New guidelines, SOPs for reopening schools
NEW DELHI, FEB 3 (PTI): Central government on Thursday said the districts having less than five percent Covid positivity rate can move in the direction of reopening schools but it is up to the state governments to take a call in this regard. Noting that the pandemic situation has improved and there has been a consistent decline in new COVID-19 cases, Niti Aayog Member (Health) V K Paul said we have more confidence now to go in the direction of reopening schools. Ministry of Education (MoE) officials said schools are completely open in 11 states while they are reopened for mostly higher classes in 16 states. They said following the “extensive” vaccination coverage, the ministry had in December revised the guidelines issued to state for reopening of schools. Schools continue to remain completely closed in nine states, officials said, adding that all the states have vaccinated at least 95 per cent of the teaching and non-teaching staff, while few states have achieved 100
JCCV to hold public rally on February 10 DIMAPUR, FEB 3 (NPN): Joint Co-ordination Committee of Villages (JCCV) under Dhansiripar sub-division resolved to hold a public rally at Dhansiripar on February 10 at 10 am against the State government’s silence over the grievances of 45 villages communicated through public representations by various organisations. Informing this in a statement, JCCV convener Lughozhe Swu, co-convener Tsithrongse Sangtam and secretary Devendra Rana said that the rally would be followed by submission of representation to the government through SDO Dhansiripar calling for review of the December 20, 2021 notification without further delay. The meeting lamented that the government was maintaining silence despite the grievances having been highlighted through public representations submitted by Aqahuto Tokukujo Kukami Kughakulu on November 13, 2021, Sema-Dimasa Union, Dhansiripar subdivision on December 22, 2021 and Dimasa Public Organisation on January 4 this year in connection with the jurisdiction notified for the newly created district of Chümoukedima.

schools are run, according to protocols, standard operating procedures because we are still in the midst of the pandemic. “By implementing Standard Operating Procedures (SOPs), we can ensure safe conduct of schools, make physical learning possible, school activities, which lead to interaction development, possible. Teachers can feel safe because now in any case, as they are vaccine protected. So following the SOPs is the essence of the guidelines that the Union government has been issuing. And we believe these guidelines are adapted, these are considered directly by the state governments and decisions are taken for opening the
schools,” he added. Noting that the nation is concerned that there have been a significant learning loss, Paul said schools should be open at the “earliest opportunity but also appropriate time”. “It (school closure) had other imperatives in the absence of vaccine — the teachers were not protected, and so on and so forth… We have more confidence to go in the direction of reopening schools but according to the SOPs. We are very happy to share with you the the paradigm within which, in a scientific evidence, schools can be opened safely,” Paul said. Sweety Changsan, Joint Secretary, Ministry of Education said after taking into account the extensive vaccination coverage, the ministry had issued revised guidelines to states in December last year and the decision to ask for parents consent was left with states. “Also, the revised guidelines talked about congregations and gatherings which were earlier banned in schools. According to the new
advisory, schools may celebrate events and hold gatherings according to SOPs issued by the state. States and UTs have also been advised to evolve SOPs for safe conduct for group activities and events,” she added. Further, the revised guidelines issued by the Department of School Education and Literacy, Ministry of Education, suggested preparing bridge courses and implementing them in classrooms. “Once school reopens, the grade-related syllabus should be undertaken only after the bridge course is completed, so that students can adjust to the changed school environment and do not feel the stress or being left out, especially students who did not have access to alternate means of education,” the guidelines had said. “In the modified guidelines, the government has also suggested identification of children based on their learning levels so that teachers can focus on students who need additional support,” it added.
Covid-19 cases declining in India: Centre
NEW DELHI, FEB 3 (AGENCIES): The Centre said on Thursday that most states and Union territories (UTs) across the country are reporting a decline in their Covid-19 tally, with the number of those having more than 50,000 active caseload currently standing at eight. Tamil Nadu, Karnataka, Rajasthan and Kerala are some of the states where the active tally was above 50,000, joint secretary of Union health ministry Lav Agarwal said during a weekly Covid-19 press briefing. He added that there is
an overall dip in Covid-19 cases across India, with the active case count of the country at 15,33,921 as of February 3. Agarwal said India reported a peak of 3,47,254 of active infections on January 21 this year, which is less than the previous peak recorded on May 7 last year - during the second wave of the pandemic, of 4,14,188. “There has been a drop in the number of states with more than 50,000 active Covid-19 cases. Meanwhile, there are 12 states where the active count is between 10,000 and 50,000, while
16 states have less than 10,000 infections currently,” Agarwal said. He said that among the states with over 50,000 active caseload, Kerala is the only one that has witnessed a surge in infection rate. The remaining seven states in the list, including Maharashtra, Tamil Nadu, Kar nataka, Rajasthan, Madhya Pradesh, Gujarat, and Andhra Pradesh, have shown a consistent decline in their Covid-19 infection rate. Tamil Nadu’s active tally has seen a drop by 0.83 times from 213,692

Regarding the case positivity and active case count scenario across India, Agarwal said besides Kerala, Mizoram is the other state where the infection rate is seeing an uptick on a weekon-week basis. “We are constantly in touch with the states, and have urged them to take containment measures along with hospital management so that we combat the Covid-19 together,” he said.

