KOHIMA, JUL 12 (NPN): The 12th Nagaland Legislative Assembly created a record of sorts when, on the opening day, Tuesday, it concluded business in just 15 minutes and leaving visitors wondering whether an “opposition-less” assembly of all members being part of the “all-party government” was actually healthy for democracy. After DAN-III evolved into “ an all-party government” last year, the winter session witnessed a short 30minute proceeding. On the opening day, minister of Social and Security Welfare Kiyanilie Peseyie presented a bill with a very long title: “The Nagaland Salaries, Allowances, Other Facilities of the chief minister, Other Ministers, Speaker, Leader of Opposition, Deputy Speaker and other Members of the Nagaland Legislative Assembly/Parliamentary Secretaries and Pensions for Ex-Members Act, 2005(Fifth Amendment) Bill,2016. “ The hike means that both the chief minister and Speaker will now get Rs.1,22,000 per month inclusive of all allowances while the deputy speaker , ministers and leader of opposition will get Rs.1,07,000 each inclusive of all allowances. Anomalies in land acquisition DIMAPUR, JUL 12 (NPN): RTI applicants who sought information under Land Acquisition and Requisition Act during the last ten years have alleged that various authorities in the government had been “grossly mismanaging all possible opportunities” of the government for “selfish aggrandizement” at the expense of the public exchequer. RTI application filed by five former presidents of All Sumi Students Union (SKK) revealed that the government of Nagaland had acquired the land/plots numbering to 273 for different departments for various developmental projects during 2006-07 to 2015. In a press release, five former presidents of SKK including Aheto V. Yeputhomi, Hukavi T. Yeputhomi, Kitoho S. Rotokha, L. Khevishe Achumi and S. Zhevihe Sumi stated that out of the total land/plots acquired, 162 were either paid or compensated duly amounting to a staggering amount of Rs. 320,43,34,909 (Rupees three hundred twenty crore, forty three lakh, thirty four thousand, nine hundred nine). The signatories said plots/land numbering to 111 were either yet to be paid/compensated or did not provide information by the concerned authority. “For such dereliction, appropriate step had been initiated against the authorities who have failed to comply including Deputy Commissioner, Peren,” they said. Explaining the object and reasons in a statement, the minister SS&W said salaries of state assemblies in most states were enhanced and that the hike will not make NLA members receive the highest salary . The pension was also needed to be brought at par with the ex-IBMs and for which the bill was prepared with concurrence of the justice and law department and concurrence of finance department and administrative approval. The financial implication of both existing and ex-members including family pension will be Rs.1,57,30,000 per month and Rs.18,87,60,000 per annum or an increase of Rs.67,05,500 per month or Rs.8,04,66,000 per annum. NLA Speaker Chotishu Sazo said that consideration of the bill would be taken up on July 14 and any amendment to be made submitted before 12 noon on July 13. Sazo also informed that discussion and voting for the demand for grants presented by leader of the house and chief minister T.R. Zeliang for regularization of excess expenditure for the year 2011-2012

would be held on July 14. Earlier the session began with the obituary references of former NLA member Late R. Lisen by speaker. A two-minute silence was observed by the members in respect of the departed soul and said obituary note would be conveyed to the respective family members through the commissioner & secretary NLA.

SJC university bill

Parliamentary secretary of Higher and Technical Education, Deo Nukhu tabled the ‘St. Joseph Catholic University (Nagaland) Bill 2016’. The objective of the university is to establish and incorporate a private university in the state with emphasis on providing high quality and industry relevant education in the areas of accounting, financial analysis and management, business management, applied sciences, engineering and technology, agriculture, architecture, law, education, medical sciences and related areas approved by university from time to time, sponsored by the DMI foundation Nagaland. In the memorandum of financial implication it was mentioned that “the establishment of St. Joseph Catholic University (Nagaland) shall not cast any financial obligation in any manner on the government of Nagaland or its agencies. This act and the regulations shall be exclusively borne by the university”.

Irate United Village block NH-29 Staff Reporter

DIMAPUR, JUL 12 (NPN): Hundreds of residents from United Village on Tuesday blocked NH-29 near DC court junction here with stones and burnt tyres after they were prevented by IRB, police and district administration from proceeding towards the Daldali Reserve forest. Traffic was disrupted for nearly two and half hours (6:30 am to 9 am) as the residents mostly armed with machetes burnt tyres in the middle of the road. Wooden structures were also used to barricade the road. No casualty was reported in the incident. One of the resident told Nagaland Post, that they were discontented on the state government for not taking requisite action on AssamNagaland border issue. State government had barred the people from this village from taking up construction works in the area on numerous occasions. However, United Village claimed that since village was established adjacent to Indisen village they should be allowed to carry out construction works. Moa also said that Daldali Reserve Forest was “officially Nagaland state government claimed area” and did not fall under Disturbed Area Belt (DAB). NESMS approaches CIC over SVC responds to ACAUT’s allegation ‘false info’ furnished by PIO DIMAPUR, JUL 12 (NPN): Nagaland Ecological & Sanitation Management Society (NESMS) has submitted complaint to the Chief Information Commissioner (CIC), Nagaland Information Commission (NIC) against PIO of the National Rural & Health Mission (NRHM), Directorate of Health & Family Welfare, for furnishing of ‘false information’ and failure to provide information within stipulated time of 30 days. In a complaint to the CIC, the NESMS managing director and social activist S. Lepzung Jamir pointed out that an RTI application was submitted on April 15, 2016 and the applicant waited 62 days for NRHM authority to furnish information. The complaint stated that the PIO also did not communicate in any form to the applicant the reason for not furnishing the information on time. Therefore, the applicant filed the first appeal to the first appellate authority (FAA), the principal director of H&FW, Kohima on June 16, 2016, requesting to give necessary direction to the PIO

concern to furnish the information as stated in the RTI application. It stated that on June 18, 2016, the applicant received information from the NRHM authority, but information furnished in serial No.1, 2, and 3 was “totally false information”. In this regard, the applicant urged the NIC to immediately act upon the authority and impose penalty against the PIO, officers and staff involved in handling the case. The applicant also requested NIC to direct the NRHM authority to furnish the right information as soon as possible. Information that was sought included incumbency list of ANM, GNM, lab technician and such other posts lying in the entire community health centres, sub centres and district hospitals from Grade I - Grade-IV; detail list of various post appointed under NRHM through departmental examination conducted by the department and detail list of fund sanctioned by the state and central governments for NRHM for various proposes.

