Cong questions govt on Naga accord

NEW DELHI, JUL 9 (IANS): The Congress on Saturday attacked the Narendra Modi government, questioning the Naga accord signed last year and wondered if the Centre had entered into an agreement with the NSCN(I-M) “compromising India’s sovereignty and integrity”. The Congress also wanted to know if the Modi government had promised the Nagas a separate flag other than the Tricolour and separate passports other than Indian passports. The Congress attack follows an interview given by Th. Muivah (82), general secretary of the National Socialist Council of Nagalim (Isak-Muivah), to The Hindu newspaper in which he said that the Nagas had not given up on their demand for sovereignty. In August 2015, the BJP government signed a framework agreement for the peace accord with NSCN (I-M). Muivah, whose NSCN (I-M) signed the framework agreement with the government last year, said that a separate flag and passport for Nagas was not just a ‘demand’ but a ‘right’ as the Nagas were never under Indian rule. Congress also said they would raise the issue in Parliament during the monsoon session. Traffic rules during NLA session DIMAPUR, JUL 9 (NPN): SP office, Kohima has notified that in view of the twelfth session of the 12th Nagaland Legislative Assembly (NLA) from July 12-14, 2016, traffic regulation would be enforced as part of the security arrangement. In a press release, Sr. SP Kohima informed that only vehicles with appropriate car passes would be allowed entry to the Assembly Secretariat. Police said that no vehicle would be allowed to be parked by the roadside from 6am onwards on July 12 and July 14: from BSNL Telephone Exchange till Classic Island; from Raj Bhavan till Classic Island and from Classic Island till Assembly Secretariat via Razhü Point. Heavy vehicles would also not be allowed from High School junction to Assembly Secretariat via Sanuoru subway during Assembly Session, except Govt. departmental buses, it said. Further, Kohima police stated that heavy vehicles would not be allowed to ply in Kohima town during Assembly Session from 7am till the session was over. Police advised that all loading and unloading of goods in Kohima town should be completed by 7am during Assembly Session. Also, heavy vehicles would not be allowed to be parked along the “D” Block road. Police sought cooperation from the public and warned that defaulting vehicle would be towed away and towing charges would be borne by the vehicle owner.

Cong reacts to Muivah’s statement; questions Modi govt on sovereignty a shared sovereignty of India for the Nagas,” asked Congress spokesperson Randeep Singh Surjewala. “Press statements made by the NSCN (I-M) general secretary talk of an agreement with Modi government questioning our integrity. This has stunned the nation,” he said. Surjewala further pointed out: “NSCN (I-M) said a separate flag and passport for the Nagas was not just a demand but a right, as Nagas were never under Indian rule. He also said the framework is secret because until a complete settlement is done, some secrecy will have to be kept.” Surjewala said the Modi government must give details of the agreement with the Nagas. He blamed the government for not taking into confidence the North Eastern states before signing the agreement. “Whether the Modi government has or will take into confidence the elected governments of Nagaland, Assam, Arunachal Pradesh and Manipur before entering into an agreement for ‘alteration of territories’ of these states,” he questioned. “Has the Modi government promised a separate flag for the Nagas other than the Tricolour? Has the Modi government agreed to give separate passports other than Indian passports? What are the

details of this secret framework agreement entered into by Modi government,” Surjewala asked. “While the Indian National Congress fully supports finding a lasting peaceful solution to the Naga problem through the process of dialogue, it has to be compulsorily within the four corners of our constitutional framework without a whisper of compromise on India’s sovereignty and territorial integrity,” he said. According to The Hindu report, Th. Muivah said that a separate flag and passport for Nagas was not just a “demand” but a right as the “Nagas were never under Indian rule.” “No, no. The understanding on shared sovereignty has been arrived [at] because the uniqueness of Naga history is recognized. We are not giving up on the demand of sovereignty,” Muivah said in a rare interview since the signing of the agreement, and perhaps the first after the death of NSCN (I-M) chairman Isak Chishi Swu. Minister of State for Home Kiren Rijiju had told The Hindu last year that the NSCN (I-M) had given up its demand for sovereignty and the rebel outfit wants “a solution within the Constitution of India.” Muivah said the talks this time would succeed as the government was positive. “We

