KOHIMA, JAN 26 (NPN): Nagaland Governor P.B Acharya said it was important to maintain a peaceful environment as the state was making progress in all fronts. Addressing the 68th Republic Day celebration at the main function at New Secretariat Plaza here Thursday, Acharya also reaffirmed his government’s commitment to continue support to the ongoing dialogue for a final settlement to usher permanent peace. In his address, the governor also appealed NSCN (K) to respect the wishes of the people and re-enter the ceasefire agreement with Government of India. Appreciating the state government for bringing out the ‘Nagaland Vision 2030’ document, the governor informed that the Vision would take the state forward and propel it in the league of the most developed states in the country and was optimistic that it can be achieved. Acharya also reiterated the 33% women reservation in Urban Local Bodies (ULBs) was important to govern towns with modern concepts and that the princi-
8 candidates back-out from Phek civic polls DIMAPUR, JAN 26 (NPN): Respondign to the voices of the Naga public, eight candidates for Phek Town Council polls have decided to tender their ‘resignation’ from urban local bodies (ULB) election at Phek town with effect from January 26, 2017. This was decided at a joint meeting held on January 26, 2017 between Chakhesang Baptist Church Council (CBCC) representatives and ULB election candidates of Phek town at Chakhesang Baptist Church, Dimapur. At the meeting, CBCC representatives and ULB candidates also signed a Memorandum of Understanding, wherein the candidates stated that the decision to tender resignation was taken “for the best interest and unity of Chakhesang people.” The resigned candidates were from Ward No. 2, Ward No. 8, Ward No. 5, Ward No.7, Ward No.10, Ward No.3, Ward No. 1 and Ward No. 9.

vicemen in collaboration with NEZCC. Other issues which the governor mentioned were government’s focus on development of the human resource through quality education, skill development by addressing the imbalance of deployment of teachers through redeployment and fresh appointment especially for science and maths subjects. SC directs state govt to re tender SARDP-NE project
DIMAPUR, JAN 26 (NPN): Supreme Court has ruled that work order issued to M/S Maytas-Gayatri (JV) be cancelled and directed that the Ministry of Road Transport and Highways (MoRT&H) and State PWD (NH) re-tender the project by initiating a fresh process. The Apex Court, which passed that judgement order on January 11, 2017, also directed completion of the project within a period of three years and six months from the date of passing the judgement order. Supreme Court passed the judgement after hearing Special Leave Petition (C) (C) No. 16338/30422/30423 of 2016 in connection with SARDP-NE project for construction of two lane roads -- Mon-Tamlu-Merangkong, Longleng-Changtongya, Phek-Pfutsero and Chakhabama Zunheboto. The court also granted liberty to contractors M/S Maytas-Gayatri (JV) to invoke the arbitration clauses to claim their pending bills. NEW DELHI, JAN 26 (IANS): India’s military might, its cultural diversity and achievements in various areas were showcased at a grand parade here on Thursday as the nation celebrated its 68th Republic Day with the Crown Prince of Abu Dhabi Sheikh Mohammed bin Zayed Al Nahyan as the Chief Guest. Amid fears of possible terror attacks, a tight security blanket was thrown around the national capital including the venue. Nearly 60,000 police and paramilitary personnel were deployed across Delhi. The day began with President Pranab Mukherjee unfurling the Indian flag at the Rashtrapati Bhavan and Prime Minister Narendra (Cont’d on p-8) Modi paying tributes to the
fallen soldiers at the Amar Jawan Jyoti at India Gate. Modi welcomed the President and the Chief Guest, Sheikh Mohammed, the son of the UAE’s founding president. President Mukherjee, commander-in-chief of the armed forces, took salute as the parade began with a 149-member UAE military contingent marching down the boulevard. Led by Lt Col Abood Musabeh Abood Musabeh Alghfeli, it comprised of the UAE Presidential Guard, the Air Force, the Navy, the Army and 35 musicians. It was followed by military and paramilitary contingents, including mounted troops from the 61st Cavalry and mechanised columns.
Making their debut on the occasion were India’s Light Combat Aircraft (LCA) Tejas and Airborne Early Warning and Control System (AEW&C), both developed indigenously. After the armed forces came state tableaux, displaying India’s oneness amid a rich diversity. The parade ended with a spectacular fly past by the Air Force. Mi-17 V5 helicopters flew with the Indian flag and showered flower petals. Pranab presented a posthumous Ashok Chakra, the highest peacetime gallantry award, to the wife of Hav. He said the Vision 2030 has laid down a road map to enhance connectivity to South-East Asian regions, making Nagaland the gateway to these countries. Slams govt., JACWR
DIMAPUR, JAN 26 (NPN): NPF and BJP, which are the only two political parties in the present DAN and whose alliance dates back to 2003, appear to have become the main rivals for the scheduled elections to town and municipal councils. Both alliance rivals referred to each other as “section of political party”(NPF) or “other political party”(BJP) in their statements. In an oblique reference, NPF Media & Press Bureau expressed surprised over “certain individuals or section of political party”(already in the fray) for stating that they would only withdraw from the race “only after other political parties including NPF, do first”. NPF termed it as “malicious, lacks discipline and even an outright exposure of their very attitude” of those candidates lacking vision without any agenda.
