Centre announces 2nd phase of vax drive from Mar 1 NEW DELHI, FEB 24 (PTI): Centre on Wednesday announced that people over 60 years and those above 45 with comorbidities can get COVID-19 vaccine from March 1 even as it cautioned States that any laxity in implementing stringent curbs, especially in view of new virus strain observed in certain countries, could “compound the situation”. As new coronavirus cases crossed the 13,000 mark for the third time in six days on Wednesday, the Centre rushed multi-disciplinary teams to nine states and the union territory of Jammu and Kashmir most of whom are witnessing a surge to support them in effectively tackling the pandemic. The nine states are Maharashtra, Kerala, Chhattisgarh, Madhya Pradesh, Gujarat, Punjab, Karnataka, Tamil Nadu and West Bengal.

He said this while addressing the silver jubilee celebration of Eastern Naga People’s Organisation (ENPO) at Tobu Wednesday. Rio remarked that prolonging political negotiations, delay in finding an early solution and continuation of deadlock have created hurdles and challenges in achieving progress and development. While noting that Naga society was bogged down due to the political conflict, Rio stressed that it was high time to break free from the shackles of conflict and violence so the society too could join rest of the global community in seeking the common goals of human progress Rio said though adversaries have kept the Nagas divided and manmade boundaries kept “us separated from each other”,
Nagas desire to live under a common administrative umbrella as members of the same family. He said this desire was democratic and must be pursued in a peaceful manner, while calling for renewing efforts towards unity and oneness. The chief minister also appreciated ENPO for its participation and contribution during the consultative meet on the Naga political Issue held at the State Banquet Hall in Kohima on October 15, 2020 where a seven-point resolution unanimously adopted . He said the resolution served as precursor to the four-point resolution subsequently adopted by Nagaland Legislative Assembly on February 18 during the recent budget session. Rio described the October 15 meet as an encouraging where the spirit of unity was achieved amongst
the civil society organisations and tribal hohos. He said this unity has also made even elected representatives to rise above party affiliations to speak in one common voice that Nagas want unity and reconciliation and for all stakeholders of the political movement to rise above differences and work for one common Naga cause. On the economic backwardness of Eastern Nagaland, Rio said the area required special focus which should be brought at par with rest of Naga society as early as possible. In this, Rio said investments in infrastructure, improvements in human resources and creation of facilities to improve the capacity of population were just some of the many urgent needs. 8 COVID active cases in State DIMAPUR, FEB 24 (NPN): Health & Family Welfare department in it bulletin informed that there were only eight active COVID-19 cases in the State as on Wednesday, while no new cases were reported from across the state. The total caseload stood at 12192. With the recovery of four more patients from the infection, the total recovery till date was 11941. PTI: India’s total tally of COVID-19 cases surged to 1,10,30,176 with 13,742 new infections, while the recoveries have surged to 1,07,26,702, according to the Union Health Ministry data updated on Wednesday. The death toll increased to 1,56,567 with 104 new fatalities, the data updated at 8 a.m. showed.

NEW DELHI, FEB 24 (PTI): Prime Minister Narendra Modi on Wednesday made his strongest pitch for privatisation of nonstrategic public sector units (PSUs), saying the government has no business to be in business and sustaining loss-making units on taxpayers’ money drains resources that could otherwise have been spent on public welfare schemes. He said about 100 under-utilised or unutilised assets with PSUs, such as those in the oil and gas and power sectors, will be monetised, creating Rs 2.5 lakh crore of investment opportunities. “It is government’s duty to support enterprises and businesses. But it is not essential that it should own and run enterprises,” the Prime Minister said at a webinar on the privatisation approach in the Budget for 2021-22. The private sector brings in investment, global best practices, top-quality managers, changes in management and modernisation, he said, adding the money generated from the stake sales will be routed to public welfare schemes in areas like water and sanitation, education and healthcare.

