Myanmar military helped curb insurgency in NE NEW DELHI, FEB 13 (AGENCIES): At a time when sections of the international community are slamming Myanmar’s military for appropriating power in a coup, Indian Army chief Gen. Manoj Mukund Naravane acknowledged the role played by the military junta in helping curb insurgency in the North East. Drawing a direct link between economic growth and development on the one hand and security on the other, Naravane noted that there had been “encouraging improvement” in the internal security situation in North East. Mizoram, Tripura, Meghalaya and large parts of Assam were practically free from insurgency with level of violence significantly going down, he said at a seminar in New Delhi. “While relentless operations by the security forces and proactive government policies have laid the foundation, favourable external

environment with Myanmar and Bangladesh has struck at the roots of the insurgent organizations,” Naravane said in a speech at a seminar jointly organized by the New Delhi United Services Institute think tank and the Assam Rifles which oversees security in North East in conjunction with Indian army. The reference was to Bangladesh and Myanmar having friendly ties with India as a result of which both had cooperated with

New Delhi in its efforts to stamp out insurgency in its North East. Bangladesh had handed over arrested Indian insurgents while Myanmar had taken part in coordinated operations with India along their common borders. “A series of operations under Operation Sunrise with Myanmar Army has witnessed growing cooperation and synergy between the soldiers on ground with reasonable operational dividends,” Naravane said referring to coordinated

military operations by India and Myanmar to flush out insurgents using Myanmar as a base for anti India operations. The comments by the Indian army chief underline the importance of Myanmar and the role played by their army in India’s security calculus. They coincide with thousands of pro-democracy protestors gathering in Myanmar to demand the reversal of the February 1 coup that removed Aung San Suu Kyi from power. In his speech, Naravane said the improvement of the security situation had resulted in a “realigned counter insurgency strategy” in the North East. Troops tied down by counter insurgency operations had been freed up and were assigned to the Northern borders, he said. Describing North East as “the Centre of Gravity for sub-regional connectivity” and consequently “a launch pad for Act East initiatives,”

Naravane said the region was however seen as “a laggard in terms of growth and development.” “Protracted insurgencies, legacy issues further accentuated after partition and inefficient integration with rest of India account for much of what the region faces today,” he said. Making a case for speeding up development given the relatively better security environment, Naravane said there was a need to speed up local and regional connectivity projects. These were “central to unleashing the potential of the North East and balancing the influence of China,” he said. “There is a need for an apex body to coordinate multi-agency efforts,” he said. An “umbrella organization” christened the North East Integrated Security Council that had been proposed to galvanise the strategy, efforts and resources amongst all stakeholders has been proposed,” he said.

NEW DELHI, FEB 13 (PTI): Protesting farmer unions on Saturday demanded a high-level judicial inquiry into the violence during the tractor rally in Delhi on January 26 and the alleged ‘false” cases slapped on the peasants. Addressing a press conference at the Singhu border, Samyukta Kisan Morcha leaders asked farmers who are getting police notices not to appear before the force directly and instead approach the legal cell constituted by the unions for any assistance. Kuldeep Singh, a member of SKM’s legal cell, said that a retired judge of the Supreme Court or high court should probe the incidents to unravel the “conspiracy” behind the January 26 violence and the alleged “false cases” against the farmers. According to SKM leaders, 16 farmers who had participated in the tractor parade are still untraceable. In the Republic Day violence, over 500 police personnel had been injured, while a protestor had died.

At the press conference, another leader Ravinder Singh said that 122 farmers had so far been arrested by Delhi Police in connection with 14 of the 44 FIRs, adding that SKM will provide legal and financial aid to all the arrested farmers. Morcha leaders claimed that “false” cases were being slapped on farmers charging them with serious offences like dacoity and attempt to murder to “harass” them. Ravinder said that the Morcha will provide Rs 2,000 to every arrested farmer for spending in the prison canteen. A legal team of SKM had on Friday visited the Tihar jail where 112 farmers were currently lodged, he said. SKM demanded that its legal panel be allowed to meet the arrested farmers without any restrictions and its monetary help be disbursed to them. “The SKM legal panel has strongly condemned the Delhi government and the police for issuing notice under section 160 CrPC to the farmers in order to rope them in false cases,” it stated.

