KOHIMA, JAN 26 (NPN): Nagaland Governor P.B Acharya said it was important to maintain a peaceful environment as the state was making progress in all fronts. Addressing the 68th Republic Day celebration at the main function at New Secretariat Plaza here Thursday, Acharya also reaffirmed his government’s commitment to continue support to the ongoing dialogue for a final settlement to usher permanent peace. In his address, the governor also appealed NSCN (K) to respect the wishes of the people and re-enter the ceasefire agreement with Government of India. Appreciating the state government for bringing out the ‘Nagaland Vision 2030’ document, the governor informed that the Vision would take the state forward and propel it in the league of the most developed states in the country and was optimistic that it can be achieved. Acharya also reiterated the 33% women reservation in Urban Local Bodies (ULBs) was important to govern towns with modern concepts and that the princi-

This was decided at a joint meeting held on January 26, 2017 between Chakhesang Baptist Church Council (CBCC) representatives and ULB election candidates of Phek town at Chakhesang Baptist Church, Dimapur. At the meeting, CBCC representatives and ULB candidates also signed a Memorandum of Understanding, wherein the candidates stated that the decision to tender resignation was taken “for the best interest and unity of Chakhesang people.” The resigned candidates were from Ward No. 2, Ward No. 8, Ward No. 5, Ward No.7, Ward No.10, Ward No.3, Ward No. 1 and Ward No. 9.

SC directs state govt to re tender SARDP-NE project

DIMAPUR, JAN 26 (NPN): Supreme Court has ruled that work order issued to M/S Maytas-Gayatri (JV) be cancelled and directed that the Ministry of Road Transport and Highways (MoRT&H) and State PWD (NH) re-tender the project by initiating a fresh process. The Apex Court, which passed that judgement order on January 11, 2017, also directed completion of the project within a period of three years and six months from the date of passing the judgement order. Supreme Court passed the judgement after hearing Special Leave Petition (C) (C) No. 16338/30422/30423 of 2016 in connection with SARDP-NE project for construction of two lane roads -- Mon-Tamlu-Merangkong, Longleng-Changtongya, Phek-Pfutsero and Chakhabama Zunheboto. The court also granted liberty to contractors M/S Maytas-Gayatri (JV) to invoke the arbitration clauses to claim their pending bills. NEW DELHI, JAN 26 (IANS): India’s military might, its cultural diversity and achievements in various areas were showcased at a grand parade here on Thursday as the nation celebrated its 68th Republic Day with the Crown Prince of Abu Dhabi Sheikh Mohammed bin Zayed Al Nahyan as the Chief Guest. Amid fears of possible terror attacks, a tight security blanket was thrown around the national capital including the venue. Nearly 60,000 police and paramilitary personnel were deployed across Delhi. The day began with President Pranab Mukherjee unfurling the Indian flag at the Rashtrapati Bhavan and Prime Minister Narendra (Cont’d on p-8) Modi paying tributes to the

fallen soldiers at the Amar Jawan Jyoti at India Gate. Modi welcomed the President and the Chief Guest, Sheikh Mohammed, the son of the UAE’s founding president. President Mukherjee, commander-in-chief of the armed forces, took salute as the parade began with a 149-member UAE military contingent marching down the boulevard. After the armed forces came state tableaux, displaying India’s oneness amid a rich diversity. The parade ended with a spectacular fly past by the Air Force. Mi-17 V5 helicopters flew with the Indian flag and showered flower petals. Pranab presented a posthumous Ashok Chakra, the highest peacetime gallantry award, to the wife of Hav. DIMAPUR, JAN 26 (NPN): NPF and BJP, which are the only two political parties in the present DAN and whose alliance dates back to 2003, appear to have become the main rivals for the scheduled elections to town and municipal councils. Both alliance rivals referred to each other as “section of political party”(NPF) or “other political party”(BJP) in their statements. In an oblique reference, NPF Media & Press Bureau expressed surprised over “certain individuals or section of political party”(already in the fray) for stating that they would only withdraw from the race “only after other political parties including NPF, do first”. NPF termed it as “malicious, lacks discipline and even an outright exposure of their very attitude” of those candidates lacking vision without any agenda.