are confident because this time there is positivism from the Government of India.” Muivah, a Naga from Manipur who was associated with Swu for the past 52 years, dismissed the possibility of the talks running into trouble because of Swu’s death. “Well, there is no point in delaying the talks. The Nagas were kept divided, not by the Nagas but by external forces. But now things are clear. Indians are bound to accept the demand of the Nagas.” On a separate flag and passport, Muivah said: “Well, it is actually not a demand. Why? The Nagas were never part of the Indian union by consent of the Naga people. That is why the Nagas will have the right to decide their role as we were never under Indian rule. We were ruled by ourselves, that is why theNagas will have a right to rule themselves. This has been recognised by the Indian side.” He said the framework agreement would have to be kept a secret to “save the course of the talks.” “Time will come [when it will be shared with the public]. It is a secret because until a complete settlement is done, some secrecy will have to be maintained,” he said. Following the signing of the agreement, earlier referred to by the government as a “peace accord,” the chief ministers of Assam, Manipur, and Arunachal Pradesh, which have a sizeable Naga population, said they were not consulted by the Centre on the issue.

Kashmir hit by violence: 11 dead

SRINAGAR, JUL 9 (PTI): Kashmir was today rattled by widespread mob violence and clashes which left 11 people dead and 126, including 96 security forces personnel, injured even as curfew was clamped across the Valley and mobile internet services suspended to contain the fallout of gunning down of militant commander Burhan Wani. A top official said curfew has been imposed across the Valley and restrictions put in place to avert fresh trouble. Three policemen were also missing after a large mob attacked a police station, set it ablaze and used its weaponary to shoot and injure three cops, police said. Amid the protests, militants attacked a police station in Pulwama, which was thwarted by the security forces. In view of the volatile situation, Amarnath Yatra was also suspended, with po-

lice saying it will be resumed “as soon as it is possible to ensure security of yatris”. Chief Minister Mehbooba Mufti appealed for calm while expressing “profound” grief and agony over the deaths during the protests and asked security forces to avoid use of disproportionate force for crowd control. Union Home Minister Rajnath Singh said Centre is working with the state government to bring normalcy in the Valley. He also expressed “deep anguish” over the “loss of precious lives in the incidents of violence” in Kashmir and appealed for calm. several buildings including three police installations, as a result of which three cops were missing. Burhan’s funeral was attended by thousands of people. There was no deployment of security forces in Tral and adjoining areas to avoid a confrontation with the people coming to participate in the funeral. “We have had a very difficult day today,” said ADGP (CID) of J&K Police S M Sahai while describing the situation “bad in certain segments”, “not critical” in areas like north Kashmir and under control in Srinagar. Eleven people were killed in the clashes between violent protestors and security forces at various places in the Valley that erupted a day after Burhan’s killing. Eight were killed in “retaliatory” action by security forces, Sahai said, adding one person died due to drowning.

DIMAPUR, JUL 9 (NPN): Leaders of three Naga ‘National Political Groups’ (NPGs) after deliberating on the “current socio-political situation prevailing in Naga homeland” said that the “people of Nagaland must wake up”. In a press note, NPGs media cell stated that the meeting was held on July 6 where GPRN/NSCN collective leadership, NNC/GDRN (Kiumukam/ Hangping) and NNC/NPGN (Temjenyanger/Hojeto) were present, though other members were unable to attend the meeting owing to unavoidable circumstances. With regard to August 3 Accord signed between Government of India and NSCN (I-M), the three NPGs resolved to “make it known to the signatories that any settlement that undermines the integrity and interest of the people of Nagaland state shall be opposed strongly by the people of Nagaland”. “This is in view of the clear stand accepted by both GoI and NSCN (I-M) leadership on the questions of Naga sovereignty and integration of Naga areas, which have been rejected in the course of negotiation between the two,” they stated.

The NPG leaders also resolved to strongly call upon all traditional and tribal civil societies of Nagaland state, who it said were the hierarchical custodians of Naga society and culture, “to undertake the primary role of defending the traditional rights of the people of Nagaland in the face of many ambiguous political terms and terminologies which the negotiating parties appear to be coining frequently to confuse the people of Nagaland”. They however, said that “any settlement between GoI and NSCN (IM), which fulfils the aspiration of Nagas people in other states shall not be opposed”. The NPGs further sought active participation of all tribes in Nagaland to pursue the final acceptable and honorable political solution with GoI at the earliest. Meanwhile, the leaders expressed sadness over the demise of NSCN (I-M) chairman Isak Chishi Swu. NPGs said they acknowledged late Swu’s lifelong contribution to the Naga cause and appreciated his strong desire to bring “reconciliation and unity among the Nagas”.

