CPO demands ‘immediate and secure’ opening of NH-29 stretch DIMAPUR, FEB 10 (NPN): Chakhroma Public Organisation (CPO) Wednesday expressed dismay over closure of the NH-29 stretch between Chathe Bridge (Patkai Junction) and “Khuokhidolong” and appealed to the district administration to “immediately and securely open” the road for the public “before the public completely loses its patience.” In a press release, CPO president Vichütuolie Mere and general secretary Mhiesisato Vüprü said they have time and again written to the NHIDCL for proper surveillance on the works of the contractors at the said location of NH 29. However, CPO said that NHIDCL did not take public outcry into serious consideration. Asserting that rockslide/landslides caused by the construction company

While network providers are ready to provide good internet connectivity to its customers, the hindrance allegedly caused by few local panchayat bodies has turned out to be the biggest obstacle in enabling the city to be on a par with other cities of the country in terms of network coverage. Talking to Nagaland Post, a senior telecom official, who chose to remain
anonymous, said even when they get clearance from the district administration to set up a tower under Kohima Municipal Council jurisdiction, local panchayat bodies allegedly refuse to issue no objection certificate (NOC) for the purpose, thus creating a dead-end for the service providers. Citing radiation emitted by towers as the main reason, the local bodies refuse to issue NOCs, disclosed the official who heads one of the leading network providers in the town. DIMAPUR, FEB 10 (NPN): Naga Hoho (NH) said it was concerned over the continued “intimidation of State government employees through threats of levelling sedition charges and profiling.” Referring to governor RN Ravi’s recent order requiring State government employees to provide list of relatives connected with NPGs and threatening to initiate sedition charge against those asserting for Naga people for political self-determination, NH president HK Zhimomi and general secretary K Elu Ndang stated that this did not reflect well of his intent and agenda. NH said such directives from the governor to the State government were nothing but “another form to dehumanise Naga people’s hopes and aspirations”. Condemning what it
termed as “dictatorial attitude” of the governor and for not even having the civility to listen and consult an elected government, NH urged upon chief minister Neiphiu Rio and the State cabinet “not to allow a titular head undermine the existence of an elected government”. NH alleged that this was “an extension of fascism into Nagaland” where Naga people, who have been traditionally democratic, were suddenly assumed unfit to govern themselves. It said the governor was trying to break the people into tribes, groups and now beginning to target and criminalise individuals. He also highlighted on the products offered such as regular and basic saving account and current accounts, doorstep banking (bank service to be provided in the village itself), DBT and remittance (student scholarships and govt. schemes), fund transfers, etc, AEPS-money withdrawal from any bank through aadhaar no, DTH recharge and mobile recharge. Chief executive officer (NSRO), Surenthung Enny also highlighted on the establishment of the NSRO. Further, the board recommended and forwarded to the state government for approval for establishing the office of NSRO. FLWs and HCWs vaccinated in Kohima, Wokha DIMAPUR: A total of 1278 health care workers (HCWs) and 517 frontline workers (FLWs) were vaccinated till date at various session sites under Kohima district. According to DIPR report, district immunization officer, Kohima, Dr. Rupert Peseyie informed that the last date for HCWs vaccination will be on February 20 while mop up will be for five days and last date for FLWs vaccination to get 1st dose will be on March 6, 2021. On February 10, a total of 305 FLWs from IGAR HQ, 14 AR Tsiesema and 78 BN CRPF Sechu were vaccinated. Vaccination for FLWs on February 11 will be carried out at session sites of IGAR (N), 78 BN CRPF and 14th AR Tsiesema with a target of 100 each. Wokha: Vaccination of COVID-19 for frontline workers (FLWs) Bhandari sub-division was held on February 10. Additional de puty commissioner, Tiameren Chang led the vaccination drive for frontline workers (FLWs) at CHC Bhandari. Shillong, Feb 10: Union Home Minister Amit Shah is scheduled to visit Meghalaya on March and would meet political leaders and organizations during the visit, Chief Minister Conrad Sangma said on Wednesday. Sangma said providing the Home Minister would be in the State Capital primarily to discuss ways to revamp the North Eastern Council (NEC). Shah, who is the ex-officio chairperson of the NEC, the regional planning body for the eight North Eastern States, was here in January for the 69th plenary of the NEC. On Wednesday, the chief minister accompanied by deputy chief minister Prestone Tynsong called on home minister Shah in Delhi and discussed the issue of infiltration into the State among other issues, even as Shah has assured that he would meet with different NGOs during his visit to the State next month. In poll-bound Assam, MEA goes for Japanese push
New Delhi, Feb 10 (IANS): At a time when Modi 2.0 has ticked all checkboxes in providing vaccine aid to India’s neighbours, the Centre has ratcheted up a mega plan for a strategic partnership with Japan in poll-bound Assam. Ahead of the state Assembly elections, External Affairs Minister S. Jaishankar will be taking a Japanese delegation headed by their Ambassador to India, Kenji Hiramatsu, to the Northeastern state on February 14, a move seen as fillip to NDA’s Look East policy. Official sources in MEA confirmed to IANS that Jaishankar and a Japanese delegation will physically review some of the Japanese-aided projects that are under construction in Assam. The Sarbananda Sonowal government in Assam has already acquired 2,000 bighas of land in Nagarbera for an upcoming Japanese Industrial Township. “India is setting up the 13th Japanese industrial township in Assam. The purpose is aimed at helping more domestic manufac-
turing with help of Japan in this border state. It will bring huge employment and tech knowhow. We have had such partnerships with Japan, Israel and the US time to time,” a senior MEA official said. The project is being looked after by the Japan External Trade Organisation. It is like to have a host of plug and play companies in coordination with government. Sources said the delegation may also include representatives of the Japanese International Cooperation Agency (JICA) - Japan government’s agency which provides aid for economic and social growth in developing countries and promotes inter national cooperation. Jaishankar, sources said, may also sign a new Memorandum Of Understanding (MoU) with Japan for skills training and recruitment of youth in Assam, which is likely to go to assembly elections in April. Five years ago, the BJP wrested power from the Congress, which had ruled the state for 15 years since 2001. The election battle in

