 Polio Booths. Launching the IPPI drive at Urban Primary Health Centres, Seikhazou, Kohima, principal director Health and Family Welfare, Dr. Neikhrielie Khimiao said polio immunization drive has brought about changes in the lives of millions of people in the country by eradicating the poliovirus from the country. He said poliovirus was still prevalent in countries like Pakistan, Nepal, Bhutan and Bangladesh and therefore appealed all not be complacent as

WASHINGTON, FEB 27 (PTI): T he United States has waived in-person interview requirements for many visa applicants, including students and workers, at its diplomatic missions in India through December 31 this year, a senior American diplomat has told Indian community leaders. These applicants eligible for the waiver are students (F, M, and academic J visas), workers (H-1, H-2, H-3, and individual L visas), Culture and extraordinary ability (O, P, and Q visas),

DIMAPUR, FEB (24), (NPN): Nagaland has one of the highest unemployment rates in the country with 92,302 unemployed youth having registered till January 2022. Speaking to Nagaland Post, district employment officer (DEO) Gideon L. Sumi said the overall registered unemployed youth in the State was 92,302 with Dimapur having 29,594 registered unemployed youths. (See table) He, however, contended that the actual number of unemployed youth could be much higher– “even double of those registered” – as many unemployed youth did not get themselves registered with District Employment Exchange (refer table). According to the recent Periodic Labour Force Survey (PLFS), Nagaland’s unemployment rate was at 24.7 per cent in 2019-20, up from 17.4 per cent in 2018-19. This was also stated in the International Journal of Advance and Innovative Research study (October-December 2021) after a study “Current Status of unemployment in Nagaland” was conducted by assistant professors of St. Joseph university Dimapur-- D. He said most Naga parents pressurised their children to get a government job, while many did not favour sending them outside the State to work. He claimed that only 7%

local youth were in favour of working outside the State. He further claimed that many Naga youth only preferred white collared jobs and seldom opted for skilloriented jobs. “Unemployment would not be an issue if youth come out of their comfort zones,” he underlined. The DEO said there was a high potential for Naga youth to earn their livelihood in the field of construction like building houses, plumbing, electrical works, house painting, etc, which were mostly carried out by nonNagas. Late Dr Kakheto laid to rest

DIMAPUR, FEB 27 (NPN): Hundreds turned up to pay tributes to former minister and former president of Western Sumi Hoho (WSH) Dr Kakheto Zhimomi at the funeral service held at Chekiye village ground here on Sunday. Speaking on the occasion, WSH president Shikaho Zhimo described Zhimomi as a “selfless, dedicated and fearless leader” who worked tirelessly for the welfare of the hoho in particular and the society in general. He said the teaching and guidance of the later leader would always be cherished and remembered. Excise, Sericulture and Minority Affairs adviser Zaleo Rio, who too paid g l ow i n g t r i b u t e s, s a i d Zhimomi was personally known to him as a good friend and had found him to be an amiable and a broad-minded leader always standing for truth and justice. The ser vice was chaired by Sumi Hoho vicepresident Zhevihe. After the funeral service, the body was taken to Zhimomi’s native village Zhuikhu where he was laid to rest.

DIMAPUR: Along with the rest of the country, Nagaland launched the Intensive Pulse Polio Immunization (IPPI) drive across the 16 districts on Sunday. Dimapur: ADC Dimapur, Temsuwati Longkumer inaugurated IPPI Polio Sunday by administering the first two drops of polio vaccine to a beneficiary. In his speech, the ADC appreciated efforts of the department, NGOs, local bodies, ASHAs and AWWs and urged them to continue their work and protect and immunize children not only from polio but also from other deadly diseases. During the inaugural function, District Programme Officer, UIP/RCH, Dr. Rebecca stated that India had the last case of polio in 2011 and had been certified as “Polio Free” by World Health Organization on 2014. She however stated that IPPI has been carried out every year as

neighboring countries such as Pakistan and Afghanistan were still polio endemic countries. She further stated that the achievement was due to tireless support of various NGOs, local authorities and communities and also due to diligence of health workers, ASHAs and AWWs. The release added that 530 booths were set up across Dimapur during Booth Day (Sunday). Work for wildlife conservation: Kovind to Assam

KAZIRANGA (ASSAM), FEB 27 (PTI): President Ram Nath Kovind on Sunday urged the people and the Government of Assam to work towards wildlife conservation as he concluded his three-day visit to this Northeastern state. Kovind made the appeal after being briefed by the state government on its conservation efforts in the wildlife sector. The President who spent the night at the Assam Police Guest House here took an elephant and a jeep safari on Sunday inside the Kaziranga National Park, famed for its one-horned rhinos. He also inaugurated a photo and archival exhibition on conservation and was given a presentation on the proposed Kaziranga Elevated Corridor. “President Ram Nath Kovind inaugurated an exhibition on Kaziranga National Park and Tiger Reserve, Assam,” the official Twitter handle of Rashtrapati Bhavan said. “The President was briefed about wildlife-friendly-initiatives. He exhorted the Government and people of Assam to take forward their conservation efforts,” it added.