Dimapur, Jul 9 (NPN): Against the backdrop of public resentment over alleged misuse of PDS items and in the light of recent crackdown on fuel adulteration in Dimapur, there has been no official response from the Food and Civil Supplies Department. In another development, it was reported, that Dimapur and Kohima districts have been given huge quantities of rice and wheat for the month of July 2016 from the centre on account of “implementation of National Food Security Act (NFSA)”. Centre allotted 2906.79 quintals of rice and 1007.81 quintals of wheat to Dimapur and Kohima under Antyodaya Anna Yojana (AAY) and also 14120.98 quintals of rice and 4881.32 quintals of wheat as Priority for both districts for the month of July. The PDS control rate for rice is Rs.3 per kg whereas in the market it is sold for around Rs.20 per kg. Controlled price for wheat is Rs.2 per kg whereas the market rate is Rs.22 per kg. ACAUT recently claimed that the state receives a monthly quota of around 14 lakh litres of kerosene (Superior Kerosene Oil) to be distributed to PDS beneficiaries through 20 outlets. The price for one litre of Kerosene is Rs.16 but it is only available in the open market for Rs.40 upwards. Recent raids on illegal SKO depots by ACAUT has aroused pubic anger while no action has been forthcoming from the Department of F&CS.

DIMAPUR, JUL 9 (NPN): Hundreds of vehicles were stranded along NH-29 on Saturday towards Kohima as a major landslide cut-off the road causing massive traffic snarl after crossing Dzüdza near the microhydel project area. According to reports, the loose soil coupled with heavy downpour triggered the landslide. The area already prone to landslide saw the entire road stretch go down the road. A passenger told this reporter that it took almost four hours to reach Kohima. Later, authorities brought in excavators to clear the debris.

ENPO reaffirms to ban SRF in toto DIMAPUR, JUL 9 (NPN): Basing on 2010 Resolution and subsequent re-affirmation in February 2016 at Tuensang Hq, the Eastern Nagaland Peoples’ Organisation (ENPO) has reiterated to ban the “so-called Sovereign Republic of Freeland (SRF)” in toto within ENPO jurisdiction henceforth. In a press release, media cell, ENPO, stated that this was reaffirmed at a joint consultative meeting with the federating tribal units, frontal organizations ENGBU, ENWO and ENSF in presence of the “so-called SRF’ on July 7, 2016 at Tuensang headquarters. The meeting resolved that banned SRF members would continue to work for the people of Eastern Nagaland under the guidance/direction of their respective tribes Hoho. It was also resolved to dismantle any SRF based establishment/office within ENPO jurisdiction. In this regard, the house resolved to empower ENSF to immediately take further course of action on the same if any. Further, the meeting resolved that forming of any un-mandated organization/revolutionary group within Eastern Nagaland jurisdiction would not be allowed under any circumstances. Basing on Longleng Resolution of September 29, 2005 and in principle of the same, the house also resolved that there should not be any form of threat, intimidation to the ENPO officials, Tribal Hoho officials, Frontal organization official and the banned SRF member aftermath the adoption of the above resolutions. The house resolved to fully endorse respective Federating Tribal units for strict implementation of the above resolutions at the grassroots level. Besides, the house unanimously resolved that any press statement/ decisions concerning the people and land of Eastern Nagaland in general by any organization(s) should always be consulted with the apex body, ENPO.

SRF Mon unit dissolved

Mon district unit of “Sovereign Republic of Freeland (SRF)” has dissolved its office effective July 7, 2016, said Konyak Union (KU) general secretary M.Honang Jessuhu in a press release on Saturday. The release stated that an emergency meeting to this effect was held at Konyak Union office at Mon Hq. attended by all its frontal organisations including KU, KSU and KNSK. It stated that a letter of dissolution was submitted by SRF main activist Hejei Konyak, who appeared in person along with its executive members. “He also surrendered documents, containing list of SRF memberships and ID cards, numbering 100 recruits,” KU stated. Meanwhile, the release stated that KU sitting vice-president, A.M. Kaiba Konyak, has voluntarily tendered his resignation following a revelation that he was a “project director” of SRF, according to the documents produced by the surrendered activists. “While he claimed he was inadvertently enlisted by his wife to the originations, he cited moral obligation to resign from the post,” KU stated, adding that his resignation has been accepted and relived him of his duties.

