Cong questions govt on Naga accord

NEW DELHI, JUL 9 (IANS): The Congress on Saturday attacked the Narendra Modi government, questioning the Naga accord signed last year and wondered if the Centre had entered into an agreement with the NSCN(I-M) “compromising India’s sovereignty and integrity”. The Congress also wanted to know if the Modi government had promised the Nagas a separate flag other than the Tricolour and separate passports other than Indian passports. The Congress attack follows an interview given by Th. Muivah (82), general secretary of the National Socialist Council of Nagalim (Isak-Muivah), to The Hindu newspaper in which he said that the Nagas had not given up on their demand for sovereignty. In August 2015, the BJP government signed a framework agreement for the peace accord with NSCN (I-M). Muivah, whose NSCN (I-M) signed the framework agreement with the government last year, said that a separate flag and passport for Nagas was not just a ‘demand’ but a ‘right’ as the Nagas were never under Indian rule. Congress also said they would raise the issue in Parliament during the monsoon session. Traffic rules during NLA session DIMAPUR, JUL 9 (NPN): SP office, Kohima has notified that in view of the twelfth session of the 12th Nagaland Legislative Assembly (NLA) from July 12-14, 2016, traffic regulation would be enforced as part of the security arrangement. In a press release, Sr. SP Kohima informed that only vehicles with appropriate car passes would be allowed entry to the Assembly Secretariat. Police said that no vehicle would be allowed to be parked by the roadside from 6am onwards on July 12 and July 14: from BSNL Telephone Exchange till Classic Island; from Raj Bhavan till Classic Island and from Classic Island till Assembly Secretariat via Razhü Point. Heavy vehicles would also not be allowed from High School junction to Assembly Secretariat via Sanuoru subway during Assembly Session, except Govt. departmental buses, it said. Further, Kohima police stated that heavy vehicles would not be allowed to ply in Kohima town during Assembly Session from 7am till the session was over. Police advised that all loading and unloading of goods in Kohima town should be completed by 7am during Assembly Session. Also, heavy vehicles would not be allowed to be parked along the “D” Block road. Police sought cooperation from the public and warned that defaulting vehicle would be towed away and towing charges would be borne by the vehicle owner.

Cong reacts to Muivah’s statement; questions Modi govt on sovereignty a shared sovereignty of India for the Nagas,” asked Congress spokesperson Randeep Singh Surjewala. “Press statements made by the NSCN (I-M) general secretary talk of an agreement with Modi government questioning our integrity. This has stunned the nation,” he said. Surjewala further pointed out: “NSCN (I-M) said a separate flag and passport for the Nagas was not just a demand but a right, as Nagas were never under Indian rule. He also said the framework is secret because until a complete settlement is done, some secrecy will have to be kept.” Surjewala said the Modi government must give details of the agreement with the Nagas. He blamed the government for not taking into confidence the North Eastern states before signing the agreement. “Whether the Modi government has or will take into confidence the elected governments of Nagaland, Assam, Arunachal Pradesh and Manipur before entering into an agreement for ‘alteration of territories’ of these states,” he questioned. “Has the Modi government promised a separate flag for the Nagas other than the Tricolour? Has the Modi government agreed to give separate passports other than Indian passports? What are the

details of this secret framework agreement entered into by Modi government,” Surjewala asked. “While the Indian National Congress fully supports finding a lasting peaceful solution to the Naga problem through the process of dialogue, it has to be compulsorily within the four corners of our constitutional framework without a whisper of compromise on India’s sovereignty and territorial integrity,” he said. According to The Hindu report, Th. Muivah said that a separate flag and passport for Nagas was not just a “demand” but a right as the “Nagas were never under Indian rule.” “No, no. The understanding on shared sovereignty has been arrived [at] because the uniqueness of Naga history is recognized. We are not giving up on the demand of sovereignty,” Muivah said in a rare interview since the signing of the agreement, and perhaps the first after the death of NSCN (I-M) chairman Isak Chishi Swu. Minister of State for Home Kiren Rijiju had told The Hindu last year that the NSCN (I-M) had given up its demand for sovereignty and the rebel outfit wants “a solution within the Constitution of India.” Muivah said the talks this time would succeed as the government was positive. “We

are confident because this time there is positivism from the Government of India.” Muivah, a Naga from Manipur who was associated with Swu for the past 52 years, dismissed the possibility of the talks running into trouble because of Swu’s death. “Well, there is no point in delaying the talks. The Nagas were kept divided, not by the Nagas but by external forces. But now things are clear. Indians are bound to accept the demand of the Nagas.” On a separate flag and passport, Muivah said: “Well, it is actually not a demand. Why? The Nagas were never part of the Indian union by consent of the Naga people. That is why the Nagas will have the right to decide their role as we were never under Indian rule. We were ruled by ourselves, that is why theNagas will have a right to rule themselves. This has been recognised by the Indian side.” He said the framework agreement would have to be kept a secret to “save the course of the talks.” “Time will come [when it will be shared with the public]. It is a secret because until a complete settlement is done, some secrecy will have to be maintained,” he said. Following the signing of the agreement, earlier referred to by the government as a “peace accord,” the chief ministers of Assam, Manipur, and Arunachal Pradesh, which have a sizeable Naga population, said they were not consulted by the Centre on the issue.

Kashmir hit by violence: 11 dead

SRINAGAR, JUL 9 (PTI): Kashmir was today rattled by widespread mob violence and clashes which left 11 people dead and 126, including 96 security forces personnel, injured even as curfew was clamped across the Valley and mobile internet services suspended to contain the fallout of gunning down of militant commander Burhan Wani. A top official said curfew has been imposed across the Valley and restrictions put in place to avert fresh trouble. Three policemen were also missing after a large mob attacked a police station, set it ablaze and used its weaponary to shoot and injure three cops, police said. Amid the protests, militants attacked a police station in Pulwama, which was thwarted by the security forces. In view of the volatile situation, Amarnath Yatra was also suspended, with po-

lice saying it will be resumed “as soon as it is possible to ensure security of yatris”. Chief Minister Mehbooba Mufti appealed for calm while expressing “profound” grief and agony over the deaths during the protests and asked security forces to avoid use of disproportionate force for crowd control. Union Home Minister Rajnath Singh said Centre is working with the state government to bring normalcy in the Valley. He also expressed “deep anguish” over the “loss of precious lives in the incidents of violence” in Kashmir and appealed for calm. As Burhan, the 21year-old poster boy of Hizbul Mujahideen militant outfit, was laid to rest in his native place Tral, violent mobs attacked installations of police and paramilitary forces at various places in the Valley and set ablaze

several buildings including three police installations, as a result of which three cops were missing. Burhan’s funeral was attended by thousands of people. There was no deployment of security forces in Tral and adjoining areas to avoid a confrontation with the people coming to participate in the funeral. “We have had a very difficult day today,” said ADGP (CID) of J&K Police S M Sahai while describing the situation “bad in certain segments”, “not critical” in areas like north Kashmir and under control in Srinagar. Eleven people were killed in the clashes between violent protestors and security forces at various places in the Valley that erupted a day after Burhan’s killing. Eight were killed in “retaliatory” action by security forces, Sahai said, adding one person died due to drowning.

DIMAPUR, JUL 9 (NPN): Leaders of three Naga ‘National Political Groups’ (NPGs) after deliberating on the “current socio-political situation prevailing in Naga homeland” said that the “people of Nagaland must wake up”. In a press note, NPGs media cell stated that the meeting was held on July 6 where GPRN/NSCN collective leadership, NNC/GDRN (Kiumukam/ Hangping) and NNC/NPGN (Temjenyanger/Hojeto) were present, though other members were unable to attend the meeting owing to unavoidable circumstances. With regard to August 3 Accord signed between Government of India and NSCN (I-M), the three NPGs resolved to “make it known to the signatories that any settlement that undermines the integrity and interest of the people of Nagaland state shall be opposed strongly by the people of Nagaland”. “This is in view of the clear stand accepted by both GoI and NSCN (I-M) leadership on the questions of Naga sovereignty and integration of Naga areas, which have been rejected in the course of negotiation between the two,” they stated.

