N EW D ELHI , J UL 1 3 (AGENCIES): In the landmark judgement given by Supreme Court on Wednesday, the Congress government was restored in Arunachal Pradesh, scrapping all decisions by Governor JP Rajkhowa that precipitated the fall of the previous administration. Supreme Court directed a status quo ante (a return to the original status) in Arunachal Pradesh as it prevailed on December 15, 2015, referring to the time before a rebellion in the Assembly created chaos in the state’s political system and led to President’s Rule being imposed there. According to government of India’s Attorney General Mukul Rohtagi, Tuki stands re-instated as chief minister of Arunachal Pradesh as per Supreme Court ruling. Talking to a TV channel , he said “The Centre has nothing to do with this case. The
Governor is party to this case. He will have to honour the Supreme Court judgment.” With the landmark judgment, the Nabam Tuki-led Congress government stands reinstated in the state, and the President’s Rule becomes void. It also means that dissident Congress leader Kalikho Pul, who was sworn in as the chief minister on February 20, will no longer hold the post. The court also said that all orders passed by Governor Jyoti Prasad Rajkhowa after December 9, 2015, are unsustainable. The bench was hearing a petition filed against a Gauhati High Court verdict regarding Governor JP Rajkhowa’s decision to bring forward the winter session of the Assembly without consulting Tuki. Tuki welcomed the court’s verdict and said, “A historic and remarkable judgement which was expected by the people of
country.” He said he will hold talks with party legislators and decide on the future course of action. (More on p-15) Aam Aadmi Party (AAP) chief and Delhi chief minister Arvind Kejriwal, who has been locked in bitter turf battles with the Centre, described the Supreme Court judgment as a “tight slap on (the) dictatorial Modi government”. The CPI-M urged the Modi government to “stop its growing authoritarian tendency of invoking central rule in states” ruled by non-BJP parties. Congress leader Kapil Sibal addressed a press conference after the verdict and said, “This day will be written in golden words in the history of India.” The party demanded an immediate resignation from Rajkhowa. MOKOKCHUNG, JUL 13: Despite several appeals made to the state government to repair the dilapidated road (NH702) between Mokokchung and Mariani, connecting four major districts since 1969, it was only the concerned citizens who have time and again voluntarily repaired the road with the bare minimum resources. The road which was earlier under the BRO was handed over to the state government. It may be mentioned that villages like Chungtia, Aliba and Kinunger repaired the road on May 28, 2016. On July 13, Hotel Union of (Chungtia–Longjongkong, New Camp) repaired a portion of the road popularly known as “June Linen”, which has shrunk/sunk. It was also reported that no vehicle has passed through this road for the past 3-4 months due to the pathetic condition. DIMAPUR, JUL 13 (NPN): Nagaland chief minister, T.R.Zeliang, while speaking the launching of the North East Democratic Alliance (NEDA) in Guwahati on Wednesday, called for keep the spirit of coalition alive and said when like-minded political parties get together and work for the over-all development of the respective States, the Northeast region would develop on par with the rest of the country. Citing practical difficulties faced by the states of the region owing to defective funding pattern, Zeliang pointed out that instead of hiking up the annual funds for the region, the fund allocation has been diminishing over the years. He suggested that rather than have separate sources of funds such as NEC, NLCPR and DoNER, it would be most convenient to have the funds for the region sanctioned to NEC directly from source. CM appealed to the DoNER Minister Jitendra Singh to ensure the suggestion since it would be more beneficial to all the individual states of the region. He requested the Centre to ensure early completion of projects.

KOHIMA, JUL 13 (NPN): Many terraced rice fields have been completely destroyed by oil spill that entered fields through a small stream at Kezharü above Dzüdza River at Jotsoma village under Kohima district. On receiving information about the incident, a group of media persons visited the spot on Wednesday and found that oil spill has badly affected terraced rice fields lo-
cated below the NH-29. One of the paddy filed owners said the oil was suspected to have been spilled intentionally by some depot owners involved oil sell adulteration racket busted by ACAUT. He maintained that those responsible must have spilled oil for fear of being caught. Though exact date of oil spill could not be ascertained, the farmers said they came to know on July 9. According to farmers, at
least six families, whose livelihood depended entirely on agriculture, have been affected by this incident. Rice was planted a few weeks ago. Another paddy field owner, Razouneikho Nakhro, expressed pain that the effort of his family had been destroyed by the act of some ‘irresponsible citizens’. The farmers said they have intimated the district administration about the incident by submitting a complaint let-
ter along with photographs to the SDO (Civil), Sechü circle on July 11. They have also filed an FIR with Sechü Zubza Police Station on Wednesday. All from Jotsoma village, the affected farmers are-- Thekrunguto Medoze, Kokehesie Suokhrie, Kosievito Nisa, Viliebeinyu Nakhro, Sedevilie Gwirie and Razouneikho Nakhro. Meanwhile, the Western Angami Youth Organization (WAYO) has condemned the ‘irresponsible action’ that occurred within its jurisdiction. It irresponsible citizens have intentionally spilled the oil knowing that there were paddy fields below the highway. WAYO president Neidilhoutuo Sechü and vice president Neizevolie Nakhro said strong action would be taken against the perpetrator (s) once caught. The organisation has requested the district administration and disaster management authority to visit the affected paddy fields and grant relief accordingly. ANSTA on pending salaries DIMAPUR: Lamenting that non-payment of salary to the teachers was now a regular problem in the state, All Nagaland School Teachers Association (ANSTA) has urged the concerned authority to “make every possible effort to make timely payment of teachers’ salary.” In a press note, president ANSTA, Ponchulo Wanth and general secretary Visato Koso, highlighted the numerous problems faced by the teaching fraternity due to irregular salary and maintained that the problem was “counter-productive in the teaching- learning process leading to poor and nil results of many Govt. schools in examinations.” On non-release of 5/6 months salary of about 623 Rastriya Madhayamik Shiksha Abhiyan (RMSA) and 1930 Hindi teachers, the Association rued that none of the teachers want to boycott classes or to agitate against the authority and stated that ‘they’ were aware of their assigned responsibilities “more than anyone else.” However, the Association stated that deliberate negligence of Govt. in attending to the genuine problem of teaching fraternity compel teachers to protest and in the process, innocent students suffer for no fault of theirs.
In order solve the problem of pending salaries of the CSS teachers, ANSTA suggested: Utilization Certificate (UC) of the scheme be submitted in time, State matching share be remitted in due time, salary component of teachers should not be diverted for other purpose, top priority should be accorded to teachers salaries, payment of Teachers salary from the state resources before funding agency release fund. With regard to the suggestions, the Association expressed hope that CSS teachers may get regular salary at par with others. Also, the Association, while asserting for timely release of pending salaries, expressed that “in the midst of its various activities for the common interest of teaching community, it might have overlooked certain section of teachers unknowingly.” Further, notwithstanding various technical failures and weaknesses, the Association reiterated to work for the genuine cause of teachers of all types as mentioned in the Constitution. In this regard, ANSTA appealed to all categories of teachers to coordinate with the parent body and bring any genuine and realistic problem(s) to the Central body for necessary action.