Tribe organizations inform on issue of civic polls DIMAPUR, JAN 26 (NPN): Various apex tribe organizations have reiterated their stand against holding of civic body polls with 33% women reservation, by issuing directives on respective community members. Western Sumi bodies: A joint meeting of the Western Sumi Hoho, Western Sumi Kukami Hoho, Western Sumi Youth Front and Western Sumi Sports Association on January 26 resolved to issue directives to all Sumi village GBs and nine areas under Western Sumi jurisdiction. WSYF president, Akihito Sumi informed that the house directed all Sumi village GBs under Western Sumi jurisdiction to recall all their youths staying at candidates’ residences or attached with candidates for the ULB polls. In the event of any untoward incidents owing to non-adherence of the directive, appropriate action would be initiated against the youths and their respective villages, the house resolved. Further, all nine areas under Western Sumi jurisdiction have been asked to mobilize and
depute manpower of 1500 each for the proposed JCC indefinite bandh to be imposed. All Sumi public in Western Sumi area have been requested to support and cooperate with the proposed JCC bandh. ZTYO: In view of the proposed likely indefinite bandh on January 28, Zunheboto Town Youth Organization (ZTYO) has appealed to the Chief Medical Officer/Medical Superintendent to keep all medical personnel and facilities ready at all times in case of any medical emergencies during the bandh period. ZTYO media cell in a press note has informed all its executive members and representatives from various colonies to attend the emergency meeting on January 27 at SKK platinum jubilee hall at 11 a.m. without fail. Further, ZTYO has directed all volunteers from 17 “pre-informed villages and 13 colonies of the town” to wear traditional sash and report on January 8 at the Control Room, SKK platinum jubilee hall at 5.30 a.m. sharp. day expressed dismay that the state government, despite repeated appeals made by tribal hohos to hold further consultations with the people and to amend the Municipal Act before holding elections to the Urban Local Bodies, had turned deaf ears to their request. APO president Vilhusa Seleyi and general secretary Keviselie Lhousa appealed to the Nagas to stand united against any act detrimental to the interest of the Nagas that is being imposed on its citizens by Nagaland government. APO further reiterated that the only way to bring about peace and understanding was to give time and space for dialogue to redress the grievances of the people. ENPO: Eastern Nagaland People’s Organisation(ENPO) through its media cell highlighted the Art. 371A as a functional foundation and a conditional political instrument of Nagaland and an “outstanding and an extraordinary political monument in the constitution of the country.” In the light of the above, ENPO said it respected the aspira-
tions of all intending candidates for providing leadership and governance through urban and local governance and appealed to the state government and candidates and public at large to “restraint and avoid the possible conflict and confrontation”. ENPO reaffirmed its January 14,2017 resolution and and renewed its appeal on all candidates for ULB polls to “gracefully retire in the interest of peace and tranquillity within ENPO jurisdiction”. ENPO said this was in consideration of the prevailing general situation in the state and also appealed to the government for “an indefinite postponement of civic polls till a convenient environment is arrived at through mutual understanding and settlement on the issue. N W H D : N a g a Wo m e n Hoho Dimapur (NWHD) along with all its women tribal body units have appealed to the State Election Commission to extend the Urban Local Bodies (ULB) election in the interest of all. Liegise and vice president Arenla Aier stated that the appeal has been made since children were preparing for their final exams and also for those who would be seeking admissions, while at the same time to avoid any kind of untoward incidents during elections. NWHD also urged upon JACWR (NMA) to immediately withdraw the SLP so as to pave way for the government, civil societies and women in general to deliberate on the Municipal Act without any political bias. It also urged upon the JCC and the state government to resolve the issue, inclusive of women of each districts, within one month time and to proceed for a uniform ULB poll. NWHD has also appealed to all legislators to understand the ground reality and opt for extension of ULB polls to amicably settle/amend the Municipal Act. However, NWHD while supporting the 33% reservation appealed to all tribal hohos to support women’s participation in ULB polls for better coordination and to usher in development.
NPF further expressed the hope that good sense would prevail among all stakeholders to arrive at an amicable settlement in enable peaceful conduct of ULB polls. NPF also maintained while the government as well as civil society organisations in the state, representing all communities were striving for reconciliation and progress, the party’s approach, though modest, was multidimensional such to uplift the state and citizens by selecting candidates to contest the elections to ULBs. BJP candidates: three BJP candidates for East Dimapur Town Council (Wards nos. 5, 9 and 10) have resolved to respect the views and calls of their respective tribe bodies to withdraw/forfeit their candidatures from the scheduled elections to town and municipal councils only if other political party candidates first forfeit their candidatures.”
BJP Bhandari unit alleges violation of MCC by minister DIMAPUR, JAN 26 (NPN): State BJP, Bhandari unit has shot off a letter to the Election Commission of India with a copy to the State Election Commission, alleging that home minister Y. Patton had violated the election Model Code of Conduct (MCC) while in Bhandari on Thursday. In the complaint letter, BJP Bhandari unit president, Nyamo Odyuo alleged that the minister after attending the Republic Day function at Bhandari attended a “political party meeting at the NPF office, Bhandari”. At the meeting, Odyuo claimed that the minister allegedly wooed voters for jobs in the police department, if they voted for the NPF candidates in the ensuing town council polls in Bhandari.