Tribe organizations inform on issue of civic polls DIMAPUR, JAN 26 (NPN): Various apex tribe organizations have reiterated their stand against holding of civic body polls with 33% women reservation, by issuing directives on respective community members. Western Sumi bodies: A joint meeting of the Western Sumi Hoho, Western Sumi Kukami Hoho, Western Sumi Youth Front and Western Sumi Sports Association on January 26 resolved to issue directives to all Sumi village GBs and nine areas under Western Sumi jurisdiction. WSYF president, Akihito Sumi informed that the house directed all Sumi village GBs under Western Sumi jurisdiction to recall all their youths staying at candidates’ residences or attached with candidates for the ULB polls. In the event of any untoward incidents owing to non-adherence of the directive, appropriate action would be initiated against the youths and their respective villages, the house resolved. Further, all nine areas under Western Sumi jurisdiction have been asked to mobilize and

depute manpower of 1500 each for the proposed JCC indefinite bandh to be imposed. All Sumi public in Western Sumi area have been requested to support and cooperate with the proposed JCC bandh. ZTYO: In view of the proposed likely indefinite bandh on January 28, Zunheboto Town Youth Organization (ZTYO) has appealed to the Chief Medical Officer/Medical Superintendent to keep all medical personnel and facilities ready at all times in case of any medical emergencies during the bandh period. ZTYO media cell in a press note has informed all its executive members and representatives from various colonies to attend the emergency meeting on January 27 at SKK platinum jubilee hall at 11 a.m. without fail. Further, ZTYO has directed all volunteers from 17 “pre-informed villages and 13 colonies of the town” to wear traditional sash and report on January 8 at the Control Room, SKK platinum jubilee hall at 5.30 a.m. sharp. APO appeals: Angami Public Organisation (APO) on Thurs-

APO president Vilhusa Seleyi and general secretary Keviselie Lhousa appealed to the Nagas to stand united against any act detrimental to the interest of the Nagas that is being imposed on its citizens by Nagaland government. APO further reiterated that the only way to bring about peace and understanding was to give time and space for dialogue to redress the grievances of the people. ENPO: Eastern Nagaland People’s Organisation(ENPO) through its media cell highlighted the Art. 371A as a functional foundation and a conditional political instrument of Nagaland and an “outstanding and an extraordinary political monument in the constitution of the country.” In the light of the above, ENPO said it respected the aspira-

tions of all intending candidates for providing leadership and governance through urban and local governance and appealed to the state government and candidates and public at large to “restraint and avoid the possible conflict and confrontation”. ENPO reaffirmed its January 14,2017 resolution and and renewed its appeal on all candidates for ULB polls to “gracefully retire in the interest of peace and tranquillity within ENPO jurisdiction”. ENPO said this was in consideration of the prevailing general situation in the state and also appealed to the government for “an indefinite postponement of civic polls till a convenient environment is arrived at through mutual understanding and settlement on the issue. It also urged upon the JCC and the state government to resolve the issue, inclusive of women of each districts, within one month time and to proceed for a uniform ULB poll. NWHD has also appealed to all legislators to understand the ground reality and opt for extension of ULB polls to amicably settle/amend the Municipal Act. However, NWHD while supporting the 33% reservation appealed to all tribal hohos to support women’s participation in ULB polls for better coordination and to usher in development.

NPF further expressed the hope that good sense would prevail among all stakeholders to arrive at an amicable settlement in enable peaceful conduct of ULB polls. NPF also maintained while the government as well as civil society organisations in the state, representing all communities were striving for reconciliation and progress, the party’s approach, though modest, was multidimensional such to uplift the state and citizens by selecting candidates to contest the elections to ULBs. BJP candidates: three BJP candidates for East Dimapur Town Council (Wards nos. 5, 9 and 10) have resolved to respect the views and calls of their respective tribe bodies to withdraw/forfeit their candidatures from the scheduled elections to town and municipal councils only if other political party candidates first forfeit their candidatures.”

DIMAPUR: In line with the growing opposition against construction of the ongoing International border fencing at Pangsha village, an initiative of both India and Myanmar government, the Eastern Naga Students’ Association (ENSA) of Myanmar has issued a statement saying it “strongly oppose” construction of the said border fencing and also warned that ENSA would take any step to stop the border fencing. In a press note, ENSA president, Reego Shonshei Tangshang and general secretary Jüvsangthong S. Makury maintained that Nagas neither have cultural division nor social differences adding Nagas, since time immemorial, have been living as one family despite ‘divide and rule policy’ of India and Myanmar and that ‘our’ inherent right to live together cannot be stolen. “Nagas were divided without consultation in 1953 by then Indian Prime Minister Jawaharlal Nehru and his Burmese counterpart U Nu. However Nagas do not accept this cowardice act till today,” stated ENSA. The association accused the India and Myanmar governments of not only dividing the Naga

brothers but also demolishing the sovereign rights of Nagas to live together in God’s gifted Naga soil by erecting border fencing in the heart of Nagas’ soil. In this regard, ENSA suggested that instead of spending crores of money on constructing walls and putting fencing which divides people, establishing educational institutions for students, better road connectivity, commercial hub, etc should be established with the money so that poor living condition of people in the region would improve. ENSA also pointed out that more than 10,000 students from Eastern Nagaland (Myanmar) were presently studying in Nagaland. “The border fencing on artificial demarcated border is directly hampering the career of our students as it would stop us from getting education in our own homeland because once the fencing is put up, there will be no free movements. Imphal, Jan 26 (IANS): All oil pumps in Manipur remained dry on Thursday as drivers of oil tankers who brought fuel from Assam refused to deliver them to the retail outlets. The refusal followed the drivers’ demands to take action against militants who fired at trucks and oil tankers along the NH 37 on Monday. They denied police claims that the Central Reserve Police Force (CRPF) and Sashastra Seema Bal (SSB) personnel escorting the trucks responded to the firing. On Wednesday, the Manipur High Court directed the state government to escort at least 200 oil tankers from Assam to Imphal.