Modi said his government is committed to privatising all PSUs barring four strategic sectors -- atomic energy, space and defence; transport and telecommunications; power, petroleum, coal and other minerals; and banking, insurance and financial services, where the government will retain a bare minimum presence. “The government has no business to be in the business,” he said. “Modernise and monetise is the motto we will follow.” Modi also said to speed up the disinvestment process, an empowered group of secretaries has been set up to settle investor issues. The government has to focus on development and the public sector and whenever it engages in business, it leads to losses, he said, adding several lossmaking PSUs are supported by taxpayers’ money which
otherwise should have gone into welfare schemes. As much as Rs 1.75 lakh crore is being targeted from the sale of government stake in firms such as India’s second-biggest oil firm BPCL, national carrier Air India, largest shipping line Shipping Corporation of India Ltd, helicopter services company Pawan Hans, IDBI Bank and Container Corporation of India in the next fiscal year beginning April 1. This, along with an initial public offering of Life Insurance Corporation and sale of two public sector banks and one general insurance company, will be the largest disinvestment drive ever. Centre has already received “multiple expressions of interest” for privatisation of Air India, BPCL and Pawan Hans. Modi further said the current reforms seek to ensure that public funds are used efficiently.
Centre will resume talks if farmers agree on suspension of laws: Tomar NEW DELHI, FEB 24 (AGENCIES): Union Agriculture Minister Narendra Singh Tomar on Wednesday said the Centre was ready to resume talks with farmer unions on the three new agriculture laws but only if they respond to the government’s offer to put the legislation on hold for 18 months, PTI reported. Tomar said that the differences between the Centre and farmer bodies can be resolved through a joint committee. The minister was briefing the media at an event to mark the completion of two years of the Centre’s flagship PM-KISAN scheme, under which eligible farmers are provided cash support of Rs 6,000 annually. Responding to a query on farmer leader Rakesh Tikait’s announcement of a march of 40 lakh tractors to the Parliament, Tomar said that the Centre was sensitive towards the farmers’ demands, PTI reported. “The government of India has always held discussions with farmers with a lot of sensitivity,” he said. “Even today, whenever their response comes, the government is always ready to hold talks.” The talks between farmers and the Centre have been in the state of stalemate since the eleventh round of meeting on January 22. In that meeting, the Centre had asked the farmer bodies to consider its proposal on the temporary suspension of the implementation of the farm laws. Prior to that, on January 20, the farmers rejected the Centre’s proposal to suspend implementation of the three agricultural laws for 1.5 years, and stuck to their demand of repealing the laws.

So it was decided that projects which will be completed in 2024, must be expedited and should be completed within 2023 itself,” he said.
Will march to Parl if farm laws not repealed: Tikait
IANS: Bharatiya Kisan Union (BKU) leader Rakesh Tikait has said that the farmers would march to the Parliament if the three agricultural laws are not taken back. Tikait told IANS that “A call would be made for taking farm protests to the Parliament.” He claimed that farmers would do farming on the lawns located near Parliament and when the crop would mature, the government could analyse the financial yield of the crop. He further said that a Parliamentary Standing Committee should be formed and monitor this and then the government would get to know about the gains and losses related to it. Tikait said that the movement would spread to other states such as Telangana, Madhya Pradesh and Karnataka. Tikait also warned the Centre that if the demands on the three controversial laws are not met, then 40 lakh tractors would join the farmers’ agitation. “Whenever the need arises, 40 lakh tractors would become a part of the movement,” Tikait said.

DIMAPUR: Peace Channel organised a women leadership training programme on the topic “the role of women in peace building” at Tabernacle Baptist Church Naga United village on February 18. Peace Channel field coordinator, Caroline Leisan shared the vision of Peace Channel and encouraged women to involve in promoting peace. Acknowledging the role of women in a society, she said that women possessed wisdom and
knowledge in promoting peace in the community. Meanwhile, resource person, general secretary, Nagamese Baptist Church Association (NBCA), Mhabeni Ngullie assured the participants that such trainings were encouraged even in the coming days and apprised Peace Channel on conducting such programmes. Further, a group discussion was also initiated among the women on promoting peace among themselves and within the
community, effective communication in building good relationship, seminars and programs for peace building, etc. The programme was facilitated by Peace Channel field coordinator, Caroline Leisan, along with Peace Channel staff and was conducted with an aim to promote peace and peacebuilding among women folk. Correspondent KOHIMA, FEB 24 (NPN): Shaala Siddhi (National Programme on School Standards and Evaluation) training for district mission authority officials, organised by Nagaland Education Mission Society Samagra Shiksha, was launched at its directorate here, Wednesday. Speaking at the programme, additional director, Samagra Shiksha, Limawabang Aier stressed on the importance of inspection and monitoring and
said more monitoring of the school performances would help change and improve educational system in the state. The additional director said that even as central government made mandatory for Shaala Siddhi (NPSSE), it was supposed to be conducted by the state as constant evaluation and monitoring in the school was necessary. He maintained that when the teachers were in the field, DEOs and SDEOs were expected to monitor at least 10-15% however that
was not done and asked officials present at the training to keep constant monitoring on performance of the school. The additional director stated that officers were more worried about their promotions instead of performing their duties, which he said was weakness of the department. Reminding that learning curve declines by the age of 40 Aier urged the officials to take advantage of the SAMAGRA.

