APO, Senden, ENPO, KVC oppose civic polls Staff Reporter
DIMAPUR, DEC 31 (NPN): In a big blow to the decision of chief minister T.R.Zeliang and his government to conduct elections to Urban Local Bodies(ULBs) with 33% women reservation, several organisations including village councils, opposed holding of civic polls and cautioned of enforcing the boycott within their respective jurisdictions. In the latest development , Angami Public Organisation (APO), Eastern Nagaland People’s Organisation (ENPO), Kohima Village Council (KVC) and Ao Senden (Mokokchung) have reaffirmed their stand against holding civic polls with 33% women reservation within their respective jurisdictions. APO: Angami Public Organisation (APO) through its president Dr.Vilhusa Seleyi and vice president K.T. Vilie, pointed that since it was the primary and moral responsibility of the state government to “maintain peace and harmony in the state” and the bounden responsibility of the “right thinking people
and organisations” to make suggestions and proposals to those in power “ for the maintenance of this duty”; it (APO) therefore submitted its communication to the government. APO accused the government of having gone ahead and announced elections to municipal and town councils “in utter disregard of the wishes of the Naga people” and for which it (APO) “resolved to uphold the coexistence of all gender with mutual respect and love without discrimination” at a meeting on December 30, 2016. APO has therefore, appealed to the state government to provide “ a space for the people of Nagaland” to come to an understanding “in sharing with views and suggestions.” It reiterated, that till such time the needed space was provided for amendment and necessary and clear-cut safeguard to Article 371A, the APO resolved “ not to allow the conduct of election to municipal and town councils in Angami territories (Dimapur & Kohima district)” Further, APO has appealed to “ all political par-
ties, intending candidates and individuals to refrain from filing or nominating any candidate for the aforementioned elections”. APO has cautioned that “any action of violation of this resolution shall be viewed as a direct challenge to the APO”. It also appealed to the people’s representatives to “listen to the voice of the people.” KVC: Kohima Village Council (KVC) discussed the forthcoming municipal election at its general meeting on December 30,2016 and reaffirmed its previous stand on 33% women reservation. KVC Secretary Zeneizo Rutsa disclosed, that KVC reaffirmed its earlier stand and to “boycott the election” and entrusted its youth (Kohima Village Youth Organisation) “to take care of it, in case any unwanted situation arises”. Racting to an agency report from Kohima, KVC clarified it was not an organisation “to rely on insider” and the report appearing on December 31,2016 was “null and void and misleading”. ENPO: Eastern Nagaland People’s Organisa-
tion (ENPO) has issued its ‘Noklak Resolution on Nagaland Municipal Act” deliberated at en emergency joint consultative meeting with six federating tribal units-- CKS, KTC, PPC, USLP, YTC on December 29, 2016 in Noklak town. ENPO unanimously adopted the “ENPO Noklak Resolution” with regard to Nagaland Municipal & Town Council elections, according to a joint statement issued by Khoiwang Konyak president ENPO; M.P. Noksang president CKS; Mongchua, president KTC; Manlip Konyak, president KU; P. Chingan, president PPC; Y. Sangtam, president USLP and Throngso, vice president YTC. ENPO has demanded (i) clarification from the state government as to why the government had declared the date for Nagaland Municipal & Town Council elections, without responding to ENPO-Naga Hoho joint ultimatum submitted to the Nagaland chief minister on December 10,2016(ii) demanded written assurance from the state government that the Nagaland Municipal Act
(Third Amendment) Bill 2016 “does not infringe/ implicate Article 371A of the Indian constitution in any manner now and in the future and (iii) a written clarification and assurance as mentioned above, which should be submitted through the office of ENPO “on or before 2nd January 2017”. Ao Senden: Ao Senden also reaffirmed its earlier resolution to oppose the conduct of election to ULBs in the district at a meeting with land owners (Lika board) of Mokokchung at the MMC conference hall. Disclosing this to Nagaland Post, presidential council member of the Ao Senden Chubawati said the Senden remained firm with its earlier stand against 33% women reservation in civic bodies. He said the land owners also reaffirmed to oppose elections to ULBs in Mokokchung district. In this regard, Chubawati disclosed, that the Senden has convened another meeting on January 2,2017 with all ward authorities within Mokokchung to “chalk out further course of action”.
BJP govt installed in Arunachal ITANAGAR, DEC 31(PTI): In a fast paced development, a BJP government was today installed in Arunachal Pradesh after 33, out of 43 Peoples’ Party of Arunachal (PPA) MLAs led by chief minister Pema Khandu, joined the saffron brigade in this politically fragile state. Khandu paraded the MLAs before Assembly Speaker Tenzing Norbu Thongdok who accepted their joining. The high-voltage political drama began since late Thursday night after PPA president Kahfa Bengia temporarily suspended Khandu, his deputy Chowna Mein and five legislators from the primary membership of the party for alleged anti-party activities. The PPA, an alliance partner of the North East Democratic Alliance (NEDA) government in the state, on Friday selected Takam Pario as the new chief minister of the state. However, the political equation changed when majority of the PPA MLAs who initially extended support to Pario, later shifted their allegiance to Khandu. LU C K N OW, D E C 3 1 (AGENCIES): Virtually eating his words SP national president Mulayam Singh Yadav popularly called ‘Netaji’ agreed to revoke the sixyear long expulsion of son Akhilesh and cousin Ramgopal from the party, which he had announced on Friday evening for alleged antiparty activities and breaking the party discipline. This U-turn followed a rude reality check given by son and chief minister Akhilesh Yadav. Of the party’s 229 MLAs around 209 were in attendance at the meeting summoned by him at his residence on Saturday morning. Over two dozen ministers, MLCs and party district presidents were also present at the CM’s residence making it clear that Akhilesh was not only at the helm of affairs in the government, but also in the party. In con-
trast, barely 128 of the 325 SP candidates declared by Mulayam two days ago and barely 28 MLAs arrived at the Samajwadi party headquarters where Mulayam had summoned them for a meeting at 11a.m. Even at the party office Akhilesh supporters raised slogans in support of Akhilesh. Sensing the changed mood inside the party and on the streets, Mulayam decided to stay away from his own meeting, which was later postponed and eventually addressed by Shivpal alone. Working out a face-saving formula to arrest further damage and humiliation for ‘netaji’ senior minister and founder member of the Samajwadi party Md. Azam Khan succeeded to bring father and son together to sort out their differences. Azam had publicly expressed his anguish at the
turn of events in Yadav family following Akhilesh Yadav’s release of his own list of candidates. Leaving the meeting with the MLAs Akhilesh accompanied Azam to his father’s house where an emotional reunion reportedly happened. Despite his new-found stature following the backing of the MLAs, Akhilesh touched his father’s feet and sought his blessings, and the ageing patriarch obliged. During the 45-minute long meeting Akhilesh reportedly put forward his demands after, which Shivpal was summoned. Within no time Shivpal through a tweet announced the revocation of the expulsion of both Akhilesh and Ramgopal on the orders of Mulayam. He also expressed the determination to unitedly fight communal forces.
It is believed that the fate of Amar Singh as the national general secretary and Shivpal as state party chief has also been sealed but a formal announcement may be made on Sunday. As expected earlier, the National Convention called by SP national general secretary Ramgopal Yadav has not been cancelled. Returning to his residence after the meeting with his father Akhilesh reportedly told them that he would speak at Sunday’s convention which would take place as scheduled. He also assured them that action would be taken against those conspiring against the party. Expecting a large turnout, the venue of the convention has been shifted from Dr Ram Manohar Lohia National Law University to the 376 acre Janeshwar Mishra Park in Lucknow.

