KOHIMA, FEB 8 (NPN): Opposition members Saturday were vehement in arguing for passing a resolution against the Citizenship Amendment Act (CAA) on the third day of the ongoing fifth session of the 13th NLA. Initiating the discussion against the CAA under matter of urgent public importance, NPF member Dr. Chotisuh Sazo cited reports of the Intelligence Bureau, that the immediate beneficiaries of CAA would be a total of 25,447 persons of which Hindus form 5,807 Sikhs, 55 Christians, 2 Buddhists and 2 Parsis.
NPMHR flays Centre’s action DIMAPUR, FEB 8 (NPN): Naga Peoples Movement for Human Rights (NPMHR) has said that its secretary general Neingulo Krome was offloaded by the immigration authorities at Kolkata Airport (en route to Bangkok) on February 5, without any clear reason. NPMHR said he was only told that the government put a ban on his foreign travel. It said such dehumanising and intimidating act reflected of a government that thrived on “threats to take away our movement and voice.” NPMHR condemned Centre for such unlawful act and demanded to stop these persecutions.
Latvian envoy to arrive Nagaland
DIMAPUR, FEB 8 (NPN): Ambassador of Latvia to India, Artis Bertulis and his wife Esmeralda Bertulis will be arriving Dimapur on Sunday. Embassy of Latvia in India in collaboration with Hope Centre for Excellence, Patkai Christain College & Associate Board of Royal School of Music (ABRSM) will be conducting choral master classes & concert in Dimapur on February 10 and 12, where the ambassador would be attending, accompanied by Latvian conductors Janos Ozols and Laura Jekabsone.

He said grant of Indian citizenship through a fast track Hindus, Sikhs, Buddhists, Jains, Parsis and Christians from Afghanistan, Bangladesh and Pakistan, who arrived in India before 31 December 2014 was on the assumption of religious persecution to illegal immigrants. He also cited various estimates of religious minorities in Bangladesh and Nepal. Chotisuh said though Nagaland and some of the north eastern states may not be under imminent danger due to CAA, yet the threat posed by lakhs of illegal Bangladeshi immigrants to the region cannot be ignored.
According to Chotisuh, shrinking land space in Bangladesh due to rise in sea level was a compelling factor for influx into India. He said while as per the Assam Accord signed in 1985, the cut off date was March 24,1971 but the CAA has extended it to December 31,2014. Chotisuh also pointed out that though CAA exempted tribal areas of Tripura, Mizoram, Assam and Meghalaya under the Sixth Schedule and Areas under the ILP notified under the BEFR 1873, yet it did not exempt urban area in the region. He said the notion that ILP would protect Nagas was not based on facts as it has failed to check immigrants and instead practically becoming a permanent residency permit for immigrants whose numbers were rising alarmingly. Chotisuh also pointed out that more than 60% of the business establishments in Dimapur and Kohima are controlled by non-locals who have penetrated the most remote villages in Nagaland. BJP opposes antiCAA resolution
Taking part in the discussion on matters of public importance concerning the Citizenship (Amendment) Act, minister for Higher and Technical Education and Tribal Affairs, Temjen Imna Along, who is also state BJP president, asked the members not to mislead the people of the state and insisted that no amendment or resolution be taken on CAA. Stating that state demography or the situation of the state would change in no way, Along thanked the opposition party for bringing up the issue frequently. Along said CAB 2016 and CAA 2019 differed because the Centre, after seeing the protest in North East, showed its commitment to protect the indigenous people and included BEFR 1873 in the central list. No coronavirus case in Nagaland; 42 under surveillance: Pangnyu Correspondent
KOHIMA, FEB 8 (NPN): Allaying concern raised by the opposition bench in the Assembly about coronavirus, state Health & Family Welfare minister, S. Pangnyu Phom Saturday informed the Assembly that there was no confirmed case of coronavirus infection in Nagaland so far. He however, informed that 42 persons, who had arrived from China and other countries, affected by the outbreak of novel coronavirus, were being monitored while seven of them have been kept in isolation at their homes. Besides helpline numbers being activated, Phom also said that district surveillance units and rapid response teams were on high alert. “A total of 25 isolation beds in public hospitals has been identified and kept
ready for suspected cases. The department has been working in close coordination with private hospitals in the state,” Phom stated. He also said that the State Public Health Emergency Operation Centre with Command Centre was made operational on January 28 while daily surveillance reports were being dispatched to the Central Surveillance Unit (CSU), Health ministry. Zeliang also suggested screening of passengers entering the state through roads via Myanmar and Manipur from China. Phom, however, said screening of passengers arriving at Dimapur airport is being done regularly since January 30 while advisories on 2019 nCoV were being regularly being published in local dailies and social media.

