KOHIMA/DIMAPUR, JAN 17 (NPN): Against the backdrop of repeated appeals and caution by various tribe organisations opposed to holding elections to Urban Local Bodies (ULBs) till the government addressed their concerns over clauses in the Nagaland Municipal Act including 33% women reservation, even after amendment in 2016; at least three houses and some vehicles of candidates in Phek town were damaged as some youths allegedly began targeting those who refused withdraw their nominations and in Dimapur, the , the Joint Coordination Committee(JCC)

AYO warns excommunicated candidates DIMAPUR, JAN 17 (NPN): Angami Youth Organisation (AYO) has issued a stern warning to intending candidates who have been excommunicated by their community and relocated to Angami areas in Dimapur and Kohima, to immediately relocate or face action. In a press note, AYO president Neinguvotuo Krose and general secretary Kekhrie Pfukha asserted that AYO would “not allow such negative characters who have refused to listen to the voice of their community and the Nagas in general to come and pollute our land, our community and the people residing in our land”. In this regard, the Youth Organisationwarned that it would take its own course of action to any extremity if such candidates do not relocate immediately.

JCC appeal

Joint Coordination Committee (JCC) comprising of Ao, Lotha, Sumi, Chakhro Angami and Chakesang tribes resolved to ask the state government to postpone elections to the ULBs scheduled for February 1,2017 and to respond at the earliest or else it would convene a public rally and followed by an indefinite bandh as a course of action. The resolutions, came after three-hour long meeting at the last date for withdrawal of nominations held at Lotha Hoho Ki which were adopted by raising of hands. Naga Council Dimapur has also endorsed the resolution of JCC. Out of the 60 candidates, who filed nominations in Dimapur district, 41 candidates- 13

BJP, 16 Independents, four Congress and NPF attended the meeting. The candidates had maintained they would withdraw only if NPF candidates withdrew their nomination first. Earlier, half of the candidates left the venue, when the meeting resumed after 10 minutes break. Even as the meeting progress, the candidates remained firm to their demanded that they would only withdraw if there is a mass withdrawal. On the other hand, JCC insisted that the candidates should listen to the voice of their respective apex bodies to withdraw their nomination paper to avoid ex-communication. JCC member also questioned the candidates, whether it was good to be elected for five years or face ex-communication from the Naga soil?

Addressing media persons at Congress Bhavan Dimapur, Chishi said that the decision was taken to respect the will of the people. “We must live with the people so importance must be given people. And we cannot bypass the wishes of the people”, he added. Earlier on January 12, at the general meeting at Kohima, the Nagaland Pradesh Congress Committee (NPCC) had passed a resolution urging State government to defer the election to Urban Local Bodies (ULBs). According to Chishi, the decision was taken in response to the demand of various tribal hohos, Naga Hoho, Eastern Nagaland Peoples’ Organisation (ENPO) and civil societies. He said candidates also expressed their willingness to uphold party’s interest and the people in general by withdrawing their nomination papers. Chishi also warned that if election was held ignoring people’s voice, there will be huge misunderstanding in the minds of the people. He said Nagas needed a government that listened to people’s voice.

ULB polls a constitutional obligation: Zeliang DIMAPUR, JAN 17 (NPN): Nagaland chief minister, T.R. Zeliang on Tuesday reiterated that holding elections to the Urban Local Bodies in Nagaland, with 33% women reservation, was a Constitutional obligation which the state government could not escape because reservation was Constitutional provision as provided by Art. 243T of the Constitution of India and not an Act of Parliament. According to CMO media cell, Zeliang said this while addressing NPF candidates of nine Town Councils-- Shamator, Meluri, Phek, Aboi, Naginimora, Longkhim/Chare, Noklak, Pungro and Kiphire, at the party’s head office in Kohima on Tuesday. He said those candidates who had filed their nominations, have not done anything wrong but were following the laws provided and required by the Constitution of India as well as adhering to the principles and ideologies of party.

As legislators have sworn allegiance to the Constitution of India, so also, as NPF members “our allegiance should be to the party we belong to and not any organization,” Zeliang said . He also lamented that the Constitutional obligation to be performed by the state government had been misunderstood, misinterpreted and even politicized in certain cases. If objections were raised before the provision of the Constitution was incorporated in 1993, he said Nagaland may have been exempted from reservation for women in ULBs. “But now, it is too late since Article 243 T is already a Constitutional provision which we cannot do away with,” he said. Clarifying on the misconception that the state Assembly could do away with all laws and rules of the Central government if Nagas do not want them, Zeliang said: “Article 371 A clearly says that

‘not withstanding anything in the Constitution, no Act of the Parliament in respect of ‘four points’ shall apply to the State of Nagaland unless the Legislative Assembly of Nagaland by a resolution so decides”. He said there was a need to differentiate between Acts of Parliament and Constitutional provisions. To this, he said Article 243 T, which cites reservation for women in ULBs, was not an Act of the Parliament which Nagaland Legislative Assembly can decide whether or not to adopt. “As long as we are part of the Union of India, the Constitution of India will be binding on us and we cannot deny this fact. And debating over an Article of the Constitution of India whether we should apply it or not is a futile exercise,” he added. In this regard, he said the September 22, 2012 Assembly resolution was questioned by legal luminaries on the

grounds that only the Parliament was competent to exempt any State from the purview of any part of the Constitution of India. He claimed that the assembly (four years later) withdrew that resolution in 2016 to rectify the “legal anomaly.” He said not fulfilling obligation as per Article 243T would also not go well either for the State Government or the people of the State. Zeliang also appealed to all legislators and candidates present at the meeting to reach out to various tribal/social organizations and to urge them to let the elections be held peacefully. ULB poll: 69 back out on last day Correspondent

