Govt nullifies Feb 1 ULB polls DIMAPUR, FEB 9 (NPN): Nagaland government has declared the presently ongoing process of elections to the urban local bodies in Nagaland as null and void. In a notification, the State Election Commissioner, Sentiyanger Imchen, said the state election commission (SEC) has now, therefore, declared the election programme for the ULBs announced vide notification No. SEC/MTC-1/200405/164 dated December 21, 2016 and which had been further postponed and withheld, as null and void. It may be recalled that on February 1, 2016, the state election commission (SEC), taking cognizance of the abnormal situation prevailing in the state and as desired by the state cabinet, had directed that the ongoing process of elections to ULBs was withheld in all remaining ULBs and would be taken up as notified on January 31, 2017.
STH backs out of NMA
DIMAPUR, FEB 9 (NPN): Complying with the directive of the Sümi Hoho (SH), the Sümi Totimi Hoho (STH) has decided to dissociate itself from the Naga Mothers’ Association (NMA). In a press release, STH president, Kitoli Naje, and jt. secretary, Kanili T, said STh held an emergency meeting on February 9, 2017 and the deliberated thoroughly the decision of SH. The signatories stated that STH being part and parcel of Sümi Hoho decided to honour the directive given by the SH.
NBCC’s call for prayer
DIMAPUR, FEB 9 (NPN): Nagaland Baptist Church Council (NBCC) has called upon all the believers and churches, irrespective of denominations, to pray for peace and order to be restored in Nagaland again. In an appeal, the NBCC said Nagaland was in crisis and the current political situation and social unrest in the state was a matter of great concern. “If there is ever been a time to drop to our knees and pray for our State it is now,” NBCC said and urged the believers to pray for the leaders that they would have the foresight to make wise decisions, taking into account future generations. Further, the church also appealed to pray for open minds and listening ears, that the leaders would be open to wise counsel. “Pray that truth and justice will prevail over political correctness and tolerance, both in our own lives, in our culture and in our government,” NBCC stated.

CM rushes to Delhi; briefs HM Correspondent
KOHIMA, FEB 9 (NPN): With the countdown for his resignation which began from February 8, state chief minister T.R Zeliang airdashed to Delhi Thursday afternoon on being summoned by central leaders to discuss about the prevailing situation in Nagaland. According to sources, chief minister T.R.Zeliang flew by chopper to Guwahati and then took a flight to Delhi along with cabinet colleague and minister roads and bridges Vikheho Swu, principal advisor Lalthara and the OSD to the chief minister. Meanwhile, a press communiqué issued by the Media Cell of the CM’s Office informed that the chief minister met with union home minister Rajnath Singh in New Delhi where he explained about the ground reality of the ongoing “face off ” between “the nascent Nagaland Tribes Action Committee” and the government, resulting in the bandh affecting normal life in the state.
CMO media cell also informed that chief minister T.R. Zeliang, explained in detail, to the union home minister in detail how the state government, which was determined to “fulfil the constitutional obligation” of holding elections to ULBs, had initiated the process after several tribal organisations expressed their support to holding elections to the ULBs with 33% reservation of seats for women and “ how these organisations took a U Turn after the polls were announced.” According to the communiqué, the chief minister also handed over newspaper clippings “ of the support of these organisations” and also submitted details of demands raised by the “agitating groups and the action taken by the government to fulfil their demands”. After the meeting, the union minister then flew back to Lucknow, UP where election campaigns are underway. CMO said Zeliang will return to Kohima on Friday where he is scheduled to meet with several delegates and tribal organisations.
