NEW DELHI, FEB 4 (PTI): Rajya Sabha witnessed noisy scenes on Friday and a walkout by opposition parties, including, the DMK, the Congress and the TMC, over the Tamil Nadu governor’s decision to return the NEET exemption bill. DMK members wanted to raise the issue during Zero Hour, but chairman M Venkaiah Naidu did not agree, and asked them to do so during the discussion on the Motion of Thanks to the President’s Address. The DMK members, who later trooped into the Well of the House, were supported by Congress MPs. Soon after the laying of listed papers, the DMK members tried to raise the issue, but Naidu did not permit it. A notice under Rule 267 of Rajya Sabha by an opposition member to take up the matter was not accepted by the Chairman. leader Mallikarjun Kharge too wanted to speak on the issue as DMK members were insisting on raising the issue. Centre releases `9,871 cr PDRD grant to 17 states

NEW DELHI, FEB 4 (AGENCIES): Finance Ministry on Friday released monthly Post Devolution Revenue Deficit (PDRD) grant of Rs. 9,871 crore to 17 States. This was the 11th instalment of the PDRD grant released to the States. The Fifteenth Finance Commission (FFC) has recommended grants to 17 States, including Nagaland, and the same being released in equal monthly instalments, the ministry said. The eligibility of states to receive this grant and the quantum of grant was decided by the Commission based on the gap between assessment of revenue and expenditure of the State after taking into account the assessed devolution for the financial year 2021-22. The Fifteenth Finance Commission has recommended a total grant of Rs. 1,18,452 crore to 17 States in the financial year 2021-22. So far, an amount of Rs. 1,08,581 crore (91.6%) has been released in the current financial year.
DIMAPUR, FEB 4 (NPN): Working Committee (WC) Naga National Political Groups (NNPGs) stated that it has been disturbed by “unceremonious” media utterances by a group of Western Sumi GBs under the banner of Western Sumi Kukami Hoho (WSKH) which it said, destroyed the good image of Western Sumi customary institution so impeccably moulded and dispensed by predecessors with wisdom and understanding. WC, NNPGs through its media cell cited what it termed as “recent irrational media” interviews and press statements that has shocked all Naga tribes who worked and trusted the judgements and decisions of earlier WSKH pioneers. Drawing attention to former WSKH president Vihuto Yeputhomi’s fear of factional clashes and bloodbath, WC demanded to know which group and leader was preparing for such factional clashes. WC also demanded
to know why Naga public should fear the return of factional battles when all Naga tribes, the church and civil society groupshad worked so hard for reconciliation and unity among Naga political groups and when Nagas were inching closer to an acceptable and honourable Indo-Naga settlement? WC said the former WSKH president and some of his colleagues had played a key role in Akato Chophy’s exit from NSCN (R) and also from NNPG fold as per their own admission and had also advised Chophy to form a new faction. WC also wanted to know whether Vihuto had sought the approval of all Western Sümi villages and whether this was the desire of all Western Sumi GBs, the Sumi people and Naga tribes?. WC mentioned that Chophy, former vice-president of NSCN (R), had also been an integral part of WC, NNPGs, and knew fully well the Agreed Position signed on November 17, 2017 that
clearly defined the future relationship between the Centre and Nagas. It noted that despite the peace talks entering critical stage that and with all Naga tribes, elected members, GBs, church and apex civil society bodies having understood the status of the talks, WC said Chophy had made two things clear – he was working hard to sabotage honourable po-litical settlement and that his personal ambition was important than the common good of Nagas and hence had employed men like Vihuto to talk about possible bloodshed in Nagaland. WC therefore wanted to know against whom will they commit bloodbath? WC maintained that as political negotiations with the Centre had concluded on October 31, 2019, all the seven Naga political groups, who were once sworn enemies, had come together because the voice of Naga people superseded factions and groups. It may be recalled that the Aboi District HQ Demand Committee (ADDC) on January 30 decided to temporarily lift the ongoing indefinite bandh. ADDC in a statement had said that the committee and the Aboi public would wait for the outcome of the meeting between KU and the Konyak elected members, and that the movement would depend on the decision taken. DIMAPUR, FEB 4 (NPN): Dimapur Police busted a racked involved in issuing fake Covid-19 test reports to Manipur-bound passengers and arrested one person in this connection. According to DCP (Crime) & PRO Bharat Laxman, a police team on surveillance duty received information from reliable source January 22 that fake Covid-19 test reports were being issued to passengers travelling to Manipur from Blue Hill bus station area on payment basis. Thereafter, a police team was sent disguised as passengers in need of negative Covid-19 test report. One individual – Mohamad Samung (39 years) and son of Abdul Elim – working for IMA Travels (Dimapur to Imphal) offered to arrange them on payment basis. DIMAPUR, FEB 4 (NPN): Nagaland Law Students’ Federation (NLSF) submitted a representation to chief minister Neiphiu Rio through the principal secretary to chief minister seeking establishment of a Government Law College in the interest of law students in particular and the State in general. The representation was submitted by leaders of the federation during a meeting with the principal secretary at chief minister’s office in Kohima on Thursday and its copies sent to planning & coordination and land revenue minister Neiba Kronu and higher education & tribal affairs minister Temjen Imna Along. Stressing on quality legal edu-
cation and legal system in the State, NLSF, in a press note, said it hoped many eminent legal personalities from the State would emerge as country’s eminent legal experts as Nagas had the potential. And for this, the representation called for establishing a fully functional Government Law College in the State. The federation recalled that many appeals in the nature of representations and memorandums were made and peaceful dharnas held, but regretted that the issue had not been given importance and addressed yet. State logs 79 fresh Covid cases, 1 death
DIMAPUR, FEB 4 (NPN): Nagaland on Friday recorded 79 fresh positive cases while one more patient succumbed to the infection. Of the fresh cases, 58 were from Dimapur, 15 in Kohima, two each in Mokokchung and Wokha and one each in Mon and Peren, taking the total caseload 34759. With one more patient succumbing to the infection in Dimapur, the death toll rose to 737 (including 4 non-Covid deaths but with positivity). Meanwhile, a total of 14,18,692 persons had been inoculated against Covid-19 till February 4 (803143 first dose and 615549 second dose) while 14819 received their booster dose. Further, 49659 teenagers received their first dose of Covaxin.
DBC directive to down shutters on Sunday
DIMAPUR, FEB 4 (NPN): Duncan Basti Council (DBC) on Friday directed all business establishments under its jurisdiction to remain shut on Sundays. The decision comes following the executive council meeting held on February 4. However, pharmacies have exempted from the directive, while petrol pumps and bakeries have been allowed to open after 12 noon. In a press note, DBC said that the decision was as per the resolution that was being followd from before. The council warned of action against those violating the directive without any explanation call. Nearly 5,000 cases pending against MPs and MLAs, SC told NEW DELHI, FEB 4 (IANS): Supreme Court has been informed that cases pending against sitting and former MP/MLAs increased from 4,110 in December 2018 to 4,984 in December 2021. A report submitted by amicus curiae, senior advocate Vijay Hansaria said: “Some of these cases were pending for more than three decades. 2,324 cases were against sitting legislators, and 1,675 cases were against former legislators. In 1,991 cases, even charges were
not framed. 264 cases were pending due to stay granted by the High Courts.” The amicus filed the report in a case connected with the expeditious trial of MPs and MLAs. According to the report, which provided state-wise data on cases, Uttar Pradesh topped the list with 1,339 cases pending for final disposal as on December 1, 2021, whereas in December 2018, 992 cases were pending, and in October 2020, 1,374 cases were pending. Therefore, data reveals that only few cases
were disposed of between October 2020 and December 1, 2021. As on December 4, 2018, UP disposed of 435 cases -- 364 by sessions court and 71 by magistrates. In Bihar, in December 2018, there were 304 cases pending, which rose to 557 in October 2020, and then 571 in December 2021. Out of 571 cases, 341 cases are pending before magistrate courts and 68 cases before sessions judges. The report, which was submitted in the top court on Thursday, added: “It
is submitted that despite a series of directions by this Hon’ble Court and continuous monitoring, as many as 4,984 cases are pending out of which 1,899 cases are more than 5 years old. It may be noted that the total number of cases pending as on December 2018 were 4,110, and as on October 2020 were 4,859. KMC reiterates on ban of SUP items
DIMAPUR: In continuation of directives issued through an office order on September 19, 2019 and notice of September 30, 2020, Kohima Municipal Council (KMC) has reiterated that the ban of Single Use Plastic (SUP) items was still in force. In a notification, KMC administrator T. Lanusenla Longkumer informed that the use and sale of such banned items was liable to be penalised under Section 5 of the Environment (Protection) Act, 1986. All concerned have been, therefore, requested to adhere to the directive.

