CM calls for consultative meet on Feb 8 DIMAPUR, FEB 5 (NPN): Nagaland chief minister, T.R. Zeliang has called for a Consultative Meet with all tribal Hohos on February 8, 2017 at 10 am at the State Banquet Hall, Kohima to discuss the various problems and issues arising out of the ULB elections in the State and to discuss how these issues could be resolved amicably. According to CMO media cell, the Chief Minister’s Office has requested the presidents of Naga Hoho, CNTC, ENPO and Nagaland GB Federation to attend the meeting along with four members, and the presidents of APO, Ao Senden, Sumi Hoho, Lotha Hoho, Chakhesang Public Organisation, Phom People’s Council, Zeliangrong Baudi Nagaland, Rengma Hoho, Yimchunger Tribal Council, United Sangtam Likhum Bumji, Khiamniungam Tribal Council, Chang Khulei Setsang, Pochury Hoho and Konyak Union. CMO further pointed out that the emergency meeting of the Cabinet on Saturday night had decided to submit a memorandum to the Prime Minister demanding amendment of the Constitution of India so as to exempt the Nagaland from the applicability of Part IX of the Constitution immediately through an Ordinance. Cabinet also decided to request the PM to impress upon the Myanmar government not to construct any fencing along the border in order to uphold the age-old traditional landholding system of the Nagas living on both sides of the border.
Swuro resigns as NPF general secy.
DIMAPUR, FEB 5 (NPN): NPF Central general secretary, Besupra Swuro in a press note informed that he has resigned from his post on February 4 on moral grounds, citing reasons that he was “unable to adhere to the directive of the party in the matter of ULB elections in Nagaland.” In a letter to the NPF president, Swuro expressed pain for tendering his resignation. Recalling the long association with the party from his early days, Swuro said he actively took part in party activities from 1988-2003 even when others mocked at the regional party. However, he said the party was truly united. He expressed gratitude to the party leaderships for inspiring him to join the party and for giving him the privilege to actively participate, serve and gain knowledge of regional politics.

Kohima, Feb 5 (NPN): Beleaguered chief minister T.R. Zeliang and his cabinet have come under scathing attack from the Nagaland Tribes Action Committee (NTAC) for the decision to submit a memorandum to the prime minister to amend the constitutional provision of Part IX A of the Constitution of India so as to exempt the state from its applicability. The cabinet meeting held late Saturday night decided to throw the ball in the Prime Minister’s court to resolve the contentious issue of 33% women reservation through an ordinance. NTAC in a statement issued by its convenor K.T. Vilie and secretary C.T. Jamir said the decision to seek the PM’s intervention, came as a shocking news not only to NTAC but also right thinking citizens of the state. They said it was so, because people of Nagaland were aware that the Nagaland Assembly was “empowered to make laws and amend them as per the need of the state.” NTAC pointed out that the Nagaland Assembly
being empowered by the constitution, has been using Article 371A to enact laws such as the Nagaland Municipal Act 2001 and other laws. The Assembly has also been amending the Act by using the same power, it said. Further NTAC said what was most shocking was that forgetting this fact for reasons best known to the cabinet, it has proposed to submit a joint memorandum to the prime minster of India to amend Part IXA of the constitution. NTAC said such a move by the cabinet was “sheer mockery of the state assembly itself, the democracy of the state and the people of the state in general.” Worse still, said NTAC was that the decision of the cabinet was a “total sell out of the Article 371(A) of the constitution. It said the cabinet decision has only confirmed the urgency of the demand in seeking the resignation of the chief minister “before further damage to the state is committed.” Apex tribe organisations have been unrelenting in their demands on
Eastern Nagaland bodies back ENPO DIMAPUR, FEB 5 (NPN): Eastern Nagaland People’s Union Dimapur (ENPUD), Eastern Nagaland People’s Union Chumukedima (ENPUC) and Eastern Nagaland People’s Union Diphupar Area (ENPUDA) along with six tribal federating units have resolved to stand with the resolution of the apex ENPO to extend support on the demand of NTAC and JCC that the chief minister should step down. They also demanded termination of erring police personnel and suspension of officers involved in firing incidents both in Dimapur and Longleng. The decision was taken at a joint meeting held on Sunday in Dimapur.