The BJP-led alliance headed by Sarbananda Sonowal is facing stiff opposition from the AIUDF which had won 13 seats and the Congress which got 26 out of the 126 assembly seats in the 2016 state polls. The political rhetoric in Assam focuses on religious and ethnic identities because of illegal migrants from Bangladesh and its sensitive demographics. As per the 2011 census, 61.5 per cent people in Assam were Hindus and 34.22 per cent Muslims. Out of 32 districts, 11 are Muslim majority in Assam. The Hindu demographics is further divided along ethnicities - Bodo, Bengalis and others. Correspondent IMPHAL, FEB 10: Agitating government college teachers in Manipur on Wednesday dismissed state government’s blamed on COVID-19 pandemic behind the delay in fulfilling their demands. While making an appeal to the agitating teachers to cooperate with the government and come to the negotiation table, state chief minister N Biren Singh had told the house of state Assembly in the ongoing budget session that the implementation of the 7th Pay was affected and delayed by the COVID-19 pandemic. The state government had already agreed to implement college teachers’ demands. However, the imple-
mentation process has been affected by the pandemic and as such it is taking time," Singh had said. He then informed the house that efforts were on to implement the 7th Pay and the government needs three-four months time as it is facing the unprecedented Covid pandemic. Dismissing the blame, Federation of Government College Teachers’ Association (FEGOCTA) asked if the government was serious enough to implement national policy of UGC in pre-Covid-19 time. FEGOCTA has been requesting the government of Manipur to implement 7th UGC Pay and Regulations, 2018 since December, 2018, the apex body of the government college teachers

COVID-19 cases shoot up in M’laya Correspondent Shillong, Feb 10: Cases of COVID-19 infection shot up in Meghalaya with 31 new cases detected on Wednesday, taking active cases up to 164 in the State. Director Health Services (MI), Dr. Aman War said that new COVID-19 cases detected were 21 in East Khasi Hills district, nine in West Jaintia Hills district and one in East Jaintia Hills district. With 104 active COVID-19 cases and 122 deaths due to the disease, East Khasi Hills, that includes State capital Shillong is the most affected district. Four more recoveries from the viral infection were recorded in the East Khasi Hills district, surging the number recoveries in the State to 13,612 so far, the health official informed. Of the 3,48,913 persons tested for COVID-19 as on Wednesday, 3,34,989 were tested negative for the virus even as 44 persons were in institutional quarantine and 120 persons were in home isolation, the State directorate of health services informed.

Aizawl, Feb 10 (PTI): Myanmar-based armed insurgent group Chin National Army (CNA) has sought asylum for their families in India in the wake of the military coup in the neighbouring country, an official in Mizoram said on Wednesday. The CNA, the armed wing of the Chin National Front (CNF), has asked for asylum for 40 families, Mizoram’s Champhai district deputy commissioner Maria CT Zuali told PTI. “The CNA has communicated the matter to the village council president of Farkawn, who later
informed the Champhai district administration,” she said. Zuali said that she has forwarded the matter to higher authorities. The district administration has issued an alert against an influx of refugees from Myanmar in the wake of the coup, officials said. Mizoram shares a 404 km porous international border with Myanmar. A notification issued by Zuali on Tuesday instructed all villages to inform the district administration if Myanmarese refugees are seen entering their areas. Thousands of members of the Chin com-
munity of Myanmar fled to Mizoram because of the military junta since the late 1980s, officials said. Though many have returned to Myanmar after democracy was restored in the neighbouring country, thousands of them are still living in the state, they said. The Chins of Myanmar and the Mizos of India share the same ancestry and culture. With the Myanmar military taking power, there are apprehensions in the border areas that many Myanmarese from the Chin state and other regions will flee to Mizoram.

