DIMAPUR, JAN 18 (NPN): Union Home Minister Rajnath Singh has appealed to the state chief minister, TR Zeliang, to talk to the Naga leaders in Manipur to solve the matter amicably and at the earliest. According to media cell CMO, the Union Home Minister called state chief minister to New Delhi on Wednesday and held a meeting, which was also attended by Manipur chief minister, O Ibobi Singh, and Manipur deputy chief minister, Gaikhangam. At the meeting, CMO said Rajnath made an earnest appeal to Zeliang to try to convince the Naga leaders in Manipur to call of their blockade and come to some sort of understanding with the Manipur government. To which, CMO said the chief minister reiterated the demand of the UNC that the proposed tripartite meeting of the UNC, the Manipur government and the Centre should either be held at Senapati, or New Delhi. Zeliang also conveyed the sentiments of the Naga people of Manipur to the Union Home Minister who
NBCC plea to tribal, political leaders on ULB DIMAPUR, JAN 18 (NPN): As the current imbroglio over the process of holding election to Urban Local Bodies (ULBs) turned ugly with incident of violence reported and various tribal bodies announcing to hold protests, the Nagaland Baptist Church Council (NBCC) has appealed to all the leaders to come together in humility to the negotiating table to resolve the differences instead of becoming “stubborn and vindictive”. While expressing anguish on the issue, NBCC appealed to the tribal and political leaders to show their maturity and resolve the conflict for the common good. NBCC further, said that leaders whether in political or organization, were not perfect and that there might be lack of trust and confidence and political vision from their part that could have spiralled uncontrollable degree of anger and frustration among the citizens. At such time, NBCC appealed to all the leaders to exercise the God’s given wisdom. Cautioning that the present conflict might create division in the society, the NBCC in the name of Christ called upon all responsible leaders to find an amicable solution.

Kohima, JAN 18 (NPN): While safety of women is a national concern with the average crime rate for 2015 being a staggering 56.3%, Nagaland with only 6% average crime rate recorded during the same period, makes it the safest state in India. This was informed during the Nagaland Advocacy meeting working towards ensuring Nagaland state diversity policy and a gender just society, convened by control arms foundation of India and Manipur women gun survivors network in collaboration with English department, Nagaland University, today at Hotel Japfu. Speaking at the seminar, retired chief secretary Nagaland Alemtemshi Jamir opined that the low rate of crime against women in Nagaland could be due to unreported crimes but has-
tened to add that women in Nagaland were respected. On the ongoing tussle over 33% women reservation, he maintained it was not a fight between men and women but about certain issues and also not about discrimination. Further, he said the issue of Naga customs and traditions needed to be clearly defined since it was vital against apprehensions of being swamped by a larger society. Alemtemshi also said Naga women were free to participate in elections as nobody prevented them. He said the issue was however about free and fair election where force and money power discouraged women from entering election. He said women need to look beyond livelihood and income for total empowerment. Alemtemshi felt that women should also aim to become industrialists and have wealth to enter politics.

Staff Reporter DIMAPUR, JAN 18 (NPN): In a no-holds barred attack, the BJP has taken another swipe at its major ally, the NPF when former minister in the DAN government , Kheto Sema labelled NPF as a “Non-Performing Front or Non-Progressive Front”. He was speaking at the launching of the BJP election campaign for Dimapur Municipal Council. He accused NPF government of not performing its duties, saying it had made no progress in any developmental activities. “Under NPF rule, the roads have become deplorable, no health care facilities, no payment of salaries to government employees, etc.,” he said. Kheto also recalled, how the previous BJP-led NDA government had rescued the State from financial deficit. In this regard, he urged the people to extend support to BJP, which believed in action. The BJP had also submitted a memorandum to the Governor
with serious allegations of corruption against its DAN alliance partner the NPF and submitted the list of complaints to the BJP central leaders. The strained relationship between the two long-time alliance partners means that there exists a general consensus within BJP that NPF has been taking it for granted on many issues. BJP members were also reportedly divided over continuing with the alliance in view of not being informed even on the issue of dropping BJP parliamentary secretary.

ZKPO concerned over epidemic outbreak
DIMAPUR, JAN 18 (NPN): Zeliang Kuki Public Organisation (ZKPO) has expressed serious concern over what it claimed as “outbreak of animal epidemic” in Kabai-Khelma area. In a press note, ZKPO president Lamjasei Singson and general secretary Mangpao Zeliang said more than 30 cows and buffaloes had died within two weeks. ZKPO said with growing number of deceased animals, people were facing immense hardship even to bury the dead animals since they had to hire excavators. Even after burying the dead, ZKPO said people were apprehensive about the decomposed animals causing health hazards. D I M A P U R , JA N 1 8 (NPN): Troops of 35 Assam Rifles (AR) on Wednesday apprehended 13 NSCN (I-M) cadres along Mon-Tizit road while they were travelling in two Maruti gypsies, PRO IGAR (N) informed through a press communi-
qué. An operation was carried out after receiving specific inputs of movement of cadres along Mon-Tizit road, PRO said. During the operation 13 NSCN (I-M) cadres were apprehended along with four AK-56 rifles, two HK-32 rifles, one MA-MK