NTAC firm on Zeliang’s resignation
Dimapur, Feb 9 (NPN): Nagaland Tribes Action Committee (NTAC) has said that the “dialogues and amicable solution that T.R. Zeliang suggests are all over”, while responding to various statements of the government. NTAC media cell reiterated that the only option to restore normalcy to the chaotic situation rested on the wisdom of T.R. Zeliang. NTAC said the demand was that if T.R. Zeliang step down as chief minister “on moral ground” as it was the “only rationality that will ease the loss of lives, injuries and destruction of properties that had taken place as a fallout of the T.R. Zeliang’s cabinet treachery.” NTAC made it clear, that the issue of whether Zeliang enjoyed majority support of MLAs or whether he joins any other political party was not its look out but the demand by tribal hohos was that he steps down as CM for “causing three deaths, leaving many injured and burning down of several offices.” It was therefore absurd and stupid on the part of T.R. Zeliang and his cabinet to condone off “their crime behind the whimsical reasons such as numerical support of MLAs” since the issue was not about floor test in the assembly, said NTAC. Further, NTAC said the issue was also not a constitutional matter but “a plain moral issue of owning and acting upon it”. NTAC opined that what would be more dangerous to the future generations, was if T.R. Zeliang continued in office as it would be tantamount to “defeat of all sensibility, respect for human lives, social responsibility and democratic values, ” and also “ a defeat of all civil rationality”. NTAC reminded “ the clock is ticking “ towards the deadline for T.R. Zeliang to step down honourably. However at the expiry of the deadline, NTAC said people of Nagaland will be left “with no other option but to resort to the most extreme step and the consequences arising out of it, will be borne entirely by Zeliang and his cabinet.”
NTC asks govt not to seek NPCC reacts to Speaker, CM for ordinance in haste DIMAPUR, FEB 9 (NPN): Reacting to state government’s decision to urge the Centre to pass an Ordinance to exempt the state from Part IX A of the Constitution of India, the Nagaland Tribes Council (NTC) has urged the state government not to seek for such ordinance in haste without proper preparation. NTC president, Lendinoktang Ao, and general secretary, Nribemo Ngullie, said this was decided at a meeting held in Kohima on February 9, 2017 where it also resolved that the state government should not hold elections till the present Municipal and Town Council Act was ratified. It also slammed chief minister for clinging to his chair and becoming the “source of all frictions, confrontations and the mess we are in now.” NTC also
asked the chief minister to realise the importance of the voices of the general public and the earlier he paved way for peace and normalcy by demitting office, the better for him and the people. Further, NTC has expressed concern over the blockage of mobile internet service which was depriving the students and unemployed educated youth of online services and other basic communication works. It accused chief minister T.R.Zeliang of various anti-indigenous Nagas of Nagaland policies and among the “most unpopular master-mind of population integration from outside the state” by TR Zeliang being the Rongmei recognition and the attempt to recognize more tribes from outside Nagaland. DIMAPUR, FEB 9 (NPN): Drawing attention to the statements of Nagaland Legislative Assembly (NLA) speaker, Chotisuh Sazo, and chief minister, TR Zeliang, that there was no need for Zeliang to resign because of the number of MLAs supporting the present leadership, the Nagaland Pradesh Congress Committee (NPCC) reminded the speaker that the present imbroglio was neither an issue within the State Assembly nor a matter of the elected members of the House withdrawing support from Zeliang’s leadership. In a press release, NPCC vice president Khriedi Theünuo, urged the speaker to remember that the Naga people were demanding the resignation of the chief minister on “moral ground” because of the “immense turmoil caused to the general public”. NPCC pointed out that the speaker may have
authorities over the elected members within the four walls of the Assembly. However, NPCC maintained that the functioning of the government was different and did not fall under the purview of the Assembly. Admitting that the chief minister was chosen by the elected representatives, the Congress, however, said since they (MLAs) were elected by the people as representatives, they were answerable to the people. Further, reminding that in a democracy, the government was of the people, by the people and for the people, the Congress said the government should therefore listen to the voice of the people. NPCC also opined that speaker “should not drag his good office into an imbroglio” between the government and the people, but remain neutral unless the matter was taken into the Assembly.