The NPG leaders also resolved to strongly call upon all traditional and tribal civil societies of Nagaland state, who it said were the hierarchical custodians of Naga society and culture, “to undertake the primary role of defending the traditional rights of the people of Nagaland in the face of many ambiguous political terms and terminologies which the negotiating parties appear to be coining frequently to confuse the people of Nagaland”. They however, said that “any settlement between GoI and NSCN (IM), which fulfils the aspiration of Nagas people in other states shall not be opposed”. The NPGs further sought active participation of all tribes in Nagaland to pursue the final acceptable and honorable political solution with GoI at the earliest. Meanwhile, the leaders expressed sadness over the demise of NSCN (I-M) chairman Isak Chishi Swu. NPGs said they acknowledged late Swu’s lifelong contribution to the Naga cause and appreciated his strong desire to bring “reconciliation and unity among the Nagas”.

Dimapur, Jul 9 (NPN): Against the backdrop of public resentment over alleged misuse of PDS items and in the light of recent crackdown on fuel adulteration in Dimapur, there has been no official response from the Food and Civil Supplies Department. In another development, it was reported, that Dimapur and Kohima districts have been given huge quantities of rice and wheat for the month of July 2016 from the centre on account of “implementation of National Food Security Act (NFSA)”. Centre allotted 2906.79 quintals of rice and 1007.81 quintals of wheat to Dimapur and Kohima under Antyodaya Anna Yojana (AAY) and also 14120.98 quintals of rice and 4881.32 quintals of wheat as Priority for both districts for the month of July. The PDS control rate for rice is Rs.3 per kg whereas in the market it is sold for around Rs.20 per kg. Controlled price for wheat is Rs.2 per kg whereas the market rate is Rs.22 per kg. ACAUT recently claimed that the state receives a monthly quota of around 14 lakh litres of kerosene (Superior Kerosene Oil) to be distributed to PDS beneficiaries through 20 outlets. The price for one litre of Kerosene is Rs.16 but it is only available in the open market for Rs.40 upwards. Recent raids on illegal SKO depots by ACAUT has aroused pubic anger while no action has been forthcoming from the Department of F&CS.

DIMAPUR, JUL 9 (NPN): Hundreds of vehicles were stranded along NH-29 on Saturday towards Kohima as a major landslide cut-off the road causing massive traffic snarl after crossing Dzüdza near the microhydel project area. According to reports, the loose soil coupled with heavy downpour triggered the landslide. The area already prone to landslide saw the entire road stretch go down the road. A passenger told this reporter that it took almost four hours to reach Kohima. Later, authorities brought in excavators to clear the debris.

ENPO reaffirms to ban SRF in toto DIMAPUR, JUL 9 (NPN): Basing on 2010 Resolution and subsequent re-affirmation in February 2016 at Tuensang Hq, the Eastern Nagaland Peoples’ Organisation (ENPO) has reiterated to ban the “so-called Sovereign Republic of Freeland (SRF)” in toto within ENPO jurisdiction henceforth. In a press release, media cell, ENPO, stated that this was reaffirmed at a joint consultative meeting with the federating tribal units, frontal organizations ENGBU, ENWO and ENSF in presence of the “so-called SRF’ on July 7, 2016 at Tuensang headquarters. The meeting resolved that banned SRF members would continue to work for the people of Eastern Nagaland under the guidance/direction of their respective tribes Hoho. It was also resolved to dismantle any SRF based establishment/office within ENPO jurisdiction. In this regard, the house resolved to empower ENSF to immediately take further course of action on the same if any. Further, the meeting resolved that forming of any un-mandated organization/revolutionary group within Eastern Nagaland jurisdiction would not be allowed under any circumstances. Basing on Longleng Resolution of September 29, 2005 and in principle of the same, the house also resolved that there should not be any form of threat, intimidation to the ENPO officials, Tribal Hoho officials, Frontal organization official and the banned SRF member aftermath the adoption of the above resolutions. The house resolved to fully endorse respective Federating Tribal units for strict implementation of the above resolutions at the grassroots level. Besides, the house unanimously resolved that any press statement/ decisions concerning the people and land of Eastern Nagaland in general by any organization(s) should always be consulted with the apex body, ENPO.

SRF Mon unit dissolved

Mon district unit of “Sovereign Republic of Freeland (SRF)” has dissolved its office effective July 7, 2016, said Konyak Union (KU) general secretary M.Honang Jessuhu in a press release on Saturday. The release stated that an emergency meeting to this effect was held at Konyak Union office at Mon Hq. attended by all its frontal organisations including KU, KSU and KNSK. It stated that a letter of dissolution was submitted by SRF main activist Hejei Konyak, who appeared in person along with its executive members. “He also surrendered documents, containing list of SRF memberships and ID cards, numbering 100 recruits,” KU stated. Meanwhile, the release stated that KU sitting vice-president, A.M. Kaiba Konyak, has voluntarily tendered his resignation following a revelation that he was a “project director” of SRF, according to the documents produced by the surrendered activists. “While he claimed he was inadvertently enlisted by his wife to the originations, he cited moral obligation to resign from the post,” KU stated, adding that his resignation has been accepted and relived him of his duties.

IMPHAL, JUL 9: Manipur government has finally agreed to table a fresh anti-migrant bill in the forthcoming session of the Manipur Assembly, as the earlier one was with held by the President of India on May 11. The decision was made during an all-party meeting held on Saturday at chief minister O Ibobi Singh’s office It may be noted that President Pranab Mukherjee had withheld the Protection of Manipur People Bill, 2015 and sent the two other bills -- The Manipur Land Revenue and Land Reforms (7th amendment) Bill, 2015 and The Manipur Shops and Establishment (2nd amendment) Bill, 2015 -- back for consideration. However, it was proposed to rename the new bill as ‘Manipur Local People’s Protection Bill, 2016’ with the base year as 1972 and not 1951as earlier one.

The proposed bill which was laid by Manipur chief minister O. Ibobi, informed that the word “tenant” and “original people” included in the earlier bill have also been deleted from the proposed new bill. Though the President’s decision was conveyed to the Manipur government, Ibobi did not divulge it till June 7 when the delegates of all political parties had rushed to Delhi for a meeting with Home Minister Rajnath Singh. At the meeting on Saturday, Ibobi Singh assured that the proposed new bill would “protect and preserve the interest of all indigenous people”. At the first meeting held on June 25, the all-party delegation entrusted Manipur government to prepare the draft. Ibobi, who is also the chairman of the drafting committee, had informed the house that the proposed draft bill would be forwarded to

all political parties and legal experts before finalization, after which copies of the draft bill would be made available to stakeholders including JCILPS, the apex body of various civil societies spearheading people’s movement for implementation of the ILPS and also to the Joint Action Committee against Anti-Tribal Bill (JACATB), the body protesting against the bill, for deliberation and discussion. However, some of the regional political parties were skeptical that the proposed new bill would meet the same fate as that of earlier one. M. Nara, the state Communist Party of India (CPI) Secretary said, “Tribals had objected to the three bills. The central government would never give assent to the bills since there will be a divide among the people. The new bill should be acceptable to all sections of the people.” N. Sovakiran, Manipur People’s Party president said, “It has come rather late in

the day. Manipur goes to polls in February and official indications are that it may be advanced to December. It means that by the time the bill is referred to the Centre what we will have in Manipur is merely a lame duck government.” To m b i , Ja n a t a D a l (United) president said, “We will urge the national leaders of our party to take up the issue of the Inner Line Permit system in Manipur.” Saturday’s meeting was the second all-party meeting, however, like in the previous meetings, Naga People Front (NPF) chose to stay away from attending. It may be mentioned that the Manipur Assembly had passed the three bills on August 31, 2015. One student supporting the bills was killed in Imphal and nine tribals were killed in Churachandpur district while protesting against the bills. Till date the bodies have not been claimed and are kept in a morgue.