Guwahati, Feb 10 (PTI): Assam government has decided to discontinue mandatory COVID-19 testing at airports, railway stations and land routes from March 1, 2021 following a decline in new positive cases, state Minister for Health and Family Welfare Himanta Biswa Sarma said on Wednesday. “In view of the rapidly declining cases of #COVID19 & given that vaccination is in full swing, GoA has decided to discontinue mandatory testing at rly stations, land routes & airports from March 1, 2021,” he tweeted.
It is, however, expected that people will adhere to “Covid appropriate behaviour”, he added. Asssm has so far vaccinated 1,08,512 health workers in the state and the number of COVID-19 tests conducted has reached 66,03,122, the state health department said. The state has been reporting a decline in cases since December with the total cases reaching 2,17,256, it said. The number of deaths has also come down considerably with most days reporting no or single death.

Silchar/Aizawl, Feb 10 (IANS): In fresh trouble along the Assam-Mizoram borders, at least 10 people were injured and around 20 houses were burnt down by ‘unknown miscreants’, forcing the authorities to deploy huge contingent of security forces in the area, officials said on Wednesday. The violent incidents took place in Kachurthal in Assam’s Hailakandi district adjoining Bairabi in Mizoram’s Kolasib district on Tuesday. The Deputy Commissioner of Hailakandi district, Megh Nidhi Dahal, said that to control the situation and to prevent fresh incedents, prohibitory orders under Section 144 of the CrPc have been promulgated on Wednesday along the bordering areas, in addition to the deployment of a large contingent of security forces in the area. “We are investigating all aspects of the incident. According to police, the incident took place on Sunday night when the victim Monsing Rongpi resident of Barelong Bey Village under Bakalia police station was seen entering the resident of a woman. Earlier, the villagers have also warned them to discontinue their affair. The victim was attacked with bamboo sticks, iron rods and sharp instrument, and died due to injuries sustained in the assault, police said. Noting that the kind of investment farming needs was not happening, Modi said there is a need to bring investment and modernise agriculture to empower the sector. “I am surprised for the first time a new argument has come --we did not ask, so why did you give. Be it issue of dowry or triple talaq, no one had demanded laws to deal with them, but the laws were made as they were necessary for progressive society,” he said. Congress will scrap farm laws if it comes to power: Priyanka Gandhi LU C K N OW, F E B 1 0 (PTI): Attacking the Centre over the new farm laws, Congress leader Priyanka Gandhi Vadra on Wednesday told a rally in western Uttar Pradesh that if voted to power her party would scrap them. At a ‘kisan panchayat’ organised by the party in Saharanpur, the Congress general secretary accused Prime Minister Narendra Modi and other BJP leaders of “insulting” farmers who are protesting against the laws. “The three laws are demonic. If voted to power, the Congress will scrap these laws,” she said. She said the party’s fight will continue till the laws are scrapped. The rally is the first in a series of such farmers’ meetings planned by the Congress in western Uttar Pradesh, a year before the assembly elections in the state where the opposition party is struggling to revive itself. Retail petrol price have risen by Rs 18.01 per litre since mid-March 2020 and diesel rates have gone up by Rs 15.44. Replying to questions on rising fuel prices, Pradhan said retail pump rates
are governed by international prices as India is 85 per cent dependent on imports for meeting its need. “When the international price of crude oil is higher, we have to increase the prices and when the international price is lower, we have to decrease the prices here too. This is a market mechanism which is followed by oil marketing companies. We have given the freedom to them,” he said during Question Hour. The retail price, he said, is made up of three components -- base price that reflects the cost of international oil, central excise duty and state taxes. Both central and state governments rely heavily on collections from taxes on these products for meeting their developmental and welfare priorities, he said.

said, adding on the Centre’s request 18 states and one union territory had reduced VAT on the fuel at that time. In October 2018 when excise duty was cut, petrol price in Delhi had touched Rs 84 per litre and diesel was at Rs 75.45. On Wednesday, petrol was priced at Rs 87.60 a litre in Delhi and diesel at Rs 77.73. Rates vary from state to state depending on local taxes (VAT) and freight.

van when the waters came rushing in. “All strategies at the moment are focussed on rescuing those trapped inside the tunnel with the help of all the resources at our disposal, including drones and remote-sensing equipment,” Deputy Inspector General (DIG) Nilesh Anand Bharne, Uttarakhand Police chief spokesperson, told PTI at Tapovan. Drilling through the debris has become more difficult with the silt inside the tunnel drying up and getting harder, he said. The complicated design of the tunnel is making the task even more difficult, prompting the rescue teams to consult NTPC officials. Several measures, including drilling holes to take oxygen to the men inside the tunnel, are also being contemplated, added project consultant A K Shrivastava. T h e mu l t i - a g e n c y group of rescuers flew a camera-equipped drone inside the Tapovan tunnel on Tuesday but could not pinpoint the location of survivors or the way forward due to darkness, a senior National Disaster Response Force officer said. “We are still hopeful. The teams will continue making attempts, clearing the slush to enter deeper into the tunnel and locate the trapped,” he said. As rescuers said they were “hoping against hope” to reach the workers at the soonest, outside the tunnel, family members of those inside waited with bated breath to hear news about their loved ones.

