39 killed in Hirakhand Exp mishap

VIZIANAGARAM, JAN 22 (IANS): At least 39 people were killed and 50 injured when the JagdalpurBhubaneswar Hirakhand Express derailed in Andhra Pradesh’s Vizianagaram district, police said on Sunday. The incident occurred on Saturday at 11.30 p.m. near Kuneru station, 24 km from Rayagada in Odisha. The train was on its way to the Odisha capital Bhubaneswar from Jagdalpur in Chhattisgarh. According to East Coast Railway spokesperson J.P. Mishra, nine coaches -- a luggage van, two general and four sleeper coaches, a second-cum-third AC coach, a third AC coach -- and the engine derailed. “Four accident relief vans have been sent to the accident site. The reason behind the incident is yet to be ascertained,” Mishra said. Army personnel were deployed for the rescue work, which was in full swing and entered the final stage, the Railway Ministry said on Sunday evening. According to the railways, 13 unaffected coaches left the accident site carrying 300 passengers to Bhubaneswar via Sambalpur and Angul. About 500 stranded

Lotha Hoho reiterates ban on ULB election DIMAPUR, JAN 22 (NPN): L otha Hoho has informed all presiding officers ; first, second and third polling officers and Grade IV staff who are assigned to perform election duty for ULB elections in February 2017 under Wokha district that performance of election duty or application of Election Duty Certificate(EDC) and Postal Ballot(PB) have been banned in Wokha district by the hoho. According to Lotha Hoho chairman Mhao Humtsoe and general secretary Er.Mhondamo O vung, the hoho had passed a resolution on January 20 to ban ULB election in the district. Further, anyone applying for either EDC or PB would be held responsible for any eventuality related with ULB election of February 2017.The signatories also made know to everybody, that Lotha Hoho, Oking Wokha would be answerable to the authorities for preventing officers from performing election duty. Speakers at the rally are expected to enlighten public on the reasons why all apex tribe organisations had asked the state government to defer the civic polls. Various tribe organisations have raised concerns with regard to specific clauses contained in the Nagaland Municipal Act 2001. The rally is also expected to decide on the future course of action with regard to the immediate focus –government’s adamant attitude on holding civic polls and warning on all organisations of response to any situation. It may be noted that civic polls are being held under the shadow of apprehensions and the divide between the government and politicians in power and the public.

2 AR jawan, 2 militants killed in Assam ambush; UNLFW claims responsibility TINSUKIA, JAN 22 (IANS): Two soldiers of the Assam Rifles were killed and two others injured on Sunday when militants ambushed a convoy near Jairampur on the AssamArunachal Pradesh border, police said. The security forces, however, launched a counter-insurgency operation immediately in the area and killed two of the militants involved in the ambush. The attackers belonged to the United Liberation Front of West Eastern South East Asia (UNLFW), a joint platform of most of the North Eastern militant outfits, including the antitalk faction of the United Liberation Front of Asom (ULFA), National Socialist Council of Nagaland led by Khaplang (NSCN-K) and Coordination Committee (CorCom) of Manipur. Assam Director General of Police (DGP) Mukesh Sahay said security forces had launched a counter-insurgency operation against the militants. “Two of the militants involved in the ambush were neutralised later. The forces also recovered two weapons

from their possession,” said the DGP. Tinsukia Superintendent of Police Mugdhajyoti Mahanta said 15 to 20 militants caried out the ambush. Unofficial sources said the militants fled with some arms and ammunition of the Assam Rifles personnel after the attack. T h e U L FA a n d NSCN-K had ambushed an army convoy in Tinsukia district in November last year and killed three soldiers. Following the incident, the security forces had restricted the movement of vehicles on Jagun-Jairampur Road and intensified mobile check-posts. Meanwhile, a joint statement by the CorCom

and the ULFA faction claimed responsibility for the attack and that they undertook a joint attack on the security forces, code-named “Operation BARAK”. “A joint team attacked the 13 Assam Rifles at Warabasti area on JagunJairampur Road and killed three soldiers and injured two or more and were able to recover three weapons, including two AK Rifles and one INSAS Rifle,” said the statement signed by ULFA faction commander-in-chief Paresh Asom. The joint team led by MM Ngouba, chairman of JMC of CorCom and Paresh Asom, the chief of Army staff of ULFA-I have termed the attack as ‘successful operation’.

NEW DELHI, JAN 22 (PTI): Over Rs 83 crore cash, 7 lakh litres of liquor worth Rs 12.65 crore and narcotics valued at Rs 10.30 crore have been seized, maximum from Uttar Pradesh and Punjab, by EC-appointed surveillance and expenditure monitoring teams in the five poll-bound states. As per official data compiled since the announcement of polls early this year till yesterday, UP has witnessed the maximum seizure of Rs 79.13 crore (Rs 31.65 lakh in old notes) followed by Rs 4.05 crore from Punjab, Rs 33.27 lakh in Uttarakhand and Rs 6.95 lakh in Manipur. In other illegal inducements suspected to be used to lure voters in these states, a whopping 7.36 lakh litres of liquor and over 500 bottles of canned beer worth

