KOHIMA, FEB 7 (NPN): After making a U-turn on the tripartite agreement signed on January 30 with the Joint Coordination Committee and Nagaland Baptist Church Council, chief minister, T.R. Zeliang on Tuesday apologized to JCC and NBCC. Addressing the media persons here at the State banquet hall, Zeliang maintained that “there was little misunderstanding between JCC, NBCC and state government”. Citing the tripartite, agreement, he said since JCC had agreed to support 33% women reservation, the state government had intended to declare partial conduct of the Urban Local Bodies (ULB) election in those areas where there was no opposition. The chief minister, however pointed out that the state gover nment’s good gesture was misunderstood. “My good will and good intention was misunderstood by JCC and NBCC. If we have committed against the wishes of NBCC or JCC and if the incident took place because of that, then I apologize”, Zeliang said.
Indefinite bandh on govt offices, vehicles in Tsg Correspondent
T U E N S A N G, F E B 7 (NPN): Chang Khulei Setshang (CKS) and Tuensang Village Citizen Union (TVCU) as per the directive of ENPO have decided to impose indefinite bandh on government offices and movement of government vehicles in Tuensang town with immediate effect. According to CKS vice president T. Mongko Chang and president TVCU H. Wongto Chang, the decision was taken at the joint consultative meeting of CKS and TVCU on February 6 at CKS hall Tuensang. District administration, police, para-military forces, departments of power, medical, fire and emergency have been exempted from the purview of the bandh. So also, business activities education institutions both private and government would function normally, the release stated.

Correspondent KOHIMA, FEB 7 (NPN): Beleaguered Nagaland chief minister T.R. Zeliang who has been asked to step down from the chair by apex tribe organisations to own moral responsibility for the deaths of two youths and injuries to several in police firing , rejected the demands outright. Briefing media persons in the conference room of the Banquet Hall Tuesday afternoon, Zeliang said he found no reason to resign since the demand for his resignation was beyond the issue of 33% Women Reservation . A determined T.R. Zeliang said that he can only step down if majority of
the elected members say so or through a floor test and so long he enjoyed majority support, there was no need for him to resign. To mounting criticisms of the cabinet decision to approach the prime minister to issue an ordinance to exempt Nagaland from Part IXA of the constitution on women reservation, Zeliang said the state government will also consult the people. Further he said the state government had upheld the Constitution of India with regard to Article 371A through the State Assembly and taking a house resolution was nothing new. DIMAPUR, FEB 7 (NPN): Dimapur Naga Youth Front (DNYF) on Tuesday warned that the youth organization would intensify their agitation along with the rest of the Nagas, if chief minister T.R. Zeliang failed to step down immediately. Addressing media persons, DNYF convenor Abenjang said the first step of protest was the poster campaign. He made it clear saying: “It is not an agitation demanding salaries or to build offices, but it is a movement for the generation,” he added. DNYF further maintained that for the Nagas, T.R. Zeliang was no more their chief minister. DNYF finance secretary Imtinungsang further claimed that a police vehicle on Tuesday morning, allegedly with some personnel in an inebriated state crashed onto the wall of DC’s office, Dimapur. Taking note of this, the youth body warned police personnel to be cautious of their actions and appealed not to drink and drive when Traffic police were enforcing such laws. The youth body also paid tributes to the two innocent youths and called them “heroes of the Nagas”, who laid down their lives while trying to protect the rights of the Nagas. Resolve crisis through dialogue: Governor urges CM DIMAPUR, FEB 7 (NPN): Nagaland Governor, P.B. Acharya has urged upon chief minister, T.R. Zeliang and his cabinet colleagues to resolve the crisis through dialogue. He said this during the meeting with Zeliang and his cabinet colleagues, to discuss on the present situation, in Kohima on Tuesday, a Raj Bhavan press note stated. The Governor also met a delegation of the Nagaland Baptist Church Council (NBCC) led by its general secretary Dr. Zelhou Keyho. Terming the tripartite agreement signed on January 30, as a positive step, the Governor at the same time appealed NBCC to continue the efforts to restore peace. He told NBCC that “people are facing hardship because of non-functioning of government offices and even salaries are not disbursed”. Acharya further appealed to all NGOs, tribal hohos, Nagaland Tribes Action Committee and civil organizations to work for an amicable solution by dialogue.

A Judicial Inquiry Committee (JIC) has been set up to find out the facts about the firing and those responsible will be punished. Zeliang also attempted to deflect criticisms by raising doubts about various organisations which had submitted demands on him and the governor asking him to resign. “Whom should we negotiate this matter with?” he asked.

