Indefinite shutdown on state govt across Nagaland

KOHIMA/DIMAPUR, FEB 4 (NPN): Various tribe organizations have called for an indefinite shutdown of all government offices and barred movement of government vehicles in Kohima, Dimapur and other parts of the state, until the government headed by chief minister, T.R. Zeliang stepped down. KOHIMA: Angami Youth Organization (AYO) has sealed the offices of almost all the directorates with locks starting from Nagaland Civil Secretariat, Nagaland Legislative Assembly and other directorate offices Saturday afternoon. AYO has also imposed indefinite total shut down on all government offices and prohibited plying of all government registered vehicles. AYO has exempted all schools and colleges including NBSE, NPSC, SCERT for education related works, banks, postal, power substations, fire and emergency services, telecom and NST from the purview of the bandh. Cabinet to seek exemption of Part IX A of Constitution D IMA P U R , F EB 4 (NPN): I n an unprecedented move, the state Cabinet on Saturday decided to take the matter with the Prime Minister to demand that Nagaland be exempted from the purview of Part IX of the Constitution of India. In a communiqué, CMO media cell said during the emergency Cabinet meeting held on Saturday evening attended by special invitees comprising of legislators from all tribes, the legislators decided to submit a memorandum to the Prime Minister to amend the Constitution through an ordinance. The dec ision was made after taking serious consideration of the widespread concern expressed by various tribal hohos and other organisations with regard to certain provisions of Part IX-A of the Constitution relating to Municipalities As appointment with the Prime Minister has been sought, CMO stated that all 60 legislators along with both the MPs, chairman and vice chairman of the Democratic Alliance of Nagaland would submit the memorandum jointly to the PM.

firm stand that it would not back out at any cost. He further cautioned that imposing Section 144 CrPC would only lead to confrontations and more bloodshed. Meanwhile, Nagaland Tribes Action Committee (NTAC) informed that AYO has been tasked to mobilize youth from all the colonies. In this regard, all tribes have been asked to cooperate and work together with AYO. NTAC said the respective tribe bodies have been asked to provide instructions to their volunteers. offices would remain closed and no government registered vehicle would be allowed to ply. Government schools and colleges have been exempted from the shutdown. In a huge respite for denizens of Dimapur, JCC has also relaxed the bandh for all banks from February 6. Business establishments and institutions within Dimapur jurisdiction have been asked to put up black flags from February 5 as a mark of resentment against the state government. DMC workers have been asked to collect/clean garbage before 9 a.m.
Sumi Hoho asks STH to dissociate from NMA DIMAPUR, FEB 4 (NPN): Sümi Hoho (SH), apex body of the Sumi community, has directed the Sümi Totimi Hoho (STH) to dissociate from the Naga Mothers’ Association (NMA) with immediate effect. In a press release, SH president, Toniho Yepthomi, and general secretary, Vihuto Asumi, said the Hoho was issuing this directive to the STH as it was “evident that NMA has lost its direction and Nagas have lost confidence on NMA.” The Hoho asserted that the good image and role of STH in the Sümi society should never be compromised whatsoever.
NTAC emergency meet on Feb 7 KOHIMA, Feb 4 (NPN): Nagaland Tribes Action Committee (NTAC) has called for an emergency co-ordination meeting with all the tribal hohos on February 7, at Angami Public Organization (APO) conference hall, Kohima at11 am. In a press note, NTAC convenor K.T Vilie and secretary C.T Jamir have requested all tribal hoho leaders to attend the meeting positively in order to contribute their views to strengthen the movement for justice in the interest of the Naga people.

LHJAC has stated that from February 6, 2017, restriction on all government institutions like high schools and higher secondary schools and public transport (NST) would be relaxed. The ongoing bandh in Wokha passed off peacefully on Saturday.

