Co-WIN foundation of COVID-19 inoculation drive New Delhi, Jan 10 (PTI): The Centre on Sunday said Co-WIN, an online platform for monitoring COVID-19 vaccine delivery, shall form the foundation for the anti-coronavirus inoculation drive which shall be citizen-centric so that the vaccine is available anytime and anywhere. India will launch its COVID-19 vaccination drive from January 16 in what Prime Minister Narendra Modi has called the world’s largest inoculation programme with priority to be given to nearly three crore healthcare and frontline workers. As part of preparations for the nationwide rollout of COVID-19 vaccine, the Health Ministry on Sunday held a video conference with officials from states and Union Territories to discuss feedback on the Co-WIN software and its operational use gathered from the vaccination dry runs. The meeting was chaired by Ram Sewak Sharma, the chairman of Empowered Group on Technology and Data Management to combat COVID-19 and member of National Expert Group on Vaccine

Dimapur Police nabs 4 NSCN (I-M) functionaries D I M A P U R , JA N 1 0 (NPN): Dimapur Police said it has apprehended four NSCN (I-M) functionaries on Friday while they were allegedly trying to “hijack a vehicle (SUV)” near New Medziphema area. In a press note, ADCP & PRO identified the apprehended persons as- KS Yaoreingam (45 years) of PO/ PS Litan, Ukhrul district (Manipur) ; Hovishe Yeptho (40 years) of PO/PS Aghunato, Zunheboto district; Sashimatsung (41 years) of PO/PS Chuchuyimlang, Mokokchung district and Kohringtha (19 yrs) of PO/ PS Chakpikarong, Chandel district, Manipur. ADCP & PRO disclosed that police also seized a Maruti vehicle used by the accused, and that a case has been registered under Medziphema police station in this connection. Meanwhile, the crime branch personnel apprehended one person identified as Wisdom Yurnganing (34 yrs) of PS and district Ukhrul, Manipur for alleged illegal possession of crystal Meth drugs weighing 990 gram approximately from Naharbari junction area here. A case has been registered with East PS in this regard.

promising on quality and reiterated that inclusivity, speed and scalability have been kept in mind while designing the digital platform with all its components being portable, synchronous without excessive and unnecessary dependencies. Underscoring the importance of capturing the vaccination data in real time, Sharma said, “This is non-negotiable.” He also highlighted the caution one needs to exercise to ensure there was ‘no proxy’ at all, while reiterating that the beneficiaries of the vaccination drive need to be uniquely and undeniably

identified. About the use of the Aadhaar platform, Sharma advised the states to urge the beneficiaries to seed their current mobile number with Aadhaar for registration and consequent communication through SMS. It is extremely important to clearly identify a person who is getting vaccinated and keep a digital record on who gets vaccinated by whom, when and which one, Sharma stressed. KOHIMA, JAN 10 (NPN): Chakhesang tribe celebrated their 75th anniversary of the community’s rechristening at Phek town under the aegis of Chakhesang Public Organisation (CPO) on Sunday. The celebration was held on the theme “Recognize, Celebrate and Inspire.” It may be recalled that the Chakhesangs were earlier called ‘Eastern Angamis’ under the British administration before their nomenclature was changed to ‘Chakhesang’ in its present form in 1946. Extending greetings to the Chakhesang community on the occasion, Minister of Planning & Coordination, Land Revenue and Parliamentary Affairs Neiba Kronu, who was the host of the event, urged the people to forgive and forget the past mistakes, if any, and march ahead for the society’s progress. The minister assured a corpus fund of Rs 10 lakh towards market linkages in the agriculture sector. Kronu also encouraged the people to give more efforts towards large scale production to boost rural economy. JAKARTA, Jan 10 (Reuters): Indonesian authorities on Sunday located the black boxes of the Sriwijaya Air jet that crashed into the sea soon after taking off from the capital Jakarta, as human body parts and pieces of the plane were retrieved. The Boeing 737-500 with 62 passengers and crew was headed on a domestic flight to Pontianak in West Kalimantan on Saturday before it disappeared from radar screens four minutes after take-off. Indonesia National Transport Safety Committee (KNKT) chief Soerjanto Tjahjono said the locations of Flight SJ 182’s two black boxes had been identified. “Hopefully, we can retrieve them soon,” said military chief Hadi Tjahjanto, without giving an estimated timeframe. DIMAPUR, JAN 10 (NPN): In view of the prevailing situation owing to COVID-19 pandemic, Nagaland University (NU) has notified that the under-graduate odd semester examinations will be conducted online from January 18 to February 4. Appreciating the varsity’s move to hold the exams online, many students and parents are however worried that poor internet connectivity in the State could act as spoilsport, affecting the examinees. Further, many parents maintained that the students also go through a lot of trauma while submitting their answer scripts online. An assistant professor who spoke on condition of anonymity, explained that the students were more worried about whether they would be able to submit their answer scripts on time

due to bad internet connectivity. A student of Dimapur Government College admitted that the hurdle of submitting answer scripts online was much more as compared to writing the exam physically. The student appeared to hold the internet service providers responsible for putting the future of students at stake. Other students voiced similar concerns. They said submitting online answer scripts on time was a bigger challenge than writing the exams. When contacted by this reporter, majority students from different parts of Dimapur complained of shoddy and erratic internet by several service providers with very low internet speed, no network stability, weak signal strength, unprofessional customer care service, etc. Though one internet service provider received major flak for its

services, the students said other network providers were no better. A student from Delhi currently residing in Dimapur due to the pandemic, remarked that though recharge rates were almost the same throughout the Northeast and all over India, the network speed differed a lot in Nagaland. Further, a young entrepreneur dealing in locallymade products, who runs his business through Instagram and Facebook, lamented that it was an arduous task keeping up with orders and replying to queries of clients due to the bad internet connectivity. It may be noted that Nagaland Post had several times in the past, reported about poor connectivity issues faced by residents of Dimapur and other parts of the State. However, there has been no improvement in the service nor any attempt made to redress the customers’ grievances.