DIMAPUR: Deputy Commissioner Dimapur, Kesonyu Yhome presided a meeting of Model Code of Conduct (MCC) Committee members of Dimapur district on Wednesday at the Conference Hall of DC Dimapur. According to DIPR report, Yhome reminded that the main purpose of MCC Committee was to oversee whether Code of Conduct was being followed by the various political parties in order to ensure smooth, free and fair elections. He expressed gratitude to the GBs, representatives of various political parties and Model Code of Conduct Committee members for extending their cooperation thus far and reminded that “The real challenge will start now and you have to stick to the MCC.” Referring to the discussions of the State Level MCC Committee, Yhome urged the representatives of political parties to convey the message to the intending candidates. The DC reminded that no feasting should take place and no youth camps can be set up except for the party office. No government vehicles are allowed to be used for
campaigning purposes. Yhome said the candidates should be informed that they should not indulge in corrupt practices including bribery; undue influence, systematic appeal by the candidate or agents to vote or not to cast votes. He said information should be to be given to the district administration prior to processions streets, meetings in public places where such situation may affect normal movement and traffic congestion. The DC further reminded that campaigns have to stop 48 hours before the schedule time for election. In the meeting, ADC Dimapur Elizabeth Ngully also the RO Dimapur informed for submission of list of bogus/absentees/ death voters at the earliest so that the same could be marked in the electoral roll. She also informed that voters list would be distributed on January 23. Further she informed that polling agents can come and attend the training on 20th January to be held at Dimapur Government College in order to familiarise themselves and avoid confusions on the polling day.

DIMAPUR: Minister of Roads and Bridges, PWD Y.Vikheho Swu on Wednesday inaugurated the road connecting Khetoyi-Yingphire at Tsutha river bank. Unveiling the inaugural stone, Vikheho said that, previously north east states including Nagaland was under special category in allocation of funds for development. However, with the arrival of the new government in the centre, special category have been stopped, stated a DIPR report. He added that the central government has introduced a new system called NITI Ayog (National institute for transforming India) to promote all the states in the country in the same category. This programme, Vikheho said was being implemented under Swachh Bharat and skilled India scheme. The minister said that the earlier slogan of ‘Look East Policy’ has been transformed with the programme ‘Act East Policy’, where road connectivity, air, institutional, digital and people to people connectivity to South East Asian country would be made possible. Azo also expressed regret that the incident, which he said could have been avoided, had brought shame and disgrace. DIMAPUR: Deputy Commissioner (DC) Dimapur has informed all the polling officials appointed for the forthcoming Urban Local Bodies (ULB) election that second round of training will be held on January 20 at 11 a.m. for presiding officers & polling officials and 1.30 p.m. for 2nd & 3rd polling officials at Dimapur government college. Further, the DC has informed that the third phase of training has been tentatively scheduled to be held on January 28 and that any changes will be intimated later. MOKOKCHUNG, JAN 18 (NPN): Advisor Urban Development, S.I. Jamir on Wednesday has urged upon the student community to fight against all kinds of corruption for a progressive society. Ja m i r, a f o r m e r president of Ao Students Conference (AKM), was speaking at the inaugural programme of 67th AKM three-day triennial conference held under the theme “Resolute Affirmation” at Changtongya village. Highlighting the need for a corruption free society, S.I. Jamir said students
should fight tooth and nail in eradicating corruption and election malpractices that exist in Nagaland. Asserting that Ao Students Union was founded by forefathers in the most trying times, under British India administration, Jamir said the present generation should remember the pioneers with due honour and respect. He was also hopeful that the present generation would keep their legacies alive by following principles and virtues of AKM. While delivering a short speech, deputy commissioner, Mokokchung, Sushil Kumar Patel, IAS,
lauded the noble initiatives of AKM in uplifting the all-round welfare of the students and society in general. Welcome address was delivered by village council chairman, Imnakumzuk and introduction by AKM information & publicity secretary, Imlinungba Longkumer while the word of God was delivered by CBC Pastor, Rev. I Wati Jamir. The opening act was enacted by the students union of Changtongya, and special songs were presented by conference choir and Ao Students Union (AKT), Dimapur.