Rs 12.65 crore has been seized by Election Commission appointed police and state excise teams in these states. In UP, these seizures were recorded at 3.95 lakh litres worth Rs 10.7 crore followed by 3,09,351 litres spirits worth Rs 1.14 crore seized in Punjab, over 25,907 litres worth Rs 72.91 lakh in Uttarakhand, 4,605 litres worth Rs 7.5 lakh in Manipur and beer and other hard spirits worth Rs 1.35 lakh in Goa. Drug seizures by the anti-narcotics agencies and police teams was seen maximum in Punjab as the total haul was recorded at 1,485 kg valued at Rs 10.30 crore, with Punjab accounting for 1,134 kgs worth Rs 9.06 crore followed by Rs 286.65 kg worth Rs 83.58 lakh seized in UP, Rs 17.22 lakh in Goa, Rs 15.36 lakh in Ut-

tarakhand and Rs 7.62 lakh in Manipur. Officials said a total of “Rs 83.58 crore in cash, about 7.36 lakh litres of liquor along with 525 bottles of beer worth Rs 12.65 crore and an estimated Rs 10.30 crore worth narcotics have been seized in the five poll-bound states of Uttar Pradesh, Punjab, Goa, Uttarakhand and Manipur, till data recorded upto January 18.” The EC has appointed about 200 election expenditure observers apart from other central observers to keep a check on black money and illegal inducements used to bribe voters at the hustings in these states. The Assembly elections in these five states will be held between February 4 and March 8. Counting of votes for all states will take place on March 11.

IMPHAL, JAN 22 (IANS): The United Naga Council (UNC), which has imposed an indefinite blockade along Manipur’s highways, has called a boycott of the upcoming Republic Day celebrations. In a statement, the United Naga Council said the “communal government led by Manipur Chief Minister Okram Ibobi Singh” created seven new districts without consulting the people concerned. “Any Naga participating in the functions shall be doing it at his own risk,” the statement warned. Most of the outlawed organisations in the north east have also called for a boycott. Police have launched combing operations at several places to ensure an incident-free Republic Day in Manipur. Meanwhile, four activists of the National Socialist Council of Nagalim-Isak-Muivah (NSCNIM) were arrested on Saturday in

Noney district along with some explosives. Police said their plan was to attack with the explosives trucks which are bringing essential commodities along National Highway-37. Meanwhile, the Manipur government is waiting for a response from the UNC to hold talks on the blockade. The letter sent by state Chief Secretary O. Nabakishore on January 17 said the tripartite meeting will be held at the secretariat in Imphal. However, the UNC has been saying that the meeting should be held either in Delhi or the Senapati district headquarters in Manipur. While ordering a 15-day judicial detention of Gaidon Kamei and Stephen Lamkang, President and Information Secretary of the United Naga Council on Saturday, a local court said that both of them can attend the proposed meeting.

Centre to roll out door-to-door health screening by Feb SP, Cong clinch poll alliance for UP polls NEW DELHI, JAN 22 (AGENCIES): The Union health ministry is set to roll out a massive free door-todoor screening programme next month for the early detection of cancer, heart disorders and diabetes, which account for over 35% of all deaths in India. The programme is likely to be flagged off by PM Modi on February 4, which is World Cancer Day. Under the initiative, the government aims at testing over one-third of the population in a year — a scale that has not been attempted before. “We are aiming to cover 200 districts across the country by 2018. At a later stage, we will also add testing for asthma under the Programme,” an official told TOI. The programme is among the preventive-care measures planned by the

health ministry, and is targeted at people in the age group of 30-69 years, who constitute almost 37% of the total population. This population is also highly vulnerable to noncommunicable diseases (NCDs) like cancer and diabetes that are responsible for 55% of the premature mortality in the same age group. Estimates show the prevalence of non-communicable diseases is fast growing in India. Not just that, diseases like cancer and heart disorders are also causing significant mortality, whereas diabetes is leading to a huge socio-economic burden. While over 26% of all deaths in India are from heart diseases, 7% are from

cancer. In 2015, over 690 lakh cases of diabetes were reported in India. The annual expenditure on account of diabetes treatment in India is pegged at Rs 1.5 lakh crore, 4.7 times the Centre’s allocation of Rs 32,000 crore for health. This cost is projected to rise by 20-30% every year. The door-to-door screening programme will help ramp up preventive care, and hence has the potential to considerably reduce the healthcare bill. Primary prevention of NCDs is globally seen as a promising strategy for tackling the burden. T h e p r o g r a m m e, which will be funded under the flagship national health

mission, will begin with training ANMs (auxiliary nurse midwives), ASHAs (accredited social health activists) and staff nurses in 100 districts to conduct tests for cancer, hypertension and diabetes. Apart from training, the Centre will also provide tools and testing kits to the health workers, besides setting up screening centres with the required infrastructure at district levels. The ASHAs and ANMs will be given equipment that can be carried to doorsteps, or set up at health camps for collecting samples. The government has earmarked around Rs 250 crore for the programme and is ready to allocate more to ramp it up, the official said. The Centre has already issued guidelines to states for the implementation of the programme.

Intanki protection force seizes gun and camping materials

The items seized by Forest Protection Force. DIMAPUR: Forest Protection Force on routine patrolling at Intanki National Park (INP) had seized one 12 bore gun along with camping materials on January 20 inside the park. In a press note, INP field director stated that the incident occurred when the Forest Protection Force were on patrolling duty, a hunting group comprising of three persons along with gun and camping materials were found entering the Intanki National Park.

Field director stated that upon seeing the patrolling party in advance, the group fled from the site but one of the 12 bore gun along with camping materials were seized by the protection force. The other belongings were burned at the spot while the gun was brought and kept under the custody at Forest Protection Camp.The field director stated that the recovered gun would be dealt with as per relevant Act.

