SHILLONG, JAN 23: Union Home Minister Amit Shah, who was here Saturday to chair the 69th Plenary of the North Eastern Council (NEC), underscored that the North Eastern States should resolve the boundary disputes amongst themselves and urged chief ministers of the various states in the region resolve the boundary disputes amicably holding “State to State” level talks. Shah told the chief ministers that the boundary dispute needs to be resolved by holding State to State level talks without any intervention by the Central government. Petrol, diesel prices touch all-time highs DIMAPUR, JAN 23 (NPN): Petrol and diesel prices in the country touched new all-time highs on Saturday after state-owned oil marketing companies (OMCs) increased the rates for the fourth time this week. According to a price notification from OMCs, petrol and diesel prices were hiked by 25 paise per litre each. This took the petrol price in Delhi to Rs 85.70 per litre and in Mumbai to Rs 92.28 per litre. Diesel rate climbed to Rs 75.88 a litre in the national capital and to Rs 82.66 per litre in Mumbai, the price data showed. After today’s rate revision, petrol price in Dimapur rose to Rs.88.10 per litre and diesel price soared to Rs.78.83 per litre. In the state capital Kohima, petrol price increased to Rs.89.06 per litre and diesel was hiked to Rs.79.53 per litre. This is the second consecutive day of rate increase and the fourth this week. In all prices have gone up by Re 1 per litre this week. Fuel prices, which vary from state to state depending on local sales tax or VAT, are now at record highs in the country, prompting cries for a cut in excise duty to ease the burden on consumers.

Shah said that after taking charge as Prime Minister in 2014, Narendra Modi said that if the North East is to be developed, then the region has to be given priority in all types of development schemes of the government. “There are still many areas which are not developed, so the cabinet has decided that 30% of the budget will be used for underdeveloped areas and they will also be developed. If NEC sets a target by 2022 under ‘Ease of Doing Business’ in consultation with every state, it will be a major achievement. This will also help in attracting investment. To mark the completion of 75 years of Independence in 2022, every state should set a target and try to overcome all the difficulties that come in the way,” he said. Pointing out that development of any state is not possible by government investment alone, Amit Shah said private sector participation is also very important, adding that there should be an effort to build a prosperous North Eastern region.

DIMAPUR, JAN 23 (NPN): Nagaland chief minister Neiphiu Rio has urged the Centre to strengthen the North East Council (NEC) by bringing out a clear vision for development of the North Eastern region, adding that the council was set up with a special purpose due to special needs. Rio while addressing the 69th Plenary of the North Eastern Council through videoconference, lamented that over the years, the functional autonomy of NEC intended by Parliament had been significantly diluted and the role of the Governing Body of NEC represented by Governors and Chief Ministers of the region had become less important. “Let us not forget that this Council has been set up out of necessity to develop the North Eastern region of the country... It is now almost 50 years since NEC was set up but the region still has a huge development deficit when compared to the mainland,” Rio stated. LO N D O N, JA N 2 3 ( AG E N C I E S ) : B r i t i s h Prime Minister Boris Johnson said that the new UK variant of COVID-19 may be associated with a higher level of mortality although he said evidence showed that both vaccines being used in the country are effective against it. “We’ve been informed today that in addition to spreading more quickly, it also now appears that there is some evidence that the new variant – the variant that was first discovered in London and the southeast (of England) – may be associated with a higher degree

of mortality,” he told a news briefing. The warning about the higher risk of death from the new variant, which was identified in England late last year, came as a fresh blow after the country had earlier been buoyed by news the number of new COVID-19 infections was estimated to be shrinking by as much as 4% a day. Johnson said however that all the current evidence showed both vaccines remained effective against old and new variants. England and Scotland announced new restrictions on January 4 to stem a surge in the disease fuelled by the highly transmissible new variant of the coronavirus, which has led to record numbers of daily deaths and infections this month. The latest estimates from the health ministry suggest that the number of new infections was shrinking by between 1% and 4% a day.

150 infected with UK variant in India

PTI: The number of people who have tested positive for the UK variant of COVID-19 in India has climbed to 150, Health Ministry said on Saturday. All of them have been kept in single room isolation in designated health care facilities by the respective state governments. Their close contacts have also been put under quarantine. Comprehensive contact tracing has been initiated for co-travellers, family contacts and others. The situation is under careful watch and regular advice is being provided to the states for enhanced surveillance, containment, testing and dispatch of samples to INSACOG (Indian SARS-CoV-2 Genomics Consortium) labs.

GUWAHATI, JAN 23 (PTI): NSCN (I-M), which has been engaged in peace negotiations with the Central government, has “removed” a prominent member from a key post leading to tension among a section of the cadres, official sources said. Hutovi Chishi Swu, one of the prominent faces from the Sumi tribe within NSCN (I-M), has been removed from the post of convener of the outfit’s steering committee, reportedly by the group’s general secretary Th. Muivah, the sources said. Hutovi was ousted for allegedly airing his views on developments within the outfit during a meeting in Dimapur in the last week of December 2020, they said. Hutovi had recently hogged the limelight when he led an attempt by the outfit to reach out to the different tribal bodies of Nagaland and gauge their opinion about the ongoing Naga peace talks. Sources said Hutovi received the response that suggested that there was a strong undercurrent in favour of an early settlement of the vexed Naga insurgency problem. Hutovi had also called a meeting of the top leaders of the NSCN (I-M) on December 24 in Dimapur and made a detailed presentation about his meetings with the tribal bodies and emphasised on the need for course correction and for a pragmatic stand in the peace talks with the Centre. However, soon he was removed from his post and one Ashihou Asoumai, a Poumai Naga from Manipur, was brought in his place, sources said.

