Statewide bandh on; Govt-hohos showdown imminent

KO H I M A / D I M A P U R / MOKOKCHUNG/KIPHIRE, Jan 27 (NPN): A state-wide and bandh in Nagaland comes into force from January 28, 2017 as a consequence of the rigid stand taken by the NPFled DAN coalition government against repeated appeals from all Naga tribe organisations to defer elections to town and municipal councils to resolve the issue of tax and 33% women reservation.
Cabinet Rejects
Joint Coordination Committee (JCC) had given the government till January 26, to defer the polls. However this was extended till January 27 as the chief minister informed JCC that the cabinet would meet on the day, to decide on their demand for deferment of polls. On January 27(Friday), the cabinet after its meeting, decided to go ahead with the Municipal/ Town Council elections scheduled to be held on February 1. This was informed through a communiqué by commissioner & secretary to CM, Himato Zhimomi. While deliberating on appeals made by various organizations, the cabinet decided that elections cannot be deferred and shall be taken to the logical
conclusion as per the provisions of law. The cabinet however welcomed tribal hohos/organizations for dialogue to explain the position of the government. The cabinet also decided to hold a Naga Summit in February in Kohima to discuss on the boundary issue with all Naga tribal hohos from Nagaland, Assam, Manipur, Arunachal Pradesh and Myanmar. Dimapur: Joint Co-ordination Committee (JCC) representing Central Nagaland Tribe Council (CNTC), Chakhro Angami, Chakhesang, Naga Council Dimapur (NCD) and Easter n Nagaland People’s Union Dimapur (ENPUD) has called for total bandh in Dimapur starting January 28 to February 1, from 6 a.m. to 6 p.m. There would be no bandh on January 29 being a Sunday. However, it would resume from Monday till February 1, JCC informed. In this regard, JCC has entrusted the recently formed Dimapur Naga Youth Front to enforce the total bandh. Funeral/s, weddings (with cards) and only students appearing examinations (with admit cards), pharmacies and hospitals, patients and attendants, paramilitary, district administration, media and police in uniform have been exempted from the purview of the bandh.
Meanwhile, as precautionary measures, the state government on Friday night put in place police personnel across Dimapur district to tackle any kind of eventuality during the bandh period. JCC has also entrusted every tribe to bring five motorcycles and one gypsy and tata mobile each during the bandh period. JCC officials said bandhs in other districts would also be enforced though the timing would be as per the local convenience. Angami areas: Angami Public Organisation(APO) has called for the bandh under Angami jurisdictions in Kohima and Dimapur which which will be enforced by the Angami Youth Organisation (AYO) from 9 a.m. to 4 p.m. along with CYO, NAYO, SAYO and WAYO. AYO president Neinguvotuo Krose and vice president Peter Rutsa stated that the bandh was in solidarity with Naga communities in protest against the government’s “adamant attitude to go ahead with ULC elections in some parts of the state.” AYO acknowledged the response from all Angami community and those residing in Angami ares in heeding to the call of the APO and further appealed to all citizens irrespective of tribe to understand that the bandh was necessitated since the state

DIMAPUR, JAN 27 (NPN): Joint action Committee on Women Reservation (JACWR) on Friday informed that it had resolved to withdraw the Special Leave Petition in the interest of peace in the society before the elections, “if the state government is able to give a written assurance for conduct of Municipal polls as per the interim order”. In a press note, JACWR convenor Abeiu Meru and co-convenor Dr. Rosemary Dzuvichu said this decision was made after a marathon meeting with all its tribe constituent units and apex women organisations at Hotel Japfu on January 26. After the meeting, JACWR said a large delegation of women leaders called on the chief minister at his residential office and submitted the memorandum. It said the response of the chief minister was expected after the cabinet meeting (January 27, 2017). F u r t h e r, JA C W R said that the house also deliberated on the reports of “threats, coercion and forced withdrawals of women candidates” from different towns as candidates and condemned such undemocratic actions.

Moatsemsu Jamir (BJP) ward no 16. Four Independent candidates for the DMC belonging to the Lotha community who withdrew from the election were also produced at the meeting by Lotha Hoho Dimapur. The candidates wereAnthony Lotha and Mhademo Kithan both from ward 11 and R. Renpi Odyuo and S.N. Lotha from Ward 14. Thotchuila Lotha, who also withdrew her candidature from ward 21 on January 17 along with the four stated that they have backed out by listening to the voices of the Nagas. Dimapur Lotha Hoho chairman, Etsungmomo Kikon, lauded the decision of the candidates saying God would bless them for listening to the voice of the people. Meanwhile, Central Nagaland Students Association has directed Ao, Sumi and Lotha members to compulsory take part in the bandh called by JCC.