NEW DELHI, FEB 27 (IANS): Assam tea industry is looking at various ways and means to set up solar projects in the plantation areas and in the barren lands available inside the estates. An interactive meet titled “Opportunities of solar power plants in tea estates and tea factories” was organised on Friday at the Guwahati Tea Auction Centre premises. At the meet, the Managing Director of Assam Power Distribution Company, Rakesh Kumar urged the tea industry representatives to give suggestions on the ‘Draft Assam Renewable Energy Policy, 2022’. The New and Renewable Energy (NRE) wing of the APDCL elaborated on several modes

of execution of solar projects in the tea industry - rooftop solar power plant, setting up of solar power plant by leasing out uncultivated barren tea land, captive solar power plant and setting up solar parks by way of leasing out land to the power distribution company APDCL. “Already APDCL has issued vendor registration to 15 tea estates for installation of rooftop solar power plants,” North Eastern Tea Association said in a note. commitment towards public health and well-being of the people living in rural areas, the Union Budget 2022-23 fund allocation for JJM has been increased from Rs 45,000 crore in 2021-22 to Rs 60,000 crore in 202223. For SBM (G) Rs 7,192 crore have been allocated in the Budget 2022-23,” the ministry said. ‘Har Ghar Jal’ is a flagship programme of the Union Government being implemented in partnership with States and Union Territory (UTs), aimed at providing tap water connection to every rural household in the country by 2024. Manipur, Meghalaya and Sikkim aim to achieve Har Ghar Jal in 2022. The deadline set by Ar unachal Pradesh, Mizoram, Tripura and Nagaland is 2023, and Assam aims to meet the goal in 2024. Choudhury was given the charge after the death of Gautam Das in September last year. During the two-day state conference of the party, 323 delegates unanimously elected him to the post for a period of three years. Choudhury is a former minister of the state government and an ex-MP. After two days of brainstorming in the presence of general secretary Sitaram Yechury, politburo member Prakash Karat and opposition leader Manik Sarkar, a 70-member state committee of the party was constituted. Ahead of polls, JD(U) candidate shot at in Mnp IMPHAL, FEB 27 (IANS): Incidents of violence continued in poll bound Manipur with a Janata Dal (United) candidate was shot at late on Saturday night by unknown armed persons, police said on Sunday. Police said that Wahengbam Rojit Singh, the JD(U) candidate contesting from Kshetrigao Assembly constituency, was shot at by two bike borne armed miscreants when he along with his party men was returning home after his poll related activities. Singh, with bullet wounds, immediately shifted to a private hospital. The security forces have launched a search operation in the Imphal East district to nab the unknown perpetrators. The Kshetrigao Assembly seat is among the 38 constituencies where polling is scheduled to be held on Monday in the first phase of the two-phase Manipur Assembly elections. In another incident on Saturday night, two people, including a child, were killed and five others injured when a bomb was exploded at a house in Gangpimual village in Churachandpur district. Both the incidents occurred with less than 48

hours left for polling in five districts. The explosion is a major incident of violence since the schedule of the Manipur Assembly elections were declared on January 8 by the Election Commission. In the run-up to the polls, the National People’s Party (NPP), an estranged ally of the BJP-led government in Manipur, had earlier complained to the Election Commission (EC) that its candidates were being threatened by the cadres of the several militant outfits. Earlier on February 19, NPP’s Andro constituency Candidate L. Sanjoy Singh’s father L. Shamjai Singh was shot in the right shoulder by unidentified gunmen while he was at a campaign programme at Yairipok Yambem Leikai. The Opposition Congress and other political parties have been repeatedly demanding the EC to further tighten the security in view of the threat of violence by the unknown miscreants or suspected militants. The elections to the 60-seat Manipur Assembly would be held in two phases on February 28 and March 5. Votes will be counted on March 10.