D E H R A D U N / TA P O VAN, FEB 10 (PTI): Using drones and remote-sensing equipment, rescue teams intensified efforts on Wednesday to reach the 25-35 men trapped in a sludge-choked tunnel since the Uttarakhand glacier disaster three days ago and more than 170 remained missing, hopes of finding them alive fading with every passing hour. The multi-agency rescue operation at the NTPC hydel project site has been going on uninterrupted since Sunday, when a possible glacier break in the upper reaches of the Himalayas triggered an avalanche and floods in the Alaknanda river system, with no breakthrough in sight, officials said. So far, 32 bodies have been recovered from different places in the disaster-hit areas of Chamoli district. Eight bodies have been identified and 174 people are still missing, the State Emergency Control Centre in Dehradun said. The missing people include those working at NTPC’s 480 MW TapovanVishnugad project and the 13.2 MW Rishiganga Hydel Project and villagers whose homes were washed away as a wall of water came hurtling down mountainsides. A focal point of the rescue work has been efforts to penetrate through tonnes of silt, sludge and debris to get to the 25-35 people, who were at work inside the 1,500 metre tunnel at Tapo-

NEW DELHI, FEB 10 (PTI): Oil Minister Dharmendra Pradhan on Wednesday ruled out any cut in excise duty, for now, to give relief to consumers from the spiralling retail prices of petrol and diesel which have touched all-time highs. “There is no such proposal at present,” he said in the Rajya Sabha when asked if the government was looking at cutting taxes to cool off prices. Petrol price crossed the Rs 94-mark in Mumbai and diesel soared to Rs 84.63 per litre on Wednesday. Retail pump rates have not seen a reduction in almost 11 months. International benchmark rates had plunged to decade lows in April. The government had hiked excise duty on petrol by a

agaland is projected to record its highest deficit at Rs.2,358.81 crore for the current financial year 2020-21. Deficits are not necessarily bad if capital investments bring in revenues. However, Nagaland like most states in the north east, has very little prospect of increasing revenues except for the annual revenue receipts. What is worse is that the 15th Finance Commission in its report - ‘Finance Commission in COVID times’ (Vol IV)- mentioned that Nagaland also had the second highest debt in the country. Though Nagaland’s Debt/GSDP had reduced from 55.5% in 2011–12 to 42.7 in 2018–19, The 15th FC said that it was still much higher than the National Health Education Standards (NEHS) average of 29.61%. The Commission also noted that Nagaland need to take measures to reduce burden of committed expenditure to free up resources for development expenditure. The 15th FC also pointed out that debt should be consolidated in line with the Fiscal Responsibility and Budget Management Act (FRBM Act), 2003, to reduce fiscal deficit and the recommendations of FC-XV. Further, the Commission also noted that the State needed to restructure and rationalise its expenditure priorities. The committed expenditure (including GIA Salary) of Nagaland was 67.3% of its total revenue receipts in 2018–19 when all other states averaged 50.6%. As per the Ranking in NITI Aayog’s Sustainable Development Goals Index (2019), Nagaland was placed 19th out of 29 States. The 15th FC had also observed that the CD ratio was very high, meaning the banks are not lending enough. The reasons for this has to be addressed and the state government has to ensure that necessary conditions, facilities and infrastructure have to be put in place. In their last visit to the state, the 15th FC members also expressed the need for the state Government to explore more avenues to generate resources to fund its developmental activities. It was also made clear that there was also need for rationalisation of employees so as to bring down revenue expenditure and increase developmental expenditure. The consequences of poor infrastructure undercuts the potential for growth and that adversely affects job creation. Without growth, unemployment continues to grow while the government has been left as the only agency to provide employment. According to the latest figure, there are 1,40,000 government employees under the government’s roll which is a little over 7.1 % of the state’s 19,80,602 population. As per the definition of the 13th Finance Commission and based on its well defined parameters, the state has an excess of over 70,000 government employees. Such a huge number of unproductive force is eating up 67.3% of the budget. So much money is being spent on salaries and upkeep of the government each year while much needed resources have to be borrowed from the market. An unwieldy government that is heavily laden with excess employees will have to contend with managing itself rather than that of the people. However, the budget deficits, repayment and interests on loans also add more burdens in the pursuit of all round growth. The state government has to seriously consider oil and gas explorations in order to tide over its perennial deficit problems so as to spur growth. However, unless there is fiscal responsibility and accountability, no amount of money will make things work.

If we are children of God, we have a tremendous treasure in nature and will realize that it is holy and sacred. We will see God reaching out to us in every wind that blows, every sunrise and sunset, every cloud in the sky, every flower that blooms, and every leaf that fades, if we will only begin to use our blinded thinking to visualize it. The real test of spiritual focus is being able to bring your mind and thoughts under control. Is your mind focused on the face of an idol? Is the idol yourself? Is it your work? Is it your idea of what a servant should be, or maybe your experience of salvation and sanctification? If so, then your ability to see God is blinded. You will be powerless when faced with difficulties and will be forced to endure in darkness. If your power to see has been blinded, don’t look back on your own experiences, but look to God. It is God you need. Go beyond yourself and away from the faces of your idols and away from everything else that has been blinding your thinking. Wake up and accept the ridicule that Isaiah gave to his people, and deliberately turn your thoughts and your eyes to God. One of the reasons for our sense of futility in prayer is that we have lost our power to visualize. We can no longer even imagine putting ourselves deliberately before God. It is actually more important to be broken bread and poured-out wine in the area of intercession than in our personal contact with others. The power of visualization is what God gives a saint so that he can go beyond himself and be firmly placed into relationships he never before experienced.

