KOHIMA, JUL 12 (NPN): The 12th Nagaland Legislative Assembly created a record of sorts when, on the opening day, Tuesday, it concluded business in just 15 minutes and leaving visitors wondering whether an “opposition-less” assembly of all members being part of the “all-party government” was actually healthy for democracy. After DAN-III evolved into “ an all-party government” last year, the winter session witnessed a short 30minute proceeding. On the opening day, minister of Social and Security Welfare Kiyanilie Peseyie presented a bill with a very long title: “The Nagaland Salaries, Allowances, Other Facilities of the chief minister, Other Ministers, Speaker, Leader of Opposition, Deputy Speaker and other Members of the Nagaland Legislative Assembly/Parliamentary Secretaries and Pensions for Ex-Members Act, 2005(Fifth Amendment) Bill,2016. “ The hike means that both the chief minister and Speaker will now get Rs.1,22,000 per month inclusive of all allowances while the deputy speaker , ministers and leader of opposition will get Rs.1,07,000 each inclusive of all allowances. Anomalies in land acquisition DIMAPUR, JUL 12 (NPN): RTI applicants who sought information under Land Acquisition and Requisition Act during the last ten years have alleged that various authorities in the government had been “grossly mismanaging all possible opportunities” of the government for “selfish aggrandizement” at the expense of the public exchequer. RTI application filed by five former presidents of All Sumi Students Union (SKK) revealed that the government of Nagaland had acquired the land/plots numbering to 273 for different departments for various developmental projects during 2006-07 to 2015. In a press release, five former presidents of SKK including Aheto V. Yeputhomi, Hukavi T. Yeputhomi, Kitoho S. Rotokha, L. Khevishe Achumi and S. Zhevihe Sumi stated that out of the total land/plots acquired, 162 were either paid or compensated duly amounting to a staggering amount of Rs. 320,43,34,909 (Rupees three hundred twenty crore, forty three lakh, thirty four thousand, nine hundred nine). The signatories said plots/land numbering to 111 were either yet to be paid/compensated or did not provide information by the concerned authority. “For such dereliction, appropriate step had been initiated against the authorities who have failed to comply including Deputy Commissioner, Peren,” they said. Explaining the object and reasons in a statement, the minister SS&W said salaries of state assemblies in most states were enhanced and that the hike will not make NLA members receive the highest salary . The pension was also needed to be brought at par with the ex-IBMs and for which the bill was prepared with concurrence of the justice and law department and concurrence of finance department and administrative approval. The financial implication of both existing and ex-members including family pension will be Rs.1,57,30,000 per month and Rs.18,87,60,000 per annum or an increase of Rs.67,05,500 per month or Rs.8,04,66,000 per annum. NLA Speaker Chotishu Sazo said that consideration of the bill would be taken up on July 14 and any amendment to be made submitted before 12 noon on July 13. would be held on July 14. Earlier the session began with the obituary references of former NLA member Late R. Lisen by speaker. A two-minute silence was observed by the members in respect of the departed soul and said obituary note would be conveyed to the respective family members through the commissioner & secretary NLA.

SJC university bill

Parliamentary secretary of Higher and Technical Education, Deo Nukhu tabled the ‘St. Joseph Catholic University (Nagaland) Bill 2016’. The objective of the university is to establish and incorporate a private university in the state with emphasis on providing high quality and industry relevant education in the areas of accounting, financial analysis and management, business management, applied sciences, engineering and technology, agriculture, architecture, law, education, medical sciences and related areas approved by university from time to time, sponsored by the DMI foundation Nagaland. In the memorandum of financial implication it was mentioned that “the establishment of St. Joseph Catholic University (Nagaland) shall not cast any financial obligation in any manner on the government of Nagaland or its agencies. This act and the regulations shall be exclusively borne by the university”.

Irate United Village block NH-29 Staff Reporter

DIMAPUR, JUL 12 (NPN): Hundreds of residents from United Village on Tuesday blocked NH-29 near DC court junction here with stones and burnt tyres after they were prevented by IRB, police and district administration from proceeding towards the Daldali Reserve forest. Traffic was disrupted for nearly two and half hours (6:30 am to 9 am) as the residents mostly armed with machetes burnt tyres in the middle of the road. Wooden structures were also used to barricade the road. No casualty was reported in the incident. One of the resident told Nagaland Post, that they were discontented on the state government for not taking requisite action on AssamNagaland border issue. State government had barred the people from this village from taking up construction works in the area on numerous occasions. However, United Village claimed that since village was established adjacent to Indisen village they should be allowed to carry out construction works. Moa also said that Daldali Reserve Forest was “officially Nagaland state government claimed area” and did not fall under Disturbed Area Belt (DAB). NESMS approaches CIC over SVC responds to ACAUT’s allegation ‘false info’ furnished by PIO DIMAPUR, JUL 12 (NPN): Nagaland Ecological & Sanitation Management Society (NESMS) has submitted complaint to the Chief Information Commissioner (CIC), Nagaland Information Commission (NIC) against PIO of the National Rural & Health Mission (NRHM), Directorate of Health & Family Welfare, for furnishing of ‘false information’ and failure to provide information within stipulated time of 30 days. In a complaint to the CIC, the NESMS managing director and social activist S. Lepzung Jamir pointed out that an RTI application was submitted on April 15, 2016 and the applicant waited 62 days for NRHM authority to furnish information. The complaint stated that the PIO also did not communicate in any form to the applicant the reason for not furnishing the information on time. Therefore, the applicant filed the first appeal to the first appellate authority (FAA), the principal director of H&FW, Kohima on June 16, 2016, requesting to give necessary direction to the PIO