KOHIMA, JUL 9 (NPN): With online shopping services on the rise amongst consumers in Nagaland, courier services on the other hand has however played spoil sport, denying the basic rights of a consumer-- “deliver goods at doorsteps”. This has become the order of the day for most renowned courier services in the state particularly in Kohima and Dimapur. Most of the times, when goods arrive the destination, the courier service staff calls up a customer and informs them to collect the goods from their shop, citing lack of staff. However, this is in total violation of consumer’s rights and company policy. Despite paying hefty amount for courier services, the company/firms seem to ignore basic core of customer services. Most of the time packages are found to be opened and damaged, but the service providers seem to have scant regard for customers, rather

than solving the issues, a customer said. A customer who had faced several issues said they (courier companies) claim “big name but very poor service”. “They will not deliver our consignment even after arrival for 5-7 days and fail to call that the consignment has arrived. When I worry and call then they will answer like-- your address was not correct, our person came but could not locate your address..”, he said. Speaking to Nagaland Post, advocate and president of Nagaland Voluntary Consumers’ Organization (NVCO), Kezhokhoto Savi pointed out that several complaints were raised by online shoppers, such as failure by courier services to facilitate return of damaged goods, delay in delivery and non-delivery to the addressees. He said that the habit of courier services in the state by calling or sending text messages to collect the consignment is violation of consumer rights; instead it should be delivered door-to-door. Savi said that under the

consumer protection act, the case of courier services falls under the “deficiency in service” under Section 2(1)(g) of the act. He further pointed out in spite of the existing Food Safety and Standard acts programme under the department of Health and Family Welfare, the programme is not being effectively implemented. This is another violation of consumer rights, he added. While stating that the false claim of organic vegetables, stale meat and expired manufactured food products should be checked, Savi said such food products were being sold in the market. Noting that there was lack of awareness on consumer rights especially in rural areas, Savi informed that consumers could seek the intervention of Nagaland State Consumer Disputes Redressal Commission or District Consumer Disputes Rederessal Forum depending on the nature of the case. DIMAPUR: National Lok Adalat was observed throughout Nagaland in all the district headquarters and organised by the respective district legal services authorities. According to a press release by Nagaland State Legal Services Authority (NSLSA) Lok adalat nodal officer, a total of 84 cases was taken up, among which 83 cases were disposed off. The total settlement amount involved in the disposed cases amounts to Rs. 16,700only. It stated that the lok adalat cases were taken up on cases relating on electricity, water, telephone, public utility disputes, etc and also carried out mobile lok aadalt on traf-

fic challan matter under the motor vehicle act, trade license & inner line permit matter. The lok adalat sittings and proceedings was done with the district & sessions judge, chief judicial and civil judges as presiding officers, assisted by the panel lawyers, retainer lawyers, legal aid counsels, social workers, police personnel, and para legal volunteers serving as conciliators. In traffic cases, traffic police personnel assisted the proceedings, stated the release. The release also stated that mobile court on traffic was held at Peren district organised by Peren district legal services authorities. The

vehicle owners were also encouraged and sensitized to carry relevant and proper documents such as registration certificate, insurance and pollution certificate. NSLSA informed that Lok Adalat (The Peoples Court) is for speedy and amicable settlement of cases. There is no further appeal once the matter is settled in lok adalat. Both the parties resolved their cases on the spot and goes home in joyous mood without worries. It has been informed that the next national lok adalat has been scheduled to be held on August 13 on bank matters (pre-litigative /pending) under Section 138, NI Act, recovery

suits etc. DDLSA: Dimapur District Legal Services Authority (DDLSA) conducted one day para legal volunteers (PLVs) training/workshop programme and also organized National Lok Adalat on electricity/water/telephone/ public utility disputes, Saturday. Altogether 8 PLVs attended the training programme and one matter relating to telephone was taken up in the Lok Adalat. Two sessions were held covered during the training on various topics, such as “role & duties of PLV”, “government schemes & NALSA schemes, 2015”. Practical session was

also conducted where the PLVs were taught to draft FIR, applications, affidavit and reporting domestic violence cases. PLVs were detailed about the maintenance of the daily activity register and the same were distributed among them. PLV DDLSA, N. K. Keny, the recipient of National Best PLV and North East Zonal Best PLV shared her experience as well as her success story and further encouraged the trainees to serve the community. KDLSA: Along with the rest of the districts in Nagaland, Kohima District Legal Services Authority (KDLSA) organized National Lok Ada-

lat on electricity/water/telephone/public utility disputes at the district court premises, Saturday. The programme started with a brief session where Judicial Magistrate First Class (JMFC), Kohima Tucuno Vamuzo stated that the institution of Lok Adalat or people’s is the forum for settlement of disputes. She mentioned that at Lok Adalat the disputes or pre-litigation cases are settled or compromised amicably and expeditiously without any cost. Lok adalat was presided by Tucuno Vamuzo, legal aid counsel, Alemwapang Ao and panel lawyer Nancy Lotha as conciliators.

State to observe ‘World Population Day’ & IDCF DIMAPUR: Office of the mission director, National Health Mission Nagaland, has informed that “World Population Day” would be observed across the State on July 11 under the theme “Take Responsibility, Make Plan.” It stated that as part of the observance, Family Health Mela/ Population Stabilisation Fortnight would be organised across the State from the July 11 to 24, during which a host of family planning methods would be distributed free in all government hospitals. The family planning methods would be in the form of temporary- condom, IUCD (copper-T), PPIUCD (Post Partum IUCD) and oral contraceptive pills and Permanent methods- Vasectomy for men and Tubectomy for women. It has been informed that a compensation of Rs.600 for Tubectomy and Rs.1100 for Vasectomy would be given to the beneficiaries. Counselling and information materials on various family planning methods would also be available in all the government health units during the period, stated the release. Meanwhile, it has also informed that Nagaland, along with the rest of the country, would observe Intensified Diarrhoea Control Fortnight (IDCF) from July 11 to 23. The release informed that the fortnight was being observed with a goal to attain zero child deaths due to childhood diarrhea. It stated that the objective was to ensure high coverage of ORS and Zinc use rates in chil-

dren with diarrhea prevention and management of under-five children, with emphasis on the high priority areas and vulnerable communities. The De par tment of Health & Family Welfare (H&FW) in convergence with allied department of PHED, Social Welfare, Education, Indian Association of Pediatric Nagaland Branch (IAP-NL) and CBOs/ NGO’s like Naga Mothers Association (NMA) would implement the activities in the schools in ensuring proper hand washing techniques, Anganwadi Centers for ORS depot and identifying children under five years of age and suffering from diahorrea through the anganwadis and the Department also appealed to the PHED to ensure clean and safe drinking water in schools, Anganwadi Centers and health units. The NMA would also direct women organization branches in the districts for creating awareness and sensitization and community participation at the district and block level. In this regard, National Health Mission, Nagaland has appealed to every household having children under five years of age to avail the free services during the fortnight i.e. a packet of ORS for all household with children under five years of age and ORS and Zinc for household with children suffering from Diarrhoea. It has been informed that one can also contact nearest Health Units or ASHA for more information.

DIMAPUR: Diphupar Naga Youth Organization (DNYO) has expressed sadness over the demise of our great and patriotic leader, NSCN (I-M) chairman late Isak Chishi Swu. In a condolence message DNYO described late Swu as one who had committed his life for the aspiration of the Naga political issue with sincere dedication and determination for the best interest of the Naga political solution. ENCSU supports DIMAPUR: Eastern Nagaland College Students ‘ Union (ENCSU) has extended strong support to “shopilak declaration” declared by Eastern Naga Students’ Federation (ENSF) during its 15th federal assembly held at Tuensang Hq. In a press note ENCSU chairman, Longre Chang and joint secretary, Nokchem Angth while stating that Sovereign Republic of Freeland (SRF) was an unrecognised organization and had been trying to crab the attention of people with false promises. ENCSU claimed that “many illiterate fellows” had become victims due to vested interest of some illegal elements. Asserting that it was totally against such illegal elements, the union has asked the individuals involved to denounce at the earliest for the good of all it said “no element has any rights to tarnish the young generation.” Claiming that “some bureaucrats” were part of this unrecognized organization ENCSU has warned them to stay away “before things got unhealthy”. It further stated that “if any untoward situation arise from this issue, those bureaucrats involved would be solely held responsible.”

DIMAPUR: All Nagaland School Teachers’ Association (ANSTA) Tuensang unit on July 8 convened a joint consultative executive meeting with all the seven sub-units and Hindi Teachers’ Union of Tuensang district in regard to “mushrooming of more bodies within the teaching community in the state, leading to much confusion and creating differences.” A joint press note by All Nagaland School Teachers’ Association Tuensang unit president M. Nungsang Chang, general secretary S. Imlikaba Sangtam, executive chairman C. Yenthen and executive secretary W. Khangba stated that the meeting resolved that all section of teachers irrespective of qualification and nature of appointment should remain under the fold of ANSTA Tuensang unit, exclusive of SSAN and RSMA appointees. All Nagaland School Teachers’ Association has also decided that any other association or union of teaching community from outside Tuensang district, in the event of disseminating any information to teachers serving under Tuensang district on matters relating to teachers’ grievances should be routed through ANSTA Tuensang unit. The meeting also resolved not to allow formation of separate teachers’ association in parallel to ANSTA in the district so as to stand united for the cause of teaching community without hindrance.