Uncertainty looms large over Jan 23 tripartite talks

IMPHAL, Jan 22: Uncertainty looms large over the proposed tripartite talks between Manipur government, Central government and United Naga Council (UNC) scheduled on January 23 in the conference hall of Imphal’s Old Secretariat. Imphal East chief judicial magistrate had even directed the authority of the Manipur Central Jail to arrange everything necessary to enable UNC president Gaidon Kamei, who is currently in jail, to attend the proposed talks. A h i g h ly r e l i a b l e source said that Manipur government was yet to get a positive response from the UNC even as Central government has been intimated that state government was ready to hold the tripartite talks involving UNC on economic blockade. Even though the state government has invited the Naga body for the talks, UNC has intimated its conditions for the talks

to the Centre instead of responding to the state government. The agitating UNC has been objecting holding the talk in Imphal and is demanding that talks be held at one of the Naga districts of the state or in New Delhi. In the meantime, three former presidents of United Naga Council (UNC) Sunday blamed Manipur chief minister O Ibobi Singh for the ongoing economic blockade. “The economic blockade was initiated by the chief minister. Only his wisdom and realization can stop it,” alleged a joint statement issued by former presidents KS Paul Leo, Samson Remei and L Adani. The statement reminded that there were four Memorandum of Understandings (MoU) signed between the government of Manipur and Naga organizations that no new districts would be created without consulting the stakeholders. There was also an as-

surance from the government of India, based on the declaration of Ibobi in the presence of the then Union home minister, P Chidambaram and UNC delegation that such sentiment would be respected. The stakeholders are those whose lives, land, livelihood, situation and opportunities would be affected by such decision, the former presidents reminded. These MoUs and assurance did not emerge from the magnanimity of the Government of Manipur but each of them was extracted with agitations and with self inflicted pains, the statement added. “The issue of land is very dear to the tribals and Nagas. Land gives us our identity. Our culture, way of life and value system evolves from our relationship with the land. Land is our present and land is our future,” the joint statement asserted. “The chief minister is on record stating that land belongs to the state and

Cops on alert after threat to ‘outsiders’

11-year-old gangraped by 7 minors Shillong, Jan 22 (PTI): An 11-year-old girl was allegedly gangraped at least twice by seven minor boys in Mawten village in South West Khasi Hills district, police said today. The girl was reported to have been gangraped first in a paddy field in the village in December last year and again on January 13 at her residence. “We have detained six of the accused. They all hail from the girl’s village and are in the age group of 14-16 years,” a senior district police officer told PTI. He said the detention was made based on an FIR filed by the family members of the girl. Police have registered a case against all the accused under section 376(g) (gangrape) of IPC and provisions of the Protection of Children from Sexual Offences (POCSO) Act. The police officer said the accused have confessed to the crime and have been sent to a juvenile home. Last year, 101 cases were filed under POCSO and 22 rape cases against children in Meghalaya, according the crime records bureau of the home department.

Jaipur, Jan 22 (PTI): Besides one-on-one engagement between people, a more strategised approach is required to change the prevalent perceptions held by “mainstream” India about people from the North-East, noted Assamese human rights writer and academic Sanjay Hazarika said today. Hazarika, along with Assamese writer Dhruba Jyoti Borah and journalist Teresa Rehman, was speaking at a session of the Jaipur Literature Festival, on the racial abuse inflicted upon the people of the North-Eastern region of the country, by the so called “mainland”. Rehman stressed on the need for more people to people engagements in order to combat racial discrimination. “I believe that one to one engagement between people will change perceptions. We should stop depending on the government, on the bureaucrats and the police. It is time for us to talk with and engage with each other,” she said. GUWAHATI, Jan 22 (Agencies): Police are gearing up for more than the annual terror threats the state faces in the run-up to Republic Day this time. With three outfits issuing threats to Bengali- and Hindi-speaking people to leave Karbi Anglong, Tripura and parts of West Bengal by March 31, police have had to tighten their security measures even further. A senior police officer said all pockets which have Hindi- and Bengali-speaking population in every district have been identified and put under strict vigil. “We have heightened police security in these pockets and one senior police officer in the rank of DSP has been put in charge of ensuring security in each of these pockets. We are taking the threat seriously,” the officer said. The police are considering opening up easy and direct access of people to the SP in every district for faster flow of information directly to district heads. EC seizes cash, liquor, drugs in 5 poll bound states New Delhi, Jan 22 (PTI): Over Rs 83 crore cash, 7 lakh litres of liquor worth Rs 12.65 crore and narcotics valued at Rs 10.30 crore have been seized, maximum from Uttar Pradesh and Punjab, by EC-appointed surveillance and expenditure monitoring teams in the five poll-bound states. As per official data compiled since the announcement of polls early this year till yesterday, UP has witnessed the maximum seizure of Rs 79.13 crore (Rs 31.65 lakh in old notes) followed by Rs 4.05 crore from Punjab, Rs 33.27 lakh in Uttarakhand and Rs 6.95 lakh in Manipur. In other illegal inducements suspected to be used to lure voters in these states, a whopping 7.36 lakh litres of liquor and over 500 bottles of canned beer worth Rs 12.65 crore has been seized by EC appointed police and state excise teams in these states.

Fresh snowfall in the areas along the arterial road, the only all-weather roadlink connecting Kashmir Valley with the rest of the country, forced its closure. “The national highway has been closed for traffic due to slippery conditions on the road at many places because of the snowfall,” an official of the Traffic Department told PTI. One-way traffic on the highway was scheduled to ply from Srinagar to Jammu today but the vehicles were stopped near Qazigund as the road was slippery, he said. The MeT official said the region is likely to be hit by a fresh western disturbance today. The forecast of wet weather for almost a week has prompted the divisional administration to issue directions for taking precautionary measures. Kashmir is currently under the grip of ‘Chillai-Kalan’ considered the harshest period of winter, when the chances

of snowfall are maximum and the temperature drops considerably. The Valley has already experienced heavy snowfall twice during this period so far, first one of January 6 and then on January 16, throwing life out of gear on both occasions. ‘Chillai-Kalan’, which, began on December 21 last year, ends on January 31, but the cold wave continues even after that.

