Dimapur, Jul 12 (NPN): Nagaland’s dubious game of throne, first enacted in Kaziranga during May 2014; second in Sovima and Kohima during January-February 2015; third in Kaziranga during January-February 2017 and the fourth, again in Kaziranga during the second week of July 2017 is all set to come to an end, if a vote of confidence is held or not on the floor of the house on or before July 15 as per the directive of Governor P.B. Acharya. All 43 MLAs (36 NPF and 7 Independents) who have been camping in Kaziranga’s Borgos Resort have started leaving for Dimapur and Kohima on July 12 evening. They plan to also meet with the Governor, who is scheduled to return to Kohima on July 13. D IMAPUR , J UL 1 2 (NPN): Two persons were killed and eight others injured in separate road accidents in Dimapur district on Wednesday. In the first incident, one person identified as Subrata Dev was killed on the spot and seven other passengers including the driver of the vehicle (Tata Winger) injured when the vehicle they were travelling skidded and rolled down around 100 feet below NH 29 at Piphema at around 4:45 am, traffic police source said. Traffic police source also told Nagaland Post, that the vehicle (MN-085622) was coming from Manipur and proceeding towards Dimapur. Troops of 41 AR posted at Ghaspani also rushed to the spot and rescued all the trapped passengers and administered first aid at the unit hospital. In the second incident, an auto driver was killed on the spot after his autorickshaw collided with a Bolero pick up near Government Higher Secondary School, Nagarjan at around 7:30 pm. The deceased has been identified as Murali Mondal, traffic police source said. The pick-up driver was arrested, police said.

MLAs attack CM, Cabinet Meanwhile, Zhaleio Rio and Tokheho Yepthomi, MLAs in separate statements have slammed the manner in which chief minister Dr. Shürhozelie Liezietsü attempted to justify decision not to have floor tests. Taking on the stand of the cabinet that the present crisis was an internal matter of the party, Zhaleo said the chief minister had skirted the question posed by the Governor not whether the present crisis was in internal matter of the party but whether he commanded majority in the house and to prove that on the floor of the house on or before July 15. Further Zhaleo maintained that in constitutional practise, the leader of the legislature who commands majority has the right to seek intervention of the Governor to compel the minority chief minister to face the floor test.
He reiterated that any meeting of the party legislature cannot be official or unofficial once signatures of majority of members were attested. Zhaleo said T.R. Zeliang has the support of 36 MLAs after Noke and later Vikho-o Yhoshu sent their support in writing to Zeliang. He went on to point out that prior to legislature party meeting on July 4, a total of 44 NPF MLAs including ten who present support Dr. Shürhozelie were together. On this basis, he said once he was reduced to minority with only ten MLAs, Dr Shürhozelie should have gracefully resigned instead of sticking on to the chair. Since the matter has gone to the Governor, the issue is no longer an internal matter of NPF as it has pervaded into constitutional, parliamentary law , conventions and traditions. He also said the Governor was duty-bound to ask the chief minister to prove his majority on the floor of the house and not to ignore the claim of T.R. D I MAPUR , J UL 1 2 (NPN): Nagaland government has come under severe criticism for the collapse of the RCC steel girder bridge on Tuesday killing four persons and injuring several others at 4th mile area, Dimapur. Various civil society organizations (CSOs) including political parties have blamed the government for the negligence that led to the unfortunate incident, while some have also served ultimatum, demanding immediate resignation of the R&B minister and to initiate thorough probe into the incident. WSH: Western Sumi Hoho (WSH) has demanded immediate resignation of PWD (R&B) minister, Y Vikheho Swu, on moral grounds for the collapse of Bridge near CIHSR (Referral Hospital), which led to the loss of lives and scores injured. In a press release, WSH president, Zheshito Swu, and general secretary, Vikato A Achumi, said this was decided at an emergency meeting with its frontal organisations on July 12, 2017 at its office, Chekiye. NPF party and govt intact, says Yitachu Cabinet terminates DIMAPUR, JUL 12 (NPN): NPF spokesperson and minister School Education & SCERT, Yitachu maintained that despite the present dissidence among NPF Legislators, the NPF Party as well as the state government were intact and that both NPF and the state government were functioning normally. In a press note, explained that the meaning of government in a state meant chief minister and his council of ministers and that the present cabinet of eight out of 12 formed a quorum. Constitutionally and legally, he said chief minister, Dr. Shürhozelie Liezietsu still enjoyed the confidence of 58 members-- 47 NPF MLAs, 4 BJP MLAs and 7 Independent MLAs . Zeliang having support of the majority NPF Legislature Party, Yitachu said Zeliang should take up the issue with the party first instead of asking the Governor to resolve the internal affairs of the NPF Party which was “was illegal and unconstitutional”. Yitachu said resolving the internal party problems in the Assembly was not in accordance with democratic and parliamentary practices. “That is why, it