NEW DELHI, DEC 31 (PTI): Lt. Gen. Bipin Rawat on Saturday took over as the 27th chief of the 1.3 million strong Indian Army succeeding Gen. D.S. Suhag, who retired after 42 years of service. Air Marshal Birender Singh Dhanoa also took charge as the 25th Air Force Chief replacing Anup Raha. Gen. Rawat superseded two senior most Lt Generals, Praveen Bakshi and P.M Hariz. Lt Gen Bakshi, GOCin-C Eastern Command, announced “full support” to the new chief and told theatre
officers through video conferencing he will continue to lead with “full professional sincerity as hither-to-fore”. It may be noted that the new IAF chief, Air Marshal Dhanoa had developed the country’s aerial targeting philosophy against potential adversaries and transformed the concept of air operations of the air force into contemporary war fighting practices. WOKHA, DEC 31 (NPN): A recent survey on Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) carried out in Wokha district as part of a European Union (EU) funded project has revealed that 80% of respondents were unaware of the processes involved in the flagship scheme. It was also revealed that less than 20% job cards were with beneficiaries themselves while more than 60% were with village authorities. EU-funded project on ‘Improving access to information and delivery of public service schemes in remote and backward districts of North East (NE) states of India’ covering seven backward districts across five NE states, namely, Goalpara and Cachar in Assam, Ri-Bhoi in Meghalaya, Churachandpur and Chandel in Manipur,
Lawngtlai in Mizoram, and Wokha in Nagaland carried out the survey in the later part of 2015 in 28 villages from two blocks of Wokha district. The survey revealed that in most districts surveyed, respondents said their states had provided less than 35 days of work, the highest being Lawngtlai (75 days) and the lowest being Wokha (25 days) and that complaint redressal was a meagre 5% across the districts surveyed. Survey also revealed that less than 30% had received their Job Cards within the prescribed 15 days across the districts surveyed, while less than 25% of respondents from Chandel, Wokha, Goalpara and Churachandapur districts were partially satisfied with the timeliness of service delivery. It was further revealed that 95% of Wokha respondents were paid in cash, while more than 60% of
respondents from across the districts surveyed claimed there was no pattern in receipt of wages and that in most cases beneficiaries received MGNREGA payments as and when money was released. EU-funded project is being implemented by Parisbased French NGO Agency for Technical Cooperation and Development (ACTED) along with Guwahati-based North East India Committee on Relief and Development (NEICORD) which in partnership with local NGO Team Metamorphosis (TM) is responsible for field implementation. Bangalorebased Public Affairs Centre (PAC) is tasked with the research component, and the Guwahati-based Nanda Talukdar Foundation (NTF) as its media advocacy component. The project seeks to achieve three main results -- to encourage demand
for improved service delivery, improved access to and quality of public services particularly for the most marginalized and women, and to enhance transparency of service providers for 10 central government flagship schemes: IAY, JSSK, ICDS, MDM, MGNREGA, RKVY, NBA/TSC, RGGVY, NSAP, and TPDS. MGNREGA was launched in August 2005 through an Act of Parliament with the objective of ensuring social protection for the most vulnerable living in rural India by providing employment opportunities; strengthening decentralised, participatory planning through convergence of various anti-poverty and livelihoods initiatives; deepening democracy at the grass-roots by strengthening Panchayati Raj Institutions; and effecting greater transparency and accountability in governance.
Under MGNREGA, all adults (18 years of age and above) of a rural household willing to do unskilled manual work and who have Job Cards may be provided not less than 100 days of guaranteed wage employment in a financial year. Other entitlements include safe drinking water, rest breaks and access to a first-aid box that is adequately stocked, and free medical treatment from the state government in case of any accident during work. Meanwhile, in a separate programme, ATMA Wokha block conducted “field day on winter veg-
etables” at Wokha village on December 20 with BTT convenor, Zuthunglo Erui as the resource person. Zuthunglo explained about the concept of field day to the farmers and also encouraged them to share their experiences. One progressive farmer, Kimongi Murry shared how the improved package practices on winter vegetables imparted by ATMA have helped her in reaping good profits. Sec. School Kohima. Kohima District Organising Commissioner (Scouts) Khriesanyü Pienyü chaired the meeting and State Organising Commissioner (Guide) Vimezhonu Paphino highlighted the upcoming golden jubilee celebration. DC informed that Kohima being the host district, the Scouts & Guides should come forward in assisting the state headquarters
wherever necessary. He also assured that the Kohima BSG would be coming up with standarized building at the State Training Centre Nerhema before the jubilee celebration in April 2017. Though a good number of private schools are enrolled within Kohima district; in order to sensitize and create awareness about scouting and guiding movement in government schools, the DC has personally initiated for a meeting of all government school headmasters within Kohima jurisdiction. Mor also informed that Kohima city has been declared “Smoke Free City” and appealed the Scouts & Guides to actively involve and take active part in every possible way to create awareness and help in keeping Kohima city clean.