New Delhi, Jan 10 (IANS): Contrary to what some people think that the bird flu virus, also known as Avian influenza, is spread to humans via consumption of cooked poultry products, health experts on Sunday stressed that it usually does not infect people as the virus is heat-labile (degraded and killed when subjected to heat). Avian influenza refers to the disease caused by infection with avian (bird) influenza (flu) Type A viruses. These viruses occur naturally among wild aquatic birds worldwide and can infect domestic poultry and other bird and animal species. According to the World Health organisation (WHO), cooking of poultry (e.g. chicken, ducks and geese) at or above 70 degree Celsius so that absolutely no meat remains raw and red, is a safe measure to kill the virus in areas with outbreaks

Dzükou wild fire: operation continues DIMAPUR, JAN 10 (NPN): Though there was no report of fresh smoke or fire spotted in Dzükou valley in the last two-days, the fire ground operation team continued to assess and monitor the situation. According to DIPR, the ground operation team led by SDO, Kohima Daniel Angami informed that SAYO volunteers and NDRF monitor the situation beyond the last ridge of the valley where the fire line cutting was carried out earlier. The team reported that in one location low intensity smoke was visible with no fire where IAF helicopter carried out the operation. Meanwhile, Kohima DDMA informed that partial de-induction of ground operation team will be carried out on January 11 by deploying effective number of forces to monitor the situation and carry out necessary operation.

of infections in humans is when they come in contact with birds with the viruses and enough viruses get into a person’s eyes, nose or mouth, or is inhaled through the excretions of birds,” said Kunal Kothari, Senior Physician, Internal Medicine, SMS Medical College in Jaipur. “The spread of Bird Flu from one individual, who is sick to another has been very rare and data is limited, inefficient and not sustained but as a precaution, we should all be watchful of public health advisory,” Kothari added. Bird Flu is a communicable virus among the avian population and human to human spread is not too prominent with the current strain. However, viruses are prone to mutation, so if this virus undergoes mutation in future, it has the potential to spread from human to human and cause a pandemic.

Bird flu mostly infects the respiratory system of humans. Common symptoms are fever, runny nose, sore throat, cough, muscle aches, etc. “If severe, it can cause ARDS, multi-organ involvement and even death. The sporadic data on bird flu from the past shows very high mortality, to the tune of 60 per cent. Thus, it becomes important to take precautions now,” Sareen mentioned. Nevertheless, maintaining distance from birds in the environment is important as the spread of the avian virus is through the saliva, faecal matter of an infected bird. “The avian virus is airborne. Notify the community health department on seeing sick or dead birds and try not to come in direct contact with these birds without proper masks, gloves and disinfectants,” Kothari noted.

DIMAPUR, JAN 10 (NPN): Nagaland on Sunday reported three new cases taking the COVID -19 tally in the state to 11978. The three cases were reported in Dimapur, Kohima and Mokokchung. Further, the distribution across various categories

include 4658 cases from the armed forces/police, 1844 returnees, 4908 traced contacts and 568 frontline workers.

to 1,04,50,284 with 18,645 infections being reported in a day, while the recoveries have surged to 1,00,75,950, according to the Union Health Ministry’s data updated on Sunday. The death toll reached 1,50,999 with 201 more people succumbing to the disease in a span of 24 hours, the data updated at 8 am showed. The number of people who have recuperated from the infection so far surged to 1,00,75,950, pushing the national COVID-19 recovery rate to 96.42 per cent, while the case fatality rate dropped to 1.44 per cent. The COVID-19 active caseload remained below three lakh for the 20th consecutive day. There are 2,23,335 active coronavirus infections in the country which comprise 2.14 per cent of the total caseload, the data stated. K Y M C

DIMAPUR: Leo Club of Dimapur (LCD), Leo District 322D, India participated in the winter relief drive from December 20 to 30. A press release from PRO Leo Club of Dimapur, Sneha Jain stated that a total of 59 clubs from India, Sri Lanka, Bangladesh, Nepal and Pakistan participated in the drive initiated by Leo Club of Dimapur (Dist. 322D),

Leo Club of Gauhati Girls (Dist. 322G) and Leo Club of Moratuwa (Dist. 306 A1). The aim of the winter relief drive was to identify people in need of warm clothes and distribute the same to them. Leos from across the five Asian countries collected old warm clothes from their own households and distributed to the poor who sleep on the streets. During the drive, LCD

distributed warm clothes to over 250 needy people. The joint effort of Leos from all the clubs helped a total of 4854 people through the winter relief drive. In the drive, total Leo volunteers present were 258 and total Leo volunteers Hours was 518. The project was witnessed by IPDP Rishab Chhabra and was conducted under the leadership of Vishal Patni.

