ULFA-I likely to sign Peace Accord

GUWAHATI , JAN 28 (AGENCIES): After the Bodoland peace accord was signed on January 27, the United Liberation Front of Assam Independent (ULFA-I) is likely to sign a peace accord with the Centre in April, as per a report in the Outlook. ULFA (I) elusive commander, Paresh Barua, is likely to come overground and sign a peace accord with the Centre as early as April to potentially end a decades-old insurgency in the northeastern state, multiple sources confirmed to the Outlook. One of Barua’s childhood friends, Rebati Phukan—who “disappeared” in April 2018—is said to be acting as the intermediary between the banned outfit and the Centre. He was apparently drafted by Indian intelligence agencies to break the ice with Barua. “Talks with ULFA are in final stages and an agreement is likely to be signed soon. Adhering to order on auto drivers: DDADU

DIMAPUR, JAN 28 (NPN): Dimapur District Autorickshaw Drivers Union (DDADU) has informed that it was strictly adhering to the district administration order on the autorickshaw drivers to compulsorily carry their identity card and wear uniform while on duty. In a press release, DDADU president Tito Yeptho and general secretary Temjen Lkr urged the public to board only those autorickshaws of drivers wearing proper uniforms. It also asked commuters to note down registration number of autorickshaw. In case of any loss of articles or pickpocketing by the drivers, the union said it would not entertain complaints of passengers having no knowledge about the autorickshaw. Meanwhile, DDADU has appealed for contacting its office in the event of any argument between the drivers and the passengers.

ULFA commanderin-chief Paresh Baruah to return to Assam after 40 years, says report Accord,” a source in the Home Ministry said. Assam minister Himanta Biswa Sarma also dropped broad hints about the Centre’s keenness to engage with Barua. “The Central government, under the leadership of Prime Minister Narendra Modi, has resolved the demands of the Bodos through the Bodo Peace Accord on Monday. And I have been told that if the ULFA faction shows interest in peace talks, it would be reciprocated by the Centre,” he told newsmen in Guwahati on Tuesday. Barua leads the Independent faction of the ULFA which has been waging an armed rebellion since 1979 for creation of a “sovereign socialist” Assam. The ULFA has

The Bodoland accord, signed on January 27 between the Centre, Assam government and Bodo outfits, is likely to provide the template for the ULFA peace treaty. Before the accord is signed, the Centre is also likely to finalise the definition of “Assamese”, people who can be considered eligible for constitutional safeguards under the 1985 Assam Accord. Home ministry sources added that a peace accord with Karbi militant groups was also likely around the same time. Meanwhile, another ULFA faction, led by the Arabinda Rajkhowa and Anup Chetia are engaged in peace talks with New Delhi since 2010. Rajkhowa and Chetia are optimistic to sign a peace agreement with New Delhi soon. The Assam Government has appealed United Liberation Front of Assam Chief Paresh Baruah to come forward for the peace process. Talking to media persons in Guwahati, Assam Finance Minister and Convenor of North-East Democratic Alliance, Himanta Biswa Sarma said that the Centre and the State Government would reciprocate if he comes for dialogue. He also appealed militant group of Manipur to come for talks.

DIMAPUR, JAN 28 (NPN): NPF president Dr. Shürhozelie Liezietsu in an article, has said “bad economy is bad politics” and that “economic Independence is of no less important to political independence,” while drawing links between managing politics and managing economics. He rued that Nagas have become more dependent unlike the early days, when their forefathers used to proudly say that there were no beggars in Nagaland. However, he said today “we have many beggars neatly dressed and nicely behaved which sometime we find difficult to believe our eyes”. He also cited few past examples of mismanagement in the government, as reflected in Assembly records. One pertained to the Horticulture department which admitted that in a particular year, it produced four and a half kgs of coffee from one major district after giving lot of subsidy to the farmers for past few successive years. In another instance, he referred to a Bee-keeping centre, which had six staff looking after 10 bee colonies.