The organizations have also unanimously resolved to extend full support and cooperation to Joint Coordination Committee (JCC) in imposing bandh within Dimapur as endorsed by ENPO till the demands are fulfilled, stated in a press statement by ENPUD president M.C.Ongbou Chang, ENPUC president N.Tingyuh Konyak and ENPUDA K. Longchi Konyak. Meanwhile, the organizations conveyed solace to the bereaved family members, villagers and tribes of the deceased, who had sacrifice their precious lives for the cause of the Nagas and prayed for the quick recovery of the injured.
CNTC postpones Feb 7 meeting DIMAPUR, FEB 5 (NPN): The scheduled meeting of the CNTC for February 7 has been postponed and further notice on this would be issued. This information was issued by CNTC general secretary Nochet Ao. The meeting has been postponed in view of NTAC meeting on the same day.

The indefinite total shutdown called jointly by NTAC and JCC on all government offices and preventing government registered vehicles from plying on the roads, has been ongoing since February 4 mainly in Kohima, Dimapur, Wokha and later followed by other districts. The total and indefinite public shutdown from January 28 to February 3, 2017 was total in many districts where it was called and also successful after it was partially modified on February 4,2017. Since the January 28 shutdown to firing incidents on January 31 in Dimapur where two persons were killed and many injured and in Longleng on the same night, where seven were injured followed by disruptions to normal life till date, the state government has not been able to effectively handle the entire law and order situation.
According to legal experts, the ordinance route sought by the cabinet would open a new front where the entire gamut of supremacy of Article 371A would be hotly debated. This, they said, could lead to a resolution where amendments could be introduced to weaken Article 371A so that it cannot hold sway over any act passed by parliament.
An appeal to govt employees, public Nagaland Tribes Action Committee, Kohima has fervently appealed to all government servants and the general public to continue to extend their valued co-operation to the on-going people’s movement following the martyrdom of two innocent youths and also the subsequent non-negotiable demand for justice from the government, with a view to bring normalcy from the prevalent situation in the interest of all concern. NTAC fur ther expressed deep gratitude to all for extending their moral support and also look forward for continued support and co-operation till the demands were made.

KOHIMA/DIMAPUR, FEB 5 (NPN): The ongoing indefinite shutdown of the state government machineries and ban on movement of government registered in Kohima and Dimapur districts would continue until the peoples’ demands were met, Angami Youth Organization (AYO) and the Dimapur Naga Youth Front (DNYF) reaffirmed on Sunday. KOHIMA: Media cell AYO in a press note however informed that all educational institution including government/ private schools and colleges, district administration, police stations, fire and emergency services, all banks, all central government offices, BSNL/Telecom and Head Post Office, Nagaland State Transport, power sub-stations, Kohima Municipal Council, Nagaland Public Services Commission (NPSC), Nagaland Board of School Education, Primary Health Centres/dispensaries, hotels/eateries, business community, private vehicles and pedestrians have been
exempted from the purview of the bandh. The bandh against government offices and vehicles would continue (9 a.m. till 3 p.m.), stated AYO. DIMAPUR: Dimapur Naga Youth Front (DNYF) on Sunday said it would stand firm against the tyranny of the present government for violation of human rights and was ready to fight for justice of the two fallen heroes. DNYF has demanded chief minister, T.R. Zeliang to immediately resign instead of going about for signature drive with the MLAs. The youth body further demanded the state government to immediately lift the ban on mobile internet/SMS services, failing which, it said stern action would be initiated. Meanwhile, DNYF lauded the bold decision of AYO, saying “they have inspired the Nagas to rise against the demoralized and anti-people’s government of T.R. Zeliang”. DNYF also condemned the killing of Avizo Metha and Bendangnungsang during the police firing in Dimapur on January 31.