APHLC asks KAAC to adhere to 6th Schedule for eviction DIMAPUR, FEB 3 (NPN): Barely a week after Karbi Anglong Autonomous Council (KAAC) carried out the third phase of eviction at Block No.3, Balijan area along the DimapurKhatkhati border, the All Party Hills Leaders’ Conference (APHLC) said it was not against eviction of encroachers “anywhere in the three hills districts of Karbi Anglong (KA), West Karbi Anglong (WKA) and Dima Hasao (DH)” as governed under the 6th Schedule of the Indian constitution, but that those encroachers who are not scheduled tribes or tribe and who are unconstitutionally occupying lands meant for ST and other tribes, “must be evicted under Paragraph 20 of the Sixth Schedule.” In a representation addressed to Chief Executive Member (CEM) KAAC, president of APHLC J.I. In this, they cited Paragraph 20 of the 6th Schedule which clearly stated that KA and WKA districts “are tribal areas” and that the schedule did not say that these tribal areas belong to any particular hill tribes or tribe. They further stated that APHLC did not agree in evicting encroachers on the basis of religion as the Sixth Schedule was for all STs belonging to any religion. Claiming that many
encroachers had already obtained land pattas, the signatories demanded that, instead of punishing the encroachers, exemplary punishment must be given to the revenue officers and staff, village headmen and other allegedly involved in helping encroachers purchase land and obtain pattas illegally. APHLC further alleged that many non-tribal encroachers married tribal women to obtain land in Karbi Anglong and West Karbi Anglong in their wives’ names. Heroin worth `5 cr seized in KA G U WA H AT I , F E B 3 (AGENCIES): In a major drug haul, Asam police on Thursday seized heroin worth around Rs. 5 crore in Assam’s Karbi Anglong district, and arrested two persons-- male and a female, hailing from Dimapur. The heroin consignment weighing 660 grams was seized at a check point near the CRPF camp at Bokajan in Karbi Anglong district. “Today morning, one Wagon R was intercepted near Bokajan police station and after thorough search, 660gms of heroin was re-
covered from the car,” Assam DGP Bhaskar Jyoti Mahanta said. The seized heroin consignment was hidden inside 51 soap cases. “Two persons have been arrested so far, both hailing from Dimapur,” Mahanta said. According to IBNS report, Bokajan SDPO John Das said that the apprehended persons had planned to deliver drugs to a person of Bokajan area who was arrested recently along with 695 grams of heroin and a case was registered at Khatkhati police station against him.

In 2020, the value of drug seizures by Assam Rifles in the region was worth Rs. 688 crores and in 2021 the drug seized by Assam Rifle in Northeast India were worth Rs. 908 crores.
NEW DELHI, FEB 3 (AGENCIES): A notice has been issued to the Prime Minister’s Office (PMO) by a district court in Uttar Pradesh after Prime Minister Narendra Modi wore the Indian Army uniform during his visit to Kashmir last year while interacting with Army personnel. The notice was issued to the PMO after a plea was filed in the Prayagraj district court in UP, stating that Modi wearing the uniform was illegal under Section 140 of the Indian Penal Code, and should be termed as a punishable offence.

reports, district judge Nalin Kumar Srivastava issued a notice to the PMO as well as Advocate Rakesh Nath Pandey, who had moved the application under section 156(3) of the Code of Criminal Procedure (which empowers Magistrate to order an investigation into a cognizable offence). The plea has been filed by Pandey before a district judge, and now the matter will be heard by the court on March 2. Earlier, the application was initially filed by Pandey in December in front of chief judicial mag-
istrate Harendra Nath, who rejected the plea. Last year, Prime Minister Narendra Modi had visited the Nowshera sector in Jammu and Kashmir to celebrate Diwali with soldiers and Indian Army personnel. Pandey had earlier filed a plea in December last year, however, the CJM had rejected it saying that the incident happened outside the jurisdiction of the court and the matter can be heard by a magistrate having jurisdiction. The order was challenged by Pandey before the district judge who has now issued notice to PMO.

Of the fresh cases, 49 were from Dimapur, 16 in Kohima, two each in Mokokchung and Peren and one in Phek, taking the total caseload to 34680. A total of 14,17,201 persons had been inoculated against Covid-19 till February 3 (802368 first dose and 614833 second dose) while 14465 received their booster dose.

According to a DIPR report, while releasing the manual Alam congratulated the entire NFMP team for their good works in implementation of activities of the project. He urged the team to focus on publicity of various activities through media including social media. The chief secretary new practices, technologies shall be deployed in the project and assured that efforts would be about convergence with concerned departments. At the programme,
project director (Imp, M&E), Vedpal Singh highlighted the status of the NFMP such as engagement of Project Management Consultant (PMC), infrastructure strengthening, recruitment of PMU and DMU support staff, setting up of GIS and MIS lab, deployment of FNGOs in all districts, Microplan preparation, entry point activity and water harvesting structures, formation of SHGs and establishment of nursery and plantation activities etc. A presentation about the various modules of the WebGIS portal as well as the mobile app platform was presented by GIS expert, Rashid while MIS expert, Longshithung presented about the working of the MIS portal capturing
various data involved in the implementation of the project activities. PMC international expert, Jayesh Bhatia commented upon issues like capacity building, preparation of microplan, nursery and plantation activities at different stages of various batches in the villages. He pointed out that the pace of release of fund flows to villages, needs to be augmented. Bhatia also discussed about convergence with allied departments and having a common platform for all externally aided projects like JICA, IFAD and KFW. The programme was chaired by PCCF & HoFF, Dharmendra Prakash, who also gave a brief overview about the NFMP project.