Road renovation in Nokhu village DIMAPUR: Noklak district administration under the initiative of Extra Assistant Commissioner of Nokhu, L Mungo carried out road renovation in December last as a Christmas gift for the people of Nokhu areas and beyond. According to DIPR, the Nokhu Village Council (NVC) and Nokhu Noking Village Council (NNVC) in a press statement expressed gratitude towards the Noklak District Administration and EAC Nokhu, L Mungo for undertaking the renovation work. COVID vaccine committee in Longleng DIMAPUR: In pursuance with the notification of the Department of Health and Family Welfare, the Longleng district COVID Vaccine Committee has been constituted to prepare, monitor and implement the Covid vaccine in the district. Rs 59,000cr for scholarships to backward classes in Assam Guwahati, Jan 10 (PTI): Union Minister of State for Social Justice and Empowerment Ramdas Athawale on Sunday said the central government has earmarked Rs 59,000 crore for scholarships to backward classes in Assam over a period of five years. Reviewing implementation of various schemes of the Ministry of Social Justice and Empowerment with officials in Assam, he said the sum has been allocated under a scholarship scheme. “Out of this amount, 60 per cent will be from the Centre and 40 per cent from the state. Some of the schemes are like assistance to disabled persons by providing them with aids and appliances, and pensions,” he said. The minister said 35.67 lakh cylinder connections have so far been provided in the state since 2016 under the Pradhan Mantri Ujjwala Yojana (PMUY). Under the Jan Dhan Yojana, a total of 1.81 crore accounts have been opened in Assam, he said.

DIMAPUR, JAN 10: The NSCN (I-M) has refuted Assam Riffles’ (AR)report on the arrest of one of its cadres 2nd lieutenant, PanphungPangsa of Votnu village under Wancho Region, Longding district, Arunachal Pradesh, stating that he was on medical leave. A press release by MIP stated that the 6th AR came to raid his house at around 9 pm on January 9 when he was alone and arrested him and they found nothing incrimination. NSCN (I-M) alleged that AR gave a false report that .32 mm pistol was found in his possession along with live rounds and termed it baseless. The release stated unfounded pictures are always put on any NSCN cadre AR could lay its hands on. Federation of Government College Teachers’ Association (FEGOCTA), a body of the government teachers have been pressing the state government to implement the 7th University Grants Commission (UGC) Pay and Regulations 2018. The state government had also approved the adoption of the latest revised pay structures for the college teachers recommended by the University Grant Commission (UGC) in August 2020. However, orders to this effect were yet to be issued by the state government till date, FEGOCTA alleged, in a news conference held today at Manipur Press Club, Imphal today. Agartala, Jan 10 (PTI): A week after a retrenched school teacher was found hanging inside his house, another such educator has died allegedly after consuming poison in Tripura’s Khowai district, police said on Sunday. The incident took place inside a rubber plantation on Saturday evening, a police officer said. The woman was admitted to a local hospital where she died later at night, he said. Another 32-year-old retrenched school teacher was found hanging from the ceiling of his house in the remote tribal hamlet of Kamalkantapara in South Tripura district on January 2. His wife claimed he was facing an acute financial crisis after losing his job. The two educators were among the 10,323 school teachers who lost their jobs after the Tripura High Court in 2014 said their recruitment process was faulty and the Supreme Court in 2017 upheld the order. The teachers were recruited since 2010 during the Left Front rule. A sit-in demonstration by several retrenched teachers’ organisations in Agartala entered the 34th day on Sunday. They requested to bring the body of the teacher who died on Saturday to the protest site but police denied permission for it. They also blocked the road near their protest site for some time.

Aizawl, Jan 10 (PTI): Seventeen more people tested positive for COVID19 in Mizoram, taking the state’s tally to 4,292 on Sunday, an official said. Eleven of the new cases were reported from the Aizawl district, four from Lawngtlai and two cases were detected in the Lunglei district, he said. Two Army personnel and two Border Security Force (BSF) jawans were among the newly-infected people. There are 98 active cases in the state at present, while 4,186 people have already recovered from the disease. Mizoram has reported eight COVID-19 fatalities till date. Altogether, 1,86,887 samples have been tested for COVID-19 in the state, including 789 on Saturday.

Dr N Somorendro alleged that while the state government is yet to implement the demand for pay structures recommended by the 7th Central Commission, UGC had notified its latest regulations having 7th Pay and qualifications for recruitment and promotion of the teachers in universities and colleges on July 18, 2018. He also alleged that even after the state cabinet approved, no necessary steps to adopt the latest revised pay structure were taken up on the part of the pertinent authority. An executive meeting of the FEGOCTA convened on Saturday (January 9) thoroughly discussed the non-implementation of their demands till date. The meeting unanimously resolved to resume suspended stirs of the teachers from the next day if the state government fails to issue the necessary orders by January 27, he added. “We will be compelled to resume our suspended agitations if the state government fails to fulfil their demands by January 27,” Dr Somorendro warned. “We have decided to suspend all online as well as offline classes, NAAC and other academic related activities along with differ-

ent forms of democratic protests from January 28,” he added. He then appealed to the state chief minister and education minister to address the demands of the teachers considering the academic careers of the students. He asserted that teachers were aware of brunt to be received by the students owing to the strike of the teachers, but the government’s apathy towards addressing their demands always compelled the teachers to launch strikes. “We have no intention of doing anything that affects students’ careers, but we are forced to launch the strike by the government,” he said. Mention may be made that on many occasions, college teachers had launched strikes including cease work strike only to be suspended after government assurances to address the demands. The last agitation launched by the teachers under FEGOCTA was suspended in August last year. FEGOCTA had suspended the stairs with a great hope and faith that the gover nment would implement the 7th Pay but apathy on the part of the government had shattered all, he added.

