D imapur , J an 3 0 (NPN): In a surprise development, a tri-partite agreement was signed at Chumukedima (Police Complex) Monday afternoon between the Joint Coordination Committee (JCC) spearheading the indefinite bandh and the state government with the Church (NBCC) as mediator. The NBCC had initiated

the meeting between the government delegation led by chief minister T.R. Zeliang and JCC team led by its convenor Supu Jamir and NBCC general secretary Rev. Dr. Zelhou Keyho. Dr Keyho said the government agreed to postpone elections to ULB and in return, the JCC also agreed to call of the bandh. The following is the full Supu and Y. In the presence of the NBCC (third party), the JCC understand and appreciate the fundamental rights of every voter in Nagaland to participate in the ULB elections (subject to Cabinet and State Election commission decision). Not with standing this fact, as a body representing the historical aspirations and rights of the Naga people, the JCC needs two months, with effect from 1st February, 2017, to educate and dialogue with different tribal bodies. It is with this understanding that the JCC request the State commission to postpone the upcoming ULB election in order to help the JCC to educate the public toward conducting a well-informed election which will promote development and common good of all the Nagas. At the consummation of the 2 months public process, JCC will ensure people’s participation in the conduct of a peaceful ULB election in the State as stated above (with 33% women reservation). The JCC will call off the bandh subject to the outcome of the final decision of the Nagaland State Election Commission. This we sign, in the presence of the third party, the NBCC. Ao Senden holds meeting at Tuli Correspondent

MOKOKCHUNG, JAN 30: Ao Senden on Monday called for a meeting at Tuli Town with the three land owners of Tuli (Merangkong, Kangtsung and Wameken) and Tuli Town All Ward Union with regard to ULB elections. Addressing the press after their return Monday evening, the Senden expressed regret informed that out of the three village councils, only Wameken council attended the meeting. At the meeting, the Senden said all the concerned issues were discussed at length. The Senden was informed that the two candidates for the Tuli Town Council polls from Wameken lika area, who were yet to resign, would be made to resign for which the Wameken council assured to take necessary steps. Meanwhile, a communiqué issued by the Chief Ministers Office (CMO) from Kohima, after signing of the tripartite agreement in Chumukedima, reiterated that the “Nagaland Government agrees in principle to defer the ULB elections.” According to the CMO, the deferment of the election was also subject to the approval of the state cabinet and the State Election Commission to decide on the time duration ( JCC had asked for two months from February 1, 2017.) Kohima-based tribal bodies appeal to CM DIMAPUR, JAN 30 (NPN): Kohima-based tribal bodies at a meeting jointly convened by Angami Public Organisation (APO) and Chakhesang Public Organisation (CPO) have “strongly” appealed to the chief minister to use his wisdom and effect postponement of the scheduled election to save the situation and at the same time, warned that in the event of the elections going ahead, the chief minister and his cabinet would be responsible for any consequences. A joint statement issued by APO president, Dr. Vilhusa Seleye, and CPO president, Kekhwengulo Lea, informed that the house made the appeal at an emergency meeting of the Kohima-based tribal bodies held at the APO Conference Hall on Monday. They said the meeting

was convened to take stock of the “impending danger” arising out of the face-off between the state government and the tribal bodies. After deliberating on the situation, the house resolved that no tribe of Nagaland has said that ULB elections should not be held. Rather, they said the earnest request and appeal all along has been to give them adequate time to deliberate the Nagaland Municipal Act before implementing it. The meeting also observed that the present impasse has reached a boiling point of a very serious situation. The house cautioned that despite their earnest request, if the government went ahead with the elections, the “consequences arriving out of this fall out” would be solely borne by the chief minister and his cabinet.

Staff Reporters DIMAPUR, JAN 30 (NPN): Following the state government’s assurance to postpone the ULB elections in Nagaland, the indefinite bandh in Dimapur called by the Joint Co-ordination Committee (JCC) has been suspended. JCC has, however, said that its next course of action would depend on the outcome of the cabinet sitting scheduled to take place on Tuesday. Addressing the media persons Monday evening, JCC convenor Subu Jamir said JCC would work all contentious issues in consultation with all stakeholders within the two-month time. Asked whether the excommunication orders against candidates would be revoked, Subu stated it was the prerogative of respective tribal bodies. Meanwhile, the indefinite bandh called by the Joint Coordination Committee (JCC) in Dimapur on Monday passed off peacefully even as thousands of volunteers young and old from various tribe organizations

took part to enforce the bandh under the banner of Dimapur Naga Youth Organization (DNYO). The volunteers were spread across every corner of the city and strategic locations to strictly enforce the bandh. During the bandh Church leaders visited several areas and prayed for the volunteers. Talking to this reporter, a DNYO volunteer said: “We will continue our fight till the state government listen to the people’s voice and there would be no compromise in any manner for our demands.” Over two thousand volunteers, from teenagers to men as old as 60 plus, turned up at Chümoukedima junction to enforce the bandh. Every passing vehicle was strictly scrutinized by the volunteers. The bandh passed-off peacefully with no untoward incidents reported. A volunteer in Chümoukedima said: “APO’s stand was loud and clear opposing 33% reservation. They ensured that none of the candidates filed nominations, for which it is our

bounden duty to respect and protect their stand.” In Medziphema town, the bandh was peaceful owing to the fact that all intending candidates had withdrawn their nominations. Travelers-- both air and railways, remained stranded at various locations particularly at Dimapur Railway Station. Later in the evening after hearing about the news that the polls were deferred, jubilant volunteers in thousands took to the streets for a “victory ride”.