SHILLONG, FEB 3 Meghalaya government on Thursday appointed former Director General of Police R Chandranathan as the Security Advisor to the government for one year. Chandranathan would be tasked with coordinating with the Ministry of Home Affairs and other central and intelligence agencies, VIP security in other parts of the country, except in Meghalaya. He would be stationed at New Delhi and his office would be at the Resident Commissioner, APJ Abdul Kalam road. “The security advisor would be given a monthly honorarium of Rs.75, 000 and other entitlements of perks,” Additional Chief Secretary (Home), Donald Philip Wahlang said. Chandranathan shall also be provided an official vehicle and TA and DA as per existing rules. All these expenditures would be charged from the Home department. Chandranathan retired from office on December 31 last year.

After a Janata Dal (United) candidate filed nomination on Wednesday, altogether six candidates have filed their nomination till date, an official source in the state CEO said. Among the five candidates who filed their nomination papers today, three were from the National People Party (NPP) and two from Bharatiya Janata Party (BJP). The incumbent state Assembly Speaker Yumnam Khemchand Singh of the BJP filed his nomination papers from the Singjamei Assembly Constituency. Khemchand filed three nomination papers supported by three proposers each, at the office of the Returning Officer (RO) of Singjamei AC Pangambam Yaitongba. The third day of filing of nominations in respect of the first phase of polling also witnessed four other candidates, including former minister Karam Shyam, filing their nomination papers in Imphal West district. AGARTALA, FEB 3 (PTI): A 33-year old truck helper from Punjab’s Pathankot who tested positive for COVID-19 was found hanging in a Corona waiting centre in North Tripura district, police said on Thursday. Truck driver Tarsem Singh (48) along with his assistant Balbinder Singh (33) reached Churaibari check gate, the entry point of Tripura from Pathankot on Tuesday night. As COVID-19 test is mandatory for those who are coming from outside the state, they went for test at Churaibari Sales Tax Complex on the same night. While Tarsem tested negative, Balbinder tested positive for COVID-19. Accordingly, he was taken to a designated room by the health workers before sending him to a quarantine centre at Panisagar. When a medical team came to Churaibari Sales Tax Complex to take Balbinder, to the Covid quarantine centre, they found his body hanging from a window. On being alerted, a police team of Churaibari police station rushed to the spot and recovered the body by maintaining Covid protocols.
Sikkim reports lowest Covid cases of 2022 at 62 GANGTOK, FEB 3 (PTI): Sikkim registered the lowest number of daily Covid-19 infections this year on Thursday when 62 people tested positive for the virus, the health department said in a bulletin. The coronavirus tally rose to 38,415 in the small Himalayan state. The death toll remained unchanged at 432 as no fresh fatality due to the disease was reported in the last 24 hours. Out of the 62 new cases, 34 were reported from East district, 26 from West district and two from South district.

M’laya records 3rd lowest unemployment rate in India
S H I L LO N G, F E B 3 (AGENCIES): The unemployment rate in the northeastern state of Meghalaya is reported as the 3rd lowest in the country at 1.5 percent., according to the data released by independent think-tank CMIE (Centre for Monitoring Indian Economy), reports The Sentinel Assam. Meanwhile, the state of Telangana has reported the lowest unemployment rate at 0.7% in the month of January 2022 on the other hand the state of Haryana has reported the highest unemployment rate at 23.4%. However Gujarat reported the unemployment rate at 1.2%, Meghalaya and Odisha at 1.8% and Rajasthan reported the secondhighest at 18.9 percent. The unemployment rate in India has seen a big decline with the drop to 6.57 percent in January this year which is reported as the lowest since the month of March last year. According to CMIE the decline in India’s unemployment rate comes after the county gradually recovered along with ease in the restrictions following the decreased number of Omicron cases. As per the CMIE data, the unemployment rate in the urban region of the country stood at 8.16 per-
cent by this month and in rural India, it was reported as lowest at 5.84 percent. The Centre for Monitoring Indian Economy (CMIE) added that the rate of unemployment was reported as 7.91 percent in the month of December last year and it stood in rural at 7.28 percent with urban at 9.30 percent in the same month. Notably, the CMIE had estimated the tally of the total number of people that are unemployed in the country as of the monthv of December last year at 5.3 crores. It mentioned that a huge proportion of the data were women in India that are unemployed. As informed by CMIE Managing Director and CEO Mahesh Vyas in December 2021 data analysis, a total of 3.5 crores Indians were actively searching for work to get employed in different organizations and among those people 80 lakh individuals i.e. 23 percent people were women. The CEO further stated that it is an equally significant challenge to offer employment opportunities for the additional 17 million people who are unemployed but willing to get employed with the availability of work despite the fact that they are not actively searching for work.