DoSE reminds on school resumption DIMAPUR, FEB 13 (NPN): Department of school education (DoSE) has reiterated that schools have been allowed to resume conduct of normal classes only for students of Class VI and above with effect from February 8, 2021 strictly following the SOP issued by the state government. In a notification, the principal director school education Shanavas C cautioned that incidents of violation of the notification would be viewed seriously and appropriate action would be initiated against the violators.

Along’s ouster threaten to quit

DIMAPUR, FEB 13 (NPN): Cracks have resurfaced in the Nagaland state BJP unit with at least nine district and organisational presidents threatening to resign if the party central leadership failed to urgently intervene into the crisis within BJP Nagaland by the end of February 2021. In a reminder to BJP national president JP Nadda, the district and organizational presidents said they had on many occasions submitted representations to the central leadership seeking urgent intervention into the crisis. The signatories included Phek unit president Nücütso Rüho, Wokha unit president Yanthungo Kikon, Aboi (org-dist) president Esnu, Peren unit president Ringsangai John Panmei, Mon unit president Nyawang Konyak, Noklak unit president P Demo, Tuensang unit president T Chongshon Chang, Kohima unit president Seyiekhrielie Nagi and Kiphire unit president Hobbs S Thonger.

They said that in all their petitions they had “listed out and made clear the arbitrary and duplicitous functioning of our State President and his henchmen”. They also said that they had put forward appeal for implementation of the ‘one man, one post’ principle in Nagaland as the incumbent state president was a Legislator and Minister with many important portfolios to look after and cannot provide time to party Karyakartas from all levels. Further, the signatories said they had also warned that if the party was to face the next State general elections 2023 under the present presidentship, the party’s “historical tally” of 12 MLAs in the present Assembly would reduce to single digit. They said their warnings stand vindicated to a degree by the November 3, 2020 byelection results of 60 Pungro A/C where BJP candidate lost by a huge margin. Since the present situation of party in Nagaland was of grave concern, the

signatories said they were “convinced that the time has come for us to make good on our declaration as mentioned above.” They, therefore, said that failure to urgently intervene into the crisis by the end of February would compel them to resign from their posts though they would “remain loyal party Karyakartas in the future too.”

‘Along will continue’

Correspondent adds: Against the backdrop of the nine district presidents of state BJP party demanding removal of state BJP president Temjen Imna Along, a party source said that Along will continue as president and complete his term. The source justified that the Central leadership, by empowering the president with more responsibilities and assignments was an indication that removal was not going to happen. If the Central leadership did not want Along to continue as president, then he (Along) would have been asked to step down rather than giving more responsibilities, the source said, adding that the president has been discharging his duties with all sincerity and dedication.

India’s forgotten hero and former CS Nagaland R. Khathing to be honoured TAWANG, FEB 13 (PTI/ AGENCIES): Padma Shree Major Ralengnao Bob Khathing MC, OBE,MC and C-in-C (GC) who was instrumental in bringing Tawang in Arunachal Pradesh under the Indian Union, will be honoured for the first time on Sunday. As an assistant political officer of the erstwhile North East Frontier Agency (NEFA) and present-day Arunachal Pradesh, Khathing had carried out an audacious operation to bring Tawang under the Indian Union in the early 1950s under the direct supervision of the then Assam governor Jairamdas Daulatram. Arunachal Pradesh chief minister Pema Khandu, Meghalaya chief minister Conrad Sangma, Union Sports Minister Kiren Rijiju, Arunachal Pradesh Governor Brig. (Retd) B D Mishra and CDS General Bipin Rawat arrived here this afternoon to attend the foundation stone laying ceremony of Major Ralengnao Bob Khathing Memorial at Kalawangpo auditorium. “Khathing was one of the most significant heroes of India whose immense contribution cannot be forgotten. A due recognition will be given to Khathing, who was so far neglected,”

Soon, with the Assam Rifles men, Khathing took control of Tawang, tricolour was hoisted in Tawang and Bumla and the area became part of India. In 1953, the Government of India constituted the Indian Frontier Administrative Service (IFAS) and Khathing was inducted as one of the two officers of the civil service. His first posting as an IFAS officer was at Tuensang Frontier Division as the Political Officer in 1954 and his contribution is reported in the establishment of the Village Volunteer Force. After four years at the post, he was promoted as the first Deputy Commissioner of Mokokchung district. In 1961, he became the first Indian citizen to study at the National Defence College, New Delhi and completed the course in its second (Cont’d on p-8) batch.