DIMAPUR: Wokha district has secured first in the overall performance followed by Mon and Kiphire districts during the year 2021 of Tuberculosis (TB) elimination programme. This was revealed by medical consultant WHO National TB Elimination Programme (NTEP), Dr. Collins Z Sono while delivering state presentation during the annual review meeting of NTEP on February 3 in the IDSP conference hall, directorate of Health & Family Welfare (H&FW) Kohima. the state programme officer (NTEP) directorate of H&FW stated that Dr. Sono said Longleng and Kiphire districts were performing well in TB notification whereas Peren and Phek districts were the lowest performing districts. Dr. Sono also said that Kiphire, Mon and Wokha district were best in Universal Drug Susceptibility Testing (UDST 2021) offered among TB patients. DIMAPUR: Deputy Commissioner (DC) Tseminyu, Dr. Zasekuolie Chusi has informed all the drawing and disbursing officers of the district that there would be a familiarization training on “e-pay” system on February 9, 11 a.m. at DC’s office Tseminyu. According to a DIPR report, all DDOs of the government offices under Tseminyu district, including those DDOs under Pughoboto sub-division, who are facing difficulties with ‘e-pay’ system, have been informed to depute the office assistants for the training. JPN cautions against ‘buying and selling’ of land DIMAPUR: Jalukie Pumling Nko (JPN) has cautioned against buying and selling of land within Jalukie jurisdiction. In a press release, JPN chairman, Kumui Nring informed that certain individual or group were “indulging in unauthorised selling of land by setting up fictitious claims by means of forge/fabricated documents and impersonation.” In this regard, JPN stated that it decided to take stringent actions under relevant acts and customary practice against any perpetrators found culpable in such illegal activities pertaining to land grabbing, operating either individually or in group. It urged upon the right thinking citizens not to be misled into committing such unlawful acts and to abstain from buying of land without obtaining NOC from the Jalukie Pumling Nko/Old Jalukie Village Council. “Buying of land through unscrupulous dealers/buyers is entirely at their own risk and will not be condoned by the Jalukie people”, it further stated. JPN asserted that the people of Jalukie would “safeguard the entire stretch of its territorial