PANAJI, FEB 3 (PTI): Congress’s Assembly poll candidates in Goa will take a pledge of loyalty to the party in the presence of its senior leader Rahul Gandhi on Friday, when he will be on a day-long visit to the state, a party functionary said. During the visit, Gandhi will also address a public meeting in Sankhalim Assembly constituency, which is currently represented by state Chief Minister and BJP leader Pramod Sawant, he said. Elections to all 40 Assembly seats in Goa will be held on February 14 and the results will be declared on March 10. The Congress has tied up with the Goa Forward Party (GFP) for the polls. While the grand old party has fielded 37 candidates, the GFP is contesting on three seats. “On his arrival in Goa on Friday, Rahul Gandhi would first hold a meeting with the party leaders at the International Centre in Dona Paula near here,” the spokesperson of the Goa Pradesh Congress Committee (GPCC) said. “The party has designed a programme called Pledge of Loyalty at 1 pm, wherein poll candidates and other leaders would take an oath of loyalty to the party in the presence of Gandhi,” he added. At 3 pm, Gandhi is scheduled to hold an interaction with various stakeholders in the state and at 5 pm, he will address a public meeting at Sankhalim, the party functionary said. In the last five years, the Congress was hit the hardest by defections in the BJP-ruled Goa as most of its legislators quit the party. erhaps nothing more defines Rahul Gandhi and his political worth than the observation made by M.R.Venkatesh, a known political analyst. Venkatesh wrote : “Whenever he (Rahul Gandhi) opens his mouth, Congress party seems to lose half a million votes. That is the problem with the Congress party.” Perhaps it may not be wrong to also say that it has also become a problem for millions of Congress supporters across the nation who have voted and supported the party since the time of late Indira and Rajiv. There is a popular saying ‘don’t shoot the messenger’. However, in Rahul’s case he deserves brickbats for changing the message. Even if Rahul, may not actually plan on changing the content of the messages, yet it all comes crashing down because of his lack of ability to articulate. He raises many important topics but his goofs up and faux pas take precedence. One magazine went as far as to write : ‘ Rahul Gandhi is for real. He is known for his faux passes, bloopers and bloops. Just as one is about to get over one, he comes off with another. Over the last few years, particularly since Mr Modi came to power, the frequency of his bloopers increased manifold. Perhaps it is the awe and overbearing personality of Mr Modi that brings out Rahul’s insecurities and inanities to the fore. Here is a fifty-year-old man who has the singular distinction of being born in a family that boasts of a Prime Minister in each of its last three generations, yet every time he opens his mouth, he bloops.’ In the ongoing budget session of parliament, Rahul again managed to attract more brickbats that bouquets for his lacklustre speech. Though he sought to debate about the Budget, yet Rahul only managed to tie himself in knots. He even dragged the statutory bodies when he said “The judiciary, Election Commission and the Pegasus spyware are all instruments to destroy the voice of Union of States.” Referring to the Pegasus snooping row, he said, “When the Prime Minister personally goes to Israel and authorises the use of Pegasus in India, he is attacking the people of Tamil Nadu, he is attacking the people of Assam, he is attacking the people of Kerala, he is attacking the people of Bengal.” On why there was no guest for the Republic Day on January 26 this year, Rahul said “Ask yourself why you could not get a guest for the Republic Day function? The nation is at risk. The nation is at risk for outside and the nation is at risk from inside. And that is a very dangerous place for a nation to be in.” Needless to say, Rahul now faces a privilege motion in the Lok Sabha and also demands from union ministers to tender an apology for his speech. The Congress has seasoned debaters like Sashi Tharoor or Manish Tewari in the Lok Sabha but Sonia has made Adhir Ranjan Choudhury and Rahul initiate debates even though they are poor orators. Congress veterans themselves say this is to ensure capable leaders don’t come up in the party except a Gandhi. Though millions of Congress supporters are ready to fall behind a capable leader, somehow Sonia is unwittingly helping BJP to fulfil its vow of Congressmukht Bharat by backing an incapable Rahul.

These words are not an exaggeration. The only reason they may not be true of us who call ourselves ministers of the gospel is not that Paul forgot or misunderstood the exact truth of them, but that we are too cautious and concerned about our own desires to allow ourselves to become the refuse or “filth of the world.” “Fill up in my flesh what is lacking in the afflictions of Christ…” (Colossians 1:24) is not the result of the holiness of sanctification, but the evidence of consecration— being “separated to the gospel of God…” (Romans 1:1). “Beloved, do not think it strange concerning the fiery trial which is to try you…” (1 Peter 4:12). If we do think the things we encounter are strange, it is because we are fearful and cowardly. We pay such close attention to our own interests and desires that we stay out of the mire and say, “I won’t submit; I won’t bow or bend.” And you don’t have to— you can be saved by the “skin of your teeth” if you like. You can refuse to let God count you as one who is “separated to the gospel….” Or you can say, “I don’t care if I am treated like ‘the filth of the world’ as long as the gospel is proclaimed.” A true servant of Jesus Christ is one who is willing to experience martyrdom for the reality of the gospel of God. When a moral person is confronted with contempt, immorality, disloyalty, or dishonesty, he is so repulsed by the offense that he turns away and in despair closes his heart to the offender. But the miracle of the redemptive reality of God is that the worst and the vilest offender can never exhaust the depths of His love. Paul did not say that God separated him to show what a wonderful man He could make of him, but “to reveal His Son in me…” (Galatians 1:16).