IMPHAL, JUL 9: Manipur government has finally agreed to table a fresh anti-migrant bill in the forthcoming session of the Manipur Assembly, as the earlier one was with held by the President of India on May 11. The decision was made during an all-party meeting held on Saturday at chief minister O Ibobi Singh’s office It may be noted that President Pranab Mukherjee had withheld the Protection of Manipur People Bill, 2015 and sent the two other bills -- The Manipur Land Revenue and Land Reforms (7th amendment) Bill, 2015 and The Manipur Shops and Establishment (2nd amendment) Bill, 2015 -- back for consideration. However, it was proposed to rename the new bill as ‘Manipur Local People’s Protection Bill, 2016’ with the base year as 1972 and not 1951as earlier one.

The proposed bill which was laid by Manipur chief minister O. Ibobi, informed that the word “tenant” and “original people” included in the earlier bill have also been deleted from the proposed new bill. Though the President’s decision was conveyed to the Manipur government, Ibobi did not divulge it till June 7 when the delegates of all political parties had rushed to Delhi for a meeting with Home Minister Rajnath Singh. At the meeting on Saturday, Ibobi Singh assured that the proposed new bill would “protect and preserve the interest of all indigenous people”. At the first meeting held on June 25, the all-party delegation entrusted Manipur government to prepare the draft. Ibobi, who is also the chairman of the drafting committee, had informed the house that the proposed draft bill would be forwarded to

all political parties and legal experts before finalization, after which copies of the draft bill would be made available to stakeholders including JCILPS, the apex body of various civil societies spearheading people’s movement for implementation of the ILPS and also to the Joint Action Committee against Anti-Tribal Bill (JACATB), the body protesting against the bill, for deliberation and discussion. However, some of the regional political parties were skeptical that the proposed new bill would meet the same fate as that of earlier one. M. Nara, the state Communist Party of India (CPI) Secretary said, “Tribals had objected to the three bills. The central government would never give assent to the bills since there will be a divide among the people. The new bill should be acceptable to all sections of the people.” N. Sovakiran, Manipur People’s Party president said, “It has come rather late in

the day. Manipur goes to polls in February and official indications are that it may be advanced to December. It means that by the time the bill is referred to the Centre what we will have in Manipur is merely a lame duck government.” To m b i , Ja n a t a D a l (United) president said, “We will urge the national leaders of our party to take up the issue of the Inner Line Permit system in Manipur.” Saturday’s meeting was the second all-party meeting, however, like in the previous meetings, Naga People Front (NPF) chose to stay away from attending. It may be mentioned that the Manipur Assembly had passed the three bills on August 31, 2015. One student supporting the bills was killed in Imphal and nine tribals were killed in Churachandpur district while protesting against the bills. Till date the bodies have not been claimed and are kept in a morgue.

KOHIMA, JUL 9 (NPN): With online shopping services on the rise amongst consumers in Nagaland, courier services on the other hand has however played spoil sport, denying the basic rights of a consumer-- “deliver goods at doorsteps”. This has become the order of the day for most renowned courier services in the state particularly in Kohima and Dimapur. Most of the times, when goods arrive the destination, the courier service staff calls up a customer and informs them to collect the goods from their shop, citing lack of staff. However, this is in total violation of consumer’s rights and company policy. Despite paying hefty amount for courier services, the company/firms seem to ignore basic core of customer services. Most of the time packages are found to be opened and damaged, but the service providers seem to have scant regard for customers, rather

than solving the issues, a customer said. A customer who had faced several issues said they (courier companies) claim “big name but very poor service”. “They will not deliver our consignment even after arrival for 5-7 days and fail to call that the consignment has arrived. When I worry and call then they will answer like-- your address was not correct, our person came but could not locate your address..”, he said. Speaking to Nagaland Post, advocate and president of Nagaland Voluntary Consumers’ Organization (NVCO), Kezhokhoto Savi pointed out that several complaints were raised by online shoppers, such as failure by courier services to facilitate return of damaged goods, delay in delivery and non-delivery to the addressees. He said that the habit of courier services in the state by calling or sending text messages to collect the consignment is violation of consumer rights; instead it should be delivered door-to-door. Savi said that under the

consumer protection act, the case of courier services falls under the “deficiency in service” under Section 2(1)(g) of the act. He further pointed out in spite of the existing Food Safety and Standard acts programme under the department of Health and Family Welfare, the programme is not being effectively implemented. This is another violation of consumer rights, he added. While stating that the false claim of organic vegetables, stale meat and expired manufactured food products should be checked, Savi said such food products were being sold in the market. Noting that there was lack of awareness on consumer rights especially in rural areas, Savi informed that consumers could seek the intervention of Nagaland State Consumer Disputes Redressal Commission or District Consumer Disputes Rederessal Forum depending on the nature of the case.