Convenor of ACAUT Joel Nillo Kath, a panelist on the topic, stressed on the need and importance of performing one’s fundamental duties besides knowing the fundamental rights and urged upon young people to lead by examples. Based on the topic, she posed a question on whether the “Constitution in true terms expresses the will of the people or just a tool in the hands of some hungry politicians.” She encouraged students to study Constitution in their syllabus not merely for the sake of qualification but for its effective and appropriate usage. The Jagrik Campaign is an initiative of Community – The Youth Col-
lective Delhi and its forum members, Samvidhan LIVE. The Jagrik Project is a journey to engage young Jagriks between the ages of 16-30 years in different parts of the country to experience the Constitution. Agartala, Jan 18 (PTI): The Congress today alleged that no CBI team has conducted inquiries against chit fund companies in Tripura due to a “clandestine nexus” between Chief Minister Manik Sarkar and Prime Minister Narendra Modi. “Why no person was arrested in Tripura by the CBI though the Rose valley group cheated people of the state and collected money by giving false assurances to people? This is all due to a clandestine nexus between Manik Sarkar and Narendra Modi,” Congress leader Deepa Das Munshi said here on Wednesday. The opposition Congress in Tripura has demanded an inquiry by an independent agency because CBI did not take any action despite Rose Valley group making big scams in the state, she said
at a rally here. Deepa Das Munshi alleged that Communist Party of India (Marxist) was showing two faces, one inside the Parliament and the other outside of it. “Communist Party of India (Marxist) members in Parliament opposed demonetisation, but the party did not organise any effective movement in the state,” Deepa Das Munshi said adding that only a few programmes were organised in the state to show the people that they oppose demonetisation. “Actually these are nothing but eye wash,” she alleged. The Congress leader said the newly-formed Trinamool Congress unit in Tripura has no future and Congress would oust CPI(M) from power by organising people’s movements.
18 (PTI) :A wanted NDFB(Songbijit) ultra was apprehended by a joint team of the Army and Assam Police from Daiphang Gaon area near Udalguri in lower Assam, a defence spokesman today said. Based on specific intelligence input, the joint team of Red Horns Division and police from Udalguri launched an operation at Daiphang Gaon late last evening. On being challenged, the extremist of the anti-talk NDFB faction tried to flee into the nearby jungle but was apprehended. He was found to be in possession of one AK series assault rifle with one magazine and ten live rounds, he said. During investigation it was found that the apprehended cadre is Pushpo Basumatary alias B Fighter, an active and most wanted terrorist from Kokrajhar, the spokesman added.

Diphu January 18: The United Christian Forum (UCF) has expressed concern over a talk show aired by an Assamese channel on December 7, last, in which one Ranjit alleged that the churches have hired non-state actors, especially IK Songbijit, to create violence in the region. In a memorandum to Karbi Anglong DC Adil Khan here on Tuesday, UCF said that the accusations were made to paint the Christian community as collaborators and sympathizers of a wanted terrorist ( Songbijit). who had massacred more than 100 people in three districts of BTAD on December 23, 2014.“ It is nothing but an attempt to marginalize the tribal people of Karbi Anglong and ultimately drive them out from the hill district like what they have done in Tripura”, UCF said in the memorandum. However the memo did not mention who drove out whom. UCF also alleged that certain organization was working to destabilize the tribal region and forcing into conflict.

AGP, with 14 MLAs, has two ministers and BPF, with 12 legislators, has the same number of representatives in the cabinet. Shillong, Jan 17 (npn): Congress legislators and workers in Meghalaya on Wednesday stormed the Reserve Bank of India (RBI) office in protest against the demonetization of high-value currency notes. However, the Congress’ nationwide protest in this mountainous state capital of Meghalaya was obstructed by two civil society groups – Civil Society Women’s Organisation and Thma U Rangli – who also staged a protest near the RBI accusing the ruling BJP and the Congress as equally corrupt. Former Assam Cong ress minister Rockybul Hussain and former Arunachal Pradesh MP Takam Sanjoy led the protest in the presence of Meghalaya cabinet ministers – Mazel Ampareen Lyngdoh, Ronnie V Lyngdoh and Sniawbhalang Dhar besides a host of Congress leaders. “The Congress and
BJP are indulging in thievery. Both these parties are two sides of the same corrupt coin,” CSWO president, Agnes Kharshiing said as Congress protestors were shouting anti-Modi slogans outside the RBI premises. New Delhi, Jan 18 (IANS): The Supreme Court will on February 3 hear a plea by liquor retailers in Assam for modification of an apex court order last year that banned the sale of liquor within 500 metres on either side of the national and state highways across the country. A bench of Chief Justice Jagdish Singh Khehar and Justice D.Y. Chandrachud agreed to hear the plea by the petitioner -- All Assam IMFL Retailers Association -- which said that the definition of state highway was so wide that the enforcement of the December 15 Supreme Court order would adversely affect liquor trade in the state. In its December 15 order, the Supreme Court had also said that no liquor vend should be visible from the highways, while directing the state governments not to grant fresh licences for the sale of liquor along national and state highways in their respective jurisdictions. The petitioner’s counsel Subodh Pathak told the bench that the definition of state highway was