am not a Psychology student, nor am I academically equipped to write a detailed paper for this topic. Therefore I write this article from a layman’s observation for two reasons. One, that people from any walks of life will hopefully understand and relate to it. Two, because the awareness about mental health has been simply inadequate, or in worst case scenario, ineffective, especially in a Naga context. In a survey conducted by Centres for Disease Control and Prevention, it was found that every 1 out of 5 adults suffer from mental illness in any given year in the United States. Mental illness can begin at any age, from childhood through adult years. Most cases, it begins earlier in life. When you have a physical ailment, chances are that you will recognise it and with proper medication, you are bound to heal. But when it comes to mental illness, the symptoms are hardly recognised and therefore leaves untreated. The real tragedy is when we begin to accept it as a way of life. Like an untreated wound, it begins to fester and grow septic, often times like a persistent tumour which you can’t get rid of. And when those tor-

What makes mental illness such an uncontrolled variable is generally because of these reasons: Firstly, people don’t like talking about it. Especially in our society, open discussion about mental health can hardly be seen in one’s home. Family structure play a huge role in shaping the mind of an individual. Thus, naturally we shy away from open affection and tend to bottle up emotions and feelings which is detrimental in the long run. In addition to fewer opportunities for open discussion, some people still adhere to primitive beliefs that only ‘mad’ people need a psychiatrist, or a therapist. Secondly, many doesn’t even know that they are suffering from it and just like any other contagious disease, they spread it to other people unknowingly. Negative thoughts are much more contagious than we would like to admit. Every wise person knows that the first step to find a solution to a problem is to identify the problem itself. The same thing applies to mental illness, you can take a test to find what
exactly you are dealing with; clinical depression, anxiety disorder and bipolar disorder which are the common types, obsessive- compulsive disorder, phobias, mood disorder, eating disorder, personality disorder, Post-traumatic stress disorder, psychotic disorders, hallucination or schizophrenia. You can seek professional help to take these tests or just take it online through legal sites for mental health. The next step will be to seek help according to how serious your case is, whether to reach out to a psychiatrist or see a therapist or whether you can deal with the symptoms yourself. Mental illness can be genetic and may take a while to cure it but you need to remember that living in denial will not give you any healing. It is better to accept your condition and take necessary steps to take care of yourself. A psychiatrist or any professed psychologist, will give you a better scientific explanation and methods to deal with all kinds of mental illness, especially those requiring medical care. he vast majority of Nagas are literate, but woefully uneducated; for we can read and write, but fail to comprehend the principles underlying the concepts we read and write about. This is especially true regarding the principles, concepts and laws which are necessary for every modern, progressive, welfare democracy. We seek the benefits of development, but refuse to obey the laws which sustain it. This has been never been more obvious than in the issue of our Honourable Governor’s last two directions to the State Government; namely (a) requiring all government employees to submit names of their family members who are active in our multiple “Freedom” fighting factions (b) requiring the State Government to take steps against all government employees who write “seditious” and “subversive” posts on social media, with a certain Veterinary Doctor being named as a prime example. I have come across a WhatsApp message, apparently from this doctor, appealing to all Sumi Organisations to come to his aid, so, before tribal sentiment overshadows the law, leaving the Sumi Tribe with egg on our faces, I feel duty bound to explain our Governor’s actions with reference to the law. The Governor of Nagaland, under Article 371A, 1(b) of the Constitution of India, has the ultimate authority in all matters regarding Law and Order. So, when the All India Services (Conduct) Rules, 1968, which expressly binds all Government Employees, both of the Central and State Governments, clearly states in Section 5(2) :- “It shall be the duty of every member of the service to endeavour to prevent any member of his family from taking part in or subscribing in aid of or assisting in any other manner, any movement of, activity which is, or tends directly or indirectly to be subversive of the Government as by law established, and where a member of the service is unable to prevent member of his family from taking part in or subscribing in aid of, in any other manner any such movement of activity, he shall make a report to that effect to the Government.” So, in effect, R. N. Ravi, our Honourable Governor, by requiring government employees to submit the names of relatives in underground factions, is only asking you to do what you are duty-bound to do, voluntarily, under the terms of your service. Furthermore, Section 7 of the A.I.S.R. states :- “No Member of the service shall, in any radio broadcast or communication over any public media or in any document published anonymously, pseudonymously or in
his own name or in the name of any other person or in any communication to the press or in any public utterance, make any statement of fact or opinion,-i Which has the effect of an adverse criticism of any current or recent policy or action of the Central Government or a State Government;” The current policy of the Government of India with regard to the Indo-Naga Issue stands at “No independence, sovereignty or territorial integration”. Ravi does not seek to stamp out dissent, for the people of Nagaland and the rest of India are free to air their opinion on this issue; but all government employees are forbidden to even state facts, on this issue, leave alone opinions, in public platforms. This is not something that Mr. Ravi has made up, but has been the law, since 1968; Whether the government will find the veterinary doctor’s social media posts “seditious” or “subversive”, which both imply the overthrowing of a duly established government, remains to be seen, but there is no escaping the fact that he is in gross violation of the Service Rules. There is a world of difference between the two, for being found guilty under the former two could lead to a jail sentence whereas the latter could lead to a “mere” dismissal from service. I will not speculate as to the ultimate outcome of the government investigation into the matter, but my question to all government servants who find themselves in the same boat is, “Were you forced to accept government employment?” No, you eagerly sought out government employment, you prayed for it, you used all means, legal and illegal, to obtain it. And by accepting it, you have given up certain rights which ordinary citizens enjoy. You have consciously and voluntarily bound yourself to the rules of government employment, in exchange for a steady income, assured promotions, free health care and accommodation and guaranteed pensions, among many other perks of office. You enjoy the perks of office and use your positions to lord it over ignorant villagers. So, don’t play the victim card when you are found in violation of the rules you voluntarily put yourself under. Many descriptions come to mind when I think of Naga government employees who openly insult and denigrate India and Indians, most prominent being “dogs that bite the hand that feeds them”, “ingrates” and “ungrateful wretches”, but they are best described in the Hindi/Urdu words, “Namak Haraams.” Kahuto