DIMAPUR, JUL 12 (NPN): Reacting to the allegation by ACAUT, terming the State Vigilance Commission (SVC) as a decorative arm of the State, the director & DIGP, Vigilance & Anti-Corruption Police, I. Meyionen in a rejoinder said that such statement was uncalled for. SVC, while acknowledging the concern expressed by ACAUT regarding issues that needed the attention of the Commission, pointed out that the Commission has been investigating 90 cases (regular and preliminary enquiries) including SIT cases that require involvement of a good number of officers in every case. As investigating team required touring various districts to probe cases, SVC however, said it had the strength of only 13 IO, 11 Assisting IOs and three SO including the director for the whole State. On fuel adulteration scam, SVC said it had taken serious note of the issue. Stating that since investigation could be on full swing with two FIRs were already lodged

by Dimapur police-- one at Diphupar P.S and the other at West P.S Dimapur, SVC clarified that as per the policy of the state government, no parallel investigation can be carried out for a particular case, as the law also prohibits the same and not practical as mentioned. As regards to Excise department case in 2014, the Commission said it had investigated the case and the findings and recommendation of the Commission was communicated to the department for necessary action. Accordingly the department acted by serving administrative warning to one deputy superintendent of Excise and one Inspector, while an inspector was censored. It said that the Commission also noted the poor maintenance of record by the department and recommended that the Excise department streamline the maintenance of all official records. NSF seminar on education system in Nagaland Correspondent

KOHIMA, JUL 12 (NPN): With the objective of improving the present education system through discourse from different individuals and professionals, the Naga Students’ federation (NSF) organized a seminar on education system in Nagaland at Hotel Japfü here Tuesday on the theme “generating improvement through research educational system of Nagaland”. In her address, state college of teacher education (SCTE) Kohima principal Dr. Bendangyapangla stressed the need for coordination between the different levels of education in the state for curriculum planning and introducing of vocationalisation at the secondary level. She reminded that learning should not be text-book centric but its content should be made relevant to the sociocultural, politico-historical, and geographical context of the learners. Expressing concern over the absence of research-based planning and

development in the state education system, SCTE principal suggested that school education should establish linkages with other departments by introducing choice based credit system at higher secondary. Dr. Bendangyapangla said Nagaland needed a common executive and administrative heads where the system of management needed to be decentralised, giving community responsibility in management to strengthen the system. She opined that PPP mode in school education could be considered and funding to institutions could be made on performance-based. Challenging the gathering, she said “is our education system preparing the children to face the challenges and opportunities of the world in which they would live and grow?” NBSE controller of examination, Rangumbuing Nsarangbe, in his presentation on secondary and higher secondary education in Nagaland, highlighted the result of HSSLC and HSLC for the last 10 years with some analysis and

observation. Sharing one of his observations, Nsarangbe said the teaching profession was being taken very lightly in Nagaland. He said teachers once appointed should be responsible for the children’s education and shared his opinion that private school teachers needed to be given more incentives in terms of pay and allowances. Nsarangbe said some of the concerns of education system in Nagaland were less interaction by the students to the teachers, neglecting maths and science subjects, teachers’ qualification and parents monitoring the children’s education. University of Hyderabad, Department of Philosophy, assistant professor, Dr. Venusa Tinyi, one of the resource persons, in his speech on “education and identity”, said Nagas needed to learn the critique of “our own culture” and “appreciate our own culture”, which, he said was lacking. He said “our stories will have to become a part of our identity and mode of existence.” Lamenting the poor education system, he said Naga

youth know more of others’ cultures than their own. He also stressed the importance of developing enough literature to “grow and develop our society.” Speaking on the topic “new approach to the curriculum and evaluation system in Nagaland state education”, NUEPA New Delhi Research scholar Lakpachui Siro said many scholars argued that the education system under the British colonial regime was to serve the interest of the colonial administration. He asked the gathering to ponder on whether the “present education system is addressing the purpose of education and if this system is transforming our children into better human being and a resourceful person.” Nagaland University controller of examination, Dr. Abemo, in his presentation, challenged the gathering to ponder over literacy rate of Nagaland, which was more than 86%, whether this rate was producing quality or quantity education. Massive 9.0 quake lurking under India, B’desh: Study DHAKA, Jul 12 (PTI): A huge earthquake may be building beneath Bangladesh, which can turn urban areas in eastern India into “ruins”, a new study has warned. Scientists said they have new evidence of increasing strain where two tectonic plates underlie the world’s largest river delta. They estimate that at least 140 million people in the region could be affected if the boundary ruptures; the destruction could come not only from the direct results of shaking, but changes in the courses of great rivers, and in the level of land already perilously close to sea level. The newly identified threat is a subduction zone, where one section of earth’s crust, or a tectonic plate, is slowly thrusting under another. All of earth’s biggest known earthquakes occur along such zones; these include the Indian Ocean quake and tsunami that killed some 230,000 people in 2004, and the 2011 Tohoku quake and tsunami off Japan, which swept away more than 20,000 and caused the Fukushima nuclear disaster. Up to now, all known such zones were only under the ocean; this one appears to be entirely under the land, which greatly multiplies the threat. The strain between the plates has been building for at least 400 years - the span of reliable historical records, which lack reports of any megaquake, said lead author Michael Steckler, a geophysicist at Columbia University.

No ban on dog meat consumption

DIMAPUR, JUL 12 (NPN): Reacting to reports that government of Nagaland was in the process of banning the use of dog meat as food in the state, the state government on Tuesday clarified that the Municipal Affairs Department had issued directives to the Urban Local Bodies to take care for animals and prevent cruelty to animals in the wake of legal notice. In a press release, secretary to the government of Nagaland, Maongwati Aier, however, stated that there was no proposal to ban the consumption of dog meat as a food item in the state.

NRMSATA calls off agitation

DIMAPUR, JUL 12 (NPN): Following an assurance from the mission director RMSA to clear two-month salary for RMSA teachers appointed under phase-I and one month salary for teachers appointed under phase II and III, Nagaland RMSA Teachers Association (NRMSATA) 2015-16 has “temporarily” withdrawn their proposed agitation with immediate effect. In a press release, NRMSATA further requested all its members not to seek any political assistance for any further change of their posting place as it directly or indirectly hampered the career of the students and obstacles in the smooth functioning. The forum warned that any teacher found to be irresponsible and negligent would be ousted from the association and would inform the department. It also thanked all concerned citizens, village education committees, student bodies and media for their support and co-operation.