Punjab contest no longer bipolar, but BJP clear winner, says Jaitley

New Delhi, Jan 22 (PTI): Construction of central government funded infrastructure projects is likely to be allowed within the “prohibited area” of protected monuments across the country. According to a Cabinet proposal, the Culture Ministry has sought to amend the Ancient Monuments and Archaeological Sites and Remains Act to allow “public work” in the prohibited areas, which is 100 metres around the protected monuments, a source said. Currently, construction is not allowed in the prohibited area except for repair and renovation works of the existing structures. Public works has been defined as construction works related to infrastructure which is financed and constructed by the central government for public purposes, being essential to public safety or security of public at large and its emergent necessity is based upon specific instance of danger to public safety or security of public at large.” At present, as many as 3,686 monuments and sites are centrally-protected under the jurisdiction of the Archaeological Survey of India (ASI) which is responsible for their maintenance. The Cabinet proposal highlighted three instances where projects pertained to public works were not allowed under the existence law.

New Delhi, Jan 22 (IANS): Union Finance Minister Arun Jaitley on Sunday said though the contest in the February 4 Punjab assembly elections was no longer bipolar with the “advent of new smaller parties”, the BJP will nevertheless emerge clear winner. The Bharatiya Janata Party in alliance with the Shiromani Akali Dal is part of a coalition government in Punjab since 2007. Speaking with News18 TV channel, Jaitley said he is not denying the existence of the Aam Aadmi Party (AAP) in Punjab but asserted it is not a threat. “Due to misgovernance in Delhi and several mistakes they made in Punjab, the AAP’s popularity has come down significantly. I won’t say that AAP doesn’t exist in Punjab, but it is relevant only in a few seats,” Jaitley said.

Time to revamp railways infrastructure, say experts New Delhi, Jan 22 (IANS): Frequent train accidents in the past few months have once again brought to fore issues of maintenance, infrastructure up-gradation and safety in the Indian Railways. The issue of rail safety, however, took an unexpected turn, with Uttar Pradesh Police hinting at possible role of Pakistani spy agency -- ISI -- in the Kanpur derailment incident, that took place late last year. Experts said the possibility of sabotage in the recent accidents cannot be ruled out, but “poor infrastructure” is a “crucial factor” behind the frequent accidents. At least 39 persons were killed and over 50 others injured when the Jagdalpur-Bhubaneswar Hirakhand Express derailed on Saturday night near Kuneru station in

Vizianagaram district of Andhra Pradesh. Initially, the railway officials gave out sabotage as the reason, since the area is a Maoist stronghold. But later, the Odisha government ruled out the possibility. Dr P.C. Sehgal, a former railway officer, told IANS that there is a need to improve the infrastructure to contain equipment error. “From 2001-06, the government had pumped in Rs 25,000 crore into up-gradation of rail infrastructure, such as rolling stocks and tracks, among others. There is a need to carry out similar exercise now to prevent accidents due to equipment error. “And if there is fear of sabotage, the government should take a preventive action,” Sehgal said, who is a former Managing Director of the Mumbai Rail Vikas Corporation.

If wishes came true

t is a dream which is prefixed by the word ‘if’ and that itself describes the improbability about what every right thinking and conscientious citizen of habitant of Dimapur often talks about. It is a dream that Dimapur will be the top city in the north east but ‘if’ only the law and order problem is effectively handled to rid of the hordes of extortionists and anti-social mafia dons operating with impunity for the past several decades. ‘If’ the law comes down hard against those trespassers and if the law does not brook any interference from any quarter and if the various social and civil organisations broadly agree to let the law take its course in every matter; perhaps this could usher in a development revolution. The negative trend has been there in as many decades which arose mainly from the pervasive ‘khushi-khushi syndrome’ that has come to describe asociality in the state. Business has managed to just stay afloat mainly because people have to purchase various needs. If the economic trend in the 70s till mid-80s was to be taken into account, today, Dimapur would have certainly equalled the economic status of Guwahati. Considering that Dimapur experienced a boom like no other city in the north east till the 80s, the fall has been ruinous and very detrimental for Nagaland. The premier commercial city of Nagaland has been growing at a moderate pace but and much of it is due to the entrepreneurship of its denizens. Basic amenities that are still much needed include power, water, drainage, well maintained roads and disposal of garbage. One needs only to look at the present trend to draw conclusions about where the city’s future would end. With nearly one and half lakh people besides scores of floating workers who make up its population, Dimapur has unfortunately lost the momentum for progress and its growth has been stunted by various ills. Those who have taken over businesses and set up syndicates to control and manipulate the market and pricing and invading various segments of society in the realms of social, political and economic etc, have turned a potential paradise into a stagnating and selfimploding city. A haven for almost all armed groups of the state including those from outside, besides inter-state gangs, drug pedlars, smugglers of various contraband; indeed it is only but a matter of time before the place becomes like a free-for-all notorious gang-plagued city prevalent in UP etc. Dimapur is being pushed towards that direction and the conscientious citizens who love the city and truly want to live and make it a habitable metropolis that reflect all the positive traits of the people, must take control and come together and leave no space for those who have no vision or compassion. If there has been any growth at all in Dimapur, it is mainly due to the spirit of entrepreneurship of its pioneers – both non-Naga and Naga inhabitants who saw themselves as a community of people although from different backgrounds. Today, their different background have come to the foreground. Be that as it may, it is time to halt the trend and the ball is in the court of the silent majority, to wrest back the initiative and put them and not the daring dos, at the helm.