Senden’s JCC ban on govt in Mkg DIMAPUR, FEB 5 (NPN): Joint Coordination Committee (JCC) of the Ao Senden has decided shutdown all government offices, administrative Hqs and sub-divisions and barred movement of government vehicles under Mokokchung district with immediate effect. The decision was made on Sunday, against the backdrop of the state government’s failure to address the peoples’ demand made through the Naga tribal hohos, Ao Senden JCC convenor A. Bendangnukshi Jamir and con-convener N. Bendang Jamir stated in a press note. However, business establishments, medical services, banks, postal, power department (SDO Mokokchung Div), PHED controlman, fire & emergency services, telecom, NST & private transport, MMC garbage workers/vehicles, security personnel, media, all educational institutions including DEO & SDEO officials and principals of various colleges have been exempted. JCC has asked DEOs, SDEOs and principals not to use government vehicles. JCC appealed to the public to bear with the inconvenience.
Move to approach PM ‘foolish’: NPRAAF NMA reacts to Sumi Hoho D IMA P U R , F EB 5 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAAF) termed the move of the state cabinet to approach Prime Minister to exempt Nagaland from purview of Part IX-A of the Constitution of India as “hilariously foolish” and instead, asked the government to convene a special Assembly session and revoke the 2016 Assembly resolution. NPRAAF information and publicity wing said there was also no need for all the 60 legislators to approach Prime Minister on the issue. NPRAAF also said it viewed that women’s reservation policy as “good and progressive”, but however reminded the government that it cannot go against the wishes of the people to conduct ULB election. It said the voice of the people must be paramount
and expressed support to the legitimate demands of civil societies. It also asked NPF not to politicize and project the unprecedented situation in the State “as power struggle between Chief Minister TR Zeliang and MP (Lok Sabha) Neiphiu Rio” because civil societies have spontaneously opposed the ULB polls. It also defended the Lok Sabha MP of having done no wrong in coming back to Nagaland from Delhi to show solidarity with the Nagas since the MP was elected by the people. NPRAAF also condemned the brutal killing of Bendangnungsang Longkumer (21) and Khriesavizo Metha (25) on January 31 night, in a police firing outside chief minister’s private residence at 3rd Mile Dimapur. It described the situ-
ation as unfortunate and which could have been averted had the state government honored the January 30 agreement signed between the Joint Coordination Committee (JCC) and government witnessed by NBCC, to postpone ULB election. NPRAAF also hit out at the government for sidetracking the agreement, that amounted to a betrayal of the church and an insult to the people. In the light of the above, NPRAAF said the government has lost the people’s goodwill and mandate to govern and therefore, the chief minister and his cabinet step down immediately, rather than demanding more paramilitary forces from the Centre to intimidate people’s movement or going for signature drive with MLAs to hold on to cling to the chair after having lost credibility.
DIMAPUR, FEB 5 (NPN): Drawing attention to the statement of the Sumi Hoho (SH) that Naga Mothers’ Association (NMA) had lost its direction and confidence of the people, NMA said the statement from respected body like SH was highly objectionable. NMA through a press note reiterated that the legal case on women reservation issue was taken up with the full support and consent of NMA tribe units, Watsu Mungdang, Tenyimia Women Organisation, ENWO and NWHD under the Joint Action Committee on Women Reservation. It said JACWR had clarified its stand to the Naga Hoho and ENPO during its meeting on the December 12, 2016 and the second meeting with the various tribe bodies in the APO Hall on December 19, 2016, that the committee stood for reservation and democratic election and not nomination.
The inability of the JAC to withdraw the SLP was also made known to the leaders. However, with the compulsive situations being faced by the women, JACWR later agreed to withdraw the SLP in the interest of peace in the society. NMA said JACWR had submitted a petition for withdrawal of the Civil Appeal and the Writ petition in the Supreme Court was on January 30, and a copy given to the respondent party (State government). To clear the doubts, NMA said anyone could to check the Supreme Court website and verify the petition by the two petitioners. Accordingly, a decision was made by NMA and JACWR was dissolved on February 1, 2017. NMA said the body cannot be dissolved on the direction of any outside forces and its work of being a voice for the voiceless on women’s rights and social issues would continue in the days to come.