Chishi Sumi Akukau (G.B.) deep breathing. Breathe in for 5 seconds in, hold for 3 seconds and let it out for 7 seconds. This technique will help you calm down. Above all, you need to know that this is not the end. I practice the rule that if it is not a happy ending, it is not the end at all. As a defence mechanism to separate themselves from unpleasant events, actions or thoughts, those suffering from mental illness can go in denial, become forgetful, repress memories, project their feelings on others, displace emotions, regress, rationalize, react oppositely, compartmentalize or intellectualize. If you have a loved one who suffers from mental illness, first of all, DON’T JUDGE. Don’t compare them with anyone who is leading a better life, trust me on this, they are really trying their best, hoping for even the smallest ray of light. You wouldn’t tell a blind man, how wonderful it is to see the sunset or how mesmerising the world is because it will be insensitive on our part to do so. Then why would you tell the depressed person how happy the world is? You may mean well but ironically, it may not be the best solution. Every person deals with crisis differently. Just because you were able to overcome
a certain situation doesn’t mean your friend will be able to do the same. Let’s say, your mental resilience is stronger that is why you were able to heal faster. But why would you berate a person for not having the same resilience as you. Remember, it is an illness, it is not a choice. If understanding is beyond your reach (which can happen often because we cannot read their minds and by this time, they must have reached a point of complete mental shut down), be empathetic, if you care, let them know that they can trust you. Maybe the only help they need is a patient listener and nothing else. Imagine the kind of despair that makes one constantly think that ending one’s life is the only way to end emotional pain and trauma. Imagine all your happiness and success turning into painful memories, weighing nothing against the scale of hopelessness... It is a scary place. Amongst all forms of encouragements, examples, or comparisons (even with good intentions), unconditional love has a higher chance of saving a life. e are writing with reference to the news report of February 6: “Naga gov orders action against ‘seditious’ babus” (Manoj Anand, Guwahati). Because of your pre-eminent position as current and longtime Chief Minister of Nagaland, as well as MP, you know better than any Naga the extra ordinary historical moment we are at in the Naga people’s relations with India. We are all concerned about the fate of the ongoing peace negotiation between the GoI and NPGs. And we are equally concerned that while the peace negotiations have been in progress for more than two decades, one of the parties of the negotiations, Naga people, have lived and are still living under Indian military law (AFSPA) since 1958. No government or people on earth in the 21st century can make light of this strange fact. We know, Sir, that you are in a position to know the nuances and undercurrents of the fraught politics better than we do. But we hope you will welcome hearing from the Naga public. From our perspective, the Indo-Naga relationship has reached a dangerously volatile point specifically because of Governor R. N. Ravi’s extremely divisive and provocative manner of running the office of the Governor of Nagaland State, not to talk of his role as Interlocutor of the peace talks. We are referring especially to Governor Ravi’s two recent orders against Naga Govt employees which violate their rights to personal privacy and freedom of speech: a) Order requiring state government employees to provide the list of their relatives who may be connected to NPGs; b) Order to initiate action against state government employees for “sedition” against India
for asserting the right of the Naga people to political selfdetermination. As a Naga group whose members are drawn from a diverse range of professions and age groups living in the Naga homelands, India, and around the world, the Global Naga Forum would like to draw your kind attention to and remedy for employees of your government on these counts. We see the present scenario of the Indo-Naga relations and Governor Ravi’s autocratic role in it this way. A country takes over control of a free people, and having created a political system where the people have hardly any other way to make a living except by working for the government, turns around to punish and prosecute its employees for “sedition” against the Indian government for saying that Nagas have a right to self-determination, while the same government imposes military laws on the people with whom it engages in peace negotiations. In addition, the Interlocutor between the government and the Nagas, who is also the Governor of Nagaland State, orders the prosecution of the employees for sedition against India, and has made dividing the Nagas his main role as governor, because he is a functionary of the Government of India. One has to ask in all fairness: Who is supposed to run the state government? Elected Representatives or the titular head of state, the governor? And if the Governor goes steroids on Art 371 (A), as he clearly has, we wonder if the same Article cannot be used to remedy the problem, since Nagas too can invoke it in favor of customary laws? It should be possible for the local tribe on which the governor’s residence stands to enforce its traditional customs on the offending governor.
In short, we appeal to your good offices to put an end to the governor’s undemocratic, extremely authoritarian orders against Naga employees who are not committing any punishable crime for exercising their right to speak truth to power, without advocating any violence, by asserting the Naga people’s basic right of political self-determination. It will be instructive for the governor to be reminded that the Indo-Naga political problem is yet to be resolved to the satisfaction of both sides, and he, R.N. Ravi, is still the interlocutor and therefore the facilitator of the negotiations. In this context, for the Interlocutor and Governor to charge state employees with sedition for expressing their views in democratic avenues, peacefully, is a public provocation on his part. He is adding insult to injury, and thereby inciting discord and societal breakdown in the state. Who would want President’s Rule in Nagaland at this time? Over and above, we are amazed as to why the Governor should mark Dr Inato Jimomi alone among thousands of Govt employees who are equally vocal towards Nagas inherent political rights? We fervently appeal your competent authority and the state cabinet not to initiate disciplinary actions on Govt employees on the basis of Governor’s version of sedition, whilst we are in this crucial stage of finding a final solution for peace. Twitter suspends over 500 A/Cs after govt order
NEW DELHI, FEB 10 (PTI): Twitter on Wednesday said it has suspended over 500 accounts, and blocked access to several others within India as it partly acceded to a government order to curb spread of misinformation and inflammatory content around farmers’ protests. Twitter, in a blogpost, said it has not blocked accounts consisting of “news media entities, journalists, activists and politicians” as doing so “would violate their fundamental right to free expression” guaranteed under the country’s law. The government, however, termed as “unusual” Twitter’s move to publish the blogpost before a slated talks with the IT Secretary on the issue, as sought by the US company. “Upon the request of Twitter seeking a meeting with the government, the Secretary IT was to engage with senior management of Twitter. In this light, a blog post published prior to this engagement is unusual,” IT Ministry said in its response on Koo, a homegrown social networking platform. Government will share its response soon, the post on Koo said. Koo is being touted as the homegrown contender to Twitter. The blogpost by Twit-