Finance deptt reacts to report

DIMAPUR, JUL 12 (NPN): Drawing attention to the report carried in this newspaper, the Public Information Officer (PIO) Finance department, has clarified that the RTI application seeking information was received on May 24, 2016 and that only one of the applicants, took delivery of the reply on June 29, 2016 while the mobile of the other was unreachable. The PIO further disclosed that a portion of the query pertaining to Disaster Management was forwarded and the reply furnished to the applicants on June 21. It was also admitted that such instance of delays (as pointed out in the newspaper report) in obtaining replies arose due to unavoidable reasons but denied that the finance department remained mute to the RTI queries as reported.

MTLT discovers ‘bogus’ business body

DIMAPUR, JUL 12 (NPN): A day after AKM and MCCI brought to the light on the issue of “so-called ‘Weekly Bazaar’, Mokokchung Town Lanur Telongjem (MTLT) claimed to have discovered another “bogus” business organization that was running on “self-interests”. MTLT said that the sales executives (eight of them) of Hindustan Organization (Mokokchung Franchisee) were engaged in “door to door” selling and duping customers for selfish gain. MTLT said the trade permit issued by Mokokchung Municipal Council (MMC) does not allow ‘door to door’ selling. According to MTLT, they met the manager of the organization on July 11, 2016 and raised various issues and grievances faced by the customers. MTLT president, Imkummeren Jamir, general secretary, Taliakum Pongen and convener grievances cell, Along Imchen claimed that the sales executives asked customers to get registered since it was mandatory for LPG owners/customers. Interestingly, they warned a penalty of upto Rs. 2000 against to those who failed to comply. However, MTLT said upon enquiry for original documents validating the franchisee office in Mokokchung town provided by its head office (110/20, Selimpur Rd, Dhakuria, Selimpur, Kolkata, West Bengal 700031) or equivalent office with competent authority, the manager failed to provide so. DIMAPUR: One-day workshop for enforcement officers and anti-tobacco squad on harmful effects of tobacco and COTPA 2003 was held at Conclave Conference Hall, LCS Building, Kohima on July 12. According to DIPR report, state nodal officer (NTCP) and joint director, Health & Family Welfare department, Dr. H. Hotokhu Chishi and legal aid counsel, JJB Kohima, Akumla Longchari were the resource persons of the workshop. Speaking on ‘Hazards of tobacco’ Dr. Hotokhu informed that tobacco was the only legal product in the market that kills 50% of its users globally where India was the third largest producer in the world next to China and Brasil and the second largest consumer in the world next

to China which leads to largest number of oral cancer in the world resulting in 2200 deaths every day and 10 lakh every year due to tobacco use. As per GATS 2010 released by the Ministry of Health & Family Welfare, Dr. Hotokhu informed that Nagaland Tobacco Statistic shows an overall 57% prevalence of tobacco use- 26.3% cigarette, 11.8% Bidi and 45.0% smokeless tobacco. He highlighted the burdens of tobacco in term of health, economy and environment. In this regard, Dr. Hotokhu said Nagaland had got advantages since there was no agriculture or job shifting problem, no production and processing industry, no tobacco support lobby and moreover a responsive community; Christian majority.

Trg for supervisors held at Wokha DIMAPUR: Training on National Electoral Roll Purification (NERP) for supervisors was held at Wokha on July 12 at DC conference hall Wokha. According to DIPR report SDO (C) Wokha, Mhomo Tungoe encouraged all the supervisors to be sincere and diligent in executing their work as the exercise was coming to a completion. Training on role and duties for supervisors was given by AEO Wokha Toshimongba Longchar. The meeting was also attended by ADC Thavaseelan (IAS), SDO (C) Nchumbemo and EAC Hq Athrong. AEO, Wokha also informed that, special camp for addition, correction, deletion and transposition would be held in all the polling stations on July 17 by BLOs.

YWOK condemns

DIMAPUR: Yorübami Welfare Organisation Kohima (YWOK) has condemned the July 2 incident that appeared in some local dailies under the caption ‘TYO expels; Cautions’ where one Khone Lohe of Yorüba village was nabbed by Tsütuonuomia Youth Organisation of Kohima village on charges of theft. In a press note, YWOK in its “strongest term” condemned the act of robbery committed by Khone Lohe. The press note further informed that following the reported crime, the YWOK in a meeting resolved to expel Khone Lohe from Kohima with immediate effect vide YWOK standing resolution No. IV. Meanwhile, YWOK also expressed its regret for tarnishing the image of Yorübami in particular and the Chakhesang community at large.

AR conduct drug abuse awareness

DIMAPUR: 9 AR under the aegis of the HQ 5 sector conducted drug abuse awareness seminar in Pfutsero on July 11. According to AR, a lecture on drug abuse awareness was shared by Major. Rahul of D- coy. of 9 AR in Chakhesang Mission Higher Secondary School, Pfutsero. The programme was attended by more than 300 students, 20 staff and principal Thekhro Rova. Students were educated about the harmful effects of drugs, measures to eradicate drug abuse and the responsibilities teachers and parents have on their part.

He also added that it was not only the domain of Health & Family Welfare Department nor the District Administration but every individual to be a responsive to the cause and make Nagaland ‘Tobacco Free’ and ‘Smoke Free’. Akumla Longchari, who spoke on ‘Tobacco Control Act (COTPA 2003), highlighted the main provisions of the Act which included prohibition of smoking in public places, prohibition of advertisement of tobacco products, prohibition on sale of product to and by minor and specific health warnings on tobacco products. On the Law dealing with ‘Smoking in public places’, she informed that Central Government or State Government may appoint one or more persons to take action

against any person smoking in public places, which can be settled on the spot by the enforcement officer. She further highlighted the ‘Role of Enforcement Officials’ where the notified officers could conducts surprise checks and routine inspections at restaurants, hotels, government and other public buildings and transport and penalty could be imposed on violators. She also highlighted on the other laws beside COTPA’ and suggested various measures for effective implementation of the Act. Also speaking on the occasion, deputy commissioner Kohima and chairman, DLCC, Rovilatuo Mor, IAS, expressed optimism that the members had taken serious note of it and were clear about the harmful effects of tobacco through the workshop. To control the harmful effects of tobacco, DC informed that the first steps taken by the DLCC was making Kohima a Smoke Free City which was declared on April 28, 2016 followed by the guidelines and action plan laid by DLCC for effective Implementation of Smoke free Kohima city. He therefore requested all the enforcement officers to create awareness on the guidelines and take active part and initiative in their respective areas for the successful implementation of the smoke free city and create a healthy environment with equal participation. Earlier, district nodal officer, Dr. Arenla Walling , welcomed all the enforcement officers from different departments to the workshop.

