New guidelines, SOPs for reopening schools

NEW DELHI, FEB 3 (PTI): Central government on Thursday said the districts having less than five percent Covid positivity rate can move in the direction of reopening schools but it is up to the state governments to take a call in this regard. Noting that the pandemic situation has improved and there has been a consistent decline in new COVID-19 cases, Niti Aayog Member (Health) V K Paul said we have more confidence now to go in the direction of reopening schools. Ministry of Education (MoE) officials said schools are completely open in 11 states while they are reopened for mostly higher classes in 16 states. They said following the “extensive” vaccination coverage, the ministry had in December revised the guidelines issued to state for reopening of schools. Schools continue to remain completely closed in nine states, officials said, adding that all the states have vaccinated at least 95 per cent of the teaching and non-teaching staff, while few states have achieved 100

JCCV to hold public rally on February 10 DIMAPUR, FEB 3 (NPN): Joint Co-ordination Committee of Villages (JCCV) under Dhansiripar sub-division resolved to hold a public rally at Dhansiripar on February 10 at 10 am against the State government’s silence over the grievances of 45 villages communicated through public representations by various organisations. Informing this in a statement, JCCV convener Lughozhe Swu, co-convener Tsithrongse Sangtam and secretary Devendra Rana said that the rally would be followed by submission of representation to the government through SDO Dhansiripar calling for review of the December 20, 2021 notification without further delay. The meeting lamented that the government was maintaining silence despite the grievances having been highlighted through public representations submitted by Aqahuto Tokukujo Kukami Kughakulu on November 13, 2021, Sema-Dimasa Union, Dhansiripar subdivision on December 22, 2021 and Dimasa Public Organisation on January 4 this year in connection with the jurisdiction notified for the newly created district of Chümoukedima.

But the broad issue is that we would still like to ensure that schools are opened and

schools are run, according to protocols, standard operating procedures because we are still in the midst of the pandemic. “By implementing Standard Operating Procedures (SOPs), we can ensure safe conduct of schools, make physical learning possible, school activities, which lead to interaction development, possible. Teachers can feel safe because now in any case, as they are vaccine protected. So following the SOPs is the essence of the guidelines that the Union government has been issuing. And we believe these guidelines are adapted, these are considered directly by the state governments and decisions are taken for opening the

schools,” he added. Noting that the nation is concerned that there have been a significant learning loss, Paul said schools should be open at the “earliest opportunity but also appropriate time”. “It (school closure) had other imperatives in the absence of vaccine — the teachers were not protected, and so on and so forth… We have more confidence to go in the direction of reopening schools but according to the SOPs. We are very happy to share with you the the paradigm within which, in a scientific evidence, schools can be opened safely,” Paul said. Sweety Changsan, Joint Secretary, Ministry of Education said after taking into account the extensive vaccination coverage, the ministry had issued revised guidelines to states in December last year and the decision to ask for parents consent was left with states. “Also, the revised guidelines talked about congregations and gatherings which were earlier banned in schools. According to the new

advisory, schools may celebrate events and hold gatherings according to SOPs issued by the state. States and UTs have also been advised to evolve SOPs for safe conduct for group activities and events,” she added. Further, the revised guidelines issued by the Department of School Education and Literacy, Ministry of Education, suggested preparing bridge courses and implementing them in classrooms. “Once school reopens, the grade-related syllabus should be undertaken only after the bridge course is completed, so that students can adjust to the changed school environment and do not feel the stress or being left out, especially students who did not have access to alternate means of education,” the guidelines had said. “In the modified guidelines, the government has also suggested identification of children based on their learning levels so that teachers can focus on students who need additional support,” it added.

Covid-19 cases declining in India: Centre

NEW DELHI, FEB 3 (AGENCIES): The Centre said on Thursday that most states and Union territories (UTs) across the country are reporting a decline in their Covid-19 tally, with the number of those having more than 50,000 active caseload currently standing at eight. Tamil Nadu, Karnataka, Rajasthan and Kerala are some of the states where the active tally was above 50,000, joint secretary of Union health ministry Lav Agarwal said during a weekly Covid-19 press briefing. He added that there is

an overall dip in Covid-19 cases across India, with the active case count of the country at 15,33,921 as of February 3. Agarwal said India reported a peak of 3,47,254 of active infections on January 21 this year, which is less than the previous peak recorded on May 7 last year - during the second wave of the pandemic, of 4,14,188. “There has been a drop in the number of states with more than 50,000 active Covid-19 cases. Meanwhile, there are 12 states where the active count is between 10,000 and 50,000, while

16 states have less than 10,000 infections currently,” Agarwal said. He said that among the states with over 50,000 active caseload, Kerala is the only one that has witnessed a surge in infection rate. The remaining seven states in the list, including Maharashtra, Tamil Nadu, Kar nataka, Rajasthan, Madhya Pradesh, Gujarat, and Andhra Pradesh, have shown a consistent decline in their Covid-19 infection rate. Tamil Nadu’s active tally has seen a drop by 0.83 times from 213,692

Regarding the case positivity and active case count scenario across India, Agarwal said besides Kerala, Mizoram is the other state where the infection rate is seeing an uptick on a weekon-week basis. “We are constantly in touch with the states, and have urged them to take containment measures along with hospital management so that we combat the Covid-19 together,” he said.