The Naga officer, Aliawati Longkumer son of Late. N. T. Longkumer entered service as an assistant in the Ministry of External Affairs through the Staff Selection Commission. Aliawati Longkumer in addition to postings in New Delhi in various capacities has served as assistant in Doha (Qatar), Attache in the Commission of India, Suva (Fiji) Attache in the Consulate General of India, Frankfurt (Germany) and Second Secretary in the Embassy of India, Guatemala City (Gautemala) his last foreign posting. He has recently been posted back to New Delhi in March 2016 and is currently serving in the UNP Division in the Ministry of External Affairs.

DIMAPUR: Alleging negligence and insincerity on the part of head of department (s) (HoD’s) under its jurisdiction, Kiphire Area GBs Union (KAGBU) has warned that absentees “may invite serious implications.” In a press note, president Kiphire Area GBs Union, C. Selotong and secretary, Tsinglise, informed the Union conducted surprise checking in all the departments during which it was found that “almost all HoDs were found absent with the exception of district administration and

Nagaland police team undertakes cross border exposure DIMAPUR: Two-member team representing the Nagaland Police has returned from a Cross Border exposure and learning trip to Myanmar and Thailand in connection with Human Trafficking issues. Organized by the Shillong based Impulse NGO Network, other delegations of the trip included police officers, lawyers and members of the civil society organisations (CSOs) from the various states of North East India. Impulse NGO Network has been working towards addressing human trafficking in the North East India and its neighbouring countries in Nepal, Myanmar and Bangladesh. While combating human trafficking, the organization has developed the ‘Impulse Model’. The Impulse Model is a holistic approach which brings stakeholders from Law enforcement agencies, lawyers, CSOs’ public and private sector; under one umbrella to respond to human trafficking cases effectively and efficiently through a software –The Impulse Case Info Centre (ICIC). The model has received the Silver Prize for Japanese Most Innovative Development Project from Global Develop-
ment Network (GDN) under the Japanese Social Development Fund, Government of Japan. Nagaland Police is also a user of the software and training has been imparted to all the Anti-Human Trafficking Units (AHTU) of the District Police. In a press release, Police HQ PRO, M.Tungoe, stated that the trip comprised of the entities that supported the Impulse Model and the agenda primarily aimed at sharing of experiences with the Model to build linkages between the Anti-Human Trafficking Unit of the North East India and the Anti-Trafficking Taskforce of Myanmar for efficient repatriation of Human trafficking survivors from both countries. Consultation were held at Nay Pyi Taw on devel-
oping Standard Operating Procedures (SOP) in addressing cross border Human trafficking between India and Myanmar. The trip included imparting of training on the use of the Impulse Case Info Centre Software to the Anti Trafficking Taskforce of Myanmar for efficient co-ordination between AHTU of North East India for combating cross border Human trafficking. The team also visited the Thai-Myanmar border in Myawaddy to observe the on-ground operation between Thailand and Myanmar in checking Cross border human trafficking. The trip ended in Bangkok, Thailand on June 22, 2016 after meeting with Anti Trafficking in Person Division, Royal Thai Police to under-
stand their approach towards human trafficking and explore the support mechanisms they adopt from implementing the MoU signed between Thailand and Myanmar to prevent human trafficking. The concluding meeting was with the United Nation Officer on Drugs and Crime (UNODC) which has been long term support of the Impulse Model. DIMAPUR: Naga American Foundation (NAF) held its 2016 conference in Syracuse, New York on July 8 and 9. The Syracuse conference, the 15th such gathering organized by the NAF, was hosted by Chris and Khati Prosonic of Solvay, New York. Over 100 individuals from across the United States attended this year’s event, marking the largest NAF conference attendance since the organization’s founding over 25 years ago. Dr. KilanglaYanger, research scientist at the Harvard Stem Cell Institute in Boston, Massachusetts, and Wungram Shishak, policy analyst at the Bureau of Diplomatic Security in the US department of State in Washington, were keynote speakers at the conference. Dr. Yanger spoke of how her work as a stem cell scientist mirrors the experience of Nagas in America. “Studying organ regeneration I see certain analogies with my work and NAF’s cultural goals,” she said. “Whether the Nagas in the US were born here or in Nagaland, we’re all somewhat cut away from our native homes and hence trying to re-grow as a community in this new environment.” Shishak talked about his path to working for the US government, and emphasized the “necessity of not giving up in the face of obstacles”. Both speakers recounted their upbringings in Nagaland, and

The NAF board also conducted its business meeting at the conference and announced that its next conference would be held in Felton, California in 2018.The board noted the appointment of Honili Sema, director of Women’s Ministry at Cityteam in San Jose, California, as the new president of the NAF, a position held by Meyi Aier of Plainfield, Illinois, for four years. “I am very
happy to see so many Nagas here [in the conference]. I am hopeful that we will continue to see growth in these gatherings” Aier said. Sema thanked everyone and also acknowledged the hosts, Chris and Khati Prosonic. “Hosting an event like this takes tremendous effort,” she said. “Chris and Khati have gone above and beyond to make this gathering a huge success.” Sema also described how Sid and Asangla Abrol and their children, who live in Rochester, New York, drove 90 miles to attend the final conference dinner after learning about it through WhatsApp just two hours before it began. “This just shows how connected we are as Nagas,” she said. “Even in a country like the United States, we can so easily, and without any hesitation, come together as one community.”

Development of infrastructures in these colleges has been almost completed. NEW DELHI, JUL 13 (PTI): An immigration officer, who allegedly racially harassed a Manipuri woman, has been questioned by intelligence officers after a Home Ministry inquiry identified him as the person who interacted with her in his desk at the IGI airport here. The immigration officer has been identified by investigators after checking the CCTV footage of the immigration area in IGI airport here, a Home Ministry official said. Monika Khangembam had alleged that on Saturday an immigration official at Delhi’s Indira Gandhi International Airport hurled racist remarks at her when she was on her way to Seoul for a conference. “The officer is being questioned about his behaviour and on the woman’s complaints,” the official said. After receiving the reports of the alleged racial harassment, Union Minister of State for Home Kiren Rijiju had said that an inquiry was instituted into the allegation of racial harassment and action will be taken if anyone is found guilty. On her Facebook wall,

AG A RTA L A , J U L 1 3 (IANS): A local court in Tripura on Wednesday sent to three days police custody a senior Tripura government official who was arrested a day ago in Assam’s Karimganj on rape charges, police said. Tripura civil service officer Panna Ahmed, 44, who was arrested from a house in Karimganj on Tuesday, was presented in a local court. “The court sent him to three days police custody,” West Tripura district police chief Abhijit Saptarshi told IANS. He said that senior police officials would interrogate him about the incident and the police are also looking for two locals who helped Ahmed to flee to Assam. The Tripura government had suspended the civil service official, who was a sub-divisional magistrate in Sonamura sub-division of Sepahijala district. “The state government had recently requested the Union Home Ministry for issuance of a red corner notice to track Ahmed,” Saptarshi said. Addressing a function here, the President laid emphasis on the country’s multi-racial culture. “We celebrate our diversity. We do not try to bring any one form or uniformity because we know that will be most disastrous to our social foray and development. Unity in diversity is strength in us. We are united in our national bondage,” he said. Mukherjee said the vast-
ness of India is in its diversity. He was speaking at a function to mark the 202nd birth anniversary of Nepali poet Bhanubhakta Acharya at ‘Chowrasta’ (Mall) here. The President’s assertion has come at a time when there is a debate over implementation of uniform civil code in the country. Mukherjee said India has an excellent relationship with Nepal. “We would like to strengthen this relationship amongst us,” he said. Talking about the great poet, the President said he had composed his poems in Nepali but his message was for entire
humanity. “His appeal transcends the boundaries of geography and time. He was delighted to have this opportunity to pay homage to the foremost poet of Nepali language,” he said. Praising the people of Darjeeling for having nurtured different cultures and identities, Mukherjee said unity in diversity was India’s strength. Earlier in the day, the President has visited Himalayan Mountaineering Institute here. The President is on a three-day visit to Darjeeling. West Bengal Governor Keshari Nath Tripathi was present during the function.

