N EW D ELHI , J UL 1 3 (AGENCIES): In the landmark judgement given by Supreme Court on Wednesday, the Congress government was restored in Arunachal Pradesh, scrapping all decisions by Governor JP Rajkhowa that precipitated the fall of the previous administration. Supreme Court directed a status quo ante (a return to the original status) in Arunachal Pradesh as it prevailed on December 15, 2015, referring to the time before a rebellion in the Assembly created chaos in the state’s political system and led to President’s Rule being imposed there. According to government of India’s Attorney General Mukul Rohtagi, Tuki stands re-instated as chief minister of Arunachal Pradesh as per Supreme Court ruling. Talking to a TV channel , he said “The Centre has nothing to do with this case. The
Governor is party to this case. He will have to honour the Supreme Court judgment.” With the landmark judgment, the Nabam Tuki-led Congress government stands reinstated in the state, and the President’s Rule becomes void. It also means that dissident Congress leader Kalikho Pul, who was sworn in as the chief minister on February 20, will no longer hold the post. The court also said that all orders passed by Governor Jyoti Prasad Rajkhowa after December 9, 2015, are unsustainable. The bench was hearing a petition filed against a Gauhati High Court verdict regarding Governor JP Rajkhowa’s decision to bring forward the winter session of the Assembly without consulting Tuki. Tuki welcomed the court’s verdict and said, “A historic and remarkable judgement which was expected by the people of
country.” He said he will hold talks with party legislators and decide on the future course of action. (More on p-15) Aam Aadmi Party (AAP) chief and Delhi chief minister Arvind Kejriwal, who has been locked in bitter turf battles with the Centre, described the Supreme Court judgment as a “tight slap on (the) dictatorial Modi government”. The CPI-M urged the Modi government to “stop its growing authoritarian tendency of invoking central rule in states” ruled by non-BJP parties. Congress leader Kapil Sibal addressed a press conference after the verdict and said, “This day will be written in golden words in the history of India.” The party demanded an immediate resignation from Rajkhowa. In this, regard KU has urged upon both the parties to immediately withdraw all forms of complains. Since the issue was related for the benefits of the public, the KU president, S. Manlip Konyak and general secretary, Honang Konyak said it was compelled to invite both the parties on July 11, 2016 at Mon town and after thorough study and analyses based on the verdict from both sides, the matter was resolved. MOKOKCHUNG, JUL 13: Despite several appeals made to the state government to repair the dilapidated road (NH702) between Mokokchung and Mariani, connecting four major districts since 1969, it was only the concerned citizens who have time and again voluntarily repaired the road with the bare minimum resources. The road which was earlier under the BRO was handed over to the state government. It may be mentioned that villages like Chungtia, Aliba and Kinunger repaired the road on May 28, 2016. On July 13, Hotel Union of (Chungtia–Longjongkong, New Camp) repaired a portion of the road popularly known as “June Linen”, which has shrunk/sunk. It was also reported that no vehicle has passed through this road for the past 3-4 months due to the pathetic condition. DIMAPUR, JUL 13 (NPN): Nagaland chief minister, T.R.Zeliang, while speaking the launching of the North East Democratic Alliance (NEDA) in Guwahati on Wednesday, called for keep the spirit of coalition alive and said when like-minded political parties get together and work for the over-all development of the respective States, the Northeast region would develop on par with the rest of the country. Citing practical difficulties faced by the states of the region owing to defective funding pattern, Zeliang pointed out that instead of hiking up the annual funds for the region, the fund allocation has been diminishing over the years. He suggested that rather than have separate sources of funds such as NEC, NLCPR and DoNER, it would be most convenient to have the funds for the region sanctioned to NEC directly from source. CM appealed to the DoNER Minister Jitendra Singh to ensure the suggestion since it would be more beneficial to all the individual states of the region. He requested the Centre to ensure early completion of projects.

KOHIMA, JUL 13 (NPN): Many terraced rice fields have been completely destroyed by oil spill that entered fields through a small stream at Kezharü above Dzüdza River at Jotsoma village under Kohima district. On receiving information about the incident, a group of media persons visited the spot on Wednesday and found that oil spill has badly affected terraced rice fields lo-
cated below the NH-29. One of the paddy filed owners said the oil was suspected to have been spilled intentionally by some depot owners involved oil sell adulteration racket busted by ACAUT. He maintained that those responsible must have spilled oil for fear of being caught. Though exact date of oil spill could not be ascertained, the farmers said they came to know on July 9. According to farmers, at
least six families, whose livelihood depended entirely on agriculture, have been affected by this incident. Rice was planted a few weeks ago. Another paddy field owner, Razouneikho Nakhro, expressed pain that the effort of his family had been destroyed by the act of some ‘irresponsible citizens’. The farmers said they have intimated the district administration about the incident by submitting a complaint let-
ter along with photographs to the SDO (Civil), Sechü circle on July 11. They have also filed an FIR with Sechü Zubza Police Station on Wednesday. All from Jotsoma village, the affected farmers are-- Thekrunguto Medoze, Kokehesie Suokhrie, Kosievito Nisa, Viliebeinyu Nakhro, Sedevilie Gwirie and Razouneikho Nakhro. Meanwhile, the Western Angami Youth Organization (WAYO) has condemned the ‘irresponsible action’ that occurred within its jurisdiction. It irresponsible citizens have intentionally spilled the oil knowing that there were paddy fields below the highway. WAYO president Neidilhoutuo Sechü and vice president Neizevolie Nakhro said strong action would be taken against the perpetrator (s) once caught. The organisation has requested the district administration and disaster management authority to visit the affected paddy fields and grant relief accordingly.