ter on Wednesday morning had the microblogging platform emphasising it will continue to advocate for the right of free expression of its users and that it is “actively exploring options under Indian law - both for Twitter and for the accounts that have been impacted”. The development comes in the backdrop of the government - on February 4 - ordering Twitter to take down 1,178 accounts with links to Pakistan and Khalistan supporters that were spreading misinformation and provocative content related to farmers’ protest. In all, Twitter has taken action against over 1,000 accounts - 500 as sought by the government and an equal number that were found by the company engaging in platform manipulation and spam. The government had late last month sought blocking of 257 tweets and
handles in connection with the agitation by farmers over the new pro-market agricultural laws. Twitter complied, only to restore the accounts hours later. This led to the government issuing a non-compliance notice and a warning of stringent penalties and potential jail terms. Seeking to clarify its stance, Twitter - in its blogpost on Wednesday - said it had taken steps to reduce the visibility of the hashtags containing harmful content that included prohibiting them from trending on Twitter and appearing as recommended Search terms. It has “withheld a portion of the accounts identified in the blocking orders” within India, making them accessible only outside the country. Stating that it has informed the IT Ministry (MeitY) of its enforcement
action, Twitter said it has taken a range of enforcement actions against over 500 accounts escalated across all MeitY orders - including permanent suspension in certain cases for violation of its rules. “...Today, we have withheld a portion of the accounts identified in the blocking orders under our Country Withheld Content policy within India only. These accounts continue to be available outside of India,” Twitter said. It, however, did not provide details of the handles against whom action had been taken. Twitter argued that it has not taken any action on accounts that consist of news media entities, journalists, activists, and politicians as it does “not believe that the actions we have been directed to take are consistent with Indian law, and, in keeping with our principles of defending protected speech and freedom of expression”. It contended that doing so would violate the fundamental right to free expression under Indian law. “We remain committed to safeguarding the health of the conversation occurring on Twitter, and strongly believe that the Tweets should flow,” it said.

Twitter said, following the reports of violence in New Delhi in recent weeks, it wanted to share a granular update on its proactive efforts it took to enforce its rules. Starting January 26, Twitter said its global team took action “judiciously and impartially” on content, Trends, Tweets, and accounts that were in violation of its rules and took action on “hundreds of accounts” that violated its rules on “inciting violence, abuse, wishes of harm, and threats that could trigger the risk of offline harm”.
Rlys rolls out AC 3-tier eco class coach NEW DELHI, FEB 10 (PTI): Railways on Wednesday rolled out its first air conditioned three-tier economy class coach which is being touted by the ministry to be “synonymous with the cheapest and best AC travel in the world”. These coaches, officials said, will be “economical” and in between the current AC three-tier and non-AC sleeper class. This LHB coach was rolled out from Rail Coach Factory (RCF) Kapurthala to Research Design and Standards Organisation (RDSO) Lucknow for the upcoming trial. It was conceived by RCF and work on its design started on war footing in October 2020. The new coach can carry more passengers as the berths have been increased from 72 to 83. “Many innovations have been incorporated in the design of the coach. The high voltage electric switchgear presently installed on board has been shifted below the under frame, thereby increasing the passenger capacity by introducing 11 additional berths,” a statement from the ministry said. Each coach is provided with a wider and one disabled friendly toilet entry door which is a new initiative, it said.