KOHIMA, JUL 9 (NPN): Alternative Learning Systems (ALS) IAS Kohima centre organized a mega seminar for the civil service aspirants under the theme “how to crack civil service exam” at Baptist High mission compound Kohim, Saturday. Addressing hundreds of aspirants as guest speaker, former Nagaland chief secretary Alemtemshi Jamir IAS (Retd) encouraged them to believe in themselves and not to underestimate self. G u wahat i / D ib r u garh, Jul 9 (PTI): The wanted druglord Md Ilahi Sheikh, alleged kingpin of an illegal drug racket active in Assam and Arunachal Pradesh, was arrested from his hideout at Tipam Lalpahar in Tinsukia district of Assam, police said today. Acting on a tip-off, a police team from Dibrugarh arrested 60-year-old Ilahi yesterday, Dibrugarh district Superintendent of Police Bir Bikram Gogoi said. Eighteen gms of brown sugar, one 7.65 calibre pistol with magazine, five rounds of live 7.65 ammunition, one night vision device were seized by police from his house at Kalibari in Dibrugarh town this morning, Gogoi said, adding Ilahi accompanied the police team. His wife and co-accused Asu Begum is absconding and search is on for her, police spokesman Rajiv Saikia said. (PTI) P I E T E R M A R I T Z B U RG (SA), JUL 9 (PTI): Reliving Mahatma Gandhi’s historic train journey, Prime Minister Narendra Modi today travelled to a railway station where the Father of the Nation was thrown out of a train compartment, an incident that proved to be a turning point in his fight against racial discrimination in South Africa. On the second day of his South Africa visit, Modi boarded a wood-panelled carriage at Pentrich and travelled to Pietermaritzburg railway station where an young Gandhi was ejected from a train in 1893 for refusing to obey an order to move from a first-class compartment to a third-class one because of his race. “This is the place where the seed was laid for Mohandas (Karamchand Gandhi) to start the journey of the Mahatma,” Modi told reporters at the Pietermaritzburg railway station. The incident on June 7, 1893 had strongly influenced Gandhi’s decision to fight racial discrimination in South Africa and later the freedom struggle

in India. Paying glowing tribute to Gandhi, the Prime Minister said the visit to South Africa was like a pilgrimage as he was visiting places which were linked to India’s history and life of the Father of the Nation. “My visit to South Africa has become like a pilgrimage a pilgrimage to me as I have got the opportunity to visit all the three places that are significant to Indian history and Mahatma Gandhi’s life,” said Modi. Modi also visited the spot where Gandhi was offloaded at Pietermaritzburg. Writing in the visitors’ book at the station, Modi said the incident at Pietermaritzburg had altered the course of India’s history. The Prime Minister also inaugurated an exhibition at the waiting hall of the railway station where Gandhi had spent the night after being thrown out of the train. DRDO inks pact with IITs for CoPT MUMBAI, JUL 9 (PTI): Defence Research and Development Organisation (DRDO) today signed an agreement with IIT-Bombay and Madras to establish a bi—nodal ‘Centre of Propulsion Technology’ (CoPT) at the two institutions. The initiative is aimed at achieving synergy between DRDO and Indian Institutes of Technology for channelising the research efforts towards developing products and related critical aerospace technologies, a Defence release said. 6 killed in Maoists-police crossfire, Odisha orders probe Phulbani (Odisha), Jul 9 (PTI): Six persons, including two women and a child were killed and five others injured in cross fire during an anti-Maoist operation in Odisha’s Kandhamal district prompting the state government to order a judicial probe into the incident. Police said the six were caught in an exchange of fire between security personnel and Maoists while they were travelling in an auto-rickshaw at Gumutmaha village in a dense forest area near Kuttamgarh under Tumudibandha police station jurisdiction last night. Five of those caught in the cross fire died on the spot, while another person succumbed to injuries later, Kandamal superintendent of police Pinak Mishra told reporters. The condition of four others, who were shifted to MKCG Medical College and Hospital at Berhampur was stated to be serious, said a police official. The SP said acting on information about Maoist movement in the area, Special Operations Group and district voluntary force (DVF) personnel had set up an ambush but the auto-rickshaw carrying the villagers came in between. “It is unfortunate that the civilians were caught in the cross fire. Those killed included two women and a minor boy,” he said, adding the circum-

stances in which the incident took place were being probed. Expressing deep concern over the incident, Chief Minister Naveen Patnaik ordered a judicial inquiry into it. “The Chief Minister has also announced Rs 5 lakh exgratia for the family members of the each dead person,” a statement released by the chief minister’s office said. Meanwhile, irate local residents blocked RayagadaPhulbani state highway protesting against the killing of innocent persons in the policeMaoist encounter. Demanding a cour tmonitored probe by a special investigating team, the Campaign Against Fabricated Cases (CAFC), Odisha, blamed the police for the killing of people belonging to tribal and dalit communities in the incident. The organisation demanded suspension of the SP and police personnel responsible for the killings, FIR against them under Section 302 and Rs 50 lakh compensation to bereaved families. The chief minister also announced that the next of kin of the dead in the cross fire would be provided with government job. “The families of the victims will also be covered under various social security schemes like housing,” Patnaik said.

Zakir seeks support through Twitter against ‘media trials’ NEW DELHI, JUL 9 (IANS): Facing investigation over his speeches that are believed to have “inspired” two of the Bangladeshi cafe attackers, controversial Islamic preacher Zakir Naik on Saturday sought support from the Muslim community against the “media trials” through his new Twitter handle “@drzakirofficial”. “I, Dr Zakir Naik, Call upon all my Muslim Brothers & Sisters to Support me against the “Media Trials” and Let Justice Prevail,” Naik tweeted. Naik, founder of Mumbai-based Islamic Research Foundation, introduced his new Twitter handle @drzakirofficial on his Facebook page also. In another tweet, Naik said: “I appeal to all people worldwide to work together on the causes, ways and solutions to eliminate TERRORISM FROM OUR MIDST.” Naik is banned in Britain and Canada for his hate speeches against other religions. Within an hour of Naik’s appeal for support on Saturday, his Facebook post had over 6,000 likes. The gover nment has launched a multi-pronged investigation into controversies around Naik’s speeches and “online sermons”. Apart from

an investigation by the Home Ministry, the Information and Broadcasting Ministry is looking into issues concerning the telecast of his speeches. According to reports, some of the Indian youth who have taken to militancy are believed to have been “inspired” by Naik’s speeches. On Friday, supporters of Naik took out a solidarity march in Srinagar to condemn any action that might be taken against him. Over a dozen supporters gathered in Srinagar and shouted slogans in favour of Zakir Naik. Born on October 18, 1965, Zakir Naik is better known as a Mumbai-based “preacher”. He is a medical doctor by education. Internet also describes him as a Founder of Peace TV, Peace TV Bangla and Peace TV Urdu.

Zakir’s Peace TV has no permission to downlink

The central government on Saturday said Islamic preacher Zakir Naik’s Peace TV channel is not permitted by the Ministry of Information and Broadcasting to downlink and warned the cable operators that action will be taken for transmitting the channel. In view of reports that the

channel’s content aimed at inciting communal violence, the ministry issued a notification directing officials to take action against those transmitting the channel. The ministry’s Deputy Secretary Shankar Lal said: “Reports are being received of such content being broadcast through private satellite TV channels, such as Peace TV channel, which are not permitted by this ministry for downlinking into the country.” Naik, a speaker on Peace TV, is under the scanner following revelations that two of the five terrorists who massacred 20 hostages at a cafe in Dhaka on July 1 drew inspiration from his speeches. “Some unauthorised private satellite television channels are being transmitted by some cable operators. This is a clear violation of the sub-rule 6(6) of the Cable TV Rules under programme code and needs to be acted upon immediately,” Lal said. “Necessary action must be taken by the authorised officers promptly against the defaulters to stop transmission of these channels,” he added. The ministry has advised all state governments to constitute state- and district-level monitoring committees for broadcast content.