COVID vax: Nearly 14 lakh beneficiaries inoculated Firm on demand of repealing farm laws NEW DELHI, JAN 23 (PTI): Nearly 14 lakh beneficiaries have been vaccinated against COVID-19 in the country, including 3,47,058 in the last 24 hours, the health ministry said on Saturday. According to data released by the ministry, the highest number of 1,84,699 vaccinations in the country has been reported from Karnataka, followed by Andhra Pradesh (1,33,298), Odisha (1,30,007) and Uttar Pradesh (1,23,761). As many as 1,10,031 beneficiaries were inoculated in Telangana, 74,960 in Maharashtra, 63,620 in Bihar, 62,142 in Haryana, 47,293 in Kerala and 38,278 in Madhya Pradesh, according to the data. In a statement, the ministry said in the last 24 hours, 3,47,058 people were vaccinated in 6,241 sessions and 24,408 such sessions

have been conducted across the country so far. “As on January 23, 2021, till 8 AM, nearly 14 lakh (13,90,592) beneficiaries have received the vaccination under the countrywide COVID19 vaccination exercise,” it said. India’s active COVID19 caseload continued to manifest a downward movement and dropped to 1,85,662 on Saturday. “India’s present active caseload now consists of just 1.74 per cent of India’s total positive cases,” the ministry said. It added that 28 states and Union territories in the country have less than 5,000 active coronavirus cases each and their recovery rate is above the national average.

NEW DELHI, JAN 23 (PTI): Protesting farmer leaders on Saturday remained firm on their demand of a complete repeal of the three contentious farm laws, and said their immediate focus is on the January 26 tractor parade. The union leaders said the next course of action will be decided only after the tractor parade. Farmer leaders held a marathon meeting on Saturday to reconsider the government’s proposal to put the legislations on hold for 18 months, but no consensus could be reached. This came a day after the government asked the farmer leaders to revert by Saturday in case they agree to its proposal to suspend the legislations. “Since the beginning of our agitation, our demand

is very clear. We want a complete repeal of these three laws, and we will not settle for anything less than the repeal of the new farm laws,” Haryana Bharatiya Kisan Union chief Gurnam Singh Chaduni told PTI. He said that farmer unions are currently focusing on their proposed January 26 tractor parade, and after the Republic Day, they will decide on the next course of action. Unlike the last 10 rounds of talks between the government and the farmer union leaders, the 11th round on Friday saw both sides hardening their positions. They could not even reach a decision on the next date for a meeting. This followed a big climbdown made by the Centre in the talks on Wednesday when it offered

the State Resource Centre for Women (SRCW) is the Project Management Unit (PMU). At district level, it was implemented by the district administration through the District Level Centre for Women (DLCW), Mahila Shakti Kendra in the multisectoral action districts such as Mon, Wokha, Mokokchung, Peren, Phek, Longleng and Tuensang, and advocacy and media plan districts such as Kohima, Zunheboto, Dimapur and Kiphire. According to the 2011 census, the literacy rate in Nagaland were higher in males as compared to females, and one of the primary factors attributing to this was because females were regarded as temporary

members of the family, hence, investment in girls were seen as unnecessary. On account of this, particularly in the rural areas, parents prefer to send male children to private schools which are deemed to provide quality education while female children are sent to government schools which provide free schooling but are often limited by infrastructure and resources. Being denied quality education, most girls often drop out of school at a young age, further leading to the subordination of their role in the family and in the society. To empower these girls, focus is given on skill development which would enable economic participa-

tion and empowerment. BBBP scheme in Nagaland has fared quite well in its implementation and has been awarded a national award for best performing state under BBBP on January 24, 2019. Wokha district also received two national awards- “effective community engagement” on January 24, 2019 and on September 6, 2019, it was amongst the ten districts in India felicitated for undertaking “good work in generating awareness and outreach activities.” BBBP implementing agencies in Nagaland have worked extensively in ensuring that the welfare of the girl child is not compromised in the face of societal gender roles and norms.

She urged the women folks to make sure that traditional methods adopt to modernity in order to

keep the products in demand and relevant. EAC Phek, Wetsho Lasushe said weaving should not be considered only as part of culture but also as a profession but that innovative ideas should get reflected in the designing of the products and thereby making it marketable. Chair person Neipetso Lomi in the introductory speech said that the stinging nettles (Thebvo in Kuzhale) practices was passed down by forefathers and was believed that Thebvo production originated from Leshemi in Chakhesang area. Leshemi village holds and preserves the tradition and culture of Thebvo production till today. In order to preserve this culture, the village has created a brand by the name Leshemi Origins, he informed. Women folk from the village demonstrated the making of stinging nettles which is also known as Thebvo in Kuzhale. As part of the BBBP week 2021, district administration & DLCW- Mahila Shakti Kendra (BBBP) are organising various activities from January 21 to 26.