Budget 2022: Ignored jobs, women, health & education F inance Minister Nirmala Sitharaman started the innings of her much-awaited 2022 Budget speech by emphasising her macro-fiscal priorities to be positioned for a long-term budgetary vision of ‘India at 100’. It included areas of: ‘inclusive development’, ‘productivity enhancement’, ‘sunrise opportunities’, ‘energy transition’, ‘climate change’, and ‘PM Gati Shakti’. The PM Gati Shakti Programme identified seven engines of growth: Roads, Railways, Airports, Ports, Mass Transport, Waterways, and logistics infrastructure. It seems these are the ‘engines of growth’ that the government feels committed to. To enable a narrower understanding and reading of all key announcements made, without getting too lost in the details, it would be better here to critically focus this Budget’s meaning and analysis on two broader areas – job creation-job security and social-welfare spending priorities (with a focus on women). What about employment of women in rural areas? It seems the Modi Government’s ‘blinded’ or ‘indifferent’ approach with regards to addressing the puzzling crisis of unemployment-underemployment, is likely to continue. A long-term view of ‘India at 100’ remains centred around enhancing capital expenditure-supported ‘growth’ and ‘productivity’ in big-infra segments, which the Finance Minister has remained rigidly tied to since the last budget. The hope is that the big boost in capital expenditure and more ‘supply side’ spending measures will subsequently create enough ‘good quality jobs’ for all. It is worth iterating here, though, that from a gendered analysis of pastemployment trends across sectors, most jobs created in areas of infrastructure (including construction, ports, logistics) have broadly increased male participation while adversely affecting the ‘female labour force
participation rate’ in these segments. It is largely in areas of services, communication, part-manufacturing and agri-business where women employment viz-aviz males has been in some proportion. But it has been most ‘equal’ across gender in service sectors of ‘health’ and ‘education’ (as seen below), which have received the least public spending/ investment in the past. Union Finance Minister Nirmal Sitharaman did announce a slew of initiatives targeted at womencentred development in her fourth budget speech. “Recognising the importance of ‘Nari Shakti’, three schemes were launched to provide integrated development for women and children,” the FM said in Parliament today. Sitharaman said Mission Poshan 2.0, Mission Vatsalya and Mission Shakti were launched recently to provide integrated benefits to children. Saksham Anganwadi is a new generation that has better infrastructure and audiovisual aids covered by clean energy and provides improved environments for early childhood developments. Two lakh anganwadis will be upgraded under the scheme, Sitharaman added. Last year, Sitharaman allocated ₹20,105 crore for Saksham Anganwadi and POSHAN 2.0 scheme, ₹900 crore for Mission Vatsalya and ₹3,109 crore for Mission Shakti (Mission for Protection and Empowerment for Women). But there are other areas where women-centred employment opportunities, especially in rural areas, weren’t prioritised in this budget. The FM didn’t even mention the jobs crisis Higher allocations to MGNREGA (already affected in 2021 by inadequate budgets), greater support to states for targeted job creation, enhancing PLI schemes towards ‘job creation’, and introducing an urban version of the MGNREGA plan (at least on a smaller scale) were all seen as part of expectations to address the ‘joblessness’ cri-
sis head-on. We didn’t hear on either of these, which is disappointing. On MGNREGA, the Union government lowered its allocated spending for FY2023. It has allocated Rs 73,000 crore for India’s rural jobs guarantee programme in the upcoming fiscal. India’s broken labour markets and an asymmetric employment landscape has largely been split between the unorganised-organised space. The informal (unorganised) space was hit the most during the pandemic. It has also been the most resilient though, once the state-wide or national lockdowns were lifted. Most women in India’s employment landscape are employed in the vulnerable unorganised, informal space. One major reason for some of these poor numbers remains centred around the fact that India’s female labour force participation rate (LFPR) – the share of working-age women who report either being employed or being available for work – is as low as 16.4 per cent (in the 15-29 age group) and 33 per cent (in the 35-39 age group), as per the 2017-18 PLFS data (not taking the pandemic effect into consideration). Among women in the prime working ages of 30-50, more than two in three women are not in the workforce, with the majority of them reporting that they are “attending to domestic duties only”. MSME sector has fallen through the cracks The situation for both women-employment and women-based entrepreneurship also appears calamitous. As discussed recently, if we look at the recent data extracted from round 73 of the National Sample Survey (NSS), there are less than 21 per cent of women entrepreneurs in the MSME sector, which holds the bulk of the share in India’s manufacturing landscape. In the organised formal jobs sector, only seven of 100 entrepreneurs in India are women, and of them, nearly half (49.9 per cent) get into business ‘out of necessity rather than
aspiration’, as per a recent IWAGE report. Given the lack of jobs in the organised (formal) segment, the better treatment of the (un)organised sector via the protection of MSMEs is also vital. Unfortunately, the second wave fiscal response measures by the government failed to do much to protect the affected MSMEs, adversely affecting employment in unorganised-organised sectors. In context to MSMEs, one of the larger job-creating segments for both the unorganised-organised employment landscape, the only positive from the allocative announcements made was in the direction of extending the emergency loan guarantee (ECLGS) amid the COVID crisis. The scheme will now be extended till March 2023 and its guarantee cover will be expanded by Rs 50,000 crore to a total cover worth Rs 5 lakh crore, said Finance Minister Sitharaman. Will ailing banks really support MSMEs? I am not sure but the scheme provided immediate relief to small enterprises. The concern is that there is still no clarity on the quality of these loans, how they will be allocated, and the role of banks. It is also not clear whether scheduled commercial banks or public sector banks, already affected by ‘poor quality loans’ on their balance sheets and weak Insolvency and Bankruptcy Code (IBC)-driven recovery of bad loans, will actually walk the talk on extending credit to MSMEs. With a high government debt-to-GDP ratio, the government would also need to tread with caution on how it implements the credit guarantee allocations, as such guarantees will be a contingent liability on the government’s books. Govt’s social welfare spending is dismally low As argued in my prebudget analysis, it was shown how dismal the Union government’s social welfare spending levels have been, even during the pandemic years. The Economic Survey 2021 report highlights it as well. The
combined aggregate spending in areas of education, healthcare (outside COVID-19) has been less than 9% of the GDP. As a percentage of total government expenditure, the aggregate expenditure on social services is around 26.6% (it is 9.7% in education and 6.6% in healthcare). The level of public expenditure on nutrition-centred programmes, including those focusing on early child development, has been dismally low. For FY 2022-23, the Union Government allocated Rs 1,04,278 crore for the education sector, which is 11,054 crore higher than the amount allocated to the education sector in the financial year 2021-22. Last year, the Union Budget allocated an amount of Rs 93,224 crore to the education sector. The revised estimate made this to be Rs. 88,002 crore. This indicates an increase in the budgetary allocation for education by 11.86%. Learning loss, dropouts ignored It would be interesting to see how the allocation happens for this increased outlay in education, as a slew of new schemes have been announced by the Finance Minister this Budget, including a digital university to provide education in different Indian languages that will be built on a huband-spoke model, and a one-class one TV channel e-learning service. The government’s budgetary allocations have also seen a decline in child-related departments FY 202021 onwards. The Union Ministry of Women and Child Development saw a decline in budgetary spending from Rs 30,007.1 crore to Rs. 24,435 crore. The budget for the Department of Education and Literacy was already slashed to Rs 53,600 crore from 59,370 crore. The budgetary allocation for child protection was cut down by 40 per cent from Rs 1,500 crores to Rs 900 crores. This has affected the states’ ability to spend on existing child-related programmes. However, Chhattisgarh, for example, which has been grappling with a high under-5 mortality rate, stunting and wasting rates, was not able to prioritise child expenditure in the post-COVID year in spite of its fiscal prudence. As most states’ spending capabilities have been adversely affected during COVID years, the bulk of the fiscal responsibility of redistribution of additional resources towards social welfare, including for child-women development, fall directly on the Central government. That responsibility, it seems, has been abdicated. In sum, both the 202223 Budget and the Finance Minister’s ‘India at 100’ long-term vision blindly ignore the need for establishing a robust social and economic safety net for the most vulnerable populations, including women and children across communities in India. What it indicates is a wide degree of abdication of responsibility on the Union government’s in addressing deep-rooted inequities and exacerbated levels of poverty, which have worsened during the last two years. To set up a pattern of administration best suited to all the tribes 5. To form a lasting good relationship with the Government of India for a permanent and honourable solution of the Indo-Naga problem through reconciliation. During the formation of the Democratic Party, Mr. A. Kevichusa and his friends decided on the motto ‘Fide Non Armis’. This is a Latin word that means ‘by faith and not by arms’. They believed that only faith can solve this problem. Not arms. Government of India and Nagas need to have faith on each other. To achieve this faith, Nagas need unity first and Government of India needs sincerity. Honourable Chief Minister N. Rio rightly said that Nagas will not progress as long as they are divided. Before the final solution of Indo-Naga problem, Nagas should come to a common platform under one umbrella. What I feel is that if the Government of India and Nagas, having faith in each other, try for a settlement that will be an honourable, acceptable and final settlement for contending parties – the Government of India and the Nagas. K O L K AT A , F E B 3 (IANS): The West Bengal State Election Commission (SEC) has announced that it will conduct the municipal elections in the state on February 27. The elections were due for nearly two years but could not be held due to the Covid-19 situation. Announcing the polls, State Election Commissioner Sourav Das said: “The municipal polls in 108 municipalities across the state will be held on February 27 and the model code of conduct will be in force from February 3 only. The last date for the filing of nomination is scheduled
on February 9.” The Commissioner added that there will be elections in all the municipalities except one ward of South Dum Dum municipality. “There is a high court directive and so we cannot conduct any election in ward number 29 of the South Dum Dum municipality,” Das said. However, the SEC didn’t make any announcement of the date of counting of votes. Meanwhile, the SEC has also announced the elections of four municipal corporations -- Siliguri, Bidhannagar, Chandannagar and Asansol -- on February 12.