Christian body oppose polling on Sunday in Mnp IMPHAL, FEB 4 (AGENCIES): A Christian organization is demanding all concerned to re-schedule the upcoming poll in Manipur “to any day other than Sunday,” reports InsideNE. The All Manipur Christian Organisation (AMCO) has asked to reschedule the polling day which has been fixed on February 27 (Sunday) to “uphold the rights of Christian community to profess their religion and warned of taking the matter to a Court.” According to reports, AMCO president Rev S Prim Vaiphei said that they have already filed a petition to Election Commission of India (ECI) on January 17 to reschedule the polling day as Sunday is a day of prayer for the Christians. Saying that no response has been received from the ECI till date, he added that a Christian
Action Committee has been formed in today’s meeting to reinforce their demand. He urged the Election Commission to do the needful and give a positive response at the earliest. “Christian community extended utmost cooperation during the first and second wave of Covid pandemic by halting even worship services,” said Rev Prim Vaiphei. He said that he has appealed to the State Government and authority concerned to understand the religious sentiments and reschedule the polling day to any day other than Sunday. Legislative Assembly elections will be held in Manipur from 27 February to 3 March 2022 in two phases, to elect 60 members of the Manipur Legislative Assembly. The votes will be counted and the results will be declared on 10 March 2022.
Tripura logs 62 new COVID-19 cases
AG A RTA L A , F E B 4 (PTI): Tripura recorded 62 new COVID-19 cases on Friday, six less than the previous day, pushing the tally to 1,00,584, an official said. One more patient succumbed to COVID-19 on Friday, taking the state’s death toll to 912, he said. The state now has 1,726 active COVID-19 cases while 97,878 people have recovered from the disease, the official said. Tripura on Thursday had reported 68 new COVID-19 cases and one death. Around 80 per cent of the eligible people have been inoculated with COVID-19 vaccine, said Director of Family Welfare and Preventive Medicine, Dr Radha Debbarma on Friday. Asked about the presence of Omicron variant of COVID-19 in the state, he said “We have sent 130 samples to National Institute of Biomedical Genomics (NIBG), Kalyani for genome sequencing test but have not received the report yet.

NEDF reminds Speakers to adopt resolution against AFSPA DIMAPUR, FEB 4 (NPN): North East Dialogue Forum (NEDF) has once again reminded the State Assembly speakers of the North Eastern states to adopt a resolution in the state Assemblies for repeal of the controversial Armed Forces (Special Powers) Act, 1958 by the Centre with retrospective effect. In a letter to the Speakers, NEDF consultant Dr. P.B.M. Basaiawmoit and member Anthony Debbarma pointed out that when the three farm laws could be repealed and the hymn “Abide with me” could be replaced by another tune from the Beating of Retreat ceremony-- as part of an ongoing exercise to change the colonial
tunes, so is AFSPA 1958, first promulgated by the British in 1942. NEDF said “AFSPA has no place in a democracy, no matter what the warts are. And all the States in the region should transcend partisanship, political ideology and brownie points.” The forum, therefore, urged the speakers for a positive action, stating that despite Nagaland Assembly adopting a resolution, the Centre had instead extended the operation of AFSPA for another six months. This, NEDF said added insult to injury and putting salt to the wound. However, the forum hoped to follow the democratic principles “no matter what be the tests and trials.”

We have to build up the necessary infrastructure including roads leading to the site of the ‘Border Haat’,” an official of the Tripura’s Industries and Commerce Department told IANS. IMPHAL, FEB 4: Five cadres from three different insurgent groups were arrested with arms and ammunition as police and security forces in Manipur intensified security measures in view of the ensuing polls. Three of the arrested cadres belonged to the United National Liberation Front (UNLF) and one each to Kanglei Yawol Kanna Lup (KYKL) and Kangleipak Communist Party (People’s War Group), official sources said. The three UNLF cadres were apprehended by a combined team of 15 Assam Rifles and Imphal West police commandos in separate operations in Imphal area last night. The apprehended cadres were identified as Sanasam Shyamsal Meitei alias Nanao (30) of Hiyanthang, RK Solomon alias Amon Singh (47) of Thangmeiband, and Waikhom Nganglentomba Meitei alias Gogo (47) of Thang-
meiband Kabrabam Leikai. Two Glock pistols with a magazine each loaded with 23 live rounds and 17 live rounds each were recovered from them, the source said. The combined team conducted the operation based on reliable information regarding presence of some active members of the UNLF in the said areas. Police said that one of the arrested cadres, Solomon disclosed that he started working for the UNLF outfit under the command of SS Major Richard alias Somen of Thangmeiband Sinam Leikai, presently staying at Myanmar since 2021 and other two are working under him. Further Solomon disclosed that in the month of October 2021 he went to Myanmar to meet his commander SS Major Richard and was handed over the above recovered pistols to him and instructed him to use it as and when required. and recovered articles have been handed over to Imphal police station for necessary action, the source added. One active cadre of KCP(PWG) was also apprehended by a joint team of Imphal East police commandos and troops of 16 Assam Rifles on random frisking and checking duty at Pangei under Heingang police station of Imphal East district around 7pm on Thursday. The apprehended cadre was identified as Mangsatabam Romesh Meitei alias Tonjao (18) of Luwangshangbam Awang Leikai. One .32 pistol loaded with three live rounds in a magazine, two Chinese made hand grenades and two demand letters of KCP (PWG) signed by its finance chief Wanglemba Meitei were recovered from his possession. The police alleged that the arrested was directly involved in the extortion of money at various areas of Imphal east district. He joined the said outfit

He came to serve monetary demand letters to various local shops and brick fields in the Pangei area, the police added. In yet another operation, a team of Imphal West police commandos arrested an active cadre of KYKL from Tharoijam Bazar crossing under Patsoi police station of Imphal West district around 12.40 pm on Friday. The nabbed cadre was identified as Wahengbam Momocha Singh (34) of Heirangoithong, currently residing at Taothong Leikai. The cadre admitted that he started working for the KYKL in the year 2021 under the command of SS finance secretary of the outfit and engaged in the collection of money as

GUWAHATI, JAN 5 ( AGENCIES): The residents of the Ranthali area in the Nagaon district of Assam experienced a sudden fear after witnessing bomb-like items in the area on Friday 4 February. As per reports, panic gripped the area as the locals woke up on Friday morning and found items similar to a bomb in a construction site of Ranthali field in Nagaon, reports The Sentinel Assam. The items looking like a bomb was recovered by the locals of the areas at the time of excavation of a land area for construction activities. The locals further stated that the excavator hit something under the ground while digging the land for excavation. On getting suspected of the hitting object, the excavators searched in the land and they found that there were
2 packets seem like a bomb. After identifying the object as something similar to a bomb, the locals informed the police about the same. As per the information received from the locals of the Ranthali location, the bomb squads reached the spot for inquiry about the explosive-like item. According to locals, the field in Ranthali had a ULFA base around 25 years ago which led to the burial of the explosives. The sudden recovery of such bomb-like items in Nagaon has brought shock and panic among the people living in the area. However, it is not yet clear whether the bomb-like strange items are actually explosive or not. But there are reports that those items found are two powerful improvised explosive devices (IEDs) buried long ago.