Enforcing road safety

T

aking cognisance of road mishaps along the National Highway 29 between Purana Bazar Dimapur to Chümoukedima, the Commissioner of Police(CP) has issued a notification restricting speed limits on the road at 40 Kms per hour for a period of one month from January 5,2021 to February 3,2021. Road mishaps along the particular stretch of the highway has claimed several lives even in the past, when the road was two-lane. The expansion of the highway to fourlane has yet to show doubling of road mishaps. The road stretch along the National Highway 29 especially from Purana Bazar to Chümoukedima has been the scene of many road mishaps. However, what has authorities worried, are road incidents which could increase if no speed limit is imposed. The still incomplete road construction hides many dangers for motorists. According to Traffic Police, a majority of road tragedies were due to rash and negligent driving under influence of alcohol. Dimapur heads the list where road fatalities has been high. Travelling at 40 km per hour in a wide and even road is no guarantee for safety. The Commissioner of Police, in an interview to this newspaper had admitted that implementing the speed limit was a tall order since the Traffic Police has no highway speed checking equipments to enforce speed limit. The main objective of this system is to develop a highway speed-checker device that detects rash driving on highways and alerts, traffic authorities if the speed checker finds any vehicle violating the set speed limits on highways. The system checks rash driving by calculating the speed of a vehicle by using the time taken to travel between the two set points placed on the road at a certain distance. Without it and trying to enforce speed limits is like physically sniffing breath of drivers instead of using a breathalyser to check levels of alcohol. There is also need to install CCTVs at some points along the NH 29. Also, owing to road buffers in between the lanes, there are no inter sections over long stretches, if a driver is to make a U-turn to get to the other side. This compels motorists to ply on the wrong lane and greatly increasing accident risks. With no speed checkers, CCTVs and inadequate traffic personnel, the risks can only increase. The other issue is over driving licences. Road safety is also dependent on the one behind the steering wheels. Driving licences should be issued only after the person undergoes some tests like driving ability, physical condition, reading and understanding traffic signals and regulations before obtaining a learner’s licence before a regular licence. Suspension of license of drivers guilty of causing accident due to rash and negligent driving must be strictly implemented. The names of such drivers whose licences have been suspended, should be uploaded in the police website and passed on to traffic police in all districts. Unless the rules are enforced, danger lies ahead for many and that is the main worry. Invariably, traffic offences are the main cause of road fatalities that needs to be recognised as a major threat on the lives of people. Unless this is tackled firmly,road mishaps could worsen in the days to come.

The only sign that a person is saved is that he has received something from Jesus Christ. Our job as workers for God is to open people’s eyes so that they may turn themselves from darkness to light. But that is not salvation; it is conversion— only the effort of an awakened human being. I do not think it is too broad a statement to say that the majority of so-called Christians are like this. Their eyes are open, but they have received nothing. Conversion is not regeneration. This is a neglected fact in our preaching today. When a person is born again, he knows that it is because he has received something as a gift from Almighty God and not because of his own decision. People may make vows and promises, and may be determined to follow through, but none of this is salvation. Salvation means that we are brought to the place where we are able to receive something from God on the authority of Jesus Christ, namely, forgiveness of sins. This is followed by God’s second mighty work of grace: “…an inheritance among those who are sanctified….” In sanctification, the one who has been born again deliberately gives up his right to himself to Jesus Christ, and identifies himself entirely with God’s ministry to others.

Brexit: Indian biz contours to change, Indian firms lose in UK

T

he exit of Britain from European Union – Brexit – is likely to impact India, businesses based in the UK, IT exports and possible market and currency volatility leading to inflationary pressure on Indian economy. Former Reserve Bank of India Gover nor Raghuram Rajan had said that “We are in the midst of an age of competitive devaluation and beggarthy-neighbor policy. When elephants fight, the grass suffers.” India has a concern. Britain is considered as a gateway to the EU for India, with it opting out, the advantage by India is lost. Therefore, there is a need to get border-free access. The Brexit issue is crucial as India’s GDP has a never before contraction since 1952 and Europe has been a major trade destination that has helped the country progress. The UK remains the largest source of foreign direct investment to India and the Brexit deal may have a significant ripple effect back in India. According to experts, while the Brexit paves way for a free trade

agreement (FTA) between New Delhi and London, it might take the sheen away from India's planned FTA with the EU. India had a lot of contentious issues while negotiating FTA with the EU. The FTAs have their problems too and there are experts who are not in favour of more FTAs. In the new situation a fresh FTA process, and that is cumbersome, may have to be started with the UK. However, now the UK could have a different view. Brexit may have an impact on the decisions of Indian companies to invest in the future. India’s IT sector exports 17 percent of its services, about $ 30 billion, to UK. The EU and UK together gives about $ 30 billion IT business to India There are 800 companies from the country employing 1.1 lakh persons, have set up bases there for easy access to the EU market. Their overheads and tax payment burdens now may increase. A NASSCOM report says, “ Indian IT industry is going to experience a negative influence in the short term due to Brexit.” The return of these companies is going to be affected

because of the depreciation of the pound. The deal announced on New Year eve means that about half of the $ 900 yearly EU-UK commerce will remain free of tariffs and quotas. However, goods moving between EU and UK will be subject to customs and other controls and additional paperwork. It would add to cost and expected to have other major disruptions. Even after Brexit, British companies will have to obey certain European laws if they want to maintain access to EU. Moreover, future autonomous British law Shivaji making will not be free from coordination with the EU in order to ensure market access. A relocation of banking and primary insurance business is possible and it could hurt Britain. Idea that India could have a better relationship with the US to make for losses is far-fetched because Trump may be on exit but Trumpism - protectionist approach - is likely to continue with new US President Joe Biden. There is another as-

pect. India is the third largest source of FDI to the UK in terms of numbers of projects. So far, India has been investing more in the UK than in the rest of Europe. The key sectors attracting Indian investment include healthcare, agritech, food, and drink. So the question is whether the UK would be able to ignore India. Or would India for a wider EU area would be focusing on moving out of Britain to have greater access to larger economies in the EU region. The pattern of the way India is doing business in the region can change. There is a perception Sarkar that the UK would have to strive harder in the postcovid19 market to maintain its strength. In other words, it can become a smaller economy and not as beneficial to India or rest of the world as it may be perceived now. There are many uncertainties and that include whether in the event of its economy not remaining so robust could keep itself politically relevant or not. These doubts and uncertainties dog the diplomatic community and the