Volunteers’ seize e-roll

A situation erupted in Circuit House, Dimapur where some volunteers burnt electoral roll after learning that the district administration had used the house to store election materials. It was reported that the e-roll was seized from a Dobashi outside the Circuit House. After words went out about the incident, hundreds of volunteers as reinforcement were rushed to the area. Police personnel in anti-riot gear also reached the spot. (Cont’d on p-8)

Current A/Cs curbs go, ATMs to follow NEW DELHI, JAN 30 (IANS): The RBI on Monday ended all curbs on withdrawals from Current Accounts, Cash Credit Accounts and Overdraft Accounts with immediate effect. A Reserve Bank of India notification said limits on ATM withdrawals will also go from Wednesday. But the curbs on Savings Bank accounts across the counter will remain. “On a review of the pace of remonetisation, it has been decided to partially restore status quo ante,” the RBI said. “Limits placed vide the circulars cited above on cash withdrawals from Current accounts/ Cash credit accounts/ Overdraft accounts stand withdrawn with immediate effect. “The limits on Savings Bank accounts will continue for the present and are under consideration for withdrawal in the near future,” it added.

LHJAC to go ahead with bandh till SEC notifies Correspondent

KOHIMA, JAN 30 (NPN): Lotha Hoho Joint Action Committee (LHJAC) remained firm to its stand to go ahead with the bandh in Wokha district until State Election Commission (SEC) issues formal order to postpone Urban Local Bodies (ULBs) election slated on February 1. The bandh would commence January 31 from 6am till February 1, 6pm. Since, the move of the state government to postpone the ULB election was in contradiction to the decision of SEC (that the election process, cannot be stopped/postponed/deferred once the entire electoral process is set in motion and that has to be taken to its logical conclusion), the LHJAC has decided to go ahead with the bandh. On January 30 at the joint meeting between JCC,

NBCC and state government, the government had decided to postpone the election for two months (subject to the decision of the state cabinet and SEC). However, Lotha Hoho was not satisfied with the decision of the state government. The cabinet is scheduled to meet on Tuesday (January 31) at 11 am. When contacted Lotha Hoho general secretary Er. Mhondamo Ovung said that the hoho was not against women reservation or civic polls but said Nagaland Municipal Act 2001, which was amended in 2006 should be “reviewed and rewritten” before any civic poll was conducted. He viewed that mere postponement of polls would not satisfy the Lotha’s neither the Nagas, reiterating that Nagas was not against ULB election. Ovung further said until the SEC issues formal

order to postpone the election, the LHJAC would continue with the bandh. Meanwhile, a joint team comprising of LH officials, frontal organizations and LHJAC had a meeting on Monday with Lotha Lower Range Public Organization (LLRPO), candidates and public at Bhandari town, where all the candidates except NPF tendered resignations. According to Ovung, BJP Bhandari unit has handed over the undertaking to the LLPRO president. Further, the house reiterated that any candidates, who contest ULB polls would be banned from entering Wokha town. In this regard, it entrusted LLRPO to identify the defiant candidates and submit their photographs along with their address and bio data to the Lotha Hoho on or before February 6. K Y M C

TESOPHENYU: Demonstration programme on potato cultivation was conducted by ATMA Tseminyu on January 27 at Tesophenyu under Chunlikha Block with ATM, ATMA Tseminyu Kevineituo Bier as the resource person. In the programme, Kevineituo demonstrated on the package of practices on potato cultivation. The programme was chaired by BTM Dr. Vibeilie Keretsu, invocation by Chentsenga Chung and vote of thanks was delivered by Agwalo Mesung. January 28 demonstrated on the mulching of large cardamon and emphasized its benefits on plant and soil health. ATM Lewang Konyak, demonstrated on the application of biofertilizers with special emphasis on maize. BTM Roseline pusa on January 30 demonstrated on the seed treatment, cultivation practices and maintenance of okra. The health benefits of the vegetable were shared to the farmers. Altogether 18 farmers attended the programme and okra seeds were distributed to them. KVK NU: Krishi Vigyan Kendra, Nagaland University conducted training-cum-farmers scientist interaction at Atoizu town on January 30, sponsored by ATMA, Zunheboto. SMS (Plant Protection) Toshi longkumer delivered training on “IPM on summer vegetables and maize”, while SMS (Animal Science) Dr. Nongothung Ezung spoke on the topic “poultry disease management”. During the interaction between the scientist and the farmers, problems and solutions were discussed on insect pest and disease management on maize, summer vegetables, potato, nutrient and disease management of poultry, piggery, turkey birds and dogs. The day long programme ended with free distribution of bio-pesticides, minerals, vitamins and medicines for animals and poultry birds. Altogether 25 participants participate in the programme.

RKST organises trekking camp for students DIMAPUR: Rajeshwari Karuna School Tuli (RKST) had organized an over-night trekking camp for boys of class 4 and 5 on January 27 to 28. The trekking camp was held in the forest near Kangtsung Yimsen under the theme, “importance of bamboo”. Altogether 15 students (boys) with male teachers participated in the trekking. The students were taught the various utility of bamboo such as how to cook and make tea in bamboo segment, making cups besides tracking in the forest. On a high after Assam feat, BJP eyes entire NE

GUWAHATI, Jan 30 (Agencies): On a high after its spectacular Assam feat last year and subsequent ride to power in Arunachal in the wake of power struggle in People’s Party of Arunachal (PPA), the BJP has now set sights on the entire Northeast. Its mission for a “Congress-mukth” Northeast will begin with Manipur elections, scheduled for March 4 and 8. The party is in power in Assam besides Arunachal, where the then PPA chief minister Pema Khandu and most of his party MLAs had “merged” with BJP in December, effectively making it a saffron party government. The BJP has four MLAs in Nagaland and is a constituent of ruling Democratic Alliance of Nagaland. In Manipur, it had two MLAs but one moved to Congress last year. In Left-ruled Tripura and Congress-ruled Meghalaya and Mizoram, the saffron brigade is yet to open its account. The BJP is faced with an Assam-like situation in Manipur, being ruled by the Congress for the past 15 years. Success here will take the saffron party one

United Naga Council and a counter-blockade in Imphal Valley by the Meiteis. The Ibobi government gave the Kukis what they had been demanding for years – the Sadar Hills district. NEIDP releases election manifesto for Mnp polls

22,000 cases resolved in a day

Agartala, Jan 30 (IANS): A record number of around 22,000 court cases were settled in a day in Tripura through a ‘Maha Lok Adalat’, an official said on Monday. The Maha Lok Adalat was organised here on Sunday at the instance of Tripura High Court Chief Justice T. Vaiphei. In the day-long process, 21,984 court cases were settled, Tripura State Legal Services Authority’s member-secretary Bipradas Palit told IANS. “In the 40 temporary courts, 53,843 cases were presented and of these 21,984 were disposed-off. Around Rs 33.94 lakh were collected as penalties and fines.” A large number of cases related to traffic rule violations.