Health centres inspected at Peducha village

DIMAPUR: Keneizhakho Nakhro, MLA, visited Peducha sub-centre at Peducha village in Kohima district on January 22. On his first physical visit outside the national capital this year, Modi reaffirmed the state and the central government’s commitment to protecting the land rights and the unique cultural traditions of the indigenous people. He also castigated the previous governments for depriving them of their land rights for years since Independence. “When the Sarbananda Sonowal government took over the reins in Assam, more than six lakh indigenous families had no legal rights over their land. In the last few years more than two lakh such families have been allotted ownership certificates. “With more than one lakh families added today, the government has shown its commitment to protecting the rights of the indigenous people,” Modi said. The governor, speaking at the inaugural day of the 69th plenary of the North East Council (NEC) at Shillong under the chairmanship of Union Home Minister Amit Shah, pointed out that better road infrastructure is necessary for the state with difficult terrain and high mountains.

During the last couple of years, the Centre has assisted the state in this direction but a lot more is to be done for the improvement of infrastructure along the India- China border. “The state government is paying full attention to law and order in the three districts of Tirap, Changlang and Longding and four police stations of Namsai, Roing, Mahadevpur and Sunpura which are under the Armed Forces Special Power Act (AFSPA),” he said. The state has recently got an officer of Major Gen-

Correspondent IMPHAL, Jan 23: A customer died and a mechanic wounded after two suspected militants opened fire at a motorcycle workshop in Manipur’s border town Moreh on Saturday. The deceased customer was identified as Thangminlen Guite (45) of TL Haijang village of Moreh town while the wounded mechanic as Gulbaz (19) of Kwakta village of Bishnupur district presently staying in the border town. The shooting incident happened at Mujibur Workshop, Moreh Ward no. around 11.30 am on

Saturday. Police as well as locals said that two miscreants who came in a while colour Maruti Gypsy opened fire indiscriminately towards the workshop without any provocation. In the firing, Guite who came to repair his motorcycle sustained multiple bullet injuries on his neck, right chest and right abdomen, while the mechanic was hit by a bullet on his left thigh. Both of them were immediately rushed to Moreh hospital where Guite was declared brought dead. Police suspect the two miscreants to be cadres of

The police quoting the witnesses said that the two miscreants who came on the Gypsy opened fire towards the workshop and left the spot hurriedly. Direct flight services between Delhi and Sikkim commence

Gangtok, Jan 23 (PTI): Direct flight services between Delhi and Sikkim commenced on Saturday with a SpiceJet aircraft landing at Pakyong airport in the Himalayan state with 57 passengers, officials said. Commercial flight services to the tabletop airport recommenced after nearly one-and-half years after the private airliner halted its operations between Kolkata and Pakyong in June 2019 due to bad weather conditions and technical problems. Commercial flight operations to the airport started in October 2018. A Bombardier Q400 aircraft landed at the airport around noon and flew back

State Health Minister M K Sharma, senior officials of the Tourism Department and the Airports Authority of India (AAI) were present at the airport. “This was the first commercial flight from Delhi to Pakyong,” a senior tourism official told PTI. The direct Delhi-Pakyong flight will boost tourism and also help locals visit Delhi for medical emergencies, Sharma said.

SHILLONG, JAN 23 (PTI/ Correspondent): The Opposition Congress in Meghalaya on Saturday said that the coal mine accident in East Jaintia Hills district proves that illegal mining continues unabated in the state. Six miners were killed after a mechanical structure collapsed at an illegal coal mine in the district on Thursday night. “The coal mine accident confirms that illegal mining continues unabated and the chief minister has lied both inside and outside the assembly,” Leader of Opposition Mukul Sangma told PTI. “I have visited Jaintia Hills and West Khasi Hills and can provide the exact coordinates where illegal mining is taking place. This incident has shamed Meghalaya and it happened despite the NGT ban on unscientific and unsafe coal mining,” the former chief minister added. The accident brought back memories of a similar mishap in the district in December 2018 in which 15 miners had lost their lives. Sangma had last year written to Chief Secretary

The Chief Minister also said that 17 persons have been picked up by the police after six persons died in a mining accident on Thursday at a place known as Sorkari near Dienshlalu Village in East Jaiñtia Hills District. “In an early morning report I received today, 17 people have been picked up by the police to be interrogated and to find out more details of what happened,” Sangma said. Asked if the incident shows that illegal coal mining is continuing in the State despite a ban on unscientific ‘rat hole’ mining by the NGT, Sangma pointed out that there are laws put in place for everything, including section 302 to deal with murder. “But obviously murder takes place,” he quipped. The man was presented before reporters by the protesting farmer leaders on Friday night. A police official said the man, stated to be around 21 years of age, was being quizzed in Sonipat by the Crime Branch of the state police. He said the man was residing in Sonipat and had no previous criminal record. “He was not carrying any arms or ammunition. We are questioning him, but nothing has so far been found that points to any kind of conspiracy, as is being alleged,” the official said, adding that further investigations are underway. RANCHI, JAN 23 (PTI): Jailed RJD chief Lalu Prasad will be shifted to AIIMSDelhi after his health condition deteriorated while undergoing treatment at a hospital in Ranchi, officials said on Saturday. Prasad (72), convicted in fodder scam cases, is undergoing treatment at the Rajendra Institute of Medical Science (RIMS) here for multiple ailments. “Lalu Prasad is having trouble breathing for the last two days. On Friday, he was found to be having pneumonia. Considering his age, we have decided to shift him to AIIMS- Delhi on the advice of doctors for better treatment,” RIMS Director Dr Kameshwar Prasad told PTI. “He is likely to be shifted to AIIMS today. We have already spoken to the experts at AIIMS,” he added. Dr Prasad further said that the authorities and his family are arranging for an air ambulance to shift him to AIIMS-Delhi. An eight-member medical board is examining Prasad’s health and he is likely to be shifted to AIIMS as soon as the experts submit their report. Vaccine hesitancy