Different designs of clothes are made from cotton. However, in recent times with the change time, people have turned for easy and more decent dress available in the market. Thus, the traditional method of cotton cultivation is losing popularity in the state. However, cotton is still popular in some rural areas in the state. Pathso village under Noklak Block, Tuensang district is about 70 km from Tuensang town. The village still depends mostly on their own source of income from farming and rearing domestic animals. in the village, Agricultural Technology Management Agency opened a cotton farm school in the village. The school was opened with the aim to impart training to cotton growers. With the support of ATMA the cotton growers have increased the production of raw cotton. The activity of spinning and weaving has also increased. Different designs of clothes and dress are made by women self help groups known as cotton farmers. The product of this SHG is not only used by the villagers, but they are selling their products to outsiders as well. The main attraction of their work is fine and skillful finishing with attractive designs. They also use locally available dyes and colors. The practice of backyard pig rearing exists since time immemorial. The practice therefore, only necessitate up gradation with scientific and a commercial outlook. A steady transition from traditional backyard piggery to commercial enterprise shall enhance pig production, productivity, management and marketing prospects. Gainful Employment Avenue: Large-scale pig husbandry shall not only meet the ever-increasing demand of meat but shall a way of solving unemployment problem. Setting up of the State-of-Ar t-Abattoirs: Mostly pigs are slaughtered in unregistered slaughter houses in small numbers ranging from 2 –5 by the individual butcher. The pork is sold fresh on the same day. State-of-the-art abattoirs are the need of the hour considering the human health hazard and to optimize profitability. There will also be great change with the establishment of the feedlots as a backward integration to the processing plants. 2. Private Breeder farms: A strong need has been felt to establish sufficient pig breeder farms to produce quality diseasefree animals. Unemployed youth and young entrepreneurs can take up pig breeding as full time enterprise. This will reduce the dependency on other states to cater the demand of quality
piglets. Furthermore it will provide employment opportunities for many. 3. Value addition to meat: A wide variety of pork products such as pork sausages, pork kofta, pork loaves, salami, samosa, momo, petties, pickle etc are in great demand. Outlets and mobile Kiosks with grab-and-go pork products can be a lucrative business option in the town and cities. 4. Blood derivatives: Haemoglobin from pigs blood is used in some cigarette filters to create an ‘artificial lungs’ to protect the smokers. Fish food also uses pork meal and haemoglobin powder. Apart from these, pig blood finds its application in medicines, sticking agent, leather treating agent, plywood adhesive, blood meal (protein source), fabric painting and dying. 5. Comestibles: In Ice-cream production, the gelatin derived from pig is used to regulate the crystallization and slows down the melting process. The gelatin is also used to offer texture to low fat butter. In brewery
industry, pig gelatin is used to remove the cloudiness from beer and wines. It works as a clarifying agent by reacting with the tannins in the liquid and absorbing the cloudiness. Whipped creams, Cream cheese and sweets also contain gelatin. Some bread manufacturers use an ingredient called Lcysteine, which is a protein made from pig or other animal hair and which is used to soften the dough 6. Hygiene and beauty products: On boiling of pork bone fat at high temperature, it is used in soap as hardening agent. Fatty acids also give shampoo and conditioner a ‘shiny pearl like’ appearance. It is also used in moisturizer production. These acids can also be found in a number of body lotions, foundations and anti-wrinkle creams. Glycerine made from pork fat is also an ingredient in many types of toothpaste. 7. Candles and crayons: In order to make candles last longer, pork bone fat is added. The fatty acid from pig bone fat makes crayons hard. 8. Paint and Paint brush: In paints, the fatty acid from pig increases the gloss properties. Pig hair can be utilized in manufacture of paint brush. 9. Pet food: Low value by-products such as hoofs, fat, blood, tail, tongue etc. can be utilized for maximum benefit. In the recent years, the demand for pet food is gaining ground. The international market has large demand of pet foods. The slaughter houses produce large quantities of raw mate-
rial for pet food, which can be commercially exploited. 10. Pharmaceutical application: More interestingly, a number of medicines also contain pig gelatin - from analgesic to multivitamins. Gelatin is used is Capsule pills to give its hardness. Heparin a drug used to prevent clotting of blood can be derived from of the pig intestine. Insulin can be derived from pig intestine as its chemical structure resembles to human. Pig heart valves are also utilized in treating heart ailments and in cardiac research. 11. Miscellaneous: Shoes that use bone glue from pigs to improve the quality of the leather. Bone ash is also used in production of Fine bone china. Inkjet papers used bone gelatin to provide stiffness and exact amount of absorbency. The bottle cork in made from granulated cork glue with porcine bone gelatin. Practically everything in a pig can be processed and used. A slaughter house generate a wide range of by-products suitable for further processing. New districts to stay, says Ibobi Mr. Singh denied Union Minister of State for Home Kiren Rijiju’s charge that the government was not serious about ending the blockade. “There is no question of politics as it concerns the people of the State,” Mr. Singh said and added that his government had sent several proposals to the UNC for talks with the only condition that the group should lift the blockade and give an assurance that it would not be repeated. “There was no specific response,” Mr. Singh said. Instead the UNC demanded that its president, Gaidon Kamei, under arrest since last month, be released first, he said. The Chief Minister also claimed that the UNC was insisting on holding talks in Senapati district, dominated by the Nagas. “It should be held in Imphal. We have no objection if the venue is shifted to Delhi even,” Mr. Singh said. He said Central paramilitary personnel were escorting trucks and oil
tankers along highways. On the coming Assembly elections in the State, Mr. Singh said the Congress would not have an alliance with any party. “We will contest all the 60 seats,” Mr. Singh said. At least one person from Tripura was gunned down in a hostel room.” The RIMS authorities, however, deny any extortion threat from any armed group. From time-to-time some outfits had come out with serious charges of corruption in appointments. Police said, “Following such charges bombs were hurled at the residences of the officials concerned.” So far no arrest has been made. Police have intensified patrolling in the immediate vicinity of the RIMS complex.
Aizawl, Dec 31 (PTI): Security has been beefed up in and around Aizawl to ensure peace and tranquility during New Year celebrations, Aizawl district SP Lalhuliana Fanai said today. Fanai said though elaborate security arrangements were made since mid-December, additional forces were deployed from today in and around the capital city. “New Year’s eve is rough with drunken brawls, calling for beefing up security,” he said, adding that Christmas celebrations in the state this year was completely peaceful with road traffic accident almost nil and drunken brawls at the minimum. Police mobile patrolling was intensified from today while more policemen would be pushed to conduct foot patrolling in the city, he said.

Gangtok, Dec 31 (PTI): 2016 turned out to be a great year for Sikkim as it became India’s first fully organic state besides being the cleanest state, best in education and tourist destination in India. Around 75,000 hectares of agricultural land were gradually converted to certified organic land by implementing practices and principles, according to guidelines laid down in National Programme for Organic Production. It took the state 13 years to fully implement organic farming since the idea was mooted way back in 2003. 2016 also saw the Pawan Chamling govern-
ment amending the state gambling and casino rules banning all locals from entering casinos in the state, starting July. Kanchenjunga National Park in west Sikkim was declared a Unesco World Heritage site by the world heritage site committee at its 40th session held on July 17 at Istanbul. Sikkim was awarded the cleanest state in India by the National Sample Survey Office (NSSO) in September. The result was announced by Union rural development minister Narendra Singh Tomar based on a survey for the year 2015. All four districts of the state figured among top
10 ranked districts of hill states of the country. Simultaneously, in October, Sikkim was also adjudged the cleanest tourist destination in the country by the Ministry of Tourism. The award was handed over by the Prime Minister. On June 7, maintenance of Sevoke-Gangtok highway, the “life-line of Sikkim” was handed over to PWD, West Bengal by BRO which had been incharge of maintenance of the highway since the devastating landslides of 1968. The highway now rechristened NH-10 is significant since it also leads up to Nathula along Indo-China
border. In June, Chamling submitted to Prime Minister Narendra Modi four separate memorandums including demands of a special financial package of Rs 43,589 crore for development. In the same month, Bermiok-Tokal Senior Secondary School in a remote village in south Sikkim became the first school in the northeast to have smart classes and smart TVs. RSS, Bajrang Dal, BJP worries CPI-M in Tripura Agartala, Dec 31 (IANS): The CPI-M, the dominant partner of the ruling Left Front in Tripura, is worried over the growth and increased activities of RSS, Bajrang Dal and BJP in the state, a party leader said. “The RSS (Rashtriya Swayamsevak Sangh), Bajrang Dal and BJP (Bharatiya Janata Party) are alluring people by misguiding and giving false promises to people to expand their base in Tripura,” Communist Party of India-Marxist (CPI-M) central committee member Bijan Dhar told reporters. He said: “In recent elections due to the activities of the RSS and Bajrang Dal, the BJP has increased its vote share in few areas of Tripura. In future also their activities would increase.” “The BJP and its allies are trying to create division among the tribals and non-tribals and among the entinic groups in the state.” Dhar, who is also the CPI-M’s Tripura state secretary, claimed that as the BJP was in power at the

Agartala, Dec 31 (PTI): Bangladesh and India will jointly fight terrorism and armed separatists, former Bangladesh foreign minister and chairperson of the Parliamentary Board of Foreign Affairs Dipu Moni said. “Dhaka will not leave any stones unturned in its capacity to crush religious fundamentalism in the subcontinent. The two nations have a history of fighting insurgents of India trying to use the soil of Bangladesh and the terrorists trying to use Indian soil,” she said at a privately hosted celebration of the 45th Bangladesh Vijay Diwas at Agartala Press Club here last night. MHIS phase I report for the period from May 2013 to June 2015 states that 39,843 persons opted for the benefits and out of them 27,409 are female and 12,434 male.The total claim during the period was Rs 15, 98,03,136. However, another phase of MHIS 1 from May 1, 2013, to April 30, 2014, highlights that the total beneficiaries were 19,332 persons (13,202 female and 6,130 male) and the claim was Rs 9, 32,34,827.
Railway marks 2016 in Mizoram AIZAWL, Dec 31 (Agencies): 2016 will go down into the annals of Mizoram history as the year broadgauge freight train entered the hilly State for the first time. The train, comprising 42 wagons loaded with foodgrain, was received at 1 pm at Bairabi station in northern Mizoram by State’s Transport, Food and Civil Supplies and Consumer Affairs Minister John Rotluangliana and State Government and NF Railway officials. With this, Mizoram was dotted in the Indian railway map. The broadgauge rail tracks will further link from Bairabi to Sairang, about 20 kms west of Aizawl. On November 11, Union Railway Minister Suresh Prabu laid a foundation stone for Sairang railway station. The 50.38 km broadgauge line from Bairabi in Kolasib district to Sairang is part of the railways’ project to connect the capitals of the Northeastern States by 2020. “The new rail link is slated for completion in 2019-20. It will boost trade as well as
create potential for domestic and overseas marketing,” NF Railway CPRO Pranav Sharma said. On December 3, the Indian Railway Catering and Tourism Corporation (IRCTC) and Mizoram Government signed a memorandum of understanding (MoU), which seeks to provide a range of hospitality and tourism services to tourists visiting the State. The agreement, signed at Aizawl, is aimed at boosting tourism activities in Mizoram which is endowed with unexplored scenic beauty. IRCTC will project and promote the tourism destinations of Mizoram while the State’s Tourism Department will provide quality tourism services to the tourists. Prabhu said owing to its strategic location and importance of Mizoram in India’s trade with SE Asian countries improving connectivity to Mizoram is critical. He said that the Indian Railways would not only be an engine for growth but also a catalyst for social transformation and economic empowerment for the NE region.