Kerala police begins probe into state youths link to IS T H I R U V A N A N THAPURAM, JUL 9 (PTI): Kerala government today ordered a probe into reports that at least 17 youths, including three women, from the state who travelled to the Middle East and reportedly went missing, may have joined the Islamic State (IS), with Chief Minister Pinarayi Vijayan saying it is a “very serious issue”. The disappearance of the youths, some of whom are medicos and engineering graduates, came to the fore after their relatives brought the matter before the authorities. Some families from Kasargod and Palakkad districts had approached Kasargod MP P Karunakaran and expressed fear that their children were missing for the past one month and they have no contact with them. The Chief Minister termed the issue as “very serious” and ordered an urgent probe. “This is a very serious issue. This has to be examined,” he told reporters in Kochi. When contacted, DGP Loknath Behara said on the basis of information provided by the families, police has

started investigation. “We do not know if children and women are part of the group. But they (families) say that some women are in the group. We also do not have any confirmation so far that the missing youths have joined the IS. But we have started investigation”, Behara told PTI. Of the 17 persons, 11 hail from Padna and Thrikaripur in the northernmost Kasaragod district while the others hailed from Palakkad. There are at least three women including an eight month pregnant woman. Meanwhile, families of two more youths filed a complaint before Chandera police in Kasaragod about their disappearance. The two youths had called up to say they would return during Eid. But they have not returned and their relatives have filed a complaint, police said. However, the complaint does not state that they are suspecting IS links. All the missing persons are below the age of 30 and highly qualified, including medicos and engineering graduates, family members said.

Revenue Minister E Chandrasekharan said in Kasargode that a detailed probe would be conducted into the issue. “If they are trapped in their (IS) net and are in territory held by them, it would be a very difficult issue”.

Incessant rain claims 11 lives in MP BHOPAL, JUL 9 (PTI): As many as 11 people have died due to flood in Madhya Pradesh in the last couple of days as heavy rains continued to lash large parts of the state with Army shifting over 400 deluge-hit people in Satna district to safer places. “Eight people have died due to flood and excessive rainfall in the last three-four days in the state,” Madhya Pradesh Chief Minister Shivraj Singh Chouhan told reporters here today. Two persons have died in Bhopal, one each in Tikamgarh, Rewa, Jhabua, Betul, Raisen and Panna, he said. “One more death was reported around this noon when Sourabh Katiyar (21) was washed away in a swollen nullah near Shahpur lake here while travelling on a motorcycle. His body has been recovered,” a police official said. Earlier, one person died each in Mandla and Singrauli districts yesterday after they were washed out in flooded nullah. The CM said Narmada river was flowing above the danger mark in Hoshangabad. “Any one in distress, can dial 1079 for help,” he said adding officials have been instructed to swiftly act in case of flooding. Chouhan said he has postponed the scheduled meeting with his cabinet colleagues at Halali dam near here tomorrow and asked ministers to rush to their respective districts and remain there to monitor the situation and help out people in distress.

Racial perceptions

n the aftermath of the killing of five police officers in Dallas by an ex-US army man, the nagging feeling in the US is that racism hasn’t gone away but could be rising. The recent Dallas shooting on July 8 came began when protesters gathered to speak out and march after videos emerged this week of two officer-involved shootings that led to the deaths of Alton Sterling, 37, in Baton Rouge, Louisiana and Philando Castile, 32, in Falcon Heights, Minnesota. A sniper identified as an Afro-American Micah X. Johnson, who was a member of the U.S. Army Reserve used an military rifle and shot 12 police officers, five of whom died. It was reported, that Micah had vowed to kill “white men” for the shootings and was himself taken by a robot and blown up.US president Barack Obama’s eight-year legacy has seen the rise in racial violence and a wave of uneasiness among all Americans. The kind of violence witnessed during the past few years definitely cast a pall of gloom over the racial harmony in America. This fear comes in the wake of recent shootings which have been coloured as racist and which attracted widespread violent protests by mainly blacks in several towns and cities of America. According to CNN and the Kaiser Family Foundation, in a nationwide poll conducted, roughly half of Americans 49% - say racism is “a big problem” in society today. The percentage appeared higher than two decades ago, indicating that several factors may have contributed to the perception. Racism in America was given a burial after the Civil Rights Act of 1964 was passed which made racism a criminal offence. However, with more awareness and support from all quarters, anti-racism is itself a strong bulwark. However, the anti-racism has witnessed violent protests and among which included that in Ferguson, Missouri, August 10, 2014 when protests turned into violent riots and unrest after the death of teenager Michael Brown, who was shot by a Ferguson police officer. Again in Baltimore, Maryland in 2015, when, after days of peaceful protests, rioting and looting began on, April 27, 2015 following the death of Freddie Gray while in police custody. It may also be pointed out that protestors were not only black Afro-Americans but whites and other races. However, the perception given by the media is that racism is on the rise and that American society is being divided. Awareness and a strong sense of justice has turned a few incidents into an uproar. There are some within America’s multi-racial society who are racist –blacks who are sensitive to any perceived racism and so harbour some hostility against whites and on the other hand, whites who see the blacks in an unkind manner and attributing most offences to them. The hopes that the US will finally become a race-less society gradually evaporated after the initial excitement when Barack Obama was elected as the first ever Black President of the USA. goism is a very dangerous entity to entertain. Look at our society of today, how much of war and enmity is created due to the clash of ego? Most of the problems that we encounter are for want of recognition by suppressing the other. There is a strong sense of status-consciousfor fear of the other progressing in life. There is also a strong sense of attachment towards responsibilities that one is not even capable of. As a result, there are lapses and lacunae. Power and position seem to be everything and the hunt for it has brought about lots ofconfusions and divisions.Imitating the other is a very risky endeavour because there are dangers on the other side of the road as one keep moving. One who is not sure of what lies at the end of the road but grabs power for selfish gain not only endangers his/her own life but also the whole of the society. This will be terrible! A life of simplicity where one does not feel being put down for what they are is a righteous way to trod. If this be the road one takes, there will be peace and harmony. Such a person will be the hero of the contemporary. In the political arena, there are people who wish to keep grabbing power even though they are incapable of the responsibilities attached to them. Today’s society is not the society of 40-50 years back. We are in the 21st century and we need leaders of sound learning, capable of meticulous planning so as to be in tune with the changes of the time.Look at the Indian Parliament, atleast one-third of the members are either criminals or thieves. They entered there by hook or crook because they have purchasing power and through violence. They do this because they want to be respected. Unfortunately, there are also people in this category who have ditched themselves for want of greener pasture. Such leaders today run the show today. If we keep promoting seasoned politicians, we will be seasoned like the dry meat which is harmful for the body. Administrative stations are haunted in many places. Offices and residences are teeming with wild grasses. Walls are canvases for conscienceless painters,filled vulgar pictures and words. Above all, with the spittle after chewing beetle nuts and other narcotic substances by people who live in houses poorly sheltered. They walk on our streets to show off their manliness/ womanliness when they have hardly anything at home. Interior places are godforsaken land. People are rushing to the urban areas because they think that they deserve to be there. Who will then teach this people? Is the government not paying you to liberate them? Better be on guard! Many children in the name of coaching and studies stay away from their villages to escape farming, fooling their parents who toil in the sun and rain. A few days back I got a picture with a beautiful message. In it, two persons were depicted. The mother of a girl was selling vegetables for the running of the house and to take care of her children while on the other hand, her daughter was lying drunk in the street shabbily dressed. Why are people afraid of who they are? The question of ego comes to the forefront. It is much better to be put down for what one is rather than being honoured for what one is not. But the tragedy is that many people are going for the latter. Once I was taking a walk in a place called Pathso in Tuensang district which is an EAC Headquarter. I stopped by a man who was busy making a traditional basket. Seeing me, immediately he stopped his work, offered me his seat, perhaps the best,supposing me to be the EAC. I just smiled and exchanged a few words and left. People who are responsible in administrative centres play a very important role in the lives of the people. But many officers do not like to go to interior places. Unless there is a sense of responsibility towards the human community, one’s job for mere livelihood is not worth. One’s job is a service towards humanity. With all the intelligence, if one cannot be of

