JCC, NTAC slam Zeliang’s statement Correspondent

KOHIMA, FEB 8 (NPN): Reacting to chief minister T.R Zeliang’s allegation at the press meet on Tuesday, that political vested interests were behind the recent violence and arson, Nagaland Tribes Action Committee (NTAC) Kohima and Joint Co-ordination Committee (JCC) asked Zeliang to clearly spell out as to “who and which party or organization” he referred to , so that the people, NTAC and JCC would understand his point. According to NTAC media cell, since the chief minister was not specific , his statement amounted to making false allegation with a view to dilute the issue and to derail the ongoing peoples’ movement. They said such a statement was also tantamount to misleading the public for selfish ends. Both NTAC and JCC also asked Zeliang about what he meant by acceding to the people’s demands, when the first demand was that he should step down?. They also made it aptly clear that the people’s demand was not about whether or not he had majority support of MLAs but

purely on taking responsibility on moral grounds. They said after the chief minister betrayed people, the agitation resulted in deaths of two innocent youths at the prime of their lives besides injuries to several others. NTAC and JCC also pointed out that Zeliang also demonstrated a negative attitude towards the appeals of NBCC. They also expressed doubts on whether the chief minister was devoid of legal knowledge or was being misled by someone. NTAC and JCC opined that Zeliang should realize that he was inconsistent with the interpretation of Part IX A of the Constitution of India. They also maintained that Zeliang should have been sensible enough to seek consultations with people as he confessed to the media. They also took a jibe at Zeliang’s defiance by reminding him that all MLAs including himself were elected by the people and not by the constitution. Fur ther, WSH appealed to CNTC and JCC to monitor the activities of Dimapur Naga Youth Front (DNYF). It said DNYF was formed in connection with the issue of ULB elections and hence co-terminus with the JCC. WSH also urged CNTC/JCC to ensure that no press statements/comments were issued by the DNYF but only through CNTC/JCC “in order to avoid confusion within the constituent units.”

LH asks Lotha MLAs to withdraw support to Zeliang

DIMAPUR, FEB 8 (NPN): Lotha Hoho (LH) has asked all the four Lotha MLAs to withdraw support to DAN government led by T.R. Zeliang. In a press statement, LH chairman Mhao Humtsoe and general secretary Mhondamo Ovung reminded Lotha MLAs that since Naga people would no longer remain silent, the question of whether T.R. Zeliang should remain as chief minister does not arise. “Instead, he has to go by any means”, LH said. Therefore, the hoho said that it was no longer logical for the MLAs to keep supporting Zeliang or else the same fate would befall them. Hence, LH asserted that the wiser option for the MLAs was to withdraw (Cont’d on p-8) support to T.R. Zeliang.

KOHIMA, FEB 8 (NPN): While most of the apex tribe organizations had declined to attend the consultative meeting called by the chief minister on February 8, five members each from Pochury People’s Forum, Khiamniungan (Cont’d on p-8) Tribe Council, Zeliangrong Baudi and two individuals attended the meeting. JCC hits back ; rejects CM’s apology

DIMAPUR, FEB 8 (NPN): Joint Co-ordination Committee (JCC) Wednesday dismissed chief minister T.R Zeliang’s apology and lambasted him for levelling “unjustified and unreasonable” allegations against JCC. It may be recalled that chief minister T.R. Zeliang had expressed apologies to NBCC and JCC over the u-turn on the January 30 tripartite agreement. However, speaking to media persons Wednesday, JCC convenor Supu Jamir accused Zeliang of double speak and advised him to “behave responsibly and speak straight to the point” if he claimed to be chief minister of the state. Supu said Zeliang may have tendered his apology to both NBCC and JCC but he continued to accuse them of not understanding his good will and intention. He said this itself indicated that Zeliang was not fully aware of the meaning of “apology”. Supu maintained that there was absolutely no room to blame NBCC and JCC for the blunder of the state

government and added that “Zeliang should remember that two wrongs don’t make one right.” He said Zeliang should not use pluralistic tongue in a single mouth. Supu categorically maintained “JCC had in no point of time during January 30 tripartite meeting accepted or agreed upon 33% women reservation”. He therefore asked the chief minister not “manufacture or fabricate news to confuse the Naga public”. He also clarified that JCC agreed to consult the public on the issue of reservation within two months and that the outcome would be intimated to the state government. Supu said the agreement was arrived at in order to avoid bloodshed. Supu said the death of two youths and injuries to others were a consequence of the state government’s deceit. He urged upon the chief minister to ponder over it seriously as the entire episode occurred due to arrogant and callous attitude of state government towards its own people. (Cont’d on p-8)

State govt. sets up JIC to probe Jan 31 incident DIMAPUR, FEB 8 (NPN): State government has constituted a one-man Judicial Inquiry Commission (JIC), headed by L. N. Sema, District & Session Judge (Retired), to make a detailed inquiry about the violent incidents and in particular the mob violence that occurred on January 31, 2017 in Dimapur, in which two persons were killed and several others suffered injuries. JIC has been set up in pursuance to the decision of the Cabinet in the meeting held on February 1, 2017. In a notification, state home commissioner, Abhijit Sinha, stated that JIC was expected to finish the inquiry and submit its report to in sixty (60) days from the date of issuance of this notification. Among others, the commission while mak-

ing the detailed inquiry would look into the chain of events leading to violent incidents that occurred in Dimapur on January 31, 2017 and the role/involvement of groups/individuals in aiding/abetting it. JIC would also look into the cause of the death of the two persons -- late Khriesavizo Metha (Avizo) and late Bendangnungsang Longkumer -- and injury to others and the person or group of persons responsible for the violence. Further, it would also examine steps taken and arrangements for dealing with the law and order situation as it evolved in Dimapur on that day and the adequacy, or otherwise of the same. According to the notification, the commission would function in Police Officers’ Mess, Chumukedima.