Numerous optical shops in the state, particularly in Kohima and Dimapur are being run by unprofessionals who have not received any formal degree in the field and are providing computerised eye check up and other optical needs which comes under health services and should only be provided or prescribed by a qualified professional in the field. Presently these shops are registered by the State Municipal Corporations and other commerce and trade bodies, but no check is being maintained on the quality or standard of the human resources running them. Therefore the need for regulation is of utmost importance as a large number of optical shops are opening up in every nook and corner of the state. We as an association of Eye Care Practitioners (ECPs) are worried by the quality of health services catered by these unprofessional to one of our most important and sensitive organ like the eyes. Recently, a 10 year old child was given wrong powered glass by the salesman where he tried to grossly estimate the child’s eye power over the counter and dispensed it. The child wore the glasses and had vision problem for several days, this could have hampered the normal development process of the child’s eyes. Instances such as these are frequently seen by the ECPs where the patient is wearing wrong powered glasses or lenses which upon questioning were found to be made from these shops run by unprofessionals. Eye powers are not just numbers and even a slight change in eye power means there are changes inside the eyes which can only be treated and managed properly by an Eye Care Professional. Spectacle powers needs to be dispensed under professional guidance as these are optical devices and many measurements are required for a proper fit. The association has found that these shops are charging at their whims and fancies by providing low quality lenses while charging prices for high quality lenses from customers. Another concern is of contact lenses sold and fitted in these shops. Contact lenses are medical devices and the fitting of which requires the expertise of an Eye Care Professional whether they are used for correcting vision or for cosmetic purpose. Contact lenses are not one size fits all and comes with its own advantages and disadvantages. These unprofessionals are seen fitting contact lenses over the counter without proper hygiene and knowledge. If they are worn without proper lens care instructions, fitting and follow up care, it can result in complications including eye infections and even permanent vision loss. oters in Manipur will choose 60 members to the Manipur Legislative Assembly in two phasesone on February 28 (Monday) and the second on March 5 (Saturday) and the outcome will be known when votes are counted on March 10. In 2017, the Congress had emerged as the single largest party in the state by winning 28 seats out of the total 60 seats, while the BJP won 21 seats. However, the then Governor (a former Congress leader who defected to BJP) instead of following parliamentary conventions, invited the second largest party to form the government, probably after being satisfied with the reasoning. The BJP was able to form the government with support of four National People’s Party (NPP) MLAs, four Naga People’s Front (NPF) MLAs and one MLA each from Trinamool Congress (TMC) and Lok Janshakti Party (LJP) and an Independent. Besides failing to form the government despite being the single largest party, the Congress started losing ground in Manipur from the start with its MLAs switching sides to other parties and mainly the BJP or resigning their seats. At present, the Congress party is down to 13 legislators. On the other hand, the ruling BJP’s strength in the assembly has gone up to 28. The NPP strength also has gone up to five. Eight seats remained vacant when elections were notified. The assembly saw the disappearance of the Trinamool Congress, Lok Janshakti Party (LJP) including the independent after the MLAs either defected or resigned to join another party. The chief beneficiary of defections is the BJP. The first phase of the election involves 38 seats spread across five districts - Imphal East, Imphal West, Bishnupur, Kangpokpi, and Churachandpur. This phase will decide the fate of 173 candidates, including Chief Minister N Biren Singh (Heingang seat) and assembly speaker Y Khemchand Singh (Singjamei) among others. In the second phase, the voters will elect candidates to represent 22 legislative constituencies in all of the ten tribal districts. For the BJP, its initial confidence which turned into over confidence, has disappeared and the party is literally fighting with its back to the wall. This happened after BJP embraced all defectors, mainly from Congress who were then given tickets over BJP’s own loyal leaders. However, this has had the opposite effect. The BJP has left nothing to chance when prime minister Narendra Modi inaugurated 13 projects worth around Rs. 1, 858 crore and also laid the foundation stones for 9 other projects worth around Rs. 2, 957 crore during his campaign on January 4. The BJP and its alliance partners are also locked in a bitter fight. When some militant groups allegedly announced support to BJP, it was suspected that this happened after a union minister promised a package during a recent campaign. The BJP has put itself in a difficult position after it decided to go-it-alone. Its alliance partnersNational People’s Party (NPP) , Naga people’s Front (NPF) and JDU following suit. NPP is contesting 39, NPF 10 and JDU 39 seats. These parties hope to be king maker in the event of a hung assembly. In case of a hung assembly, even if BJP becomes largest single party, there is no guarantee that it can retain power unless it agrees to concede more than what it would ever want to.