APHLC asks KAAC to adhere to 6th Schedule for eviction DIMAPUR, FEB 3 (NPN): Barely a week after Karbi Anglong Autonomous Council (KAAC) carried out the third phase of eviction at Block No.3, Balijan area along the DimapurKhatkhati border, the All Party Hills Leaders’ Conference (APHLC) said it was not against eviction of encroachers “anywhere in the three hills districts of Karbi Anglong (KA), West Karbi Anglong (WKA) and Dima Hasao (DH)” as governed under the 6th Schedule of the Indian constitution, but that those encroachers who are not scheduled tribes or tribe and who are unconstitutionally occupying lands meant for ST and other tribes, “must be evicted under Paragraph 20 of the Sixth Schedule.” In a representation addressed to Chief Executive Member (CEM) KAAC, president of APHLC J.I. The signatories cited a Supreme Court order which cautioned against eviction of Scheduled tribe. In this, they cited Paragraph 20 of the 6th Schedule which clearly stated that KA and WKA districts “are tribal areas” and that the schedule did not say that these tribal areas belong to any particular hill tribes or tribe. They further stated that APHLC did not agree in evicting encroachers on the basis of religion as the Sixth Schedule was for all STs belonging to any religion. Claiming that many

encroachers had already obtained land pattas, the signatories demanded that, instead of punishing the encroachers, exemplary punishment must be given to the revenue officers and staff, village headmen and other allegedly involved in helping encroachers purchase land and obtain pattas illegally. APHLC further alleged that many non-tribal encroachers married tribal women to obtain land in Karbi Anglong and West Karbi Anglong in their wives’ names. Heroin worth `5 cr seized in KA G U WA H AT I , F E B 3 (AGENCIES): In a major drug haul, Asam police on Thursday seized heroin worth around Rs. 5 crore in Assam’s Karbi Anglong district, and arrested two persons-- male and a female, hailing from Dimapur. The heroin consignment weighing 660 grams was seized at a check point near the CRPF camp at Bokajan in Karbi Anglong district. “Today morning, one Wagon R was intercepted near Bokajan police station and after thorough search, 660gms of heroin was re-

covered from the car,” Assam DGP Bhaskar Jyoti Mahanta said. The seized heroin consignment was hidden inside 51 soap cases. “Two persons have been arrested so far, both hailing from Dimapur,” Mahanta said. According to IBNS report, Bokajan SDPO John Das said that the apprehended persons had planned to deliver drugs to a person of Bokajan area who was arrested recently along with 695 grams of heroin and a case was registered at Khatkhati police station against him.

Nair said the total value of the drugs seized by Assam Rifles in North Eastern states in 2019 was worth Rs. 516 crores at current market value. In 2020, the value of drug seizures by Assam Rifles in the region was worth Rs. 688 crores and in 2021 the drug seized by Assam Rifle in Northeast India were worth Rs. 908 crores.

NEW DELHI, FEB 3 (AGENCIES): A notice has been issued to the Prime Minister’s Office (PMO) by a district court in Uttar Pradesh after Prime Minister Narendra Modi wore the Indian Army uniform during his visit to Kashmir last year while interacting with Army personnel. The notice was issued to the PMO after a plea was filed in the Prayagraj district court in UP, stating that Modi wearing the uniform was illegal under Section 140 of the Indian Penal Code, and should be termed as a punishable offence.

reports, district judge Nalin Kumar Srivastava issued a notice to the PMO as well as Advocate Rakesh Nath Pandey, who had moved the application under section 156(3) of the Code of Criminal Procedure (which empowers Magistrate to order an investigation into a cognizable offence). The plea has been filed by Pandey before a district judge, and now the matter will be heard by the court on March 2. Earlier, the application was initially filed by Pandey in December in front of chief judicial mag-

istrate Harendra Nath, who rejected the plea. Last year, Prime Minister Narendra Modi had visited the Nowshera sector in Jammu and Kashmir to celebrate Diwali with soldiers and Indian Army personnel. Pandey had earlier filed a plea in December last year, however, the CJM had rejected it saying that the incident happened outside the jurisdiction of the court and the matter can be heard by a magistrate having jurisdiction. The order was challenged by Pandey before the district judge who has now issued notice to PMO.

DIMAPUR, FEB 3 (NPN): Nagaland on Thursday recorded 70 fresh Covid-19 positive cases while no deaths were reported during the day. Of the fresh cases, 49 were from Dimapur, 16 in Kohima, two each in Mokokchung and Peren and one in Phek, taking the total caseload to 34680. A total of 14,17,201 persons had been inoculated against Covid-19 till February 3 (802368 first dose and 614833 second dose) while 14465 received their booster dose.

Further, a total of 49,014 teenagers received their first dose of Covaxin. Meanwhile, India on Thursday reported a slight spike in single-day Covid-19 cases after 1,72,433 people tested positive for the virus, according to the Health ministry. As many as 1,008 fresh fatalities were logged, taking the overall toll to 4,98,983. The sharp rise in the daily toll was contributed by Kerala that added as many as 500 backlog numbers. K Y M C