dhi status report in Nagaland, self school evaluation showed that during 2016-17 182 schools were evaluated, 2018-19 1427 schools and 2019-2020, 1812 schools were evaluated while external evaluation was in progress as only 460 schools had completed in uploading while 23 were in progress. He said both self and external evaluation portal would be opened by March 1 and that school evaluation dashboard facilitates each school to provide consolidate self evaluation report in key performance domains and core standard including action for improvement in three aspects such as basic information about learners and teachers, school evaluation composite matrix and action continuous school improvement plan. Aier reminded that the consolidated data at the block, district and state level can also direct policy level decision across the state and said the training was organised for better coordination and to see progress in the schools. Earlier, the programme was chaired by deputy mission director SAMAGRA Shiksha, Chungngam Konyak.
3 COVID-19 vaccination and workshop held in Kohima DIMAPUR: COVID-19 vaccination and sensitisation programme was organised at PHQ on February 24, 2021. Director General of Police (DGP), Nagaland T.J Longkumer was administered the first dose during the vaccination drive. According to DIPR report, while speaking at the occasion, DGP Nagaland encouraged all ranks and files to undergo vaccination, as the nature of police duty and services required the personnel to be prepared during the pandemic. According to a release by the SP Crime & PRO, PGQ, sensitisation of police personnel was conducted by CMO Dr. Vezokholu and Dy. CMO and DIO, Dr. Rupert Peseyie at conference hall, PI IQ. The programme was chaired by Asst. Inspector General of Police (OPS), R. Vikram Ezung. Earlier, the programme was conducted by Dr. John Khuvung, RMO. The programme was organised by nodal officer for COVID-19, PHQ Kohima and IGP range, Limasunep Jamir. Altogether around 100 police personnel comprising were vaccinated during the drive. Principal director, Health & Family Welfare, Dr. Kevichusa in his address said that vaccination was the safest route back to normal lives and urged all health workers to avail the vaccine since February 25 was the last date. He mentioned that a safe and effective vaccine was being made available for all but would be made in a phase manner. The next phase will cover beneficiaries aged 50 years and above and under 50 years with associated co- morbidities as per direction of the Government of India. Earlier, welcome remarks and introduction was made by Dr Longri Kichu, importance of covid vaccine was addressed by state immunisation officer, DHFW, Dr Ritu Thurr and updates of COVID-19 status was delivered by state nodal officer, IDSP, Dr. Nyan Kikon. Guwahati, Feb 24 (PTI): Ridiculing Union Home minister Amit Shah’s setting a target of winning 100 plus seats in Assam, Congress leader Bhupesh Baghel has said he is actually speaking for us like it happened in Chhattisgarh where his “mission 65 plus” came true for the opponent. The Cong ress-led Grand Alliance will sweep the upcoming elections to 126-member Assam Assembly with three-fourth majority as the people are looking for ‘parivartan’ (change) from the BJP government, the Chhattisgarh Chief Minister said. Baghel a close confidant of Rahul Gandhi has been appointed as the Observer by the All India Congress Committee for its Assam unit for the state polls due in MarchApril. “Amit Shah went to Chhattisgarh and said 65 plus. I had told then that 65 plus he is saying for us. The result came and we
won 68 seats, which have become 70 now. “So, Amit Shah is saying it for us in Assam too where we will get 100 plus,” Baghel told PTI in an interview. In 2018, the BJP had set a target of winning over 65 seats under its ‘mission 65 plus’ in the Chhattisgarh assembly polls, but interestingly, the Congress had registered a landslide victory in over 68 out of 90 assembly segments. Talking about the poll scenario in Assam, he said “People are looking for a ‘parivartan’ because they are not happy with the government’s works. The promises made were not fulfiled. The BJP showed dreams, which were not realised. Guwahati, Feb 24 (PTI): Carrying forward Rahul Gandhi’s anti-CAA pitch, the Assam Congress members have collected over one lakh ‘Gamochas’ (scarf) with anti-Citizenship Amendment Act (CAA) messages so far for display at the ‘Martyrs Memorial’ which the party proposes to set up in Guwahati on coming to power. Congres workers have collected the ‘Gamochas’ (traditional white and red woven cloth offered as an honour in Assam) as part of its door-to-door campaign. In an official statement issued by the state government it said, “As per powers conferred under Section 3 of the Armed Forces (Special Powers) Act, 1958, the Governor of Assam has declared the entire State of Assam as “Disturbed Area” upto 6 (six) months beyond 27/02/2021, unless withdrawn earlier”. The announcement came with no official comment on the reason behind the extension of the Act, however, reports suggest that the recovery of arms and ammunitions in some parts of the state could be the reason behind the extension. State education minister S Rajen was on surprise inspections of government schools from Tuesday. New Delhi, Feb 24 (IANS): Though the Delhi Jal Board (DJB) has claimed to have made the necessary preparations to ensure adequate water supply in the city during the upcoming summer months, people in the national capital may face water shortage as the Bhakra-Nangal dam in Punjab, through which Delhi receives 220 MGD water daily, will remain shut for over a month for maintenance work. “Due to repair and maintenance work, the Bhakra-Nangal dam in Punjab will be shut from March 3 to April 24, 2021,” a source in the Delhi govern-