A statement issued by the Assam government on Monday said that the decision was taken as a gesture of goodwill to the members of the outfit to enable them to join the mainstream. The decision came two months after the KPLT declared a unilateral ceasefire for a period of six months on October 20 last year, which they communicated. “The outfit also expressed its desire to come to the main stream in the interest of restoring peace and all round development in Karbi Anglong. The Assam government welcomes the above gesture of the organisation and sincerely hopes that all the group members along with the weapons retained by them, will come forward to the mainstream at the earliest,” the statement added.

IMPHAL, Jan 30: Registering a strong protest against the killing of two labourers, a joint action committee Monday set Manipur government a two-day deadline to book the culprits involved in the crime. Two of the three workers of a water reservoir component of the Maphou dam project in Manipur’s Ukhrul district, who were kidnapped by four armed persons, were shot dead on Sunday while the third was rescued unharmed. The bullet ridden dead bodies of the two labourers, JCB driver Laishram Tompok (28) of Sekmaijn village in Thoubal district and his helper Kangujam Thoi (22), have been kept at JNIMS morgue Imphal. A large number of Sekmaijin villagers came to Imphal and lodged a complaint by a way of submitting a memorandum to the chief minister O Ibobi Singh. In the memorandum, the JAC gave two days time to the state govern-

ment to book the culprits involved in the kidnapping and killing of the labourers failing which it threatened to launch a series of agitations. The JAC further demanded Rs 10 lakh each compensation to the family of the victims besides government jobs to the next of kin of the deceased. The dead bodies will not be accepted until the demands were fulfilled by the state government, convener M Joy Singh of the JAC said. Earlier in the day, a large number of people mostly womenfolk gathered at a community hall at Sekmaijin and discussed the killing of the labourers. While condemning the brutal act of killing the innocent labourers, the meeting decided to form a JAC and press the state authority to take up necessary action. The villagers also blocked the Imphal-Yairipok inter-district road as a mark of protest against the killing until a police team intervened. Meanwhile, KNF (N)

has denied that its cadres were involved in the kidnapping and subsequent killing of two labourers. A statement of the KNF (N) signed by its information and publicity secretary Gogou Vaiphei said that the kidnappers were none other than a group of gangsters and the group has nothing to do with them. “It is unlucky on our part that a gangster is clubbed with the name and style of KNF (N),” the statement said while assuring that those involved in the incident will be dealt with stringent punishment without any warning irrespective of time and place and without any loss of time. “No stone will be unturned to unearth their hideouts,” it said, and appealed rescued labourer Kh Bijen to clarify the same that they were gangsters and not a member of KNF (N). Bijen, who was rescued by the KNA cadres after a brief exchange of fire with kidnappers, had alleged that the kidnappers were cadres of KNF (N).

‘Full sealing of Indo-Bangla border challenging’ Guwahati, Jan 30 (PTI): Assam Governor Banwarilal Purohit said that complete sealing of the Indo-Bangladesh border is a “challenging task”, although the government is working on to finish it within a definite time frame. “Complete sealing of the Indo-Bangladesh border is a challenging task, given the vast expanses of riverine terrain in many sectors,” Purohit said in his address to Assam Assembly on the inaugural day of the Budget Session. His speech, which was stopped after disruption by the opposition and was later considered to be read, talked about the government’s attempt in sealing the international border. “It would be our endeavour to accomplish this task with the help of suitable technology within a definite timeframe. The Indo-Bangladesh border roads and bridges construction work is almost completed,” Purohit said. However, there are

some existing gaps and damage caused by erosions at certain places, which are being attended on priority, he added. “Also, the remaining border fencing works are targeted to be completed soon. The flood-lighting works have been completed, their electricity service connection works are likely to be completed within the next few months,” he said. Talking about flood control measures, the Governor said the government has formulated a comprehensive plan for raising and strengthening of the Brahmaputra river embankment and it is currently under observation of the Central Water Commission. “To facilitate the communication system in Majuli, a proposal for conversion of the existing earthen embankment to road-cum-embankment is under active consideration,” he said, adding the government has made a Rs 337-crore plan for this. To strengthen the police force, the state government will hire 9,407 personnel, of which the process for filling 4,394 posts of various categories is underway, Purohit said. “My government proposes to raise five AP(IR) battalions. A proposal regarding setting up of 300 women cell in 300 police stations in all districts, including CID organisation, is under consideration,” he added. Talking about infrastructure development, Purohit said a special ini-

tiative has been taken this year for repairing and reconstruction of the state road network at a cost of Rs 2,000 crore under Assam Road Maintenance Fund. “For speedy improvement of the state highways and major district roads, including lane widening, some major road projects have been proposed under the Central Road Fund and project proposals amounting to Rs 800 crore are expected to be sanctioned very soon,” he added. The Governor said the BJP-led state government is taking necessary initiatives for creating a favourable climate for promotion of entrepreneurship in Assam. A business summit will be organised in Guwahati in November 2017. “My government has organised road shows and participated in important events like Pravasi Bharatiya Divas, Vibrant Gujarat, etc., to showcase the potential for investment available in the state,” he added.

PM Modi, Prez Pranab pay Soviets influenced Indian politics: CIA tributes to Mahatma Gandhi New Delhi, Jan 30 (IANS): The Soviets pumped huge amounts of cash to influence Indian politicians, including a large number of Congress MPs during Prime Minister Indira Gandhi’s government, to influence Indian policies, according to a now declassified December 1985 CIA report. This continued into the Rajiv Gandhi rule, although he tried to reduce the influence of Moscow on India, says the report. The confidential 24-page memo, redacted heavily with lots of pages removed, also notes that the Soviets funded opposition parties including the Communist Party of India (CPI) and the CPI-Marxist “through a combination of kickback schemes, normal business transactions and direct cash payments”. “In addition to party funding, the Soviets channel money to individual Congress and opposition politicians (through) clandestine payments. This cash is reportedly obtained from the favourable Soviet trade balance,” said the document titled “The Soviets in India”, which is one of the millions of CIA memos declassified recently.