RC to continue free heart surgeries DIMAPUR: Installation ceremony of the 45th board of directors of Rotary Club Dimapur (RCD) was held at Rotary Centre, Midland, Dimapur on July 9, with past Rotary International director and present chairman of Rotary India Literacy Mission, Rtn Shekhar Mehta as the chief guest cum installation officer. A press note by RCD secretary, Rtn Uttam Singh stated that during the programme, the chief guest informed that Rotary Internation would help Rotary Club Dimapur to continue its “Heart to Heart” programme under which children suffering from congenital heart diseases were operated free of cost. Rotary Club of Dimapur has been taking up the project of free heart operations of children for the last few years. DIMAPUR: To reduce littering of village roads with non-biodegradable items, Eco Clubs of Government Middle School (GMS) K. Khel, Viswema village decided to place few conical bamboo baskets in the main street of the village for waste disposal. A press note by GMS K. Khel teacher in charge stated that the bamboo baskets for the bins were made up of three internodes of giant

bamboo where the upper two internodes were split and arranged into a conical basket by wearing a spliced bamboo piece. The last internode is kept as hollow. A wooden peck of about two feet is inserted into the ground and the conical bamboo basket is placed on the wooden peck. To empty the waste bin the conical bamboo basket is lifted and its contents poured out. Eco Club members of

IMPHAL, Jul 12: Manipur, the first state in the entire Northeast to take up electronic fund transfer for government payments, is also among few treasuries in the country to have successfully implemented the National Pension System (NPS). According to director Th Kirankumar of the state directorate of treasuries and accounts, the state is the first state in the entire Northeast using Electronic Clearing Services (Credit) of Reserve Bank of India (RBI) in a big way in transferring government payments. For this achievement, the state treasuries and accounts directorate was awarded the “Jury Special Mention” (which

was the second prize) at the “2nd e-North East Awards, 2011 in a function held at RIELIT at Kohima of Nagaland on the November 25 2011. Addressing a news conference on Tuesday at DIPR complex Imphal, the director informed that the state treasury department is among few treasuries in the country to successfully implement the National Pension System (NPS). The NPS was introduced in the state for the government employees joining the state service on or after January 1, 2005. Till date, there are around 23,500 NPS subscribers in the state. “The directorate of treasuries & accounts ensures regular credit of contributions to

These hotels have failed to install a waste water treatment plant to ensure that polluted water are not released directly into the river

Assam budget to adopt participatory model G u wahati , J u l 1 2 (PTI): The BJP-led Assam government will follow a “participatory model” for preparation of the state budget this year, incorporating the general public’s suggestions into it. “We will be preparing a participatory budget. Earlier, only groups and parties were consulted for budget preparation. This year, we are inviting suggestions from the general public also,” state Finance Minister Himanta Biswa Sharma told reporters here today. An advertisement has been put in all newspapers of the state by the government urging people to send their

suggestions through an email address mentioned therein, Sarma said. The budget, to be laid in the state Assembly on July 26, will incorporate people’s suggestions wherever feasible, he said. “From next year, we plan to make people’s participation in larger number. The deputy commissioners of all districts will be asked to hold seminars and meetings with the general public and forward the suggestions to the government,” the minister said. On the criticism of the state government’s decision to increase VAT on certain consumables, he asserted that prices of concerned

commodities have not gone up as all these products are sold on the basis of MRP. The one per cent VAT increase has been absorbed in the profit margin at the producers’ end and not passed on to the consumers, Sarma claimed. Arunachal govt decides to give 6 pc DA Itanagar, Jul 12 (PTI): The Arunachal Pradesh government has decided to release six per cent Dearness Allowance (DA) to state government regular employees, pensioners and family pensioners from January 1 this year at par with central government employees. The decision was approved in a cabinet meeting held on Monday, an official release said here today. The cabinet under the chairmanship of the Chief Minister Kalikho Pul also approved for creation of 411 posts for establishment of the state’s first medical college of which 200 are posts

for faculty members and 211 for supporting staff. The Cabinet also approved the creation of 106 posts of different cadres for Arunachal Civil Secretariat under GA department as well as opening of 21 women police stations along with creation of 401 posts under various categories. The proposal for promotion of Constables to Head Constables under the Police Department was also approved. The cabinet also discussed the issues proposed for the 11th meeting of InterState Council scheduled on July 16 in New Delhi under the chairmanship of the Prime Minister.

CEM Ronghang assured that he will deal with the problems and complaints which include scarcity of water for use in the hospital, wiring and replacement of ceiling fans in patient wards, etc. He also stated that sixteen doctors, who were previously attached to the hospital but removed, will be brought back. Diphu July 12: Construction of Vothatlangso-Hamren Khanduli road contracted by NEC has completely stopped for past few months, said the dejected residents of the region. Residents in those areas lamented that people are more alert about Diphu-Manja road but no one raises the issue of VothatlangsoKhanduli road. “The people are having a tough time due to this road which is in a dilapidated condition. Contractors were changed every now and then but no work development is seen. Apart from Napoleon Kathar, other contractors are rarely seen on duty”, the villagers stated. Residents of the region stated that the road construction was suspended days before Assembly elections and most of the completed portions are damaged due to unseemly construction. Mention can be made that foundation stone for the construction of the said road was laid by MLA Joyram Engleng when he was holding the post of CEM way back in 2012.

SETAN submits 4-point demand to state govt. DIMAPUR: Special Education Teachers Association of Nagaland (SETAN) has submitted a four-point demand to the government requesting to look into the demands and take necessary arrangement within 20 days. In a memorandum addressed to the commissioner & secretary, school education, the SETAN president T.S.Honwang Konyak and general secretary Atoka Sumi demanded that no fresh appointment be made until all the in-service special education teachers (SETs) were absorbed and streamlined. Further, SETAN demanded that extension of all the SETs be given from February 2016. It also demanded that some ample time be given to untrained SETs for in-service training. Lastly, the association appealed that salary of the special teachers be equivalent to normal graduate teacher after training as per the guidelines of the Rehabilitation Council of India. SETAN alleged that the special education teachers of the state were one of the most neglected government employees with no clear policy or sets of standards instructed upon them. Since their appointment, the association said there has always been perplexity in the implementation and execution of definite work objectives. Nonetheless, it said the special education teachers dutifully discharged the responsibility entrusted to them with full commitment. However, SETAN alleged that the government was giving them all kinds of reasons to undermine and lay them off, which, it said was “a high case of human right violation.”