n the next two years till 2023, the world economy is predicted to suffer loss to the tune of nine trillion dollars due to the coronavirus pandemic. So far the virus has caused over 21 lakh deaths across the world. The virus has infected nearly ten crore people out of the seven billion people on earth. The only way out of this crisis is to stop the spread of the virus through herd immunity when 60 percent of the seven billion people achieve it. The only way to such a colossal number is protected is through immunisation by vaccines. So far 5,72,87,507 people have received the vaccination in various countries. However, many people are hesitant or reluctant to get immunised through vaccines. Despite being recognized as one of the most successful public health measures, vaccination is perceived as unsafe and unnecessary by a growing number of individuals. Lack of confidence in Covid vaccines is now considered a threat to the success of herd immunity programs. Vaccine hesitancy is believed to be responsible for decreasing vaccine coverage and an increasing risk of vaccine-preventable disease outbreaks and epidemics. The possible causes of the apparent increase in vaccine hesitancy in the developed world is understandable. This is mainly because the anti-covid vaccine has been manufactured just within a year whereas, normally vaccines take some ten to fifteen years to develop. In India, it is expected that about one crore healthcare workers will be vaccinated first and subsequently the remaining targeted segments. In phase 1 of the inoculation drive, set to be completed by July, one crore health workers followed by 2 crore frontline workers will get the vaccine. In the next one, besides those aged above 50, Prime Minister Modi and all Union and state ministers and lawmakers are likely to get jabbed. There is no option but to get vaccination in order to stop the virus. However, vaccine hesitancy needs to be addressed so that the sooner people are vaccinated, the better. The vaccine hesitant are people who have reservations about being vaccinated, but are still open to being assured that the treatments are safe and reliable. In 2019, the World Health Organization (WHO) named vaccine hesitancy one of the top ten threats to global health. This was during a time when global uptake of the measles, mumps and rubella vaccine (MMR) vaccine had slipped down to 85%, well below the required 95% to prevent community transmission, leading to several global outbreaks of measles. While arguments against vaccination largely go against current scientific evidence surrounding their safety and efficacy, yet fears persist. Recently, some people from a prayer group in Nagaland had prophesied that the vaccine is evil and from the Devil and those who get vaccinated will lose their salvation and go to hell. In response, the apex church bodyNagaland Baptist Church Council (NBCC) and its affiliate, the Chakhesang Baptist Church Council (CBCC)- slammed the ‘prophetic message’ as totally unbiblical. Such fears are not based on facts but ignorance and it is for the people to choose which to believe or disbelieve. Amidst the global pandemic, vaccine hesitancy should be properly addressed so as to enlighten people or else it could have serious impact on efforts to stop the virus.

The most important rule for us is to concentrate on keeping our lives open to God. Let everything else including work, clothes, and food be set aside. The busyness of things obscures our concentration on God. We must maintain a position of beholding Him, keeping our lives completely spiritual through and through. Let other things come and go as they will; let other people criticize us as they will; but never allow anything to obscure the life that “is hidden with Christ in God” (Colossians 3:3). Never let a hurried lifestyle disturb the relationship of abiding in Him. This is an easy thing to allow, but we must guard against it. The most difficult lesson of the Christian life is learning how to continue “beholding as in a mirror the glory of the Lord….”

The social evils like child marriage, dowry system, alcoholism etc. are sharp speed breakers in the path of all round development of the girls, which could not be tackled without active involvement of the society. In the age of globalization, slowly but steadily changes in mindset of society has happened, which is a positive sign for girls in getting all their human rights, respect and values in the country.

There should not be any mercy for such type of culprits and they should be sentenced through speedy trial. Domestic violence is also a curse in the society, whose main cause is dowry system and alcoholism. There is law against dowry system, but alcoholism is prohibited in only few states. It has rotten the roots of the society, so there must be complete ban on alcoholism all over the country. Home is said to be the safest and secured place for girls. But unfortunately, a large numbers of sexual abuses have been done by their relative or known persons, who can be said to be responsible for safety & security of the girls. In schools, guidance has been given to girls regarding good touch and bad touch.Psychological empowerment is also a crucial factor, as from the early day of their life, girls are equipped with a mindset that they belong to weaker sex, and variety of restrictions and binding are designed for them. Female feticide is another major issue, which affects the demographic problems in Bharat and other countries. There are also some communities which practice infanticide

i.e.the act of killing the girls once she is born. Although it is illegal and punishable, but still it is prevailing in some section of social groups. Unfortunately, for such inhuman actsmostly women, whether they be grandmother, mother, aunty, sister or whatsoever, have been found responsible for various reasons.As per Census 2011, the sex ratio in India is 943 and child sex ratio is just 919, reflecting horrible picture in the country.The decline of child sex ratio from 927 in 2001 to 919 in 2011 reveals that the society is not just depriving girls of humans rights, but also depriving them of their right to live. Sustainable Development Goals (SDG) of United Nations has been designed to bring the world to various life-changing “Zeros” by 2030, which includes discrimination against women and girls too. Target-5 of the Goals is specifically concerned with Gender equality and empowerment of all girls. Little Girls with dreams becomes women with vision. So, empowerment of girls is must for brighter tomorrow. India has achieved a tremendous success in women empowerment in last few decades. In major parts of the country, girls are no more confined within the four walls of the house, rather they are carrying long jump in every walk of life. They are breaking the boundar-