NEW DELHI, JUL 13 (PTI): Opposing the appointment of 21 parliamentary secretaries by the Aam Aadmi Party government, the Centre Wednesday told Delhi High Court that it could have only one attached to Chief Minister of Delhi as per the existing provisions of law. “That the post of parliamentary secretaries neither finds place in the Constitution of India, nor does it find place in the Delhi Members of Legislative Assembly (Removal of Disqualification) Act of 1997, except for the post of Parliamentary Secretary to the Chief Minister. “Therefore, appointment of 21 parliamentary secretaries vide the impugned order dated March 13, 2015, is not covered by the law,” the Ministry of Home Affairs (MHA) told a bench of Chief Justice G Rohini and Justice Sangita Dhingra Sehgal. The MHA, represented by Central Government standing counsel Jasmeet Singh, made the submission in an affidavit filed in response to the court’s notice to the Centre on an NGO’s PIL seeking quashing of Chief Minister Arvind Kejriwal’s March 13 order appointing 21 Aam Aadmi Party (AAP) MLAs as Parliamentary Secretaries. In its affidavit, MHA also said that Delhi government had tried to legalise the appointment of the 21 parliamentary secretaries by amending the Delhi Members of Legislative Assembly (Removal of

Centre allocates food grains under NFSA
DIMAPUR, JUL 13 (NPN): Directorate of food and civil supplies (F&CS) has informed that the ministry has allocated food grains for the beneficiaries under the national Food Security Act (NFSA) 2013 for Kohima and Dimapur districts, which was launched on June 27, 2016 by the chief minister and minister in-charge. In a press release, F&CS director Alun Hangsing stated that the same could be viewed in the departmental website http://fcs.nagaland.gov.in under public notice column. In this connection, the department stated that it was also
taking up constant exercises to cover the remaining districts at the earliest. All beneficiaries concerned (i.e. under AYY and PHH) have been instructed to submit respective Aadhaar number for seeding in the ration cards. The department said it has become necessary to produce Aadhaar number for the purpose of establishing identity of an individual as a condition for receipt of subsidy, benefit or service for which the expenditure is incurred from or the receipt therefrom forms part of the Consolidated Fund of India.
NSCN (I-M) condemns NIA’s action DIMAPUR, JUL 13 (NPN): NSCN (I-M) on Wednesday strongly condemned the act of NIA “for unduly questioning Kishore Jeedung, steering committee member” on July 12, 1 p.m. at his residence in Dhansiripar, Dimapur. In press note, NSCN (I-M) MIP said, though Jeedung was not physically harassed, the NIA team led by one Dy. SP from Assam Branch who had come along with three Nagaland Police personnel asked several personal questions as well as on matter concerning his service as a national worker. MIP said the officials did not disclose the purpose of the visit. It said despite 19 years of ceasefire and the political talks between the government of India GoI and Nagas represented by NSCN, such act was “disheartening to note that NIA had been playing a spoiled brat by going against the principle and the spirit of ceasefire agreed ground rules and the peace process”. MIP said when NIA summoned their leaders to their Court on several occasion, NSCN (I-M) had clearly stated that “we are not in a position to comply to because legal entanglements must not come on the way to solution”. SRINAGAR, JULY 13 (PTI): Barring some incidents of stone- pelting, Kashmir was relatively calm on Wednesday after four days of violence which claimed 34 lives and over which Chief Minister Mehbooba Mufti expressed “great sadness and sorrow” and promised a “healing touch”. Curfew remained in force in some parts of Kashmir, including Pampore and Kupwara towns, while restrictions on movement of people were imposed in the rest of the Valley. A police spokesman said barring “some incidents” of stone pelting at various places, the situation “remained under control” in the valley. Positive and hopeful
t is good news that Nagaland will probably have another University that will join the ranks of other private universities which would greatly help improve the reach, variety and quality of higher education. Nagaland has a high literacy rate of around 80% as per 2011 census and yet the standard of higher education has not reached the desired level. On the other side, each year, a few thousand students are already in various colleges or institutions and after a few years, would graduate from institutions to join the ranks of the unemployed whose number in the state is officially around almost fifty thousand (registered). Students spend the most vital part of their obtaining education after which they step out into society. It is this preparation aspect that has made education a topic of intense debate. A balanced personality development is achievable if there is scope for access to quality education right from the formative stage of life. Though there is great and ever increasing need for providing quality education for all round development of the mental, spiritual and physical aspects of the child; most rest content with academic achievements. The onus on providing good quality education rests with the academic councils of universities. Beyond that, the institutions have so far been focused on ‘holistic education’. Today education is being challenged not only to make the students good and responsible citizens but to equip them with skills for pursuing their careers. By and large, private institutions have done well in doing that and so there is expectation from the proposed universities. The quality of education has been at the mercy of government policy planners and which have also resulted in some controversies regarding the selection of certain curriculum for high school students in the past. This indicates perhaps that such decisions were not made after proper study by experienced academicians. It would seem from past HSLC and HSSLC results held under the Nagaland Board of School Education, that the private educational institutions are producing much better results than their government counterparts despite the latter having better qualified teaching faculty.. In the context of higher education, striving for high quality is not a new strategy. Institutions have always held academic excellence and high quality as the highest goals. The assessment of value added education also puts a lot of onus on the skills, methods and goals of teachers in adding capabilities on the students. In a region that is unfortunately more known for political violence than on the potential of the human resources of the people, the main task before higher education and primary education is to be responsive and relevant to the environment. . If society is to come out of the present morass and prosper, it would not so much do so by infrastructure development or wealth and power of others but by the character of the individual citizens whose personality is fully developed to their best in various educational institutions. When the quality principles are implemented holistically, a culture for academic excellence is created. Before that, society and its leaders need to come together to ensure that the social environment provides for growth of academic environment, without which, there can be no progress.

Over and over again God has to remove our friends to put Himself in their place, and that is when we falter, fail, and become discouraged. Let me think about this personally— when the person died who represented for me all that God was, did I give up on everything in life? Did I become ill or disheartened? Or did I do as Isaiah did and see the Lord? My vision of God is dependent upon the condition of my character. My character determines whether or not truth can even be revealed to me. Before I can say, “I saw the Lord,” there must be something in my character that conforms to the likeness of God. Until I am born again and really begin to see the kingdom of God, I only see from the perspective of my own biases. What I need is God’s surgical procedure— His use of external circumstances to bring about internal purification. Your priorities must be God first, God second, and God third, until your life is continually face to face with God and no one else is taken into account whatsoever. Your prayer will then be, “In all the world there is no one but You, dear God; there is no one but You.” Keep paying the price. Let God see that you are willing to live up to the vision.