New Delhi, Jul 12 (IANS): Congress vice president Rahul Gandhi has called on secular parties to unite to take on the Bharatiya Janata Party (BJP). Mr Gandhi told a gathering of leaders of different parties and Muslim groups in New Delhi that Prime Minister Narendra Modi and the RSS were dividing the country both on religious and caste lines. “It is easy to divide the people but rather difficult to unite them,” he said at an Eid Milan reception hosted by Jamait Ulema chief Maulana Arshad Madni on Monday night. The event was attended by leaders of political parties including Ajit Singh (RLD), Sharad Yadav (JD-U), Sitaram Yechury (CPI-M), Atul Kumar Anjan (CPI) and Sanjay Singh (AAP) as well as heads of Jamaat-e-Islami, Jamaat Ahle Hadees, Muslim Majlis Mushwarat and the Barelvi sect chief Maulana Tauqeer Reza. At least a dozen Congress leaders from Uttar Pradesh were present at the meeting besides Ghulam Nabi Azad, who is in-charge of the state. Mr Gandhi said a division of the secular vote had helped the BJP to consolidate its political gains. “If we have to defeat communal forces, we need to get united,” he said, addressing Ajit Singh and the others. Expressing regret over the loss of lives and injuries in the clashes in Kashmir, UN chief Ban Ki-moon has called on all parties to exercise “maximum restraint” to avoid further violence and hoped that all concerns would be addressed through peaceful means. “The Secretary-General is closely following the recent clashes in Kashmir. He regrets the reported loss of dozens of lives and the injuries to many others,” a statement issued by Ban’s spokesperson said here. The statement said Ban “calls on all parties to exercise maximum restraint to avoid further violence and hopes that all concerns would be addressed through peaceful means”. Earlier during the daily briefing on Monday, Ban’s spokesman Stephane Dujarric said the reports of the clashes in Kashmir, in which about 23 people have been killed so far and over 250 injured, “are of concern to us”. Dujarric also rejected remarks by a Pakistani journalist that the UN chief, who had earlier in the day addressed the press on the situation in South Sudan, had “brushed aside” the Kashmir issue and was not taking note of the situation there. “I think no one is denying that we are concerned about the situation in Kashmir. The fact that the Secretary General did not raise it as he did not raise many other critical situations around the world does not mean that he is brushing anything aside,” Dujarric said. Tensions are rising in Kashmir where clashes have broken out between protesters and security personnel following the killing of Hizbul terrorist Burhan Wani last week.

Srinagar/New Delhi, Jul 12 (IANS): Prime Minister Narendra Modi on Tuesday appealed for peace in Jammu and Kashmir where more than 30 people have been killed in widespread protests after the killing of militant commander Burhan Wani. Modi chaired a highlevel meeting in New Delhi and voiced concern over the incidents of violence in the Kashmir Valley, where curfew continued for a fourth consecutive day. “Prime Minister has appealed to the people of Jammu and Kashmir to maintain calm and peace so that normalcy returns and no innocent lives are disturbed,” Minister of State in Prime Minister’s Office Jitendra Singh told reporters after the meeting. The meeting was attended by Modi’s senior cabinet colleagues. In Kashmir, amid curfew in most parts of the valley, the authorities grappled to control continuing violence that has also left nearly 1,400 people wounded, many seriously, in clashes between thousands of protesters and security forces. Recurring racism

t appears that despite all the media publicity highlighting the plight of people from the north east in Delhi and despite the positive response of the central and Delhi governments, crimes against the north east community continue. In the latest, Monika Khangembam, from Manipur got unwanted publicity the wrong way when she became another victim of racial prejudice at the hands of immigration officials at Indira Gandhi International Airport on July 10, Saturday night. Narrating the incident on her facebook, Monika wrote that at the immigration desk at IGI the male allegedly hurled racist remarks at her when she was on her way to Seoul for a conference. When she produced her visa and passport, the immigration official smirked at her and asked her how many states comprised the country, in an apparent bid to “know her Indianness”. She alleged that a female official at the adjacent counter was giggling while the male officer paid no heed to her saying that she was getting late for the flight. The incident only served as a bitter reminder that racism continues in the national capital. The shocking behaviour of the immigration official also typifies what the people from the north eastern part of India have been experiencing in New Delhi. Besides the spate of crimes against women and girls from the north east, the community also experience a total lack of concern and often, uncooperative and even hostile attitude by the majority society. There have been many incidents of racial bias in Delhi and the reluctance of Delhi Police to crack down on crimes against people from the north east has only added to the woes. These racial abuse faced had also taken fatal form when several north east people were murdered in Delhi. What these deaths have in common is that the victims were all from the north eastern part of the country, who had a “particular” physical appearance, and were seen as outsiders in the places they died. These incidents have been read as a symptom of the pervasive racial discrimination that people from the region face in metropolitan India.It happened in the past even in Bengaluru, a city that is rated as the most liberal cosmopolitan city in India. There is no denying the fact that Indians, by and large, are racist in so many obvious ways, but will hotly deny any such slur on their “national character”. It appears that racial profiling is a problem with north Indian society and this needs to be seriously addressed by the centre and other north Indian states. African students and tourists often complain of experiencing racial prejudice while in India. Ironically, most Indians see racism as a phenomenon that exists in other countries, particularly in the West, and without fail, see themselves as victims. They do not see themselves harbouring (potentially) racist attitudes and behaviour towards others whom they see as inferior. It is also prevalent to some degree even in the north east where mainlanders or ‘outsiders/non-locals’ often face some hostility. However, unlike in other parts of India, the north east region has a sizeable population of mainlanders who have been accepted as part of society. If the problem of biasness among the local people of Delhi is not tackled through effectively, the slogan of unity in diversity proclaimed from the ramparts of the national capital would sound more hollow each time victims are chosen on the basis of race etc.