any service, one’s learning is all a waste. People who are qualified in the competitive exams are definitely people with intellectual calibre. Therefore, they do have a great responsibility in uplifting the downtrodden.Blessings from nature flow without one’s knowledgeto the one who moves out of the comfort zone for the up-liftment of the other. Remember that! Many young people are looking for white-collar jobs even though they do not deserve. Small and part time menial jobs are looked-at with contempt. They parade in the towns with the most fanciful attires like white-washed tombs. Why do people have to deceive themselves for what they are not? Many young people feel embarrassed to reveal their parents’identity if they happen to be village farmers!As for me, I am very happy and proud to tell that I am the son of an ordinary village farmer, a farmer who does not have enough grains to feed the family for the whole year. But I learnt the lessons of life through these hardships. Many leaders talk about egoless collaboration but unfortunately they are mere public statements.In fact, they are the most ego-centred people who create division. As a result, we are witnessing all the dramas in and around us.Denominations are mushrooming today. Why is it so? One of the reasons is because of Ego. Trained theologians who are unable to come to consensus form alliances, fighting for leadership. When they are out of the game, they are bound to start something where they will have a place to survive. Theological colleges are increasing. Why so many? The answers will be amazing gestures, how creative the answers! May God be the judge! So, egoism that haunts the present day is not something that is confined in few pockets. Rather it affects the entire social fabric and pass in the veins of all professions and vocations. Sometimes, we remark at others saying, this person has ego problem but careful analysis will show that everyone has ego issue. The only difference is if one adds “ism” to it. The pitiable state of affairs we are in may perhaps be credited to the following; The different faction that has crept up in Nagaland over the past many years in the name of national cause has crippled our society. Factionalism is a threat to Naga unity/ nationalism and pathway to self destruction. It has given space to anti-social elements to breed. Several members of different faction are more into anti-social activities than for the national cause. Of course many have sacrificed their lives for the cause of ‘fatherland’, but the selfishness and ever insatiable greed’s of some national workers have overshadowed the selfless sacrifice made by their comrades. These people indulge in “forceful extortion” and are a grave threat to our society. There remains not a single area that is outside the jurisdiction of their extortion. They are one barrier that has ailed and paralysed the progress of our state. So, can we blame the national workers alone for the poor shape of our state??? What about our politicians??? Our politicians are even more corrupt and selfish. They forget that they have been elected by the people to serve them. They come begging for votes during elections making unrealistic promises, giving commitments only to leave us high and dry. They think that the funds meant for development belongs to them and takes full advantage of their tenure in power for their personal gain and hence, “opportune extortion”. It has been more than 50 years of statehood and had our dear politicians fulfilled at least 50% of their unrealistic promises, Nagaland would have been much better than what it is now. But unfortunately, Nagaland remains undeveloped due to lackadaisical attitude of our dear politicians. The so called agents of change have become the agents of destructions. The power hungry and money mongering so called political leaders of ours have exploited us to the maximum to their individual benefits. Successive government have betrayed the hopes and aspirations of people of the state with the exception of the present government. By using the word exception, I do not intend the government of the day is doing well; it is still early to judge them and so must be given enough time to prove their worth before writing them off. Our bureaucrats, the silent killers, wash their hands off by blaming the UGs and politicians for the mess and express their helplessness, but what the hell are they doing because all the works, proposals and final implementation is being carried out through them. So, who shuts their mouth??? I am sure money and favour can always silence many and that is “disguise extortion”. Dear Sir, do not get confused here because you are also faring in the same boat with your friends, ‘The UGs’ and your masters, ‘The Politicians’, in fact you are the driver. The so called officers (Nagas) in Nagaland are

best known for their egoistic and respect commanding nature. I bet you will never get your work done in time without pleasing them. Respect is earned and not commanded, dear Sir. We are done with the colonial era; always remember sir, you are now into the 21st century so please adapt accordingly even if you do not belong here. I don’t understand why many officers in Nagaland, whenever any public come to their office for their office related work, even for a mere signature, think and act as if they are doing favours for them. Hello, respected sir, let me remind you that you are being paid salary to serve the people. By serving them you are doing your duty, you are a public servant and not their master. Do not have the mindset that you are doing something for them and so do not anticipate anything in return because they have not come to your private company to seek your help... Please do your work and serve the public sincerely and do justice to the perks, emoluments and facilities you are enjoying or otherwise make way for your juniors. There are many officers in Nagaland who are not only egoistic, corrupt but also unapproachable. Dear corrupt sir, at least learn from some of your sincere exemplary colleagues. So, can we blame only the UG’s, Politicians and Bureaucrats for the mess our state is in??? Now, the various defunct NGO’s/ Unions/ Associations that takes birth every now and then comes into play; Nagaland is the “Land of NGO’s/ unions/ associations” at least for me. I wonder how many NGO’s/ unions/ associations are there in Nagaland, from village level to range to area to towns to districts to state level... Roughly some few thousands, I suppose, most of which are opportunist and created for selfish means rather than as pressure groups for general public welfare. So, who funds these so many NGO’s/ unions/ associations??? Is it the government??? Correct me, if I am wrong but I think the government alone cannot fund all these NGO’s/ unions/ associations, then what is their source of income??? Collections fundraise, donations by politicians, bureaucrats etc, or raking up issues to silencing themselves after receiving payments, which is “backdoor extortion”. So, you, NGOs/ unions/ associations must also rid yourselves of the problems before pointing your finger at the UGs. One must always set ones house in order before even thinking of others. Most of the NGOs/ unions/ associations in Nagaland only raise to occasion that serves their interest and remains defunct most of the time or should I say, goes into hibernation and hardly wakes up even for public interests of urgent importance. A conscienceless generation indeed, led by shameless leaders where large section of people continue to suffer. Many heartless officers filter the fund to build their egos. Many village leaders divert the village funds to build their homes and buy property to show that they are superior and capable. The harm that ego can spray is poisoness. But a selfless ego will redeem us all. I hope a day will dawn when our politicians will follow the traffic rules by not allowing their escorts to create confusion in the traffic snarl which haunts the present day. I hope a day will dawn when they will travel together with the common people in buses and taxis, listening and talking to them. By this, they will win more hearts than being cursed for maintaining their ego. I do know of an MLA from Meluri Constituency in the 90s who travelled in public transport serviceswith the common people, talking to them. Hats off to him!I hope a day will dawn when our officers who are intellectually sound will go to the peripheries and uplift the downtrodden. By this, the world will know that they are truly intelligible beings. I hope a day will dawn where every person will be spontaneous and authentic with their own identity. I hope a day will dawn when theologians will join hands together and work for a common cause in the upliftment of the neglected section of humanity. I hope a day will dawn where even the administrators at the lowest level will be filled with people who strive to bring light in the faces of the common people. Honourable settlement of the Naga peace talk