Panneerselvam is slated to meet Prime Minister Narendra Modi on 19 January to discuss the current situation in the state. The bull-taming sport which is held as a part of Pongal festivities was banned by the Supreme Court in May 2014 citing animal welfare issues. Ever since the ban order, people have been demanding the government to take steps to allow the conduct of the sport. The support for the protesters is growing with the students of SRM University in Chennai announc-
ing to demonstrate outside their institution. Lawyers in Namakkal district have announced boycott of courts. Despite police disconnecting the power supply at Marina Beach, the protest continued with mobile phone lights in the night. by saluting them. “Law was not created to rob people off their tradition and rights but to protect it. Jallikattu is every Tamilian’s identity. Those who are protesting against the ban on Jallikattu are united by the feeling that they are Tamilians but not out of compulsion or political pressure. I bow down to each and everyone of them,” Vijay said in a video message. “I’d be really happy if those arrested are released immediately,” he said. Actor Suriya, in between his promotional tour for upcoming Tamil action “C3”, lashed out at animal rights advocacy group PETA, which is aggressively campaigning against Jallikattu. Actor G. V. Prakash, singer-lyricist Arunraja Kamaraj and filmmaker Karthik Subbaraj joined supporters on ground on Tuesday. While Prakash and Arunraja are observing silent protest at Marina beach here, Karthik is leading the crowd in Madurai. Actor Kamal Hassan said: “They (animal rights activists) must also ban biryani then. It’s (jallikattu) is a part of our culture. I am one of the few actors who can boast that I have actually embraced a bull. I am a Tamilian, I love that sport, it doesn’t kill a bull. Not bothered by SP-Congress alliance, says BJP LUCKNOW: The SP-Congress alliance talks are not bothering BJP. The saffron party believes it will still be the largest bloc after the Uttar Pradesh elections. “It is a positive for us that other parties are either working out an alliance like SP and Congress or appealing for votes like BSP. This shows that BJP is ahead in the Uttar Pradesh race. We will drive home this point through our senior-most leaders in upcoming rallies,” a senior Uttar Pradesh BJP leader told ET. He said the BSP would be real loser as Muslim votes may consolidate in the favour of SP-Congress alliance. “This is not a Mahagathbandan like Bihar where caste arithmetic was stacked against us. Congress may increase its seats a bit, but the SP will not benefit from it,” another BJP leader said. An SP leader close to Akhilesh said BJP is imploding given internal protests after the first list of candidates. SK Dwivedi, Professor of Political Science at Lucknow University, told ET that there were high chances of a “hung assembly” in Uttar Pradesh, but BJP might still be the single largest party after the polls. Political analyst Badri Narayan also predicted a strong triangular fight. “The alliance means loss for BSP and gain for BJP. I think BJP’s prospects are brighter.”

The junior partner of the BJP compared the fallout of demonetisation on the country’s economy to the US nuclear attack on Hiroshima and Nagasaki during World War II. “Even ASSOCHAM has concluded that 40 lakh jobs have been lost postdemonetisation and that the number will rise in future. This means that by dropping the nuclear bomb of note ban, Modi has turned
the Indian economy into Hiroshima, Nagasaki. We are very worried about the nation’s future,” it said. Recalling Modi’s statement during a recent visit to Maharashtra that he used to seek Sharad Pawar’s advice on matters of governance, Sena said that had the PM consulted the NCP chief on demonetisation, he would have advised him not to insult the co-operative movement, which is the backbone of rural economy. “The backbone of farmers has been broken and nobody is there to ask about their condition. By barring district co-operative (DCC) banks from exchanging old notes, all such banks have been labelled corrupt,” the editorial said. Farmers use DCC banks for their daily transactions and if the government thinks these farmers are black-marketers, it has no right to say ‘Jai Jawan, Jai Kisan’ slogan, the party said. The Sena noted that beleaguered liquor baron Vijay Mallya, who allegedly owe banks crores of rupees, had never had his loans from DCC banks.
Nagpur, Jan 18 (IANS): Congress activists protesting against demonetisation outside the Reserve Bank of India (RBI) here on Wednesday were attacked with canes by police. The protesters led by former Chief Minister Prithviraj Chavan and party leader Radhakrishna Vikhe-Patil raised anti-government slogans against the spiking of Rs 500 and Rs 1,000 notes and laid siege to the RBI office. When some protesters tried to barge into the RBI building by knocking down barricades, police tried to stop them but failed. In the ensuing lathicharge, a few Congress activists sustained minor injuries. The angry demonstrators then vent their ire on police. S e ve r a l C o n g r e s s leaders, including Chavan, Vikhe-Patil and Vilas Muttemwar, demanded the suspension of policemen who caned the protesters and refused to end their agitation till action was taken. The Congress leaders said demonetisation had badly affected the Indian economy, resulted in job losses, pushed down production as well as hit the rural masses and farmers badly. Similar anti-demonetisation protests by the Congress were held in the country including outside the RBI offices in Mumbai and Gujarat.