Kohima, Feb 7 (NPN): All apex tribe organisations of Nagaland through the initiative of the Nagaland Tribes Action Committee (NTAC) and Joint Coordination Committee (JCC) have demanded the resignation of T.R. Zeliang as chief minister within a period of three (3) days with effect from February 8, 2017. This was declared in a joint communiqué issued by NTAC president K.T. Vilie; secretary C.T. Jamir and JCC convenor Supu Jamir after a marathon meeting at APO Hall in Kohima on Tuesday. The marathon meeting took stock of the ongoing crisis after the resultant loss of two precious lives on January 31 in Dimapur, injury to several others and damage to properties which were precipitated by the “betrayal by the cabinet to the gentlemen’s agreement on 30th January,2017 signed at Chumukedima”. to step down from office owning moral responsibility for the events was like adding salt to injury and that his continuation in office was a “contempt and insult towards the tribal bodies and the public.” They said T.R.Zeliang even called for ‘flag march’ by the Army “against the people’s movement” which was a protest against the government’s inefficiency. The signatories termed the ‘flag march’ as “ridiculous” as such an exercise was required only when the lives of people were threatened but when it was against a government functionary. The two committees hit out at T.R. Zeliang , saying he has “sufficiently exhibited unconcern to the sufferings faced by the people” and instead, has been lending a deaf ear to their sufferings in order to do “anything to achieve his wishes.” They said such a mentality was a threat to social peace and security and therefore, was not only unacceptable but demanded immediate remedy.
UNC says it will continue agitation DIMAPUR, FEB 7 (NPN): Call to end the three-monthlong economic blockade on highways in Manipur failed to make any headway, as United Naga Council (UNC) remained firm to its stand by reiterating that it would not allow creation of seven districts to be carved out, instead resolved to continue to fight against the insidious design of grabbing land on the pretext of administrative convenience. A decision towards this effect was taken at the emergency presidential council meeting of the UNC held on Tuesday, to consider the outcome of the tripartite meeting of the Government of Manipur (GoM), Government of India (GoI) and the United Naga Council (UNC) held on February 3, 2017 at New Delhi. UNC general secretary S. Milan asserted that the issue on declaration of seven new districts by the
Government of Manipur on December 8, 2016 was done without consulting the stake holders by dishonoring the four MoUs signed with Naga organizations and assurance given by the Ministry of Home Affairs. The council also stated that at the tripartite talk, the government of Manipur pleaded its helplessness on taking up the core issue in the talk as the election code of conduct, which has come into effect from January 4, 2017, “prohibits any political decision for roll back or otherwise either by the GoM or the GoI”. It was also decided that the Government of Manipur and government of India moved for creating conducive atmosphere for the next tripartite meeting and that none of the parties would go to the media on the sensitive matters discussed in the talk. But, unfortunately, Manipur chief minister had
triumphantly stated in the media that the core issue has not been put on the agenda and that UNC protest would be called off. In this regard, the next tripartite talk has been scheduled for March 25, 2017. The council also reaffirmed to its stand that the Nagas and their land are inseparable and rejected the declaration of seven new districts. UNC further stated that it has been concluded after thorough deliberation that the code of conduct cannot limit the Union of India nor the Governor of the state of Manipur from intervening and fulfilling their Constitutional obligation to safeguard and protect land of the tribal as enshrined in the Constitution. Therefore, the Presidential Council stated that the Nagas would also reject and fight against any other move that would affect their land and identity.
Besides ser ving a three-day deadline for T.R. Zeliang to resign, the joint meeting also demanded the following: Not to politicize the historic movement under any circumstance; that ULB election cannot be held in Nagaland until and unless a thorough amendments are made in the Nagaland Municipal Act 2001 by safeguarding powers conferred under Article 371A of the constitution of India; that none of the tribes will attend the consultative meeting convened by chief minister T.R. Zeliang on February 8 (Wednesday) and warned that in the event any leader attends the meeting , “such a person will be treated as anti-Naga.” Further it also resolved that the memorandum to be submitted to the prime minister of India as decided by the cabinet to seek exemption of Nagaland from Part IXA of the Indian constitution, should not be submitted since the Nagaland Legislative Assembly was fully empowered to take its own decision on this matter. NSCN (I-M) directs shops to remain closed on Sundays DIMAPUR, FEB 7 (NPN): NSCN (I-M) has asked all business establishment/ shops under UT jurisdiction, Dimapur to remain closed on Sunday with immediate effect. However, pharmacies, hotel with food and lodging, bakery, vegetables and fruit vendors in DMC allotted market/petrol pumps have been exempted, NSCN (I-M) secretary UT Akato Swu stated in a press note and warned of stern action against defaulters. Further, NSCN (I-M) said that it has been receiving several complaints on tampering of MRP and sale of expiry items in the market and illegal practice of weight and measures. Therefore, “for the welfare of the general public”, NSCN (I-M) said it would be conducting occasional checking and has sought co-operation from all.
‘Quake bigger than Nepal may hit North India’ CNTC not to attend meet called by NEW DELHI, FEB 7 (AGENCIES): A 5.8 magnitude earthquake rattled Uttarakhand on Monday (February 6) evening sending tremors all across north India, including Delhi and its adjoining areas, Himachal Pradesh, Haryana and Punjab. Luckily, no damage to life or property was reported from Uttarakhand or other parts of north India rattled by the quake epicentered 31km below the earth surface in Pipalkoti near Rudraprayag. Uttarakhand and the northern Himalayan region have witnessed several high and medium intensity tremors in the recent past. Nepal was devastated by a magnitude 7.9 quake on April 25, 2015. However, experts have warned of a catastrophic earthquake in north India in near future. Several reports based on study of movement of techtonic plates have pointed out that a cata-