Opposition NPF Saturday raised the issue of taxation (legal/illegal) at check gates during the ongoing budget session where deputy chief minister and minister in-charge of Home, Y. Patton Friday said that he had no information regarding tax collections at check gates by unauthorized organizations. He, however, assured to take strict action against those carrying out such activities. Replying to a starred question raised by NPF MLA Kuzholuzo (Azo) Neinu regarding number of both legal and illegal check gates set up between Kohima to Dimapur and Nagaland Gate, Patton informed that there was only one Police check gate at Chümoukedima, permitted by the Home department political branch vide order No. CON -1 /G/41/2011 dated 28/06/2011. DIMAPUR, FEB 8 (NPN): Lt. Gen. Rana Pratap Kalita has been appointed as the GOC 3 Corps. Lt. Gen. Rana Pratap Kalita will take over the reins of Nagaland based Spear Corps from Lt. Gen. Rajeev Sirohi. Earlier, Assam-born, Kalita was appointed as the chief of staff (CoS) Eastern Command, Kolkata on May 10, 2019. An alumnus of Sainik School, Goalpara in Assam, Lt. Gen. Kalita was commissioned into the 9 Kumaon Regiment in June 1984. He was also the GOC during the Uri attacks in Kashmir.

When Azo questioned the legality of the taxes collected at check gates set up by different organizations including NPGs, Patton said there was no information regarding check gates manned by organizations other than the ones mentioned above. When the opposition MLA claimed that there was ample evidence and proof of multiple taxation by various organizations at check gates, Patton responded to the claim by assuring that the government would look into the matter if provided with proper evidence and proof of existence and initiate strict action against defaulters. NEW DELHI, FEB 8 (AGENCES): Aam Aadmi Party (AAP) is all set to sweep the 2020 Delhi assembly election by winning 54 of the 70 seats, the poll of polls of six exit polls has predicted.The results will be declared on Tuesday. The poll of poll for Delhi assembly election predicts the BJP to win 15 seats and the Congress just one seat in Delhi. The half-way mark for forming government in Delhi is 36. NeSDA: Nagaland leads in NE & Hill category DIMAPUR, FEB 8 (NPN): Nagaland has topped the list of State Services Portals Assessment in the North East and Hill States category in the National e-Governance Service Delivery Assessment (NeSDA) 2019 report announced at the 23rd National Conference on eGovernance (NECG) held in Mumbai. Department of Administrative Reforms and Public Grievances (DARPG) along with Ministry of Electronics and Information Technology (MeitY) in association with one of the state/UT government organises the NCEG every year. The 23rd NCEG was held in Mumbai, Maharashtra on February 7-8, 2020. According to the report released by minister of state for personnel, public grievances and pensions, Jitendra Singh, among the north-east and hill states, Nagaland got the first rank with its service portal hav-
ing an average compliance of more than 45 per cent to the criteria assessed across all seven parameters, including ease of use, end service delivery and content availability among others. The assessment is done broadly for four categories – Union territories, remaining states, union territories and central government ministries websites. “Nagaland is the leading state with its service portal having average compliance of more than 45 per cent to the criteria assessed across all seven parameters,” it said. Delhi, Chandigarh, Daman and Diu administration emerged leaders among Union territories across all parameters for NeSDA. Haryana and Rajasthan are the leading states in the assessment under the “remaining states” category comprising 18 states. The website of the

Whereas, the ministry portals of health & family welfare, and human resource have emerged leaders across “all parameters”, the report said. The NeSDA framework covers six sectors, namely finance, labour & employment, education, local government & utilities, social welfare (including agriculture & health) and environment (including fire) sectors. In the north east and hill states category, Himachal Pradesh, Tripura and Assam are leading states with their portals with more than 60 per cent compliance to the criteria assessed across all the assessment parameters, including accessibility, content availability and ease of use.

Govt to maintain ‘backlog vacancy’: Leader of the House and chief minister, Neiphiu Rio Friday assured that his government would comply with the reservation policy for backward tribes while making appointments, particularly ‘backlog vacancy’. He was replying to a starred question raised by NPF member, Yitachu on how the case of backlog reservation was being followed as per the P&A department’s Notification No. RCBT-5/87(Pt-II) dated 4th
September 2015. Rio also clarified that if a candidate from a particular BT, does not qualify for filling up the vacancy earmarked for the BTs in the roster, such vacancy shall be treated as ‘backlog vacancy.’ Yitachu urged the government to strictly follow the policy so that every Backward Tribe will progress and get due opportunity. Replying to a supplementary question , Rio stated that backlog vacancies were being maintained by the P&AR department and NPSC. While urging the PDA government to implement the laws strictly, opposition leader T.R. NEW DELHI, FEB 8 (PTI): NIA has arrested a person in connection with a terror funding case linked to NSCN (I-M), an official said on Saturday. Masasosang Ao, a resident of Dimapur, was arrested on Friday, an NIA spokesperson said. Masasosang, a close associate of main accused Alemla Jamir, was actively involved in the transfer/ mobilisation of the terror funds for NSCN (I-M), NIA said. He was produced before the NIA Special Court, New Delhi and taken in police custody for further investigation. The National Investigation Agency (NIA), on December 20 last year, had registered a case against Alemla Jamir and others under the Unlawful Activities Prevention Act to probe the alleged terror financing charges linked to NSCN (Cont’d on p-8) (I-M).