Kohima, Feb. 4 (NPN): Normalcy returned to the State capital and no untoward incident was reported on Saturday, however, Section 144 CrPC remained to be imposed in four colonies -- Jail Colony, Raj Bhavan areas, Old Ministers’ Hill and PHQ junction. Hundreds of State police, NAP and Para military have been deployed in all the curfew imposed colonies. The periphery of chief minister’s official residence was also being heavily guarded by state police and IRB. According to official sources, altogether eight vehicles including one vehicle belonging to a minister and CMO officials were set ablaze by mob on February 1 and 2. Four buses belonging to NPSC, land resources department, directorate of IPR and Y&RS were vandalized and one private car parked near zonal hall was partially burnt. On February 2 night, the historic Old Secretariat Complex of Nagaland was burnt down to ashes. Unconfirmed sources said that office materials and documents of more than 15 departments were destroyed in the fire. (Cont’d on p-8)
AYO hits back at NPF Youth Wing NTAC slams CM’s statement DIMAPUR, FEB 4 (NPN): Drawing attention to the press statement of the NPF Youth Wing, which tried to justify the decision of the state government, Angami Youth Organisation (AYO) has termed the statement as “ridiculous, unfounded and baseless statement devoid of any substance and value”. AYO publicity Cell, reiterated it was morally bound to respond since NPF Youth Wing alleged that tribal bodies were “instigated by Rio or Imkong...” AYO said such “baseless allegation” was an insult to its integrity and also a direct affront to the selfless efforts it rendered in the interest of society. AYO further said it had nothing to do and no interest on this issue and advised NPF Youth Wing “not to act over smart and speak beyond their capacity.” Responding to NPF Youth Wing, AYO reiterated that it was the denial of the voice of the people which they

MOKOKCHUNG, FEB 4 (NPN): Joint Coordination Committee (JCC) of Ao Senden on Saturday conducted a ‘tribute service’ in honour of Avizo Metha and Bendangnungsang, who were killed in Police firing in 3rd Mile area, Dimapur on January 31 night. Leading the service, which started from 8am, JCC of Ao Senden convener, A. Bendang Jamir, who also chaired the service, in his introduction, said that Senden planned to conduct the tribute service simultaneously with Kohima, but the bodies were already buried on Friday in Kohima. As per the Ao traditions, he said no rituals were to be performed after sunset and therefore, the service had to be conducted Saturday morning. ENPO: Eastern Nagaland Peoples’ Organisation (ENPO) has resolved to extend support and total solidarity to the resolutions adopted and demanded by NTAC and JCC to restrict opening of government offices and movement of government vehicles till the demands were fulfilled. This was resolved at ENPO emergency meeting held on February 4, 2017 in Dimapur. In a press release, media cell ENPO has informed six federating tribal units of the organisation for strict compliance and implementation of the resolutions with effect from February 6, 2017 in all districts and sub-divisional administrative Hqs. However, ENPO said all educational institutions both government and private, banks, medical, power, fire services, business and markets, army, central and paramilitary forces and private transportations have been exempted from the purview of the restrictions. Limasunep takes over as CP Dimapur DIMAPUR, FEB 4 (NPN): Limasunep Jamir, IPS has taken over as the new Commissioner of Police (CP), Dimapur on February 3, while Vechipa Vise, IPS took over as the new Deputy Commissioner of Police, Zone- I, Dimapur. In a brief press note, Limasunep stated that the Police exist for the people and the people for the Police. KOHIMA, FEB 4 (NPN): Nagaland Tribes Action Committee (NTAC) has vehemently condemned the statement of the chief minister T.R Zeliang for blaming the democratic protest of the tribal bodies and JCC that led to the death of two youths and causing injury to several others during the police firing at Dimapur and Longleng. Instead of owning responsibility, Zeliang’s statement was “most irrational”, NTCA convenor K.T Vilie and secretary C.T Jamir stated in a press note. At the meeting of the NTAC held on Saturday, the house resolved to take the democratic struggle of the people of the state to its logical conclusion. “If chief minister T.R Zeliang has any sense of modesty and reason, must understand that his accusation was a mockery to democratic principles and commonsense and calls for befitting punish-
ment,” NTAC stated. Instead of listening to the people’s voice, NTAC said Zeliang’s rather chose to justify that he had the support of 42 MLAs, who were “forcefully confined within his bungalow”, in order not to step down. NTAC pointed out that the people of Nagaland ought to know that the fallout was purely due to the cabinet’s devious decision to sidetrack from the January 30th gentlemen’s agreement at Chumukedima witnessed by NBCC to postpone the ULB polls. The committee alleged that Zeliang, with blood on his hand, was dubiously trying to hide behind the Constitution, deliberately ignoring the turmoil and hardships faced by the people, to hold on to his post devoid of any moral right to continue. He has shied away from the truth like an Ostrich hiding its head in the sand with its body fully exposed, said NTAC.

KOHIMA, FEB 4 (NPN): Kohima Baptist Pastor Fellowship (KBPF) has appealed to the government to listen to the voice of the people, keeping in mind the meaning of democracy, and to be sensible to the needs of the people. Further, KBPF has appealed all the organizations to restrict from violence, saying the situation should not be aggravated. The Pastor fellowship also urged the young people to think and make a difference with what was good, righteous and noble. “We remain hopeful and prayer to Naga situation,” said KBPF president Rev.