businesses. It may be a longer wait and watch game. If doubts turn into even partial realities the global investment trend may change. India is cautiously watching it. Its prime investment – Tata groups Jaguar (accounting for Tatas’80 percent of revenue), Japanese Toyota and BMW put down their shutters from a few days to week in November, 2019 to study the ramifications of the new deal. The Tata motors losses have been mounting as Jaguar lost about $ 4.6 billion (Pound 3.6 billion) and sacking 4500 workers, it reported on January 30, 2020, that is pre-pandemic. In August, 2020 it reported JLR lost 413 million pounds till June due to covid19 as sales were down 70 percent. Tatas also lost Pound 371 million in the UK’s largest steelworks at Port Talbot. Lakshmi Mittal lost Pound 35 billion and became bankrupt with Pond 130 million debts in October 2020. Thus Indian-related businesses are in a tizzy in the UK pre and postcovid19. In 2019, 56 percent of the UK companies were upbeat about doing business in India, UK-India

Business Council has said. Post covid19 despite the enthusiasm most of these companies are not in a position to continue with their efforts for now. Interestingly, the UK is among the seven in 25 top countries with which India enjoys a trade surplus. If businesses shift from the UK to Europe, it could be a major loss to Britain. The UK would have to ensure that despite pressure the value of the pound is maintained. For now, though, markets remain cautious on the pound’s outlook, the currency has been gaining against the dollar. This means that Indian rupee gets devalued, import prices of goods would surge. Forex reserves have declined to $ 469 from $ 574 billion. It is likely to be strained further. Brexit is changing world scenario in many ways, more so as there is weak global growth and Eurozone heads for recession. India gradually would be changing its trade contours in the West and may reduce ties with the UK and increase with countries like Germany, France and other EU countries.

There are few days which are focussed for young people like national youth day and international youth day. In India, 12th January is observed as youth day. I am sure that few of us are engaged in different activities inside the campus like being part of the National Service Scheme or National Cadet Corps or Junior Red Cross or Scouts and Guides. Apart from being part of a different voluntary society we can also take up our career with young people. Are you passionate about helping young people to develop good character and life skills that will help them succeed in their life? Then, you may consider a career in youth development. Well, let us understand scopes and opportunities related to youth development in India and abroad. There are currently more than 1 billion young people between the ages of 10 and 24 in the world. This is the largest youth population ever. However, more than half of all children and adolescents aged 6-14 lack basic reading and maths skills, despite the fact that the majority of them are attending school. India is one of the youngest nations in the world and is expected to have a very favourable demographic profile in the near future. This is a great opportunity as well as a challenge for all of us. Transforming education is possible when young people take up their responsibility and they are not deprived of their rights. Apart from government, youth led organisations or organisations working for youth development may contribute positively for achieving targets of SDGs. Professionals working in youth development do activities like Research, create, teach, lead, and support programs aimed at improving the lives of young adults, provide a safe and positive environment in which classes or activities are held, teach classes and facilitate workshops, lead different activities, facilitate support groups, organize field trips and exposure programmes, etc . After the pandemic scopes have increased as many professionals have to be engaged in the post COVID 19 activities with students and youth to boost up their confidence level in different areas of the country. Job titles commonly held by youth development professionals are youth development specialist, youth development program coordinator, youth development professional, youth development counsellor, program manager, program coordinator, program director, youth director, outreach director, etc . One may study courses like Master of Social Work or Development Studies. There are courses like youth development in India and abroad. Rajiv Gandhi National Institute of Youth Development offers courses like M.A. Social Work (Youth and Community Development). Experienced persons may take up short term courses offered by specialised agencies on youth development. Career prospects are in different avenues like in government projects and departments like youth development; professional practice in NGOs and INGOs; scope for advanced studies in youth in India and abroad, teaching in the field of youth studies, training and consultancy services, scope for development and practice-orientated research, etc. Professionals may explore innovative practices/modules for addressing youth issues and to ensure social inclusion and justice and they may also establish organizations in the area of youth development. 12th January is observed as National Youth Day and this kind of event brings more opportunities for people working in the field of youth development. Though there are courses but there are individuals who have done remarkable work without much formal degree. Passion is must and important if anyone wants to work with young people. ellulose acetate-based cigarette filter is considered the world’s most littered form of plastic. With close to 4.5 trillion butts polluting the global environment, this form of litter accounts for close to 26,454 tonnes of waste generated annually in India. Though one of the neglected waste streams, Oceans Conservancy, an international advocacy group, categorized cigarette butts as second among the top three articles collected during beach clean-ups globally. Numerous studies document filters as becoming accumulated masses of potentially toxic waste, posing physical harm to land and marine life when ingested and potentially polluting groundwater near landfills not containing leachate. A recent study by the Indian Institute of Toxicology suggests that cigarette butts under ambient conditions showed only 37.8% degradation in two years, noting it may pollute long after disposal. The study also went on to suggest the “recycling of cellulose acetate after recovery from the cigarette butts” as one of the immediate solutions to the