Rio hopes NE states will continue to build bond of friendship, unity Correspondent

KOHIMA, JAN 28 (NPN): State chief minister Neiphiu Rio said the success of North East Dr T Ao Trophy 2020 had exemplified the fraternity of North Eastern States and hoped the region would continue to build bond of friendship under a spirit of unity and mutual co-existence so that together “we can rise”. He said this during the closing ceremony of the football tournament at IG Stadium here on Tuesday. Extending his appreciation to all participants and his chief ministerial colleagues of other Northeastern States for sending teams, Rio said they had played in the championships in an exemplary spirit of sportsmanship. He also acknowledged the support of all organisations, government departments and individuals involved in making the 2020 edition a grand success. ITANAGAR, JAN 28 (PTI): National Investigation Agency (NIA) Tuesday filed a charge sheet against four cadres of the NSCN (I-M) at a court near here for killing a legislator from Arunachal Pradesh in an ambush in which 10 other people also lost their lives. The charge sheet was filed against Luckin Mashangva, Jai Kishan Sharma, Yangte Josaham and Napong Jenpi under different sections of Indian Penal Code, Arms Act and Unlawful Activities (Prevention) Act, the NIA said in a statement. The probe agency had in June last year registered a case related to the ambush on convoy of Tirong Aboh, MLA from Khonsa constituency, and others on May 21, 2019 near Pansum Thong village in Tirap district by armed cadres of NSCN (I-M), it said. The convoy was moving towards Khonsa from Dibrugarh in Assam. In the attack, three (Cont’d on p-8) persons sustained injuries.

“Investigation has established that members of the terrorist group of NSCN (I-M) conspired to commit the terrorist act of killing of Tirong Aboh, MLA Khonsa and 10 others. Investigation further established that the terrorist act was a result of larger conspiracy due to opposition by MLA, Khonsa of anti-development and extortion activities of NSCN (I-M) in Tirap district,” the statement said. Investigation has revealed that the members of NSCN (I-M) faction led by ‘maj. gen.’ Absolom, who is an absconding accused in the instant case, along with Mashangva, Josaham and Jenpi formed a terrorist group which was financed by Sharma to execute this act, it said. NSCN (I-M) cadres had on an earlier occasion threatened the MLA and his supporters for their opposition to criminal activities of the group, the probe agency said.

DIMAPUR, JAN 28 (NPN): Prominent senior citizen and renowned sportsman, businessman and philanthropist of Kohima village, Satuo Kuotsu passed away on January 28 after a brief ailment. He was 85 and leaves behind his wife, seven sons, four daughters, 34 grandchildren and 13 greatgrandchildren. Born on July 19, 1934, late Kuotsu did his early education from Baptist English School, Kohima. Besides being an ardent Naga wrestler from an early age, late Kuotsu was also businessman, social worker and a contractor. He was also a member of the Kohima Town Committee and president of Kohima Chamber of Commerce, patron of India Red Cross Society, Nagaland branch; treasurer Nagaland Olympic Association and life member of National Rifle Association of India. Late Kuotsu was the wrestling champion of KVSA meet in 1954, 1956, 1958 and 1959. He also served as presidents of Naga Club, Nagaland Wrestling Association and Angami wrestling association. He served as member of Tenyimi central union (Nagaland, Manipur and Assam) and played a key role as TCU jury board in solving the longstanding issue of the nomenclature of Kidima. He is also a recipient of distinguished Senior Citizen Award and conferred with ‘Patriarch” of the Tenyimi community. (CM, others condole on p-8)