ies and barriers imposed on them in earlier periods and have established themselves in all fields; whether it be engineering, medical, law, police, pilot,journalist, agriculture or be it dancing, modeling, music, games and big or small screens. There is hardly any profession they are not found in these days competing with men and proving their worth. The girls must be given the wings to fly, and not the chain & pain to cry & die. In India, the Central as well as State governments has launched multifarious schemes specially for girls to eradicate the discrimination and to provide them opportunity to march forward in life. KGBV under Samagra Shiksha, Beti Bachao Beti Padhao, Girls Hostel under RMSA, Residential schools, National Programme for Education of Girls at Elementary Level (NPEGEL), Pradhanmantri Matri Vandana Yojana, Sukanya Samriddhi Yojana and other ambitious schemes of Government of India have added new dimension in the progress of the girls. When girls are educated, their countries become stronger and more prosperous. Special emphasison girls’ educationhave been given in centrally sponsored educational schemes like District Primary Education Programme-DPEP (1991-2005), Sarva Shiksha Abhiyan-SSA (2001-2018),

Rashtriya Madhyamik Shiksha Abhiyan-RMSA (20092018), Free & Compulsory Education Act 2009, Samagra Shiksha-SS (since 2018-19) and National Education Policy-NPE, 2020. Its direct impact is being noticed as the female literacy rate of just 8.86% in Census 1951 have plunged up to 65.46% in Census 2011. Several State governments has also initiated ambitious schemes, which are changing the age-old scenario regarding the girl’s discrimination. In Bihar, Mukhyamantri Poshak Yojana, Cycle Yojana, Kishori Swashthya Kar yakram, Balika Protsahan Yojana, Balika Utthan Yojana, Kanya Suraksha Yojana, Hunar-Auzar Yojana etc. have acted as catalyst for change in life of the girls. Mukhyamantri Sukanya Yojana in Jharkhand; Kanya Vidya Dan Yojana, Bhagya Lakshmi Yojana, Laptop Yojana in Uttar Pradesh; Gyan Deepika Yojana in Assam; Kanya Ratna Yojana in Odisha; Kanya Anupreran Yojana in Tripura; Ladli Lakshmi Yojana in Madhaya Pradesh; Gargi Puraskar, Rajshree Yojana, Priyadarshini Yojana in Rajasthan; Dulari Kanya Yojana in Arunachal Pradesh; Kanya Prakalp Yojana in West Bengal are some predominant schemes which have been launched for wellbeing of the girls. In Indian civilization and culture, girls have high-

est place in the society. The ritual of “Kanya Pujan” in Dashara festival signifies the importance of girls. With increase in consciousness of the people and offering new opportunity to girls in the society has created background for pivotal changes. The role of girls has been changed from protected to protector. They are no more burden, but are pride of the family. The parents have come forward to associate their daughters along with sons for handling their indoor as well as outdoor works and businesses. The gender reforms and sexual crimes both are performing side by side. Along with awareness in society, the girls must empower themselves to fight against the social evils and gender crimes. They are competent to tackle such situations, only necessity is to ecdysis the age-long conception and mindset that they are the weaker sex. The National Girl Day is very apt day to think, analyse and act globally for all the positive as well as negative issues concerned to girls. Gender discrimination and disparity cannot be nullified only through government initiatives. Education not only provides girls with the path to self – reliance and prosperity but also helps make the future of their families, community, and the nation self-reliant. Following her principles of girl’s equality, much progress has been attained in increasing the girl’s participation in schools; this could be attributed to the success of Beti Bachao Beti Padho scheme. As per U-DISE data 201819, the girl’s Gross Enrolment Ratio at the primary stage is 101.78% and 96.72% at the elementary stage. The increase in GER can be attributed to the instrumentalist approach Ministry of Education has followed right from the school level to higher education. Programs of IITs, NITs, and IIEST will be increased from 8% in 2016 to 14% in 2018-19, 17% in 2019-20 and 20% in 2020-21 by creating supernumerary seats. A total of 3503 supernumerary seats have been created for female students during the last two and current academic year. The increased participation of girls in the education system reflects gender equality; however, sadly, girls’ participation is now endangered by a looming crisis of COVID19. Various reports predict that the scenario of school closure has made girls vulnerable to early and forced marriage, and violence.