A Reserve Bank of India notification said limits on ATM withdrawals will also go from Wednesday. But the curbs on Savings Bank accounts across the counter will remain. “On a review of the pace of remonetisation, it has been decided to partially restore status quo ante,” the RBI said. “Limits placed vide the circulars cited above on cash withdrawals from Current accounts/ Cash credit accounts/ Overdraft accounts stand withdrawn with immediate effect. “The limits on Savings Bank accounts will continue for the present and are under consideration for withdrawal in the near future,” it added. The limits were placed following the November 8 demonetisation of Rs 1,000 and Rs 500 notes. The upper limit at ATMs was just Rs 2,500 initially, and later it was raised to Rs 4,500. Earlier this month, the RBI had hiked the daily ATM withdrawal limit from Rs 4,500 to Rs 10,000 and doubled the weekly Current Account withdrawal limit to Rs 1 lakh.

nity has always been the avowed and desired principle of Naga tribes and this has or was made to undergone transitional changes at crossroads and with the youthful generation ready to take the helm, the endeavor cannot be any less important. With more educated lot and a generation that had not experienced the vicissitudes of the turbulent decades, the need for crystallizing the value of unity is crucial. Any idea or endeavor undergoes certain metamorphosis and that is the essence of progress. Reams can be written on this subject but the point that needs to be pondered is to understand where things have gone wrong and how to correct the total drift. The popular desire among people of any society is for development. Meaningful development can only come when society understands the times-tested and proven practical principle, that there is a time for everything under heaven. Society needs trained and skilled professionals who can be at the helm. A professional is one who has specialized knowledge or skills which are used to achieve high standards of productivity or results as desired. Professionals in various fields can be instruments for empowerment which can begin and developed at the crucial stages in educational institutions. Unless professionalism is promoted and nurtured society will remain lagging behind. Professionalism is a subject which the government can understand little and not value it. The commitment on the part of the government is directly proportional to the dictates of political interests or serving the interests of power brokers and lobbyists flooding the government corridor. In a profit sheet and efficiency goal-oriented world, it all begins through the dynamism of work culture that is evaluated by performance produced with professionalism and productivity. Contemporary society in Nagaland faces several dilemmas that stem from the conceptual philosophy of religion and renaissance of political and cultural ideology. The absence of work culture and professionalism can be blamed on the Promotion of Political Patronage (PPP) which has legitimized the spoon feeding syndrome. The over dependence on politics indicates that people feel it is the only way to bring magnificent changes through government visions that spark unnecessary daydreams. Politicians and bureaucratic visions have not contributed anything much or justified the huge expenditures incurred, if the past serve as indications. Every notion and concept of progress in developed societies had to be developed and sustained over the decades or even centuries. The concept of development continues to be barraged by the negative aspects of their politics. This is not a healthy development and needs to change. In the case with society in Nagaland, the people have had a quantum leap because of political circumstances but unfortunately the people have not realized it is time for catching up. People of every race or nation throughout the world are proud of their unique identity or history and the pride is sustained by a sense of responsibility to build a strong foundation for sustenance. Perhaps it is also a time to accept there is a need to talk about the culture of development and progress and not a culture of the past. Today the need for unity is not about community but about people who realize that their cultural identities matter less than their economic well being and progress.

This is where the dilemma of obedience hits us. We disobey God by becoming amateur providences and thinking, “I must shield ‘Eli,” who represents the best people we know. God did not tell Samuel to tell Eli— he had to decide that for himself. God’s message to you may hurt your “Eli,” but trying to prevent suffering in another’s life will prove to be an obstruction between your soul and God. It is at your own risk that you prevent someone’s right hand being cut off or right eye being plucked out (see Matthew 5:29-30). Never ask another person’s advice about anything God makes you decide before Him. 33% women reservation is not a gender issue T

omen reservation in local bodies is a non issue in relation to Article 371 (A), but the reported statement of Naga Mothers Association (NMA) leaders at the Supreme Court of India that “Reservation for women in local and urban decision making bodies of the Panchayati Raj and Municipalities has been guaranteed through the 73rd and 74th Amendment of the Indian Constitution, which supersedes Article 371 (A)” is misleading and contentious, forming the crux of the present women reservation crisis. The statement by NMA aforesaid suffers from two absolute fallacies. The first is that 33% reservation for women in Panchayats as mandated in Article 243 (D) of Part IX of the Constitution of India is inapplicable to Nagaland, in view of the exception granted in Article 243 (M) which says that Part IX of the Constitution will not apply to Nagaland, Meghalaya, Mizoram and Hill Areas of Manipur. The second fallacy is the opinion of the NMA leaders that Article 371 (A) is subject to other provisions of the Constitution of India by claiming that Article 371 (A) cannot supersede other provisions of the Indian Constitution. The NMA leaders should understand that Article 371 (A) starts with the non obstante phraseology “Notwithstanding in the Constitution” which means all other provisions of the Constitution, including the 73rd and 74th Amendment Acts, stands superseded is contrary to the claim of NMA, which is unfortunate. Article 371 (A) is the ‘Supreme Law’ that empowers Nagaland to be the Supreme Legislative Body in the state, superseding all other Parliamentary Laws, including the Constitutional Acts and Enactments.