ment told IANS. The source said that after receiving information about the closure of the dam for one-and-a-half months, the officials at the Delhi Jal Board are busy finding an alternate solution to ensure adequate water supply during this time period, when the mercury starts to soar in the national capital. Replying to a query on whether the shutdown of the dam will affect water availability in Delhi, a senior official said on condition of anonymity, “Yes, it will have its effect. If the Bhakra-Nangal dam is shut, Delhi’s water availability could come down by 25 per cent.
Kollam, Feb 24 (PTI): Congress leader Rahul Gandhi on Wednesday ventured into the sea here with fishermen to get a taste of their life and jumped into the water when the net was cast and spent around 10 minutes swimming before returning to the shore in this southern coastal region, party sources said. Gandhi, who was accompanied by a personal security officer, jumped from the boat when he saw some fishermen jumping into the sea after casting their net to catch fish. Court rekindles hopes
I
n a significant judgment on Tuesday, Delhi Additional Sessions Judge Dharmender Rana granted bail to climate activist Disha Ravi on account of “scanty and sketchy evidence” against her, days after she was arrested from Bengaluru for allegedly editing a social media document, or toolkit, about the ongoing farmer protest against three farm laws. In his 18-page judgment the Dharmender Rana pertinently held that “citizens cannot be put behind bars simply because they disagree with the government.” In his order, the judge said the law of sedition is a powerful tool that cannot be invoked to quieten the disquiet under the pretence of muzzling the miscreants. The arrest and bail of 21-year-old climate activist on wrongly applied sedition charges and doubts about pre-trial violations has again spotlighted police misuse of India’s 151year-old sedition law under section 124A of the Indian Penal Code (IPC), 1860. An offence of sedition, which is no longer on the statutes of most democracies, is said to be committed if any speech, performance or publication has an effect of creating disloyalty or hatred against the Indian government. This was, however, watered down in 1962 by the Supreme Court in Kedar Nath Singh. The judgement held that though the provision of sedition was constitutional, it cannot be invoked unless the alleged seditious act incited or had the tendency to incite violence or public disorder. On conspiracy, the court noted that it cannot be proved merely on the basis of inferences but those inferences have to be backed by evidence. On sedition, citing Kedar Nath case (1962), the judge underlined there must be either actual violence or the incitement to violence associated with the words. The court went a step ahead to rebut the state’s claims of Disha being part of a “global conspiracy” in recognising that the fundamental right to freedom of speech and expression “includes the right to seek a global audience” and that “there are no geographical barriers on communication” as long as it’s “under the four corners of law.” Interestingly, a group of former judges and top police officers, including CBI ex-chief Nageswara Rao, have written to President Ram Nath Kovind on the Disha Ravi arrest, saying it was surprising that her age was being highlighted to prove innocence. They argued that age is immaterial and “what matters is a series of actions that are naturally anti-national.”It may be noted that of 10,938 people accused of sedition over the last decade, 65% found themselves implicated after May 2014, when the Modi government came to power, with the number of cases rising 28% every year since 2014. This trend was most visible after nationwide protests erupted protesting the government’s Citizenship Amendment Act (CAA) in December 2019. Across the country, police authorities booked 3,754 individuals and filed 25 sedition cases, of which 96 were identified and the rest were “unidentified”. Of the 25 cases, 22 were in BJP-ruled states. Some have liked intolerance to another emergency, which even former deputy prime minister and BJP founder L.K.Advani had noted on June 18,2015. And Jesus has an interest in every individual person. We have no right in Christian service to be guided by our own interests and desires. In fact, this is one of the greatest tests of our relationship with Jesus Christ. The delight of sacrifice is that I lay down my life for my Friend, Jesus (see John 15:13). I don’t throw my life away, but I willingly and deliberately lay it down for Him and His interests in other people. And I do this for no cause or purpose of my own. Paul spent his life for only one purpose— that he might win people to Jesus Christ. Paul always attracted people to his Lord, but never to himself. He said, “I have become all things to all men, that I might by all means save some” (1 Corinthians 9:22). When someone thinks that to develop a holy life he must always be alone with God, he is no longer of any use to others. This is like putting himself on a pedestal and isolating himself from the rest of society. Paul was a holy person, but wherever he went Jesus Christ was always allowed to help Himself to his life. Many of us are interested only in our own goals, and Jesus cannot help Himself to our lives. But if we are totally surrendered to Him, we have no goals of our own to serve. Paul said that he knew how to be a “doormat” without resenting it, because the motivation of his life was devotion to Jesus. We tend to be devoted, not to Jesus Christ, but to the things which allow us more spiritual freedom than total surrender to Him would allow. Freedom was not Paul’s motive at all. In fact, he stated, “I could wish that I myself were accursed from Christ for my brethren…” (Romans 9:3). Had Paul lost his ability to reason? Not at all! For someone who is in love, this is not an overstatement. And Paul was in love with Jesus Christ.