Am I building up the body of Christ, or am I only concerned about my own personal development? To fulfill God’s perfect design for me requires my total surrender— complete abandonment of myself to Him. Whenever I only want things for myself, the relationship is distorted. And I will suffer great humiliation once I come to acknowledge and understand that I have not really been concerned about realizing Jesus Christ Himself, but only concerned with knowing what He has done for me. Assu Isak Chishi Swu: an immortal icon P eople realize the real value of a person only after they’re gone. One’s true worth transpires or surfaces only after they become a memory. For a great leader like Assu Isak Chishi Swu who believed in relationships greater than the problems, losing him is not only a loss for a particular tribe or faction but for the whole Naga people. It is an end of an era in the history of the Naga Movement. Assu Isak Chishi Swu’s dead came as a jolt to the collective conscience and emotion of our people and has send shockwaves throughout the Nagas living around the world. Assu Isak’s life and his passing away mark an important historic phase of the Naga National Movement. The greatest inherent factor of the great leader is not only the personality but humility. Assu Isak was denied what he deserved by many of his adversaries while he was alive but those who denied him that too wept along on his demise. Hate them or love them, but we cannot ignore that he along with Th. Muivah took the Naga Cause to newer heights on the world stage and international recognition. As humans,they too surely had their own shortcomings and mistakes but the enormous sacrifices they made for the Nagas is remarkable and noteworthy which can never be denied.His departure leaves an irreplaceable vacuum as he left us during this crucial juncture when his presence was so much needed than before as he had been throughout his life. Maybe many felt his presence never mattered and thought it never made any difference but today we are proved wrong by his absence. Like salt we fail to notice its presence but become completely aware of its absence only when it is not there. Today his absence causes more than mere heartaches, pain and sadness but of a great emptiness and a very huge void not only among the Sumis but to every

Nagas beyond Nagaland. Everyone has grieved immensely and expressed the deepest sorrow over the demise of this great leader Assu Isak Chishi Swu. A noblest soul, a God’s servant, a freedom fighter to the fullest, a truest patriot, a visionary leader, an inimitable man of principles, Late Assu Isak Chishi Swu has left a irreplaceable vacuum with his extremely rare and exceptional qualities of a soldier, missionary, guide, philosopher and an astute statesman. In losing him Nagas has lost one of its greatest sons of the soil. He will always remain as one of the greatest source of inspiration to many and an exceptional leader among the Nagas who was the rarest among the rarest. He was a man who placed God above everything. For him the Nation came before anything even before his own family and his own community. Now after he has left, the rise of unpredictability increases in these rapidly changing dynamics of times and continuous upheavals of our long running Naga Movement. Great achievements require great sacrifices and Assu Isak without any doubt was one such person. Assu Isak’s death has made us realize Nagas need more of emotional unity and social integration and we need to be more calculative and wiser in our decision makings while navigating through the choppy and murky waters of divisions and hatred within us. Our worries have only seemed to exacerbated by the uncertainties of turmoil and seem more difficult in charting a way through this hard road of a long drawn conflict with the passing away of this great legend. He gave his all and stayed completely focused on what mission he started out till the end of his life’s journey. True leaders take responsibility instead of always blaming others and he was one of them. He was one strong personality to stand alone when the time demanded. He

was his own self to stand apart when situations compelled. To lead people you need to walk behind them was thus exhibited by this man. Great leadership isn’t shaped in the absence of opposition but in the presence of it and he proved it. Great leaders draw us to them with their universal humility and he was truly one of them. They derive clarity of vision inspite of the chaos and amidst extreme difficult circumstances or through turbulent phases and the test of times. Assu’s life was completely different from the multitude of today’s many questionable leaders who without any clear political and ideological vision,where amassing of personal wealth and glory has become a priority much to the channelizing in the growth of anger and resentment from the common masses. His enemies shed their tears and expressed their sorrow alike how his friends did at his passing away. The people who hated him and despised his ideology and policies while he was alive grieved along too with those who loved him and started missing him from the moment the news spread that he was no more. Assu Isak was a devout,God-fearing humble soul never complained about the silent attempts to discard and deny him the status of fatherly figure and an icon of the Naga Movement all his life but all that were due to him came as he left this world. Even his adversaries became forlorn, gloomy and sorrowful when they learnt that this great son of the soil was no more. Such things are rare, very rare. He relied on God as his source of strength and guide in the complexities and dilemmas he battled. Now how many more Assu Isak do we have? Or will we ever have? Maybe we will never. Nagas need to pragmatically think over it and must thoroughly introspect and retrospect. The realization of how Assu Isak’s presence mat-

tered a lot came a little too late to the Nagas only after he was gone. The worst thing we Nagas can do to ourselves and against the dream of this great man is destroy ourselves with our narrow nationalism. The video clip of him strolling around the lawn in a wheel chair and singing ‘Sailing for Home’ made me shed tears and it sure did to many who have watched it. His failing health in the ever growing challenging situations for over a year did not even bother to awake our conscience. The sad consequence of losing such a great outstanding leader as Assu Isak after battling for his life for quiet sometime makes us now to ponder if only we should have given him his due share of credit while he was alive too like we did after he passed away. Men make history and not the other way round. Throughout the ages, where there is no leader, society stands still. Progress occurs only when courageous and skillful leaders seize the opportunity to make things for the better. The Naga Nation today is certainly not what our great leader like Assu Isak Chishi Swu must have dreamt of. The picture that emerged from the long bloody conflict of nearly six decades maybe potentially great but now completely in state of disarray and chaos. Nagas now suffer from a fatty degeneration of conscience and dissolution of our moral values. The soul of great leaders like him will rest in complete peace only if we relearn and live the values to which they stood for. Farewell Assu. You have lived well. Today our land has become a land of story-tellers, story-tellers of your great heroic deeds. You are a true legend. You are a true hero. Legends never die. Heroes live forever. You have left behind a great legacy of true patriotism that will be forever engraved in our minds and hearts. Jonah Achumi.

Representation to home minister Rajnath through governor of Nagaland (Mysterious demise of Sepoy Vezota Vasa of the Jat Regiment at Bareilly (UP) on 23rd of June, 2016 and necessary investigation thereupon.) Hon’ble Sir, There have often been reports of Naga boys being harassed and meted out undue humiliation after joining various professions in the mainland and one such case was the result which led to the demise of one Sepoy Vezota Vasa of Jat Regiment at Bareilly (UP) on 23rd of June 2016 which is a case in point. The demise of late Sepoy Vesota Vasa was communicated to his father on 23rd of June 2016 by Colonel Jeevan and to which Shri.Vekhwutso Vasa, father of Late. Vezota Vasa requested the Colonel to keep the post mortem in abeyance until his arrival at the Jat Regiment Centre, Bareilly (UP). The following day, Shri. Vekhwutso Vasa along with his family members reached the Centre at 0115 hrs and insisted to see the dead body of his son late Sepoy Vezota Vasa which to their shock and dismay was denied permission by the authorities in the Centre. It was only at around 0900 hrs, they were permitted to see only a partial sight of the body in which they noticed only the forehead and half part of the chest which was stained with blood. It was agreed upon with the authorities that the family would do the honour of cleaning the dead body of their beloved son at 1800 hrs to 1900 Hrs and put on the necessary garments as their last duty and respect to the mortal remains of their beloved son Late Sepoy Vezota Vasa. However, to their dismay, the authorities had already cleaned up and wrapped the dead body and placed it in the morgue without the family members having to witness it totally in contradiction to their under-