he ongoing peace accord speaks of an honourable settlement of the Naga issue to which te present government of India is a party. The pertinent question therefore arises what constitutes the basis for such an honourable settlement. Here one has to recollect the fact that the past government of India had already offered such honourable settlement to the Naga national council by promising to return all the Naga traditional and historical territories that belong to the Nagas and to amalgamate all the Naga inhabited areas under on administrative unit as per point No. 6 of 9 points agreement of 1947. It is well known fact that due to the failure of the past government of India of not fulfilling its written commitment resulted in the ongoing Naga-India conflict today. The past government of India instead of acknowledging its own failure inducted armed forces into the peaceful Naga hills with a view to subjugate the Nagas by force on the mere excuse of maintain law and order. As a result of which hundreds of Naga villages were burnt down to ashes, thousands of Nagas were killed, women raped and many died due to starvation and diseases form wilderness. Even the present government of India is completely silent on the atrocities committed by its armed forces and have failed to compensate the loss suffered by the ordinary innocent Naga villagers. The untrustworthiness of the government of India is clearly seen even today in the opposition to the extension of the disturbed area act and the continuation of the armed forces special power act (AFSPA) of 1958 within Nagaland. In view of the above, it is our request to the honourable prime minister is to initiate the return of all the Naga territories and amalgamation of all the Naga inhabited areas under one administrative unit as promised by the government of India in 1947. Short of such an honourable settlement, the Nagas will be compelled to demand justice in the highest court of the country and the world as well. T. L. his article is an attempt to analyze the present situation of our society by bringing into light some of the issues faced today. It is hoped that this article will lead to further discussion in our search for better community. Today where we know every nation is competing and striving for power and position, it seems as though we have lost sight of what’s important to us. If we trace back to history, we have missed the early stages of transition and have directly jumped from being uncivilized to a new level of civilization (when foreigners came to our land), though no doubt we have also benefited in many ways). For instance we have gone from wearing almost nothing to jeans and other western out wear. We missed our own civilization and which means we missed our own elementary lessons, so is it likely we are going to take the most advanced one? I shall try to give some few examples, today we are too busy looking elsewhere taking no heed to our roots, most of us are living a western lifestyle but our thinking is still narrow and behind. There is a huge gap between our living standard and mental outlook, where outer appearance has become the prime concern. We may think global but we don’t act local. See now, at the outer view it could be a clean look but at the ground level it is all an imitation of western lifestyle. We need to be a thinking man, and only once we discover ourselves and recognize our ground reality, there could be a genuine growth and progress in protecting our true culture and tradition. Secondly, we cry discrimination in and outside our state but should we not forget the fact happening at our homes! Do we truly love? Or we first look at the tribal identities? Or the colour of our pigment? Or our race? Of course there has been significant progress made with untiring efforts. However, these things need to be reminded timely and again to push us. Thirdly, we are still drunk with the idea that success is about position and financial income. On the flipside success is all about service, commitment, sacrifice, loyalty, integrity...where satisfaction and patience go hand in hand. What can matter most now is the sincerity and perseverance of our will to overcome the way we handle things and situations. We should humble ourselves and not let situation humble us, stating this not just simply as parrot fashion. We have to really get ourselves kitted, more of mentally and become a force for good! stand for the right! apprise the real meaning. This is like a humble beginning but with vision that in the coming years it’ll grow larger and spread. The undamped zeal and enthusiasm we have gives assurance that we can all emerge a leader in various walks of life duly empowered to face the challenges that this world has to offer. My question to whoever is reading this is that inspite of all the advertisement around us how can and in what ways can I/you be the change or the cause for the change? I am just giving a framework wherein we have to put the pictures ourselves. I knew I could only do a precious little writing this but all of you can do much more. ‘Hindrance from neglect’

Sir,

Your above editorial has touched upon several issues which is oft repeated in almost all forum, particularly social and students’ forum of these so called ‘far flung’ districts. But the question is, instead of improving why it is getting worse? Some officers and staff does not have any excuse for such behaviour of absenteeism and truancy, but for many, it becomes the only form of ‘protect’ over injustice inflicted upon them. As mentioned in your editorial, when such postings are purely political, the government loses complete moral authority to demand services from such staffs. While some officers and staffs are posted in Kohima/Dimapur for more than 10-15 years, some even 20 years, why some officers are kept posted at such ‘far flung districts’ almost indefinitely? Are we not equally qualified and capable? The only factor is the political connection. Those who are generally more sincere and devoted also does not have the time nor the inclination to be politicking. In the end, they end up getting victimized for their own sincerity, giving the clear message that sincerity and performance does not count. It has been my personal experience that for 8 years I was in one district, serving sincerely and achieving all targets set by my department. I requested my HoD in Kohima to kindly consider posting me to a nearer home district, which my HoD agreed. The request was based on seniority, performance and merit. I did not had the resources for political lobbying and when the transfer/order came out, even superseding the HoD’s official recommendation, I was further posted out to another ‘far flung district’ on a political decision alone, preferring over several of my juniors. My HoD told me he became helpless. Seniority, merit, performance, transfer criteria and norms…..nothing was taken into account. Pure political. I now in total disgust, has practically given up on trying to do anything beyod what is the absolute minimum necessary. Some of my juniors, as much as by more that 10-12 years, with political backing has never moved out from Kohima/Dimapur, whereas we are kicked around. Now no amount of threats from anybody to be in the place of posting has any affect on me. I am not supposed to be there in the first place? Not any more? As I write this, I have no malice towards anyone, just hoping that things may improve for my other friends and colleagues in the days to come through highlighting some issues which the government can take action if it is serious about governance and service delivery. By the way, the terrible non-existent roads leading to these ‘far flung districts’ also does not help, as the journey becomes too tiring and beyond economical means as every trip requires a major visit to the workshop. Another option, quickly grant Frontier Nagaland and separate the service cadre with the new state. Officers and staff from these districts can happily serve their new state. Why, even employees from these districts does not go to their home districts. Ministers from these districts keep their people in Dimapur/ Kohima and send other staff to their districts. Where is their moral standing? Why Naga IAS/IPS/IFS officers from other state cadres are brought to Nagaland? When government is trying to encourage students to go beyond the state in search of employment, why the government is practicing the opposite? Why IFS cadre officers are given charge of non-IFS/non-Forest related departments? Even central account cadre officers are given non Accounts departments. My dear state government, when you sow chaos, nepotism and favouritism, don’t expect a harvest of peace, harmony and service. Toshi Jamir

CHANDIGARH, JUL 9 (IANS): India has nearly 21 lakh HIV positive patients in the country and about seven lakh of them are not even aware of their HIV positive status, a senior Union Health Ministry officer said here on Saturday. Additional Secretary, Health cum Director General NACO (National Aids Control Organisation) Navreet Singh Kang said that there was an immediate need to identify the HIV positive patients and start their treatment. Kang was here to attend a function to launch ‘HIV prevention, treatment and care programme for Punjab prisons’ on Saturday. “There are nearly 21 lakh HIV positive patients in the country and about seven lakh of them are not even aware of their HIV positive status,” Kang said. He said that the treatment and care for those living with HIV/AIDS inside prisons should be equivalent to the treatment and care available for the general population. Kang said that the ‘National Prison HIV Strategy’ is being implemented in a phased manner in the country. “Earlier in the Phase-1, ‘HIV interventions in prison settings’ project was launched in February this year in eight northeastern states and is now being launched for Punjab and Chandigarh prisons.

New Delhi, Jul 9 (PTI): The government has invited merchant bankers to help it sell minority stakes in 51 companies, including RIL, ICICI Bank, Axis Bank and L&T, and is looking at exiting them within three years. The Specified Undertaking of UTI (SUUTI) has investments in these 51 listed as well as unlisted companies, like Hindustan Unilever, ITC Ltd, Jaiprakash Associates and a host of Tata Group firms. Government holds minority stake in these companies through SUUTI, which was formed in 2003 as an offshoot of erstwhile UTI, and is looking at selling them either through an OFS, block deal, bulk deal or regular sale through stock exchanges. As per the Request for Proposal, SUUTI plans to appoint up to three merchant bankers/advisers and selling brokers for assisting and advising on the SUUTI Holdings for a period of three years. “The advice shall be regarding sale of the shares held by SUUTI in various companies either through the Offer For Sale (OFS), Block Deal, Bulk Deal, Regular sale through Stock Exchange or any such other mechanism subject,” the RFP said, while inviting bids from merchant bankers by August 1. The bankers would have to put in a single consolidated bid for the entire SUUTI Holdings. However, the sale process of each of the 51 companies would be carried out individually. Demand for domestic traffic rose 5.1 per cent, outpacing international demand growth of 4.3 per cent in May 2016 according to the data released by International Air Traffic Association (IATA). As against this India’s domestic air traffic grew 21 per cent, it said. Dhaka, Jul 9 (PTI): Bangladesh police today blamed homegrown terror group Jamaatul Mujahideen Bangladesh (JMB) for the two recent terror attacks, including the Dhaka cafe siege, and dismissed ISIS claims over the deadly assaults. “The five terrorists killed at Gulshan (cafe) were JMB members. Police had their details and been looking for them for a while,” Inspector General of Police AKM Shahidul Haque told reporters. Twenty-two people, including 17 foreigners, were killed in the brutal late-night attack at the Holey Artisan Bakery in Gulshan area of the capital on July 1. During a joint operation police killed six of the attackers. Six days later, militants attacked police guarding the

largest Eid gathering in Bangladesh and killed three more people. Haque said the same group was responsible for both attacks. He said one of the suspects who was arrested from the site of second attack admitted that they had contact with the attackers of the Holey Artisan restaurant. Asked about the ISIS claims over the attacks, the police chief reiterated his earlier stance negating the claim. He said identical claims were made after every such assault, but “we can’t find any link as to why they do it”. Several security analysts said despite being a homegrown outfit JMB had ideological closeness with ISIS while Ansarul Islam Bangladesh (ABT), another banned Islamist outfit, was inclined to al Qaeda.