Think of the depths of human nature and human life; think of the depth of the “wells” in you. Have you been limiting, or impoverishing, the ministry of Jesus to the point that He is unable to work in your life? Suppose that you have a deep “well” of hurt and trouble inside your heart, and Jesus comes and says to you, “Let not your heart be troubled…” (John 14:1). Would your response be to shrug your shoulders and say, “But, Lord, the well is too deep, and even You can’t draw up quietness and comfort out of it.” Actually, that is correct. Jesus doesn’t bring anything up from the wells of human nature— He brings them down from above. We limit the Holy One of Israel by remembering only what we have allowed Him to do for us in the past, and also by saying, “Of course, I cannot expect God to do this particular thing.” The thing that approaches the very limits of His power is the very thing we as disciples of Jesus ought to believe He will do. We impoverish and weaken His ministry in us the moment we forget He is almighty. The impoverishment is in us, not in Him. We will come to Jesus for Him to be our comforter or our sympathizer, but we refrain from approaching Him as our Almighty God. The reason some of us are such poor examples of Christianity is that we have failed to recognize that Christ is almighty. We have Christian attributes and experiences, but there is no abandonment or surrender to Jesus Christ. When we get into difficult circumstances, we impoverish His ministry by saying, “Of course, He can’t do anything about this.” We struggle to reach the bottom of our own well, trying to get water for ourselves. Beware of sitting back, and saying, “It can’t be done.” You will know it can be done if you will look to Jesus. The well of your incompleteness runs deep, but make the effort to look away from yourself and to look toward Him.

UP polls: Direct-to-voter hits high on party cost, probity

T

he extravaganza of expenses at the UP assembly elections is nobody’s guess. The sum is supposed to be whopping. This election, campaigning is becoming more innovative, direct-to-voter, expensive and with doubtful probity. The parties are sweating for having intricate ‘personalised contact’ with the voters in their den apportioning 25 percent of their budget. The cost was Rs 5500 crore in 2017 UP elections, according to Centre for Media Studies (CMS). And this is likely to surpass Rs 8000 crore in 2022 UP elections, according to reports. Being the supposed gateway to Delhi in 2024, stakes in UP remain high and so are spending. In West Bengal elections in 2021, the publicity expenses were estimated around Rs 500 crore. It is raining money for news channels, event managers, poll organizers as political parties open up their coffers to net each vote. The note for vote itself has a huge cost. The EC spent Rs 46 in 2014 up from 10 Rs 1951 per voter. With inflation and multiple phases of polls it is ought to increase. The CMS estimates that each vote costs

about Rs 700 in 2019 Various newspapers and sites report that the media campaign expenses are to surpass Rs 8000 crore, on November 19, 2021, quoting “industry sources”. It was apparently an organized briefing but all presented as if it was their exclusive. According to Carnegie Foundation, Indian elections in 2019 cost $ 5 billion and the US presidential poll $ 6.5 billion in 2016. Around Rs 55,000 crore, or $8 billion, was spent nationally during 2019 Lok Sabha elections, according to CMS. The report suggests that the maximum amount— roughly a third of the total expense—was spent towards campaigning and publicity. The second largest was putting money directly in the hands of the voter. CMS estimates that roughly 25 percent, about Rs 15,000 crore, was distributed among voters. About 10 to 12 percent voters acknowledge receiving cash. In UP, many parties are reportedly giving special emphasis on poor minority votes, other deprived people and wherever possible helping enlist them for various official benefits like PM housing. The free food dole has

cost the state Rs 2 lakh crore though it is not linked to cash for vote, it is believed to sway psyche of some voters. Almost all political parties started their campaigning about three months or more before EC announces dates. Most of these expenses at meetings, rallies, march; road shows also have heavy costs and Shivaji are not part of the expenditures filed with the EC. The opposition complains that the ruling party has advantages of using official machinery, transportation and other paraphernalia to organize their poll-oriented meetings, inaugurations or launchings of programmes “to woo the voters”. Surprisingly, no party after coming to power acts to prevent it and they also indulge in similar practices. As far as political parties are concerned, in the 2017 UP assembly elections, BJP showed an expenditure of Rs 111 crore, Congress Rs 18.47 crore. The individual candidates spent as per EC norms Rs 28 lakh, which in 2022 has been increased to Rs 40 lakh. This will be additional about Rs 193 crore gross spending by average four major party candidates in

each of the 80 constituencies. Smaller parties and independents would be incurring extra. A major chunk in UP are being spent on the TV news channels supposedly about Rs 3200 to 3600 crore. Some new news channels have also been launched during this period like Times Now Navbharat and many mushroomSarkar ing on social media. These small but screaming sites on You Tube and news portals draw viewers and are major beneficiaries. Apar t par ties are spending on targeted perky vitriolic campaign messages through various social sites. The anonymous hate campaigns largely escape the watchful eyes of EC or other authorities. The ‘personalised’ messages have greater reach and have multiplier effect as viewers share with acquaintances. There are also costs on party volunteers fanning out to remote areas for direct voter meets. The richer and more organized parties are apparently spending more through their campaign managers and small groups. Such campaigns establish dialogue as also give an assurance to the voters that they