New India’s Diplomacy: A foreign policy for domestic audience
W
hen the Ministry of External Affairs (MEA) released a statement on Rihanna’s tweet about the farm protests early this month, many people around the world wondered why the Indian government was picking a fight with international celebrities and pop stars. The crisis soon snowballed into a public relations disaster for Indian diplomacy, as more voices joined the chorus from around the world. Commentators pointed out that India’s official response neglected to address the real issue Rihanna had raised. While Rihanna had tweeted a CNN report on the government’s decision to cut internet access around New Delhi, the MEA’s statement alleged an international conspiracy against India by “vested interest groups” abroad and castigated celebrities for enabling them – all with no proof and few details. In a first, the MEA’s statement also included Twitter hashtags: #IndiaTogether and #IndiaAgainstPropaganda. Things got worse in the wake of the MEA’s statement, when several Indian celebrities were found to be tweeting identical messages

But this only led to further criticism, with many observers questioning the government for attempting to turn a tweet by a pop star into an infringement on India’s sovereignty. Meanwhile, influential global personalities – including Meena Harris, the niece of the US Vice President – reacted by shedding the spotlight on what they saw as New Delhi’s attempt to dodge questions on a humanitarian crisis. This was far from the only gaffe that Indian diplomacy had to deal with this month. Not long after the MEA took heat for its statement, Minister of State for Road Transport and Highways, General VK Singh, made his own shocking statement on the borderdispute with China. Talking about the ambiguity that surrounds the Line of Actual Control between the two countries, Singh said, “Let me assure you, if China has transgressed 10 times, we must have done it at least 50 times.” The Chinese foreign ministry called his statement an “unwitting confession”
– a vindication of Beijing’s charge that New Delhi is the real aggressor. S h o r t ly t h e r e a f t e r, Tripura Chief Minister Biplab Deb claimed that the BJP has been planning to expand to Nepal and Sri Lanka, drawing official objection from Kathmandu. Chest-thumping for the domestic audience at the expense of India’s foreign policy interests is always dangerous – whether it comes from the foreign ministry or from political leaders, wrangling in India’s emotionally-charged political discourse. But what made the response to Rihanna much worse is the fact that it came from India’s foreign ministry, no less. India’s diplomatic corps has long been renowned for its professional excellence with words and messaging. India’s mastery of diplomatic rhetoric has driven New Delhi’s global soft power and credibility for decades – helping India win trust and goodwill despite raging controversies that surrounded India’s nuclear programme. Ambitious initiative towards a drug-free India
very year, the birth anniversary of Mahatma Gandhi is observed as National Anti-Drug Addiction Day to honour his commitment towards eradicating the menace of drug and substance abuse. Prime Minister Narendra Modi has also time and again highlighted the perils of substance abuse and stated that it is a dangerous disease which traps a person into a never-ending vicious cycle. Unfortunately, this menace is on the rise as is evident from the findings of National Survey on Extent and Pattern of Substance Use. Even after 73 years of independence, we frequently come across news reports of young college students getting addicted to drugs or police nabbing drug peddlers near schools. It is seen that addiction typically starts with alcohol, moves towards nicotine and ‘ganja’ and then graduates to hard substances like cocaine, MDME etc. The situation is grave and demands immediate attention. I consider myself fortunate for having the opportunity to serve in a cause which is close to my heart. It is in this spirit that a concerted three-pronged attack in the form of Nasha Mukt Bharat Abhiyan (NMBA) under the visionary leadership of Prime Minister Modi has been launched on this multi-headed monster of drug abuse. NMBA, which was launched on August 15, 2020, targets 272 districts which have been identified as most vulnerable based on rigorous inputs collected by the government. Considering the heightened adverse impact of drug abuse on youth, the focus of the Abhiyan is more on schools, higher education, institutions and university campuses. Also, youth groups such as NSS, NYKS, NCC have been roped in to reach out to target population. The message of the Prime Minister that ‘Drugs are not cool’ is being effectively delivered through these channels. I feel proud to announce that we have been able to provide communitybased services for the identification, treatment and rehabilitation of addicts through voluntary organisations. The government is providing financial assistance to NGOs for running de-addiction
centres. A 24x7 National Toll Free Helpline has been instrumental, especially during the lockdown period, in providing help to victims of drug abuse, their families and society at large. Outreach and drop-in centres (ODIC) with provision of counseling, assessment, screening to provide safe and secure drop-in space for drug users are being developed. Apart from these facilities, referral and linkage to rehabilitation and treatment services to work for various dependents will also be offered. Taking cognisance of the fact that addressing the problem of drug abuse requires concerted action at different levels of the government, the ministry has asked the state governments to plan and take specific initiatives, taking into account their local considerations and devise specific and suitable strategies for drug demand reduction in their identified areas. Accordingly, a decentralised monitoring mechanism in the form of districtlevel committees have been formed to maintain the pace and momentum of NMBA. The commitment of the government towards eradicating this social evil is evident from the increased outlay of Rs 260 crore from a meagre Rs 49 crore in 2017-18. The ministry is implementing a comprehensive National Action Plan for Drug Demand Reduction for 2018-2025 to reduce drug abuse through multi-faceted approach of education, de-addiction and rehabilitation. With the programme picking up pace, the mission is gradually turning into a social movement involving youth and society at large. I sincerely believe that with the hard work, commitment and concerted efforts