India steps up prep to fight potential coronavirus outbreak KVYO suspends proposed ban DELHI, JAN 28 (AGENCIES): Stepping up its preparation to fight the threat of a potential coronavirus outbreak, Centre on Tuesday said that screening of passengers would be expanded to 20 airports along with adding new laboratories to test the virus. So far 35,000 passengers have been screened in India. Union Minister of Health and Family Welfare Harsh Vardhan held a review meeting on Tuesday to take stock of the situation. The minister said that in the next one or two days, passenger screening would be expanded to 20 airports, from the current seven. At present, thermal screening of passengers coming from China is being done at the seven big airports, including Mumbai, Delhi, Kolkata, Bengaluru, Chennai, and Kochi. On Tuesday, the government activated four new laboratories— the Indian Council of Medical Research’s viral research and diagnostics lab network— at Alleppey, Bengaluru, Hyderabad, and Mumbai for testing samples.

Three suspected patients are under observation at Delhi’s Ram Manohar Lohia Hospital. Vardhan had written to all state chief ministers last week asking them to be alert. A 24x7 call centre has been made operational to monitor the list of contacts furnished by the Ministry of External Affairs (MEA) and provide details of district and state surveillance officers to those who seek them. Also in case of any clinical query, it would direct the concerned to the relevant integrated disease surveillance programme officer. On Tuesday, the minister also noted that there were around 500 Indians in China’s Wuhan, including students. The government is talking to its Chinese counterparts to bring them back as soon as possible. “Once they are brought back, they would be kept in isolation for two weeks,” he added. Prime Minister (PM) Narendra Modi directed the government machineries to take up the issue in a comprehensive manner, resulting in the first big meeting last Saturday.

Evacuation of foreigners not recommended: WHO on movement of govt vehicles

World Health Organisation “does not recommend the evacuation” of foreign nationals from China’s virus-hit Hubei province, the chief of the UN health body, Tedros Adhanom Ghebreyesus, said on Tuesday as he called on the international community to remain calm. His remarks during his meeting with Chinese Foreign Minister Wang Yi came as India, US and several other countries are finalising plans to evacuate their citizens from Hubei province, the epicentre of the virus outbreak. China on Tuesday reported 24 more deaths from coronavirus epidemic, taking the number of fatalities to 106 as the confirmed cases of pneumonia caused by the outbreak stand at 4,515. Crucially from China’s point of view, Ghebreyesus said the WHO “does not recommend the evacuation of nationals, and called on the international community to remain calm and not overreact,” according to state-run Xinhua news agency. China has already permitted to evacuate US and various other countries which had Consulates in Wuhan. Ghebreyesus, who is visiting Beijing for talks with Chinese officials on the crisis, appreciated China’s efforts in curbing the spread of pneumonia. During his meeting with Wang, Ghebreyesus said the WHO and the international community speak highly of and fully affirm the decisive measures the Chinese government has taken, Xinhua reported. “The WHO is confident in China’s epidemic prevention and control ability,” he said. He said the WHO hopes to strengthen cooperation with China and is willing to provide all necessary help.

DIMAPUR, JAN 28 (NPN): Kohima Village Youth Organisation (KVYO) has decided to suspend its proposed ban on movement of all government vehicles from High School junction to New Secretariat and Pezielietsie via DBS-Billy Graham to New Secretariat road from Wednesday. This followed acceptance of responsibility and apology tendered by Road & Bridges (PWD) with the assurance of addressing all issues pertaining to slow progress of Sanuorü bridge construction and assurance of OC 89 RCC to take up immediate repair work on the road during a meeting held Kohima deputy commissioner’s (DC) office chamber on Tuesday. of R&B, contractor, OC 89 RCC and KVYO representatives. It was held in the backdrop of the threat given KYO to restrict movement of all government vehicles, including vehicles of BRO/ BRTF, from Wednesday to express its resentment at the slow progress in construction of Sanuorü bridge and nonrepairing/maintenance of BRO road from Pezielietsie to BSF camp. During the meeting, road & bridges (PWD) accepted the responsibility for the delay and tendered apology, besides assuring to address all the issues raised by KVYO with all seriousness and take up immediate remedial measures.
