JCC-Govt. sign agreement Staff Reporter
D imapur , J an 3 0 (NPN): In a surprise development, a tri-partite agreement was signed at Chumukedima (Police Complex) Monday afternoon between the Joint Coordination Committee (JCC) spearheading the indefinite bandh and the state government with the Church (NBCC) as mediator. The NBCC had initiated
the meeting between the government delegation led by chief minister T.R. Zeliang and JCC team led by its convenor Supu Jamir and NBCC general secretary Rev. Dr. Zelhou Keyho. Dr Keyho said the government agreed to postpone elections to ULB and in return, the JCC also agreed to call of the bandh. The following is the full Supu and Y. In the presence of the NBCC (third party), the JCC understand and appreciate the fundamental rights of every voter in Nagaland to participate in the ULB elections (subject to Cabinet and State Election commission decision). Not with standing this fact, as a body representing the historical aspirations and rights of the Naga people, the JCC needs two months, with effect from 1st February, 2017, to educate and dialogue with different tribal bodies. It is with this understanding that the JCC request the State commission to postpone the upcoming ULB election in order to help the JCC to educate the public toward conducting a well-informed election which will promote development and common good of all the Nagas. At the consummation of the 2 months public process, JCC will ensure people’s participation in the conduct of a peaceful ULB election in the State as stated above (with 33% women reservation). The JCC will call off the bandh subject to the outcome of the final decision of the Nagaland State Election Commission. This we sign, in the presence of the third party, the NBCC. Ao Senden holds meeting at Tuli Correspondent
MOKOKCHUNG, JAN 30: Ao Senden on Monday called for a meeting at Tuli Town with the three land owners of Tuli (Merangkong, Kangtsung and Wameken) and Tuli Town All Ward Union with regard to ULB elections. Addressing the press after their return Monday evening, the Senden expressed regret informed that out of the three village councils, only Wameken council attended the meeting. At the meeting, the Senden said all the concerned issues were discussed at length. The Senden was informed that the two candidates for the Tuli Town Council polls from Wameken lika area, who were yet to resign, would be made to resign for which the Wameken council assured to take necessary steps. Meanwhile, a communiqué issued by the Chief Ministers Office (CMO) from Kohima, after signing of the tripartite agreement in Chumukedima, reiterated that the “Nagaland Government agrees in principle to defer the ULB elections.” According to the CMO, the deferment of the election was also subject to the approval of the state cabinet and the State Election Commission to decide on the time duration ( JCC had asked for two months from February 1, 2017.) Kohima-based tribal bodies appeal to CM DIMAPUR, JAN 30 (NPN): Kohima-based tribal bodies at a meeting jointly convened by Angami Public Organisation (APO) and Chakhesang Public Organisation (CPO) have “strongly” appealed to the chief minister to use his wisdom and effect postponement of the scheduled election to save the situation and at the same time, warned that in the event of the elections going ahead, the chief minister and his cabinet would be responsible for any consequences. A joint statement issued by APO president, Dr. Vilhusa Seleye, and CPO president, Kekhwengulo Lea, informed that the house made the appeal at an emergency meeting of the Kohima-based tribal bodies held at the APO Conference Hall on Monday. They said the meeting
was convened to take stock of the “impending danger” arising out of the face-off between the state government and the tribal bodies. After deliberating on the situation, the house resolved that no tribe of Nagaland has said that ULB elections should not be held. Rather, they said the earnest request and appeal all along has been to give them adequate time to deliberate the Nagaland Municipal Act before implementing it. The meeting also observed that the present impasse has reached a boiling point of a very serious situation. The house cautioned that despite their earnest request, if the government went ahead with the elections, the “consequences arriving out of this fall out” would be solely borne by the chief minister and his cabinet.

Several leaders said that if 33% women was not an issue since JCC has agreed to its applicability then, the entire protest, agitation and bandhs were all in vain.