is an established law that a NoConfidence Motion cannot be tabled in the Assembly by the Legislators of the ruling party,” he said. In any given political party, Yitachu said there was always a room for inner-party democracy, including freedom to express differences of views and opinions. However, in the current scenario, he said the movement of MLAs were being restricted, and alleged that they were kept under forced confinement. Such action was undemocratic, as it undermined freedom of movement and freedom of speech guaranteed by the Constitution, he said. Further, he said that Independent MLAs, or the MLAs of BJP or other political parties had no role to play in the issue of deciding leadership of the NPF Legislature Party. “It is expected that such established democratic practices and parliamentary procedures should be within the knowledge of MLAs,” he said.

DIMAPUR, JUL 12 (NPN): Chief Minister’s Office media cell informed that the Cabinet on Wednesday sent out a strong message, “as sincere attempt to clean up the system”, directing immediate service termination of PHQ consultant, MKR Pillai. Cabinet has also directed the government to seek a report from the Income Tax department. Furthermore, the Cabinet has directed that PHQ to submit a report on the presence of a Nagaland Police truck noticed in Kerala as per media reports. With regard to the issues relating to irregularities in Public Distribution System in Nagaland, media cell said that the Cabinet was briefed by Food & Civil Supplies department and the Director General of Police. The cabinet noted that in the fuel adulteration case, two criminal cases were registered, investigation completed, charge-sheet filed and trial was in progress, CMO added. In the other case of repacking of food grains, the Cabinet noted that investigation was in progress and directed that the investigation should be completed at the earliest.
NPCC demands imposition of President’s Rule Vikheho clarifies on DIMAPUR, JUL 12 (NPN): Nagaland Pradesh Congress Committee (NPCC) has sought immediate intervention of Nagaland Governor, P.B. Acharya by dismissing the minority government of Dr. Shürhozelie and to recommend imposition of President’s Rule, saying the state is faced with an extraordinary situation of political instability with crumbling infrastructures all around that shows no signs of abating. NPCC media cell said the full blown internal power struggle of the NPF has made the continuance of the NPF-BJP government untenable even for the next few months before facing assembly elections. NPCC further said that the continued absence of the Governor during crucial occasions was “becoming more of a rule than exception.” It also pointed out that the blatant misrule by NPF for over 14 years, “their failures are manifesting in every spheres of governance in which the people have started paying a heavy
price.” NPCC said Nagaland was now in state of utter ruins as the government has collapsed with majority of the legislators lodged far away in the plains of Kaziranga, while the roads have vanished, bridges collapsing and people dying as a result of dangerous roads and collapsing bridges. It said the silence of the people all through the years had emboldened the party in power to indulge in their own power struggle and aggrandizement without any inhibitions. To this, NPCC asked NPF “how long can the people of Nagaland tolerate this utter nonsense and whimsical attitude of the NPF government?” It said NPF or its apologists through print and social media would always find ways to put up “circular argument” against NPCC but that will not wish away the present state of sordid affairs that has engulfed the entire state. Meanwhile, NPCC extended its thanks to the NPF dissidents lodged in Kaziranga for substantiating and vindicating

Dares Vikheho: NPCC has reminded R&B minister Vikheho Swu that accepting full moral responsibility without budging from his ministerial position was “just an eyewash and lip service that is insulting especially to the memory of those killed in this tragic bridge collapse.” NPCC said if Swu understood the real meaning of full moral responsibility, he should immediately resign from his post rather than making feeble explanations to absolve himself or the department since warning signs of imminent dangers of using the bridge was being highlighted since 2013.