problem until further data is generated. “Concerned” with the manner of disposal of cigarette/bidi butts in India, the National Green Tribunal (NGT) has directed the Central Pollution Control Board to lay down guidelines for the disposal of cigarette butts, in the interest of the environment, within three months. Falling under the category of post-consumer waste, cigarette litter could easily be categorized as a public nuisance, especially for those that have fewer resources to clean it. While ignorance has been a convenient veil, clean-up and disposal costs of such waste need to be borne by the polluter. Litter clean-up costs have risen steadily around major cities in the world, leading to action against this form of pollution. San Francisco estimated that clearing up tobacco waste costs $22 million annually, while the United Kingdom estimated the cost as close to 140 million pounds annually to clean up burnt cigarette butts. Recently, France ordered the tobacco industry to take voluntary action to help curb cigarette butts from

littering the streets and contaminating water, or face mandatory legislation. Further, the European Union issued a directive for reduction of impact of plastic products on environment by including cigarette butts under Extended Producers Responsibility (EPR) and proposing incentives to develop less-polluting alternatives. The Government of India recently proposed draft rules for EPR, which would make a manufacturer responsible for managing post-consumer plastic waste. There is definitely more than one reason for cigarette litter to be covered under the EPR scheme to make producers responsible and assign accountability. This would also be consistent with article 5.3 of the World Health Organization Framework Convention on Tobacco Control Treaty that India signed in 2004. This may also mean that the final user will end up paying marginally more for the product and indirectly supporting environmental clean-up. Last-mile collection may be the most challenging part of managing this

stream. India could take cue from countries such as Japan who have set up dedicated smoking zones in public/ private spaces so that butt waste can be collected and managed effectively from designated places. The Plastic Waste Management Rules 2016, combined with a slew of steps by states to curb single-use plastics, has definitely seen a political consensus in India. A steady increase in tobacco consumption is bound to exacerbate the litter associated with it. Voluntary product stewardship leading to EPR will certainly have a profound impact on increasing stakeholder awareness on this form of litter. The inclusion of cigarette butt litter under Plastic EPR will create more resources to deal with this form of waste. NGT, flagging off a pertinent issue, provides the government with a certain opportunity not only to improve its stand on cigarette butt litter but also allay concerns related to its waste management. Agri-reforms must focus on women farmers

he ongoing farm protests have raised a host of issues that affect the sector, beyond the laws which are being sought to be rolled back. One issue which deserves sharper focus is the largely unseen role of women in the farm sector. They are involved in mostly nonmechanized, labour-intensive farm work and much of its poorly paid, if at all. In India, according to a National Council of Applied Economic Research and University of Maryland study, women form at least 42% of the agricultural workforce though they own barely 2% of the cultivable land. This is because they are excluded from land rights in a largely patriarchal social milieu. Many women farmers are not even aware of the entitlements they can get from the government as farmers. Owing to their lack of collateral, they cannot access credit or navigate choppy bureaucratic waters to get support for the right inputs for their crops. There has to be gender-neutral institutional reform in agriculture for women to get their due. In most rural areas, men still dominate administrative processes which tend to work against women farmers. When a male farmer dies, the lack of access to land records, the aversion to take on powerful male family members, and the lack of awareness combine to exclude women from their right to land and livelihood. Women have been part of the agrarian crisis for a long time, though largely overlooked. Women farmers need access to all aspects of the sector from technical training and pricing to marketing and finances. This becomes all the more urgent

given the unacceptably high numbers of farm widows, left behind after their husbands have died by suicide. This leaves the woman to not only tend to the farm, if she is allowed to by moneylenders and predatory family members, but to also provide for her family with very little by way of resources. Since women’s work in agriculture is underreported, many are not even considered farmers so as to be entitled to the benefits that the State provides. The plight of tribal and Dalit women farmers is even more worrying. The pandemic has left women farmers even more economically vulnerable, and added the burden of caring for out-ofschool children and the sick and elderly. Covid-19 has also decreased remittances to women farmers left at home. With more migrants coming home, there is also greater demand on the land, putting the tenuous hold of women on land in greater jeopardy. But there can be several positive interventions to help women farmers

and the pandemic and its aftermath should be an opportunity to address the gender empowerment aspect of farming. Using the grassroots worker system, women can be provided inputs and encouraged to invest in the right tools to enhance productivity. They can be taught the value of nutritious crops for household consumption and sustainable and lucrative crops for sale. Mobile technology can be used to train women on appropriate agricultural practices as well as their rights and entitlements. They can also be encouraged to innovate in the form of farm-related businesses. Investing in women farmers helps in ensuring food security for their families and the community at a time when there is a crisis brought on by the pandemic. Loss, fear and bravery: Bhandara Civil Hospital fire

MUMBAI, JAN 10 ( AGENCIES): “I am broken. I do not know what to say, I do not know what I am saying right now...” Vishwanath Behere says looking distraught, hours after cremating his baby girl who was less than two months old and died in the state-run Sick Newborn Care Unit (SNCU) of Bhandara District General Hospital fire in the early hours of Saturday, 9 January. While the timely intervention and attempts made by security guards, ambulance drivers and the fire brigade saved the lives of seven babies, ten others died. One of them was Behere’s daughter. Charred beyond recognition, DNA tests confirmed their children died “I heard about my daughter’s news around 4:00 am when I was home. I asked them what was so urgent, they said they cannot tell me anything and that I must come to the government hospital immediately. I went there and saw that many people were there. I asked a couple of people at the site about what happened, they said that there was a fire in the ICU. I was shocked, “ he said. While Behere speaks to the media, sitting next to him on his chair is his wife, Geeta. When the camera pans towards her, she is visibly overwhelmed and unable, unwilling to speak. Behre moves his hand to his chest as he continues,