of the government, society and voluntary organisations, we will be able to celebrate ‘International Day Against Drug Abuse and Illicit Trafficking’ on approaching June 26 in the right earnest and realise the vision of Mahatma Gandhi of a drugfree society in the coming years. Less than two months later, an Indian diplomat accused the UN General Assembly (UNGA) of selective condemnation of attacks on Abrahamic religions while ignoring religions such as Hinduism and Buddhism. Media outlets later factchecked that statement by citing various UNGA resolutions that had condemned attacks on Buddhist and Hindu temples in countries like Afghanistan. Many of the aggressive and communally-charged statements emanating from the Indian foreign ministry seem to be directed more at Hindu nationalist voters back home than at the outside world. At least some part of that was driven by a comment from India’s Chief of Army Staff, General Naravane, who insinuated that Nepal was merely acting at China’s behest. Communally-charged and jingoistic rhetoric in India’s domestic politics is unfortunate, but it’s neither new nor avoidable. But the foreign ministry’s adoption of that language in its official communications with the outside world threatens to set new standards for Indian diplomacy and compromises India’s credibility as a responsible emerging power. It should be a cause for concern for Indian strategic thinkers, diplomats and policymakers. When reconciliation should be facilitated within the tribal lines the contrasting motives of the unsought party is pouring petrol in fire. Instead of striving for the credibility of our existence in a way how a Nation should run, feeling the pressure of the habitual intruders in attaining the legitimate and inherent rights of the Nagas to retain what belongs to us should rather be critically analysed. For us, Nagas, we want justice to be done though the heavens may fall and anything short of that we’ll burned them at the stake. Firstly, what is a National Flag? It is defined as a flag that represents and symbolizes a given nation flown by the government of that nation and its citizens. A national flag is typically designed with specific meanings for its colors and symbols eventually for the occurrence of important historical events and implications. Now, with the signing of the Framework Agreement on 3rd August 2015 based on the unique history of the Nagas the world knows what is to come and only an idiosyncratic spoonful of person whose knowledge is limited within the box will ignore the most crucial element in a Nation Building. It’s just too brittle for the Nagas to be receptive of any solution when shattered walls and shabby cottages composes it’s landscape and we are still far off from the leisure and content of an Ivory tower. When inclusiveness cannot be defined with their deeds the consensus they claimed is a distant reality. The gist here is not the distorted information to sabotage the inclusiveness but the courage to stand for the Nagas irrespective of how mighty the tempest may be. Our forefathers did not run away from the heinous treatment and exploitation meted out to them, and that’s all for their love of the Nation. Are you willing to concede and bootlick your personal gains and defy their sacrifices that have brought us thus far? Remember if you fail to read between the lines of History the ever increasing Nationalistic patriots will reap the
failures of your undaunted decision. Secondly, what is a constitution? A constitution is stated as an aggregate of fundamental principles or established precedents that constitute the legal basis of a polity, organisation or other type of entity and commonly determine how that entity is to be governed. The governance of an entity, no matter how complex it may be, can simply be ascertained with the customary laws in practice or, if not, amend it traditionally. If today’s generation failed to assimilate the pride of its culture the judgement of a lost tribe will be at the audacity of the present negotiators and when liquidation is at its peak the knowledge one acquired, be it in elementary education or higher surely needs to pay its price and the nature of propaganda one grows up with will surely precede the biased nature of that individual. It is written in Matthew 7:1”Do not judge, or you too will be judged”. Likewise the aforementioned compilations of thoughts are not a prejudicial Criticism and neither should anyone be obnoxiously engulfed in the one-sided heresay from others. What matters for the Nagas now is to find a common ground for all to capacitate the unity in the way forward and the uniqueness of each tribe may be intriguing but to solidify it’s components Flag and Constitution will be a formidable tool given its peculiar contents. We have recently celebrated International Mother Language Day in culmination with preserving our own ethnicity. However, our Naga youths have been lacking behind in terms of speaking their own mother tongue. We speak of Arunachal Pradesh being on the verge of losing their original trademark (identity) but with that being said, Nagaland isn’t far behind either. With the globalization of English language, British and American cultures have been selling hot in the culture market and Hollywood movies, English literature and songs have been clouding the minds of our youths. Forgetting our own roots, our children today, have become more keen on adopting other countries culture and practices rather than preserving our very own cultures. Therefore as a concerned Naga, I would like to encourage the youths to preserve our own language, culture and ethnicity by speaking and learning about them because without these, we would lose our own identity. Disengagement benefits both sides: Army chief
New Delhi, Feb 24 (PTI): The disengagement of armies of India and China from north and south banks of Pangong Tso is a “very good end result” and a win-win situation for both the sides, Army Chief Gen M M Naravane said on Wednesday, stressing that there are strategies in place to address other pending issues in eastern Ladakh. He said there were no signs of an “overt collusion” between China and Pakistan during the Ladakh standoff but India also caters to a long term strategy for not a two, but a two-and-half front war. With the half front, he was referring to the internal security. He said right from the beginning of the standoff, all sides on the Indian side worked together. Be it at the political level, Defence Minister Rajnath Singh and External Affairs Minister S Jaishankar spoke to their Chinese counterparts, he said. “We were all in it to-