Mokokchung district: Ao Senden has called for total bandh in the entire Mokokchung district from January 28 to February 1 from 8 a.m. to 4 p.m. Ao Senden acting president C. Angang Jamir and acting secretary L. Tally Lkr expressed dismay with the state government for “turning deaf ears to the appeals” made by the Naga public and the tribal bodies. Senden said that as per the January 27 decision, the bandh would effective in Mokokchung district.Those exempted form the purview of the bandh include: Military, medical and media personnel while those on emergency duty have been asked to inform the Senden office in writing. The Senden has directed all the ward unions under Mokokchung district including youth associations to actively take part to ensure the bandh including land owners under various towns of the district. Phek: Chakhesang Youth Front (CYF) president Welete Kapfo and organizing secretary Khoto Tetseo have informed that the bandh would be imposed in Chakhesang region, Phek district from January 28 from 9 a.m. to 4 p.m. CYF has requested all its citizens to cooperate. Hospitals, pharmacies, medical duties, wedding parties, police and
paramilitary forces, district administration and press & media have been exempted from the purview of bandh. Zunheboto: In view of the JCC’s proposed bandh, Zunheboto Town Youth Organization (ZTYO) had on Thursday directed all volunteers from 17 “pre-informed villages and 13 colonies of the town” to wear traditional sash and report at the Control Room, SKK platinum jubilee hall at 5.30 a.m. sharp on January 28. Longleng: Phom People’s Council (PPC) will impose total bandh in Longleng from January 28 to February 1,2017 in protest against holding of ULB election. PPC has empowered Phom Students’ Conference (PSC) and Longleng Town Students’ Union (LTSU) to ensure total implementation of its resolution. PPC president, C. Chingan Phom, and general secretary, Changlong Phom informed enforcement of the bandh was resolved at a joint emergency meeting held on January 27, 2017 at Longleng Hq, wherein the house fully supported ENPO’s January 14, 2017 Tuensang Resolution. PPC has appealed to the
state government to defer/postpone the decision of holding ULB election in the interest of peace, tranquillity and public at large. It has also cautioned that in case of any untoward incident arising out of the proposed bandh in Longleng, the government would be held fully responsible. PPC has exempted the following from the purview of the bandh: district administration, medical, media, security, paramilitary forces and power. Wokha: In Wokha, Lotha Hoho has called for general public meeting on January 28 at 11 am at public ground, Wokha. According to Lotha Hoho, the meeting would be followed by car rally. All citizens have been asked to attend the meeting in traditional attire. Kiphire: Kiphire District Joint Co-ordination Committee (KDJCC) has called for a total bandh in Kiphire district on January 28 from 6 30 a.m. to 6.30 p.m. KDJCC headed by United Sangtam Likhum Pumji (USLP), Tikhir Tribal Council (TTC) and Kiphire District GBs’ Association (KDGBA), said the bandh has been called to show strong resentment against the government’s failure to pay heed to the voice of the Nagas.

D I M A P U R , JA N 2 7 (NPN): The state government has decided to confront the tribe organisations over their diktats issued on candidates to withdraw from the civic polls scheduled on February 1,2017 and also to thwart the statewide bandh from January 28 in all districts. According to home commissioner Abhijit Sinha, the government has drawn its attention on threats and intimidations on candidates from their respective communities to withdraw from the elections and dissociate from the electoral process. The state government has also directed district and police to take all measures to ensure that those candidates remaining in the fray were not harassed nor forced to withdraw by any individual or organisations. Further to thwart the
bandh, the state government has directed district administration and police to take all necessary steps to ensure that “agitation/ bandh/demonstration” against conduct of elections to ULBs by organisations and groups do not adversely affect free and fair elections. The district administration and police have also been asked to make it clear to all those organisations calling for bandh that they are to ensure that the demonstration and agitation was peaceful and warned that in case of any unlawful act of violence, they will be held “criminally and civilly liable”. Further all the officials have been asked to take all necessary steps to comply with the directives and warned that any laxity on the part of any would be viewed with seriously and invite action against them.