would have an access even after the polls with their ‘bhaiyyas’, ‘bhaisahabs’ and ‘dadas’ or ‘taus’. The evolving poll method is more expensive than organized meets but supposedly more effective. The live contacts become useful on the polling day to drive them to the booths. These expenses neither go into the individual candidate expenses nor official party accounts. These individual meets, door-to-door interactions, special lunches, liquor and more ‘touch’ the hearts and give rich dividends. In some cases, the more influential voters are given individual or family bonanzas like visit to attractive tourist or pilgrim destinations, a party manager says. Yes, campaigning is becoming complex, personalized and expensive. Inflation at 6 percent retail and 13 plus percent wholesale adds to the burden. Parties complain but each time they spend more. About Rs 6.19 thousand crore electoral bonds (EB) funding between 2017 and 2019 and small donations this is not a constraint. The BJP has Rs 4.21 thousand crore of it. The Association of Democratic Reforms (ADR) says combined assets of 48 national and

regional parties stand at Rs 7372 crore. In 2019, ADR says, BJP spent Rs 763.31 crore, Congress Rs 488.97 crore and BSP Rs 55,39 crore. The Congress spent more for publicity Rs 402.91 crore followed by BJP Rs 376.62 crore. It is evident that the expenses are for organized publicity and what is being done at other plains may not be finding its reflections in accounts. Since the stake is high in UP, expenses are to be more. The BJP spent Rs 252 crore in five elections to Bengal, Assam, Kerala, Tamilnadu and Puducherry. Trinamool spent Rs 154 crore in Bengal polls. Total funds collected by 19 political parties for the polls in 2021 was ` 1,116.81 crore and total expenditure incurred was ` 514.30 crore. The CMS says that publicity expenses comprise 35 percent of the gross, direct voter expenses 25 percent – an emerging ethical issue, formal to EC 20 percent and miscellaneous 10 percent. Thus there is large 80 percent gap between the officially projected figures and the actual. The rising campaign expenses raising eyebrows on ethicality pose a challenge to political probity.

We should be aware of the fact that he has been hoodwinking the world with all sorts of narratives, hype and lies. Putin has been justifying his action against Ukraine that “there should be no doubt that any potential aggressor will face defeat and ominous consequences should it directly attack our country.” Putin candidly signaled to others “Hands Off, Russia’s a powerful N-State.” In the World-War 11 USSR joined the allies to fight against Germany led by a fascist Hitler. Post-World War 11, witnessed ColdWar between USA and USSR that particularly re-ordered Europe. History has demonstrated that European war that involves major powers can spiral and thus lead to unimaginable consequences. Ukraine invasion is going to set yet another chapter in the post-World War 11 history where new world order will be unfolding as the nation-states, regions and blocs would further polarize and re-align. Alongside its attack, Putin has asked the Ukrainian forces to throw the Ukrainian ruling dispensation by calling them as “neofascists’, “drug-addicts” and “terrorists” -- inciting for a coup. We live in crossroads as the world is torn into multiple pieces. Empire-builders are now back to consolidate their powers by ways of aligning with those powers with similar intent. China coming closer with Russia is again a clear expression and demonstration of their expansionistic tendencies. Taiwan is going to be the next testing ground as China would attempt similar exercise in Asia. Europe and Asia are

However, we see emperors, rulers, dictators and totalitarians for the sake of power and fame waged war, annexed territories and colonized. Historians have interpreted them in varied ways. Vladimir Putin is yet another and invasion of Ukraine would certainly figure in modern history. Certainly, history is in the making. Recent invasion of Ukraine will find its place in history with multiple tangents. It is up to the historians to view the current Ukraine issue that poses multiple questions even to the political analysts as it unfolds deeper analysis and multifaceted interpretation of Putin. AHMEDABAD, FEB 27 (PTI): Tears of joy, happy faces and smiles marked the arrival of the first batch of 56 students to their home state Gujarat from Ukraine on Sunday, as anxious parents welcomed them upon arrival from Mumbai after an overnight journey. The students also thanked the Indian authorities for helping them return home safely from war-hit Ukraine. Two special buses arranged by the Gujarat government brought these students from Mumbai, where they had arrived on Saturday evening after being evacuated by a special flight from Bucharest in Romania. These students had gone to Ukraine to pursue highest studies, but got stranded after Russia launched a military offensive there. They were bought back from Bucharest in a special flight of Air India. As they alighted from the buses in Surat, Vadodara and Ahmedabad on Sunday,

local politicians and government officials greeted them with flowers. Some students wept as they hugged their parents, while others flashed a smile of relief. Some also shared the story of their journey stretching over three days - walking for several kilometres to cross the border into Romania before boarding the special planes, and then an overnight bus journey to reach their native places in Gujarat. One of the evacuees, Puja Patel, who reached Surat on Sunday, said she had gone to Chernivtsi in Ukraine to pursue a medical course in December last year. But, she had to rush back home after just two months. “We were trying to come back to India after the talks of war between Russia and Ukraine started. Our parents were quite worried. We were provided support from the Indian Embassy, but a lot of our friends are still living there in an environment of fear. I will truly

