Acharya and formally staked claim to form the new government. The Governor then appointed Dr. Shürhozelie, the new leader of DAN, as chief minister designate. He was accompanied by T.R. It may be mentioned that Dr. Shürhozelie would be the third chief minister of DAN-III after Neiphiu Rio vacated the seat to become the Lok Sabha MP and outgoing chief minister T.R. Zeliang who replaced Rio. Meanwhile, a press note issued by CMO media cell stated that Dr. Shürho-
zelie appreciated T.R. Zeliang’s “supreme sacrifice for vacating his chair to save Nagas from further turmoil.” “God willing and with the full support of all of you, I will do my best to see that we work together to bring back normalcy to our land and society,” said Dr. Shürhozelie in his acceptance speech. Expressing dismay that a lot of damages were done to the fair name of Nagaland and the economy adversely affected in the past few weeks, he hoped that good sense would prevail so that people could come together and rebuild the society. He also appealed to the people of Nagaland to initiate the healing process giving due recognition to the sacrifice made by the outgoing chief minister. “I cannot do magic even if I take over but I have a strong feeling that together we can achieve our goal, together we can do it,” Dr. Shürhozelie said. He further called upon the legislators to forgive one another and to set aside any differences in order to move ahead for the betterment of the Naga society.

IMPHAL, FEB 20: Campaigns demanding disclosure of the details of the August 3, 2015 framework agreement signed between the Centre and the NSCN (I-M) is gaining momentum even after Union Home minister, Rajnath Singh had assured that Manipur’s territorial integrity would not be compromised and also clarified that Manipur was not mentioned in the Frame work Agreement. All Manipur Students’ Union (AMSU) has been launching a series of demonstration for disclosure of the details of framework agreement since February 15 last. AMSU is pressing the Centre to assure the people of Manipur that the frame work agreement would not
affect the state. Rajnath Singh, who addressed BJP’s election rallies at some places in Imphal and Bishnupur district on Sunday, clarified that the name of Manipur was not mentioned in the framework agreement. He asserted the BJP and Central government have a firm stand on the territorial integrity of Manipur. Despite the assurance of Rajnath Singh, the campaign to make public the details of the agreement continued. United Committee Manipur (UCM) and Committee on Civil Society of Kangleipak (CCSK) have also joined the AMSU in pressing the Centre. The two groups joined hands with a local women body in organizing a public meeting at Khurai in Im-
phal East under the theme “Framework Agreement between India government and NSCN (I-M).” Among others, the meeting resolved to oppose any move of the Centre entering agreement in the interest of a single ethnic group in Manipur. The meeting also resolved to oppose any sort of agreement like “pan-Naga supra-state body.” Further, the meeting reaffirmed that Manipur’s territorial integrity would not be compromised at any cost and any move to do so will be fought tooth and nail. Leaders of the civil society organisations who spoke at the meeting asked political parties in the fray for March election to stand united and pressure Centre to disclose the details.
DIMAPUR, FEB 20 (NPN): Felicitating chief minister-designate Dr. Shürhozelie Liezietsü, outgoing chief minister T.R. Zeliang expressed the hope that under Dr. Shürhozelie’s experienced and leadership people would be immensely benefitted as all issues confronting the state will be solved. According to CMO, Zeliang recalled Dr. Shürhozelie’s contribution as the backbone of the government during the crisis in 2015 when “very strong forces” that tried to dethrone him. The outgoing chief minister also mentioned how he turned to Dr. Shürhozelie for advice whenever he faced problems and also thanked him for being a “fatherly figure all through these tumultuous months.” In his speech, Zeliang cited “some people” who raised issues pertaining to the functioning of the Food and Civil Supplies department which he held and how he successfully implemented the National Food Security Act by reaching foodgrains to the targeted beneficiaries and plugging pilferages. Instead, he lamented the good things done seemed to have been overlooked and instead perceived ‘shortcomings are magnified beyond belief.” Zeliang also hit out at “some individuals and organisations” for the UTurn by opposing election to ULBs with 33% women reservation when they had whole heartedly supported it. He said the supposedly social movement (against certain clauses of MN Act) “took strange directions

when politically-vested interests started to steer the movement.” Zeliang blamed “mobocracy” for the loss of precious lives, injuries to some , loss of government properties and holding public to ransom through bandhs. He rued that while his government’s objective was to safeguard the interest of women in ULBs, Naga women were in the streets as “bandh volunteers” to topple his government. Zeliang said the decision to call for ULB elections was to pre-empt the Supreme Court from giving any judgement that could adversely affect Article 371A. He reminded Nagas of Nagaland that “Naga aspiration issue is beyond Art.371A and 16point agreement and is to be carried forward by the state government till final solution is arrived at.” In his speech he also expressed g ratitude to NPF party rank and file, RS member and “my good friend, long-time colleague of more than two decades, Mr.Neiphiu Rio” for trying to bring normalcy in Naga society when various organi-
sations brought government machinery to a grinding halt. He also thanked NBCC and church denominations and people for their prayer support during the present crisis.