The close aide of late Jayalalithaa first garlanded the statue of party founder M G Ramachandran at the AIADMK headquarters here after she arrived in the midst of tight security. She then proceeded to pay floral tributes to the portrait of Jayalalithaa. Sasikala formally assumed charge by signing papers after which she proceeded to address the gathering outside. En route to the party office, she was given a rousing welcome by party leaders, functionaries and
cadres who had gathered in large numbers. Party activists had lined up on both sides of the road from the Poes Garden residence to the party headquarters at Royapettah to welcome her. MHA clears proposal to add 15000 men to Delhi Police: HM NEW DELHI, DEC 31 (PTI): The Union Home Ministry has cleared a proposal to add 15,000 more personnel to the Delhi Police and it awaits the Finance Ministry’s nod, Home Minister Rajnath Singh today said terming its strength as “inadequate”. Singh made the announcement at a mega police event here where ranks were awarded to 24 personnel out of the 27,000 promoted this year. The expansion, if effected, will make the force nearly one
lakh strong. “I feel Delhi Police strength is not adequate. It has to increase. The proposal pertaining to recruitment of 15,000 personnel have been sent to the Finance Ministry by the Home Ministry. I hope the approval will be received soon,” he said. Rs.862 cr released for drought relief: Karnataka CM BENGALURU, DEC 31 (PTI): Karnataka Chief Minister Siddaramaiah today said the state government has released Rs 862 crore for drought relief measures. “We are not sitting quiet waiting for funds from the central government. We have already released Rs 862 crore for drought relief measures,” Siddaramaiah said. He said Rs 400 crore has been released for drinking water and fodder for cattle, and Rs 325 crore is already available with the District Deputy Commissioners. Maintaining that the state was reeling under severe drought, the Chief Minister said there is scarcity of drinking water with no adequate water in reservoirs and lakes being dried up. “District Deputy Commissioners have been directed to take adequate measures in ensuring the availability of drinking water and fodder for cattle,” he told reporters. Kar nataka is reeling under successive years of drought, and the state government has already declared 139 taluks in 29 districts as drought-hit. The Chief Minister had earlier said the state has incurred an estimated loss of Rs 25,000 crore this year due to severe drought. Prime Minister Narendra Modi had yesterday assured the all-party delegation led by Siddaramaiah that a decision on release of Rs 4,702 crore drought relief to Karnataka for kharif crop loss in 2016 will be taken on January 4.

On being asked about his relationship with the AAP government after taking oath, he said, “This is a speculative thing and I don’t know how the relationship will improve.” “We will sit together and talk,” he said and also thanked President Pranab Mukherjee and Prime Minister Narendra Modi for giving him the responsibility of the Lt Governor. “Delhi is a megapolis city which has several problems like women safety, law and order, huge population, infrastructure, civic agencies and congestion. “We all know these
problems. We will sit together and work to solve them,” he told reporters here. Baijal was administered the oath of office and secrecy of Lt Governor by Chief Justice of Delhi High Court G Rohini. Chief Minister Arvind Kejriwal, National Security Adviser Ajit Doval, Deputy Chief Minister Manish Sisodia and New Delhi MP Meenakshi Lekhi attended the oath-taking ceremony. Baijal, a 1969 batch IAS officer, had served as Union Home Secretary under the Atal Bihari Vajpayee government besides holding key positions in other ministries. Baijal had retired from service in 2006 as Secretary, Urban Development Ministry. He is a former vice chairman of Delhi Development Authority. He was actively associated with the designing and roll-out of Rs 60,000 crore Jawaharlal Nehru National Urban Renewal Mission (JNNURM) launched by the Manmohan Singh government.
Five prisoners escape from Buxar jail BUXAR (BIHAR), DEC 31 (PTI): Five convicts, including four serving life term, escaped from the Buxar Central Jail late last night by scaling the prison wall, raising questions over security of jails and prompting the administration to suspend three officials. District Magistrate Raman Kumar said today that the jailbreak took place between 12 midnight and 3 AM. Iron rod, pipe and ‘dhoti’ have been found at the spot from where the prisoners scaled the wall, he said. Superintendent of Police Upendra Sharma said those who escaped included Prajit Singh hailing from Motihari, Girdhari Rai of Chapra, Sonu Pandey and Upendra Sah of Ara, all four serving life imprisonment and Sonu Singh of Brahampur, Buxar, convicted for 10 years. The DM said that after probing the incident, responsibility would be fixed on the erring jail officials for the jail break. Three jail officials of Buxar prison have been suspended in connection with the jailbreak. The suspended officials include Chief Warden Kameshwar Paswan and Upendra Das and Raj Kumar Ram, both wardens, Inspector General of Prison Anand Kishore said in Patna. Kishore told PTI that a two-member jail department team has been sent to conduct an on the spot inquiry into the jailbreak.

In times of recession, the government pumps in money to revive the economy, but Modi did exactly the opposite and unleashed a disaster on the otherwise growing economy,” said Gowda. “Because of this disaster, 2017 is going to see a drop in every economic indicator that matters to India.No new jobs will be created, sectors like agriculture, construction, real estate, all of which are huge employers, are going to see a downturn. “Rather than creating jobs, Modi has destroyed jobs,” he said.

Challenges for 2017
A
s the year 2016 draws to a close at the stroke of midnight on December 31, the world will be welcoming the new year 2017 with hopes and expectations. Many people live on hope while some live without it. Without a doubt, New Year celebration is the most widely observed event among planet earth’s over seven billion people. The annual celebration is also among the oldest of all holidays, believed to have its pagan origin in ancient Babylon some four thousand years ago. The celebrants include people from all communities and religions who have been waiting to explode in joy to welcome the new year. New Year thus provides an opportunity for a review of many aspects in a person’s life and the effort to make life better –spiritually, mentally and physically. These are the epitome of what a progressive resolution ought to be and through which relationships, responsibilities and careers are addressed. In this regard, as people in Nagaland step into the new year 2017 ,they will still have to address many issues that have spiralled to levels that attract attention and which need to be handled with cooperative wisdom, if society in Nagaland is to come out of the shadows of doubts, confusion and conflicts. There is more than enough reason to seriously ponder over why, since over a decade, governance has taken a back seat and have been tossing all rules out of the window. One trap which the state has landed into has been the financial expenditure. The financial crisis is not over and by the next financial year, there is doubt if the state can greatly reduce its deficit which currently stands at round Rs.1419? With the state facing a serious financial deficit by the end of March 2015, the scope for improvement can only come about if politicians get serious after a decade of merriment and competition for corruption. In the recent months, nowhere has the reputation of the government of the day been challenged as much as it has been with regard to the perennial monumental corruption in the scams within the Food & Civil Supplies department. This was exposed after joint inspections/ raids conducted by ACAUT Nagaland either with law enforcement or with public that unearthed a huge racket in diversion of kerosene for adulteration of petrol and diesel in terms of several crore rupees a month. In addition, ACAUT had also exposed the nexus in the alleged diversion of PDS rice to the open market which also runs into a huge amount each month. ACAUT has alleged that the scam in the F&CS department also involved Naga factional groups. The year also provides an opportunity to effect cleansing of the electoral practices before the 2018 elections which has been blamed as a major contributor of criminalisation of the Naga society. Other issues that demand attention also include- need for quality of education system, bogus appointments in government, rise in anti-social offences, juvenile delinquency, mounting concerns of HIV, thriving black market in alcohol and drugs etc. These are concerns that pose severe challenge on the government, NGOs, society and church and which need to be tackled with urgency and determination in order to stem the tide.