3 dead, 5 hurt in Assam accident GUWAHATI, Jan 26 (Agencies): Three people died and five others were injured in a road accident in Sonitpur district early on Wednesday. The accident took place when a van hit a speeding truck near Majgaon area. Police identified two of the deceased as Panna Das and Abdur Jabbar. The third victim, the van driver, is yet to be identified. “The van, carrying vegetable sellers, was coming to the local market from Balipara. The truck driver fled the spot immediately after the collision,” Sonitpur police said. Eye-witnesses said that both vehicles were being driven at a high speed though it was foggy in the early morning. “Reckless truck drivers are often responsible for fatal road accidents. Home ministry data show speeding trucks have killed at least 360 people in Assam in 2015,” a senior traffic police officer said. As per the records, of the total number of causalities in truck or lorry accidents in the state in 2015, around 55 were offenders while 305 others were victims.

Serial blasts mar R-Day celebrations in Assam

Guwahati, Jan 26 (PTI): Assam today celebrated the 68th Republic Day in the shadow of serial blasts by the anti-talk ULFA (Independent) in four districts. However, there was no report of any casualty or damage to property in the low intensity blasts that took place in Charaidow, Sibsagar, Dibrugarh and Tinsukia. In Dibrugarh town, the blast occurred in a drain at a tea garden just 500 metres away from Chowkidingi Parade ground where the national flag was unfurled at an official function, police said. IEDs were exploded near a petrol pump at Dholbagan and at Bihu Bor in Charaidow district. In neighbouring Sibsagar, two blasts took place at Lengibor and Majpani. In Tinsukia district, the insurgents detonated

two IEDs - one inside an empty water tank at Sisimi village and another near Dhola bridge in Sukan Pukhuri area, police said. Police said the militants exploded the IEDs to register their presence. Meanwhile, in the official Republic Day programme here, Governor Banwarilal Purohit said all urban local bodies would be declared open defecation free by next financial year under Swachh Bharat Mission. Hoisting the National Flag, Purohit said, “In order to improve the urban sanitation scenario under Swachh Bharat Mission, all the 97 urban local bodies of Assam will be declared open defecation free during 2017-18.” For achieving this target, 66,624 individual household latrines and 2,280 community or public toilets will be set up.

BJP leader Keshavanand Giri shot dead C H H A P R A , JA N 2 6 (AGENCIES): Maharajganj Lok Sabha MP Janardan Singh Sigriwal’s constituency representative has been shot dead by unidentified gunmen in Saran district, police said on Thursday. His body was found this morning at Raghunathpur Ka Mathia village under Manjhi police station, they added. Some people had come in two motorbikes to the house of Keshavanand Giri (60), the MP’s representative for Manjhi block, last night between 10.30 and 11 pm, police said, adding that Giri went with them, never to return. Manjhi SHO Prabhakar Pathak said the assailants could have been known to Giri as he had not raised an alarm. When Giri did not return, the family members began looking for him and his body was found in the morning from a spot barely 500 metres from his house. Giri had unsuccessfully contested the 2015 Assembly polls as a Hindustan Awami Morcha (Secular) candidate from Manjhi. The HAM(S) had contested the polls in alliance with the BJP. Sigriwal described the killing of Giri as “an outcome of the administration’s utter failure”.

He volunteered to serve in 35 Rashtriya Rifles in March 2016. On May 27, 2016, the observation post sentry of his company spotted four militants moving into the mountainous folds near his post. The company commander called Dada and told him to cordon off the militants and prevent their escape. While he was deploying the stops, Dada came across two militants face to face. Showing swift reflexes, Dada shot dead one militant and grievously injured the other. The injured militant took cover behind a boulder while two others fled down a nallah. Dada chased the two militants and killed both. After killing 3 militants, the soldier trailed the injured militant. In the ensuing gunfight, Dada was shot in the stomach. Undeterred by his grievous wound, the valorous soldier instructed his team to surround the militant to prevent his escape, while he charged at the terrorist. Dada suffered a gunshot in the neck and died.