S the memory of the massacre at Dhaka recedes, examples of bravery are coming to the fore. One of them is that of Faraaz Hossain. He was on a vacation at Dhaka from his college in the US where he was pursuing higher studies. He spent less time at home but used the opportunity to meet his friends from foreign climes at Gulshan’s famous Spanish restaurant, the Holey Artisan Bakery. When ISIS terrorists struck, Faraaz was having food with his friends at the restaurant. The ISIS killers were singling out and separating Bangladeshis from the others before using weapon. They came to the table where Faraaz was sitting. Then they asked him whether he was a Bangladeshi and, when he said yes, they pushed him aside before asking others about their nationalities. When all except Faraaz said that they were non-Bangladeshis, they opened fire from the only gun they had among them. Faraaz protested and told them that he was a part

of his friends’ group and would not like to be treated separately. The terrorists then told him that he too would be killed if he did not want to stand aside. Faraaz preferred to stand with and by his foreign friends. And he knew that the price he would pay could be his possible death. The terrorists showed no mercy and killed all of them. Today when the massacre at Dhaka is recalled, people talk about the courage of Faraaz. Probably, this is the only compensation for parents and grandparents whom I know well. In fact, I have had dinner at their house at Dhaka. They lead a simple and austere life. I met Faraaz at his grandparents’ house. I recall exchanging notes with him about America where I had gone to North Western University to earn an MSC in journalism. He was raw in his attitude but steadfast in his views, even though he belonged to a very wealthy family. There were no airs about him. He was curious to know about India, which he said he would visit at leisure. He was impressed by our
composite culture, something which he wanted Bangladesh to cherish because it too had a large number of Hindus, nearly 12 million, making Bangladesh the third largest Hindu state in the world after India and Nepal. I have tried to pick up every detail about the killings. There is no doubt that Faraaz sacrificed his life for his forKuldip eign friends who were the real targets of the terrorists. This does not make amends for the brutal killing, but it does tell a saga of unbelievable bravery. True, he is mentioned with great respect in every Bangladeshi home and cited as an example of courage, but distraught parents and grandparents can never be consoled. A promising child has been lost from their family. Such examples of self-sacrifice are by no means unique in the East. They are typical of value systems in the East which do not weigh individualson the scales of wealth as is the case in the West. Mahatma Gandhi is an example. He preferred
to be called a naked faqir, as he was characterized by the West, rather than be known for either wealth or erudition even though he had access to both. The West cannot understand or appreciate the nonviolent movement of Gandhi. Hundreds of volunteers went to the sea at Dandi to break the law by makNayar ing salt and they suffered police lathi charges but never hit back because of the ideals of their movement. Faraaz may not have been a Gandhi follower but he did represent his spirit and discipline. In India, wherever Faraaz’s name has been mentioned, people bring in Gandhi’s name. Had Gandhi been living today, I have no doubt that he would have travelled to victims-stricken Dhaka, just as he went to Noakhali after the fierce riots between Hindus and Muslims in Calcutta. And he would have lauded a person like Faraaz who really represented a figure of noble ideals, decency and self sacrifice. Just as statues of Bhagat
Singh have been erected all over India, Faraaz should also be remembered in the entire subcontinent and I am confident that people would name their sons and statues after him, not only in Bangladesh but also in India and elsewhere. At least school textbooks should have a chapter on him, not for the purpose of accelerating the idea of Hindu-Muslim unity, but for making the youth feel proud about Faraaz. They should be able to tell the elders that a person like Faraaz has given an example of the true spirit of the youth, as well as a demonstration of culture in the East and its value system. I wonder how his nonBangladeshi friends are recalling his memory. They should propagate the example of Faraaz in their own countries so that people of different religions and race feel proud of how an ordinary young man stood by his companions when he could have easily escaped from death. This has nothing to do with a particular religion to which you belong, but represents the core of every religion:
faith in the people to rise above parochial considerations and think of humanity as a whole. Unfortunately India, instead of rising above petty parochial appeals and serve as an example to the world, has become a prey to the propaganda of the fanatic fringe. Since the advent of Prime Minister Narendra Modi’s regime, the fringe party is trying to represent the whole. Taslima Nasrin, who was ousted from Bangladesh for having written the story of oppression of women, has asked the followers of Islam to introspect and find out how they have strayed from the real content of the religion. Faraaz would have approved such an approach. Come to think of it, this is the only approach that is cogent, logical and human. The fanatic fringe among Hindus, Muslims, Sikhs and Christians should be made to realize that India is a tolerant country and those who are trying to disturb the equation among the communities are disfiguring India and all that it stands for.

Visible changes under KMC A presentation to the Nagaland Vision 2030 expert group T hrough your esteemed paper, I would like to share some of my observations on the visible changes in the work of Kohima Municipal Council, Kohima over the past two years. This pertains to the developmental activities under taken by the council in its humble way despite many constraints. First of all, I gave Kudos to the leadership of the KMC for taking the initiative in visiting the entire Wards of Kohima town to have first hand information on the problem faced by the denizens vis-a- vis to establish personal relationship with colony people which is very important towards ushering progress and growth and also for the maintenance of cordial atmosphere. To what extent KMC has ascertained the grievances of the colony dwellers and its approach for redressal is a matter of debate and time. However, the gesture shown by KMC is a big encouragement, a morale booster for the colony leaders who sincerely and devotedly work for a better ambience. It is pertinent to point out that KMC after its interaction with the colony dwellers has done away with the “Service tax of 5%” which the colony/ward has to pay back to KMC from the sanitation fee collected by them. This has come as a big relief keeping in view of the deteriorating conditions of the vehicles and its maintenance cost and also towards payment of salary to the driver and his co-worker. Another tangible achievement of the present KMC is abolishment of the Coupon system and putting it directly under its control. This has got rid of the business monopoly enjoyed by few on certain commodities that had often lead to price hike of essential commodities at will in the past. It now gives ample opportunity for the petty business people also to earn their livelihood without any hindrance in procuring their commodities. The Beautification of the main town
like painting of the Foot Bridges, construction of pay and use toilet, construction/ renovation of drains and new public foot path on the road sides are all visible rooms of improvements that we are witnessing. With proper vending & allotted timing for street vendors there no much complain and constraints face by the pedestrian. In recent time, one of the news magazine reports in its national survey has categorized Kohima as the 5th costliest living city in India. Perhaps this is attributed to the sky rocketing prices of commodities for reasons best known to us and also owing to lack of mechanism to control price hike. Here my humble plea and suggestion to the KMC is to atleast constitute a special squad to check whether commodities are sold at the prescribed rate issued by KMC in different markets of the town and defaulters are booked under appropriate section of the law. Evidently fruits, vegetables to poultry products etc are all sold at random prices fixed by the traders and the consumers are at their mercy. This is a matter of great concern as all our belly needs to be filled. Displaying of price hoardings and setting up of consumer complain cell by KMC will go a long way towards streamlining the price control. Lastly, I exude confidence that if the KMC leadership continues with these small innovative developments, a day is not far when Kohima the mirror of Nagaland will be Smart City in reality. As the saying goes that “we cannot clap with one hand” it is our zealous responsibility also to come forward to help and support KMC in its endeavors. Here the Kohima citizens should also no longer bask in its legacy as the land owners but instill the sense of responsibility towards doing their duties by joining hand with KMC to echo the old song of “Kohima will shine today” Zeruuzo Norbert, New Market, Kohima.