CM offer to Zeliang
DIMAPUR, JUL 12 (NPN): Minister PWD (R&B), Y Vikheho Swu, on Wednesday clarified his stand on the offer of chief minister’s post to TR Zeliang, stating that clarification was being issued to preserve and uphold the sanctity and integrity of the NPF party in general and elected members (legislators) in particular. In a press release, Vikheho stated that on hearing about the legislators gathering for dinner at the former chief minister, TR Zeliang’s residence on the evening of July 7, 2017, a few of them, who were aware of the development and taking pre-emptive measures to work out an understanding between the chief minister and the former chief minister, had rushed to Kohima to take stock of the situation. He said they reached Kohima around 12 midnight and after a brief discussion they dispersed to meet the next day at 10am. On July 8, 2017 meeting with the chief minister, the minister PWD (R&B) said their sole intention was to resolve the differences that had come up. Meanwhile, the hoho also demanded that the parliamentary secretary Irrigation & Flood Control, Jacob Zhimomi, immediately intervene and look into the plight of the villages of Yeveto, Hakhizhe, Kiyezu, Hetoi and Zuheshe, which have been submerged by the waters of Zubza river. WSH said that paddy fields, plantations and many other properties have been damaged in those villages. “The affected villages lie under his constituency for which he is responsible and accountable,” WSH said. Hoho also said that the parliamentary secretary had made “some tall promises” and assured to build good flood control measures, but did not match up with his words. WSH demanded that a proper compensation be paid for the properties damaged by the flood. Speaker asks CM to consult Gov for floor test
DIMAPUR, JUL 12 (NPN): Nagaland Legislative Assembly Speaker Dr. Imtiwapang Aier in a letter addressed to Nagaland chief minister, Dr Shürhozelie Liezietsu, has urged him to consult the Nagaland Governor, PB Acharya, in regard to the floor test which the latter had summoned. The Speaker in this regard said that the proposal was put up to the CM on July 11, and requested the CM “to take the call in consultation with the Governor without involving the office of the Speaker, which needs to be kept above partisan ends”.
Kekhrie Yhome files nomination
KOHIMA, JUL 12 (NPN): Social activists and academician Kekhrie Yhome filed his nomination on Wednesday for 10-Northern Angami-I bye-election as an Independent candidate with Neitsu Khezhie as his stand by candidate. Speaking to media persons after filing his nomination, Yhome said he wanted to spread the gospel of the youth since everyone was looking for change. Yhome said he intended to prove the directives of the Election Commission, the Church and what common people wanted-- “Clean Election”. DC Dmu notifies on alternative road
DIMAPUR, JUL 12 (NPN): In view of the bridge collapse near CIHSR Hospital Dimapur, DC Dimapur, Kesonyu Yhome, has notified that alternative route for communication of all vehicles has been directed towards Patkai-Seithekima-Niuland road. In an order, DC Dimapur stated that to ensure smooth traffic, movement/plying of all heavy vehicles on the said route has been restricted until further notice.
Paiwang refutes news reports
Kohima, JUL 12 (NPN): BJP Legislature Party leader and minister Transport and IT&C P. Paiwang Konyak has strongly refuted the news reports that BJP was responsible for the political crisis in Nagaland. In a press release, Paiwang categorically asserted that the state BJP and the MLAs from day one maintained neutrality. He also affirmed that BJP’s alliance with NPF would remain intact. He also made known that the party has neither sided any of the group (Kaziranga or Kohima) since it was an internal party matter. Paiwang has appealed to the public not to be confused and misled by such false news and also requested media houses not to propagate any news without confirmation. It may be noted that a NE based news channel had broadcasted that three BJP legislators-- P. Paiwang Konyak, Dr. T.M. Lotha and Imtilemba were camping in Kaziranga.

In a press note, NCP state unit convenor, Vanthungo Odyuo said NCP, during the DAN alliance party meeting attended by all DAN alliance parties-- NPF, BJP, NCP and JD (U), concurred to the appointment of new DAN chairman to re-strengthen the Democratic Alliance of Nagaland (DAN). Odyuo said during the meeting the house deliberated on the necessity of appointing a new DAN chairman since the chairman’s post fell vacant after the suspension of T.R. Zeliang from the NPF party.