“I kept telling people that my daughter was in the ICU. Then I asked here and there and everywhere about my daughter. No one told me anything. After sometime, they told us at around 5:30 am that it was all over. We both feel helpless, she was my only daughter, she was my first child.” Behre said that he had to leave work for the last few months in order to take care of her, “Taking care of her for the last few months was priority, I left my work. My brain is not working right now. I had taken so many loans, how to pay it all back when there is no work anywhere.” ‘I want my baby back’ Vandana Mohan says she is not getting enough information about her seven-day-old baby who died. “My baby was born and brought here on 3 January. Her weight was less so we had to keep her here. She was improving since the last two days and had started drinking milk as well. It was all getting better for us. But when we came to know

about this incident, we ran to see her at the ICU. All the babies who were brought from outside have died. I am very scared right now.” Like Vandana, other parents have also brought this up. Heart-broken and helpless, they are wondering why is it that their children died but those who are from the area were saved. Yogita Dulse, who lost her one-day-old baby girl said, “They moved us out of our ward early in the morning while we were sleeping. We were being told that the children are fine and nothing had happened to them. It was only after the morning that we were told that our child was dead. They conducted a DNA test and confirmed the same. But why did children who came from outside die? How were the kids who are from here saved? Whoever is responsible for this, an investigation must be conducted but either way, we will not get our daughter back.” A n o t h e r m o t h e r, Sudeshni Dharmapalla, whose daughter was a only

twelve days old has been crying and demanding that she see her daughter’s body. “My delivery happened in a different hospital but we shifted her here because she was underweight. She was in the ICU while I was recovering in a room upstairs. I was told at around 2:00 am (9 January) of what had happened. They’re saying they will only give my daughter to me after the post-mortem is conducted, I want my baby back,” she said. How the lives of 7 babies were saved Of the seventeen babies, seven were saved due to the intervention of security guards, a hospital helper and two ambulance drivers,The Indian Express reported. The fire brigade put their life on the line and volunteered to go inside the ICU to save the babies. They went up the ladder and went through a window that the fire brigade team had broken. This is when they came across seven babies who were in an area of the hospital, where there was less smoke. “I picked three babies from the cot with all machines beeping, and handed them to the nurses who were waiting outside the door. They rushed down with the babies. Others also picked babies and handed them over. But there were a few babies in the other section, where there was a lot of smoke and fire. We could not go there,” Dahekar,

an ambulance driver who had jumped in to rescue the babies, told The Indian Express. The security guard, Gaurav Repade, said he was near the hospital when he got the alert. He had entered the hospital from the same broken window and saw the fire in the ward, realising that he needed help, he went back to get more people. However when he returned, the entire ward was engulfed in flames. “We tried hard to enter the section where 10 babies were kept separately. But it was impossible for us to breathe. Most of the babies… died because of suffocation,” Repade said. With regard to the lives of the seven babies, District Civil Surgeon Dr Pramod Khandate said they were stable for now and had been kept in a different ward. Chief Minister Uddhav Thackeray will be meeting the parents of the children who died. A report by The Indian Express stated that the Sick Neonatal Care Unit had been cleared without a fire audit and that a proposal to install a new fire system had been pending for seven months. While no arrests yet, the CM and Maharashtra’s home minister has ordered a probe into the incident. “The government has ordered a high-level investigation into the incident. Those found responsible for negligence will be strictly punished,” he told media persons.

Farmers vandalise ‘kisan mahapanchayat’ event

KARNAL (HAR), JAN 10 (PTI): Protesting farmers on Sunday vandalised the venue of a ‘kisan mahapanchayat’ programme at Kaimla village here where Haryana Chief Minister Manohar Lal Khattar was to address people to highlight the “benefits” of the Centre’s three agriculture laws. The Haryana Police used water cannons and lobbed teargas shells to prevent the farmers from marching towards the village. The farmers, however, reached the venue and damaged the makeshift helipad where Khattar’s chopper was to land despite elaborate security arrangements made by the police. They later took control of the helipad and squatted on it. Some protesters also uprooted the tiles of the helipad. The farmers disrupted the ‘kisan mahapanchayat’ prog ramme by damaging the stage and breaking chairs, tables and flower pots at the venue. In the melee, stones were also pelted as police personnel ran for cover. Angry farmers, mainly comprising youths, damaged the stage, tent and speakers at the venue. They also tore BJP hoardings and uprooted banners in the presence of policemen.

Police had made elaborate security arrangements for the chief minister’s visit to the village where he was to speak to people to highlight the “benefits” of the new farm laws. Director General of

Police (Crime) Muhammad Akil was also present at the spot. The protesting farmers earlier carried black flags and shouted slogans against the BJP-led government as they attempted to march towards Kaimla village. Police had put up barricades at the entry points of the village to prevent the protesters from reaching the programme venue. However, the farmers crossed the barricade put up at Gharaunda on the Kaimla road. The police had also parked several trucks carrying sand at one of the roads to prevent the farmers from entering Kaimla village. Karnal Superintendent of Police Ganga Ram Punia also tried to pacify the agitators, but in vain. “All the farmers are here to whom the CM ‘sa-

hib’ intends to explain the farm laws. We will not allow the government to hold this programme,” a protestor said. The farmers lambasted the Khattar-led dispensation in the state, saying it was holding a programme on the central farm laws at this point of time when farmers across the country have been protesting against the same. “The government is trying to rub salt into our wounds with this ‘kisan mahapanchayat’ programme,” another protester added. Some local villagers and BJP workers also had a face-off with the protesters after the latter reached the venue. The policemen, who tried to pacify the agitating farmers, had also used mild cane charge to disperse them. Reacting to the incident, Leader of Opposition Bhupinder Singh Hooda said the government should avoid confrontation with the protesting farmers. “Farmers have certain apprehensions over the new farm Acts, the government should rather repeal these Acts as desired by the peasantry and avoid confrontation with them by holding functions like the mahapanchayat,” he said. The former CM reiter-

ated his demand of convening an emergent session of the state assembly. “This government has lost the faith of its legislators and people. The Congress wants to bring a no confidence motion against the Khattar government,” he said. Har yana Cong ress chief Kumari Selja said the mahapanchayat convened by Khattar did not get support from the people. “The government had lost trust of the people,” she said. AICC general secretary Randeep singh Surjewala said the proposed mahapanchayat was a “government sponsored” event which has been shown “its true picture” by the protesters. Meanwhile, a purported video of Haryana BKU chief Gurnam Singh Charuni making an appeal to end the arrogance of the CM by not allowing him to address the mahapanchayat circulated on social media. Notably, on January 6, the BKU (Charuni) had threatened that they would oppose the ‘kisan mahapanchayat’ programme. Besides addressing the programme, the Haryana CM was also supposed to announce development works worth Rs 47 crore for Karnal.