be happy when all of them are brought back safely,” she said. Another Surat native Araswi Shah, who was studying in Ukraine’s Bukovinian city, said many students were hopeful that there would be no war, until it actually broke out. “On February 15, the Indian Embassy directed us to leave Ukraine at the earliest. Many students believed that the war would not happen due to the intervention of other countries, but as soon as it broke out, the cost of tickets skyrocketed and were not even available after some time,” she said. But, she managed to get out of Ukraine with the help of the Indian embassy, she said. A student after arriving in Vadodara said, “It took us three days to finally reach our home state. We reached safely, and we are thankful to the government for making all the arrangements. We pray for the safe journey of the other students who are trying to come back.”

Camel is the state animal of Rajasthan and their number is continuously decreasing. The demand for camel protection in the state has been rising for a long time. Considering this, Chief Minister Ashok Gehlot proposed a budget of Rs 10 crore in the next financial year under the new policy for rearing, protection, and overall development of the state animal. According to the government figures, there are now less than two lakh camels left in the state, while the number of camels in the entire country has reduced by 1.5 lakh since 2012. GUWAHATI, FEB 27 (PTI): PSU major Indian Oil Corp (IOC) is planning three new plants in the Northeast to increase its LPG bottling capacity by nearly 53 per cent to eight crore cylinders annually by 2030 to meet the growing demand in the region. IOC Executive Director (IndianOil-AOD) G Ramesh said the proposed new LPG bottling plants will come up in Mizoram, Meghalaya and Arunachal Pradesh at a total investment of Rs 325-350 crore in a combination of whollyowned and public-privatepartnership (PPP) models. “We are expanding our bottling capacities in order to meet the growing demand of LPG in the Northeastern region. We target to have bottling capacity of eight crore cylinders per annum by 2030 against a projected demand of seven crore units,” he told PTI. IndianOil-AOD, the company’s Northeast division, at present has an annual capacity to bottle 5.23 crore LPG cylinders at its nine plants, and the capacity utilisation stands

at 5.11 crore units, Ramesh said. “The total investment in this expansion exercise will be in the range of Rs 325-350 crore, which will be borne by IOC and the private partner, over the next two-three years. We are looking to engage a private player for the Arunachal Pradesh plant,” he added. The unit in Mizoram will be brownfield, while those in Arunachal Pradesh and Meghalaya will be set up as greenfield facilities, the official said. “We had two units at Kimin in Arunachal Pradesh and Mualkhang in Mizoram. These old plants were smaller and did not conform to newer safety norms. So, these were shut down and the new bigger plants will come up,” Ramesh explained. The Mizoram plant,

which is still at the estimation stage as adjoining lands are being acquired, will have a daily capacity of 30,000 cylinders and it is likely to cost Rs 150 crore, he added. “The Meghalaya plant will be set up at Umiam and it will be a greenfield unit. We will invest Rs 75 crore and the plant will be commissioned by December 2023 with a capacity to roll out 7,000 cylinders every day,” the official said. The company is scouting for land for the Arunachal Pradesh plant as the earlier location was not sufficient for a modern and bigger facility. “We are also talking to the state government in Arunachal Pradesh as well as an interested partner, who will set up and own the plant. This unit is likely to cost around Rs 100 crore, which will be spent by the partner with technical support from us under a longterm agreement,” Ramesh said. At present, Assam has six operational units and one each is located in Manipur, Nagaland and Tripura.

Vitalik Buterin, the creator of Ethereum, tweeted that the invasion was a “crime” against Ukrainian and Russian people, adding “Glory to Ukraine.” More than $15 million in cryptocurrency has been donated to Ukrainian groups since Russia attacked the country on February 24, according to research firm Elliptic. “Decentralised autonomous organisations (DAOs) have formed to support Ukrainians. NFTs have been sold to raise money for the Ukrainian people and military,” The Verge reported late on Saturday. The country’s official Twitter account has said it accepts Bitcoin, Ethereum and Tether. Ukraine ranked fourth on Global Crypto Adoption Index, behind Vietnam, India and Pakistan, and about $8 billion of cryptocurrency passes through the coun-

try annually, according to Chainalysis. “Ukraine is known for its tech talent, with more than 200,000 tech workers, and its IT export business did $6.8 billion in volume last year,” the report mentioned. Come Back Alive, a Ukrainian NGO that raises crypto funds for the Ukrainian army, received more than $400,000 worth of digital tokens in the past day, according to data from blockchain and crypto analytics firm Elliptic. The average amount donated is around $1,000 to $2,000, and the group has received at least 317 individual donations in the past two days, reports Fortune. Pro-Ukraine groups and pro-crypto communities on social media platforms like Twitter and Facebook have also contributed.