A major tragedy was averted on Tuesday (January 24) when drivers of an express train applied emergency brakes after noticing a rail piece lying horizontally on the tracks. “Railway employees saved so many lives due to their alertness and now it is in the hands of the investigating agencies to find out who was behind this. We are hoping that it will be found out soon,” Central Railway General Manager DK Shama said. In the last 24 hours many people who live and work in the area have been questioned though investigators did not confirm if they have any leads as of now. The area where the incident took place is uninhabited and the nearest habited village Agasan is over a kilometre away. “GRP and RPF teams have been questioning peo-

JAIPUR, JAN 26 (AGENCIES): Two children were killed and at least 20 others injured as lightning struck parts of Rajasthan on Thursday, police said. Lightning struck Mohanpura and Chainpura villages near Jaipur, killing two children in Chainpura. “The two students were going to attend the Republic Day function in their school. Suddenly, it started to rain and they took shelter under a tree where the lightning struck,” a police official told IANS. In Mohanpura, around nine children sustained burn injuries when lightning struck the ground where they were playing cricket. While two children, who were said to be critical, were referred to Jaipur, others were admitted in a nearby Bassi hospital. A woman in Kuradia village in Bhilwara district also suffered burn injuries when lightning struck her house. According to another report, 11 persons, including seven children, sustained burn injuries due to lightning strikes. They were busy with preparations for the Republic Day function in the school. All have been admitted in the Kekri Government Hospital.

CHANDIGARH, JAN 26 (AGENCIES): Haryana chief minister Manohar Lal Khattar on Thursday announced to provide free coaching facilities for the wards of defence personnel and paramilitary forces to prepare for all competitive exams. Making the announcement on the occasion of the 68th Republic Day celebrations at Panchkula, near here, Khattar said the facility will also be extended to wards of ex-servicemen. The Chief Minister said that the government has prepared a scheme with budget provision of Rs 3 crore for providing free coaching facility for competitive exams like civil services, engineering, medical, defence, banks and even those conducted by the Union Public Service Commission (UPSC) and Haryana Public Service Commission (HPSC). He added that the Haryana government has setup a separate Department of Sainik Welfare to provide various services to ex-servicemen. Haryana has a large number of personnel in the defence and para-military forces.

Dividing a family

agas across several states in India have spoken in unison against the ongoing construction of the international border fencing at Pangsha, a Khiamniungan village which will not only cause erection of a barrier within the Khiamniungan tribe but also cut off 3,500 acres of arable land belonging to the community. The inhabitants of ITC Dan village including the Khiamniungans, Eastern Nagaland People’s Organisation(ENPO), various apex Naga tribe organisations, Naga political groups, the state government and MPs have raised strong objection to the fencing with the government of India as well as the government of Myanmar. The opposition from Nagas against the construction of the fencing dividing Khiamniungan tribe across Pangsha is not about a choice but a totally unthinkable, unacceptable and inhuman idea as another Berlin wall. First of all, the Khiamniungans as well as other Naga tribes across the IndoMyanmar border live and had lived as one since time immemorial. These Naga tribes did not come to India or go to Myanmar after the British colonial rulers departed from the subcontinent. Khiamniungans and Nagas who were brought under two separate countries(India and Myanmar) on both sides of the artificial international border have never accepted that they lived in different worlds. These tribes lived as one in every respect and especially the people of Pangsha village. The governments of India and Myanmar probably satisfy themselves and feel justified that the construction of the fencing will stop cross-border activities of armed outfits, illegal arms trade and drug peddling etc. The fact is that the Myanmar government would be the gainer since it would make the Nagas turn to it for help since that government has no interest nor presence in these neglected areas. The government of India’s focus in the area, on the other hand is mainly to tackle cross border militancy and other activities. Based on this premise, it may be concluded that for India the fencing is a short term gain but a good bargain. The fencing would not only separate families but would also cause deep psychological pain for the Khiamniungnans. The government of India cannot ignore the genuine plight of its citizens on this side of the border who are being victimised for the government’s failure to control the law and order situation. When the two nations are bent on pursuing an open border( trans-national and open border trade etc) and engage in encouraging free access of ingress and egress to people on both sides, the contradiction of building a fencing across the border is surprising. The other fact is that, due to the government of Myanmar’s biased attitude to Nagas in that country, the people have to come to Nagaland for education and border trade. It must be understood that Nagaland and other parts of north eastern India are playing a very positive role in providing needed education for those from Myanmar. These people would return back home and take up positions to participate in the economic development of the ignored region. Once the border fencing is completed, it will prevent several thousands currently in India, from pursuing higher studies. The government of India needs to seriously rethink about the fencing and come to its senses that militancy, arms and drug smuggling will not be counteracted by this 10-km fencing.