gether. We had our plan chalked out which we had discussed on what should be the way forward. Whatever has panned out, has happened as a result of that. What we have achieved so far is very good,” Naravane said at a webinar organised by Vivekanada International Foundation. The advice which was given by National Security Adviser also came in extremely handy and his insight into strategic level affairs definitely helped us chalking out the response, the Army chief said. “As a result of this whole approach, this disengagement
has taken place. I think it is a very good end result. It is a win-win situation. For any agreement to last, both sides should feel that they have achieved something. I think a good outcome that has resulted out of the 10 rounds of talks which have taken place so far,” he said. Last week, armies of the two countries concluded withdrawal of troops and weapons from north and south banks of Pangong Tso in the high-altitude region. Naravane said there are some issues which remain in the area of Depsang, in the area of eastern Ladakh and in other areas along northern border. “...But we have our strategies in place for that. Do we have anything to negotiate in future? Yes, definitely we have. But I would not, of course, for obvious reasons, what those strategies would be to further and progress our negotiations and come out with a favourable outcome.”

Puducherry/ New Delhi, Feb 24 (PTI): Former Chief Minister of Puducherry V Narayanasamy on Wednesday cautioned the voters against supporting the alliance comprising BJP, AINRC and AIADMK in the coming assembly polls here as these parties would have no qualms to merge the Union Territory with Tamil Nadu. Addressing party workers during a demonstration here to condemn the ‘toppling’ of the Congress led government in Puducherry, Narayanasamy said, “my government was toppled through undemocratic and scrupulous designs and conspiracy hatched by the BJP in coordination with the AINRC and AIADMK.” He launched an emotional tirade against the BJP and its allies for “committing murder of democracy” by adopting “unprincipled practices to lure turncoats” to topple the democratically elected government here. “Even before my government was formed in June 2016 the Centre had posted the former IPS officer Kiran

Cab approves President’s Rule in Puducherry
The Union Cabinet on Wednesday approved a proposal to impose President’s Rule in Puducherry, days after a Congress-led government in the union territory lost power during a vote of confidence. Announcing the Cabinet decision, Prakash Javadekar told reporters that the decision was taken as no party claimed to form a government in Puducherry following the resignation of the chief minister there. Subsequently, the Lieutenant Governor had recommended President’s Rule in Puducherry and the Union Cabinet has approved the same, the minister said. After the President’s assent, the assembly will get dissolved, Javadekar said, while adding that further necessary steps for administrative work in Puducherry would be taken soon. He also noted that the model code of conduct was expected to come into effect soon after the EC announces the dates for elections there, along with four states.

New Delhi, Feb 24 (PTI): After concerns were raised over a rise in the ticket fares of short-distance passenger trains, the railways on Wednesday said the “slightly high fares” are only to discourage unnecessary travel. Since the coronavirus-triggered lockdown was eased, the railways is running only special trains. It started with long-distance trains and now, even shortdistance passenger trains are being run as special trains. As a special provision in view of the COVID-19 pandemic, the fares of these trains have been fixed at par with the price of unreserved tickets of mail and express trains for the same distance, a statement from the railway ministry said. The railways, which has now started operating passenger or local train services, has come under fire from daily commuters, who are feeling the pinch of the rise in the fares.

UP student set on fire after failed gang rape attempt

on Wednesday. According to Superintendent of Police S Anand, the girl told investigators that three people tried to rape her in a field near Rai Kheda village on Monday and when they did not succeed, they poured kerosene and set her on fire. The police officer,
however, added that she frequently changed her statements and also said that she was not aware of how she reached the hospital from the third floor of her college building. The BA second-year student was admitted to a hospital in the district and later referred to Lucknow.