Tribal bodies slam individuals for attending meet DIMAPUR, FEB 9 (NPN): Various organizations have condemned the individuals/ leaders of their community for attending the consultative meeting called by the chief minister on February 8 at Kohima. PHK: Pochury Hoho Kohima (PHK) has taken exception to the attending of consultative meeting at the State Banquet Hall, Kohima on February 8, 2017 by some individuals under the style of “Pochury People’s Forum (PPF)”. In a press release, PHK president, Atathu Thurr, and general secretary, John Nyuwi, said the hoho at its emergency meeting held on February 9, 2017 vehemently condemned the act of “a few vested individuals” who attended the consultative meeting. PHK said the five individuals “using the nonexisting organization as Pochury People’s Forum” have defamed the entire Pochury populace by defying the eight resolutions
passed and adopted by all the Naga apex bodies on February 7, 2017 at APO Conference Hall, Kohima under the aegis of JCC and NTAC. Further, the hoho asserted that those five individuals have “betrayed the call of the Nagas” and also directly violated the January 13, 2017 resolution passed by the Apex Pochury Hoho, HQ Meluri, and the February 6, 2017 PHK resolution to stand firm by the directives of the NTAC. Further, the PHK said it has resolved not to entertain the five individuals in any social participation/position of Pochury tribe. It demanded that they resign immediately from whatsoever position they were holding at present. PHK also urged the Apex Pochury Hoho and concern village authorities to initiate stern action against them. Also, the PKH affirmed that it has disassociated from the five individuals -- Monte Chupa, Vichutho Nyusou,
Joyson Pfithu, Atsopu Fithu and Junte – who attended the consultative meeting after having attended and agreed with resolutions of the co-ordination meeting convened by the JCC and NTAC. PHK has reaffirmed its stand in support of the JCC and NTAC resolutions. PHDD: Pochury Hoho Dimapur District (PHDD), which also deliberated on the issue at its emergency executive meeting on February 9, 2017, has declared that the five individuals attended the meeting in their own individual capacity and interest and in no manner represented the official position of the PHDD. In a press release, PHDD president, Chirhotho Rasutho, and vice president, C Pili Pochury, also asserted that there was no organisation known as “Pochury People’s Forum”. The hoho cautioned that the five individuals would be solely held responsible for any “consequential
reaction” arising out of the consultative meeting. Meanwhile, PHDD has reaffirmed to support JCC and its cause. WYH: Western Yimchungru Hoho (WYH) and its federating Units have strongly opposed and condemned the participation of three Yimchungru Tribal council (YTC) officials at the consultative meeting called by chief minister on February 8, 2017 at Kohima without the consultation/ concern of its office bearers or the executives of YTC. In a press release, media cell WYH stated that their participation was against the wishes of the Yimchungru public and Nagas in general, adding that it has “ultimately shamed” the entire Yimchungru. WYH has requested the YTC executives for the immediate impeachment of those attendees “in order to maintain the good image and the integrity of Yimchungru populace.” (Cont’d on p-8)
Speaker’s statement flayed Staff Reporter
DIMAPUR, FEB 9 (NPN): Joint Co-ordination Committee (JCC) on Thursday refuted NLA speaker, Chotisuh Sazo’s February 8 statement and termed it as “an insult to Naga people” while reminding him that JCC’c movement was neither an agitation nor a protest but a “historic Naga movement.” JCC convenor Supu Jamir at a press conference on Thursday said the role of Speaker should be that of a neutral person, voicing for the people. His role is confined only to NLA and not for supporting the wrongdoings of the government, JCC said, adding the speaker had tarnished the image of his good office. JCC further pointed out that the CM was elected by the MLAs who had been elected by the people. Therefore, JCC said the speaker should remember that CM cannot be elected outside the 60 representatives. JCC also advised the speaker not to mislead the people, saying enough damage had been caused to Naga public “due to vindictive and callous attitude of the legislators”. The committee also rejected the one-man judicial inquiry commission set up to probe into the January 31 incident. It said
the one-man commission cannot comprehend the magnitude of violence that erupted on January 31 and further went on to point out that such commission set up by the government on earlier occasion did not bear any positive results. JCC also urged upon the government to include the entire state within the scope of the inquiry. It further demanded for an eminent member of an NGO to be part of the inquiry commission to ensure impartial inquiry. Meanwhile, JCC reiterated its demand for the suspension of former commissioner of police Dimapur and all responsible including SP and concerned officials of Longleng district. JCC also warned it would intensify the bandh after expiry of the 3-day deadline served on the chief minister to step down. In the event of any unwarranted situation, JCC said the government would be held responsible.