Bird flu: Authorities on alert in UP; Kanpur zoo closed for public LUCKNOW, JAN 10 (PTI): Amid an avian influenza scare in various states, officials in Uttar Pradesh have sounded a bird-flu alert, with the Kanpur Zoological Park being closed for the public till further orders and the Nawab Wajid Ali Shah Zoological Garden in Lucknow opting for preventive measures. The Kanpur Zoological Park has been closed for visitors till further orders, after the samples taken from two dead birds found there tested positive for the avian influenza virus, an official said on Sunday. kilometre radius of the zoo has been declared an infected zone and culling of birds has begun there, Additional District Magistrate (City) of Kanpur Atul Kumar said. “Four fowls and two parrots were found dead in the zoo in the last five days and the samples of two have tested positive (for bird flu),” he said. Kumar said the samples of the dead birds were sent to the animal disease laboratory in Bhopal, which confirmed the presence of the H-5 strain of bird flu in those. “The zoo has been closed for visitors and morning walkers. The hospital

A 10-kilometre area around the zoo has been cordoned off and declared a containment zone for an indefinite period by authorities and the shops selling chicken and eggs there have been asked to down shutters, an official said. “We have imposed an indefinite ban on the transportation and entry of poultry products, including live birds and unprocessed poultry meat, in the district as a precautionary measure,” District Magistrate Alok Tiwari said.

Sharma Oli on Sunday said they will retrieve the Nepali territories of Kalapani, Limpiyadhura and Lipulekh which have long been “occupied” by India. Addressing the National Assembly, he said that one of the prime items on the agenda of Foreign Minister Pradeep Gyawali on his India visit is the boundary dispute. Gyawali is visiting India on January 14 at the invitation of his Indian counterpart, S. Jaishankar to participate in the sixth Nepal-India Joint Commission meeting at the Foreign Minister level. After not getting enough support from his Nepal Communist Party, he dissolved the House of Representatives on December 20 and recommended snap polls be held on April 30 and May 10. But his decision to dissolve the house and hold fresh polls has been challenged in the Supreme Court and the hearing is going on. Oli’s decision to dissolve the house has sharply divided opinions inside Nepal and his own party, Nepal Communist Party is on the verge of split. A case is pending at the Elections Commission.

H e av y d ow n p o u r s triggered the landslides at Cihanjuan village of Sumedang district at about 4 p.m. on Saturday, burying eight people, head of Emergency Unit of Provincial Disaster Management Agency (BPBD) Budi Budiman told Xinhua. “When search and rescue operation for the victims was underway, suddenly other landslides occurred and buried several rescuers,” he said. Additional landslides occurred later at 7,30 p.m., and among those buried by mud and rocks were the head of the emergency unit of the BPBD in the district and military commander in Cimanggung sub-district, Budiman said. “This is because the condition of the soils on the scene is unstable,” he added.

Pak faces massive power outage ISLAMABAD, JAN 10 (PTI): Several cities and towns across Pakistan plunged into darkness overnight following a major technical fault in the country’s power generation and distribution system, the energy minister said on Sunday. The power outage was reported shortly before midnight almost simultaneously in many cities. Residents of Karachi, Rawalpindi, Lahore, Islamabad, Multan and others faced the blackout. Pakistan Energy Minister Omar Ayub Khan, along with Information Minister Shibli Faraz, told reporters that the power supply snapped at 11:41 pm on Saturday after a technical fault at Guddu power plant in Sindh province. “It had what we call a ‘cascading effect’ and shut down the power system, choking about 10,320 megawatt of electricity,” he said, adding that it was the precise amount of energy needed for the entire country during the winter nights. WASHINGTON, JAN 10 (PTI): The US has lifted the “self-imposed restrictions” on contacts between American and Taiwanese diplomats and officials, Secretary of State Mike Pompeo has announced, ending a longstanding policy to “appease” China. The move on Taiwan is likely to anger China and increase tensions between Washington and Beijing as the Trump administration enters its final days ahead of the inauguration of Joe Biden as president on January 20. China regards Taiwan as a breakaway province that must be reunified with the mainland, even by force. But Taiwan’s leaders assert that it is a sovereign state. In a statement on Saturday, Pompeo said, “for several decades the State Department has created complex internal restrictions to regulate our diplomats, service members, and other officials’ interactions with their Taiwanese counterparts.” The US has maintained close ties with Taiwan since it split from mainland China in 1949 after the end of a civil war. B u t u n t i l r e c e n t ly Washington has avoided major displays of friendship so as to not antagonise Beijing, which continues to view the self-governing democracy of around 24 million people as an inseparable part of its territory. Referring to Taiwan as a “reliable” and “unofficial” partner, Pompeo, a staunch critic of China, added that the US executive branch agencies should consider “contact guidelines” regarding relations with Taiwan previously issued by the State Department to be “null and void.”