Jesus asks us to consider that “if God so clothes the grass of the field…” how “much more” will He clothe you, if you keep your relationship right with Him? Every time we lose ground in our fellowship with God, it is because we have disrespectfully thought that we knew better than Jesus Christ. We have allowed “the cares of this world” to enter in (Matthew 13:22), while forgetting the “much more” of our heavenly Father. “Look at the birds of the air…” (Matthew 6:26). Their function is to obey the instincts God placed within them, and God watches over them. Jesus said that if you have the right relationship with Him and will obey His Spirit within you, then God will care for your “feathers” too. “Consider the lilies of the field…” (Matthew 6:28). They grow where they are planted. Many of us refuse to grow where God plants us. Therefore, we don’t take root anywhere. Jesus said if we would obey the life of God within us, He would look after all other things. Did Jesus Christ lie to us? Are we experiencing the “much more” He promised? If we are not, it is because we are not obeying the life God has given us and have cluttered our minds with confusing thoughts and worries. How much time have we wasted asking God senseless questions while we should be absolutely free to concentrate on our service to Him? Consecration is the act of continually separating myself from everything except that which God has appointed me to do. It is not a one-time experience but an ongoing process. Am I continually separating myself and looking to God every day of my life?

Male and female roles in Nagaland T he Joint Woman Organization of Nagaland has criticized sharply and often acrimoniously, the male orientated Naga Society of alleged denial of Woman Rights to them. Let us consider Rights and Roles of the Genders in the Naga Society. The Writer agree that the male dominated Naga Society too often, unwittingly forgets and regretfully fail to highlight the female lot it definitely deserve better in many areas of the Society’s life. Yet, this male forgetfulness is hardly a denial of Woman legal Rights; the failure to give importance to the female Gender is most often not intentional denial of Woman Rights. Rights and Roles are different. In commonsense language ‘Right’ means Correct. If something is Right, it is ‘correct’ for both male and female Genders. In common term, if something is right for one Gender; it must also be Right for the other Gender also. However, ‘Woman Right’ is a legal term for something ‘correct’ only for the Woman. What can a Right be if it is right (correct) only for Woman and not for Man? The allotment of 33% Seats in the Urban Bodies for the female Gender only has no rational or natural justifications. It is political Favoritism. In Politics nothing is worst than giving Favoritism. It is directly opposed to Democracy. Nothing is opposed to modern Freewill Democracy than Political Favoritism and Democratic Principles are higher than Political Favors. Naga sense of right and wrong does not approve of this political favoritism. The Regulation may do well to be recalled. To allege the male Gender of the Naga Society of denying Woman Right is like claiming that the World is flat because it appears flat where it is not. The world is flat only to those who are short perception and cannot see beyond the western horizon. The good Government of India today knows the unfavorable rigid ancient Social, Cultural and Traditional Caste practices of the Hindu Society that Oppresses and discrimi-

nates the female Gender. It is not the Individual per se but the Society’s injunctions. These ancient discriminatory practices have found new scientific ways of continuing the unacceptable practices. A human female fetus scientifically found in the womb of its mother, and before birth the Parents eliminate it scientifically. Had not modern scientific methods to determine the Gender were not available, the birth of a girl is silently considered bad luck to the mother or the father. The girl child eats after her male sibling, she is not send to the School in the Villages, and she is married off young from the home against her will on payment of costly Dowry as if the person given in marriage is not valuable enough. Her in-laws uncomfortably frequently do her to dead! The Male or the Female Roles in the human Society evolved through smooth natural course of Social life of the people over many centuries. The undesirable part of social Practices in India evolved over the millennia, has to be reformed socially and slowly in every Family from Home level through Education and not through Political favoritism to the Female Gender alone. The Woman Rights Issue in ULB the Government has taken up politically has no corrective effect on an improper social Practice. In the earliest natural Hunting & Food Gathering Societies of human History, there was rational understanding of Man or Woman Roles in life. There were no separate Rights for the male or for the female Gender. In those Societies, man wandered out hunting for food, woman stayed sedentary at the Camp tending Fire from going dead, collecting firewood from the surrounding jungle, fetching Water from the river, and preparing food for the family. The different male and female roles in their life evolved out of natural rational necessity. There were no separate Rights, neither for Man nor for the Woman. In the next Land-tilling Agricultural Stage, the role of man and woman slightly changed

naturally in normal course of life. However, the basic roles of the two Genders remained the same, -the male for building the House and taking whole responsibility for the Family in the Society and -the female for the lighter works in tilling the Land and the Care of the Family. Even in those hunting-gathering Societies; contrary to conventions, sometimes some smart, strong women took part in the male role and accompanied them in short hunting Trips, or some Males recuperating from Injuries or sickness stayed at Camp, tending fire, collecting firewood and even fetching Water, sometime man even Cooked. There were no rigid separate female or male gender Rights. The society continued normally generations after generations. Today a good part of the Naga Society is no longer in the Land tilling/food producing Agriculture Stage, and less than 33% percent of the woman no longer tend fire in the kitchen, thresh rice, and fetch water from the Well or collect firewood. An increasing percentage of the female Gender do not even Cook, weave or sew. Cultivations in the fields no longer produced the Agricultural needs; the Super Markets produced them. No male or female complained for these non-political, non-legal changes. Rudely speaking, from where have the Woman Rights evolved or sprouted. Naga Polity has different roles for the male and the female Genders on different matters, -personal private matters and public matters. The Naga Society does not oppress or discriminate the female Gender. The female Gender is in no need of political favoritism. They require equal opportunity and education to liberate them from the restrictive society. The Joint Action Committee of Woman (JACW) Organization claims their Right because the GoI say so. What right does the GoI has to polarize Male and Female in the Naga Society? Male and female are of one flesh, what God has made One, let no man put it asunder! Forget Article 243 from A to Z.