strophic earthquake could hit Uttarakhand, Himachal Pradesh, Jammu and Kashmir and other parts of north India in years to come. Scientists of Wadia Institute of Himalayan Geology (WIHG) said that the big one could come sooner than expected. Dr Sushil Kumar, senior scientist at WIHG, explained the Indian Plate is moving towards the Eurasian Plate at the speed of 45 kilometer per year causing immense pressure under the
earth surface in the region, a report in Jagran said. The Himalayan region has had four major earthquakes in the past 150 years. According to geologists, the regions between Kangra and Nepal-Bihar did not experience any earthquake for a long time till the April 25, 2015 earthquake. The region was the “maximum probable zone” for an earthquake. The Himalayas had experienced three great quakes during the past cen-
tury - Nepal-Bihar (1934), upper Assam (in 1950) and Kangra, Himachal Pradesh (1905). These plates frequently slip and slide, causing earthquakes. We don’t feel the small ones. The big ones, literally, shake us up. The Himalayas and north India are on particularly shaky ground. Sometime in the geological past, before humans, India broke off from an ancient supercontinent called Gondwana, a name still used for what is now Chhattisgarh. The Indian plate skewed north, displaced an ancient sea, travelled more than 2,000 km - the fastest a plate has ever moved - and slammed into the Eurasian plate, creating the Himalayas.

DIMAPUR, FEB 7 (NPN): Central Nagaland Tribes Council (CNTC) has affirmed not to attend the meeting called by chief minister, TR Zeliang, on February 9 at Kohima. CNTC through its media cell said convening of meeting “totally contravenes” the demand of NTAC and JCC resolution. It said Zeliang rather needed to humble down to the people’s demand and pave the way for an amicable settlement for its people before it was too late. The council stated that the “concocted measures of twists and turns” that took place over the last few weeks showed the “lack of statesmanship, sheer arrogance and total breach of trust of not only in the eyes of people but of God too by TR Zeliang and his hordes of cabinet legislators.” Meanwhile, even as
the Naga Hoho disowned its president Chuba Ozukum’s remarks that was published in a national daily, CNTC also condemned his statement, in which he had reportedly expressed satisfaction at the cancellation of ULB polls and urged the state government to resume discussions with Naga Hoho, ENPO and “other groups”. Questioning Ozukum what he meant by those “other groups?” CNTC said Naga Hoho during the recent social unrest and upheaval “disappeared completely from the picture”. However, it said after ULB polls was cancelled by the combined efforts of JCC, NTAC, CNTC, APO, CPO, ENPO, Naga Hoho now resurfaced to claim the credit. “But the Naga people know very well who are really standing for Nagas,” CNTC said. Further, CNTC said NH should
have remained with the Nagas through thick and thin if it was “still a principled body and claim to be the apex Naga organization”. It went on to state that Ozukum was excommunicated by his own apex tribal body Ao Senden and was asked to resign as president. However, CNTC said “his adamant and stubborn natures” proved he did not respect/care to the call given by his own people who sent him to represent in the hoho. CNTC said whatever Ozukum says was his personal statement and he no longer represents either the Ao community or Nagas in general.” NH now no longer represents the Nagas, CNTC said and appealed to all sensible Nagas to “stand united in these times in upholding our hard-earned and nonnegotiable rights as our very future is at stake.” K Y M C