Fuel prices at all-time highs Religious places in DIMAPUR, FEB 13 (NPN): Fuel prices reached an all-time high record across the country as stateowned oil marketing companies (OMCs) hiked the prices of petrol and diesel for the fifth day in a row on Saturday. According to Indian Oil Company Limited (IOCL) website, petrol price was increased by 30 paise per litre and diesel by 36 paise a litre, After Saturday’s rate revision, petrol price in Dimapur rose to an all-time high of Rs.90.85 per lire and diesel price climbed to Rs.81.66 per litre. Likewise, in the state capital Kohima, prices of petrol and diesel increased to Rs.91.78 per litre and Rs.82.39 per litre respectively. In five days this week, price has gone up by Rs 1.51 per litre for petrol while diesel rate has risen by Rs 1.56 a litre. Central and state taxes make up for over 61 per cent of the retail selling price of petrol and about 56 per cent of diesel. The Central government levies Rs 32.9 per litre of excise duty on petrol and Rs. 31.80 a litre on diesel. Retail petrol rates have risen by Rs 18.87 per litre since mid-March 2020 after the government raised taxes by a record margin to mop up gains arising from fall in international oil prices. Diesel rates have gone up by Rs 16.45.

State allowed to have 100 pc capacity

DIMAPUR, FEB 13 (NPN): The state government has allowed religious place/place of worship to operate with 100% capacity with immediate effect subject to adherence to COVID appropriate behaviour. In an order, principal secretary home Abhijit Sinha stated that in partial modification of June 10, 2020 order, regarding opening of religious places/places of religious worship; Para 3 (i) of the aforesaid order shall be read as: “The number of persons to be allowed in any religious place/place of worship is up to 100% of the capacity of that building/place, subject to adherence to COVID appropriate behaviour such as wearing of mask and hand sanitization.” The order would come into force with immediate effect with the remaining conditions/provisions of the order remaining unchanged.

The Budget session usually is held in two phases. In the first phase, the President addresses the two Houses. The Union Budget is also introduced in phase-I. The Finance Bill and related demands for grants are passed in phase-II. The session would conclude on April 8.

In this regard, Patton instructed the executive director of NHIDCL to ensure maximum public safety and quality workmanship. He also urged the public to understand the gravity of the

Dr. Longrineken, also briefed NHIDCL and department officials to maintain quality workmanship and to give priority on durability of the road. The advisor also directed NHIDCL officials for timely completion of the ongoing work.

Later, Patton also visited the by-pass road, to assess the condition and feasibility of the road from Dimapur to Kohima via 7th mile Khopanala and New Medziphema site under urban road (18.5 km stretch) which will be an alternative route, the media cell stated. During his interaction with the department officials at the proposed site, chief engineer (H) & Urban Engineering Wing, Er. Yanbemo Lotha stated that the repair and restoration work of the existing road had already began and assured to complete at earliest possible time. Patton was also accompanied by advisor for CAWD & NSDMA, Kazheto Kinimi, E-in-C (NPWD), CE (NH) and CE (H) & Urban Engineering wing, DC Dimapur, Commissioner of Police Dimapur and department officials.

DIMAPUR, FEB 13 (NPN): Seven new COVID-19 cases were reported in Kohima on Saturday, taking the State’s tally 12183. As on February 13, the state recorded 76 active cases while 11868 patients have recovered from the infection. Meanwhile, a total of 559 beneficiaries were vac-

cinated in Mokokchung, Zunheboto and Kohima on Saturday taking the total vaccinated tally in the state to 11,467. State Immunization Officer (UIP) Dr. Ritu Thurr informed that 6,713 healthcare workers and 4,754 frontline workers have been vaccinated till date. K Y M C