Sasikala set to be Tamil Nadu’s third woman CM CHENNAI, FEB 5 (IANS): VK Sasikala, shadow of Jayalalithaa for nearly three decades, was on Sunday set to become the Chief Minister of Tamil Nadu as the AIADMK Legislature Party elected her as its leader, over a month after she became the party’s powerful General Secretary. She is expected to be sworn-in as the third Chief Minister of the state within two months on Tuesday. The name of 62-yearold Sasikala as AIADMK Legislature Party leader was proposed by Chief Minister O Panneerselvam at a meeting of party MLAs at the party headquarters here. The MLAs unanimously elected her as their leader, enabling her to take over the reins from Panneerselvam. Prior to the party meeting on a day of fastpased developments, Panneerselvam visited the Poes Garden Residence to meet Sasikala. “It was Panneerselvam who had first persuaded me to become the Chief Minister and General Secretary as well when Jayalalithaa passed away,” Sasikala told party legislators in her acceptance speech.
She said the development has come “shattering the expectation of our political opponents that there will be a split in the party after the demise of our Amma (Jayalalithaa).” Sasikala had a special word of praise for the Panneerselvam, stating “whenever the party faced tough times and whenever there were difficulties in Amma becoming the Chief Minister, it was our dear brother Panneerselvam who has been loyal.” Sasikala said the AIADMK would strive for the welfare of the people of Tamil Nadu. With her elevation, which comes over a month after she took charge as AIADMK General Secretary on December 31, Sasikala carries on the legacy of Jayalalithaa, who also held the two posts allowing her to wield complete control on the government and the party.
Tamil Nadu Chief Minister O Panneerselvam today tendered his resignation from the post citing ‘personal reasons’ and setting the stage for takeover of V K Sasikala, who was elected as Legislature Party leader in the day. “Due to my personal reasons, I am tendering my resignation from the post of Chief Minister of Tamil Nadu. Kindly accept my resignation and relieve the Council of Ministers of Tamil Nadu appointed by me on December 6, 2016,” he said in a letter addressed to Governor CH Vidyasagar Rao. His resignation came on a day when AIADMK MLAs elected party chief V K Sasikala as their leader. Panneerselvam was appointed as Chief Minister on the night of December 5 within hours of the death of his predecessor J Jayalalithaa.
Mon, Feb 5 (NPN): Konyak Union Unit Mon Hqs along with the advisory board members, presidents and GBs of 11 wards of Mon town on Sunday served 48-hour deadline on Konyak Union president Manlip Konyak to step down on moral grounds, for having taken the decision to conduct ULB polls in Konyak jurisdiction without proper consultation with other Naga NGOs. The decision was taken at the public meeting with the presidents and GBs of 11 wards of Mon Town along with the Konyak Union Unit Mon Hqs and its advisory board members on February 4, 2017, said Thangwang president KU Mon Hqs and Chenglei, convenor 11 wards of Mon Town in a press statement. In the event of failure to resign, the house decided to impose total shut down in Mon town. The people of Mon also extended deepest condolences to the bereaved families of the two slain youths, who lost their lives during the public movement. It demanded that the law enforcing agencies to punish the personnel responsible for the death of two youths and injury of several others in Dimapur and Longleng.
STF today shared data with the Income Tax department and Enforcement Directorate in connection with the alleged Rs 3,700 online ponzi scam which was perpetrated by seeking fake social media ‘likes’ from more than six lakh gullible investors. Complaints has crossed 4,500 on the email-id of UP police’s Special Task Force (STF) which has arrested three persons in the Rs 3,700 crore online fraud scam. UP STF ASP Amit Pathak said a team met Income Tax officials and shared the data collected from the Noida-based company and also analysed the data jointly. It was decided that if needed, UP STF will conduct joint raids with Income Tax officials. The Enforcement Directorate (ED) has registered a money laundering case and sought details from UP STF team for further probe in the case. UP STF and Special Investigation Team assisted the ED. Digital evidence was being further collected. Investigation team from Hyderabad, in a case registered there, came here and met UP STF team and collected the data. UP STF has got information that in several parts of the country and other states too, FIRs are being filed against the company. K Y M C