ote ban a sacred m ove m e n t a n d will lead to clean economy, the BJP national executive held in the beginning of the 2017 New Year says. It is a momentous decision. All future references to Indian economy would be made in terms of Nov 8, 2016, the day Prime Minister Narendra Modi announced demonetisation. It would separate the new economy from the 25-year-old liberalisationglobalisation of 1991. It has its positives as finance minister Arun Jaitley says that money has lost anonymity after demonetisation. He also says the decision carried pain and short-term drop on economic activity on account of currency squeeze. He also lamented that the society is “hugely tax noncompliant”. There are, he says, only 3.7 crore income-tax assesses in 2015-16 in a population of 125 crore. Of these, 99 lakh had income below Rs 2.5 lakh and paid no taxes, 1.95 crore had inclome less than Rs 5 lakh, 52 lakh income of up to Rs 10 lakh and only 24 lakh above Rs 10 lakh. This has led to stormy discussions. Does this country have such poor

individual incomes? It looks a bit awkward. Unfortunately, the reality is that. There are income-tax evaders but even liberally estimated their numbers would at best be equal to the number of taxpayers, may be far less. The income-tax at the highest rate of 33 percent is levied over an income of approximately above Rs 80,000 a month, 20 percent tax on income above Rs 45,000 a month and 10 percent above Rs 24,000 a month. The bulk of the I-T payers are salaried people in the organised sector. The actual salary level in the organised sector is low. In the unorganised sector it is even lower. The I-T assessment levies taxes on salaries paid on record. It ignores that at least half of the organised private sector asks their employees to return 10 to 30 percent (in some cases more) of the recorded wages in cash. These employees are also not paid statutory benefits like DA, medical reimbursements and provident fund. In many cases, the employees themselves are forced also to pay the employer’s share of the PF and ESI. It includes almost

the majority of private education institutions from primary to the university levels, NGOs, industries and other organisations across the country. Unfortunately, it is happening in even governments institutions as large number of the employees are outsourced to contractors. Some cash refunds are also paid by the contractors to some government employees Shivaji too, it is alleged. It is happening in the national capital, Delhi, itself. These exploited employees pay income-tax on the recorded salary – a double whammy, suffer random salary cuts at the whims of employers. Nobody over the decades has come to their rescue. The labour courts or any other court can do little as they function on evidence. The onerous note-ban is supposed to eliminate black money. But nobody has thought of the plight of these poor employees – many of them taxpayers as per their recorded wages. None has devised ways to stop generation of this exploitative usurious practice. The governments are voted by these poor people in expectation that every

new government would do a little for them. Even demonetisation has not helped them. Can any demonetisation stop this massive generation of black money by all kinds of employers across the country? The country needs to realise that real wages are not that shown on papers. If that is taken into account, the actual taxpayee (over Sarkar 90 percent are employees) would be less than 3 crore. A discreet survey by National Sample Survey Office (NSSO) may be able to unravel the truth but may be not the whole truth. The poor employees need immediate government attention and intervention. Many of such poorly paid people prefer not to put their savings in banks. So do many farmers and small businesses. They keep the savings with them. Many of them had to stand in queues for days to change their tax-paid savings at bank counters. They lost wages too. So did many housewives and other women. They also saved out of their husbands or sons tax-paid earnings. In some cases many women saved over

Rs 10 to 40 lakhs over two decades or more in large currency notes. It was not black money. The country needs to understand the age-old savings practices. The heartless income-tax department considers all these savings as black money. They are touting that they have spotted Rs 4 lakh crore as black income in the post-demonetised bank deposits. Nothing possibly can be more erroneous than this. The businesses and individuals today are murmuring but apprehensive of raising their voice as tax raids increased. This is not glorifying the nation. Many of these raids are conducted for purposes other than “unearthing black income”, the trade organisations discuss in private. The note-ban, they say, itself had led to kind of a black market. They wonder why some people who deposited less than Rs 2.5 lakh are receiving notices. The entire note-ban operation also did not take into account that an average home normally keeps Rs 5,000 to Rs 1 lakh in cash for sudden emergencies. Besides, cash remains the fastest and the cheapest way of transactions. The banks are still not

considered safe. They are expensive. Can the RBI governor explain why should a government cheque bounce cost the account holder Rs 300 or more in penalties apart from other charges? Would he explain why some banks are levying charges on cash deposits? Why cannot banks be told to shut shops if they cannot handle cash? People want a friendly government, banking and other institutions. Stringent rules lead to larger corruption. The government needs to simplify rules and taxes. It calls for a relook at levy of income-tax. The cost of its administration is more if at least not equal to what is supposedly generated. The government would do a great job if the income-tax is gradually abolished and banking rules and charges are put to a minimum. It would unleash huge money flow and lead to more productive expenses by people. It would cause a massive, approximately Rs 2 lakh crore, savings on I-T collection paraphernalia. Let the sacred moment that has come leads to purify the system and the government acts with larger heart else the muck would continue.