Meanwhile, Lyngdoh hinted that she is aware of the unease within the party and soon she would take steps to prevent further split within the party. “Confusion prevails, but if the leaders take collective and cohesive decisions, political turn around can still occur. Controversial JNU VC Jagadesh UP election is about brotherhood vs BJP: Akhilesh Yadav Kumar appointed UGC chairman NEW DELHI, FEB 4 (PTI): JNU Vice Chancellor M Jagadesh Kumar, whose tenure was marred by controversies, has been appointed as chairman of the University Grants Commission (UGC). According to the Ministry of Education, Kumar has been appointed as the chairman of the higher education regulator for a period of five years. The post of the UGC chairman fell vacant on December 7 after Prof D P Singh, who had taken charge in 2018, resigned upon turning 65. The post of the vice-chairman of the higher education regulator is also vacant. “The Central government has appointed M Jagadesh Kumar as UGC Chairman for a period of five years or till he attains the age of 65 years, whichever is the earliest,” a senior MoE official said. M Jagadesh Kumar Kumar is currently holding the charge as acting VC of the varsity after his five-year term expired last year. The ministry is yet to appoint his successor at JNU. “It is definitely going to be challenging. My priority will be to ensure the implementation of the National Education Policy. The sources also said the notices given by Opposition members Elamaram Kareem (CPI-M) and K C Venugopal (Congress) for amendments on the Pegasus snooping controversy were not accepted by the Rajya Sabha Secretariat as the matter is sub-judice. Civil war in Myanmar
S
ince mid 2021 Myanmar has been on a virtual civil war between the Myanmarese military junta and the citizens of the country who have formed resistance movement against the Tatmadaw (military rulers) and for restoration of democracy. The military rulers staged a coup on February 1,2021 as they refused to accept the results of the vote, which was widely seen as a referendum on the popularity of Ms. Aung San Suu Kyi. The National League for Democracy, Myanmar’s leading civilian party, had won 83 percent of the body’s available seats. As head of the National League for Democracy, she had been the de facto civilian leader since her election in 2015. After the coup, the military handed power to the army chief, Senior Gen. Min Aung Hlaing even though he is supposed to age out as army chief last year. His patronage network, centered on lucrative family businesses, could well have been undermined by his retirement, especially had he not been able to secure a clean exit. That was probably the factor that had precipitated the coup. The Tatmadaw, as the Myanmar military is known, has launched a brutal effort to put down the movement and trying to eliminate resistance along the border, firing rocket launchers and burning down homes. A nation-wide civil disobedience movement erupted after the coup, and has sustained itself ever since despite a crackdown from the security forces. The military has arrested over 10,600 people and killed more than 2000 civilians. Reports suggest that the junta has tortured 131 people to death in government detention. The spontaneous, yet unorganised resistance against the coup leaders had been spurred mainly by atrocities committed by the uniformed personnel. New York-based Human Rights Watch accused the army of committing a “crime against humanity” for setting fires, firing heavy artillery, stealing property, as well as killing civilians and raping women. The number of resistance fighters is hard to determine, yet at least the number of Tatmadaw soldiers seems to be decreasing, whether through killings or desertions. In a desperate move, the Tatmadaw has roped in some insurgent outfits of the north east to fight against a variety of People’s Defence Forces in urban centres and the countryside and Ethnic Armed Organisations that have proclaimed a new Democracy Charter for Myanmar as a Federal Democratic Union. There have been reports of PLA cadres being used by the Tatmadaw against Myanmar’s People’s Defence Force along the India-Myanmar border, and a fresh report in The Irrawaddy of an attack by a Chin National Army unit against a PLA ‘Headquarter’ south of Tamu, attributed by one report to the Indian Army, but denied, marking an intriguing twist to cross-border spillovers of military operations by both sides in Myanmar that could have wider repercussions. The government of India has remained muted to the developments in Myanmar as it attempts a tight rope walk. This is because India has been the initiator of a pact with the Tatmadaw where both armies have worked in tandem against north east rebels having bases in Myanmar. On the other hand, civil organisations in north east India have extended total support to the resistance movement in Myanmar. The outcome of the civil war in Myanmar could well impact the security scenario in the north east and that would be worth noting.

You will know that the Spirit of God is completely unhindered in that person’s life. When we are born again by the Spirit of God, our testimony is based solely on what God has done for us, and rightly so. But that will change and be removed forever once you “receive power when the Holy Spirit has come upon you…” (Acts 1:8). Only then will you begin to realize what Jesus meant when He went on to say, “…you shall be witnesses to Me….” Not witnesses to what Jesus can do— that is basic and understood— but “witnesses to Me….” We will accept everything that happens as if it were happening to Him, whether we receive praise or blame, persecution or reward. No one is able to take this stand for Jesus Christ who is not totally compelled by the majesty of His power. It is the only thing that matters, and yet it is strange that it’s the last thing we as Christian workers realize. Paul said that he was gripped by the love of God and that is why he acted as he did. People could perceive him as mad or sane— he did not care. There was only one thing he lived for— to persuade people of the coming judgment of God and to tell them of “the love of Christ.” This total surrender to “the love of Christ” is the only thing that will bear fruit in your life. And it will always leave the mark of God’s holiness and His power, never drawing attention to your personal holiness.

