DIMAPUR/KOHIMA, JUL 11 (NPN): In a major tragedy and the first of its kind in recent memory, four persons including a minor were killed and five others injured when a portion of the 30-year old bridge linking NH 29 (Dimapur-Chumukedima) with Niuland collapsed at around 4.35 p.m. Tuesday. Police informed that two females and two male (non-Nagas) including a minor were killed after the RCC Steel Girder Bridge collapsed. The deceased have reportedly been identified as Jamshed Ali, Shahid Ali, Rohida and Suriya. Eyewitness accounts said the bridge, shook after one of the two piles (towards CISHR) began to tilt and causing stress on the truss and the deck. When the deck gave way, a Tata mobile was in front followed by auto rickshaw and two Tata mobiles and a Maruti Ecco. Due to the collapse, the auto crashed on to the Tata mobile in front and was itself crushed from behind by the other vehicles. All inmates in the auto died as a result of
JCC reiterates revocation of Nov 24 NLA resolution Staff Reporter
DIMAPUR, JUL 11 (NPN): Joint Coordination Committee (JCC) on Tuesday adopted several resolutions among which the body reiterated the demand for revocation of the November 24, 2016 NLA in the forthcoming NLA session, which had allowed holding of ULB polls with 33% women reservation. The other resolution was demand for payment of compensation to the injured persons in Longleng during the January 31 police firing. Addressing media persons after a lengthy closed door meeting with the representatives of various apex tribe bodies at Chakhesang Hoho building here, JCC convenor Supu Jamir said that the resolution was adopted based on the advice of tribal hohos. Supu hit out at the state government for ignoring their plea and for not taking up the issue during the last special assembly session. KOHIMA, JUL 11 (NPN): Nagaland Governor, P.B. Acharya on Tuesday directed chief minister, Dr. Shürhozelie Liezietsu to “obtain vote of confidence” on the floor of the Nagaland Legislative Assembly on or before July 15, 2017. This was stated in a communiqué issued by PRO to Governor. PRO said that the directive comes following the claim submitted by former chief minister, T.R. Zeliang to form the new government stating that he commands support of 34 MLAs and seven Independent MLAs of the NLA. PRO has also refuted the reports circulating on social media that the Governor had issued directive to postpone the floor test in view of the forthcoming Presidential election slated to be held on July 17. Meanwhile, chief minister Dr. Shürhozelie Liezietsu in a letter dated July 11, to the NLA Speaker, Dr. Imtiwapang stated that that the question of summoning the State Legislative Assembly on or before July 15 to hold the vote of confidence does not arise since the cabinet had not recommended the same to the Governor. He said the Governor
had issued the directive based on the request submitted to him by a group of legislators led by T.R. Zeliang. Citing the instance of Nabam Rebia and Bamang Felxi Vs the deputy speaker of Arunachal Pradesh Assembly, Dr. Liezietsu maintained that the Supreme Court had “clearly laid down that the Governor has no authority on his own to summon, prorogue or dissolve the Legislative Assembly.” In this regard, Dr. Liezietsu said that the Governor can only do so on the aid and advice of the council of ministers headed by the chief minister. “This being the inescapable position of law, since the council of ministers has not advised the Governor to summon the State Assembly, the question of summoning the assembly on or before July 15, 2017 does not arise,” the chief minister reiterated. Dr. Shürho files nomination: Nagaland chief minister, Dr. Shürhozelie Liezietsu, who filed his nomination on Tuesday for the 10-Northern Angami-I bye-election scheduled to be held on July 29, expressed confidence that the NPFled DAN-III will complete its full term.

DIMAPUR, JUL 11 (NPN): The state cabinet, at a meeting held in the residential office of the chief minister on July 11, discussed the letter from the state Governor received on July 11, asking chief minister Dr. Shürhozelie Liezietsü to obtain vote of confidence on the floor of the house on or before July 15,2017. According to a communiqué issued jointly by chief minister Dr. Shürhozelie Liezietsü and cabinet secretary Pankaj Kumar, after due discussion, the following were the considered views of the cabinet: 1.That the present dissidence within the NPF legislature was caused by dissident MLAs for change of leadership and so an internal party affair. There is no split in the NPF party and it supports the present council of ministers headed by Dr. Shürhozelie Liezietsü. The
cabinet maintained that the party and the council of ministers collectively endeavour to resolve the internal party problem. 2. That those dissidents camped in Kaziranga under T.R. Zeliang demanding change of leadership were still NPF members and though as many as ten(10) have been suspended, yet they were still bound by their membership of the party and have no separate legal identity in the assembly. Therefore, the dissidents have no legal right to ask the Governor to effect change of leadership, an issue that could only be taken up in the official meeting of the NPF legislature party. Thus, they cannot demand summoning of a special session of the assembly to resolve an internal party matter. 3. On the Governor summoning the Legislative Assembly, the cabinet was of
the firm opinion that there was no such justification for an emergent session to discuss or resolve the internal affairs of the NPF party. 4. On summoning of the assembly on or before July 15, the cabinet made a reference to the ruling of the Hon’ble Supreme Court (para 26) of the said judgment ruled “ ... in such view of the matter, we are satisfied in concluding that the Governor can summon or prorogue and dissolve the house, only on the aid and advice of the Council of Ministers with the chief minister as the head. DIMAPUR, JUL 11 (NPN): Former chief minister of Nagaland, TR Zeliang, has refuted the claims made by School Education & SCERT and NPF spokesperson, Yitachu that Dr. Shürhozelie Liezietsu offered him the office of chief minister but he declined the offer. Zeliang, who issued a statement as leader of NPF Legislature Party and chairman DAN, said that the statement of Yitachu was “a concoction of untruths as well as facts, the latter being in lesser quantity.” He stated that on July 7, 2017, an emissary of the NPF party spoke to him over phone, when he almost reached Kaziranga, requesting him to return to take over the office of the chief minister, which Dr. Shürhozelie was willing to relinquish with conditions. The major condition, Zeliang said was that some of the MLAs have to be left behind, and a reunion with Dr. Shürhozelie effected. Will abide by number game: TR Zeliang who had staked claim to form the new NPF-led DAN government on Tuesday said he had the numerical strength of 44 MLAs now (37 NPF and 7 independent). M&PB said that DAN chairman was head of the coalition of political parties and accordingly the chairman was appointed by the political parties and not by legislators as the MLA believes. Expressing shock and profound grief over the loss of four precious lives and injuries to others, the cabinet during an emergency also directed the government to setup an inquiry to be conducted by the secretary (Law & Justice) into the circumstances leading to the collapse of the bridge and loss of lives and injuries and to recommend suitable measures for prevention of such incidents in future.