agaland of the times about 1990 to 2012 was in such chaos with extortions, kidnappings, ransoms, killings and whatever crimes you can name. It hardly nattered who that extortionist was, for anyone could tell any name to ask for the tax. Of course, every Naga, including the writer, support the Naga National Movement, and would gladly donate whatever is feasible and perhaps even sacrifice that beyond what is normally feasible, if the activities were truly for the real cause. That is what every Naga knew; but could not speak for fear of the gun. There were cases of robbing of employees’ salary, in bulk, before disbursement. Also bulk deductions of employees’ wages, by way of percentage deductions, etc. were usual a thing. In such a situation, the Nagaland state govt had to think of some ways to prevent robbery of salaries and bulk deductions. The seemingly best option was to prepare a Combined Pay Bill (A/Roll), with respective Bank Accounts into which the salary, of each, is to be remitted. Having been directly transferred into his/her bank account, all that an employee has to do is to go to the Automated Time Machine (ATM) booth to draw whatever amount is needed. This method of salary disbursement seemed miraculous and secured for many. However the method also has its disadvantages, one among many, is that many of the field staff are illiterate and
hence to use the ATM Card is not directly workable. Such illiterate employees had to entrust a family member or a friend to obtain the ATM Card and its PIN, from the bank, as well as to use the ATM card to draw money. One can imagine the burden and inconvenience for the use of ATM Card by an illiterate user. Also the ATM booths have queues that are sometimes intolerable. Not ignoring the advantages of the use of ATM Card for many purposes, the system is surely in need of review, for many reasons, chief among which is indirect siphoning of govt fund without work output. After realising that the Naga National Movement had turned into syndicated robberies and killings, a few enlightened Nagas started expressing their voices against the irony of the so called Naga National Movement. Of all the voices of the aggrieved people, ACAUT was the saviour voice, the revolutionary philosophy which advocated “one government, one tax”. This ACAUT voice has revolutionised the thoughts of many Nagas, especially the educated lot, and accordingly the law and order scenario has changed a lot in Nagaland, for the better. Hence as far as the case of syndicated robbery and kidnapping is concerned, the thinking of the Naga people have largely been refined to suit the “one govt, one tax” philosophy. But an evil comparable to unabated taxation has developed among state
govt employees. This evil is drawing salary without going to work, by many employees. Unabated taxation is direct extortion from individuals; but salary without work is indirect siphoning of govt fund that is to say without commensurate work output. One should not be surprised if told that a state govt employee, posted to a place other than Dimapur or Kohima, or his/ her place of residence, drew salary through ATM for several years, at place of residence, and then got transferred to another place, without seeing his workplace. The writer has discussed with many Controlling Officers about regular attendance of state govt employees. The simple answer given by many is the loss of control by DDOs and hence inability to discipline any errant employee, because of the existing system of Combined Pay Bill and its disbursement through bank accounts, so they say. Of course all that a DDO/Controlling Officer says may not always be justified since some DDOs may also be taking advantage of this system of salary disbursement. It is not surprising that many DDOs requisition the Pay Bills of his/her office to Dimapur/Kohima etc, sign it and send back to the office, for routing to treasury for disbursement through the bank accounts. Disabled people are the experts in their own lives and their views are an essential part of any evidence base for action. Involving them in developing policy and development programmes will help identify
gaps in knowledge and give an indication of whether the policy or programme will work in the short and long term. Including and engaging People with Disabilities and local Disabled Person’s Organisation (DPOs) in the design, delivery and monitoring and evaluation of policy and programmes and in round table discussion with the government is critical to hear first-hand the challenges people with disabilities are facing and identify effective approaches for collectively addressing these challenges. “Be participatory, actively and meaningfully involving people with disability in all matters concerning them in the process of forming policies and programmes; DPOs are key players in this process” (UN DESA 2011) Conclusion An Inclusive and Enabling Nagaland where ‘No one is Left Behind’ is not an impossible dream. All it needs is political will and a strong commitment to take EVERYONE along. For too long, Nagaland has ignored, excluded, isolated and neglected its citizens with disabilities. This is discriminatory and wrong and it needs to CHANGE. Without further delay
Centre government had already granted/sanctioned 6% DA rising from Rs. 119/- to Rs. 125/- w.e.f 1st January 2016. But the state government is yet to release the same till date. Both the government and its employees are silent about this 6% DA which is really confusing (reason for their silence best known to them). I only wish/hope that government will release this DA without further delay since the Chief Minister who is holding the finance portfolio has proudly claimed that the budget for 2016-17 is the best budget which clearly means that financial position is safe and sound. I think the government employees/unions/associations should pursue the matter at the earliest. I Sumi, Dak-lane Kohima.

All the district headquartersof Nagaland has been electrified and had brightened the districts and gradually the light bulbs are diminishing, the meaning, the spiritual light of God is slowly fading away. 2. Many false prophets and false prophesies are leading the Naga people astray. 3. Deceit, immorality, gambling, alcoholism, corruption is rampant among the Nagas. 4. A flower is devouring other flowers, meaning natural calamities will occur, the paddy fields will not mature, it will be destroyed by many natural calamities. 5. Perilous pestilences, illness will occur among the Naga people, there will be sickness and death. 6. There will be clashes among the Naga factions. In a vision shown, there will be few bullets fired and a little bloodshed but later on a lot of bullets are fired and blood profusely gushing out and later on there may be war with the Indian Army, gun fire will begin in Dimapur. 7. The spirit of God has informed the Naga people to pray and fast on August 1, 2016, confess the sins of the Naga people, rebuke the forces of darkness and pray for God’s mercy and blessings upon our Naga people to restore peace and harmony and revive our nation once again. Judges’ strength inadequate to deal with rising cases: SC NEW DELHI, JUL 13 (PTI): Filing of cases before the Supreme Court has risen so sharply over the past decades that the strength of judges was proving inadequate to deal with the backlog, the Supreme Court said on Wednesday. The apex court, while referring to the constitution bench a plea seeking setting up of National Court of Appeal with regional benches in major cities, said there was a need to examine the issue of pendency of cases through a larger bench of five judges. “In view of cases pending in the Supreme Court of India on average for about 5 years, in the High Courts again for about 8 years, and anywhere between 5-10 years in Trial Courts... “Would it not be part of the responsibility and duty of the Supreme Court of India to examine through a Constitution Bench, the issue of divesting the Supreme Court of about 80 per cent of the pendency of cases of a routine nature, to recommend to Government, its opinion on the proposal for establishing four Courts of Appeal... may regain its true status as a Constitutional Court,” a bench headed by Chief Justice T S Thakur said. The apex court, which framed various questions for the constitution bench to ponder over, said statistics showed that over three-fourth of the
total cases filed were dismissed at the admission stage. “Keeping in view the importance of the questions and the need for reforms which have been long felt, we deem it proper to refer the same to a Constitutional Bench for an authoritative pronouncement,” the court said while leaving it for the constitution bench to decide whether the Supreme Court sitting in benches in different parts of India would be an answer to the problem or not. It also left it to the appropriate bench to decide whether the right to justice, which is a fundamental right, would “stand denied to litigants due to the unduly long delay in the disposal of cases in the Supreme Court? Would the mere increase in the number of judges be an answer to the problem of undue delay in disposal of cases and to what extent would such increase be feasible? “Would the division of the Supreme Court into a constitutional wing and an appellate wing be an answer to the problem? Would the fact that the Supreme Court of India is situated in the far North, in Delhi, rendering travel from the southern states and some other states in India, unduly long and expensive, be a deterrent to real access to justice,” a bench also comprising Justices R Banumathi and U U Lalit said.