standings reached. It is clear that the first person to have witnessed the dead body of Late Vesota Vasa at 0530 hrs on 23rd of June 2016 is said to be one, Sepoy Ajay Kumar according the FIR lodged by the Regimental Centre. The incident was reported to the Barrack after a gap of 40 minutes and this automatically raises the question as to why such a matter of grievous nature was reported after such a long gap of 40 minutes when the toilet where the dead body was found is learned to be located only 12 feet away from the Barrack. Further, the family’s desire to meet Sepoy Ajay Kumar was totally denied upon and the response to given to the queries of the family by the Barrack mates were very casual and lackadaisical. The photographs available with the Police, clearly indicates that it is not a matter/ case of suicide as claimed by the authorities. Contrary to their claims, there appears to be deep connivance of conspiracy and foul play in the tragic death of late Sepoy Vezota Vasa on 23rd of June 2016. Over and above there are many instances to be doubtful about and mysterious in nature in regards to the unnatural death of late Sepoy Vezota Vasa. In view of the above circumstances, the Naga Hoho would like to request you to take up with the appropriate authorities to conduct a fair and impartial investigation, whereby, the whole truth will be unearthed. A Nagaland where people with disabilities have a voice, choice and control over the decisions that affect them; where they participate in and benefit equitably from everyday life, everywhere. Making the vision a reality: To make this vision a reality a State Disability Strategy must be developed with a time-bound State Plan that addresses issues in all areas of life that exist solely on the basis of disability. The Strategy must articulate long-term goals across key policy areas which impact on people with disabilities, their families and carers. It must also provide leadership for a societal shift in attitudes towards disability and people with disabilities. The disability strategy must be geared towards: • establishing a policy framework to guide government activity across general and disability-specific areas of public policy • driving improved performance of mainstream/general services in delivering outcomes for people with disabilities • giving visibility to disability issues and increasing the understanding and importance of the needs of persons with disabilities and ensuring that these needs are recognised when policy is developed or when initiatives which impact on disabled people are implemented • providing state leadership toward greater inclusion and opportunities for people with disabilities across all areas of society Key policy areas • Accessibility: Current

Making the environment and services accessible must be the goal - the physical environment including public transport; buildings and housing, commercial spaces and all public places; digital information and communications technologies; civic life including social, sporting, recreational and cultural life. • Education and skills: Current situation: Most children with disabilities have no access to education due to physical and attitudinal barriers, as well as lack of trained teachers – the repercussions of this situation echoes throughout their lives. Ensuring inclusive and equitable quality education and promoting lifelong learning opportunities for all must be given top priority - early childhood education and care, accessible schools, further education and vocational education • Health services: Note: Having a disability is not synonymous with having a health problem: most people with disabilities live healthy lives. However, there is some evidence that, collectively, they experience poorer levels of health and require more healthcare than the general population (WHO & World Bank, 2011). Health services must be made accessible and affordable. Early intervention and rehabilitation health services must also be put into place on priority. This can help reduce future costs of care and support. Establishing strong interface between health and disability systems is also critical. • Support services: Current situation: ZERO disability services - there is not even a single rehabilitation centre or any other support service available for people with disabilities in the state. Article 371A which gives special powers to Nagaland reads as “ Special provision with respect to the State of Nagaland.—(1) Notwithstanding anything in this Constitution,— (a) no Act of Parliament in respect of— (i) religious or social practices of the Nagas, shall apply to the State of Nagaland unless the Legislative Assembly of Nagaland by a resolution so

decides;” If we say that dog meat is a source of food to Nagas and the learned Advocate N.M Kapadia rightly admitted that it is “openly sold as food just as chicken and mutton” so what is wrong here. Why not ban chicken and mutton? I am not suggesting that we be should cruel to animals. It may be mentioned here that some village councils had banned the rearing of dogs after rabies outbreak. In my previous write-up dated June 29, 2016, “Abandoned SARDP-NE Project: An appeal to ACAUT,” I have made anapprehensive negative hypothetical predictions punctuated with the word “if ” on the Nagaland Contractors’ and Suppliers’ Union (NCSU) betraying our own people in seeking sub-contract works from Maytas&Gayatri Company. The article have painted the NCSU in a bad light for which I do sincerely apologise. Undeniably, till date the NCSU have continually sought the interest and welfare of our people. Their unflinching retaliation against the Maytas&GayatriCompany with a stipulation (that they should first complete the SARDP-NE project) before taking up the NH-2, 4-lane Dimapur-Kohima project has been a reassuring voice for the public. As a Bible student, I care for nothing but the truth and truth alone. The article was purely out of a pure conscience and not motivated by any ill-intention to damage the reputation of the NCSU.The writer is truly sorry for the apprehensive words spoken hastily. Nowadays, everybody use mobile set for quick conversation, but not possible because on dialing of mobile one hears the recorded voice tells us “no network coverage”. This is an obstruction throughout the day and night. This is the reason why everything fails. The reason is best known to BSNL, Telecom department only. Thereof, this trend should be checked immediately and rectify and maintain in tip top condition. Failure to do so would make everybody face untold hardship and everything would be a failure and who is to be blamed BSNL/ telecom department? Hence BSNL/telecom nomenclature should be “no network coverage”. Although, every mobile set holder face untold hardship, but no voice at all but just remain as mute spectator therefore, BSNL/telecom department is proud enough. BSNL telecom department regard mobile set holders as “inanimate” so even if maximum punishment is given to them none will raise objection or complaint from any corner. It is quite true nevertheless, if this defective system of practice continue, it is intolerable therefore, it may likely start “agitation across the country”. If any untoward accident occurs then BSNL/telecom department have the sole responsible as adage saying goes “prevention is better than cure”. The ACAUT is the apex body NGO(s) organization therefore, it is earnestly appealed to write to the BSNL telecom authorities to look into the problem on top priority basis, because mobile business is most important for public. Jammu, Jul 12 (IANS): Another batch of pilgrims escorted by the security forces on Tuesday left Jammu for the Kashmir Valley in a convoy on the way to the Amarnath cave shrine. “Another batch of pilgrims escorted by the security forces left Bhagawati Nagar Yatri Niwas in Jammu city around 4.20 p.m. for the valley in 150 buses,” a senior police official told IANS. “On Monday, a batch of pilgrims left for the valley in 300 buses to perform the Amarnath Yatra,” he said. The Amarnath Yatra remained suspended for two days because of law and order situation in the valley, triggered by the clashes between security forces and agitating demonstrators after top Hizbul Mujahideen commander Burhan Wani was killed on Friday evening. All the pilgrims who have already reached the valley were safe and performing the yatra, the official added. An official of Shri Amarnath ji Shrine Board (SASB) which manages the annual pilgrimage has said that so far over 1,35,000 pilgrims have already had `darashan` of the ice formation inside the cave shrine devoted to Lord Shiva.

