DIMAPUR/KOHIMA, FEB 18 (NPN): A political ‘surgical strike’ launched from Delhi changed the course of the political scenario in Nagaland within hours on February 17, when 42 legislators –NPF and independent- switched loyalty in favour of Lok Sabha MP and three-time former chief minister Neiphiu Rio to be the next chief minister of the state. It may be recalled, that the 42 legislators, had on February 15, signed a petition urging T.R. Zeliang to step down as chief minister in favour of NPF president, Dr. Shürhozelie Liezietsu. However, when news came that Delhi had signalled its approval for Neiphiu Rio to take over as the next chief minister, the exodus began late Friday night. The legislators in droves, proceeded to Kaziranga resort. By Saturday morning the number of legislators in Kaziranga had swelled to 49 (41 NPF and 8 independents). GST council clears draft compensation law

U DA I P U R , F e b 1 8 (IANS): Finance Minister Arun Jaitley on Saturday said the Goods and Services Tax (GST) Council has cleared the draft compensation law — one of the four enabling laws under the GST constitutional amendment— and hoped the remaining ones will be cleared in the next meeting ahead of the second half of Budget Session. “The GST’s compensation law states that if any state suffers loss it will be covered in first five years. Its legally vetted draft came before the Council and was the first law formally passed,” Jaitley said. (Full report on p-8)

Passport office to remain closed

DIMAPUR, FEB 18 (NPN): Regional Passport Office, Guwahati has informed that the Passport Seva Kendra, Dimapur would remain closed with effect from February 20, 2017 until further order. During this period, RPO said those passport applicants from Nagaland may avail online appointments at Passport Seva Kendra, Guwahati. However, those applicants who have already made appointments are requested to visit the RPO for further processing.

He said this at the emergency meeting with the NPF Central Executive, Central office bearers along with the division presidents on Saturday evening at his residence in Kohima, NPF media & press bureau said in a press note. Comforting the party functionaries that nothing would go wrong, Dr. Shürhozelie said “we still hold the Trump Card”. He appealed to the party functionaries not to be disheartened, saying “some of our legislators have gone to Kaziranga but they are still NPF legislators and we are in touch with many of them.” Dr. Shürhozelie also

assured the party workers that changes would take place in their favour in a day or two. According to NPF media bureau, other speakers who spoke at the meeting pointed out that the party president and the chief whip of the NPF Legislature Party were still with the party organisation and that “the present Kaziranga episode will flop like the failed Coup D’état of 2015 when majority of the NPF legislators embarked on the misadventure but were compelled to return to the party-fold”. Earlier in the evening, the media bureau said NLA Speaker, Chotisuh Sazo also paid a courtesy call on the party president. NPF claimed that senior legislators at Kaziranga, when contacted, had told party leaders that they would be returning very soon to the capital and assured party functionaries not to be unduly worried.

DIMAPUR, Feb 18 (NPN): Nagaland Tribes Action Committee (NTAC) on Saturday shot off a letter to Nagaland Governor, P.B. Acharya seeking immediate and prompt action to ensure that T.R. Zeliang resigns as chief minister, saying he had failed to keep his word even after seeking two-three days time for smooth transition of office in the interest of the public. In the letter, NTAC convenor, K.T. Vilie said as the third day was drawing near (February 19), Zeliang had “failed to live up to his word and declined to step down”. He said the committee after a threadbare discussion on Saturday unanimously decided to ask the Governor to take cognizance of the matter at hand and to urge the Governor not to entertain any alternate arrangements till the chief minister stepped down. NTAC appealed to the Governor to address the issue positively before any other issue could crop up. It may be noted that NTAC was scheduled to hold the mass public rally in Kohima on February 17 followed by ‘fast unto death protest’. However, Zeliang in a letter to NTAC sought two-three days time for smooth transition of office.