Staff Reporters DIMAPUR, JAN 30 (NPN): Following the state government’s assurance to postpone the ULB elections in Nagaland, the indefinite bandh in Dimapur called by the Joint Co-ordination Committee (JCC) has been suspended. JCC has, however, said that its next course of action would depend on the outcome of the cabinet sitting scheduled to take place on Tuesday. Addressing the media persons Monday evening, JCC convenor Subu Jamir said JCC would work all contentious issues in consultation with all stakeholders within the two-month time. Asked whether the excommunication orders against candidates would be revoked, Subu stated it was the prerogative of respective tribal bodies. Meanwhile, the indefinite bandh called by the Joint Coordination Committee (JCC) in Dimapur on Monday passed off peacefully even as thousands of volunteers young and old from various tribe organizations
took part to enforce the bandh under the banner of Dimapur Naga Youth Organization (DNYO). The volunteers were spread across every corner of the city and strategic locations to strictly enforce the bandh. During the bandh Church leaders visited several areas and prayed for the volunteers. Talking to this reporter, a DNYO volunteer said: “We will continue our fight till the state government listen to the people’s voice and there would be no compromise in any manner for our demands.” Over two thousand volunteers, from teenagers to men as old as 60 plus, turned up at Chümoukedima junction to enforce the bandh. Every passing vehicle was strictly scrutinized by the volunteers. The bandh passed-off peacefully with no untoward incidents reported. A volunteer in Chümoukedima said: “APO’s stand was loud and clear opposing 33% reservation. They ensured that none of the candidates filed nominations, for which it is our
bounden duty to respect and protect their stand.” In Medziphema town, the bandh was peaceful owing to the fact that all intending candidates had withdrawn their nominations. Travelers-- both air and railways, remained stranded at various locations particularly at Dimapur Railway Station. Later in the evening after hearing about the news that the polls were deferred, jubilant volunteers in thousands took to the streets for a “victory ride”.
Volunteers’ seize e-roll
A situation erupted in Circuit House, Dimapur where some volunteers burnt electoral roll after learning that the district administration had used the house to store election materials. It was reported that the e-roll was seized from a Dobashi outside the Circuit House. After words went out about the incident, hundreds of volunteers as reinforcement were rushed to the area. Police personnel in anti-riot gear also reached the spot. (Cont’d on p-8)
Current A/Cs curbs go, ATMs to follow NEW DELHI, JAN 30 (IANS): The RBI on Monday ended all curbs on withdrawals from Current Accounts, Cash Credit Accounts and Overdraft Accounts with immediate effect. A Reserve Bank of India notification said limits on ATM withdrawals will also go from Wednesday. But the curbs on Savings Bank accounts across the counter will remain. “On a review of the pace of remonetisation, it has been decided to partially restore status quo ante,” the RBI said. “Limits placed vide the circulars cited above on cash withdrawals from Current accounts/ Cash credit accounts/ Overdraft accounts stand withdrawn with immediate effect. “The limits on Savings Bank accounts will continue for the present and are under consideration for withdrawal in the near future,” it added.
LHJAC to go ahead with bandh till SEC notifies Correspondent
KOHIMA, JAN 30 (NPN): Lotha Hoho Joint Action Committee (LHJAC) remained firm to its stand to go ahead with the bandh in Wokha district until State Election Commission (SEC) issues formal order to postpone Urban Local Bodies (ULBs) election slated on February 1. The bandh would commence January 31 from 6am till February 1, 6pm. Since, the move of the state government to postpone the ULB election was in contradiction to the decision of SEC (that the election process, cannot be stopped/postponed/deferred once the entire electoral process is set in motion and that has to be taken to its logical conclusion), the LHJAC has decided to go ahead with the bandh. On January 30 at the joint meeting between JCC,
NBCC and state government, the government had decided to postpone the election for two months (subject to the decision of the state cabinet and SEC). However, Lotha Hoho was not satisfied with the decision of the state government. The cabinet is scheduled to meet on Tuesday (January 31) at 11 am. When contacted Lotha Hoho general secretary Er. Mhondamo Ovung said that the hoho was not against women reservation or civic polls but said Nagaland Municipal Act 2001, which was amended in 2006 should be “reviewed and rewritten” before any civic poll was conducted. He viewed that mere postponement of polls would not satisfy the Lotha’s neither the Nagas, reiterating that Nagas was not against ULB election. Ovung further said until the SEC issues formal
order to postpone the election, the LHJAC would continue with the bandh. Meanwhile, a joint team comprising of LH officials, frontal organizations and LHJAC had a meeting on Monday with Lotha Lower Range Public Organization (LLRPO), candidates and public at Bhandari town, where all the candidates except NPF tendered resignations. According to Ovung, BJP Bhandari unit has handed over the undertaking to the LLPRO president. Further, the house reiterated that any candidates, who contest ULB polls would be banned from entering Wokha town. In this regard, it entrusted LLRPO to identify the defiant candidates and submit their photographs along with their address and bio data to the Lotha Hoho on or before February 6. K Y M C