The design has been improved for both Indian and the Western style lavatories while public address and passenger information systems have been installed as part of passenger facilities, it said. “Ambience and ease of access into coach has been improved by aesthetically pleasing and ergonomic entrance. The interior of the coach has luminescent aisle markers, illuminated berth indicators integral with night lights with luminescent berth numbers,” the statement said.

New Delhi, Feb 10 (IANS): India’s gross domestic product (GDP) growth will bounce back to 10.4 per cent year-on-year (YoY) in FY22, primarily driven by the base effect, said India Ratings and Research (Ind-Ra). Accordingly, the ratings agency’s estimates showed that after recording negative growth during 9MFY21, GDP growth will finally turn positive at 0.3 per cent YoY in 4QFY21. “Although the recovery in FY22 on a YoY basis will be V-shaped, the size of the GDP will barely surpass the level attained in FY20 and will be 10.6 per cent lower than the trend value.” “The impact of Covid19 pandemic and lockdown on the economy, although subsiding, will continue to delay the normalisation of economic activities in the contact-intensive sectors till the mass vaccination or

No one immediately claimed responsibility for the blasts, which were all caused by so-called sticky bombs, explosive devices attached to vehicles that are remotely detonated or set off by timers. The largest of the attacks struck a police car in a western Kabul neighbor-
hood; the force of the blast was so strong that the car flipped upside down, killing the city’s District 5 police chief, Mohammadzai Kochi, and his bodyguard. DHAKA, FEB 10 (PTI): A special anti-terrorism tribunal in Bangladesh on Wednesday sentenced to death eight Islamic militants, including a sacked military officer, for killing a publisher of books on secularism and atheism at his office in 2015. Anti-Terrorism Special Tribunal Judge Mohammad Mojibur Rahman announced the sentence as six of eight convicts, all belonging to outlawed Ansar Al Islam terrorist group, also known as Ansarullah Bangla Team (ABT), were present in the court. The concert was formulated after EOH posted a “for sale” photo of their DTH set top box & dish at a meagre sum of Rs 1500 citing that the money would be used to meet the expenses of school fees for the children. Taking note of the financial crises faced by EOH, Alobo vouched in to organise the concert with free will donation which would be handed over to the orphanage home. Alobo said, although
he was acquainted with the director of EOH, he felt that simply paying off for the sold items would be insufficient since it would hardly meet the expenses for one child. And therefore, he came up with the idea to organise the concert where more people can come forward to spend the day in a more meaningful way. The mini concert will be one of the first of its kind post lockdown and therefore interested people can attend the it following all the Covid SOPs put into place. New Delhi, Feb 10 (Agencies): An injurytime own goal from Enes Sipovic proved to be the difference as Jamshedpur FC edged Chennaiyin FC 1-0 at the GMC Stadium in Bambolim in the Indian Super League 2020-21 on Wednesday. Jamshedpur did not register a single shot on target, compared to Chennaiyin’s four but still ended on the winning side. The result lifted Owen Coyle’s team to the sixth spot while Chennaiyin stayed eighth. The opening half proved to be a cagey contest with both sides displaying great defensive organization. Mumbai Marathon on May 30 with limited participation New Delhi, Feb 10 (IANS): The Tata Mumbai Marathon will be held on May 30, event promoters Procam International have said. The full marathon, half marathon, and 10 kilometre runs will be conducted on ground with limited participation while participants from around the country and abroad can participate via the event’s app. The marathon has traditionally been taking place on the third Sunday of January since it was first held in 2004. However, the Covid19 pandemic last year forced the event to be indefinitely postponed. “With cautious optimism and hope, this decision (to hold the marathon on May 30) has been taken after deliberation and collaborative efforts with the state and civic authorities, including the Indian and international athletic bodies,” said the organisers in a statement. Details, including the format of the race, registration details, safety measures, protocols, and participant requirements, will be shared later.

New Delhi, Feb 10 (PTI): Tokyo Olympics quota holder Divyansh Singh Pawar smashed the world record with a score of 253.1 to win the men’s 10m air rifle T4 event of the National Selection Trials here on Wednesday. After qualifying third with a score of 629.7, Divyansh outgunned a field full of young Indian talent to win the final on the last shot, from yet another Tokyo quota holder Aishwary Pratap Singh Tomar. The two were involved in a see-saw battle for supremacy from the 12th single shot and went into the 24th and final shot tied at 242.2. They were also tied at the end of the 23rd shot at 232. But current world number one Divyansh then showed his quality with a classy 10.9 in the final shot to easily go past the world record. Aishwary hit an equally commendable 10.4 but fell short of the record mark of 252.8, by just 0.2 points.
