KOHIMA/DIMAPUR, FEB 1 (NPN): People in Nagaland greeted February 1, 2017 with a sense of grief and outrage over police firing on January 31- where two youths were killed and five injured in Dimapur and in Longleng where seven persons were injured. The anger resonated with strong demands that called for the immediate resignation of the government headed by chief minister T.R. Zeliang. The various tribe organisations and the Joint Coordination Committee (JCC) have vowed to continue with the indefinite statewide bandh till the resignation of the DAN government headed by chief minister T.R. Zeliang. Angami Public Organisation (APO), Kohima Ao Senso Telongjem (representing the Ao Senden) and Chakhesang Public Organisation have demanded immediate resignations of chief minister, T.R. Zeliang; home minister, Y. Patton, all cabinet ministers including DAN chairman and NPF president Dr. Shurhozelie, who were being blamed for the factors that precipitated the January 31 tragedy. DIMAPUR, FEB 1 (NPN): Nagaland Governor, P.B. Achar ya has expressed shock over the unfortunate incident that took place in Dimapur and Longleng on January 31 wherein two civilians were killed and many injured, in connection with conduct of ULB elections. In a statement, Acharya appealed all to ensure peace and tranquillity and called upon the civil societies, tribal hohos etc. to take precaution that no one carries weapons in public place. He further stated that the difference in opinion should be resolved in a democratic way, through dialogue and negotiation. He also expressed deep pain over the demise of two persons and injury of several others in Dimapur and Longleng. CM: Chief minister T.R. Zeliang while expressing anguish over the demise of two persons and injury to individuals during the violent events at Dimapur and Longleng on January 31, has appealed everyone to pray and make intercessions so that “we may live peaceful and quiet lives in all godliness and holiness”. Zeliang also expressed sympathy to the family members of the deceased, and said that as father himself, he understand the immense grief and sorrow the parents and family members

demned the state government’s action and demanded its immediate resignation. They also demanded an Independent Judicial Inquiry to probe into the incident and suspension of Dimapur Police Commissioner and all officers involved in the firing that led to the deaths of the two youths. They accused the government of betraying the people by using the name of the church (NBCC) to sign a tripartite agreement on January 30 but which it did not honour in an act of “treachery”. They also accused the CM of creating a “state sponsored terror, butchering two young and promising Naga youth” and wondered how many more would be killed. APO has also demanded the resignations of all Angami legislators including parliamentary secretary Municipal Affairs. It has also demanded resignations of all Angami women from NMA or face ex-communication from Angami community. NCD: Naga Council Dimapur (NCD) has fully endorsed on the public demands that chief minister T.R. Zeliang and NPF president Dr. Shurhozelie Liezietsu step down from their respective positions. They also demanded that ULB elections held on February 1 in certain town council should be invalidated and that the entire

survival of some uncertain and many more displaced due to the chief minister’s “untamed ambition, senselessness, visionless and arrogance”. CPO said the chief minister has lost all moral and political right to lead the people now stood condemned by the people. It warned that people will not allow him to turn Nagaland into hell. CPO also squarely blamed the “strong headed and arrogance of JACWR, at the behest of NMA”, to push for the civic polls, which had only cost the lives of two precious youths. “They are no less responsible than the state government and as matter of fact they had initiated and aggravated the prevailing situation without least botheration of consequence to come,” CPO said. It went on to state that JACWR’s obsession with 33% reservation had seemingly overridden the significance of Art 371A, thereby turning the entire state into killing field. “Unless congenial situation is created and unless the demand of Naga people is fulfilled JACWR should also be prepared to face consequence of their own creation,” it warned. It further called for a unified tribal body of all hohos to henceforth withdraw solidarity and cooperation to those tribal hohos who were in support of ULB polls against the voices of the Nagas.

KOHIMA, FEB 1 (NPN): Public in thousands thronged the Old MLA Junction in the state capital, to accord a mournful yet befitting reception to the bodies of the two youths slain in Dimapur on January 31 whose bodies were brought in coffins escorted by a cavalcade led by motorcyclists. The coffins containing the bodies of the two youths-Khriesavizo Metha son of Neimhalie Metha of Chiechama village and Bendangnungsang of Aonukpo village were placed at the road intersection below Old MLA hostel junction on arrival from Dimapur at 4.45 p.m. with thousands of friends, well wishers and family. Leaders of various tribe organisations spoke at the combined funeral service such as Dr. Phyobemo Ngullie (on behalf of Lotha Hoho) Dr. Vinito Chishi (Sumi Hoho Kohima), Angami