Security for Tomorrow. “…the Lord will go before you….” This is a gracious revelation— that God will send His forces out where we have failed to do so. He will keep watch so that we will not be tripped up again by the same failures, as would undoubtedly happen if He were not our “rear guard.” And God’s hand reaches back to the past, settling all the claims against our conscience. Security for Today. “You shall not go out with haste….” As we go forth into the coming year, let it not be in the haste of impetuous, forgetful delight, nor with the quickness of impulsive thoughtlessness. But let us go out with the patient power of knowing that the God of Israel will go before us. Our yesterdays hold broken and irreversible things for us. It is true that we have lost opportunities that will never return, but God can transform this destructive anxiety into a constructive thoughtfulness for the future. I for one had read “O Jerusalem” and “Anne Frank’s Diary” as well as Corrie Ten Boom’s books while still in High school in the late 1960’s. The history books that all educated Nagas have read are not from another planet so that we were ignorant of other people’s histories and their struggles. So don’t insult Naga nationalist as well as all Nagas saying: “The Nagas view themselves as victims because they have no education of the outside world to compare themselves to…” (Nagaland Post, Dec.29, 2016) As for the Indo-Naga conflict, just how would you- an Israeli Jew- react if your immediate neighbors Syria or Jordan invade your country tomorrow and call you Syrians andJordanians? Would you meekly surrender because their geographical area and population is much bigger and higher than your own country? Would not such a surrender on your part, end in the self-nullification of your own national identity and also condemn future generations of Israelis to become subjects of some other nations? Would you rather honor Syria and Jordan’s claims over your existence just so that your people can live on in “Surrendered Peace” accumulating Jordanian Dinars and Syrian Pounds? By the way, sometimes, I even wonder whether you even know your own heroic history. After all you were born in Canada
and are now an American citizen. But for your information, nationalist Zionist of Israel never surrendered their honor and their identity to the Nazi hordes or the overwhelming Arab hordes that sought to destroy Israel from the very face of the earth. obert A. Silverstein’s (RAS) frequent comments on the Naga political issues bear testimony to the truth and the authenticity of the Naga people’s unwavering quest for self-determination. I therefore find no reason to criticize his opinion, although I don’t necessarily shared and agreed with his expressed opinion. I rather take this as a valuable third party opinion and healthy criticism for which Nagas need to appreciate. The regular comments of a great person like RAS, westerners himself, shows that our voice is now heard and reverberate all over the world. And the people around the world are now showing concern and voicing out their opinion on how to solve our Naga political question. Any Naga who truly love freedom and wants Naga to be liberated from occupational force, like myself, will always look up to the Jewish people as a source of strength and inspiration. Their success and the survival story of the Jews will always inspire the Nagas to continue this enduring struggle till we are liberated from the occupying force and regain our freedom. In my recent interaction with one NNC veteran from Wokha he told me that if the Jewish people even after two thousand years of exile could regain their freedom in their homeland, Nagas too has every right to continue with our struggle for freedom even though it may take many years or more. However, I become emotional when I read RAS’s most recent article where he completely disre-
gard the problem and the suffering of the Nagas by reducing it to something as equivalent to non-existent and therefore “not even worth mentioning”. Being born and brought up in a conflict zone I know and experience myself what life meant to be under military occupation. I am sure during his visit to Nagaland he must have noticed India’s military fortress built everywhere which should remind him how much Nagas must be suffering at the hand of those brutal forces being empowered by one of the most uncivilized draconian law in the world called AFSPA. The only reason he cited to substantiate his argument is that Nagas are too small in number. The call of humanity demands that our concern for life and mankind should be the same, irrespective of its size and influence. I am eternally grateful to the Jewish people for donating Hebrew Scripture to the world for which I am among the beneficiaries and from where I have learned some of the priceless, timeless and eternal values of humanity. This ancient book of wisdom is a book from where I learn to love our neighbours as we love ourselves (Leviticus 19:18), to forgives our enemies (Leviticus 19:17-18), to learn how to do well in life, plead for the cause of widow and defend the fatherless and sojourners (Leviticus 19:3334, Deuteronomy 10:18-19, Isaiah 1:17), to proclaim liberty and advanced human right throughout the world (Leviticus 25:10, Isaiah 61:1-3), tostrive for peace in the world (Isaiah 2:4) and to promote social justice and social equality
(Deuteronomy 16:18, Amos 5:21-24). These values are always a source of strength for me and it always serve as an eternal light for the persecuted people like Nagas who are under the darkness of forces of evil rulers. Be it known to the world that Naga community today, among other ethnic minorities in India, stand as one of the most persecuted people in the world. It is worth mentioning that for the last seven decades Naga suffered the worst form of persecutions which include rape, torture, looting, burning of churches and granaries etc. This onslaught has been perpetuated by Indian armed forces without any intervention from the so called civilized government in New Delhi who claimed to championed democracy and freedom in the region and around the world. It is worth mentioning that nearly one lakh Nagas had been perished since Naga resistance movement began against India who forcefully occupied our homeland without our consent. And for a small community like Nagas, losing this much lives will be too costly and it will take time for us to fill the vacuum that has been created. It is worth mentioning how India refuses to recognized the historical right of the Nagas to live as a free nation and use force to suppress our right. It is worth mentioning how India refuses to honoured the historic 1951 NNC plebiscite where 99 per cent Naga give their consent for complete independence as a result of which armed conflict started between the two nations. It is worth mentioning how India refuses
to acknowledged the 1947 Akbar Hydari Agreement which give Nagas the right to determine the own future. It is also worth mentioning that India still today continues to play divisive role, through the divide and rule policy, by placing Nagas in different political boundary. I don’t understand how RAS wants Nagas to respond to all these. By saying that the demands of the Nagas are “unrealistic” and “self-serving”, does he meant that it’s time Naga should bow down and surrender all our rights to India, do away with our identity and become a lost people. Naga will never do that, even though we may be “one of the most insignificant groups on earth”. Nevertheless it is also worth mentioning that Naga cause too has a support of many international groups like UNPO, Amnesty International, NISC etc… Naga can also count the support of great person like RAS who knows Naga history and present political situation very well. Would the Jewish people ever again in future let the great land of Israel, which is historically theirs, to be occupied by alien force and let them haunt with the prospect of another holocaust. The world might have heard it or might not, but we Naga too had already gone through our own holocaust. Gover nments have launched a crackdown on the rampant billion-dollar trade in rosewood timber that is plundering forests across the planet to feed a booming luxury furniture market in China. The Convention on the Trade in Endangered Species (Cites) summit on Thursday placed all 300 species of rosewood under trade restrictions, meaning criminals can no longer pass off illegally logged species as legitimate. Rosewood is the world’s most trafficked wild product, according to the UN Office of Drugs and Crime, accounting for a third of all seizures by value, more than elephant ivory,