Addressing the challenges, the Ministry of Education has adopted various measures to safeguard the progress made on girls’ education while ensuring that they continue to learn during the pandemic. I must appreciate the states’ efforts to facilitate e-learning through DIKSHA, Whatsapp, Youtube, Phone call, Conference call, Video call, Zoom Conferences; special efforts were undertaken to provide homework, short videos on academic areas to girls and teachers. I understand, given the nature of KGBVs, maintaining contact with the girl students during pandemic has been difficult, but KGBVs have been able to manoeuvre upon that challenge. They had also organized a regular virtual meeting with the district gender coordinators and guided them to implement and monitor different activities for safeguarding girls. In some states, self-defence training was undertaken to train school teachers as trainers so that Self Defence Training can be provided effectively to girls after reopening of schools; I must appreciate their rigour to keep the notion of gender equality. As a step further, I have directed all the States / UTs to launch a mission to avoid large-scale dropouts in schools in the coming year; the primary focus will be on preventing girls’ dropouts. The enlisted measures will help in maintaining continuity of learning for the girls while fostering gender equality. Aligning to the same and as per the National Education policy’s recommendation, Kasturba Gandhi Balika Vidyalayas will be strengthened and expanded to increase the participation of girls in quality schools (up to Grade 12). The Government of India will also constitute a ‘Gender-Inclusion Fund’ to build the nation’s capacity to provide equitable quality education for all girls. Through this fund, the government will help female children gain access to education, enabling them to be self-reliant. This echoes with the vision of Savitribai Phule and our Honourable Prime Minister, Shri Narendra Modi Ji, who believes “Education makes life self-reliant”. Having said that, it is also imperative for us to realise that girl’s education goes beyond just enrolling girls into school. It is also necessary for us to make sure that girls learn and feel safe in schools. We should also focus on enriching her socio-emotional and life skills. Nagpur, Jan 23 (PTI): The Maharashtra government is taking legal opinion on whether action can be taken against Republic TV editor-in-chief Arnab Goswami under the Official Secrets Act over his purported WhatsApp chats concerning the Balakot air strike, a state minister said on Saturday. Addressing a press conference here, Maharashtra Home Minister Anil Deshmukh also sought to know from the Centre how Goswami got access to sensitive information regarding the strike. He was referring to the purported chats between Goswami and former Broadcast Audience Research Council (BARC) head Partho Dasgupta, which mentioned that Goswami was privy to the 2019 air strike, when the Indian Air Force (IAF) hit the biggest JeM training camp in Balakot, deep inside Pakistan on February 26 that year. “The WhatsApp chat

shockingly revealed that Arnab had information about the Balakot air strike three days in advance of the actual incident,” he said. “We want to ask the central government how Goswami got such sensitive information about the attack, which is otherwise known only to prime minister, defence minister, Army chief and few select people,” the minister said. This issue is related to national security and the central government must reply on it, he said. “The Maharashtra government is taking legal opinion on whether the state home department can take action in this connection under the Official Secrets Act, 1923,” Deshmukh said. The air strike was carried out in Pakistan’s Balakot in the wake of killing of 40 CRPF personnel in Kashmir’s Pulwama district on February 14, 2019 by Pakistan-based Jaish-eMohammed.

Nagpur, Jan 23 (PTI): Maharashtra Home Minister Anil Deshmukh on Saturday said the forensic report into the January 9 Bhandara hospital fire, in which 10 infants were killed, is expected soon and if anybody is found guilty of negligence in the incident, a case would be filed against them. Ten newborn babies, admitted in the Special Newborn Care Unit of the Bhandara district hospital had died while seven others were rescued. Addressing a press conference here, Deshmukh said, “The forensic laboratary report in the Bhandara hospital fire will come today. If the report finding says that the incident was caused due to negligence, then a case will be filed by Bhandara police.” Replying to a query on the charges of rape against NCP leader Dhananjay Munde, the minister said, “The complainant woman has filed an affidavit and withdrawn her complaint. She claimed that there was political pressure to file the false complaint. Hence, this issue is over now...the allegations were politically motivated.” The woman had approached the police with the complaint against the Social Justice Minister (45) on January 11, accusing him of rape and sexual assault on pretext of marriage in 2006. However, she has withdrawn the complaint.

The secret tunnel was detected during an anti-tunnelling operation in the border outpost (BOP) Pansar area of Hiranagar sector, opposite AbhiyalDogra and Kingre-deKothe in Shakargarh, the spokesperson said. In a statement on Friday, the country’s CounterTerrorism Service (CTS) said that acting on intelligence reports, the security forces arrested “some wanted suspected terrorists” in Baghdad, Anbar province and Kirkuk province, Xinhua news agency reported. The captured suspects are believed to have links to the IS and have information about the group’s leaders in the country, the statement added. It also said that the CTS troops would continue operations in the next few days to hunt down the IS remnants. Inscription Offers Earliest Evidence of Christianity A rchaeologists in the northern Israeli village of etTaiyiba have unearthed a 1,500-year-old Greek inscription that includes the phrase “Christ born of Mary,” according to a statement from the Israel Antiquities Authority (IAA). As Amanda BorschelDan reports for the Times of Israel, researchers led by Tzachi Lang and Kojan Haku uncovered the stone engraving while conducting salvage excavations ahead of construction of a road. The team found the partially destroyed inscription repurposed in the wall of an elaborately decorated Byzantine building. Its text faced inward and would not have been visible to visitors. Per the statement, the full text of the inscription reads, “Christ born of Mary. This work of the most God-fearing and pious bishop [Theodo] sius and the miserable Th[omas] was built from the foundation.” The find represents the first evidence of the now-lost church’s existence, as well as the earliest evidence of Chris-

tianity’s presence in the Jezreel Valley region. “We did not know what to expect ahead of the work, but we knew that this was an area where archaeological remains had been found,” IAA archaeologist Yardenna Alexandre tells the Jerusalem Post’s Rossella Tercatin. “When we came across the inscription, we knew we had a church.” Built in the fifth centur y A.D., the church predated other houses of worship in the area by around a century. Researchers had previously discovered the ruins of a Crusader-period church

and an ancient monastery in the area, but they hadn’t yet found a Byzantine-era church. Speaking with the Times, researcher Walid Atrash says, “The importance of the inscription is that until now we didn’t know for certain that there were churches from this period in this area.” According to Ruth Schuster of Haaretz, the scholars suggest that Theodosius, the fifth-century archbishop of the ancient city of Beit She’an, established the church, which is near Mount Tabor, the supposed site of the transfiguration of