SRINAGAR, JUL 13 (PTI): Accusing the Mehbooba Mufti government of failing to assess the situation after Hizbul commander Burhan Wani’s killing, NC leader Omar Abdullah Wednesday said the PDP-BJP combine had “forgotten” the lessons of 2008 and 2010 when the Valley witnessed largescale protests. The former chief minister also charged that Mehbooba Mufti was “shamelessly” trying to convey message of normalcy in the state hit by violence. “I will not go into whether the situation is worse or not than 2008 or 2010. That is something you people have to decide. However, I feel that unfortunately, the lessons which we learnt in 2008 and 2010, the present government has forgotten them for some reasons,” Omar told reporters here. The former chief minister was speaking to media after paying tributes to the martyrs of 1931 at Martyrs graveyard in Khawaja Bazar in downtown area of the city here.

Facing heat over allegation of inspiring some of the Dhaka attackers through his speeches and under scanner of the state and the central agencies, Naik is expected to clarify his position during the media interaction.
NEW DELHI, JUL 13 (PTI): Supreme Court Wednesday referred to the constitution bench a plea seeking setting up of National Court of Appeal with regional benches in major cities for deciding cases arising from high courts. An apex court bench, headed by Chief Justice T S Thakur, passed the verdict on a PIL pressing for setting up of a National Court of Appeal at Chennai, Mumbai and Kolkata and quashing of the government order rejecting the proposal on the issue. The Centre had opposed the plea on several grounds, including that the litigants cannot be deprived of the right to approach the apex court. The Centre had also said it was “neither feasible, nor desirable” and if it is set up, it will be a “self-defeating exercise as after 10 years, more number of cases will clog the system and the dockets will again get full”. In February 2014, petitioner V Vasanthakumar had moved the apex court with the same prayer when it had disposed of the matter directing the Centre to respond to his suggestion within six months. The decisions were taken at a meeting of Union Cabinet chaired by Prime Minister Narendra Modi, an official statement said. The facilities will be offered to persons from minority communities of Afghanistan, Bangladesh and Pakistan, namely Hindus, Sikhs, Buddhists, Jains, Parsis and Christians staying on LTV in India. “The move is aimed at easing out the difficulties being faced by them,” the statement said. NE W DE LHI, JUL 13 (PTI): Two senior doctors of Apollo Hospital have been questioned in connection with the kidney trading racket unearthed in the national capital last month, police said today. The doctors and few others were issued notices under CrPC Section 160, with the investigators asking them to join the probe into the matter at the earliest. A Special Investigation Team questioned Ashok Sarin and D K Aggarwal, both nephrologists at Apollo Hospital, in connection with kidney transplants facilitated by the racket, yesterday evening. They were asked to come for another round of questioning Wednesday as well, a senior police official said. Meanwhile, the police are also in the process of sending notices to three other senior doctors, who are members of the hospital’s committee for verifying documents pertaining to transplants. They too will be asked to join investigation into the case in connection with which the police have so far registered 2 FIRs and arrested 13 persons, including doctor’s assistants, middlemen, the kingpin Rajkumar Rao, few donors and one recipient.

(PTI): Peeved over a campaign against it by AAP, the Centre today dismissed the suggestion that it has withheld 14 bills sent by the Delhi government, saying just one legislation was rejected by the President. A senior Home Ministry official said Lieutenant Governor Najeeb Jung had “reserved” 11 bills passed by the Delhi Assembly and sent to the central government for Presidential approval. Of these, only one Bill, a legislation that sought to protect 21 Aam Aadmi Party MLAs, who have been appointed Parliamentary Secretaries, from disqualification for holding office of profit, was withheld by the President. Two bills -- Minimum Wages (Delhi Amendment) Bill 2015 and a bill to upgrade the Netaji Subhash Institute of Technology to a state university -- were sent back to the Delhi government for further clarifications. Six other bills were received by the Home Ministry on April 1, 2015. One bill was received in December 2015 and another in August 2015. “Of all the 11 bills, only

MUMBAI, Jul 13 (PTI): The rupee trimmed its early gains, but was still quoting up by 3 paise to 67.15 against the US currency in late morning deals on bouts of dollar selling by banks and exporters amid higher domestic equities. The Indian rupee opened higher by 67.10 as against yesterday’s closing level of 67.18 per dollar at the Inter- bank Foreign Exchange (Forex) market. The domestic unit hovered in a range of 67.17 and 67.08 during the morning deals before quoting at 67.15 per dollar at 1040 hrs. The dollar index was trading lower by 0.10 per cent at 96.41 against a basket of six currencies in the early trade. Overseas, the US dollar was trading mixed against its major rivals in early Asian trade, while the yen clawed back some of this week’s losses, after it sank to 2-1/2-week lows reached this week as the prospects for more economic stimulus in Japan helped bolster risk sentiment. Meanwhile, the benchmark Sensex was trading up by 27.40 points, or 0.10 per cent, to 27,835.54 at 1050 hrs.

Chennai, Jul 13 (PTI): Public and private sector bank employees have decided to observe a day-long strike on July 29 to oppose the “anti-people” banking reform policies of the Centre, AIBEA said on Wednesday. The United Forum of Bank Unions (UFBU) consisting of nine trade unions across the country represent-

Modern motorbikes have a fuel efficiency of over 100 miles per gallon (mpg). Older models may only reach around 50 mpg, but that’s still about twice as efficient as most cars. Sales of new four-wheeled passenger vehicles in China hit almost 25 million last year, double the volume in 2010. India’s car sales are measly by comparison. New passenger vehicle sales have stagnated below 3 million a year since 2010. Monthly sales of less than 215,000 are well below
their historic peak of just over 300,000 half a decade ago. India’s poor roads and choked cities favour bikes over cars, but the most important factor is price. India’s average monthly salary of around $120 remains far below China’s average of over $9,000 a year, making motorbikes the default choice for the swelling number of young commuters. Small motorized twowheelers cost 25,000 rupees to 50,000 rupees ($370 to $750) compared with 200,000 rupees to 500,000 rupees ($3,000 to $7,500) for the cheapest new cars. India-based credit rating agency ICRA says the income levels of average Indians have risen 8-9 per cent a year for the past five years. In a population where 65 per cent of people are under 35, and where financing options are improving, this has supported the two-wheeler market. “Commuting is a basic necessity, (but) in metropolitan areas and cities we have a public transport system that is not good enough,” said Yamaha’s Kurian. “Two-wheelers have become an automatic choice because of the traffic chaos and parking issues in almost every city,” he said, adding that a lack of public transport and poor roads outside cities were also boosting sales in rural India.