Whenever, in a law, the words “notwithstanding anything” are used; it means it is a ‘Supreme Constitutional Law’ capable of superseding any other provisions. It is pertinent to mention here that Mr Asoke Sen, the then Law Minister, Government of India, when Article 371 (A) was being enacted declared in Lok Sabha, New Delhi, on 28th August, 1962 that “Nagaland Legislative Assembly has the unique legislative powers of superseding the Central Laws”. This Supreme Constitutional Law did not fall from the sky, but out of the great sacrifices, at the cost of countless precious lives, blood and tears, of the Naga patriots to safeguard our future. It is therefore my humble appeal to leaders of all political parties including NMA leaders and the state executives not to just wash away down the drain of history, the supreme sacrifices laid as aforesaid but to adhere and abide by its principles. The law doesn’t protect the slumber. The Nagaland State Legislative Assembly members must fully understand their serious responsibility to protect the already established political and legal position guaranteed by the Article 371 (A) provision which is the unique fact of their political history. Under the circumstances, my prayer and suggestion is that the NMA leaders should have wider and serious consultations before submitting its statement to the authorities or Supreme Court of India. The NMA claiming that the Nagaland Legislative Assembly does not have the powers to supersede Constitutional Acts is an erroneous admission and comment, having serious implications on the privileges and exemptions enjoyed under Article 371 (A), putting us in serious jeopardy. I , like many other Nagas are in favour of 33% women

In the year 2000, the United Nations (UN) resolved and declared the Eight Millennium Development Goals (MDGs). The 3rd MDG aims ‘to promote gender equality and empower women.’ According to John Butler, the purest form of democracy existed in our country even in the ancient times. It means the purest form of democracy is part and parcel of our tradition and customary practices. Equality is the most important element and the centre point of democracy and we know that the essence of equality is realized, only when the lesser and weaker section of society is protected. As such, the UN resolution is the need of the hour, for our upliftment and betterment in community living. Accordingly, India too, has adopted and incorporated it in its 74th Constitutional Amendment, providing seat reservation for ST/SC, including women in the Municipal elections. It will be in the interest of Naga women in particular and the Naga brethren in general, if the NMA leaders do not cross the perimeter on the subject matter of reservation to political greed and arrogance without botheration to infringe the hard earned Constitutional Supremacy of the Nagas, which may invite more criticism and problems, as is in the present case. Therefore the reported erroneous statement in the Supreme Court should be rectified and admit the mistake, without conditions before it is too late for the healing of the big Naga family. What allegiance do Nagas owe to the constitution of India?

as Naga opinion sought or consulted when our neighbor India drafted her Constitution in the late 1940’s? Did any Naga leaders in those days plead with Dr. Ambedkar to incorporate some Naga customary laws into the Constitution of India? The answer being an absolute “NO”, what obligations then has Nagas to uphold the Constitution of India with regards to the ULB 33% women reservation issue or for that matter, any other issues relating to the Constitution of India? Do Nagas have no laws governing their village democratic republics that they must now be governed by the laws of a foreign Constitution? Will Naga society really fall into pieces and anarchy will reign if Nagas step out from the protective shadow of the Constitution of India? Go and try to befool some fools with your very legally pious Indian rhetoric about the eminent disaster of law and order breakdown if we fail to uphold the Constitution of India. I for one will not be fooled by your pathetic cries calling for taking recourse under the Constitution of India and having to defend it. I will not be fooled because I know for a fact that Nagas have ruled themselves very justly under their own customary laws for thousands of years long before a modern state called India was born in 1947 an Indian Constitution adopted on 26th November 1949.These customary laws of the Nagas were far more superior to many modern laws and constitutions of the world. Under our own customary laws, there were no special provisions for the protections of some low casts or scheduled castes and tribes- simply because Naga society never bred or brooked any caste systems or low and high tribes. Every citizen of Nagaland was an equal in every aspect and no clan or village or tribe ever ruled over any other clan, village or tribe. In fact, it was only the introduction

of the Constitution of India into Nagaland by a few educated Nagas that brought in all these “scheduled tribes”, “backward forward tribe “ and “women empowerment , reservation “NONSENSE into Naga society and polity. All these terms and classifications were totally foreign and alien to our Naga culture and ways of life. As for our own Naga Federal Yehzabo (Constitution), it is based on our customary laws and it gives equal opportunities to every Naga citizen irrespective of sex or birth. This is clearly spelled out in Part II clause 12 and 13 of our Yehzabo under the Rights of Citizenship. Clause 12 states: “All citizens irrespective of birth, religion, sex or race shall be equal before the eye of the law.” Clause 13. “There shall be no discrimination against any citizen in political, economic and social matters on account of social status or family origin.”Clause 14, further states: “There shall be equality of opportunity for all citizens in matters of public employment, promotion and recruitment irrespective of clan, community and family origin. In the light of all these facts, Nagas women do not need any “women reservations” because every Naga woman is equal to their male counterparts in every educational, political or social right in the eyes of Naga law. Now, as the ULB elections issue heads for an open clash (which may even end in bloodshed) in the very near future, where does your Naga duty as a citizen of Nagaland lie? Does your political allegiance lie in your duty “To God and to your country”? Or does your allegiance lie with a foreign Government and its Constitution which harbors even heinous laws like “The Armed Forces Special powers Act”? In the final analysis, the ultimate question will be: “will you be a Naga or an Indian” on February 1, 2017? Kaka D. Iralu

The legal cell maintains that professional ethics of a practicing lawyer and advocates requires that they are only to read out the contents of the court judgment pronounced by the honourable court of the country to which they have contested. The people are ignorant of the law and the constitution. The president and the Nagaland bar association will be appreciated if they can file a case and bring out the correct interpretation of the law by the court and give the information to the people and in this context the Naga people. Till such time the people are prepared to await and wish you all the best. The people need to be protected. File the case at the earliest and save the Naga people. Till such time, adhere to your professional ethics. The Nagaland bar association needs to survive its status for the legal professionals and more so, for the people of the state of Nagaland. 2. This article is nothing but a presumption of a weird mind and does not base on any law. Town committees functioning are not a new thinking to the Nagas. In fact, Kohima has celebrated hundred years of township. There is no difference between town committee and town council. Municipal council is a promotion status of town council. Why talk a different tune after every hurdle is crossed .This things are happening because the issue raised has hidden agenda to build personal interest at the cause of the innocent people. Under the present municipal and town council Act 2001, Kohima and Dimapur have successfully functioned from 2004 to 2009 and with government nominees