Zeliang appointed as DAN chairman
Outgoing chief minister T.R. Zeliang who occupied the chair for two years, eight months and 26 days (May 24,2014- Feb.20,2017) will not fade away despite having been made to step down as chief minister. He will continue to orbit close to the helm of power as chairman of the DAN government, a post held by NPF president and chief minister-designate Dr. Shürhozelie Liezietsü. Zeliang’s name was proposed by the chief minister designate and leader of DAN legislature party, Dr. Shürhozelie Liezietsu at the DAN Legislature party meeting, which was unanimously accepted by the legislators through show of raising hands, a press note from the CMO media cell sated.
NPCC demands PR, says NPF People’s demand yet has no moral right to rule to be fulfilled: Senden DIMAPUR, FEB 20 (NPN): Nagaland Pradesh Congress Committee (NPCC) on Monday reiterated its demand for imposition of Presidents’ Rule (PR) and early election. NPCC through its media cell said that though PR was the last resort, the present situation forced the Congress party to prefer PR “rather than be ruled by traitors and vultures.” It asserted that the Cabinet decision of January 31, 2017 would go down in history as the “greatest betrayal document”, saying the state government has lost moral support of the people and had no moral right to rule. NPCC maintained that no DAN coalition member was free and clean from the betrayal of the tripartite agreement on ULB election signed on January 30, 2017. The Congress party said rather than singling out T.R. Zeliang and abandoning him, the NPF government should collectively own moral responsibility and gracefully step down for “betraying the people of Nagaland.”
It also stated that the way NPF legislators shifted their loyalty by abandoning T.R. Zeliang to Shürhozelie Liezietsu and rushing to Kaziranga and back to Kohima proved that there was no MLA who stood by ideology, principle or ethics. “They are same as vultures hovering around carcass,” NPCC said, adding that there was huge trust deficit among themselves with nobody above suspicion. In the whole ULB election episode, the congress party said NPF-DAN has proven to be “senseless and numb” by completely failing to understand the feelings and sentiments of the people. “In their mad rush driven by greed and fear, they had exhibited their instability,” NPCC said. Further, NPCC opined that TR Zeliang and his cabinet took collective decision that betrayed tripartite agreement. Therefore, the congress said they should all own moral responsibility and recommend PR instead of defending against imposition of PR.
DIMAPUR, FEB 20 (NPN): Ao Senden joint coordination committee (JCC) on Monday announced that the restriction imposed on government offices and government vehicles has been lifted with effect from February 20. However, Ao Senden JCC convener, A. Bendangnukshi Jamir, and co-convener, N. Bendang Jamir, affirmed that the demand of the Naga people was still yet to be fully realized. Affirming that appropriate plan of actions would be undertaken in due course of time, Ao Senden JCC expressed hope that the citizens would continue to extend support and cooperation. It also stated that the Aos hopefully await the new chief minister to come to a logical conclusion of the remaining demands for the rights of the Nagas. According to Ao Senden JCC, the state government’s “blind decision” to conduct ULB election across the state could have curtailed the constitutional rights accorded to the Nagas through Article 371 (A). It said the Naga public thus stood up against the government decision and fought the battle to protect the rights of the Nagas. Subsequently, it said chief minister, T.R. Zeliang succumbed to the voice of the people and took the right decision of stepping (Cont’d on p-8) down. K Y M C