NEW DELHI, Jan 18 (Agencies): Amid the row over her educational qualification, Union Minister Smriti Irani had asked the Delhi University not to disclose it to an RTI applicant, the School of Open Learning has told the Central Information Commission. The Commission has now directed the School of Open Learning (SoL) to produce before it all the records related to educational details of Irani who is the Union Textile Minister. A fresh show cause notice has been issued to the Central Public Information Officer of DU for having failed to produce the records before the Commission as directed. Irani’s degrees have been caught in a row after a petitioner alleged she had given contradictory information in her affidavits filed before contesting elections in 2004, 2011 and 2014. In her affidavit for April, 2004 Lok Sabha polls, Irani had said she completed her BA in 1996 from DU (School of Correspondence as SoL was then called), whereas in another affidavit of July 11, 2011 to contest Rajya Sabha election from Gujarat, she said her highest educational qualification was BCom Part I, a petitioner had alleged in a city court. The matter was dismissed by the court on the ground that considerable time had lapsed in filing the complaint. The issue is, however, still alive before the Central Information Commission where an applicant had filed an appeal, saying he was not given information about

During a hearing, SoL’s Central Public Information Officer OP Tanwar said considering that it was a third party information he had consulted Irani about the disclosure. “In her response (she) raised objection against (sic) disclosure and requested the public authority not to reveal her educational qualification. The CPIO pleaded that information sought was given by the former HRD Minister in fiduciary capacity and hence could not be divulged as per Section 8(1) (e),” Information Commissioner Sridhar Acharyulu said in his order. Although Chief Information Commissioner RK Mathur has divested Acharyulu of the Human Resource Development Ministry portfolio, two days after he ordered disclosure of records of the degree course of BA, 1978, the year in which Prime Minister Narendra Modi is said to have passed from Delhi University, he will continue to adjudicate matters in which he has already issued notices and is finalising orders. The petitioner had sought to know from the School of Open Learning whether the minister had obtained BA degree in 1996 and passed BCom Part I in 1994 from Delhi University. He had also asked for photocopies of her hall ticket and marksheets, besides admission form with enrollment number, in case she enrolled herself for the course but did not obtain the degree. The petitioner sought to know if the Union minister was enrolled with the University in 2013 why did she not take any examination. The SoL cited two exemption clauses--personal information and fiduciary information-- under the RTI Act to deny the information. The petitioner filed a complaint and asked the CIC to institute an inquiry into “unjustifiable and illegal” denial of information sought by him.

Unspoken issue
n issue that does not seem to be resolved is ‘abortion’ which has pitted conservatives on one side and liberals on the other side as both have taken the issue beyond dialogue to the courts in their respective countries. Much of the argument also revolves on whether a foetus could be considered human until birth; while others maintain that human life begins at conception. The debate also centers on whether the woman, who carries the foetus, has the right to decide on abortion; while some say that the right does not provide a woman can end the life of her unborn child. It is also not only whether it is the mother(whether wed or unwed)who has the right to decide or the state but also the debate over whether “it’s just a blob of tissue, not a baby(pro-choice)” or the pro-life who hold the view that “the preborn child has a heartbeat by the end of the third week. When surgical abortions are performed in the mid to late first trimester, the baby has arms, legs, feet, hands, etc”. This newspaper had published a number of reports on rise in illegal abortions in Nagaland(since the issue has not been officially addressed) decades back especially with specific regard to Dimapur. The reports came against the backdrop of still born or aborted foetuses thrown in drains, jungles and even public garbage dumps. The issue was further sky rocketed on July 24,2014 at a meeting in Dimapur by The Watchman, a Christian body which estimated that there were around 18,000 abortions carried out in Nagaland every year or around 50 abortions everyday. The figure is shocking but certainly contestable. However, the shocking figure is itself sufficient to drive the point home about the underbelly of a society that has lost its traditional values and embraced the wrong facet of liberal western lifestyle. It may also be assumed, that an overwhelming majority of the abortions could be out of wedlock. Abortion is a complex issue with broad parameters. Opposition to abortion is chiefly against those who terminate unwanted pregnancy to prevent social stigma. There is also a growing fear that legalizing late pregnancies will set a precedence for blatant misuse of the law in a land where late-term abortions are known to be occurring despite legal bans and social pressures. The issue is contentious particularly seen from the very principle of life. The norms governing the ethics of abortion have been constantly remoulded to suit the times and the social contexts in which they are set or other economic factors etc. The raging debate will go on but there is serious need to confront the issue of rising abortions in the state. Irresponsible lifestyles among many youth, has been a major contributing factor against the backdrop of total permissiveness. There is lack of proper guidance by parents and teachers and this has left the impressionable ages fall prey. Can the issue be addressed merely through spreading awareness about moral living or practising safe sex? Abortion has other dimensions as well-a lucrative business; that which involves choice between lives of the mother of foetus or rape victims etc.However, the subject of so many abortions in Nagaland are manifestations of something terribly wrong.