Karnataka Home Minister Araga Jnanendra on Thursday said children should neither wear hijab nor saffron shawls at schools and he has asked the police to keep watch on religious organisations that are trying to undermine the country’s unity in this regard. Speaking to reporters here, he said no one should come to school for practicing their religion, as it is a place where all students should learn together with a feeling of oneness. The remarks come amid a row over wearing ‘hijab’ (headscarf) by some students at a government pre-university college at Udupi. In another incident, Muslim girl students of the Kundapur PU college, who reached the institution today wearing the hijab, were stopped at the gate by the principal. They were informed that they are not allowed to wear the headscarf inside the classrooms and asked to remove it before entering. Yesterday, around 100 Hindu students came to classes wearing saffron shawls as a counter to the girls wearing hijabs. “Schools are the place where children belonging to all religions should learn together and imbibe a feeling that we are not different, and all are children of Bharat Mata,” Jnanendra said in response to a question. Third Covid wave eases Jan services output: PMI
NEW DELHI, FEB 3 (IANS): The third wave of the Covid-19 pandemic has sequentially dampened India’s service sector growth in January 2022. The seasonally adjusted India Services Business Activity Index came in at 51.5 (index reading) for January, lower than 55.5 in December. The PMI ranges between 0 and 100, with a reading of above 50 indicating an overall increase compared to the previous month. Besides, the headline figure pointed to the slowest rate of expansion in the current six month sequence of growth. The upturn was reportedly stymied by the intensification of the pandemic, the reintroduction of restrictions and inflationary pressures, the IHS Markit India Services PMI report said. According to survey participants, demand was
restricted by the fast spread of the Omicron variant and the reinstatement of curfews in parts of the country. “New work intakes increased further at the start of the year, taking the current sequence of expansion to six months. That said, the rate of growth was only slight and the weakest over this period.” On consolidated manufacturing and services, the Composite PMI Output Index fell from 56.4 in December to 53 in January. “Both services activity and manufacturing production increased at weaker rates,” the report said. “Although new orders received by private sector companies continued to rise, the rate of expansion eased to the slowest in the current six-month period of growth. Slower increases were seen among manufacturing firms and their services counterparts.”
Furthermore, January data pointed to a second successive monthly drop in private sector employment. “Despite being modest, the rate of job shedding accelerated from December. A quicker fall among goods producers was matched by a similar trend among service providers.” Pollyanna De Lima, Economics Associate Director at IHS Markit, said that the escalation of the pandemic and reintroduction of curfews had a detrimental impact on growth across the service sector. “Concerns about how long the current wave of Covid-19 will last dampened business confidence and caused job shedding. Firms were also alarmed about price pressures,” she said. “On this front, the latest PMI results brought worrying news as input prices increased at the sharpest rate in over a decade.”