Post-mortem Budget: Math confusing, growth off mark
A
high-expectation massive, multi-directional Union Budget can have contradictions. It wants to do a lot in a short span of time but the concerns and the path may not be the same. The aim for having more jobs and consumption can hit or miss the target. The budget concerns are right. Farmers and youth are showing their displeasure. The micro and MSME sectors are in distress. People in the public sector are worried about job losses due to possible privatisation. Everyone is troubled by the income insecurity. The economy hit by the pandemic has to come back to health and business must be on track to boost jobs and growth. Finance Minister Nirmala Sitharaman appropriately bites the bullet of increased public expenditure but also cuts down on welfare by slashing key subsidy by 27 percent. Her arithmetic has conflicts. The government being short on revenue earning is dependent on debt. It proposes to borrow Rs 14.95 lakh crore (lc) and of this Rs 11.6 lc crore will be raised from a shaky market. If the government picks up all the money, the credit will be more expensive. As RBI rate rise is likely the cost is bound to increase and pressurise government finances. The public sector is being edged out as a policy.

So the onus should shift to the private but they would not get into expensive deals. Without active participation of the private sector, creation of the promised 60 lakh jobs and higher consumption might become herculean task. There is dichotomy. The disinvestment target is being reduced in a choppy market. It has come down to Rs 65,000 crore for fiscal 2023, from Rs 78,000 crore in 2022 and Rs 1.75 lc in 2020-21. But transferring even profit-earning 171 public assets, as per Manmohanomics, to the private seems fashionable. Even after presenting the Air India, AI Express and AI SATS Airport Services to Tata for a song, Rs 2700 crore cash, the government is saddled with Rs 51,970 crore losses, debt and liabilities, says FM. During 2021-22, the Centre infused equity of Rs 62,057 crore to clear AI dues before disinvestment. Now another Rs 9259 has been allocated to AI Assets Holding Ltd (AIAHL), a new PSU, to handle AI’s unsettled debt and non-core assets. So government spends over Rs 71316 crore (and plus Rs 51970 crore losses!) to “sell” the mammoth AI. The buyer walks out with 168 Boeing and Airbus aircraft, prime assets, a settled international business and the family pride. The UPA minister, who drove profit making AI and
Indian Airlines to losses during 2005-07, escapes unscathed. The first PSU steel plant NINL, with Rs 6600 crore liabilities, for Rs 12,100 crore is sold to Tatas on the budget day. It acquires 1 million ton a year plant in Odisha, 2500 acre of land and 102 million ton prime iron ore mine. The LIC and four banks are on similar sale block. Why is the costly “privatisation”? There are big numbers – total expenses of Rs 39.45 lc (though it spent Rs 37.70 lc – Rs 75000 crore less than budgeted Rs 38.45 l cr in 2021-22); tax revenue of Rs 27.58 lakh crore; capital expenses of Rs 7.5 lc, 35.4 percent rise from the present Rs 5.5 lc; Rs 50000 crore credit for MSMEs; Rs 2.37 lc for crop MSPs and interest free 50-year credit of Rs 1 lc to the states. The growth assumption is strange. The budget assumes nominal GDP growth of 11.1 percent. It is large dip from the 17.6 percent of 2021-22. May be this is based on the premise that WPI inflation at 13.9 percent declines or that real growth less than estimated. A tax is buoyant when revenues increase by more than, say, 1 per cent for a 1 per cent increase in GDP. Tax buoyancy this year is expected at 0.86 percent. It is less than 1.4 percent of 2021-22. It means the budget
expects the taxes to grow at a lower rate. If that is correct many projections could go awry. The 8 to 9 percent growth is away from reality. Total expenses at Rs 39.45 lc is calculated at 11.1 percent nominal growth. It is on assumption that retail or CPI inflation would be at 2.6 percent instead of actual 5.6 percent. Inflation is global. It means the total expenditure is inappropriately calculated. Two years back there was seven percent contraction. The worse, NSO now lowers 2019 growth to 3.7 percent from 4 percent – post note ban impact! The FM overlooks huge savings to count upon. Prebudget data reveals Rs 7 lakh crore household savings and Jan Dhan deposits swelling to Rs 39,000 crore. She may have a concern that the households with Rs 18000 crore debt and uncertainties are spending less. The kisan expects more. The farm sector alone has sustained growth of around 4 percent but 86 crore lost their land. Buoyant farm sector can boost manufacturing and overall demand. It requires a thrust for the income generation of the 80 crore people, on food doles now so that they become productive asset. Possibly many of them, 52 percent, were in the informal self-employed economy till demonetization, according to an
SBI study. Except about 15-20 percent, including a chunk of land-lost farmers, they are now labourers. Should we not revive that lowcost people-initiated informalisation along with high-cost unicorns? Nation needs to rethink. Even MGNREGA allocations have been reduced to Rs 73000 crore from Rs 98000 crore of 2021-22. The rural development and labourers need more stress. So does lowering of income tax rates to match corporate tax. More cash in hand needed for consumption boost else ot manufacturing would be suffering. The budget assumes crude prices to remain in $ 70-75 range. But realistically if it reaches $ 90 or more it would add to 49 basis point inflation and send expenditure and growth figures haywire. The nation needs more than mere 25000 km roads, airports and digital connectivity that help the corporate builders, toll collectors and fee extractors. Irrationally high tolls and cesses ideally be scrapped to keep prices in check. Taxes are not “hiked” but devious means rob more and hike prices. The budget cannot have contradictory projections and has to be more imaginative to overcome the difficult days and help the country sustainably grow. Shivaji Sarkar
Awareness about gender sensitisation
ender sensitisation refers to the crucial process of educating and raising awareness about gender justice and raising awareness about systemic inequities for marginalised genders. Growing up in Indian households, we are made to imbibe gender-based stereotypes. These stereotypes can range from restricting those assigned females at birth to the domestic sphere, to expecting or allowing only men to help the patriarch of the family with financial issues. Many aspects of life like moral policing for clothing, arranged marriages, participating in the public sphere, and more are also deeply intertwined with the casteist notion of “purity” and “pollution”. Hence, while discussing gender sensitisation it is also important to acknowledge the hierarchical obstacles of caste and class. Households also reinforce gender-based stereotypes regarding clothing, hair colour and even how a person decides to walk or talk. For example, some behaviours are deemed too feminine for those who are assigned male at birth and some behaviours are too masculine for those who are assigned female at birth. There is very little conversation around how gender is a socially constructed concept that individuals can ‘transgress’. Moreover, there is also the compulsive need to adhere to either of the two binaries when it comes to gender expression, leaving very little space for nonbinary individuals to feel comfortable at their homes or at their educational institutes, where the latter reinforces what is learnt at home. Furthermore, these also invalidate transgender and non-binary identities and trigger gender dyspho-