Students Union, Kohima Sumi Students Union, Kohima Ao Senso Telongjem and APO. All the speakers expressed deep pain at the deaths but reiterated that their sacrifices for the greater cause of the Nagas would not be in vain but will become a source of strengthening bonds among all tribes in the days to come. Dr. Phyobemo (LH) and Dr. Vinito (SHK) paid glowing tributes to the martyred youths and called upon all Nagas to resolve to stand together, love and support one another and show that all can live together as a people. ASU president Deni Yano said the two young lives had given their utmost sacrifice for the people and also condemned the police for the firing that killed the two youths and the state rulers who authorised the act. ing the culture and heritage of the Nagas beyond their expressions. APO president Dr. Vilhusa Seleyi described the two as “Martyrs” who fell to bullets of the government while fighting for the rights and survival of Nagas and also prayed for recovery of those injured in the firing incidents. Dr. Seleyi also expressed deep gratitude to the several hundred who arrived from Dimapur escorting the bodies and called upon all Nagas to continue to shoulder the challenges together Those who also spoke included K.K Sema and activist Kaka Iralu and others. After the service, APO proposed to keep them in the office for the night but the crowd mostly youths, wanted to take them to the CM’s residence. Finally , APO, AYO and Kohima Ao union prevailed and it was agreed to keep them at the same spot till the next day. (JCC resolution on p-8)

Rio blames state govt for JACWR dissolved; NMA denies filing PIL in HC State Cabinet sets up JIC; decides to withhold polls total breakdown of peace DIMAPUR, FEB 1 (NPN): Expressing pain over the events that have unfolded in the state, Lok Sabha, Neiphiu Rio on Wednesday said the reluctance of the state government to listen to the voice of the masses has resulted in total breakdown of a peaceful atmosphere culminating in the loss of two precious lives and injury to many. In a press release, MP (Lok Sabha) Neiphiu Rio said that despite the advice of the apex tribal hohos and mass based civil society organisations, the state government had gone ahead and passed a resolution in the Assembly that was against the customary practices and wishes of the people. He said the situation of confrontation has reached such a stage where virtual faceoff has been declared between the state and the people.

Reiterating his statement dated November 19, 2016 that the issue of conduct of ULB elections needed to be implemented only after dialogue with all stakeholders and the tribal hohos, the MP said sufficient warning was issued by the hohos and mass based organisations, but the government continued to pursue conduct of the ULB elections. Rio added that this compelled the people to take to the streets and voice their aspirations. He said repeated appeals were made to set aside the civic elections, but the “exact opposite happened as the state government opposed and confronted every section of society.” MP said the situation unfortunately worsened and peaceful protest ended in violence, bloodshed and death. DIMAPUR, FEB 1 (NPN): Joint Action Committee on Women Reservation (JACWR) convenor, Mrs. Abeiu Meru and co-convenor Dr. Rosemary Dzuvichu has informed that it has withdrawn the Special Leave Petition (Civil Appeal and the Writ Petition) in the Supreme Court of India and resolved to dissolve the JACWR with effect from February 1, 2017. The JACWR had filed the two petitions for withdrawal in the Supreme Court of India-- the Civil Appeal and the Writ Petition. Henceforth, JACWR said all respective organisations from now on would function independently on the issue of women reservation. JACWR expressed gratitude to the committed support for the last six years from all apex women organisations. Clarifies: A day after the Angamimiapfü Mechü Krotho (AMK) announced

its decision to disassociate from the NMA over the filing of PIL in Gauhati High Court, the Naga Mothers’ Association (NMA) on Wednesday clarified that the Public Interest Litigation (PIL) was not filed by the NMA, but by “a well known social activist Vilanuo Angela Yhome, who has also been a Public Litigant.” In a press release, NMA president, Abeiu Meru and secretar y, Lochumbeni Humtsoe, stated that the petition was “in her individual capacity as a concerned citizen,” seeking direction of the Court on the government to protect voters and candidates with adequate security when elections were held. They said the petition did not bear the name of NMA in any manner whatsoever. Therefore, the withdrawal of AMK from the NMA, “despite proper explanation given”, was “considered most unfortunate

and disappointing in this tough and long struggle for women’s rights and gender justice,” it added. Meanwhile, NMA has conveyed deep condolences to the bereaved families and prayed for the peace and rest of the departed souls.