The Constitutional Articles are confounding and confusing the Nagas! The Naga Languages have no separate Words for ‘She’ or ‘He’. Aos have in recent times invented the Word ‘la’ for ‘She’ but they always had one and the same word ‘Pa’ for both ‘he’ and ‘she’. The Angami also have only one word ‘Puo’ for ‘he’ and ‘she’. There is no male and female Castes in the Naga Society! World-renowned Gloria Steinem, on the Gender Science Issue in the National Geographic Magazine Jan 2017 said: “the more polarized the gender, the more violent the society. The less polarized the gender roles, the more peaceful the society. We are each unique and individual human beings. We are linked and not ranked. ” True, the Society is composed of 50% female and 50% males, but Politics cannot have 50/50 political Rights between the Genders. Within perhaps in half a Naga generation of 15 years, it may be that 50% or more of the Government Jobs in Nagaland might be in the hand of the smart female gender. This is not a political favor and it would be very encouraging; we shall have a glorious Naga Society in Nagaland in just soon future! The Naga welcome the Human Rights of the United Nations, it is equally for every male or female gender, Black or White, Rich or Poor, Educated or not. They understand the Fundamental Rights in the Constitution of India; however, the 33% Seats Reservation for one Gender only is unconscionable for the Naga. If GoI wants to help the female Gender, then: “Total Women Education, rather than 33% Woman Reservation” seems to be a better option. Beti bachao, Beti Padhao, is good but inadequate piecemeal. Suggestion to end present imbroglio over ULB elections

W

ithout wasting much space or time writing a lengthy article (on the Urban Local BodyElections and the sharp divide over the issue of 33% women reservation), may I put forward the following suggestion for consideration of the State government and Naga civil society. 1. The Urban Local Body (ULB) election be postponed to a later date but not beyond one month. 2. The gover nment and Naga civil society agree to conduct ULB elections with 33% reservation on a trial basis only for Dimapur Municipal Council (DMC). Given the cosmopolitan nature and its importance as a major trade hub, Dimapur (DMC) can be a good starting place to try and test 33% women reservation. 3. Respecting the sentiments of Naga civil society—the present sensitivity and fearthat Article 371 (A) will be weakened, ULB elections in the rest of the districts will be held without the provision of 33% reservation. 4. The political parties in Nagaland may take a collective decision to reserve a certain percent, whether 25% or even 33%, as party tickets for women candidates. This can be done for the present ULB elections or in the near future. 5. To end the present imbroglio, the government and civil society will have to give and take. Hopefully the above suggestion is both face saving and a win-win formulation for both sides, atleast for the immediate. Much is at stake for Nagaland. Without having fully functional and democratically elected local bodies for some years now, development of our urban and town centres have suffered. Also with State Capital Kohima, already declared as a Smart City, and other big ticket programmes lined up for the other urban and town areas, we can ill afford toremain on the peripheral. The missteps in handling women reservation and municipal election

O

ur Naga men’s position in regard to the Women Reservation (WR) is based on tradition of the past, not on logic or rationality of modern time; whereas our women’s position is based on social justice, which in turned is based on logic and our society’s need to change in keeping with modern time. As such, both positions have some merits as well as some demerits. Since our differences in perspective in regard to the make-up of our Urban Local Bodies (ULB) are basically a matter of structural form or numerical

system (which falls under a category called “nonabsolutes”), it would be, therefore, uncivilized and unchristian to turn it into a real “personal battle” between the two sexes. After all, our men understand that our women’s fight for the WR is not out of hate. Likewise, our women too know that our men are not misogynists, hating women for who they are or taking them as an inferior class. The fact that men do welcome their female counterparts to contest in the elections in the same manner as the men do is what they understand as fairness or

equal opportunity. But in another sense, our men are, in all likelihood, still battling with their own selfidentity (partly male ego and partly self-interest), which our Naga customary practices have helped to boost, whether originally intended or not. On the other hand, we menfolk may not simply use our customary practices, or Article 371A, as a cover to hide our own self-interest. If we are to be truly consistent in using our customary law as a basis for choosing our leaders, doesn’t it make more sense to defend it in its entirety? In such a case, we

have to be willing to demonstrate our consistency by insisting the following: (1) that only matured male elders will be considered eligible for leadership positions, (2) that nomination will be the only approved method, and (3) we will return to the Sovereign Village Republic system of our ancestors. Election in municipalities and towns is a modern development. As a matter of fact, the whole system of our Municipal Election, including the Indian General Election, is part of the modern democratic system. So, if we are to be all-out defenders

of the Naga customary practices, we must reject the entire alien system of election, whether of men or women. Or, if at all any deviation deserves punishment, it is the purchase of leadership positions with money because such a thing has more serious negative consequences. In other words, we men cannot just perpetually protect what serves our own self-interest but vehemently oppose what doesn’t. That’s not how a just and compassionate society operates. Our elected representatives have missed two opportunities when it comes