NEW DELHI, FEB 27 (PTI): India’s crude oil import bill is set to exceed $100 billion in the current fiscal year ending March 31, almost double its spending last year, as international oil prices trade at seven-year highs. India spent $94.3 billion in the first 10 months (April-January) of the ongoing financial year that started April 1, 2021, according to data from the oil ministry’s Petroleum Planning & Analysis Cell (PPAC). It spent $11.6 billion in January alone when oil prices had started to surge. This compared with $7.7 billion spending in the same month last year. In February, oil prices crossed $100 per barrel, and going at this rate, India, which imports 85 per cent of its crude oil requirements, is expected to almost double its import bill to $110-115 billion by the end of the fiscal year 2021-2022. The imported crude oil is turned into valueadded products like petrol and diesel at oil refineries, before being sold to automobiles and other users. India has a surplus refining capacity and it exports some petroleum products but is

short on the production of cooking gas LPG, which is imported from nations like Saudi Arabia. Import of petroleum products in April-January of 2021-22 fiscal was 33.6 million tonnes worth $19.9 billion. On the other hand, 51.1 million tonnes of petroleum products were also exported for $33.4 billion. India had spent $62.2 billion on the import of 196.5 million tonnes of crude oil in the previous 2020-21 fiscal when global oil prices remained subdued in the wake of the Covid-19 pandemic. In the current year, it has already imported 175.9 million tonnes of crude oil. In the pre-pandemic 2019-20 fiscal, the world’s third-largest energy importing and consuming nation had spent $101.4 billion on the import of 227 million tonnes of crude oil. Brent spot prices surged to an over seven-year high of $105.58 per barrel on February 24 on fears of supply disruptions after Russia invaded Ukraine. National security adviser Suh Hoon presided over the NSC meeting, shortly after North Korea fired a suspected ballistic missile that marked the North’s eighth show of force this year, Yonhap news agency reported. South Korea’s military said the North’s ballistic missile flew around 300 km at an altitude of 620 km. WARSAW, FEB 27 (AP): While countries like Poland and Hungary have welcomed fleeing Ukrainians, some foreign citizens seeking to leave Ukraine have reported difficulties at the Polish border. An Indian volunteer in Poland said Sunday some Indian citizens seeking to flee Ukraine into Poland are stuck at the border leading into Medyka, Poland, and unable to cross. The Indian Embassy in Kyiv said Sunday that Indian citizens are being evacuated from Ukraine to Romania and Hungary. But some have arrived at the border with Poland apparently unaware of this and are stuck. Ruchir Kataria, the volunteer, told The Associated Press that the Indians seeking to cross at Medyka were told in broken English: “Go to Romania.” But they had already made long journeys on foot to the border, and have no way to reach the border with Romania hundreds of kilometers away.

A total of 78 wrestlers including 24 for U-16 category will be competing in one of the much-awaited biennial events organised by Nagaland Wrestling Association (NWA). Addressing a press conference on Sunday, NWA president, Dr Hiabe Zeliang, said they have made some tweaks in some of the wrestling rules in order to save unnecessary wastage of time. When two wrestlers are unable to have a decisive 2 bout win, they are made to stand toe to toe and then would wrestle in to ensure that one of the 2 wrestlers would win the match at any cost. In such a situation the new rule implies that a wrestler would be entitled to a maximum of three cautions only, from the referee. DOHA, FEB 27 (IANS): World No 8 Iga Swiatek clinched the Qatar Open title after beating No 4 seed Anett Kontaveit in the final, here on Saturday. In an overpowering display of all-court mastery, the No 7 seed from Poland took just over an hour to beat Kontaveit of Estonia 6-2, 6-0 at the WTA 1000 event. It was Swiatek’s first title of the season and ended St Petersburg champion Kontaveit’s nine-match winning streak. Swiatek famously triumphed at the clay-court Grand Slam event at Roland Garros in 2020 for her first career title, but she now has just as many hardcourt titles as clay-court titles in her career, with two apiece. SINGAPORE, FEB 27 (PTI): Indian lifters Vikas Thakur and Venkat Rahul Ragala sealed Commonwealth Games berth on Sunday by clinching the gold and bronze medals respectively in the men’s 96kg event at the Singapore Weightlifting International here. India concluded its campaign at the event with a haul of eight medals, including six golds and a silver and bronze each. All Indian lifters competing in the event qualified for the Commonwealth Games, including Olympic silver medallist Mirabai Chanu in her new 55kg weight division. BUDAPEST, FEB 27 (AGENCIES): Russian president Vladimir Putin has been suspended as honorary president of the International Judo Federation (IJF), the sport’s governing body announced on Sunday, because of his invasion of Ukraine. Russia’s invasion by land, air and sea on Thursday followed a declaration of war by Putin. A judo blackbelt, the 69-year-old is a keen practitioner of the discipline and has co-authored a book titled “Judo: History, Theory, Practice”.