Forum Dimapur District (SPFDD) and Sangtam Union Kohima (SUK) have demanded impeachment of Yonghopi Sangtam as president of USLP, for defying the directive of United Sangtam Likhum Pumji (USLP) by attending the consultative meeting convened by chief minister on February 8. On February 7, as per NTAC and JCC resolution no. 4, it was decided that none of the tribes would attend the meeting convened by CM. However, SPFDD president L. Bitong said Yonghopi attended the meeting on his own individual capacity with out consultation and did not represent USLP. Therefore, the two bodies demanded that the USLP executive committee impeach Yonghopi with immediate effect for “selling out the prestige Sangtam community and as per the provisions of USLP constitution”. USLP: United Sangtam Likhum Pumji in another press statement by its convenor (Athah Throzi) Vekheho clarified that Yonghopi had attended the meeting convened by chief minister on his individual capacity and did not represent the Sangtam community. According to the Vekheho, despite instructing him (Yonghopi) not to attend the meeting and cautioned with consequences, he went ahead and attended the meeting without consultation with any of the office bearers and Athah Throzi. Further, USLP vowed to stand by the resolution of NTAC and JCC of February 7, 2017.

DIMAPUR, FEB 8 (NPN): Confederation of All Nagaland State Services Employees Association (CANSSEA) has urged civil societies to allow normal functioning of government offices, saying locking down of offices was a huge loss to the general public and that majority of the public depend on salaries. It stated that resorting to violence and vandalism while demanding for rights would only bring irreparable loss to the public property. In this regard, CANSSEA president S. Takatuba Aier fervently appealed both government and tribal Hohos/civil societies to resolve the crisis in true spirit of reconciliation and tolerance through peaceful means. (Cont’d on p-8)

Kohima, Feb 8 (NPN): As part of its first phase of agitation, many anti-T.R. Zeliang posters seeking his resignation as chief minister were put up by volunteers of Nagaland Tribes Action Committee (NTAC) across the state capital on Wednesday. In Dimapur, the poster campaign launched by JCC youth wing entered second day. The posters were seen pasted across the town, on commercial and private

vehicles, along the highways, the main gates of secretariat, Nagaland legislative assembly, NPSC, on the way to chief minister’s official residence at PR hill and other places. Some of the posters read: “We want justice, we demand justice”, “T.R. Zeliang is anti-Naga”, “T.R. Zeliang is enemy of 371 (A)”, “we will not rest till T.R. Zeliang step down”, “T.R. Zeliang is murderer of people’s voice” etc. Addressing media persons at APO camp Ko-

hima, NTAC member Dr. P. Ngullie said the poster campaign has started in all districts as this was also one of the decisions taken unanimously at the NTAC meeting on February 7. He said the poster would speak about what people have in their minds and would attract the intention and thinking of the people. Meanwhile, a truck 407 belonging to NAP was seized by NTAC volunteers while transporting ration for the battalion and kept at Kohima local ground.

Zeliang must take moral responsibility: NPMHR

DIMAPUR, FEB 8 (NPN): Naga Peoples Movement for Human Rights (NPMHR) Wednesday asked chief minister T R Zeliang to take moral responsibility on the present situation and step down to allow peace prevail in the state. NMPHR said, like in any democratic nations and societies across the world, whether he (Zeliang) is at fault or not, he should step down on moral grounds. The rights body also expressed concern on the prevailing situation in the state, and stated that if situation was not normalize in the coming days, then the career and future of the entire generation of Naga children would be affected.

For that, NPMHR said no amount of apologies or justification would undo the damages, and for which the present day leadership should be held responsible. NPMHR also slammed T.R. Zeliang on his “relentless position” in refusing to own responsibility and step down even after the deaths of two youths and the subsequent demise of another in the police firing while protesting against the betrayal by the cabinet and the decision to conduct election to Urban Local Bodies (ULB). NPMHR further conveyed solace to the bereaved families, and condemned the gruesome killings and high-handedness of the state police force.

APPEAL As the Speaker of the Nagaland Legislative Assembly, I am constrained to come out into the public domain and air the parliamentary practices to dispel the confusion in the minds of the public, if any, regarding the demand for the resignation of the Chief Minister made by some quarters to the society. The Chief Minister is not elected by the people, but by the representatives of the people and is considered the First among Equals as long as he enjoys the confidence and support of the majority of the total number of Legislators in the Assembly. The Chief Minister then selects the members of his Cabinet, 12 including himself in the case of Nagaland, and is bound by the collective decision of the Cabinet. In the instant case where some people are demanding the resignation of the Chief Minister, it should be kept in mind that till this point of time, I have not received any letter from a single Hon’ble MLA withdrawing his support to the leadership of the present Chief Minister. As such, as far as the Assembly is concerned, the full House, that is, all the 59 Hon’ble MLAs unanimously support the leadership of the Leader of the House Shri TR Zeliang. Moreover, it has come to my attention through news reports that calls are being made by social organisations to the Hon’ble MLAs belonging to their social groups to withdraw their support to the Chief Minister. Now, whereas the Hon’ble MLAs are elected by their respective constituents for a period of five years but are free to tender their resignations and/ or withdraw their support to the Leader of the House of their own volition, choice or conscience; it would amount to an illegal or criminal act if any Hon’ble MLA is coerced, forced or threatened to tender their resignation, or withdraw their support by any one, group or organisation. And at this juncture when normal functioning of the Government offices have been affected by some organisations who are demanding the resignation of the legally, Constitutionally elected Leader of the House, I would like to appeal to the agitating parties to refrain from making such unconstitutional demands and start the process of dialogue to arrive at an amicable solution.