Seoul, Jul 9 (AFP): North Korea today appeared to have test-fired a submarine-launched ballistic missile (SLBM), Seoul’s defence ministry said, a day after the US and South Korea decided to deploy an advanced missile defence system in the South. “The North launched what was believed to be an SLBM from waters off the (northeastern) port of Sinpo at around 11:30 am (0230 GMT)”, the South Korean defence ministry said in a press statement. No further details were immediately available. North Korea previously fired an SLBM on April 23 in a test hailed as an “eye-opening success” by leader Kim Jong-Un, who at the time declared his country had the ability to strike Seoul and the US whenever it pleased.

Sharif returns to Pakistan after heart surgery in UK

Lahore, Jul 9 (PTI): Prime Minister Nawaz Sharif today returned to Pakistan after spending 48 days in London where he underwent an openheart surgery. A Pakistan International Airlines (PIA) special plane Being-777 brought 66year-old Sharif and the staff of his 25-member London camp office back to the country. The Prime Minister’s plane landed at the Lahore airport around 7 pm local time. His brother, Punjab Chief Minister Shahbaz Sharif, and other PML-N leaders received him at the airport. Talking to journalists who were at the airport to receive him, Sharif said he was feeling healthy. “I am feeling quite

healthy after the heart surgery,” Sharif, who was wearing white shalwar kameez and a light blue waistcoat, said. To a question about Panama Paper leaks, the premier said he was ready to face any challenge. “This country does not need any sit-in. I ask the opposition to work for the development of Pakistan,” he said. Sharif has been facing pressure from opposition political parties to step down after Panama Papers leak showed that his family members own undeclared offshore wealth and expensive property in London. Sharif and his family have denied any wrongdoing. Replying another question about discharging his du-

ties, the Premier said: “I was already performing my duties from London. I used to hold video conference meetings and issued certain directions.” From the airport, Sharif left for his residence at Jati Umra Raiwind on a helicopter. Several PML-N workers were gathered there to welcome him. Sharif was discharged from hospital on June 6 after he underwent an open-heart surgery on May 31. He had gone to London

on May 22 for a regular medical checkup but was diagnosed with a heart complication by doctors who suggested surgery. This was Sharif ’s second cardiac procedure in five years. Some politicians, especially the allies of the ruling PML-N, have termed Sharif ’s decision to leave the country for London as “politically prudent” at a time when opposition parties were exerting extreme pressure on him in the wake of the Panama Paper leaks.

Washington, Jul 9 (PTI): A legislation has been introduced in the House of Representatives by a bipartisan group of US lawmakers which if passed by the Congress would prevent Indian companies from hiring IT professionals on H-1B and L1 visas. The ‘H-1B and L-1 Visa Reform Act of 2016’ introduced by New Jersey’s Democratic Congressman Bill Pascrell and Republican Dana Rohrabacher from California would prohibit firms from hiring H-1B employees if they employ more than 50 people and over 50 per cent of their staff are H-1B and L-1 visa holders. Since the revenue model of a majority of big Indian IT companies is heavily dependent on H-1B and L1 visas, such a bill is likely to have a major impact on their businesses. Notably, the sponsors of the bill come from the two US states having the maximum concentration of Indian-Americans. But before the bill is

isually impaired singers from various parts of the state took part in a solo competition organised by the Naga Blind Association to commemorate its 15th year anniversary at IMC Hall, Dimapur. The nine contestants gave mesmerising performances one after the other leaving the audience awestruck with their extraordinary talents. Picking out songs from a wide range of singers and genres, the nine contestants showed no sign of restrain as they gave hair raising performances turning the competition into a more of a concert than a competition. Although they lacked the ability to see, their prowess and the fine tuning they have done to their listening ability was widely visible as none of the

competitors missed a beat or went off the pitch. With their exceptional performances, the competition looked tough and true enough the judges admitted that they went through a hard time short listing the finalists as all the competitors had visibly given their best shot at the title. Finally after a rigorous two rounds the judges including Opang Jamir from the band Avancer and Tiakaba Longkumer in a unanimous decision declared Lino as the Champion and Ajungla as the runner up. Other competitors making it to the final round were Asune, Meianmang and Toito. Special performances were presented by Voice of Nagaland and Soul Kitchen. (Aneila Seyie Keretsü)

Killing Fields journalist Schanberg dies at 82

S journalist Sydney Schanberg, whose reporting inspired the Oscar-winning Hollywood film, The Killing Fields, has died at the age of 82, the New York Times reports. Schanberg worked for the Times and won a Pulitzer Prize for reporting the fall of Cambodia to the Khmer Rouge in 1975. His colleague, Dith Pran, was unable to leave and his four-year ordeal inspired Schanberg’s work. Schanberg died in Poughkeepsie after a heart attack earlier in the week. His death was confirmed by Charles Kaiser, a friend and former Times reporter, the paper said. In 1980, Schanberg described his Cambodian colleague’s ordeal of torture and starvation at the hands of the Khmer Rouge in a magazine article, and later a book called K

The Death and Life of Dith Pran. In 1975, Schanberg and Dith Pran ignored directives from Times editors to evacuate and stayed in Cambodia as almost all Western diplomats and journalists fled. Both were seized by the Khmer Rouge and threatened with death. The Killing Fields won eight BAFTA Awards and three Academy Awards. Sam Waterston played Schanberg in the movie, with Haing S Ngor, who won an Oscar for Best Supporting Actor, in the role of Dith Pran. The Khmer Rouge was the ruling party in Cambodia from 1975 to 1979, during which it was responsible for one of the worst mass killings of the 20th Century. The genocide claimed the lives of more than a million people - some estimates say up to 2.5 million.

Babita, 26, qualified for the quadrennial event after Mongolian wrestler Sumiya Erdenechimeg failed a dope test in the Asian qualifiers in March, where the Indian wrester lost their semi-final bout 15-8 in the semi-finals of women’s 53-kg freestyle event. But the Mongolian grappler tested positive for samples of the prohibited drug Meldonium in a subsequent test conducted by the World Anti-Doping Agency (WADA). It paved the way for Babita to compete in the Rio Games as one of the two qualifiers from Asia. Shuttler Jayaram storms into US Open semis EL MONTE, Jul 9 (IANS): Fourth seed Ajay Jayaram stormed into the semi-finals of the US Open Grand Prix Gold badminton tournament to remain India’s lone hope as all the other shuttlers crashed out of the $120,000 event. In the men’s singles, Anand Pawar lost to Jayaram while the men’s doubles combo of Manu Attri and B. Sumeeth Reddy went down fighting. The women’s doubles duo of Meghana Jakkampudi and S. Materazzi reveals what he said to Zidane in WC final Rome, Jul 9 (IANS): Ten years after the infamous Zinedine Zidane head-butt in the 2006 World Cup final former Italian defender Marco Materazzi has finally revealed what he said to the legend back then. Materazzi and his side went on to win the final 5-3 via the penalty shoot out after Zidane was red carded during extra time. The then 32-year-old had provoked Zidane with his words, which caused him to react that way. Media reports suggested that Materazzi had insulted the French captain’s mother, but the Italian insisted it wasn’t so. “What I said was stupid,” Materazzi told L’Equipe. “But it didn’t deserve that reaction.” “You would hear stronger words said on the streets of Naples, or Milan, or Paris, much more serious things. UEFA drops doping case against Sakho PARIS, Jul 9 (Agencies): UEFA on Friday dropped a doping case against Liverpool and France international defender Mamadou Sakho, leaving him free to resume his career just two days before the Euro 2016 final. T h e d e f e n d e r, w h o moved to Anfield for £18 million ($25 million) in 2013, has 28 caps for France and had been earmarked for a starting place at the championships before the case threw his career into jeopardy. “Following a hearing with the lawyers of the player and experts of the WADAaccredited laboratories on this case, the CEDB has decided to dismiss the case,” UEFA said in a statement, referring to its independent Control, Ethics and Disciplinary Body. Sakho, 26, who was left out of the French squad for the ongoing European Championships on home soil, tested positive after a Europa League tie against Manchester United in March after taking a product to reduce body fat.