Jesus—a biblical event said to have underscored Christ’s divinity. The find indicates that Theodosius was building churches in the area earlier than archaeologists had previously thought. Thomas, the “miserable” individual whose name appears in the text, is a more mysterious figure, though researcher Leah Di Segni tells Haaretz that he might have helped fund the church. While the “miserable” moniker may sound off-putting to moder n ears, Di Segni points out that such humble selfassessments were typical of religious inscriptions at the time. In the statement, Di Segni notes that the phrase “Christ born of Mary”— an invocation intended to protect worshippers from the “evil eye”—often appears at the beginning of early Christian documents and engravings. “The inscription greets those who enter and blesses them,” Di Segni explains. “It is therefore clear that the building is a church, and not a monastery: Churches greeted believers at their entrance,

while monasteries tended not to do this.” After the et-Taiyiba church’s heyday, the engraving was incorporated into the doorframe of an elaborately decorated tworoom building. Outfitted with geometric mosaics, the structure was built by Christian or Jewish residents of Galilee during the Byzantine or early Islamic period. Prior to its repurposing, the stone block boasted a carved crucifix. As the Times reports, the cross was either intentionally destroyed or damaged in an earthquake. If the former was the case, says Atrash, the builder likely didn’t set out to commit an act of desecration. Instead, he tells Haaretz, “I think maybe the builder didn’t care about the inscription or the cross. They were just in the way.” In the statement, Atrash adds, “This is the first evidence of the Byzantine church’s existence in the village of et-Taiyiba and it adds to other finds attesting to the activities of Christians who lived in the region.” (Smithsonian Magazine)

merican television host and Emmy award winner Larry King has died aged 87. His death was announced on Twitter by his company, Ora Media, writing that the host passed away earlier today at Cedars-Sinai Medical Center in Los Angeles. The post did not state a cause of death. Earlier this month, it was reported that King had been hospitalised with coronavirus. The legendary host had faced a number of health issues, including Type 2 diabetes and several heart attacks. In 2017, he revealed he had been diagnosed with lung cancer and had undergone successful surgery to treat it. King, who was born in 1933, enjoyed a 63-yearlong career across radio and television, earning praise for being an unbiased interviewer and host. (UNILAD)

yderabad's Joint Commissioner of Police Tarun Joshi has climbed Mt. Kilimanjaro, the highest peak in Africa and highest stand-alone mountain in the world. The Indian Police Service (IPS) official reached the top of the mountain, 5,895 metres above sea level, on January 21 at 08.15 a.m. (local time). Hyderabad Police Commissioner Anjani Kumar congratulated Joshi on achieving this feat. Pa s s i o n a t e a b o u t mountaineering, Joshi had scaled the Vinson Massif in Antarctica on Janu-

ary 16 last year. He had achieved the remarkable feat in minus 35 degrees temperature. In August 2019, he had scaled 4,884-metre Puncak Jaya mountain in Papua Island, Indonesia. He became the second Indian to scale the snowcovered mountain. Joshi had also led rescue teams on a couple of occasions. In 2013 when students from then undivided Andhra Pradesh were stranded in Uttarakhand floods, the IPS officer had led a rescue team and saved several students. (IANS)

anadian studio Klei Entertainment, the developer of indie hits including Mark of the Ninja, Don't Starve, Oxygen Not Included, and Griftlands, is indie no more. The studio announced today that Chinese gaming giant Tencent has acquired a majority stage in the company, a deal that founder Jaime "Bigfoot" Cheng said "helps us navigate a changing industry, and helps us focus on what we do best: making unique experiences that no one else can." "As part of this agreement, Klei retains full autonomy of creative and operations across all aspects of the studio, including projects, talent, and more," Cheng said on the Klei forums. "There are some boring accounting changes that we will need to adjust to. Other than that, I will continue running the

studio as before, with no changes to staffing, projects or other operations." Tencent is China's largest tech conglomerate, and a game industry powerhouse: It owns League of Legends studio Riot Games outright, holds a 40 percent stake in Epic Games, and has smaller stakes in Activision, Ubisoft, Paradox Interacitve, Frontier Developments, Funcom, Fatshark, and many others. It invested in 31 gaming companies in 2020, and while many were based in China the moves gave the company control over a number of studios that will be familiar to Western gamers. It acquired Leyou Technology for $1.5 billion in August 2020, for instance, which owns Warframe developer Digital Extremes and Gears Tactics studio Splash Damage, among

others. The deal means that they are now all owned by Tencent. Despite its massive size, Cheng said that "Tencent is the only company that we felt would let us retain the level of control that we demand." He also noted that Klei has previously worked with Tencent on all of its game releases in China since Don't Starve Together in 2016. "Players in China make up a large proportion of the players of our games, and we have been supporting them alongside our North American operation for several years," he said. "We don’t expect significant operational changes for China or anywhere else in the world, but we do expect that this partnership will help us to better support our players in China." A September 2020 report said that after banning the WeChat app, the US government was considering similar action against Tencent. In January, however, Reuters reported that the plan, which also included Alibaba and Baidu, had been put on hold. new study suggests that those who recover from COVID19 are protected against SARS-CoV-2 for at least six months and likely much longer due to continually improving antibodies produced by immune cells as a result of continued exposure to the remnants of the virus hidden in the gut tissue. The findings of the study by researchers at The Rockefeller University (New York, NY, USA) provide the strongest evidence yet that the immune system “remembers” the virus and, remarkably, continues to improve the quality of antibodies even after the infection has waned. Antibodies produced months after the infection showed increased ability to block SARS-CoV-2, as well as its mutated versions such as the South African variant. The researchers found that these