From August 1, pay less for flight ticket cancellations New Delhi, Jul 13 (Agencies): Come August and fliers will have a good reason to smile. According to Zeenews, from August 1, the new norms that caps ticket cancellation charges and bars airlines from levying additional amount for refund process are coming into force. This means that airlines and carriers will not be able to charge additional for cancellation of tickets more than the basic fare plus fuel surcharge. Under the revised norms, carriers would have to indicate in an “unambiguous manner” the amount of refund admissible on cancellation of a ticket. “Under no circumstances, the airline shall levy cancellation charge more than the basic fare plus fuel surcharge,” aviation regulator DGCA said. The Directorate General of Civil Aviation (DGCA) has also made it clear that airlines cannot levy additional charge to process the refund. The move would come as a relief to air passengers against the backdrop of many carriers hiking the cancellation charges in recent times. Coming out with the fresh set of rules, the watchdog said carriers should refund all statutory taxes and User Development Fee (UDF)/Airport Development Fee (ADF)/ Passenger Service Fee (PSF) to the passengers in case of “cancellation/ non-utilisation

of tickets/no show”. “This provision shall also be applicable for all types of fares offered including promos/special fares and where the basic fare is non-refundable,” the DGCA said. The changes were first proposed by the Civil Aviation Ministry in June as part of putting in place passenger friendly measures. These norms would be effective from August 1, according to the Civil Aviation Requirement (CAR) issued by DGCA chief M Sathiyavathy on Tuesday. To ensure more transparency, carriers would be required to indicate the refund amount in case of ticket cancellations. The amount and its break-up may be indicated on the ticket itself or through separate form used for the purpose. Also, the policy and amount of refund shall be displayed by the airlines on their respective websites, DGCA noted. Further, passengers can choose whether the refund money should be kept in the airline’s credit shell or not. “Airline shall not levy any additional charge for correction in name of the same person, when error in his name spelling is pointed out by the passenger to the airline after booking of his ticket,” the regulator said.

This has been clarified by the Department of Telecom which has also placed the onus of verifying the details mentioned in the e-Aadhaar letter - including name, address, date of birth, gender - from the UIDAI, on the representative manning the point of sale. NEW DELHI, Jul 13 (PTI): Gold prices advanced for the third day on Wednesday, spurred by a firm trend overseas and fresh buying by local jewellers, climbing Rs 45 to Rs 30,935 per 10 grams. Silver, too, gained for the fourth day, rising Rs 130 to Rs 46,900 per kg due to increased off-take by industrial units and coin makers. According to traders, a firming global trend where gold recovered after recent losses as investors took advantage of a decline and added to their bets explains the upmove. Globally, gold climbed 0.7 per cent to $1,341.71 an ounce in Singapore. In the national capital, gold of 99.9 per cent and 99.5 per cent purity traded higher by Rs 45 each to Rs 30,935 and Rs 30,785 per 10 grams, respectively. It had advanced Rs 190 in the last two days. Sovereign, too, turned dearer by Rs 100 at Rs 23,500 per eight grams. Tracking gold, silver ready rose Rs 130 to Rs 46,900 per kg while weeklybased delivery shed Rs 15 at Rs 47,890 per kg.

But investors were decidedly cautious as the valuation of several stocks appeared stretched in view of the recent rally. They were seen trimming their exposure at existing higher levels, pulling the key indices down from their day’s highs. Buying activity gathered steam at the outset on positive economic data as industrial production expanded at 1.2 per cent in May after a revised reading of -1.3 per cent in April, mainly due to uptick in consumer durable output. But the worry is retail inflation in June inched up to a 22-month high of 5.77 per cent that restricted the gains, dealers said. In a volatile trade, the BSE Sensex after opening higher moved up on the back of gains in blue-chips, but in the end, settled at 27,815.18,

PMKVY will impart fresh training to 60 lakh youth and certify 40 lakh people who have acquired skills non-formally under the Recognition of Prior Learning (RPL), Law and IT Minister Ravi Shankar Prasad told reporters after the Cabinet meeting. Financial support to trainees will be given in the form of travel allowance and by taking care of boarding and lodging costs. Post-placement support will be given directly to the beneficiaries through Direct Benefit Transfer (DBT). Recent bids in Hybrid Annuity model (HAM) in May-June has seen participation increasing from two-four players to seven-eight players as risk-reward is favourable,” the Jefferies India said in a report. “Consequently, bids have become slightly aggressive as competition is becoming cognizant of the favourable risk-reward scenario in HAM versus EPC (engineering, procurement and construction) versus BOT (build-operatetransfer) model,” it said. “Execution was strong in May at a 22 km per day completion run-rate, and will be closely watched for in the coming months,” it added. Islamabad, Jul 13 (PTI): Pakistan Prime Minister Nawaz Sharif has convened a special Cabinet meeting in Lahore on Friday to discuss the “deteriorating situation” in the violence-hit Kashmir and chalk out “future course of action” on the issue. “The Cabinet will discuss the oppressive actions of Indian security forces against innocent civilians and the over all situation in Kashmir after the brutal assassination of Burhan Wani,” the Prime Minister’s Office said in a statement. The meeting at the Governor House in Lahore will discuss the “rapidly deteriorating situation” in Kashmir and the Prime Minister will chalk out “future course of action” on the issue, it said.

Dhaka, Jul 13 (PTI): Bangladesh today launched a probe on schools bearing the name ‘Peace’, suspecting them to be linked with controversial Indian Islamic preacher Zakir Naik’s ‘Peace TV’ which was banned this week over allegations of inspiring terrorists. Though the government does not have any specific data on how many schools are being operated with the word ‘Peace’ in their names, an official said 28 schools in Bangladesh have ‘Peace’ in their names. The schools, in the capital Dhaka and in other parts of the country, are allegedly being operated in line with the controversial Islamic preacher’s ideals by adding ‘Peace’ to their names, bdnews24.com reported. The government is now inquiring into the activities of the so-called ‘Peace schools’, the report said. Intelligence agencies had
been asked to inquire into the 20 ‘Peace Schools’ spotted by the ministry in Dhaka. “If these schools actually follow Zakir Naik’s ideals, they will face action,” an offiaial said. No-confidence motion against Oli Kathmandu, Jul 13 (PTI): Nepal’s Opposition parties today tabled a noconfidence motion against Prime Minister K P Oli after the embattled leader refused to resign despite his coalition government being reduced to a minority, plunging the country into fresh political instability. CPN (Maoist Center), Nepali Congress and CPNUnited tabled the no-confidence motion to oust Oli a day after Prachanda’s Maoist party withdrew support to the the nine- month-old CPNUML-led coalition government and claimed that he will form the new government with the backing of the opposition. Prachanda proposed the motion while Nepali Congress President Sher Bahadur Deuba seconded it. NC leader Ram Krishna Yadav said the motion was filed after 183 NC parliamentarians, 70 from Maoist and three of CPN-United put their signatures in the 601-member Constituent Assembly, Kathmandu Post reported. The three parties have the combined strengthen of 292 votes in the Parliament. Oli’s Communist Party of Nepal (Unified Marxist Leninist) currently has 175 elected seats in parliament, far fewer than the 299 needed to win a vote of confidence. Meanwhile, six Madhesi parties, whose combined strength is 50, have

Prime Minister Oli and the Maoist chief had reached a verbal agreement in May to hand over the leadership of the government to the latter after the Parliament endorses the new budget, according to sources close to Prachanda. However, Oli turned a deaf ear towards the top Maoist leader and asserted that he would continue in power till the new election is held in one and a half year’s time. Expressing dissatisfaction over the CPN-UML’s leadership, the Maoist Centre had recently intensified intra-party and inter-party dialogues to form a new government under its leadership.