If it is out of genuine concern for the people and Article 371A, the reason as to why the government has revoked its own resolution should be the question, and not accusation. The assembly resolution was aimed at, and as a strategy measure to avoid implementation of honourable high court direction to implement 33 % women reservation. The government took this exercise in respecting the wishes of the call by the Naga Hoho and various tribal Hoho against the 33 % reservation. However, the women group challenged the assembly resolution in the Supreme Court through a special leave petition. The argument that the 73rd and 74th Constitutional Amendments supersede article 371A is not going to go well with the Naga people and when the advocates in the Supreme Court are honestly expressing that they do not see a winnable argument that the article 243-T of part IXA of the constitution infringes A371A. The CM and the government and since it is a party Government, the Government and the party headed by Zeliang and Dr. Shurhozelie has applied their minds and took the best recourse for the Naga people and most importantly to protect the sanctity of article371A for future Naga generations. would like to take this opportunity once again to express certain Government stand on the present ULB election for public consumption. The election to the ULB is same as election to the State Assembly and Parliamentary election. Article 329 barred the interference by Courts in electoral matters for Parliamentary election and State election. Article 243-ZG barred the interference by Courts in electoral matters of the ULB. Article 243-O barred the interference by Courts in electoral matters of the Panchayats in the state of Nagaland- the Village Council. There is no other option but the process of election as notified on the 21st December 2016 must be completed as per the Constitution. The Press Release issued by Shri Tali Ao, the President Nagaland Bar Association is creating confusion in the minds of the citizens. The interpretation of Law only rest with the Court. Any practicing lawyer cannot interpret the Law. At the most, one can express his opinion which he has made a plea in the Court or read out Court judgement. The Attorney General for the Centre and the Advocate General or Additional Advocate General in the state can only make a statement on behalf of the Government to the extend of Legislative intent meaning the purpose for which

the Act is enacted and cannot interpret any Law not to mention of the Constitution. People are ignorant of Law and the Constitution. Shri Tali Ao, the President Nagaland Bar Association giving a Press statement that the Nagaland Municipal and Town Council Act is null and void and Nagaland the entire population being a Scheduled Tribe, the Municipal and Town Council Act or in that matter Part IX A of the Constitution of India is not applicable to the state of Nagaland. Such unwarranted and misleading statement by a practicing lawyer is unfortunate and is against the professional ethic of a practicing lawyer. However, Shri Tali Ao can prove to the Naga people what he said is right by filing a case in the Court and bring Court judgement in line with what he has stated and if it is not possible should apologise to the Naga people and also apologise to Nagaland Bar Association for tarnishing the image of the Bar. I would also like to make a statement in relation to the APO accusing Shri T.R. Zeliang and Dr. Shurhozelie taking a U-turn appearing in Nagaland Post the 29th January 2017. The accusation appears to be more of a fault finding approach to the present issue. If it is out of genuine concern for the people and Article 371 A then the question should be- What are the reasons that

the Government have to resort to revoking its own Resolution? The Assembly Resolution was aimed at and as a strategy measure device to avoid implementation of the Honorable High Court direction to implement 33% Women Reservation. The Government took this exercise in respecting the wishes of the call by the Naga Hoho and various Tribal Hohos against the 33% Women Reservation. However, the Women group challenge the Assembly Resolution in the Supreme Court through a Special Leave Petition. The argument that the 73rd and 74th Amendment supercede Article 371 A in the Special Leave Petition is not going to go well with the Naga people and when the Senior Advocate in the Supreme Court are honestly expressing that they do not see a winnable argument that the Article 243-T of Part IX A of the Constitution infringes Article 371 A, the Chief Minister and the Government and since it is a Party Government, the Government and the Party headed by Shri T.R.Zeliang and Dr. Shurhozelie has applied their mind and took the best recourse for the Naga people and most importantly to protect the sanctity of Article 371 A for future Naga generation. With the call for bandh by civil bodies and the refusal of some candidates to withdraw from the ULB election, there is nothing but confusion in the midst of Naga society. This problem has escalated into a mini civil war where voices of the people are almost being suppressed. In the best interest of the people and the government, the ULB election needs to be postponed so that some agreeable solution could be worked out between the contending parties. Misunderstandings between various tribes and their respective councils and government would create much problems for the future generation if understanding solution is not taken now. A stitch in time saves nine. Court directs Kejriwal to appear before it in defamation case

New Delhi, Jan 30 (AGENCIES): The Supreme Court on Monday refused to modify its order on former CBI director Ranjit Sinha’s plea that a special investigation team (SIT) probe should not have been ordered against him. A bench headed by Justice M B Lokur said that the order has already been passed on the matter. Last week, the court constituted a SIT headed by the current CBI director to look into allegations of Sinha scuttling the coal scam probes when he headed the premier investigating agency. New Delhi, Jan 30 (IANS): A court here on Monday directed Delhi Chief Minister Arvind Kejriwal and five other AAP leaders to appear before it on the next hearing as it is likely to frame notice against them in a defamation case filed by Union Finance Minister Arun Jaitley. Chief Metropolitan Magistrate Sumit Dass said that Kejriwal and the other leaders are required to be present on March 25, the next date fixed for framing of notice against the six accused in the defamation case. Jaitley filed a defamation case against Kejriwal and Aam Aadmi Party leaders Kumar Vishwas, Ashutosh, Sanjay Singh, Raghav Chadha and Deepak Bajpayee, alleging that they made “false and defamatory” statements in a case involving the Delhi and District Cricket Association (DDCA), thereby harming his reputation. L o nd o n , J a n 3 0 (Agencies): The Indus Valley Civilisation underwent a period of climate change about 4,000 years ago, say scientists who suggest that the ancient population in India used a variety of subsistence practices to cope with diverse environments. Researchers from the University of Cambridge in the United Kingdom and Banaras Hindu University in Uttar Pradesh worked in northwest India between 2007 and 2014. They studied the dynamics of adaptation and resilience in the face of a diverse and varied environmental context, using the case study of the Indus Civilisation (3000 BC— 1300 BC). They looked at how Indus populations in north-west India interacted with their environment, and considered how that environment changed during periods of climate change.