Centre-State relations going sour
ne development which has gone unnoticed in the confrontation between Trinamool Congress and the Bhartiya Janata Party (BJP) is the delineation of relations between the Centre and the states. When the Central Reserve Police Force (CRPF) protected the West Bengal BJP office, it gave a message that the Centre was the ultimate authority and it had its own force to ensure implementation of its word. When West Bengal chief minister Mamata Banerjee said that they too “were a government,” she threw down the gauntlet to the centre that the state was supreme in their own affairs. India is a federal polity. The states have their autonomy as spelled out in the constitution. The Supreme Court has said in many judgments that the centre could not run roughshod to suppress the states in their own spheres. This is the same old story: the state’s assertion against the Centre’s. It has happened in the case of certain states earlier. Kerala, which has of-
ten the Communists at the helm of affairs, was disturbed many a time by New Delhi, including imposition of the President’s rule for the first time ever in the country. Soon after independence, E.M.S. Namboodiripad was the chief minister of Kerala. He differed with New Delhi, ruled by the Congress. It wanted to extend the Preventive Detention Act. But Namboodipard argued that it was a way of the British rule and did not fit into the democratic structure of the country. He opposed the enactment. Among the chief ministers, he was the only one to do so. Tall chief minister B.C. Roy of West Bengal, present at the meeting, was so offended that he chided him and said that “you were the only patriot among us.” Namboodiripad did not budge from his stand and merely said that he did not want to join issue with him. But he wanted his ‘no’ to be registered. When it came to his party whether or not to endorse his stand, it gave him full support.
However, it did not take long to prove what he had said. Soon after, the Centre faced the Railways strike. Kerala government supported the demands of the railways men. The encouraged workers in Kerala threatened set on fire the central government’s offices in the state. New Delhi deployed the CRPF to protect its properties. This Kuldip was an odd situation to face when the state’s police force would not do anything to ensure that no harm came to what belonged to the country, not a particular state. Fortunately, there was no showdown because the central government accepted the workers’ demands and the strike averted. The fallout of the threat of railways strike led to the creation of zonal councils— East, West, North, South and Central—presided over by the Union Home Minister. The purpose was that the states could discuss the matter among them so that they could iron out the differences before it came to parliament. The councils lasted till
the Congress ruled both at the centre and the states. When the other parties came to power in the states, the arrangement did not work. The experiment ultimately ended in 1977 when the Janata Party, a combination of several parties, ruled the centre. It was given out that the zonal councils were not required because the Nayar party in power represented all of them. Even otherwise, the centre-state relations have not been cordial, particularly ever since the BJP came to power. It tends to enforce its ideology on states ruled by parties other than the BJP. The RSS is its foot soldiers. This is resented by the opposition. If the BJP continues to formulate such policies which reflect its ideology, the coherence of the very federal structure is threatened. The elders in the BJP should look up and take necessary measures so that the unity of the country is intact. But, unfortunately, with five states—Uttar Pradesh, Uttarakhand,
Punjab, Manipur and Goa—going to the polls the BJP is bent on adopting all possible methods to capture power in these states. Prime Minister Narendra Modi and BJP president Amit Shah will go to any extent to extend its rein. Their pre-poll speeches in recent times indicate what the party has in its mind. To a large extent, the BJP cause has been served by the family feud in the Samajdwadi Party (SP). Although Mulayam Singh has said that he was the party chief and would see to it that there was unity in SP but his brother Shivpal Yadav appears to be the spoiler. Chief minister Akhilesh Yadav has the majority of MLAs with him and there is no question of him being displaced. May be, it is only a storm in a tea cup, but it has dented the image of the party. Akhilesh is bound to gain because of his image before the voters is that of a clean person who was trying to government transparently. His welfare measures, too, will stand him in good stead. Not
surprisingly, even the Congress wants to have a prepoll alliance with the SP to prevent the BJP coming to power. The scenario in Punjab is no different. The Akali-BJP combination may still get a majority because the Aam Aadmi Party (AAP) does not have a Punjabi face to project as if it is from the state itself. In Uttarakhand, the Congress may scrape through after how the BJP tried to dislodge the Rawat government before the court’s intervention. In Manipur and Goa, the local elements may come to matter the most. But one cannot rule out the BJP’s ascendancy when the Congress no longer remains the only alternative. Whatever the outcome of the polls, the BJP-ruled centre cannot turn a Nelson’s eye to the developments in the states, particularly West Bengal where it is the weakest. The daily bickering between the Trinamool Congress and the BJP will only aggravate the situation and drive the people to question the very democratic system itself.