cupy the chair in the first place, but was forced by the legislators to occupy the seat “when it was too hot for any of them to occupy.” “They all know that the Chief Minister is the sacrificial lamb,” it added. Further, M&PB said it would be “most ungracious” to allege that the chief minister, who was called in to save the party-led government barely five months back, was greedy for power, especially when he had invited TR Zeliang to come back and take over the government. It said Merentoshi, MLA, himself being a former cabinet minister, ought to be aware that governments never sleep. “Be it a Sunday, day or night, governments have to take decisions,” M&PB said, adding that if the chief minister was pleased to terminate the services of some of his cabinet colleagues or parliamentary secretaries, they were no longer entitled to the perks and privileges that go along with the offices they oc-
cupied. It stated that once they were not entitled to those privileges it would not be ethical on their part to continue availing the facilities. M&PB said it would be appropriate if “dispossessed” legislators voluntarily surrendered their official vehicles along with drivers and security guards instead of threatening bureaucrats from carrying out official duties. Meanwhile, M&PB said that as per collective decision of the party, Dr. Shürhozelie on Tuesday filed his nomination papers for the bye-elections scheduled for July 29. In this regard, the NPF said the Model Code of Conduct was in force, adding that the election process and laws governing the same envisaged free and fair conduct of elections. “This means that persons are barred by law from inducing electors to vote for or against a particular candidate,” it said. M&PB said the govern-
ment was also bound by those laws and as such, during the pendency of elections and until its conclusion, no action could be taken either through government processes or through individual acts that could affect fair and independent conduct of elections. M&PB said that individuals and legislators too must realise that they have to refrain from making statements about the unseating of present chief minister, who himself was NPF candidate, until conclusion of election process, since it could influence the outcome of bye-election. Further, M&PB said that party MLAs would be liable for disciplinary action to the extent of disqualification as negative campaigning by party MLAs against the party candidate, who is also the sitting chief minister, would amount to voluntarily giving up one’s own membership of NPF party under the 10th Schedule of the Constitution.
Talking to media persons outside DC’s office, after filing his nomination, Dr. Liezietsu said he was not ambitious and maintained that he was ready to pave way any day if the government was unstable. Upon his re-entrance in politics when asked whether he looks forth for next 2018 state general election, he said it will be too early to comment. When asked about the directive by Nagaland Governor, P.B. Acharya to hold the vote of confidence in the house on or before July 15, he said the present the political crisis was “an internal NPF family issue and that they will try to solve the problem with mutual understanding among themselves.” Dr. Liezietsu was also optimistic that the MLAs will return soon and join his fold again. Meanwhile, Dr. Liezietsu informed that his son Khriehu Liezietsu was nominated as his stand-by candidate. The chief minister was accompanied by Rajya Sabha MP, K.G. NSF clarifies on July 8 programme
DIMAPUR, JUL 11 (NPN): Naga Students’ Federation (NSF) has given its clarification over the issue concerning the felicitation programme for HSLC held on July 8, the day of Tuluni festival, facing flak from Sumi student bodies. In a letter to Sumi Kiphimi Kuqhakulu (SKK) president Ninoto Awomi, NSF general secretary Imtiyapang Imsong while explaining the sequence of incidents, said that the NSF executives during its 1st executive council meeting on June 26, among other issues, discussed on the date for the felicitation programme. Considering the convenience of the students, NSF said the house resolved to organize the programme on second Saturday, July 8. NSF said that the date chosen for the felicitation programme was “not intentional to hurt the sentiments of Sumis in general and the SKK in particular.” (Full text on p-6)
DUCCF reminder on clean election campaign
DIMAPUR, JUL 11 (NPN): Dimapur Urban Council Chairmen Federation (DUCCF) has reminded colony councils and chairmen to form the Colony Clean Election Committee (CCEC) and carry out the general meeting in support of clean election campaign within the month of July. In a press release, DUCCF information & publicity secretary, Simon Kelio, stated that the forum at its emergency general meeting held on July 10, 2017, has decided to extend the last date for those urban colonies that were yet to conduct clean election meeting. The forum stated that the exercise must be completed on or before July 31, 2017. It also informed that every colony must submit a report and a copy of CCEC members name and contact numbers to DUCCF office before August10, 2017.
BJP clarifies on report
DIMAPUR, JUL 11 (NPN): Reacting to the statement by Khuzoluzo Azo Neinu, that the BJP had reaffirmed to support Dr. Shürhozelie Liezietsu, the Nagaland BJP unit termed it “an individual comment only.” In a press note, BJP unit media cell said that the “so called DAN meeting has not passed any resolution to that effect.” It clarified that the BJP unit has been maintaining neutrality as DAN coalition partner, since the present crisis was an internal problem of NPF.