ria for many individuals. Educational institutions play an essential role in building a cohort of young individuals who move forward and play important roles in administrative policies. Schools are a starting point for children to learn about gender sensitisation. During the formative years of their lives, institutions like schools and colleges must make an active attempt to educate them about issues surrounding gender-based stereotypes and prejudices. Hence, gender sensitisation must be introduced when young individuals are growing and learning. With this, they would be able to form positive ideologies and create positive change moving forward. Marginalised genders face a lot of challenges growing up within prejudicial households and institutes. The prejudice is made doubly aggressive for those belonging to scheduled castes, scheduled tribes and other backward castes. It is also tied up with wealth privilege. While talking about gender sensitisation, it is important to address the intersectionality that exists within each of these challenges as well as how they can be addressed by organisations or administrations. Despite existing legal mandates, schools and colleges do not always prioritise student safety. This is especially true of campuses that do not hold regular gender sensitisation training. Moreover, many colleges do not have a proper committee that deals with cases of sexual harassment within colleges. This committee is known as the Internal Complaints Committee (ICC). According to the Sexual Harassment of Women at Workplace (Prevention,
Prohibition and Redressal) Act, an educational institute must set up the ICC adhering to its guidelines to create an unbiased redressal mechanism. The same is true for schools that are careless when it comes to informing students about their rights when it comes to the violation of consent. However, while many universities have an ICC on paper, the students are unaware of its functioning and do not know how to approach them. This is where Gender Sensitisation Committees (GSC) come into place. GSCs are supposed to help students in accessing legal aid. However, complex jargon becomes a barrier, and the knowledge of legal discourse also becomes inaccessible to many people. Even though the committees can make an active attempt to educate students within the classroom about redressal mechanisms and legal knowledge, the complicated language through which the rights of students are laid out creates difficulty in understanding and seeking out legal aid. College campuses are often extremely oppressive for marginalised genders. Moreover, there also exist systemic obstacles in the path of creating a gendersensitive classroom.
For example, while many colleges have now started giving importance to Women’s Development Cells, the presence of Queer Collectives in colleges is still very meagre. Few colleges like Miranda House have been able to provide administrative support to the queer collective on campus. However, inherent homophobia and a lack of understanding of gender-based issues lead to marginalised genders still feeling isolated and unsafe within their college campuses. For example, for nonbinary or transgender individuals, the unavailability of gender-neutral washrooms can trigger gender dysphoria and risk their safety. Moreover, those who identify as trans or nonbinary, or whose gender expression does not conform with societal expectations, are also faced with verbal, emotional and physical bullying. A lack of understanding of queer identities has long term impacts that pose a considerable threat to life for queer people. Conversion therapies where queer folks are forced to go through brutalities is one example where a lack of gender sensitisation amounts to extreme vio-
lence. Gender sensitisation, if included within the curriculum, provides a sense of security to marginalised genders. A gender-sensitive classroom would be able to educate students within the campus and enable faculty about important issues about gender discourse. A gender sensitisation training session can help students understand what kind of behaviours are harmful to marginalised genders. The training sessions can also help students understand what micro aggressions are. This is especially true of students brought up in an environment where gender-based stereotypes have formulated most of their lives. Hence, gender sensitisation training can help them unlearn regressive prejudices and provide a meaningful transition to develop into more responsible students and peers. Moreover, it is also essential to have a continuous discourse regarding establishing boundaries and understanding consent. Gender sensitisation committees can provide a two-pronged approach wherein dominant genders are taught to respect consent and boundaries while marginalised genders are
taught about their rights regarding safe practices. For example, while marginalised genders must understand their rights and assert firm boundaries, it is equally vital for dominant genders to know that they are very much a part of the process that can make college campuses a safer space. Dominant genders must learn the importance of respecting consent in social and private situations and learn the importance of being active bystanders. Gender sensitisation practices can also help students understand who to approach in case their consent is violated. Training manuals and workshops also streamline processes while educating individuals about sensitive topics. For example, a workshop on learning about the importance of the POSH Law will empower students to reach out to their campus ICC in any case of need. Necessary legal knowledge and constitutional rights that are otherwise not easily accessible can also be introduced in a simplified manner. Through this esteemed column I want to request concern department to subsidize the admission fee for elementary students in govt elementary schools. So, the enacted act “Right to education” 2009 can serve its true purpose. It describes modalities of the importance of free and compulsory education for children aged between 6-14 years. It state to ring the conscience of concern department to subsidize the admission fees for lower primary schools. The deprived sections of the society shouldn’t be deprive to pursue even an elementary education. It may be a surprise, to many how a mere thousand rupees can’t be paid but may I have the honour to state that the disparity in the existing society is growing by a huge margin and some families are enduring silently. Just because a child parents are poor or uneducated is no reason to deprive the child from pursuing education. Centre unilaterally announced riverlinking project, says Siddaramaiah
BENGALURU, FEB 4 (PTI): Senior Congress leader Siddaramaiah on Friday accused the Central government of unilaterally announcing the river-linking project in the Union Budget without taking Karnataka into confidence, which, he said, was against the basic structure of the Constitution and federalism. He said Tamil Nadu is likely to gain benefit from the proposed project. Therefore, the Leader of Opposition in the Karnataka Assembly urged the State government to immediately call for an all-party meet to discuss and send the State’s unanimous view to the Centre in this regard. He expressed Congress’s opposition to the project and termed the attitude of the Centre as dictatorial. “The Finance Minister in the Union Budget has announced a proposal for linking southern rivers and this project is probably not viable. Karnataka Chief Minister, reacting to the announcement in the budget, said the State would stick to its stand that peninsular rivers should not be interlinked before the State’s share of waters is finalised. “They (Centre) have said they will go ahead once all States agree with the DPR, which is still under discussion. When the DPR is being prepared, our State’s share has to be decided in the right way. This is our stand...,” the Chief Minister said.