improved antibodies are produced by immune cells that have kept evolving, apparently due to a continued exposure to the remnants of the virus hidden in the gut tissue. Based on these findings, the researchers suspect that when the recovered patient next encounters the virus, the response would be both faster and more effective, preventing re-infection. For their study, the researchers examined the antibody responses of 87 individuals at two timepoints: one month after infection, and then again six months later. As expected, they found that although antibodies were still detectable by the six-month point, their numbers had markedly decreased. Lab experiments showed that the ability of the participants’ plasma samples to neutralize the virus was reduced by five-fold. In con-

trast, the patients’ memory B cells, specifically those that produce antibodies against SARS-CoV-2, did not decline in number, and even slightly increased in some cases. A closer look at the memory B cells revealed something surprising: these cells had gone through numerous rounds of mutation even after the infection resolved, and as a result the antibodies they produced were much more effective than the originals. Subsequent lab experiments showed this new set of antibodies were better able

to latch on tightly to the virus and could recognize even mutated versions of it. SARS-CoV-2 replicates in certain cells in the lungs, upper throat, and small intestine, and residual viral particles hiding within these tissues could be driving the evolution of memory cells. To look into this hypothesis, the researchers examined biopsies of intestinal tissue from people who had recovered from COVID-19 on average three months earlier. In seven of the 14 individuals studied,

tests showed the presence of SARS-CoV-2’s genetic material and its proteins in the cells that line the intestines. The researchers don’t know whether these viral left-overs are still infectious or are simply the remains of dead viruses. The team plans to study more people to better understand what role the viral stowaways may play in both the progression of the disease and in immunity. “This is really exciting news. The type of immune response we see here could potentially provide protection for quite some time, by enabling the body to mount a rapid and effective response to the virus upon re-exposure,” said Michel C. Nussenzweig, the Zanvil A. Cohn and Ralph M. Steinman Professor and head of the Laboratory of Molecular Immunology. (Hospimedica.com)

Tokyo Games may be held behind closed doors: Coe

Lo n d o n, Ja n 2 3 (Agencies): The rescheduled Tokyo Games may have to be held behind closed doors if they are to go ahead in Japan this year, athletics chief Lord Coe has admitted. The World Athletics president remained confident the Olympics and Paralympics would take place despite a Times report suggesting they would be cancelled. “I would love to have fans, noisy and passionate,” Coe told the BBC. “But if the only way we’re able to deliver it is behind closed doors, I think everybody is accepting of that.” Coe, who headed the London 2012 organising committee and is also an International Olympic Committee (IOC) member, said, in the event of a cancellation, it was “not a realistic solution” to push back Paris 2024 and Los Angeles 2028 in order for Tokyo to host

the Olympics in three years’ time. Last March, organisers decided to postpone the 2020 Games for a year because of the Covid-19 pandemic. However, doubts over whether they would happen at all increased in recent weeks following a rise in cases in some countries, including Japan where a state of emergency was declared in Tokyo. A report in Friday’s Times newspaper quoted a senior member of the ruling coalition, who said the events would be cancelled. In response to that article, Tokyo 2020 organisers

released a statement declaring that Japan’s prime minister Yoshihide Suga had “expressed his determination” to hold the Olympics and Paralympics and that all stakeholders remained focused on delivering the event. The IOC said the suggestion of a cancellation was “categorically untrue”. The International Paralympic Committee (IPC) said that “with the robust measures and plans we have in place, the Games can and will go ahead safely”. The Olympics are due to start on 23 July followed by the Paralympics on 24 August. Tokyo 2020 chief executive Toshiro Muto said a global rollout of Covid-19 vaccines could be a key factor in allowing the Games to be staged. “Once vaccinations are conducted widely in the US and Europe, I think there is no doubt that it will have a positive effect [on the Games],” he said on Friday.

D I M A P U R , JA N 2 3 (NPN): Peren and Mon registered their second consecutive victories in Group-B matches of the 1st late G. Rio Memorial U-19 (Boys) Inter-District Tournament at Nagaland Cricket Stadium, Sovima here on Saturday. Peren beat Zunheboto by 72 runs while Mon snatched a 28run win over Wokha. Peren batting first posted a challenging 156 for seven 7 in 25 overs. Parbez top scored with 68 runs and Vicky contributed 30 runs. In reply, led by six wickets hauled by Roko Nyekha, Peren bundled out Zunheboto for 84 runs in 20.5 overs. Om Sangma also took three wickets. The top scorer for Zunheboto was Nighato Yeputho, who made 23 runs while Abhishek scored 21 runs. In another match, Mon dished out an allround show to beat Wokha by 28 runs. New Delhi, Jan 23 (Agencies): 10-men FC Goa managed to fend off a tough press by Kerala Blasters to settle for a point with a 1-1 draw in their ISL match at GMC Stadium, Bambolim, on Saturday. The Gaurs took the lead through a 25th-minute strike from Jorge Ortiz Mendoza while Rahul KP (57’) scored with a brilliant header in the second half. Goa were reduced to 10 men in the second half after Ivan Gonzalez received marching orders, receiving two yellow cards within a span of seconds. Goa started with what they do the best — intriguing short passes, maintaining maximum ball possession and keeping Kerala on the back foot. Kerala were lucky not to concede early in the game.