NPF women wing central for conduct of ULB election

W

e, the Women Wing of the Naga People’s Front Central, note with deep anguish how some women activists have taken active part in the recent protest rally at Dimapur against women reservation and holding of elections to the Urban Local Bodies where they made scathing remarks against the leadership of the party and the Government. It appears that these women activists simply do not care about the welfare of the status of women in the Naga society and have so far being pretending to strive for the uplift of womenfolk in the society. The very fact that they have gone against the wise decision of the Government not to await the verdict of the Supreme Court but to go ahead and hold elections to the ULBs with 33% reservation for women so as to uphold the sanctity of Article 371 A of the Constitution of

India, speaks volumes about the depth of their concern for the Naga society as a whole. At a time when womenfolk are having sleepless nights and worrisome days concerned about how their better halves are protesting against reservation for their own womenfolk on ULBs as if the reserved seats would go to women from other States of the Country, it is distressing to find certain vested women jumping into the bandwagon and going all out against the decision of the Government which is being hailed as far-sighted, wise as well as bold by the discerning citizens of the State. These variant women activists shall go down the annals of Naga history as modern-day Quislings and future generations will remember them with disdain and mistrust. We appreciate the concerns of the Naga menfolk to protect the traditional Naga

way of life, but at the same time, would like to appeal to them to consider the issue with all fairness: Legal luminaries including the apex Court, have assured that reservation for women in municipalities and town councils does not, in any way, infringe upon Article 371 A; objections raised by some tribal organizations to certain provisions in the Nagaland Municipal Act, 2001, have been rectified through the 3rd Amendment of the said Act in November 2016. We are alarmed that the issue is snowballing into such proportion that it is threatening to sharply divide the Naga society, the sexes, and even the tribal bodies from the individual villages whose competence and authority to uphold and execute Naga customary practices appear to be usurped. This does not bode well for the cohesion of the Naga society and it calls for a serious introspection by

We take this opportunity to appeal to all agitating organizations to let the elections to the ULBs take a logical and peaceful conclusion, give women a chance in the decision-making bodies, and if found to be detrimental to the society as a whole, let the Government go for necessary adjustments/ amendments to the Nagaland Municipal Act, 2001. Let no one draw conclusions that something is bad even before anything has started. We also appeal to every woman to patiently reason with their male kindred to make them understand the need to let elections to the ULBs with reservation for women be held as scheduled, and not to resort to any violent or unlawful means that would create unwanted situations in the society. With the chief minister having given assurance to the civil organizations to conduct cabinet meeting in regard to ULB election on January 27, one can only wait with bated breathe for the outcome of the meeting. Whatever decision is taken by the cabinet on this day will reflect and impact the course of the future. Chief minister and cabinet need to discuss the issue with great wisdom and guidance and help from God. If they decide on carrying on with the ULB election, chaos would ensue with civil bodies staging bandh etc. If they decide to postpone, then they must take time and have series of meetings with the civil organizations, lawyers, DBs, GBs and public from all districts including the JACWR. NPF Tseminyu unit refutes RH resolution DIMAPUR, JAN 26 (NPN): NPF Tseminyu division has refuted the resolution of Rengma Hoho (RH) to boycott civic polls, claiming that it was not the decision of the majority. Mumbai, Jan 26 (Agencies): Markets regulator Sebi on Wednesday barred beleaguered liquor baron Vijay Mallya from the stock market for fraudulently diverting about Rs 1,881 crore from United Spirits (USL) to various other entities within the UB Group, including now grounded Kingfisher Airlines (KFA). Sebi also barred Mallya, who fled India to avoid arrest by investigative agencies, from holding the position of a director in any listed company in the country. The regulator also directed USL to initiate action against Mallya and UB Group companies to which funds were wrongfully diverted by him.

A press statement issued by ESH president L. Kahuvi Yepthomi and general secretary S. Kakuho Aye stated that the decision was made in the interest of safeguarding the common interests of the Naga people. LTCN: Liangmai Tribe Council Nagaland (LTCN) has resolved to stand with the Nagas in opposing the Urban Local Bodies (ULBs) election 2017 and asked all Liangmais in Nagaland not to get involved in election matter. In this regard, LTCN president Kingudi Joseph has directed any candidate from its community to immediately forfeit their candidature. Further, the council strongly appealed to the chief minister and his cabinet to listen to their conscience and the voice of the Nagas to defer the civic polls.