NEW DELHI, FEB 4 (PTI): India crossed the grim milestone of 5 lakh Covid deaths on Thursday, becoming the third country in the world to do so after the US and Brazil. The country took 217 days to reach 5 lakh deaths from 4 lakh recorded on July 1 last year, the longest time taken to record 1 lakh fatalities. India was hit by a devastating second wave in April-May last year. The country’s death toll had crossed the three lakh-mark on May 23 and two lakh-mark on April 27. The death toll went past one lakh on October 2, 2020. The total deaths have climbed to 5,00,055 with 1,072 daily fatalities, Union Health Ministry data updated at 8 am stated. With over 9.2 lakh deaths, the US has the highest number of fatalities due to the infection followed by Brazil with over 6.3 lakh, according to the Worldometers, which has been compiling global Covid data. India at present is facing a third wave of Covid driven by the highly transmissible omicron variant.
NEW DELHI, FEB 4 (IANS): Minister of State for Agriculture and Farmers Welfare Kailash Choudhary on Friday said that the Government is committed to setting up a committee to examine and provide legal guarantee of Minimum Support Price (MSP) once the Assembly elections in five states are over. Responding to a question by Samajwadi Party Member Sukhram Yadav in the Rajya Sabha, the Minister said that the details of the proposed committee will be divulged once the government gets the Election Commission’s approval. “As the Model Code of Conduct is in place in many states across the country ahead of the 2022 Assembly elections, the government has not announced the details of the committee,” Chaudhary said. Later, Minister of Agriculture and Farmers Welfare Narendra Singh Tomar further said: “As the Prime Minister had announced we are committed to the issue of MSP. We were to form a Committee for fixing the MSP, but schedules for Assembly elections were an-

nounced.” He also informed the House that the Agriculture Ministry had written to the Election Commission seeking its permission. Responding to the request, the EC said that the Ministry should wait for the elections before setting up the Committee. Earlier, during Zero Hour, Shiv Sena MP Priyanka Chaturvedi raised the issue of Rehabilitation of the Kashmiri Pandits and said that only 15 per cent of the rehabilitation work to aid Kashmiri Pandits has been completed. She also said that after the reading down of the Article 370 in Jammu and Kashmir, people from rest of the country have been allowed to buy land and other properties in the Union Ter-
ritory. The Kashmiri Pandits have been struggling to take back their properties. She also urged the government through the Chairman to expedite the construction of transit accommodation units. While raising the issue of unemployment in the country, the RJD lawmaker Manoj Jha said that now the time has come where the states and the Centre will have to work together on the National Employment Policy. “Across the party lines we have to work together. It is unfortunate that unemployment does not seem to be an issue even in the elections. We cannot ignore it any longer, we are sitting at the vortex of a volcano threatening to blow up any time now”, he said. The National People’s Party Member Wanweiroy Kharlukhi, while raising the issue of inclusion of Khasi and Garo languages, said that his state Meghalaya does not have any recognised language for the last fifty years. He requested the government to include Khasi and Garo languages in the eighth schedule of the Constitution.

NEW DELHI, FEB 4 (PTI): The Enforcement Directorate (ED) has arrested Bhupinder Singh alias Honey, nephew of Punjab Chief Minister Charanjit Singh Channi, in a money laundering case linked to alleged illegal sand mining in the border state, officials said on Friday. They said Honey was arrested under the provisions of the Prevention of Money Laundering Act (PMLA) late Thursday night after several hours of questioning at the agency’s office in Jalandhar. Sources claimed he
was evasive in his replies and was hence taken into custody. The ED will produce him before a special PMLA court in Mohali on Friday seeking his remand. Honey is the son of Channi’s sister-in-law. On January 18, the agency had raided his premises and claimed to have seized about Rs 8 crore cash and “incriminating” documents. Property belonging to a few others were also raided. The development comes days before Congress leader Rahul Gandhi is likely to announce the party’s
chief ministerial candidate in the poll-bound state. Gandhi is expected to make this announcement during his virtual rally in Ludhiana on Sunday and Channi is stated to be the front runner. Punjab will go to polls on February 20. After the raids last months, ED sources had claimed that the agency had recovered over Rs 10 crore in cash and several documents, of which Rs 8 crore and most of the papers were seized from premises linked to Honey alone. About Rs 2 crore cash was seized from the premises linked to a person identified as Sandeep Kumar. The ED had then issued a statement saying those covered in the raids included Kudratdeep Singh, Pinjore Royalty company and its partners/shareholders, Kanwarmahip Singh, Manpreet Singh, Sunil Kumar Joshi, Jagveer Inder Singh, Randeep Singh, Providers Overseas Consultants Pvt Ltd and its other directors, shareholders, including Honey and Sandeep Kumar, at Mohali, Ludhiana, Rupnagar, Fatehgarh Sahib and Pathankot.