But when dead bodies were brought nearby a Naga village, they spoke in Nagamese whereby simply blame the NSCN in various social media to create enmity and misunderstanding among the hill people. The NSCN strongly condemn the Manipur state government led by Ibobi for giving free hand to his henchmen commandos to commit heinous crime which has no place in a civilised society. Playing games at the cost of innocent Naga civilian life like slaughtering action been against the culprit commandos by the state government. Diamonds in Nagaland? Very likely, say scientists
he northeastern border state of Nagaland, recently projected by a geologist as a promising place to prospect for gold, may be springing another glittering surprise. The “ophiolite” rocks of the state, that is a part of the Indo-Myanmar ranges, may potentially hold “microdiamonds” -- diamonds of small size, less than one millimetre -- according to an Indo-German study published in a recent issue of the journal Current Science. The authors -- Bibhuranjan Nayak of the CSIR-Institute of Minerals and Materials Technology in Bhubaneswar, and Franz Michael Meyer of Aachen University in Germany -- say that indications for occurrence of “microdiamonds” has come from their discovery of the presence of a manganesebearing mineral called “manganilmenite” in the ophiolite rocks they studied in the Pokphur area of Nagaland. “Ophiolites” are slices of what were once the ocean floor but were thrust on to the continental crust more than 65 million years ago by the action of what geologists call plate tectonics, a mechanism that gave rise to the Himalayas. “Manganilmenite is a rare mineral and it is considered as a diamond indicator,” Nayak told this correspondent, adding that presence of this mineral has proved the occurrence of diamonds in the host rocks in many localities in the world. “We are perhaps the first to report its presence in the Indian subcontinent,” Nayak said. “Hence we expect that the ophiolite rocks of northeast India could host diamonds, especially microdiamonds.” “In the Pokphur study area, the host rock of ‘manganilmenite’ is a magnetite body that is a part of the ophiolite and occurs as discontinuous thin sheets extending about a
kilometre with thickness varying from 5 to 12 metres with an average outcrop width of about 300 metres,” Nayak said. “However, ophiolitic rocks are widespread in the IndoMyanmar ranges.” Historically, diamonds in India were found only in alluvial deposits in Guntur and Krishna district of the Krishna River delta in Southern India. Currently, one of the most prominent Indian mines is located at Panna in Madya Pradesh state. According to Nayak, “ophiolites” are a newly documented host of diamonds on the Earth, and abundant diamonds have been separated from these rocks in China and Russia, and diamond grains have been recently discovered in ophiolites of Luobusa in Tibet and Myitkyina in Myanmar. “Since the Nagaland-Manipur ophiolite rocks are a part of the Indo-Myanmar ranges and the geologic conditions of their formation are similar to those of the ophiolites of Tibet and Myanmar, the possibility of occurrence of microdiamonds in these rocks cannot be ruled out,” Nayak said. How about finding bigger diamond crystals? According to Nayak, large-size diamonds have not been reported from ophiolites so far, “but one cannot deny the possibility because all mysteries of the Earth have not yet been unravelled”. Naresh Ghose, a retired geologist of Patna University who two years ago had predicted the possible occurrence of gold in Nagaland, is optimistic. It is purely the prerogative of the GOI and the negotiating groups to hatch out any settlement as may be agreed upon. The NSCN/GPRN commitment to Naga Sovereign struggle should not be made a scapegoat for the elusive solution or in other words, the NSCN/GPRN cannot be blamed for their failure to arrive to a solution. The only concern of the NSCN/GPRN is that the sacrifices of the thousand Nagas may not go in vain and that the spirit of the Naga martyrs may not haunt and taunt them as consequent to any solution they conceive. With deference to the aspirations of women, this piece is written as a plausible tool to put the finishing touches on a roughhewn Delhi concept. Sustainable societies have a cohesive citizenry that is in tune with its environs and though circumstances and time changes this basic ingredient for endurance is constant and never changing and key to Naga resilience is this principle expressed through fraternity and consensus with land and kinship solidifying and culturing the identity. Delhi’s mandarins have forwarded a system to elevate women in elective bodies. Bravo to them. Yet much before this occurrence Nagas had instinctively and spontaneously adapted traditions to the times by fashioning women and youth wings from the smallest units of society to the apex, parallel but supplemental to the main body in order to make functional its inherent consensus governance for distinctive to this land is its concomitant existence with an elective governance. Delhi’s concept of empowerment to women through elective measures might be ground breaking in the mainland but to the straight forward Naga mind it appears forked for though the cover-shot is fair to the weaker gender the pages tell a different story. Favoring one sex by denying the right of the other to contest belittles the precepts of; by the people, of the people and the other, of propelling women into a calling that is undeniable corrupt from its very electoral process. If Nagas were to resolve this discrepancy, its inborn and Christian values for justness and fairness could perhaps materialize as 1) equal seats with equal rights as consensus nominees, or 2) in a general contest of male and female, females gets an additional 33% bonus. India’s concerns about the South China Sea, but fears that Beijing is threading a “string of pearls” in the Indian Ocean theatre by building strategic ports in countries like Sri Lanka, Pakistan and Djibouti on the eastern coast of Africa. India has maritime interests in all directions that are “strategic and significant”, said Modi, whose country is the world’s fourth-largest oil importer and juts southward from the Eurasian landmass into the strategic shipping lane running from the Middle East to the rising economies of the Asia-Pacific. “Primary responsibility for security in the Indian Ocean rests with those who live in this region,” he said. “Respecting freedom of navigation and adhering to international norms are essential for peace and growth in the larger and interlinked marine geography of the Indo-Pacific.”