A bench of justices S K Kaul, Dinesh Maheshwari and Hrishikesh Roy reserved its verdict after lawyers representing Facebook official, Delhi assembly and the Centre wrapped up submissions on the plea of Mohan challenging summons issued by the Peace and Harmony committee for failing to appear before it as witness in connection with the north-east Delhi riots matter. Senior advocate Harish Salve, appearing for Facebook official, said setting up of the peace panel was not the core function of the Delhi assembly as the law and order issue fell under the domain of the Centre in the national capital. “There are two broad silos, one is existence of powers in compulsion of appearance and second is competence. I will submit that they (Delhi assembly) are wrong on both,” the senior lawyer said. The development comes just a week after the Cabinet approved the PLI scheme for telecom equipment. Bengaluru, Feb 24 (IANS): A day after Amazon India said it has deployed nearly 100 Mahindra Treo Zor three-wheelers, e-commerce marketplace Flipkart on Wednesday said it will deploy more than 25,000 electric vehicles in its supply chain by 2030. Flipkart said it has already started piloting and deploying two-wheeler and three-wheeler electric vehicles in multiple locations for delivery across the country, including in Delhi, Bengaluru, Hyderabad, Kolkata, Guwahati and Pune, to name a few. Mumbai, Feb 24 (PTI): The rupee gained 11 paise to settle at 72.35 (provisional) against the US dollar on Wednesday supported by positive domestic equities and weakness of the American currency in the overseas market. At the interbank forex market, the local unit opened at 72.35 against the greenback and witnessed an intra-day high of 72.26 and a low of 72.41. It finally ended at 72.35 against the American currency, registering a rise of 11 paise from its previous close. On Tuesday, the rupee had settled at 72.46 against the American currency. Meanwhile, the dollar index, which gauges the greenback’s strength against a basket of six currencies, fell 0.10 per cent to 90.08. On the domestic equity market front, the BSE Sensex was trading 191.39 points or 0.38 per cent higher at 49,942.80.

The Department of Telecommunications (DoT), under the Communications Ministry, in a detailed note submitted to a parliamentary committee recently, held that “the specific time frame” for the rolling out of 5G technology in India is “by the end of 2021”. Currently, 4G technology has been a major inflexion in mobile technology with packet-switched data transmission and high-speed connectivity. Oli’s Press Advisor Surya Thapa said the prime minister, who turned 69 this week, intends to implement the verdict of the apex court after facing Parliament that is due to convene within two weeks. “The Supreme Court’s verdict is controversial, however, it should be accepted and implemented. Its effects will be seen in the future as
the decision has not provided any solution to the political problems,” Thapa said. He claimed that the apex court’s verdict will further fuel instability and pave way for power-play. “The Prime Minister will face the House of Representatives to implement the verdict but will not tender his resignation as of now,” Thapa was quoted as saying by The Himalayan Times. Oli’s Chief Advisor Bishnu Rimal, mirroring Thapa’s sentiments, said that all will have to accept the court’s decision. “However, it provides no solution to existing political complications,” Rimal said. Thapa’s reaction comes amid mounting pressure on the prime minister to step down following the court verdict. A large section of the Nepalese media welcomed the Supreme Court’s verdict that reinstated the dissolved House of Rep-
resentatives. WASHINGTON, FEB 24 (PTI): The Biden administration has announced to do away with the stringent Trump-era citizenship test and revert to the easier 2008 version, making the US naturalisation process more accessible to all eligible individuals. The new process comes into effect on March 1, US Citizenship and Immigration Services (USCIS) said in a press release on Monday. On December 1 last year, USCIS implemented a revised naturalisation civics test, called the 2020 civics test, as part of a decennial test review and update process. The civics test is administered to applicants who apply for US citizenship through naturalisation and is one of the statu-
tory requirements for naturalising. Applicants must demonstrate a knowledge and understanding of the fundamentals of the history, principles, and form of government of the United States. The previous Trump administration had introduced some changes to the 2020 civics test. It increased the number of questions from 100 to 128 and the correct answers in the multiple-choice questions had political and ideological
overtones. The state-of-the-art stadium can accommodate a jaw-dropping 1.32 lakh spectators and it opened with the third Test between India and England, a day-night game from Wednesday. It will also host the fourth and final game of the series from March 4. LOS ANGELES, FEB 24 (AGENCIES): Police on Wednesday sought to determine what caused Tiger Woods to swerve off a Southern California road in his sport utility vehicle, colliding with a tree and rolling down a hillside in a crash that left the golf great seriously injured. Woods, 45, was pried from the wreckage by rescue crews and rushed by ambulance from the scene of the Tuesday morning crash outside Los Angeles to nearby Harbor-UCLA Medical Center suffering what his agent described as “multiple leg injuries.” A statement posted on Woods’ official Twitter account on Tuesday night said he had undergone a “long surgical procedure” to his lower right leg and ankle and was “awake, responsive and recovering in his hospital room.”