Does announcing the online payment process in Newspaper mean, there will no longer be delivery of light bills at homes? Does it mean that meter readers will no longer visit homes? Does it mean that the consumer has to go in office and stand in line to obtain their light bills from office and pay it at the spot? Going digital means making service more easier and better for the consumers but here in our context it is quite opposite, even when we go to office and ask our light bills they will state the technical problems and we are made to leave without payments, and finally when our bills bundle up, the department

will threaten to disconnect our line but the fact is what bills will we pay ‘online’ when we are not receiving any light bills from past 6 months. It is not the consumer’s duty to go to power office every month and obtain their own bills but it is the sole responsibility of the department to send light bills at home and in times so that consumers will also do their part by paying the bills in time. We are not forcing the department to accept our bills at our homes, all we are asking is to send light bill receipt to our homes in time so that we can pay the bills in time. It is highly appreciable that the department has gone to be digital but the department should also not neglect the works that is done offline. As a human being I understand that sometimes the light bill delivery boys are sick or they are at leave or some have retired but my understanding does not accept that they are sick or at leave for past 6 months or its too hard to accept that, department cannot employ anyone on behalf of the person who has retired. The goverment always ask us to pay our bills in time and yes we all must know our responsibilities and always pay

our bills in time but here the fact is where is my light bill?, how much will I have to pay?, from which month to which month etc? If we receive our monthly bills and we don’t pay, than it’s our fault and the department have every right to disconnect our lines but If we don’t receive any light bills for months and if we don’t pay, its departments fault and department has no right to disconnect our lines because of non payment of bills, and if our bill bundles up because of departments negligence it becomes department’s sole responsibility to consider and discount the bills of the consumers as the way of accepting one’s failures. This write up is not to flare up hatred towards power departments but a small highlight on how the consumers are suffering in my society without receiving light bills from the departments, while appreciating the efforts of the departments in making the services more better, I request the concern authority to look into the matter before we becomes an ‘unable to pay light bills’ due to jammed up bills for several months. Can we stop these practices to protect the said article? Our ancestors does not pay tax to anyone apart from giving protection gifts by neighbouring villages to the superior village. However, now we are paying tax to the overground government as well as underground governments in every possible manners and items that we can. Can we revert and stop these practices to protect the said article? After all, we Nagas in general have already encroached, violated and infringed the article 371(A). Therefore, giving a small space to our beloved Naga women in ULBs should be appreciated instead. That I the undersigned would like to inform all the public in general through news 33% woman reservation is clearly contradictory with the Naga Customary Law practices as well as the Christianity religion in Nagaland. And for which, unless an amicable settlement between the men and women is arrived at, conducting an election for 33% women reservation is a clear cut to go against the interests of Nagas, whose traditional rights are protected under the Article 371A. In this connection, every concerned authority knows that T.L. Angami is the founder president and senior advisor of GBFN. However till today, I did not receive any clear cut order for the GBs (Village Chiefs) not to go against or to support the present proposed boycott of election. Rather, I, several times appealed to the Nagas as well as the GoI not to implement the same women reservation in Nagaland unless it is implemented within the other states in India. And accordingly unless an amicable settlement is arrived at between the Govt. and the Nagas, the village chiefs, GBs and Anghs of the state cannot go against the interest of the public in any Naga traditional issue by violation of Article 371A. Jallikattu held in Tamil Nadu; claims two lives

C h e n na i , J a n 2 2 (IANS): Jallikattu, a popular bull taming sport, was on Sunday held in parts of Tamil Nadu with tens of thousands taking part but two participants were killed and several injured at one event. The sport was held at Pudukottai, Trichy and Ramanathapuram districts while bullock cart races were organised in Coimbatore and Theni, officials said. At Pudukottai, two bull valuters were severely injured and died on the way to a hospital, police said. Several other people were injured in the incident. The sport involves young men latching on to the hump of bulls. One who manages to stay put even after the animal makes three jumps is declared a winner.

At times, the participants are thrown off the back of bulls or get gored by the animal. It was not clear how the deaths occurred in Pudukottai. The events were held after week-long state-wide protests by students and youths and followed the promulgation of an ordinance by the Tamil Nadu government amending the Prevention of Cruelty to Animals Act to hold Jallikatttu. The sport was banned by the Supreme Court in May 2014. But Jallikattu did not take place in Alanganallur in Madurai district as no preparation had been done there. Attempts to hold the event at Natham Kovilpatti in Dindigul district failed due to protests against Chief Minister O. Panneerselvam’s wish to

flag it off. Speaking in Madurai on his way to Chennai, the Chief Minister said: “Jallikattu is being held at several places in the state. At Alanganallur it will be held when the people want it. “Jallikattu cannot be stopped by anybody,” Panneerselvam added. He said Prime Minister Narendra Modi had promised to assist his government in its efforts to hold Jallikattu. The government will on Monday place in the assembly a bill for holding Jallikattu. It is expected to pass with majority support. Meanwhile, the massive youth protest in Chennai’s Marina Beach entered its seventh day on Sunday. Some young people fainted at the venue owing to se-

vere sun. The protest that started with a handful of a people on January 17 morning is now attracting lakhs. DMK leader M.K. Stalin urged Panneerselvam to explain to the demonstrators the steps the government will take so that there will not be any more legal impediments for the conduct of Jallikatttu. The Supreme Court in 2014 banned Jallikattu, saying that bulls cannot be used as performing animals including in bullock cart races. Since then, people have been urging the central government to take steps to allow the sport. On Sunday, R. Arul of Pasumai Thayagam, a Tamil group, told IANS: “All that the central government has to do is to remove the bull from the list of performing animals in the Prevention of Cruelty to Animals Act. Is issuing a notification such a big issue?” Despite Jallikattu being held in parts of Tamil Nadu, many do not hide their anger vis-a-vis the People for Ethical Treatment of Animals (PETA), Modi and Panneerselvam. The anger against PETA is the most severe. Many want the group banned for what they say is its opposition to Indian culture and tradition.