NEW DELHI, FEB 4 (IANS): Union Electronics and Information Technology Minister Ashwini Vaishnaw said on Friday that the Narendra Modi-led government is willing to introduce stricter social media norms and all micro-blogging sites operating in the country must be held accountable. Seeking consensus of the Rajya Sabha members for stricter social media rules, he said that the government is ready to take up this issue. Responding to the CPIM leader Jharna Das Baidya during the Question Hour, the minister said, “If the Upper House has consensus, we are willing to introduce even stricter social media rules for micro-blogging sites such as Twitter and Facebook.” “At this point, we are
working within the framework of the Constitution. But yes, going forward we need to make social media more accountable,” Vaishnaw said, responding to the Baidya’s query as to whether the government has formulated any rules or guidelines for the social media platforms. PUNE, FEB 4 (PTI): Five labourers were killed and as many injured after the slab of a building under construction collapsed in Pune, police said on Friday. The incident occurred at Shastrinagar in Yerwada area of the city late Thursday night, an official said. Police detained three persons in this connection and also registered a case against a contractor, he said. “A net of steel bars meant to build a slab at the basement level collapsed late Thursday night. Five labourers working at the time died on the spot and
five others were injured,” Rohidas Pawar, Deputy Commissioner of Police (Zone V), said. The injured were admitted to a hospital and they are out of danger, he added. Prime Minister Narendra Modi expressed grief over the loss of lives in the incident. “Pained by the mishap at an under-construction building in Pune. Condolences to the bereaved families. I hope that all those injured in this mishap recover at the earliest,” he tweeted. According to the official, fire brigade and police
personnel carried out an operation to rescue those trapped under the debris at the site. Pune police commissioner Amitabh Gupta and city civic chief Kunal Kumar visited the site. “A raft foundation slab collapsed due to the absence of spacing and support. A committee has been formed under the supervision of the district collector to conduct an inquiry into the incident. The College of Engineering, Pune (COEP) has also been roped in to find faults, if any, in the construction. Based on the report, action will be taken,” Kumar said.

Japan made their intentions clear in the first minute with Hinata Miyazawa testing China custodian Yu Zhu from distance, while Riko Ueki missed a golden opportunity to put the defending champions ahead three minutes later from inside the box. Ueki was a constant threat and almost found the breakthrough after Ruka Norimatsu set her through on goal in the sixth minute but China goalkeeper Yu Zhu was quick to block the forward’s effort. Japan increased the pressure with Saki Kumagai and Mana Iwabuchi both missing from inside the six-
yard-box as China soaked up the pressure. China’s defence, however, was finally breached in the 26th minute when Hinata Miyazawa burst down the left flank and sent a perfect cross to Ueki, who scored with a glancing header past Yu Zhu. Japan came close to extending their advantage on the stroke of half-time with Miyazawa sending her longrange effort just wide with just one goal separating the sides going into the break. BEIJING/NEW DELHI, FEB 4 (AP/PTI/AGENCIES): The country where the coronavirus outbreak emerged two years ago launched a locked-down Winter Olympics on Friday, proudly projecting its might on the most global of stages even as some Western governments mounted a diplomatic boycott over the way China treats millions of its own people. The opening ceremony began just after the arrival of Chinese President Xi Jinping and International Olympic Committee President Thomas Bach at the same lattice-encased National Stadium that hosted the inaugural event at the
2008 Olympics. Beijing became the first city to host both winter and summer Games. And while some are staying away from the second pandemic Olympics in six months, many other world leaders attended the opening ceremony. Most notable: Russian President Vladimir Putin, who met privately with Xi earlier in the day as a dangerous standoff unfolds at Russia’s border with Ukraine. India announced a diplomatic boycott of the Games after China fielded Qi Fabao, the regimental commander of the People’s Liberation Army, who was injured during the 2020
military face-off with Indian soldiers in the Galwan Valley in eastern Ladakh, as a torchbearer for the event’s Torch Relay. For Beijing, these Olympics are a confirmation of its status as world player and power. But for many outside China, particularly in the West, they have become a confirmation of the country’s increasingly authoritarian turn. As if to underline that transformation, the opening ceremony Friday was staged at the same stadium — known as the Bird’s Nest — that held the 2008 version. Back then, Chinese dissident artist Ai Weiwei consulted on its
construction. Now, he is one of the country’s best known dissidents and lives in exile. Chinese authorities are crushing pro-democracy activism, tightening their control over Hong Kong, becoming more confrontational with Taiwan and interning Muslim Uyghurs in the far west — a crackdown the U.S. government and others have called genocide. The pandemic also weighs heavily on this year’s Games, just as it did last summer in Tokyo. In the lead-up to the Olympics, China’s suppression of dissent was also on display in the controversy surrounding Chinese tennis star Peng Shuai. She disappeared from public view last year after accusing a former Communist Party official of sexual assault. Her accusation was quickly scrubbed from the internet, and discussion of it remains heavily censored. In the shadow of those political issues, China put on its show. As Xi took his seat, the performers turned toward him and repeatedly bowed. A simultaneous cheer went up from them, and they raised and waved their pom poms toward their president. A barrage of fireworks, including some that spelled out “Spring,” announced that the festivities were at hand.

Tibetans in India protest against Winter Olympics New Delhi on Friday witnessed a protest against the Beijing Winter Olympics as hundreds of Tibetan exiles marched near the Chinese Embassy in the capital city, calling for the boycott of the Games while demanding freedom for their region. The Tibetan exiles held placards with messages, including, “No Rights, No Games” and “Say No To Genocide Games.” and shouted slogans against the Winter Olympics, which was declared open on Friday, India Today. NORTH SOUND (ANTIGUA), FEB 4 (IANS): Skipper Qasim Akram came up with one of the best individual performances in the ICC U-19 Men’s Cricket World Cup 2022 so far to help two-time champions score a crushing 238-run win against Sri Lanka in the fifth-place playoff at the Sir Vivian Richards Stadium here on Friday. The 19-year-old Akram smashed a brilliant unbeaten 80ball 135 to help his side register an imposing 365/3, with opener Haseebullah Khan also scoring 136. Akram, who bowls off-spin, then returned to wipe out the entire Sri Lankan top order to finish with figures of 5/37 off 10 overs to notch a massive win. Akram’s exploits made him the first player in ICC U-19 World Cup history to score a century and take five wickets in the same game. Pakistan got off to a flying start as openers Haseebullah Khan and Muhammad Shehzad put on 134 for the opening wicket in 24.1 overs.
