In an address to a huge cheering crowd at the ‘Namaste Trump’ event here, the US president, who arrived with his wife Melania and was received by Prime Minister Narendra Modi at the airport, said his administration is working in a “very positive” way with Pakistan to crackdown on the terrorist organisations and militants that operate there. IMPHAL, FEB 24: Manipur chief minister N Biren Singh on Monday stated that the ceasefire agreement between Government of India (GoI) and NSCN (I-M) was not extended till Manipur. Singh said this while responding to a calling attention motion moved by opposition bench in the house during the ongoing budget session regarding release of an NSCN (I-M) member arrested by the Assam Rifles in Senapati district. Opposition Congress MLA, K Ranjit Singh sought an explanation from the state home department regarding the “hasty” release of the NSCN (I-M) cadre arrested on February 21. He also questioned the motive behind state police for being a mute spectator. Instead of driving out the mob that blocked the highway, police were taking video, he said. To this the chief minister said that government will investigate into the allegation. Singh further clarified that it was the judiciary that decides whether or not to release an arrested person.

DIMAPUR, FEB 24 (NPN): Government of India representative and Interlocutor for Naga Peace Talks, R.N. Ravi and Working Committee (WC) Naga National Political Groups (NNPGs) Monday held a closed door meeting in New Delhi, in pursuit of the goal of signing the final agreement to the Naga Political issue, the outcome of which was termed as “very positive and fruitful” by both negotiating parties. Negotiators from the Government of India represented by R.N. Ravi, who is also the Governor of Nagaland and the Working Committee of NNPGs led by convenor, N. Kitovi Zhimomi held a closed door meeting to smoothen the rough edges of the final agreement. Speaking to Nagaland Post over telephone, Ravi said, “Today’s meeting went off very well” and added that “several issues” was discussed. “We tried to have a detailed clarity on few issues to finalise the draft agreement”, said Ravi. When contacted, Kitovi also termed Monday’s meeting as “very positive and fruitful” adding both the parties sought for “more clarity” on the “salient features”. He said more clarity was needed on the functions of the proposed “Nagaland Federal Hoho” (Upper House) and that modalities had to be worked out as there was “no readymade system”. “We need some clarity. We have to streamline certain issues for further
implementation. Everything is new and the guidelines should be worked out as nothing is readymade”, said Kitovi. The convenor said that whatever the two negotiating parties have agreed in principle during negotiations, that concluded on October 31, 2019, have to be finalised and then the same would be forwarded to the Parliament. Asked whether government of India and NNPGs will ink the final agreement without NSCN (I-M), Kitovi replied, “I don’t think government of India has rejected them. All of us– NNPGs and Nagas in general – want NSCN (I-M) to be part of the final agreement. It is not that we don’t want them, they are not willing. DIMAPUR, FEB 24 (NPN): Two days after the Dimapur Naga Students’ Union (DNSU) served a seven-day ultimatum on commissioner of excise to close down all illegal liquor dens, the department at an emergency meeting held on February 24, at the excise directorate Dimapur decided to form a dedicated committee headed by deputy commissioner (narcotics cell) as convenor to look into the issue. In a press note, Excise commissioner, Tarep Imchen said that the meeting was attended by advisor Excise, Sericulture and Minority Affairs Zhaleo Rio, Excise secretary Orenphomo Kikon and senior departmental officers. Zhaleo said that DNSU ultimatum was noted in all seriousness and affirmed that immediate action should be taken to curb the flow of liquor. (Cont’d on p-10)

DIMAPUR, FEB 24 (NPN): Joint Committee on Prevention of Illegal immigration (JCPI) has served an ultimatum on chief minister to issue notification on RIIN based on Banuo commission’s report with 1963 as the cut-off year, physical implementation of BEFR, 1873 based on Abhishek committee’s report on ILP, revocation of 1979 as cut-off year under BEFR, 1873 and establishment of Foreigners Tribunals under the Foreigners’ Act, 1946. In a representation to the chief minister, JCPI set March 15, 2020 as the deadline to fulfil its demands, failing which it warned that it would be compelled to resort to any democratic means of protest to restore “our inherent rights and privileges”. The committee further expressed its total dismay as to how the government had arbitrarily chosen to introduce 1979 as the cut-off year. As the ILP came along with statehood in 1963, there cannot be a separate cut-off year for ILP enforcement in the State. However, ILP enforcement should be subjected to the status of inhabitant’s category as identified by RIIN, the representation emphasised. JCPI urged the government as the mandated authority to constitute sufficient number of tribunals under the Foreigners’ (Tribunals) Order, 1964 to effectively curb and deport illegal infiltrators.