Lotha public resolve to boycott civic body polls DIMAPUR, JAN 17 (NPN): Lotha Hoho at the emergency meeting with the general public of Wokha town, surrounding villages and all Lotha frontal organizations on Tuesday, resolved to boycott the ensuing Urban Local Bodies (ULBs) election 2017. A statement from Hoho president Mhao Humtsoe and general secretary Mhondamo Ovung, stated that the leaders of various organisations and general public, including many candidates in unison agreed to support the decision of the Naga organisations and to safeguard the provisions of Article 371A, for betterment of the Naga future generation. Further, the house unanimously decided and adopted the following resolutions: To hold meeting of all colonies in Wokha, and Bhandari town on January 20 at 11 a.m. at LTC hall, Wokha. Each house hold in Wokha town would be represented by a member while colony leaders with

atleast five members from each colony would represent Bhandari town at the meeting. It was also decided that the resolutions adopted in the meeting would be presented to each colony, where they will have to meet the next day, January 21 for follow up action of the resolutions. Further, Lotha Hoho has also called for a general public meeting on January 28, at 11 a.m. at public ground, Wokha. In this regard, the hoho has appeaeld top all village councils under Wokha district to be present with at least ten members each. At the meeting, the resolutions of January 20 would be presented for implementation. Meanwhile, village councils have been requested to contribute funds for supporting the Joint Action Committee and volunteers for the execution of the action plan. Kohima Lotha Hoho and Dimapur Lotha Hoho have been directed to attend the meeting positively.

DIMAPUR, JAN 17 (NPN): Calling upon the people of Nagaland to use the fuel efficiently, the Nagaland chief minister, TR Zeliang, has suggested the people to adopt certain better practices in their way of lives by inculcating various habits such as walking, cycling, sharing vehicle, use of public transport and avoiding using of motor vehicles unnecessarily. In his message on the month-long campaign on Oil Conservation, being organised throughout the country by the Petroleum Conservation Research Association under the aegis of the Ministry of Petroleum & Natural Gas, along with Public Sector Oil and Gas companies to create awareness on the need to conserve oil and natural gas, the chief minister said the demand for petroleum products throughout the country was still growing

though measures were being adopted to increase usage of new and renewable energy resources.He pointed out that India has a huge deficit in crude oil production as the country import nearly 80% of its crude oil requirement at a whooping cost to the nation’s exchequer. “Our country’s import bill is high and always dependent on the rate of global crude oil prices, and it has become imperative for the country to devise ways and means of reducing dependence on imported energy,” Zeliang said. The chief minister, however, expressed happiness at the various plans and strategies formulated by the Government of India to enhance availability of proprietary oil and gas both from within and outside the country. He mentioned that Entanol Blended Petrol and Jathropa based Bio-Diesel were being promoted to

have an impact on consumption of fossil fuels. Zeliang said that alongside those initiatives, which he said were yielding substantial benefits, the energy consumption efforts needed to be initiated to make the whole country energy efficient. Meanwhile, the chief minister congratulated the entire oil industry for organising the conservative awareness month and wished them all the very best in their endeavours. On January 16, 2017, the Minister of State for Petroleum & Natural Gas, Dharmendra Pradhan inaugurated the month long awareness drive on fuel conservation Saksham 2017 in New Delhi. Saksham - 2017 is aimed to create awareness amongst masses towards judicious utilization and conservation of petroleum products along with use of energy efficient appliances and switching to cleaner fuels.

PANAJI, JAN 17 (IANS): In what could be construed as a dig at the Naga penchant for dog-meat, Defence Minister Manohar Parrikar on Monday said during SC Jamir’s term as Goa Governor, there was not a single stray dog on the Panaji streets. Parrikar also called Jamir, a veteran Congress leader from Nagaland, a “mercenary” who was appointed as Goa governor to bring down the BJP-led coalition government in 2005, which at the time was led by him. “Jamir came from Nagaland and was given the target of dismantling the government. The only advantage we got as a result of this was not a single stray dog in Panaji,” Parrikar told a poll meet in South Goa’s Canacona Legislative As-

ZBN clarifies

D I M A P U R , JA N 1 7 (NPN): Zeliangrong Baudi Nagaland (ZBN) has expressed surprise over the statement made by organizations, questioning the eligibility of Ms. Aphian Pamei, DMC ward 18 candidate. In a press note, Zeliangrong Baudi Nagaland president Rangsam N Hau and Meijiang Gonmei clarified that “Aphian Pamei is a Zeliangrong citizen and active member of ZBN residing in Zeliangrong village, Dimapur.” Questioning her eligibility to contest the election and individualizing her by JCC, CNTC and NCD, seems to be too rude towards Zeliangrong representative living in Dimapur, ZBN stated. If there has been any differences/grudge against her, ZBN said such matter could be resolved without dragging the issue to public domain. K Y M C
