Section 144 CrPC clamped in Dimapur DIMAPUR, JAN 31 (NPN): In view of the volatile situation in Dimapur district, Dimapur Commissioner of Police (CP) has promulgated 144 Cr.PC prohibiting assembly of five or more persons in public places with effect from January 31, 8 p.m. till further notice. This was in addition to the earlier order (Section 144A) put in place in Dimapur restricting individuals moving about with any kind of arms/lethal weapons. In an order, CP Liremo Lotha said the “situation has risen which justifies and calls for immediate action to be taken to prevent breach of peace”. It has been made to appear that some individuals/groups and organizations were likely to create trouble thereby causing disturbance of public peace and tranquillity, endangering life and property in the areas within Dimapur town upto to Chumukedima.
ENPO flays govt
DIMAPUR, JAN 31 (NPN): Eastern Nagaland Pe o pl e s’ O r g a nisa tio n (ENPO) has strongly voiced out against the state government’s decision to hold urban local bodies (ULB) election in selected ENPO areas. In a press release, media cell ENPO stated that the state government’s decision was “nothing but a deliberate policy to disturb the unity of eastern Nagaland.” It stated that the state government should have used the same yardstick all over Nagaland. In view of what it described as “divisive role being applied to Eastern Nagaland by the state government”, the ENPO has urged all its people to voice against the “indifferent attitude” of the state government. ENPO pointed out that the NBCC had played “a laudable role as servants of God in the interest of peace amongst the people of the state.” However, ENPO said the state government govt “outrightly violated the covenant” that was agreed to withhold the elections for two months.

DIMAPUR, JAN 31 (NPN): First day of the total bandh at Wokha called by Lotha Hoho Joint Action Committee (LHJAC) passed off peacefully on Tuesday. The bandh would continue till February 1, 6pm, informed Lotha Hoho joint secretary Y. Likhao Humtsoe. Further, Lotha Hoho has condemned the state government decision to hold part and partial election process in different districts in the state, stating that “such divisive policy” of the Nagaland government among the Naga people would not be acceptable.

D imapur / L O N G LENG, Jan 31 (NPN): It was a ‘Bloody Tuesday’ in Nagaland on January 31, 2017 when the mass agitation against the state government, claimed the life of two youth in police firing in Dimapur and injuring three others; while seven were also injured in police firing in Longleng town. According to reports, one of the youth who was fatally shot was taken to CIHSR where he succumbed to injury. Hospital sources said the youth was identified as “Vizo” and reportedly the son of Neimhalie Metha. The deceased youth was among a few thousand who had gathered near the private residence of the chief minister at 3rd Mile at around 9.30 p.m. Police reportedly fired at the crowd when some attempted to gate crash inside the residence. A driver said police stopped his car and asked him to take a dead body to Zion hospital. The body was yet to be identified till the time of filing this report.

Police also resorted to blank firing near the Office of Tenyimia Union Dimapur at around 10 p.m. to disperse a few hundred youths who had gathered to impose lightning bandh in Dimapur and also to hold agitation against the government decision to go ahead with civic polls in other towns despite having agreed to defer polls by two months so as to resolve contentious issues in the municipal act with apex Naga tribe organisations. One person was injured during the firing. Longleng: In Longleng town, seven were injured on Tuesday evening after police resorted to firing in order to prevent them from entering the office of the DC Longleng. Meanwhile, it was reported that the irate public damaged polling materials of all the 11 polling stations. Those injured in Longleng firing were identified as-Ata Chemba, Shanlom Phom, Bauong Phom (all from Yachem village), Ashen Phom of Orangkong village, Sanglem Phom and Chinglem Phom of Hukpang village and Toshiba Ao from Akhoya village. The
injured were immediately rushed to hospital. It was reported that one was in critical condition. Talking to this Correspondent, a leader of the Phom Peoples’ Council (PCC) pointed fingers at the NPF-led DAN government for all the mess and chaos created by them, taking people’s life at risk. They warned that in the event of any unforeseen circumstances or loss of life, the state government would be totally held responsible. Phom Peoples’ Council (PCC) has called for bandh starting January 31, from 6 p.m. till 6 p.m. on February 1. Several parts of Nagaland will also be under bandhs in protest against the state government’s decision to go ahead with civic polls. What had infuriated public was the government reneging on its agreement signed with the Joint Coordination Committee (JCC) in Chumumedima on January 30 with NBCC as mediator. GHC directs polls to be held, says CMO DIMAPUR, JAN 31 (NPN): The Chief Minister’s Office (CMO) in a communiqué informed that the Gauhati High Court (GHC) on Tuesday ruled that the state government should constitute the Municipalities and Town Councils in the state with 33% reservation of seats for women. According to CMO, the GHC had given out the judgment in the wake of a petition filed by a woman who prayed that “some extra constitutional bodies, who are opposed to election, are creating hurdles in holding the election freely and fairly and that the state Government be directed to ensure holding of free and fair elections to the ULBs with 33% reservation of seats for women”. As per the Court information made available, the PIL no. 7/2017 was filed by one Vilanuo Angela Yhome
and registered on January 30, which was subsequently put up in the supplementary causelist on January 31. The order passed by Chief Justice Ajit Singh and Justice Achintya Malla Bujor Barua states that-- “... The petitioner has, therefore prayed that Respondent nos.1 to 6 be directed to ensure that election to constitute the Municipal Councils and Two Councils with 33% reservation of seats for women is held in free and fair manner. To this payer, the learned Advocate General appearing for the State of Nagaland has fairly agreed. Having regard to the fact situation of the case, we are prima facie convinced that as per Notification dated 21.12.2016 of the State Election Commission, the election to constitute the Municipal Councils and Town Councils in the State of Nagaland with 33% res-
ervation of seats for women should be held freely and fairly. We, accordingly, direct security be provided to the candidates and voters. List the case on 3.3.2017 for further orders.”
JACWR SLP
The Joint Action Committee on Women Reservation of the Naga Mothers’ Association (NMA) on Tuesday informed that it has followed up its decision on withdrawal of the SLP. In a press note, JACWR said the two petitioners who were in Delhi had submitted a signed petition on Monday, for withdrawal of the Civil Appeal and the writ petition from the Supreme Court of India. It said necessary formalities would be done by their advocate Dr. Colin Gonsalves after which copies would be served to Nagaland government on the withdrawal.