With a beautiful deep red glow, it is the traditional wood used for elite, classicstyle “hongmu” furniture in China: one huge carved bed was on sale recently for $1m. But due to explosive demand from China’s fastgrowing middle class, the rosewood trade has soared since 2005, multiplying 65 times in value and now worth $2.2bn a year. As a result, the forests of south-east Asia have been rapidly emptying, peaking in 2014. Traffickers are now targeting more than 80 other countries across the tropics where rosewoods grow, particularly in west Africa but also central America. China’s rosewood imports from Africa soared sevenfold between 2010 and 2014, according to a report from Forest Trends, with $216m of west African rosewood
imported in the first half of 2016 alone. Illegal gangs move swiftly from country to country, felling all the trees they can find and creating devastating boom-andbust cycles, said the report. “When trees become scarce in one place, or authorities strengthen controls, the shady networks quickly move to another country and the deadly cycle of corruption, violence and forest destruction starts anew,” said a statement from Environmental Investigation Agency (EIA), a Cites participant. China imported 2m cubic metres of logs and wood in 2014, according to the EIA. This is equivalent to millions of rosewood trees as only the dark, dense heartwood is used: 70-80% of the tree is often wasted. The devastated forests left behind also no longer
provide the charcoal and traditional medicines used by indigenous communities. “It is at the heart of our rural communities,” said Niger’s Cites delegate. “The demand from Asia threatens directly threatens their livelihoods.” Lisa Handy, at the EIA, said: “We are really thrilled [with the new Cites protection]. It’s really in the nick of time to save them from extinction. The trade has exploded exponentially in the last decade. Towards the close of the year, we have witnessed the episode of the use of water cannon against the peaceful protest of the teachers in regard to the non-payment of salaries. Subsequently, the ACAUT members were caught in between with water cannon and teargas in protest against the rice scam and fuel adulteration. The peaceful demeanour of the public in the face of punitiveresistancewas a sign of true non-violent movement. So to speak, it was a form of Civil Disobedient Movement as was in the days of Gandhi and Luther, Jr. Now the reasoning is this: Would the Nagas witness a form of insurgency that will result in purging the society of its evil? Or that we would see the awakening of the publics in regard to our “created problems and disorders”!Or that this movement would digress into another body of local organization with no significant vision in sight!
The silent lions have been complacent and unconcerned while the wolves are ruining our whole fields of grain. But it seems there are a fewlions that are still awake and the time has come for the wolves to go into hiding. He opted for peaceful settlement between the white and black Americans through his peaceful protests and speeches. “Darkness cannot drive out darkness; only light can do that. Hate cannot drive out hate; only love can do that” said he. By killing or using violent means, justice is not possible. Revenge is not the option for achieving justice. Only the way of love can do so. Nonviolence and civil disobedience--as opposed to violence and conflict--can still be a feasible way toward gaining political, social and civil freedom in any part of the globe.And this is the way to achieve justice and expose the lies of phonies and it is time that the general public lend their full support to this kind of peaceful protest for the good of the society. The Cites summit also applied new protection to an African rosewood from another genus, known as Kosso, which grows in the dry forests of west Africa. It was barely exported in 2009 but exploitation has since soared and it is now is now the main rosewood timber imported by China. “The forests have been emptied,” said Benin’s delegate to Cites. Some rosewood species can still be logged under the new rules, but will require permits that should only be granted if it is deemed
sustainable. The rules could be revisited in the final Cites session next week, but this is unlikely. Rosewood is also used to make some musical instruments, such as guitars, but the new rules will not prevent musicians travelling with their instruments. The new protections enter into force in 90 days, but need action by individual nations to have an impact. In 2013, Cites gave similar protection to every rosewood species in Madagascar, where rampant logging was taking place. However, the EIA says the Madagascan government has failed to carry out its enforcement commitments and, in May 2016, UN secretary general Ban Ki-moon called on Madagascar to end corruption and “fight the illegal trafficking of natural treasures”. Tsumang Lake need attention Sir,
It is well aware by one and all that there is no place in Nagaland like Tsumang Lake-cum-fishery pond right in the heart of Wokha town. Although Padumphukuri Lake is there in Dimapur, it is in plain area and cannot be compared to hill area. The total area covered by Tsumang Lake is 3.5 hectare but sadly it continues to be neglected by the government. One can see an important feature where foreigners would go and sit in the gazebo, right in the middle of the lake and would watch the dancing fishes in the lake and take photographs. If the government claims Tsumang Lake as government property, then it must also take certain steps to beautify it. For instance, the area could be lighted up with mercury lights, proper brick wall fencing and public amenities build. It has long been 55 years but government continues to ignore the Tsumang Lake as if it is not worth it. It is an important tourist spot and therefore, something constructive need to be done for the lake. Instead of concentrating on corruption and building skyscrapers, government need to ensure that landmark spots are maintained so that tourists are not disappointed. India, SL discuss fishermen issue in first JWG meeting NEW DELHI, DEC 31 (PTI): The first meeting of the Joint Working Group (JWG) on Fisheries between India and Sri Lanka took place here today ahead of the second round of ministerial level talks to be held on Monday. The day-long meeting was co-chaired by secretaries for animal husbandry and fisheries department of the respective countries. Members of External Affairs Ministry, Coast Guard, Indian Navy and officials of Tamil Nadu government were also present at the JWG meeting. “The issues related to release of detained fishing vessels, modalities for handing over of apprehended fishermen, mutual cooperation in fishery sector among others were discussed in
detail,” according to official sources. The outcome of the JWG meeting will be further discussed at the ministerial talks to be held on January 2 in Colombo. Agriculture Minister Radha Mohan Singh will be attending the meeting. It is not yet clear if External Affairs Minister Sushma Swaraj would attend the meeting as she is recuperating from an operation. During the first round of ministerial talks held in New Delhi in November 2016, India and Sri Lanka decided to set up a JWG on Fisheries to meet every three months and hold a meeting between the Ministers for Fisheries every six months to find a permanent solution to the emotive issue of fishermen.