Siliguri, Jan 22 (IANS): West Bengal Chief Minister Mamata Banerjee on Sunday announced the formation of three more developmental boards for hill people and rolled out a Rs 100-crore project for tea garden workers. She claimed that the state government could have done much more developmental work for the hill people if it had complete control over local municipalities and the Gorkhaland Territorial Administration (GTA), a semi-autonomous body that administers the Darjeeling hills. “I visit the hills regularly. I only want the development of my brothers and sisters in the hills. We have already formed 12 developmental boards for the hills. Three more will be set up,” said Banerjee, adding that her government has “set up Rs 100 crore project for tea garden workers”. Inaugurating the Uttar Banga Utsav in Kurseong, she said: “The GTA Board and local municipalities are not run by us or else we could have done much more work for the people.”

TRAI may suggest Aadhaar eKYC for outstation SIM buyers NEW DELHI, JAN 22 (AGENCIES): Telecom regulator Trai is likely to recommend to the Department of Telecom (DoT) that Aadhaar-based eKYC be allowed even for outstation customers who want to get a mobile connection in a particular service area. Further, the regulator may suggest that the existing mobile subscribers in the country should be encouraged to go in for Aadhaar-based eKYC verification, for which telecom service providers could offer incentives like free data or talktime. The facilitation of Aadhaar-driven eKYC for the existing customer base will ensure proper verification of subscribers and address the security concerns pertaining to fake or bogus mobile connections, according to sources. It will also rid telecom operators of the hassle of keeping physical customer verification paper

documents which could get damaged or misplaced in the long run. However, Trai is of the view that since eKYC verification cannot be mandated per se, a proper programme should be evolved by the telecom department in consultation with telecom service providers (TSPs) to nudge the existing subscribers to go for Aadhaar-based eKYC. It feels that the same should be done in a phased but time-bound manner. While Trai is in favour of telecom operators offering sweeteners so that people come forward for eKYC, the regulator is not likely to specify exact incentives. At present, eKYC has been adopted for new mobile connections or SIM cards, but existing customers -- who form the overwhelming majority of the over 100 crore mobile users -- remain outside the purview of Aadhaar-based eKYC verification ambit.

Sources further said not allowing eKYC process for SIM purchases by outstation customers is creating an artificial barrier among users. Trai has favoured opening up the Aadhaar eKYC process for outstation customers too to remove the distinction between users. It may be recalled that in August last year, the government allowed application, validation and activation of new pre-paid and post-paid mobile connections using Aadhaar card and fingerprint at the point of sale. The e-KYC has made the process of application and authentication faster and simpler for new subscribers. Besides easing the verification process and enhancing security, the move has cut down the time for new SIM activation as against the previously lengthy document-based process of applying for a mobile connection.

On January 29, she will be the first transgender candidate from West Bengal to appear in a state civil services examination. Fraught with legal hassles, the 27-year-old’s uphill climb to write the exam has cost her a lot of prep time, which she fears might limit her chances to realise her dream of a career in the state civil service. A battle-scarred Kar hopes the landmark Supreme Court judgement -- in which NALSA (National Legal Services Authority) was the petitioner -- is executed in letter and spirit because, she says, even nearly three years after the historic verdict, the ruling is largely restricted to introducing the ‘other’ category in voter cards. As an aspiring civil servant, Kar was shocked last year to find that the West Bengal Public Service Commission (WBPSC) hadn’t notified the ‘other’ category in its application forms for the state civil services examination. “After my requests to the WBPSC for including the ‘other’ category did not elicit any response, I decided to take legal recourse. Though I will finally be writing the exam in a week as a third gender candidate, it has been a long and arduous journey that has cost me a lot of time with regards to exam

preparation,” Kar told IANS. “I filed a case against the commission in Calcutta High Court with the help of Human Rights Law Network (HRLN). Since the court said it should be filed at the State Administrative Tribunal, we did accordingly and the tribunal ordered the commission to let me appear in the exam as a third-gender candidate,” a harried Kar explained. She went to court again recently. Kar was the first third-gender candidate from the state to write the Railway Recruitment Board exam. I scored 56 per cent but that was deemed insufficient to sit in the next stage. Cut-offs for many other categories were much lower, whereas we had no reservation. So I filed another case with the help of HRLN,” said Kar, who was finally allowed to write the next stage of the exam in early January.

Insurance industry seeks GDP may slow down if GST implemented higher tax exemptions in hurry: Tax officials to FM

Mumbai, Jan 22 (PTI): On the heels of demonetisation, the insurance industry is seeking higher tax exemptions, focus on e-payment and compulsory home insurance in the upcoming Union Budget that will help in increasing insurance penetration in India. “We expect the Budget to spur consumption with a lower tax regime and higher tax-free slabs coupled with higher infrastructure spends,” Edelweiss Tokio Life Insurance Managing Director and CEO Deepak Mittal told PTI here. He said in the life insurance space, the industry is expecting the Budget to create a level playing field for annuities, that will result in pension and retirement savings. “...an annuity plan provides lifetime guaranteed pay-out, irrespective of how long one survives and will not decrease even if the interest rate falls. The government should come out with long-dated bonds for institutional investors (primarily annuity providers), which has the added benefit of helping infrastructure

projects by raising funds,” he added. Echoing a similar view, Max Life Insurance Executive Vice CMD Rajesh Sud said the government is likely to announce simplification in Income Tax laws in line with the suggestions of Income Tax Simplification Committee, which will make Indian tax laws more competitive with respect to the global economies. “It would be interesting how the government deals with delayed Goods and Services Tax, which was scheduled for April 1, 2017. There is also a need for streamlining tax saving vehicles, especially for elderly given the expected scenario of falling interest rates. This Budget should move annuity out of tax bracket to provide relief to almost 10 crore senior citizens of India,” he said. To help households create a portfolio for their long-term needs, he said, it is recommended that the Budget should create a separate income tax limit for the deductibility of life insurance premium, which should be over and above the existing limit.