concern to furnish the information as stated in the RTI application. It stated that on June 18, 2016, the applicant received information from the NRHM authority, but information furnished in serial No.1, 2, and 3 was “totally false information”. In this regard, the applicant urged the NIC to immediately act upon the authority and impose penalty against the PIO, officers and staff involved in handling the case. The applicant also requested NIC to direct the NRHM authority to furnish the right information as soon as possible. Information that was sought included incumbency list of ANM, GNM, lab technician and such other posts lying in the entire community health centres, sub centres and district hospitals from Grade I - Grade-IV; detail list of various post appointed under NRHM through departmental examination conducted by the department and detail list of fund sanctioned by the state and central governments for NRHM for various proposes.

DIMAPUR, JUL 12 (NPN): Reacting to the allegation by ACAUT, terming the State Vigilance Commission (SVC) as a decorative arm of the State, the director & DIGP, Vigilance & Anti-Corruption Police, I. Meyionen in a rejoinder said that such statement was uncalled for. SVC, while acknowledging the concern expressed by ACAUT regarding issues that needed the attention of the Commission, pointed out that the Commission has been investigating 90 cases (regular and preliminary enquiries) including SIT cases that require involvement of a good number of officers in every case. As investigating team required touring various districts to probe cases, SVC however, said it had the strength of only 13 IO, 11 Assisting IOs and three SO including the director for the whole State. On fuel adulteration scam, SVC said it had taken serious note of the issue. Stating that since investigation could be on full swing with two FIRs were already lodged

by Dimapur police-- one at Diphupar P.S and the other at West P.S Dimapur, SVC clarified that as per the policy of the state government, no parallel investigation can be carried out for a particular case, as the law also prohibits the same and not practical as mentioned. Accordingly the department acted by serving administrative warning to one deputy superintendent of Excise and one Inspector, while an inspector was censored. NSF seminar on education system in Nagaland Correspondent

KOHIMA, JUL 12 (NPN): With the objective of improving the present education system through discourse from different individuals and professionals, the Naga Students’ federation (NSF) organized a seminar on education system in Nagaland at Hotel Japfü here Tuesday on the theme “generating improvement through research educational system of Nagaland”. In her address, state college of teacher education (SCTE) Kohima principal Dr. Bendangyapangla stressed the need for coordination between the different levels of education in the state for curriculum planning and introducing of vocationalisation at the secondary level. She reminded that learning should not be text-book centric but its content should be made relevant to the sociocultural, politico-historical, and geographical context of the learners. Expressing concern over the absence of research-based planning and

development in the state education system, SCTE principal suggested that school education should establish linkages with other departments by introducing choice based credit system at higher secondary. Dr. Bendangyapangla said Nagaland needed a common executive and administrative heads where the system of management needed to be decentralised, giving community responsibility in management to strengthen the system. She opined that PPP mode in school education could be considered and funding to institutions could be made on performance-based. Challenging the gathering, she said “is our education system preparing the children to face the challenges and opportunities of the world in which they would live and grow?” NBSE controller of examination, Rangumbuing Nsarangbe, in his presentation on secondary and higher secondary education in Nagaland, highlighted the result of HSSLC and HSLC for the last 10 years with some analysis and

observation. Sharing one of his observations, Nsarangbe said the teaching profession was being taken very lightly in Nagaland. He said teachers once appointed should be responsible for the children’s education and shared his opinion that private school teachers needed to be given more incentives in terms of pay and allowances. Nsarangbe said some of the concerns of education system in Nagaland were less interaction by the students to the teachers, neglecting maths and science subjects, teachers’ qualification and parents monitoring the children’s education. University of Hyderabad, Department of Philosophy, assistant professor, Dr. Venusa Tinyi, one of the resource persons, in his speech on “education and identity”, said Nagas needed to learn the critique of “our own culture” and “appreciate our own culture”, which, he said was lacking. He said “our stories will have to become a part of our identity and mode of existence.” Lamenting the poor education system, he said Naga