“For most ancient complex societies, water was a critical factor, and the availability of water and the way that it was managed and used provide critical insight into human adaptation and the resilience of subsistence practices,” said lead author Cameron Petrie of Cambridge. Most early complex societies developed in regions where the climatic parameters faced by ancient subsistence farmers were varied, but not especially diverse. Researchers showed that this region was subject to climate change during the period when the Indus Civilisation was at its height (2500 BC—1900 BC), researchers said. The civilisation provides a unique opportunity to study how an ancient society coped with diverse and varied ecologies and change in environmental parameters. The second of these shows Kotla Dahar becoming ephemeral during 2200-2000 BC as a result of an abrupt weakening of the monsoon, which is visible in speleothem records in Oman and northeast India. The proximity of the Kotla Dahar record to the area occupied by Indus populations shows that climate must be formally considered as a contributing parameter in the process of Indus deurbanisation, at least in the context of the plains of northwest India. It has long been hypothesised that there was variation in the subsistence practices used by Indus populations and this fits with the theme of coping with diverse environments. “We argue that rather than being forced to intensify or diversify subsistence practices in response to climatic change, we have evidence for the use of millet, rice, and tropical pulses in the pre-urban and urban phases of the Indus Civilisation,” said Mr. Petrie. “This evidence suggests that local Indus populations were already well adapted to living in varied and variable environmental conditions before the development of urban centres,” he said.

JNU students protests against new admission procedure

New Delhi, Jan 30 (IANS): Hours after the JNU administration on Monday met a delegation of students protesting the changed admission procedure for M.Phil and Ph.D aspirants and urged them to call off their strike, a section of the students claimed that the university has agreed to their demands. “We asked the Vice Chancellor (M. Jagadesh) to keep the viva weightage to 10 marks and rest 90 for the written test. After a little back and forth, he agreed to settle with 20 marks for viva (interview) and 80 for the written test,” the RSS-backed Akhil Bhartiya Vidyarthi Parishad (ABVP), whose members have been on a hunger-strike since January 24, said in a statement.

Asking the students to end their strikes, the university officials promised to take up their demands during the Standing Committee on Admission on Tuesday and to approach the University Grants Commission (UGC) as well with the proposal later. Telling the students they will discuss “all their concerns, including marks for written test and vivavoce, deprivation points and intake of students within the UGC guidelines” of May last year. it said it was “in constant dialogue with all stake-holders and is always open to discussion on any outstanding issues to resolve them amicably.” ABVP’s Saurabh Sharma, who has been on a fast since January 24, said: “If our demands are sanctioned

M A D U R AI , J A N 3 0 (AGENCIES): The Madras High Court bench on Monday issued notice to the Tamil Nadu Home Secretary and the DGP on a PIL seeking a judicial probe into alleged excesses by the police while dispersing jallikattu protesters at Alanganallur and other places in the district on January 23. Issuing the notice on a petition filed by one P Kanagavel, a division bench comprising Justices A Selvam and P Kalaiarasan here directed the State Home Secretary, the DGP, the Madurai City Police Commissioner and the District Superintendent of Police to file their counter affidavits before February 15. The petitioner alleged that the police had attacked those who were holding a peaceful protest in Alanganallur village and Tamukkam Grounds, Sellur and Periyar Bus terminus in the city in support of jallikattu. He also claimed that several protesters were detained illegally. He prayed for a judicial inquiry into the police action against the demonstrators, besides seeking a direction to the state government to provide proper treatment to those injured. When the matter came up for hearing, the Additional Advocate General (AAG) opposed it, saying a case had been registered against the petitioner as well and hence the PIL was not filed in public interest.

NEW DELHI, JAN 30 (AGENCIES): Central Industrial Security Force’s (CISF) Republic-Day contingent, which was adjudged on Saturday the “best marching contingent” among para-military forces and other auxiliary marching contingents that participated in this year’s Republic Day parade, had undergone a gruelling practice schedule spanning nearly six hours a day. This is the fifth time CISF contingent has been adjudged as the best, the earlier occasions being in 2007, 2008, 2013 and 2015. CISF director-general O P Singh congratulated the contingent for its “excellent performance and for bringing proud moments to the organisation”. He commended all officers and jawans who helped shape up

the contingent so “perfectly” that it could achieve the ‘Best Marching Trophy’. Of course, the practice schedule and preparation ahead of the R-Day honour was anything but easy. Those eligible for selection had to be strongly-built, about 6 ft tall and with an age profile between 23 and 25. This year, the force personnel of the contingent started practising in the beginning of November. Their daily practice schedule would start with rigorous physical training. The marching practice would be conducted under the supervision of select outdoor instructors from 0900 hrs to 1230 hrs in the morning and 1500 hrs to 1715 hrs in the evening. Special sessions of yoga, massage and motivation were also thrown in.

New Delhi, Jan 30 (IANS): In a first for the Indian e-commerce industry, leading eyewear company Lenskart has launched a unique ‘Lenskart Lite’ app for Android users which requires no internet connection to shop from its website. The app is based on SMS technology. In the absence of internet, the app uses proprietary protocol on top of SMS to communicate with the internal system and, thereby, process the user’s request. “With the changing online business models and evolving consumer behaviour with regard to online shopping, Lenskart aims to provide a hassle-free experience to shoppers through this initiative,” said Peyush Bansal, CEO Lenskart, in a statement on Monday. When the internet connection is available, the app switches back to internet. The app requires internet only at the point of download and is a little over 1 MB in size.

The wider 51-scrip Nifty of the National Stock Exchange (NSE) inched down 8.50 points or 0.10 per cent, to 8,632.75 points. The barometer 30-scrip sensitive index (Sensex) of the BSE, which opened at 27,866.80 points, closed at 27,849.56 points -- down 32.90 points or 0.12 per cent from the previous close at 27,882.46 points. The Sensex touched a high of 27,947.37 points and a low of 27,813.32 points during the intra-day trade.