It termed as “illegal” certain decisions taken by Jaitley-headed GST Council and demanded that they be corrected. It also sought that the officer’s body be consulted before any final decision is taken. The Council in its meeting on January 16, had agreed to give states the powers to levy tax on economic activity within 12 nautical miles of territorial waters. Also, it was decided that the states will have powers to assess and administer 90 percent of the tax payers under Rs 1.5 crore annual turnover, while the remaining would be controlled by the Centre. In a letter to Jaitley, the All India Association of Group B Central Excise Gazetted Executive Officers, said the decision to transfer 90 per

cent of service tax assessees to states is not supported by any lawful and logical base and therefore, the decisions taken by GST Council should be withdrawn immediately. “Needless to say, any judicial intervention in the illegal decisions taken by GST Council, and if implemented by the Centre, would cause unnecessary delay in the implementation of Goods and Services Tax (GST). “It is further added that due to demonetisation of old bank notes of Rs 500 and Rs 1,000, the GDP of the country is expected to fall at least 1 per cent (from 7.6 estimated to 6.6 per cent, as reviewed), and in case implementation of GST is delayed further, due to judicial scrutiny of the illegal decisions taken by GST Council, the country may suffer economically as the GDP may further slow down,” it said. It said the GST Council has not been conferred upon any power by the Constitution to recommend transfer of rights or allowing levy and collection of IGST (which deals in levy on inter-state supply including stock transfers of goods or

services) to states. It said the area in sea (territorial waters) up to 12 nautical miles from the coastline falls within the territory of India and therefore, the powers to tax transactions in such areas are vested in the Union Government. “The decision taken by the GST Council to empower states to levy state GST or central GST or IGST, as the case may be, is in gross violation of the constitutional provisions,” the association said. The GST is likely to be rolled out from July 1, as against April 1 decided earlier by the government. There is no logic or rationale, legally, to transfer the 90 percent GST assessees to states for the purpose of audit and assessment, it said. “Moreover, the service tax assessees falling within the annual turnover limit of Rs 10 lakh to Rs 1.5 crore are at present being assessed by the Centre smoothly. By transferring of 90 per cent of these assessees to states for levy and collection of SGST and CGST, the officers of the Centre would become work-less,” the association said in the letter.

They voted unanimously in favor of the new bill, first approved by the country’s cabinet in May 2016. On Thursday, votes were unanimous in favor of the new “cannabis as medicine” law, which will come into effect March 2017. People with multiple sclerosis and other severe illnesses will be able to obtain the drug legally with a prescription. Doctors will also be able to prescribe marijuana or cannabis to patients for whom the drug could alleviate symptoms, such as chronic pain or nausea, or who may see a positive effect on their disease progression, according to a statement (PDF) from Germany’s Federal Ministry of Health. “Critically ill people must be cared for in the best possible way,” Federal Health Minister Hermann Gröhe said in

The People’s Liberation Army Navy has commissioned its 31st Type—056 class corvette, marking a new addition to the world’s largest fleet of modern corvettes, official media reported. With a maximum speed of 52 km/h, the ship features good manoeuvrability, a high-level of automation and stealth capability, and is capable of hitting aircraft, ships and submarines, the PLA Daily, the official organ of the Chinese military said. The CNS Ezhou with a hull number of 513 was delivered to the East Sea Fleet in a naval base in East China’s Fujian province. WASHINGTON, JAN 22 (IANS): More than one million people marched across the US and the world to show support for women’s rights and express their discontent over the election of US President Donald Trump. The Women’s March on Saturday drew members of Congress, world-famous actresses and countless citizens protesting for numerous reasons, including immigration, health care and a general antipathy to Trump, CNN reported. But most said they wanted to show support for women and feared that there will be attacks on women’s rights during Trump’s presidency. ‘Dangal’ mints over Rs 375 crore in India

ollywood superstar Aamir Khans sports drama “Dangal” -which has already garnered the “highest grosser of Hindi cinema” -- is going strong at theatres even after four weeks since its release. The film had raked in Rs 376.14 crore at the domestic box office till Friday. The Nitesh Tiwari directorial, which released on December 23 last year, has become the first Bollywood film to cross the Rs 375 crore mark after collecting Rs 1.19 crore on its fifth Friday in theatres, read a statement issued on behalf of the makers. “Dangal” is based on the life of wrestler Mahavir Singh Phogat. It has been lauded by the audiences for its powerful portrayal of the story of Phogat, who, much to the disapproval of his wife and his whole village, trained his daughters Geeta and Babita to wrestle. IBU lacks doping evidence for 22 Russian athletes

Moscow, Jan 22 (IANS): The International Biathlon Union (IBU) has stopped its inquiry into doping by 22 Russian athletes, that was launched last month, as investigators have failed to find any sufficient evidence of wrongdoing by the sportsmen. The IBU on Saturday said it found no evidence of doping for 22 Russian athletes suspected of it but would continue investigating seven others, reports Sputnik. “Regarding the 29 athletes, against which the IBU opened investigation on December 22, the IBU Extraordinary Executive Board meeting decided today to further investigate in 7 (seven) individual athletes. There is no suffic ient evidence for the other athletes for the time being,” the IBU said in a press release issued on Saturday. The IBU also said that the decision to suspend provisionally two other athletes, taken at the December 22 meeting of the Extraordinary Executive Board (EB), would not be overturned at this time. The IBU began looking into the possibility of doping by 31 Russian athletes in December 2016, after receiving the list with their names from the World Anti-Doping Agency (WADA).