Palaniswami proved its majority in the Tamil Nadu Assembly, winning 122 votes in favour and 11 against following the eviction of DMK MLAs and walkout of Congress and IUML members. The 11 members who voted against the government belonged to the rebel AIADMK including former Chief Minister O. Panneerselvam, former School Education Minister K. Pandiarajan, MLAs Semmalai and R. adjourn the proceedings under rule 122 of the House. “Even if the DMK members and others were in the House, the government would have won the majority,” said Assembly Speaker P. Dhanapal, who conducted the confidence vote moved by Chief Minister Palaniswami. The Speaker opted for division method for voting and the entire House was divided into six blocks. After the bell rang three times, Assembly secretary A.M.P. Jamaludeen called members of the block one by one. Films on Nagaland tribes stir NTAC, JCC react to Zeliangrong Baudi statement debate on hunting, conservation KO L K AT A , F E B 1 8 (IANS): A cluster of films based on the biodiversityrich Nagaland, showcased at the seventh National Science Film Festival, have kick-up a debate on hunting practices and conservation in northeast India’s tribal communities. Revolving around the Yimchunger tribe in Nagaland’s remote Fakim village, the 30-minute film “Point and Shoot” clinched three awards at the fest that concluded on Saturday. “It explores the relationship of the hunting community with animals and birds found in the forests around Fakim. My film documents the pros and cons of hunting versus conservation. It is debate for you to figure out what you would choose,” director Harsimran Kaur Anand told IANS. Set in the same village,

Savyasachi Anju Prabir’s “Miilelam Miiyoh” captures a “perceptive account of the changes in the tribe’s relationship with nature”. In the same vein, Sesino Yhoshu’s award-winning “The Pangti Story” is about the Pangti village’s residents who transformed from hunting Amur Falcons to saving them. The film explores the “transition of an entire village from one that slaughtered hundreds and thousands of the winged visitors

to their most fervent preservationist”. The festival-competition was organised by Vigyan Prasar, Department of Science & Technology (DST) and and National Council of Science Museums. A total of 67 films were screened. According to DST officials, the aim is to help India make a mark in the global science film festival scenario by encouraging students and enthusiasts to develop acumen for science films.

DIMAPUR, FEB 18 (NPN): Nagaland Tribes Action Committee (NTAC), Kohima and Joint Coordination Committee (JCC) have reacted sharply to the press statement of Zeliangrong Baudi (Assam, Manipur and Nagaland), which cried foul over the demand for state chief minister TR Zeliang’s resignation. NTAC Kohima through its media cell said Zeliang was a Naga tribe of Nagaland, which was given official recognition on April 3, 1943. Besides that, NTAC said the existence of a tribe known as Zeliangrong was unheard of. Yet, NTAC said an “ersatz representation” undermining the Zeliang tribe has been regularly seen through a local organization in the form of Zeliangrong Baudi. Therefore, the committee has reminded the functionaries of “so called Zeliangrong Baudi of any

level,” that all the bona fide tribal apex bodies of Nagaland have resolved that any tribe of Nagaland that went against February 7 Kohima meeting decision to pursue the demand of JCC and NTAC would be declared as anti-Naga. Further, NATC reminded the Baudi that JCC’s demand was initially for the extension of ULB election schedule only and as part of their effort an agreement to postpone was signed at Chumukedima. However, it said the cabinet betrayed the agreement leading to the death of three lives and destruction of several government offices. NTAC said this led to the demand for TR Zeliang, as chief minister and head of the state, to resign on moral ground. “Nothing more, nothing less and hence you are asked not to preach us anymore,” NTAC said. JCC: Joint Coordination Committee (JCC) on Saturday termed as “extremely unfortunate” that the Zeliangrong Baudi (Assam, Manipur and Nagaland) would take the current political imbroglio and the bandh/agitation by people of Nagaland along tribal lines. JCC through its media cell said JCC and NTAC have repeatedly clarified that the ongoing bandh was void of any political agenda or ‘ism’ and was neither directed attack on personal reasons. However, it said that the Zeliangrong Baudi has failed to see that “this is an agitation by the people of Nagaland to defend the rights of Nagas”. JCC added that “all patriotic Nagas” have united in this cause despite their political differences or tribal differences. The committee reminded the Baudi that “this

unfortunate situation” was the sole making of the NPF government and brought about by “treacherous act and dictatorial attitude of T.R. Zeliang.” JCC said it was “simply narrow and condemnable” that Zeliangrong Baudi seemed more concerned for the “loss of chief minister’s chair by their tribe than the loss of three patriotic Naga boys who have sacrificed their lives for Naga cause.” Therefore, JCC stated that the “pathetic attempt” of the Baudi to “paint this issue on tribal color” was an “insult” to the rest of Naga tribe. Further, JCC reminded Baudi not to “play cheap victim and narrow ‘ism’ politics” but see the larger picture for their own benefit, which it said was the unity of all the tribes.