Missionaries lack strength to convert Hindus: Bhagwat NAVSARI (GUJ), DEC 31 (PTI): Raking up the issue of conversions, RSS chief Mohan Bhagwat today said such attempts are unlikely to be successful in the country as the missionaries “do not have the strength”. Bhagwat pitched for Hindu unity and asked members of the community to come together irrespective of caste and language. “...after converting people to Christianity in the US, Europe, they (missionaries) are eyeing Asia. China calls itself secular, but will it allow itself to come under Christianity? No. Will Middle-East countries let it happen? No. They now think India is the place. “But they should keep it in mind, notwithstanding their strong push over 300 years, only six per cent of Indian population could be converted to Christianity. Because they do not have strength,” he said. The chief made the remarks while delivering valedictory address at Virat Hindu Sammelan, organised by Bharat Sevashram Sangh in Vansda in the district. Bhagwat sought to buttress his point by saying how two churches, one in the US and another in Birmingham in the UK, were converted into Ganesh temple and offices of Vishwa Hindu Parishad respectively, by a Hindu businessman in America. “This is the condition (of missionaries) in their own countries and they want to convert us. They cannot do it, they do not have that strength,” he added. Bhagwat asked Hindus to remember “who they
are” and that their culture is “superior”. “Hindu community is in trouble. Which country are we living in? Our own country. This is our land, from the Himalayas (in the north) to the sea (in south). This is the land of our ancestors. Bharat Mata is mother of us all. “We have forgotten ourselves. We are all Hindus. Let our castes, languages we speak, regions we come from, gods we worship be different. Those who are sons of Bharat Mata, are Hindus. Hence, India is called Hindustan,” he said. Terming Hindu religion as one based on truth, Bhagwat said Hindus never tried to convert people pursuing other religions as they believe in co-existence. He urged people of all religions to “walk together” to make the world a better place and India a world leader. He reaffirmed the RSS stand that Hindus and nonHindus living in “integrated India” have common ancestors who share the same DNA. Bhagwat urged the attendees to reach out to their “brothers”, to whom they have not gone for ages, keeping aside differences of caste, religion and language. “We should go to our brothers whom we have not gone to for ages. We did not go to them and hence these things (spread of other religions) are happening. We should go to them to share their pain, cooperate with them and perform our longforgotten duty to make them aware of who they are, that we have common ancestors,” he added.
Cold conditions prevail in north India; fog engulfs parts NEW DELHI, DEC 31 (PTI): Cold conditions continued in northern India today and a blanket of fog enveloped several parts of the region affecting road and rail traffic. Dense fog shrouded several parts of the national capital in the morning hours delaying 80 trains with cold conditions continuing in the city. The minimum temperature was recorded at 8.2 degrees Celsius, a notch above the season’s average while the maximum temperature was pegged at 20.3 degrees, also a notch above the normal, a MeT department official said. Visibility was recorded at 50 metres at 5.30 AM at Palam which marginally improved to 150 metres at 8.30 AM. It further improved to 1,000 m at 11.30 AM, the official said. The night temperature remained below freezing point in Kashmir as the cold wave conditions continued, even as the mercury went up at most places in the Valley where the Meteorological department has forecast an end to the prevailing dry spell next week. Will continue to support WPRs’ rights: BJP JAMMU, DEC 31 (PTI): BJP today condemned Hurriyat and other political parties for opposing the grant of domicile certificate to the West Pakistani Refugees (WPRs) residing in Jammu and Kashmir and said it will continue to support the rights of the WPRs. “Hartal called by Hurriyat and other separatist groups yesterday to oppose the grant of domicile certificate to WPRs is very unfortunate, unwarranted and uncalled for. BJP strongly opposes the efforts of these pro-Pakistan elements to politicise a humanitarian issue,” BJP state spokesperson Brig Anil Gupta (retd) said. He condemned the attitude of Hurriyat and political parties who are opposing the grant of domicile certificate to the WPRs residing in the state and said what was more discomforting is that these people belong to economically backward segment of the society and have been denied the growth opportunities due to no

Why are there still restrictions on cash withdrawal?,” Banerjee asked in a statement. “50 days are now over. How can you take away the rights of citizens to withdraw their own hard-earned money? Budget 2017 may provide some IT relief: Experts
NEW DELHI, DEC 31 (AGENCIES): Ahead of the Budget presentation on February 1, expectations are building up that Finance Minister Arun Jaitley will offer an income tax relief to both individual taxpayers and corporate India. More money in the hands of consumers will help in spurring demand which has been hit due to demonetisation. The finance minister has already spoken about the need for lower taxes in India. “What you need is a broader base of economy for which you need a lower level of taxation. You need to manufacture products and provide services which are more competitive in

Over Rs 4,313 cr black income detected in 1,061 raids: Report New Delhi, DEC 31 (PTI): Over Rs 4,313 crore of stashed income has been detected by the Income Tax Department after conducting over 1,000 raids and survey operations as part of its countrywide operations against black money hoarders post-demonetisation. Official sources said the taxman has detected a total of Rs 4,313.79 crore undisclosed income and seized cash and jewellery worth Rs 554.6 crore as part of these operations, as per the data updated till Thursday. They said the department carried out a total of 1,061 raids, surveys and enquiries across the

India, Singapore amend tax treaty NEW DELHI, DEC 31 (AGENCIES): India and Singapore on Friday amended a decade-old double tax avoidance agreement (DTAA) that will allow the tax department to impose capital gains (tax) on investments routed through the island nation and plug a possible misuse of benefits. Earlier this year, the government managed to get Mauritius and Cyprus to amend tax treaties that allowed it to impose capital gains tax and check alleged round-tripping of funds into the country some of which was said to be black money. “This year on May 10 we had amended DTAA with Mauritius. Then in September we amended with Cyprus and today we amended the DTAA with Singapore... With these three... we have successfully stopped round tripping through this route,” finance minister Arun Jaitley said at a press conference. In recent years, Singapore had emerged as a key source for foreign investors from across the globe to route funds into the country and in some cases it was the top originator of investments. Between April 2000 and September
2016, Singapore accounted for 16% of inflows with Mauritius topping the list with 33% of flows. The latest move by the government seeks to bring parity although there are agreements with countries such as the Netherlands, France and South Korea where some additional benefits are available. Tax experts, however, said with the general anti-avoidance treaty in place, misusing these treaties would be tough. Under the amended treaty with Singapore, capital gains tax will be imposed at 50% for two years starting April 2017, Jaitley said. The minister said the earlier DTAAs with the three countries gave complete exemption from payment of tax on profits made through capital gains as there was no such levy in the host countries. The beneficiary did not pay any capital gains tax in India. “Therefore there was a reasonable apprehension that these agreements were misused for round tripping and bringing money back in country through this route,” he said, adding that 2016 has been significant and historic in getting these amended.

M u m bai , D ec 3 1 (PTI): The Union Government has extended the timeline for farmers to get enrolled in the rabi crop insurance scheme till January 10, Maharashtra agriculture minister Pandurang Fundkar said today. “The earlier deadline of registration for the crop insurance scheme for rabi season was December 31. It has been extended to January 10 so as to enable more farmers to be benefitted from the initiative,” said Fundkar. The insurance is being offered by National Insurance Company and their officials will be facilitating enrollment of farmers in the scheme, the minister said. Meanwhile, leader of opposition in legislative council, Dhananjay Munde in a statement today claimed that he had written a letter on December 28 to chief minister seeking some relaxation for rabi crop insurance registration. Munde who is unhappy with the 10-days extension, said, “I had demanded extra one month’s time for the farmers but that demand has not been met.” Munde in his letter contended that farmers do not have sufficient amount of money in hand due to demonetisation and hence they should get more time to get their crop insured.

M u m b ai , D ec 3 1 (IANS): Following expiry of the deadline to deposit demonetised currency in banks, the RBI on Friday relaxed the daily ATM withdrawal limit to Rs 4,500 from the earlier cap of Rs 2,500, with this facility, to be effective from January 1, coming as a new year gift to citizens. “On a review of the position, the daily limit of withdrawal from ATMs has been increased with effect from January 1, 2017, from the existing Rs 2,500 to Rs 4,500 per day per card,” the Reserve Bank of India said in a notification issued late on Friday. The RBI further said “there is no change in weekly withdrawal limits”, which remains at Rs 24,000. The central bank also asked banks to ensure that disbursals on ATMs should predominantly be in the denomination of Rs 500. As per data released
by the RBI on December 21, it has supplied currency amounting to Rs 5.92 lakh crore till December 19, as against the Rs 15.4 lakh crore pulled out of the system through the demonetisation of high-value currency announced on November 8. It may be mentioned that apex industry body Assocham on Friday urged the government to increase cash withdrawal limits from saving and current accounts and through ATMs to mitigate the hardship faced by the people and businesses since demonetisation. “ T h e g ove r n m e n t should make policy changes to mitigate the impact of high denomination currency notes by increasing daily cash limit through ATMs to Rs.5,000 from Rs 2,500,” said the Association Chambers of Commerce of India (Assocham) in a statement here.

A suspect blew up his explosive vest at the crowded car spare parts market in Sinak area and another suicide bomber detonated himself near a post office in the same area, the Interior Ministry source told Xinhua news agency. Earlier in the day, the source said the attacks were carried out by roadside bombs and put the toll at 19 dead and 45 injured. The Islamic State militant group has claimed responsibility for the attack. Terrorist acts, violence and armed conflicts killed 2,885 Iraqis and wounded 1,380 others in November across Iraq, the UN Assistance Mission for Iraq said.