youth know more of others’ cultures than their own. He also stressed the importance of developing enough literature to “grow and develop our society.” Speaking on the topic “new approach to the curriculum and evaluation system in Nagaland state education”, NUEPA New Delhi Research scholar Lakpachui Siro said many scholars argued that the education system under the British colonial regime was to serve the interest of the colonial administration. He asked the gathering to ponder on whether the “present education system is addressing the purpose of education and if this system is transforming our children into better human being and a resourceful person.” Nagaland University controller of examination, Dr. Abemo, in his presentation, challenged the gathering to ponder over literacy rate of Nagaland, which was more than 86%, whether this rate was producing quality or quantity education. Massive 9.0 quake lurking under India, B’desh: Study DHAKA, Jul 12 (PTI): A huge earthquake may be building beneath Bangladesh, which can turn urban areas in eastern India into “ruins”, a new study has warned. Scientists said they have new evidence of increasing strain where two tectonic plates underlie the world’s largest river delta. They estimate that at least 140 million people in the region could be affected if the boundary ruptures; the destruction could come not only from the direct results of shaking, but changes in the courses of great rivers, and in the level of land already perilously close to sea level. The newly identified threat is a subduction zone, where one section of earth’s crust, or a tectonic plate, is slowly thrusting under another. All of earth’s biggest known earthquakes occur along such zones; these include the Indian Ocean quake and tsunami that killed some 230,000 people in 2004, and the 2011 Tohoku quake and tsunami off Japan, which swept away more than 20,000 and caused the Fukushima nuclear disaster. Up to now, all known such zones were only under the ocean; this one appears to be entirely under the land, which greatly multiplies the threat. The strain between the plates has been building for at least 400 years - the span of reliable historical records, which lack reports of any megaquake, said lead author Michael Steckler, a geophysicist at Columbia University.

No ban on dog meat consumption

DIMAPUR, JUL 12 (NPN): Reacting to reports that government of Nagaland was in the process of banning the use of dog meat as food in the state, the state government on Tuesday clarified that the Municipal Affairs Department had issued directives to the Urban Local Bodies to take care for animals and prevent cruelty to animals in the wake of legal notice. In a press release, secretary to the government of Nagaland, Maongwati Aier, however, stated that there was no proposal to ban the consumption of dog meat as a food item in the state.

NRMSATA calls off agitation

DIMAPUR, JUL 12 (NPN): Following an assurance from the mission director RMSA to clear two-month salary for RMSA teachers appointed under phase-I and one month salary for teachers appointed under phase II and III, Nagaland RMSA Teachers Association (NRMSATA) 2015-16 has “temporarily” withdrawn their proposed agitation with immediate effect. In a press release, NRMSATA further requested all its members not to seek any political assistance for any further change of their posting place as it directly or indirectly hampered the career of the students and obstacles in the smooth functioning. The forum warned that any teacher found to be irresponsible and negligent would be ousted from the association and would inform the department. It also thanked all concerned citizens, village education committees, student bodies and media for their support and co-operation.

Finance deptt reacts to report

DIMAPUR, JUL 12 (NPN): Drawing attention to the report carried in this newspaper, the Public Information Officer (PIO) Finance department, has clarified that the RTI application seeking information was received on May 24, 2016 and that only one of the applicants, took delivery of the reply on June 29, 2016 while the mobile of the other was unreachable. The PIO further disclosed that a portion of the query pertaining to Disaster Management was forwarded and the reply furnished to the applicants on June 21. It was also admitted that such instance of delays (as pointed out in the newspaper report) in obtaining replies arose due to unavoidable reasons but denied that the finance department remained mute to the RTI queries as reported.

MTLT discovers ‘bogus’ business body

DIMAPUR, JUL 12 (NPN): A day after AKM and MCCI brought to the light on the issue of “so-called ‘Weekly Bazaar’, Mokokchung Town Lanur Telongjem (MTLT) claimed to have discovered another “bogus” business organization that was running on “self-interests”. MTLT said that the sales executives (eight of them) of Hindustan Organization (Mokokchung Franchisee) were engaged in “door to door” selling and duping customers for selfish gain. MTLT said the trade permit issued by Mokokchung Municipal Council (MMC) does not allow ‘door to door’ selling. According to MTLT, they met the manager of the organization on July 11, 2016 and raised various issues and grievances faced by the customers. MTLT president, Imkummeren Jamir, general secretary, Taliakum Pongen and convener grievances cell, Along Imchen claimed that the sales executives asked customers to get registered since it was mandatory for LPG owners/customers. Interestingly, they warned a penalty of upto Rs. 2000 against to those who failed to comply. However, MTLT said upon enquiry for original documents validating the franchisee office in Mokokchung town provided by its head office (110/20, Selimpur Rd, Dhakuria, Selimpur, Kolkata, West Bengal 700031) or equivalent office with competent authority, the manager failed to provide so.