D I M A P U R , JA N 2 7 (NPN): In view of the indefinite bandh called by the Joint Coordination Committee (JCC) from January 28, Naga Council Dimapur (NCD) has made an “ultimate appeal” to all to maintain peace and harmony in Dimapur and across the state. In this regard, the Naga Council Dimapur president T. Bangerloba and general secretary Thsapongkyu Sangtam urged upon all for maximum restrain from resorting to any kind of confrontation/bloodshed during the bandh. The Naga Counicl Dimapur said the council’s office would remain open to monitor the situation and for which all councillors have been asked to be present at the office during the bandh period.
DIMAPUR, JAN 27 (NPN): Western Sumi Kukami Hoho (WSKH) has resolved to oppose ULB polls within its territory. In a press note, WSKH president S. Vihuto Yepthomi expressed solidarity to all tribe organizations, for coming come together to oppose the government’s move to go ahead with the elections with 33% reservation for women. Further, WSKH said that as democratically elected, the government should listen to the voices of the people. USLP: United Sangtam Likhum Pumji (USLP) has also resolved not to allow town council election within its jurisdiction and directed the candidate to abide by the bond signed with the KDJCC on January 6. A press release jointly issued by USLP executive chairman, Vikheho Sangtam and executive secretary Lichumse said they have resolved to support ENPO’s resolution adopted on January 4 and again on January 14 at Tuensang. USLP warned that stern action would be initiated to those candidates who failed to adhere to ENPO directives.
Patton, NPF Wka and Bhandari unit refute BJP’s allegations DIMAPUR, JAN 27 (NPN): Nagaland Home Minister, Y Patton, has denied the charges of BJP Bhandari unit that he had violated the election Model Code of Conduct (MCC) while in Bhandari on January 26, 2017. On Thursday, in the complaint letter to the State Election Commission, BJP Bhandari unit president, Nyamo Odyuo, alleged that alleged that the home minister after attending the Republic Day function at Bhandari attended a “political party meeting of at the NPF office, Bhandari” and allegedly wooed voters for jobs in the police department. In a press release, Hachio Patton, PS to home minister, clarified that the minister had at no point in time wooed any voters for a job in police department or in any government sector. Hachio said it was “a very serious allegation” tantamount to tarnishing of the minister’s personal image and defamation of the official status that he held. In this regard, Hachio has asked the BJP Bhandari unit president to immediately clarify his statement with “substantial evidence”
or apologize in public domain. He stated that the minister reserved the right to initiate legal action both civil and criminal in the appropriate court of law. According to Hachio, the home minister after completing the Republic Day celebrations joined state lunch hosted by ADC Bhandari along with his entourage. Later in the day, Hachio said the minister met NPF party workers and functionaries at NPF Bhandari unit office for a short time they since wanted to meet him. At brief meeting, Hachio said the minister had only highlighted the gatherings comprising of NPF loyalists and some common people of Bhandari area about NPF-led DAN government’s generosity for granting town council status to Bhandari. The minister also urged the people to acknowledge the government for the kind gesture by participating in the ensuing ULB elections, he said. Maintaining that minister’s meeting with them was only after the completion of official functions, Hachio said the home minister had
never combined party meeting with state official programme, adding that the question of violating MCC did not arise. NPF Wka division: Naga People’s Front (NPF) Wokha division and its frontal units have also strongly refuted BJP Bhandari unit president, Nyamo Odyuo’s statement. In a press release, NPF Wokha division general secretary, Ekonthung Kikon, also said that at no point in time the minister wooed the voters with jobs in police department. Further, NPF Wokha division said meeting loyal party men and women in the later part of the day in no way violated Election Model Code of Conduct (MCC). Strongly condemning what it described as “thoughtless statement” of Nyamo Odyuo, the NPF Wokha division has urged him to apologise or retract his statement immediately as it tantamount to misleading of the public and defamation of the minister. In a joint statement, NPF 40 Bhandari A/C unit president, Khonthungya Odyuo along with presidents of the youth wing, Thungbemo Ennio; farmers wing, Thungdemo Kikon; women wing, Lucy Kikon; and president 40 Bhandari unit A/C, Elhibamo Shitri refuted the allegation and termed it as false and baseless, that Y. Patton had wooed voters to vote for NPF in exchange of appointment in police department. In fact, the unit said Nyamo Odyuo’s statement was nothing but an attempt to malign and tarnish the good image of the Home minister at the same time demeaning the image of the BJP as a national party. The unit made it clear that the minister never uttered even a word for appointment in the police department as alleged by Odyuo. DIMAPUR, JAN 27 (NPN): Both NPF and BJP of the DAN alliance government have decided to contest the civic body elections, following the cabinet decision to go ahead with the polls. NPF president Dr. Shurhozelie Liezietsu, secretary general K.G. Kenye and working presidents— Apong Pongener and Huska Yepthomi in this regard directed all party rank and file to strictly observe party discipline and to ensure that elections were held successfully. DIMAPUR, JAN 27 (NPN): Consequent upon the imbroglio between Ao Senden and Chuchuyimlang village council, the issue has been amicably resolved. Informing this in a statement, Ao Senden acting president C. Angang Jamir and acting secretary, L. Tally Lkr said the issue was thoroughly discussed between the two parties and the matter was resolved. Further, the Senden requested all Ao citizens to be united in all the situations and circumstances for the betterment and unity of Aos.
Night curfew in borders
DIMAPUR, JAN 27 (NPN): Additional district magistrate of Sivasagar, Assam, has promulgated the prohibitory order under section 144 Cr.P.C reinforcing night curfew from 6 p.m. to 6 a.m. in the 5 km belt in Assam side of Sivasagar district bordering Nagaland for 60 days with effect from January 9, 2017. According to an official bulletin, addl. district magistrate of Sivasagar, Moon Gogoi, in an order, stated that, during the dusk to dawn curfew, movement of any person/group, vehicular traffic in the 5 km belt in Assam side of Sivasagar district bordering Nagaland was strictly prohibited. However, magistrate, security personnel of army/CRPF/ Police and civil officials on duty were exempted. Gogoi said any violation of the order would be punishable under provisions of section 188 IPC.