Known for his two best-selling memoirs, Sessums said that he shared a Facebook post from ABC News’ political analyst Matthew Dowd that read: “In the last few hours I have been called by lovely ‘christian’ Trump fans: a jew, faggot, retard. record straight: divorced Catholic.” Sessums was later notified by Facebook that the post violated the company’s “community standards” and was barred from posting for 24 hours. It was only after the Guardian contacted Facebook that they reviewed and restored the post of the journalist. “We are very sorry about this mistake,” the Guardian quoted a spokesman of Facebook. “The post was removed in error and restored as soon as we were
able to investigate. Our team processes millions of reports each week, and we sometimes get things wrong,” he added. “It is chilling. It is arbitrary censorship. US says IS chief alive, still leading WASHINGTON, DEC 31 (AGENCIES): The Pentagon has said it believes that Islamic State chief Abu Bakr alBaghdadi is indeed alive, despite repeated efforts by the US-led coalition to take out the jihadist group leader. Baghdadi has kept a low profile, despite having declared himself the leader of a renewed Muslim caliphate, but last month released a defiant audio message urging his supporters to defend the northern Iraqi city of Mosul. It is not clear if he is in the besieged city, where he declared his caliphate in 2014 after the IS group seized territory covering much of eastern Syria and northern Iraq. “We do think Baghdadi is alive and is still leading ISIL and we are obviously
doing everything we can to track his movements,” Pentagon spokesman Peter Cook told CNN. “If we get the opportunity, we certainly would take advantage of any opportunity to deliver him the justice he deserves,” he said. “We’re doing everything we can. This is something we’re spending a lot of time on.” In mid-December, the United States more than doubled the bounty on the shadowy IS leader’s head to USD 25 million. China to ban ivory trade by end of 2017

B e i j i n g, D e c 3 1 (IANS): China will ban the processing and sale of ivory for commercial purposes by the end of 2017, closing down the world’s biggest ivory market, officials reported on Saturday. The State Council and the State Forestry Administration announced late Friday a decision hailed by conservation groups as “historic” for the future preservation of elephants, Efe news reported. By the end of March, authorities will shut down some of the 34 ivory processing enterprises and 143 sale outlets operating legally in the country, while all commercial activity will

be banned by December 31, 2017. Under the ban, the government will not allow shops or online stores to offer products containing ivory and only non-commercial spaces, including museums, will have permission to exhibit such products. China has been toughening regulations on ivory trading in recent years. In a joint appearance with his US counterpart Barack Obama in 2015, Chinese President Xi Jinping said both countries would end the legal and illegal trade of ivory in their respective countries. Trade in ivory has
been suspended in China since March this year, when the government imposed a three-year moratorium following a one-year ban on ivory imports in 2015. The decision has been welcomed by many conservation groups, who for years have been drawing attention to the effect of China’s consumption of ivory on the declining population of elephants in Africa. “Closing the world’s largest legal ivory market will deter people in China and beyond from buying ivory and make it harder for ivory traffickers to sell their illegal stocks,” said Lo Sze Ping, CEO of WWFChina.

I S L A M A BA D, D EC 31 (PTI): The US has slapped sanctions on seven Pakistani entities associated with the country’s missile programme, a media report said today. An official notification by the US Department of Commerce said that the entities added to the Export Administration Regulations (EAR) list “have been determined by the US government to be acting contrary to the national security or foreign policy interests of the US,” Dawn reported. All seven have been placed on the entity list under the destination of Pakistan. They are identified as Ahad International, Air Weapons Complex, Engineering Solutions Pvt. Ltd., Maritime Technology Complex National Engineering and Scientific Commission, New Auto Engineering and Universal Tooling Services. Pakistan has always denied any wrongdoing in connection with its nuclear or missile programme, and the paper said it was unable to verify if the names and addresses given were correct or in any way linked to the country’s missile programme.

Russia accessed US electricity grid: Report Washington, Dec 31 (IANS): Hackers linked to the Kremlin penetrated the electricity grid of the US although they did not disrupt services, a media report has said. According to the Washington Post report on Friday that quoted US officials on condition of anonymity, the hackers used malware to obtain the code which gave them access to the grid, Efe news reported on Saturday. The target of the hackers was presumably one of the two major utilities of the state of Vermont: Green Mountain Power or Burlington Electric. “The incursion may have been designed to disrupt the utility’s operations or as a test to see whether they could penetrate a portion of the grid,” the report said, citing the same sources. The Kremlin has been in the eye of the storm during recent weeks after the White House accused Russia of being behind a cyber attack against the Democratic Party and Hillary Clinton’s. On December 29, Obama ordered the expulsion of 35 Russian diplomats and imposed economic sanctions against Russian intelligence agencies, intelligence personnel and cyber security companies in response to the hacking.
Pak to hand over dossier on India to new UN chief Islamabad, Dec 31 (PTI): Pakistan would hand over a dossier on alleged Indian spy Kulbhushan Jadhav and evidence of attempted violation of maritime boundary by an Indian submarine to incoming UN Secretary General Antonio Guterres on Monday, his first working day after assuming office. Pakistan’s Permanent UN representative Maleeha Lodhi will officially pass on the dossier to Guterres at the UN headquarters in New York, Dawn reported, citing officials. “Soon after assuming office incoming UN Secretary General Antonio Guterres will get a feel of Pak-India rivalry as Islamabad is set to raise the issue of Indian interference with him,” the paper said. Pakistan claims that Jadhav, an Indian navy officer and an alleged operative of India’s intelligence agency RAW, was caught by its security forces earlier this year. His capture was announced in March and was flaunted by military as “proof of Indian interference and state-sponsored terrorism”. Responding to criticism in the Senate, Adviser on Foreign Affairs Sartaj Aziz had on December 7 said that “insufficient material” had been delaying the finalisation of the dossier. “It is not that material has been provided and it’s lacking in English and we are overcoming it. The (provided) material, in our view, was insufficient,” Aziz had told a meeting of
the Senate Committee of the Whole House. “The required additional information” has now been made available and the dossier has been completed, the paper said, citing the officials. The officials did not share the specifics, but said it would contain proofs that India was allegedly patronising terrorism in Pakistan. The new UN chief would also be informed about the attempt by an Indian submarine to “intrude into Pakistani waters before it was spotted and forced to abandon the mission”, the
paper said. The submarine incident, which happened last month, coincided with the fourth Pak-China joint naval exercise for promoting maritime security and stability in the region and the start of shipping activity under the China-Pakistan Economic Corridor from Gwadar. PCB to take legal action against BCCI Lahore, Dec 31 (Agencies): Pakistan Cricket Board (PCB) Chairman Shaharyar Khan has said that the board will pursue a legal recourse against the Board of Control for Cricket in India (BCCI) for not honouring the Memorandum of Understanding (MoU). In a Board of Governors (BoG) meeting the other day, the 82-year-old said the board is currently involved in developing a legal case against its Indian counterpart of failing to play a bilateral series with Pakistan which was agreed upon in the MoU. “We will start with the legal framework over the matter since the BoG has given its approval,” said Shaharyar in the meeting. “The clear fact is that India signed an agreement with us to play six bilateral series between 2015 and 2022, of which
they have already missed two series.” He also said that the International Cricket Council (ICC) was witness to the agreement; therefore the board will send its case to both BCCI and ICC. “We will consult our legal team to take up the matter with the BCCI and the ICC,” he said. The chairman added that the PCB deserves compensation for the losses it incurred due to India’s refusal to hold a bilateral tie. India has not played a bilateral series with Pakistan since 2007, although Pakistan did travel to India for a limited-over series in 2011-2012.