NEW DELHI: Alappuzha had missed the Centre’s survey on cleanliness - Swachh Survekshan-2016 - due to population criteria and so the government ranking in January, but this small city of Kerala along with Goa’s Panaji and Karnataka’s Mysuru on Monday emerged as the first three cleanest cities in India in a different survey - conducted by the Centre for Science and Environment (CSE). The Delhi-based environment think-tank, CSE, has ranked these three cities along with 11 others on the basis of the way they manage their solid municipal waste. The country’s capital Delhi has appeared at the bottom of the list of 14 along with Chandigarh and Bengaluru. The CSE survey found that the cities, figured at the bottom, like Delhi, Chandigarh and Bengaluru have managed to remain clean, but only by sweeping their garbage under the carpet. “Dumping waste in landfills is not a solution. These cities must learn to process waste”, said the CSE’s report on solid waste management in Indian cities,

S r i nag a r , J u l 1 2 (IANS): Senior separatist leader Syed Ali Shah Geelani on Tuesday said he was not in “absolute control” of the situation in the Kashmir Valley and blamed “pro-Indian forces” for the bloodshed that has left over 30 people dead in violent street protests. In an interview with IANS at his heavily-barricaded Srinagar residence, Geelani said the new generation of Kashmiris was politically more aware as well as sensitive. They are facing “brutal forces fearlessly”, he said. “We cannot say we are in absolute control of the situation,” said the 87-yearold chairman of the hardline faction of the Hurriyat Conference -- an amalgam of Kashmiri separatist groups. He, however, quickly added that the young Kashmiris participating in the widespread violent protests were “influenced” by the Hurriyat ideology of “resistance against India”. “They have learnt it from us. We have influenced them. They follow our shutdown calls. But they are more determined,” Geelani told IANS.

It said the company is giving an opportunity to Indian customers to own a Ford Mustang at Rs 65 lakh (ex-showroom Delhi). In the first phase, the model will go on sale in Delhi and Mumbai. Ford will bring Mustang for customers in India as a completely built unit (CBU) from the US. New Delhi, Jul 12 (PTI): The Centre has asked private firms to slash retail prices of non-urea fertilisers by up to Rs 5,000 per tonne, in line with public-sector firms, or else it will cut down the subsidy provided to them. Retail prices of non-urea fertilisers such as Diammonium Phosphate (DAP), Muriate of Potash (MoP) and NPK are decontrolled and are determined by the manufacturers, while the Centre gives them fixed subsidy each year. Earlier this month, the Fertiliser Ministry asked both public and private fertiliser companies to pass on falling global prices of raw materials by reducing the retail price of non-urea soil nutrients. Accordingly, state-run Rashtriya Chemicals and Fertilizers (RCF) and National Fertilizers Ltd (NFL) reduced the retail price of DAP by Rs 2,500 to Rs 22,000/ tonne, MoP by Rs 5,000 to Rs 11,000/tonne, while complex fertilisers rates were brought down by Rs 1,000/tonne. Private players, however, did not cut the rates. “Even private companies will be reducing the prices. International prices have come down, they have to reduce the retail price. If they do not reduce the price, we will cut down the subsidy.

China rejects tribunal ruling on SCS

“There was no legal basis for China to claim historic rights to resources within the sea areas falling within the ‘nine-dash line’,” the Permanent Court of Arbitration said, referring to a demarcation line on a 1947 map of the sea. Beijing said the unilateral case filed by Philippines was “out of bad faith.” It also accused the UN-

backed court of muddying the waters. “It aims not to resolve the relevant disputes between China and the Philippines, or to maintain peace and stability in the South China Sea, but to deny China’s territorial sovereignty and maritime rights and interests in the South China Sea,” the statement said. Beijing said that Philippine had earlier agreed to resolve the dispute mutually but by taking it to the tribunal, had violated the international laws. It said it will continue to work with countries directly concerned to resolve the disputes in the South China Sea through negotiations and consultations “on the basis of respecting historical facts and in accordance with international law”. The South China Sea is a resource-rich strategic waterway through which more than $5 trillion worth of world trade is shipped each year. China has placed runways and radar facilities on new islets in the disputed waters, built by piling huge amounts of sand onto reefs. China’s expansive claims over the South China Sea, contested and mirrored by the Philippines, Brunei, Vietnam, Malaysia, and Taiwan have triggered concerns globally, with the US sending its warships in the disputed waters.

award is null and void and has no binding force. China neither accepts nor recognizes it,” the Chinese Foreign Ministry said its reaction to the ruling. The arbitration tribunal in The Hague on Tuesday rejected China’s claims to almost the entire South China Sea, backing the Philippines which had approached the court in 2013.

The research was carried out by John Blackledge and Tom Arcuri of financial services company the Cowen Group. Business Insider report the study found that 46% of respondents in the US aged between 18-24 had bought music over the course of the past month, compared with 26% of the 45-54 age group. The findings also show that only 26% of the 65 and overs paid for material over the same time. The findings appear to challenge the perception that young people tend not to pay for music. Cowen have also found that while Spotify is leading the way when it comes to streaming services, it’s finding increasing challenges from Amazon, Apple, Pandora and YouTube. aiser Chiefs have explained the motivation behind working with Xenomania, the production team behind Girls Aloud and Sugababes, on their new album. Xenomania boss Brian Higgins produced Kaiser Chiefs’ new album ‘Stay Together’. Out on October 7, the album also features co-writes with Westlife songwriter Wayne Hector and pop singer MNEK. Speaking to NME backstage before their show at the Palladium theatre in London’s West End, singer Ricky Wilson said: “The music world has changed. Ten years ago, we’d have been against co-writing with other musicians. It was: ‘We’re a band, it’s about what the five of us can create behind closed doors.’ But that’s a daft way to approach it. Why, for the sake of ego, would you not