“In light of the ongoing war conflict in Ukraine, the International Judo Federation announces the suspension of Mr Vladimir Putin’s status as Honorary President and Ambassador of the International Judo Federation,” the IJF said in a statement. The IJF on Friday said it had cancelled a May 20-22 event in Russia. “The International Judo Federation announces with regret the cancellation of the 2022 Grand Slam in Kazan, Russia,” IJF President Marius Vizer said.

PRAGUE, FEB 27 (AP): The Czech Republic joined Poland and Sweden on Sunday in rejecting the to play Russia in the 2022 World Cup qualifying next month in response to that nation’s invasion of Ukraine. The Czech soccer association’s executive committee said it “unanimously approved a decision that the Czech national team will not in any case play Russia.” The soccer federations of Poland and Sweden made the same decision on Saturday. The Czech Republic is a potential opponent of Russia in next month’s playoffs. The winner of the Poland-Russia match is due to host Sweden or the Czech Republic on March 29 for a place at the World Cup being played in Qatar from Nov. 21-Dec. 18. The executive committee asked Czech soccer federation head Petr Fousek to lead negotiations with UEFA and FIFA about the Czech position. “The Czech FA executive committee, staff members and players of the national team agreed it’s not possible to play against the Russian national team in the current situation, not even on the neutral venue,” the federation said in a statement.

Rublev, probably enjoying the month of his life having won two titles in Marseille before reaching the final, ended the dream run by Czech Republic’s Vesely with an easy win in 80 minutes in the ATP 500 tournament here on Saturday. Chelsea ‘praying for peace’ over Ukraine situation

LO N D O N, F E B 2 7 (AGENCIES): Premier League club Chelsea, owned by Russian Roman Abramovich, issued a statement on Sunday saying they are praying for peace and described the situation in Ukraine as ‘horrific’. Abramovich announced on Saturday that he was giving “stewardship and care” of the club to trustees of the London side’s foundation. The Russian’s comments came after calls in Britain that he be sanctioned over Moscow’s invasion of Ukraine but did not include any reference to Ukraine or the conflict. “The situation in Ukraine is horrific and devastating. Chelsea FC’s thoughts are with everyone in Ukraine. Everyone at the club is praying for peace,” Chelsea said on their website. Abramovich remains the club owner and his announcement on Saturday did not reveal why he was giving the foundation stewardship nor any details on how the arrangement would work.

Nitu prevailed 5-0 over Italy’s Erika Prisciandaro, a former youth world championship bronze-medallist. Zareen, on the other hand, outpunched Ukraine’s Tetiana Kob, a three-time European Championships medallist 4-1. While Nitu produced a wonderful counter-attacking performance by taking full advantage of her longer reach and taller frame, Zareen was engaged in a draining and messy bout which had its fair share of clinching, holding and even some tumbling over in the ring. Having battled through tough three-setters in his previous three matches, Rublev looked to have no intention of working overtime again in the final. He raced out the blocks, breaking Vesely in the fourth game, and did not drop a point behind his first serve as he charged to the first set. There appeared to be little Vesely could do as the world No. 7 continued to produce a stunning level in the second set. Rublev broke in the opening game, but the Czech showed a real fight to reclaim it for 3-3, pumping up the delighted crowd as he tried to get back into the match. Rublev responded by immediately breaking again and going on to seal a comfortable victory as two-time ATP Tour titlewinner Vesely struggled to cope with the Russian’s combination of power and consistency. The win means Rublev’s semi-final defeat to Felix Auger-Aliassime in Rotterdam was his only singles loss across three tournaments in February. The Dubai ti’le is the Russian’s 10th on the ATP Tour and extends his match record in 2022 to 10-2.

Nine minutes after the restart, Manvir Singh found acres of space behind BFC’s backline, but poor decision-making on his part saw his shot getting blocked. Moments later, Colaco was serviced by Kauko but saw his shot hit the left post. The BFC head coach made a truckload of changes in order to save the

season and turn the game around near the hour mark. The Blues dominated more of the possession in the final stages of the match but struggled to create clear scoring chances. To end any hopes of a comeback, Manvir scored against the run of play in the 85th minute with a precise finish in the bottom left corner.