Sugar production surplus in India since 2010-11: Govt
NEW DELHI, FEB 3 (IANS): As against the domestic consumption, there has been surplus production of sugar in the country since sugar season 2010-11 (October-September), except in sugar season 2016-17 due to drought, the Parliament was informed on Wednesday. “In the previous sugar season 2020-21, about 310 lakh metric tonnes (LMT) of sugar was produced, after discounting diversion of 22 LMT of sugar to ethanol, by Indian sugar mills against domestic consumption of 265 LMT. Further, against the estimated domestic consumption of 270 LMT in sugar season 2021-22, the sugar production is estimated to be around 308 LMT, again, after discounting estimated diversion of 35 LMT of sugar to ethanol,” Union Minister of State for Consumer Affairs, Food and Public Distribution, Sadhvi Niranjan Jyoti told the Lok Sabha in a written reply. The government has
been extending assistance to sugar mills, with a view to facilitate export of surplus sugar, and thereby, improving liquidity of sugar mills and enabling them to clear cane price dues of farmers, she said, Giving details of export of sugar in past five years, the Minister said, in the sugar seasons 2016-17 ande 2017-18, 6.2 LMT was exported, in 2018-19, exports came down to 38 LMT followed by a substantial increase to 59.6 LMT in sugar season 2019-20, and further increased to 70 LMT in sugar season 2020-21. The export of sugar in sugar season 2021-22, till Jan 31, 2022, is 26.5 LMT. Till date, contracts of about 40 LMT have been signed for export of sugar in current sugar season and that too without announcement of any export subsidy. It is also estimated that in sugar season 2021-22, about 50-60 LMT of sugar is likely to be exported by domestic sugar mills.

According to Cristiano Amon, President and CEO of Qualcomm Incorporated, the chipset business had its second consecutive quarter of record performance with $8.8 billion in revenue. “We are at the beginning of one of the largest opportunities in our history, with our addressable market expanding by more than seven times to approximately $700 billion in the next decade,” Amon said in a statement late on Wednesday. “Our one technology roadmap positions us as the partner of choice for both mobile and the connected intelligent edge,” he added. In Internet of Things
(IoT), Qualcomm continues to see strong momentum with revenue growth of 41 per cent (year over year) across consumer, edge networking, and industrial. “In consumer IoT, our early investments, collaboration with Microsoft, and the recent acquisition of NUVIA uniquely positions us to drive the PC industry transition to ARM-based computing for next-generation connected laptops,” said the company CEO. At the recently-held CES 2022, the company highlighted broad support from ecosystem partners, including Acer, ASUS, HP, Lenovo, and Microsoft, as well as 200 enterprise customers currently testing or deploying Windows on Snapdragon laptops in twoin-one devices. “We’re also seeing strong growth in premium and high-tier Android tablets, further highlighting the convergence of mobile and PC,” Amon said.

KYIV/BRUSSELS, FEB 3 (AGENCIES): NATO said Russia had stepped up deployments to Ukraine’s northern neighbour Belarus in recent days and was expected to have 30,000 troops there for joint military exercises this month. The Russia-Belarus exercises, running until Feb. 20, have provided Moscow with cover to further increase forces near Ukraine at a time when the United States and Britain have warned that Moscow may be gearing up for war. Ukraine’s defence minister said Russia had currently massed a total of 115,000 troops near Ukraine’s borders. Russia denies planning to invade Ukraine and has described the Allied Resolve exercises with Belarus as a rehearsal in repelling external aggression. It has not disclosed the size of its forces there but says they will withdraw after the drills. NATO Secretary-General Jens Stoltenberg said: “Over the last days, we have seen a significant movement of Russian military forces

COPENHAGEN, FEB 3 (AP): The director of the World Health Organisation’s Europe office said on Thursday the continent is now entering a “plausible endgame” to the pandemic and that the number of coronavirus deaths is starting to plateau. Dr. Hans Kluge said at a media briefing that there is a “singular opportunity” for countries across Europe to take control of COVID-19 transmission due to three factors: high levels of immunisation due to vaccination and natural infection, the virus’ tendency to spread less in warmer weather and the lower severity of the omicron variant. As the winter subsides in much of Europe in the coming weeks, Kluge said the upcoming spring “leaves us with the possibility for a long period of tranquility and a much higher level of population defense against any resurgence in transmission.” Even if another variant emerges, Kluge said health authorities in Europe should be able to keep it in check, provided immunisation and boosting efforts continue, along with other public health interventions.