New Dlehi, Jan 18 (Agencies): A special court will pronounce on Tuesday next its order on framing charge against former Telecom Minister Dayanidhi Maran, his brother Kalanithi Maran and others in the Aircel-Maxis deal case lodged by CBI and the Enforcement Directorate (ED). Special Judge O P Saini, who was scheduled to pass the order today on framing of charge as well as on bail applications of the Maran brothers and other accused persons, deferred it to January 24, saying the order is yet to be prepared. All the accused have denied the allegations against them made by the investigating agencies and have moved bail pleas. During the arguments on the framing of charge,

Lu c k n ow, J a n 1 8 (IANS): The Lucknow bench of the Allahabad High Court on Wednesday directed the Election Commission to decide, within three months, a complaint with regard to the Rs 104 crore cash deposited in old currency by the BSP between December 2 to December 9 in its account in a Delhi bank branch after the demonetisation order. The bench of Justice Amreshwar Pratap Sahi and Justice Sanjay Harkauli passed the order after hearing petitioner Pratap Chandra’s counsel Nutan Thakur and EC counsel Manish Mathur. Thakur told the Court that the EC had issued Guidelines for financial transparency on August 29, 2014, that political party must deposit its cash collections in its bank account within 10 working days of the fund collection.

Reiterating his commitment to provide quota to Muslims in proportion to their population, he said that if the central government refuses, the state would fight a legal battle. He told the state assembly that Telangana will follow Tamil Nadu model to provide 12 percent quota to Muslims. He clarified that the quota will not be on the basis on religion but will be based only on socioeconomic backwardness.

H O U S T O N, J A N 1 8 (PTI): Former US President George H.W. Bush has been admitted to a hospital here, where the 92-year-old leader is responding to treatment, his top aide said today. Bush was admitted to Houston Methodist Hospital falling ill recently. “He’s there. He’s fine and he’s doing really well,” Bush’s chief of staff, Jean Becker was quoted as saying by Houston Chronicle newspaper. She said the doctors have a couple of theories about Bush’s condition, but he is responding to treatment. Becker did not specify the reason why Bush was hospitalised. Bush, who lives in Houston, Texas, is expected to be discharged in the next couple of days, the report said. Bush served as America’s 41st president from 1989 to 1993. As is the case with most people his age, Bush has had his share of health issues in recent years. In July 2015, he was taken to a hospital in Portland, Maine, after he fractured a bone in his neck in

According to preliminary information, the assailant detonated the car bomb in the northern city of Gao while entering the barracks where hundreds of Malian soldiers and affiliated fighters had gathered. Witnesses told EFE news agency that the blast was so massive that it covered the city in a dust cloud, forcing many shops and schools to close. A military force in Gao contacted by EFE said military sources did not rule out the possibility of more attacks as the assailants took advantage of the pandemonium. Berlin to host Hockey Indoor WC 2018
Berlin, Jan 18 (IANS) :The International Hockey Federation (FIH) on Wednesday announced that Berlin will host the Hockey Indoor World Cup 2018 between February 7-11. The world’s top 24 (12 men’s and 12 women’s) national indoor hockey teams will take part in the event which will be held in the 7,500 seat Max-SchmelingHalle, according to an FIH release. This will be the third time that Germany will host the Hockey Indoor World Cup following hugely successful events in 2003 and 2015 in Leipzig. Making this announcement, FIH President Narinder Dhruv Batra said: “We are delighted to
confirm Germany as host of the fifth edition of the Hockey Indoor World Cup. Germany is considered a traditional hockey nation which has earned great success over the years. Chasing a target of 132 runs, Rainbow CC narrowly missed to successfully chase the target despite Talikaba’s half century as they finished 129 for 9 in reply to Sovran CC’s total of 132 for 9 in 20 overs. Rainbow CC needed just ten r uns from the final over. However, the experienced Wapang (2/39 in 4 overs) kept his cool
and held his nerve to take Sovran to victory. Tejasol and Opang also chipped in with two wickets each.