LEH asked to dissociate

Lotha Hoho (LH) has directed Lotha Eloe Hoho (LEH) and all Lotha women to disassociate from NMA and JACWR with immediate effect. According to LH joint secretary Y. Likhao Humtsoe, the decision was taken as per the joint resolution with the CNTC. Meanwhile, the second day of the bandh called by LH and LHJAC passed off peacefully in Wokha, wherein around 2000 youths and public together enforced the bandh. LH also expressed condolences to the bereaved family members and prayed for the departed soul rest in peace.

DIMAPUR, FEB 1 (NPN): State Cabinet on Wednesday expressed deep concern and sadness over the demise of two persons and injury to individuals during the violent events at Dimapur and Longleng on January 31, a communiqué issued by the Chief Minister’s Office (CMO) stated. CMO also informed that the Cabinet decided to set up Judicial Inquiry Commission (JIC) to inquire into these incidents and payment of ex-gratia to the victims. ENPO: Eastern Nagaland Peoples’ Organization (ENPO) has vehemently condemned the high handedness of the security personnel on January 31, where two persons were killed in Dimapur and seven injured in Longleng. ENPO media cell stated that the supreme sacrifices made by the brave hearts would go down in the history of the Nagas and not in vain. The organization further conveyed condolences to bereave family members and prayed for the brave departed souls to rest in eternal peace. ENPO also wished for speedy recovery on the injured persons who are undergoing medical treatment.

DIMAPUR/KOHIMA, FEB 1 (NPN): The bandhs imposed in Dimapur and Kohima district would continue indefinitely till the demands put forth by various organizations are fulfilled including resignations of chief minister, his colleagues and others. According to DNYO sources, the indefinite bandh in Dimapur would continue since the government would have to fulfil the demands put forth by the people following the death of two youths from Dimapur. Correspondent adds: Meanwhile, in Kohima the bandh called by Angami Youth Organization (AYO) would also continue indefinitely. All business establishments have been asked to remain shut, with no relaxation even at night. AYO also warned all legislators not to move about. During the bandh on Wednesday, a car (Wagon R) reportedly belonging to a high ranking official at the CMO, was stopped and vandalized and later set on fire at PR Hill Kohima. In another incident, government registered motorcycle was set fire by volunteers at High school junction Kohima. RH bandh: The total bandh imposed by Rengma Hoho (RH) on Wednesday at Rengma areas from 6 a.m. to 6 p.m. ended peacefully without any untoward incident. The hoho informed that the bandh was peaceful with the cooperation of citizens and district administration. Phek: Chakhesang Youth Front (CYF) also imposed bandh in the Chakhesang region, Phek district. CYF president Welete Kapfo said the bandh was observed peacefully at Phek, Pfutsero, Chozuba, Cheth(Cont’d on p-8, more on p-3) eba and Sekruzu with no untoward incidents. Ao Senden: Ao Senden has asserted that loss of precious lives and injuries and the unwanted situation prevailing all over Nagaland was the “ultimate result of the evil designs of the state government.” In a press release issued by Ao Senden acting president C Angang Jamir and acting secretary L Tally Lkr strongly condemned the January 31, 2017 incident at Dimapur where two lives were lost and many more injured. Senden also condemned the “high handedness” of the state security forces at Longleng for causing threat to innocent lives and injuring many citizens. Ao Senden said it was compelled to call for total bandh in Mokokchung on February 1, 2017 as a mark of solidarity with the whole Naga communities who were against the ULB elections. Senden said though

CMO said Singh had acknowledge the government’s stand to fulfil the constitutional obligation of holding elections and at the same time advised CM to patiently convince the people to accept the reality. Nagaland Governor PB Acharya, who is presently in Itanagar, also called up the CM and conveyed his sympathies and concerns on the unfortunate turn of events.

CNTC demands judicial probe DIMAPUR, FEB 1 (NPN): Central Nagaland Tribes Council (CNTC) has demanded that the state government to initiate judicial inquiry and immediately suspend the police officers, who have issued firing order that led to the death of two youths on January 31. In a statement, CNTC media cell alleged that this kind of incidents has become the hall mark of Dimapur police commissionerate. Rather, it reminded police that there are other means to stop or control an unruly mob instead of resorting to killing civilians. CNTC also hit out on some few “stooges” in the present government, who were carrying out the wishes and whims of chief minister TR Zeliang and NPF president Dr. Shurhozelie, but however, reminded that this has been taken seriously by the people.