Ao Baptist Arogo Mungdang (ABAM) has expressed its “displeasure in the strongest sense” against non-compliance of the tripartite agreement by the state government. ABAM executive secretary in a statement also expressed remorse at the government’s “adamant move to conduct the election in places it deems safe by dividing the Naga electorate.” ABAM also appreciated the initiatives taken by the NBCC to act as mediator between the government and the JCC. It further appealed to the government to “listen to the voice of the people to ensure that peace and harmony prevails.”
Dimapur Naga Youth Organization (DNYO) imposed lightning bandh throughout Dimapur city where shops downed shutters by 4.30 p.m. Tuesday to ventilate anger against the state government for going back on its assurance to Joint Coordination Committee(JCC) and NBCC that it will defer civic polls throughout Nagaland for two months but instead ordered elections in several districts on February 1,2017. The bandh was called suddenly while a meeting of the JCC was underway at the Tourist Lodge Dimapur. In the meeting, JCC hit out at state chief minister of not only going against the wishes of the Nagas but also against the
NBCC by breaking away from the January 30 tri-partite agreement signed at Chumukedima between JCC, NBCC and the state government. The members also demanded the resignation of chief minister for creating division among Nagas. To questions raised by several organizations on the January 30 tri-partite agreement, the JCC clarified that state chief minister had inserted the “33% women reservation” in the agreement in order to allow JACWR to withdraw the SLP filed in the Supreme Court. Later, in the evening, NBCC and JCC held at closed door meeting, however media persons were not allowed.
AYO calls for bandh in Kohima, Dimapur Correspondent
Kohima, Jan 31 (NPN): Angami Youth Organisation (AYO) has called for bandh in Kohima and Dimapur towns along with the rest of the state on February 1, 2017. In a press release, AYO president, Neinguvotuo Krose, and general secretary, Kekhrie Pfukha, said the bandh has been called due to the “treacherous and despicable behaviour of the government and its diabolical plan to fool Nagas with
divide and rule policy.” AYO stated that in Dimapur, the Chakhroma Youth Organisation has been entrusted to coordinate with the Dimapur Naga Youth Front and make effective arrangements to ensure the success of the bandh in totality. Further, the AYO has advised the public not to panic and take note of the exemptions and restrictions, which it has listed keeping in mind the interest of the public residing in Angami areas of Kohima.

In a press note, the Senden took a dig at the government for “committing a sinful act by going against the very ethics of Christianity when even the highest Christian body in the state was taken for a ride by nullifying the signatures of NBCC which was made on the 30th of Jan’17”. In a press release, AMK president, Ruokuoheü Miachieo, and secretary, Kevinguno Meyase, stated that on January 26, 2017, the JACWR at its meeting held at Kohima reviewed the situation leading up to the announced election to ULBs vis-à-vis the appeal made by the state government and various tribal bodies to JACWR to withdraw the SLP in the Supreme Court, and decided to take steps to withdraw the same immediately. Accordingly, AMK said official communication was conveyed to the state government and other stakeholders. However, without its knowledge and with no consultations, the AMK said NMA filed a PIL on the same matter in the Principal High Court at Guwahati. AMK said “This has caused a lot of misunderstanding, distrust and possibilities of inciting other negative repercussions.”

Deferring polls will not make difference: APO
(CYF) called for bandh in the Chakhesang region of Phek district on February 1, 2017 from 6am to 6pm to show their resentment against the government’s decision on ULB election. In a press release, CYF president, Welete Kapfo, and organising secretary, Khoto Tetseo, however, informed that hospitals, pharmacies, security forces, administration, medical duties, wedding and funeral parties and power department were exempted from the purview of bandh. CYF has asked the government registered vehicles to remain off road. In this regard, the CYF has directed the town/village youths to make necessary arrangement. In the event of any untoward incident, CYF cautioned that the state government would be held responsible. Meanwhile, CYF has requested the public to extend cooperation. CPO: Chakhroma Public Organsation (CPO) has informed that it would impose a total bandh under its jurisdiction on February 1 from 6am to 5pm. In a press release, CPO president, Vichütuolie Mere, said that the bandh will be in effect from Piphema to Assam-Nagaland border on the National Highway and all adjoining routes. It stated that police and army personnel on duty, magistrate, ambulance and the media have been exempted from the bandh. RH: Rengma Hoho (RH) has stated that it would impose total bandh on February 1 in Rengma jurisdiction extending its solidarity with the rest of the other Naga tribes against the decision of the government to conduct ULB election. The Hoho said the total bandh would include restriction of vehicular movement along the national highway that crosses Rengma area.