Putin, Pakistan Prime Minister Imran Khan and 30 heads of state and international organisations are due to attend the opening ceremony, which is being boycotted diplomatically by the US, EU and several other countries to highlight the allegations of human rights violations against Uyghur Muslims in China’s restive Xinjiang province. KARACHI, FEB 3 (PTI): Armed assailants attacked two security forces’ camps in Pakistan’s restive southwestern Balochistan province, triggering an intense exchange of fire in which at least 15 terrorists and four soldiers were killed, a senior minister said on Thursday, terming it a “great success” against terrorism. The attacks, claimed later by the banned Baloch Liberation Army (BLA), took place in Panjgur and Noshki districts on Wednesday. In Panjgur, the terrorists tried to enter a security forces’ camp from two locations while in Noshki they attempted to get into a Frontier Corps (FC) post which was “promptly responded”. Interior Minister Sheikh Rasheed Ahmed said in a video message that nine terrorists and four soldiers were killed in Noshki while six terrorists were shot dead in Panjgur. “The terrorists were repulsed from both places by the Pakistan Army. A few — four to five people — are surrounded by the army in Panjgur and will be defeated,” he said, terming it a “great success” against terrorism. The Pakistan government hopes that Khan’s trip to China will reinvigorate the CPEC project. “Twenty-one different sectors have been identified to be discussed with the Chinese leadership,” Information Minister Chaudhry told the Dawn newspaper on Wednesday after attending a series of meetings chaired by Khan at the Prime Minister House. The sectors to be discussed during Khan’s visit are related to the Special Economic Zones created under CPEC, trade, information technology, agriculture and the relocation of massive Chinese industries to Pakistan, the report said.

mericans have tossed and turned their way through the pandemic, and a new study shows they are increasingly turning to melatonin in an attempt to get some good rest. But the researchers also issued a warning, because some folks are using amounts that pose a risk to their health. In 2018, Americans were taking more than twice the amount of the over-thecounter sleep aid than a decade earlier, according to the research published Feb. 1 in the Journal of the American Medical Association. Since 2006, a small but growing number of adults are taking amounts of melatonin far above the 5-milligram-a-day dosage typically used as a shortterm treatment, the study found. “Taking sleep aids has been linked in prospective
studies with the development of dementia and early mortality. Melatonin is one such sleep aid,” Rebecca Robbins, an instructor in the Division of Sleep Medicine at Harvard Medical School, told CNN. She was not involved in the study, which was led by Dr. Jingen Li, from the Beijing University of Chinese Medicine. Melatonin has also been linked to headache, dizziness, nausea, stomach cramps, drowsiness, confusion or disorientation, irritability, mild anxiety, depression, tremors and abnormally low blood pressure, and can also interact with common medications and trigger allergies, according to CNN. It’s also noted that pills may contain levels of melatonin higher than what is advertised on the label. Currently, melatonin is not fully regulated by the U.S. Food
and Drug Administration, so there are no federal requirements that companies ensure their pills contain the amount of advertised melatonin. While overall use of melatonin in the United States remains “relatively low,” the study does “document a significant manyfold increase in melatonin use in the past few years,” Robbins noted. Experts are concerned that the stress of the coronavirus pandemic may have further increased the widespread reliance on sleeping aids, she told CNN. Short-term use of melatonin for jet lag, shift workers and people who have trouble falling asleep appears to be safe, but longterm safety is unknown, according to the National Center for Complementary and Integrative Health, part of the U.S. National Institutes of Health. Aus retain Women’s Ashes with ODI win over Eng CANBERRA, FEB 3 (IANS): Riding on fine bowling performances, Australia beat England by 27 runs in the first ODI to retain the multi-format Women’s Ashes series at the Manuka Oval, here on Thursday. A strong bowling display from England led by Kate Cross (3-33) and Katherine Brunt (3-40) helped England restrict Australia to a below-par total of 205/9 in 50 overs, despite Beth Mooney’s fighting innings of 73. The Korea Republic wasted no time in applying heavy pressure from the start and opened the scoring as early as the fourth minute when Player of the Match Cho headed in Kim Hye-Ri’s corner kick past Philippines goalkeeper Olivia McDaniel. Eager to impress in their first-ever semifinal appearance, the Philippines were undeterred by the early setback and Sofia Harrison’s attempt from distance six minutes later showed they meant business. The Taeguk Ladies, however,
continued to hold the lion’s share of possession and came close through Son Hwa-Yeon’s efforts in the 15th and 19th minutes, but McDaniel’s safe hands kept the Philippines in the game. Despite having to play on counter-attacks, the Philippines had their moments with Katrina Guillou giving the Koreans a scare in the 24th minute when her long-range strike missed by mere inches. BEIJING, FEB 3 (IANS): The International Olympic Committee has approved the initial sports programme for the 2028 Summer Olympic Games in Los Angeles with 28 sports on the schedule including skateboarding, sport climbing and surfing. The initial sports programme, which has a strong focus on youth, was approved on Thursday by the 139th Session of the IOC in Beijing. While inclusion in the ‘core’ sports is a big boost for these news sports, doubts persist over the inclusion of embattled sports boxing and weightlifting hat are in trouble because of governance issues highlighted by the IOC. NEW DELHI, FEB 3 (PTI): DD Sports channel will not telecast live the opening and closing ceremonies of the Winter Olympics being held in Beijing, Prasar Bharati CEO Shashi Shekhar Vempati said on Thursday. The announcement came shortly after the Indian government decided that its envoy will not attend the opening or closing ceremony of the 2022 Winter Olympics as China has chosen a military commander involved in the Galwan Valley clashes as its torchbearer for the mega sporting event. “Consequent to the announcement by @meaindia, @ddsportschannel will not telecast live the opening and closing ceremonies of the Winter Olympics being held in Beijing,” Vempati tweeted.