WASHINGTON, JAN 30 (PTI): An unfazed Donald Trump has insisted that his controversial decision to impose travel curbs on people from seven predominantly Islamic countries was “not a Muslim ban” as the White House doubled down to defend the step as a move to avoid a situation that exists in parts of Europe. “To be clear, this is not a Muslim ban, as the media is falsely reporting. This is not about religion - this is about terror and keeping our country safe,” the US president said. To stress his point, Trump added: “There are over 40 different countries worldwide that are majority Muslim that are not affected by this order.” Trump signed the order on Friday imposing an indefinite travel ban on Syrian refugees and a temporary curb on people from six other countries - Iran, Iraq, Libya, Sudan, Yemen and Somalia - from entering the US for at least 90 days. The move has invited criticism and outrage at home and from international leaders. QUEBEC CITY, JAN 30 (AGENCIES): A shooting at a Quebec City mosque during evening prayers left six people dead and eight others wounded in an attack that Canada’s prime minister called an act of terrorism. Police arrested two suspects. More than 50 people were at the Quebec Islamic Cultural Centre at the time of Sunday’s attack. Some of the wounded were gravely injured, Quebec provincial police spokeswoman Christine Coulombe said early Monday. The dead ranged in age from age 35 to 70, she said. Thirty-nine people were unharmed. One suspect was arrested at the scene and another nearby in d’Orleans, Quebec. Police don’t believe there are other sus-

Sheeran’s new album ‘÷’ (‘Divide’) isn’t far off, with the Framlingham man releasing two record-breaking singles at the start of the year and being heavily rumoured to play a headline slot at Glastonbury Festival in June, following a tour of Europe and South America. Here’s what we know about the album to date – we’ll update this page as we learn more. On their release he said: “Hello 2017! I’ve been working hard on the new material and I hope you can be as excited about it as I am. I really wanted to show two different sides to my music that I’m equally as passionate about and I just knew I wanted to roll with two songs at the same time. I’m absolutely buzzing to be back.” This one’s a bit more of a departure for Sheeran. He has revealed he wrote it with Snow Patrol’s Johnny McDaid and pop producer Steve Mac, and

that they started writing it with Rihanna in mind but never sent her the song: “I started writing lyrics like ‘putting Van the Man on the juke box’ and thought ‘she’s not really going to sing that’. We decided halfway through that this would work for me.” The reaction to the new music has been extremely positive. It smashed the record for one-day Spotify streams by more than 2 million streams (the previous record holder was One Direction’s ‘Drag Me Down’, with 4,759,698 streams – ‘Shape of You’ got 6,868,642, while ‘Castle on the Hill’ got 6,168,395).

India can’t take Aussies lightly: Tendulkar MUMBAI, Jan 30 (PTI): Batting legend Sachin Tendulkar picked India as the favourites for the upcoming Test series against Australia but warned the hosts that it would be a mistake to take the team from Down Under lightly. India will play a fourTest series against Australia starting February 23. “The last thing one would like to do is underestimate your opposition and Australia is a strong side. Yes, to play in Indian conditions it would be difficult and Australian players have also acknowledged that, which is a compliment to the Indian team, the way they are playing but you cannot take things for granted,” Tendulkar said launching ‘Sachin by Spartan’ range of sportswear. “I have no doubt that our team will prepare to their best of the ability and deliver when it matters. Australians are going to be tough to handle and that’s how it has always been. But I think I am confident of Indian team” Tendulkar added. SC appoints former CAG Vinod Rai to head BCCI

NEW DELHI, Jan 30 (Agencies): The Supreme Court of India on Monday appointed former CAG Vinod Rai to head Board of Control for Cricket in India (BCCI) along with noted historian Ramachandra Guha, former Indian cricketer Diana Edulji and IDFC official Vikram Limaye. Earlier on January 24, the apex court rejected all nine names submitted by the (BCCI) counsel, but granted senior lawyer Kapil Sabil permission to provide suggestions for an interim panel to run Indian cricket. During the hearing, the SC dismissed the names to be appointed as BCCI administrators, submitted in a sealed envelope, while asserting that any individual over the age of 70 will not be appointed as BCCI administrators. and its state association office bearers who had failed to meet the new norms set by the Justice Lodha Committee, the SC had stated that cricket administrators would be allowed to hold office for a cumulative period of nine years, inclusive of the time they hold office in their respective state associations as well as the BCCI. However, as this was in contrast to that of July 18 which stated that the cumulative tenure would be limited to nine plus nine years - that is, nine years within the BCCI and nine in state associations - the SC last week offered further clarify and set the ineligibility clause as “an office-bearer of the BCCI for nine years or a State Association for the same period”. On January 20, the c e n t r e m ove d t h e S C against the implementation of the Lodha Committee recommendations on behalf of the Railway Spor ts Promotion Board, Services Sports Control Board and All India Universities three sporting bodies that held full membership of the BCCI earlier but now stand relegated to associate member status without voting rights as per the Lodha panel’s “one state-one vote” recommendation.

MDFA to conduct training and examination for football coaches

Mokokchung, Jan 30 (NPN): For the first time in Mokokchung, an intensive training camp for local football coaches will be held in February. The training will be conducted by an All India Football Federation (AIFF) “D” Certificate instructor, N William Koso. The training camp for the coaches is being organized by the Mokokchung District Fo o t b a l l A s s o c i a t i o n (MDFA) with an aim to make the football coaches of local clubs to become more professional and dynamic while coaching their club

players. During the camp, the local coaches will be intensively trained and an examination conducted, after which a ‘D-License’ certificate will be awarded to the successful participants. The MDFA, during the last decades of organizing the annual MDFA Trophy, has observed that the clubs also needs professional and trained football coaches, so that the local players can perform better while playing in the field. This training camp is also an outcome of years of deliberations among the footballers and local coaches by the MDFA. In this connection,

MDFA has invited all the interested local football club coaches and those aspiring to become more professional football coaches to avail this great opportunity and gain the D-License certificate which will be certified by the AIFF D-Certificate Instructor.