LH hits out at Sazo
KOHIMA, FEB 9 (NPN): Lotha Hoho has reacted to the statement of Nagaland Legislative Assembly (NLA) speaker, Chotisuh Sazo, saying Nagas were not questioning as to whether the leader was legally and constitutionally elected but whether the elected leader was leading
the people in the right way and whether the leader was good for the people. LH chairman Mhao Humtsoe and general secretary Er. Mhondamo Ovung was reacting to the statement of Sazo that “some organization who are demanding the legally constitutionally elected leader of the house…” LH further asked Sazo what he meant by “some organizations”. In this regard, LH said “let the Nagas call a spade a spade and not keep construing each other’s stand to betray the common Naga cause”. LH condemns bodies who attended meet: LH vehemently condemned the tribal bodies/representatives who attended the consultative meeting called by the chief minister, for going against the resolution of the Naga tribe bodies. LH questioned those representatives who attend the meeting as to whether their tribal bodies wanted to live separately without the Nagas of Nagaland. It further asked JCC/NTAC and other concerned tribe leaders to initiate action against the defiant bodies/representatives. LH said such kind of “treacherous ailment” that derails the Naga cause should be condemned by all, who are truly committed to Naga cause.

STATEMENT Several allegations have been levelled against the Chief Minister and the Government that the NBCC and the JCC were betrayed and that we had unilaterally abrogated the January 30 agreement of Chumukedima. As one who was with the Chief Minister to negotiate with the JCC in the presence of the NBCC I feel it is my responsibility to come out with the factual discussions that day. For the sake of convenience and easy understanding by all, the full text of the “January 30th Statement” is reproduced below: January 30th Statement In the presence of the NBCC (third party), the JCC understand and appreciate the fundamental rights of every voters in Nagaland to participate in the ULB elections. Not withstanding this fact, as a body representing the historical aspirations and rights of the Naga people, the JCC needs two months (subject to Cabinet and State Election Commission decision), with effect from 1st February, 2017, to educate and dialogue with different tribal bodies. It is with this understanding that the JCC request the State Government to postpone the upcoming ULB elections in order to help the JCC to educate the public toward conducting a well-informed election which will promote development and common good of all the Nagas. At the consummation of the 2 months public process, JCC will ensure people’s participation in the conduct of a peaceful ULB elections in the State as stated above (with 33% women reservation). The JCC will call off the bandh subject to the outcome of the final decision of the Nagaland State Election Commission. This, we sign, in the presence of the third party, the NBCC. Subu Jamir, Convenor, JCC Rev Dr Zelhou Keyho, General Secretary NBCC, Y. Patton, Home Minister, representing the Government of Nagaland. ***** In the discussions, the Chief Minister and I made it very clear the two of us alone were not competent enough to take the decision to postpone the elections to the ULBs and that the Cabinet would have to take the final call. We also pointed out that even if the Cabinet agreed to postpone, it was further subject to the approval of the State Election Commission. Furthermore, we repeatedly clarified to all that it was a Constitutional requirement to hold elections to the ULBs with 33% reservation of seats for women. And thus, the JCC also agreed to the holding of elections with reservation for women, as contained in the Statement above. On hindsight, the lapse on the part of all the participants was that it was not discussed as to whether the postponement shall cover the entire State or only those towns/ municipalities where the people were protesting against the ULB elections. The JCC went away with the understanding that postponement would be Statewide, and we came back to the Capital with the understanding that postponement would be only for the areas where people were protesting. All said and done, this lapse had happened partly due to the short time available that day and the urgency of the need to arrive at some sort of understanding to avoid physical conflict. This lapse is regretted. No matter what had happened, it is my sincere appeal to all organisations of Nagaland to come forward for dialogue so that opinions and views can be shared and come to an understanding whereby, the present face-off can be resolved at the earliest. At the same time, I also urge non-stakeholders not to mislead or misinform, foment and worsen the misunderstanding or threaten anyone from coming forward for positive dialogue. I would also like to appeal to all not to misquote the NBCC as they have never said that they were betrayed by our CM and the Government as alleged by some quarters. Dated February 9, 2017