NEW DELHI, JAN 26 (AGENCIES): In what could come as a pleasant new year surprise for the people, the Reserve Bank of India (RBI) may again allow deposit of old Rs 500 Rs 1,000 notes, as per a newspaper report. The Hindustan Times, quoting government sources reported that the RBI may give “another chance to deposit the scrapped Rs 500 and Rs 1,000 banknotes but the exchange would be for a limited sum”. “The amounts are as small as Rs 2,000,” HT, quoting the sources said. The miniscule amount for deposit would ensure that the window for deposit is not misused, the paper further said. The 50-day deadline to deposit the old Rs 500/1,000 notes in banks came to an end on Dec 31. People, however, will still have time to exchange the currency notes at designated RBI counters till March 31 after giving valid reasons for not depositing defunct notes in their accounts by December 30. Prime Minister Narendra Modi in a surprise announcement on November 8 declared the old Rs 500 and 1,000 notes invalid. After the demonetisation, the government had fixed a limit of Rs 24,000 per week on withdrawal from bank accounts and Rs 2,500 per day from ATMs in view of the currency crunch.

A bill enabling the government to trigger Article 50, which is the formal process for leaving the EU, will be produced after the Supreme Court ruled that the legislation would be necessary, the BBC reported. Brexit Secretary David Davis has said the bill will be “straightforward”. But it is expected to face amendments from members of Parliament and peers, while others have said they will oppose it outright. According to government officials, the bill is expected to be rushed through both Houses of Parliament within weeks in order to meet Prime Minister Theresa May’s deadline for triggering Article 50 by the end of March. The government was forced to draw up the legislation after losing an appeal at the Supreme Court on Tuesday, when judges ruled that Parliament must give permission to start the Brexit process. On Wednesday Prime Minister May announced that a White Paper -- a government policy document which sets out proposals for future acts of Parliament -- would also be produced after a number of members of Parliament, including some in her own party, called for such a move, the BBC said.

LA to bid for 2024 Olympics Washington, Jan 26 (IANS): The Los Angeles City Council gave final approval to a proposal that could bring the 2024 Olympic Games to Southern California. The unanimous vote legally empowers the city to host the Games, if Los Angeles is selected by the IOC in September. It also means the city would agree to cover any financial shortfalls, which have long bedeviled the Olympics. The privately run bid is competing against Paris and Budapest, Hungary, for the 2024 Games. Planners have projected the Games would cost about $5 billion to stage and the budget could generate a surplus.

Melbourne, Jan 26 (Agencies): Venus and Serena Williams will meet in a Grand Slam final for the ninth time after the American sisters came through their semi-finals in Melbourne. Thirteenth seed Venus, 36, beat fellow American Coco Vandeweghe 6-7 (3-7) 6-2 6-3 to reach her first major final since 2009. World number two Serena, 35, saw off unseeded Croat Mirjana Lucic-Baroni 6-2 6-1 in the second semifinal.

Serena is attempting to win an Open-era record 23rd Grand Slam singles title. It would also be a seventh Australian Open victory for the younger Williams sister, while Venus hopes to win an eighth major title, first in Melbourne and first since Wimbledon in 2008. Va n d e w e g h e, 2 5 , had played superbly in seeing off world number one Angelique Kerber and French Open champion Garbine Muguruza to reach the last four, but she could

not maintain that level in the semi-final. The world number 35 deservedly took the first set on a tie-break but it was the experience of Williams that eventually prevailed. Williams converted four of five break points, but more importantly reduced Vandeweghe to just one from 13 as the younger American was reduced to throwing her racquet in frustration as the chances slipped by. Two double faults handed Williams a decisive double break in the second

set and the seven-time Grand Slam champion broke again at the start of the third. Vandeweghe stayed close enough to keep the pressure on, saving three match points before finally cracking with an error on the fourth, prompting a jubilant twirl of celebration from Williams. Roger Federer beat fellow Swiss Stan Wawrinka 7-5 6-3 1-6 4-6 6-3 to reach the Australian Open final and stay on course for an 18th Grand Slam title. The Swiss, returning from a six-month lay-off to rest his left knee, last won a major at Wimbledon in 2012. He is the oldest man to reach a Grand Slam final since Ken Rosewall did so at the 1974 US Open at the age of 39. Federer’s extraordinary r un in Melbour ne had already seen him beat higher seeds Tomas Berdych and Kei Nishikori to reach the last four. Seeded 17th following his injury, Federer had an 18-3 record against the fourth seed and reigning US Open champion coming into the semi-final, but the two had never played a fiveset match. Both players needed medical treatment during a match of high intensity but it was the 17-time Grand Slam winner who finally prevailed after three hours and five minutes. Federer will now seek a fifth Australian Open title, and his first since in Melbourne since 2010, when he plays in his 28th Grand Slam final on Sunday.