Brazilian football great Ronaldinho and Manchester United legend Ryan Giggs will kick off the world’s first multinational tournament, reported NDTV. It has Portuguese football legend Luis Figo as president and Indian cricketer Virat Kohli as ambassador. The tournament will have a total of six teams, involving 15 matches but will only be played in two venues - Chennai and Goa. Premier Futsal, a franchisebased international futsal (a form of football being played indoors on a smaller field with
five players in a side for 40-minute duration) tournament and promoted by an entity formed by Indian entrepreneurs, has attracted some of the world’s best players but has struggled to convince domestic players to jump on its bandwagon. The teams have been picked by an independent committee comprising of International Futsal experts with a view to make the teams balanced and the league competitive. For the next season, all the Futsallers will go back in to the bidding pool and the owners will have to pick their team through a bidding process.

Alastair Cook’s team is fourth in the ICC world rankings behind Australia, India and this summer’s tourists Pakistan, who they face in the first Test at Lord’s on Thursday. England have won four of their seven Test series since a shock home defeat to Sri Lanka in 2014, with their victory over Angelo Mathews’ men earlier this summer following triumphs against India, Australia and South Africa. London, Jul 13 (IANS): Sunderland on Wednesday confirmed that their head coach Sam Allardyce has held talks with the Football Association regarding the vacancy for England coach. Roy Hodgson left his position as chief coach after the Three Lions’ humiliating European Championship exit at the hands of Iceland in the pre-quarterfinals, and the FA has since been searching for a successor to the former Fulham coach. Sunderland have subsequently confirmed that they granted English football’s governing body permission to speak with Allardyce, who is now reportedly the frontrunner for the post ahead of the likes of Arsenal head coach Arsene Wenger and United States’ coach Jurgen Klinsmann. All Rio-bound athletes are dope-free: NADA
NEW DELHI, Jul 13 (PTI): National Anti-Doping Agency director general Navin Agarwal said that all the Rio Olympics bound sportspersons have undergone testing for banned substances and they are dopefree. Agarwal, however, conceded that there were issues regarding testing of a few Rio-bound sportspersons as they were not available at their “whereabouts” provided by them as mandated under the Anti-Doping Administration Management System (ADAMS) of the World AntiDoping Agency but NADA was able to get their testing done later on. “All Rio-bound athletes have been tested. Some of the athletes have been tested at least once, some have been tested twice and some thrice. Some athletes could not be tested on the second occasion because they were training abroad and in their case they have been tested at least once,” Agarwal, who joined last month, said. “For those training abroad, we have hired some agencies to collect samples there (abroad) and we have tested the samples of all these athletes,” he said. “I am quite confident that the Indian contingent at the Rio Olympics will have no doping violation by any of them this time. We also hope there will be no doping violation from other countries. Since we are very strict as far as our athletes are concerned, we also expect same strictness from other countries so that there is fair play,” said

Asked specifically if some sportspersons have resisted from undergoing tests by not being present at their “whereabouts”, Agarwal answered in the affirmative. “There have been a few cases, though I cannot disclose them. In such cases we issue notices and three such whereabouts failure is treated as a doping violation. “There have been instances of one or two whereabouts failures regarding a few Rio-bound sportspersons but till now there is no instance of three whereabouts failures and so there is no doping violation so far,” he said. Sportspersons included in the reserve testing pool need to provide their ‘whereabouts’ and they will have to be available for dope testing at specified times. Agarwal also confirmed that discus thrower Seema Punia had undergone dope test recently at her “hometown”. The 24-year-old joined Barcelona from Santos in 2013 and has developed into one of the best in the business. “I was afraid when I saw Messi and the others before my first Barcelona game,” Neymar was quoted as saying by TV Globo on Wednesday. “I got into the dressing room and Messi, Xavi, (Andres) Iniesta, (Gerard) Pique and Dani Alves were all there. These guys were my idols. It was almost as if I was playing on the Playstation. It was very difficult in the beginning,” he added. Chhattisgarh milk seller Renuka Yadav fulfils her Rio dreams
RAIPUR, Jul 13 (Agencies): Renuka Yadav used to sell milk as a young girl in Rajnandgaon, door-to-door on her bicycle, while her parents worked as domestic helps in people’s homes. This small town girl from Chhattisgarh has come a long way from those difficult times. Now 22, Renuka was on Tuesday named in the 16-member women’s hockey squad for the Rio Olympics - something she had dreamt of for years. “It was not an easy journey. I belong to a lower middle-class family. I used to sell milk while my parents did household work like dusting and cleaning in others home to earn a livelihood,” she told TOI on Tuesday. Playing as midfielder and full back in the national hockey team for some time now, Renuka has set an example through sheer determination and hard work. Sharing her “happiest moment”, an elated Renuka said, “This is a golden moment of my life. We have got the opportunity to be at the Olympics after a long gap of 36 years. I am happy to be the first ever woman Olympian of Chhattisgarh.”

She added: “I have been playing hockey since childhood. Bushan Sao, my first mentor, encouraged me to take to the game. “My journey began there and today I am here in Indian team for Rio,” she gushed. Sao, a school-level hockey coach in Rajnandgaon, told TOI: “She was in class 7 when she started playing hockey. I gifted her the first hockey stick,” he said. “It’s her hard work that earned her this position today. In the school team, we used to practice twice in a day but only Renuka practised even during extra time.
She was always very eager to learn,” he said. A b o u t h e r j o u r n e y, Renuka said: “After class 10, I got selected to Girls Hockey Academy in Gwalior, Madhya Pradesh, where I got free coaching.” Renuka, now a train ticket examiner with Central Railway in Mumbai, said her parents Motilal Yadav and Kanti Yadav and younger brother Komal are still in Ranjnandgaon. “Chief minister Raman Singh is also from Rajnandgaon. I hope the state government will take some steps to encourage players and support them,” she said.
US Open singles champions to earn USD 3.5 mn
New York, Jul 13 (Agencies): This year’s US Open men’s and women’s singles champions will each earn a record USD 3.5 million, up from USD 3.3 million in 2015. The US Tennis Association announced Tuesday the total tournament purse will be USD 46.3 million, a USD 4 million increase from a year ago. The US Open has the largest
purse of the four majors. The payout for each round in singles is rising by an average of 10 per cent. The runnersup will receive USD 1.75 million while a player who loses in the first round will make USD 43,300. The winning doubles teams get USD 625,000. N ew D elhi , J u l 1 3 (IANS): Afghanistan are attempting to have more OneDay International (ODI) cricket fixtures leading into September 2017 cut-off for 2019 World Cup qualification by proposing annual bilateral games against India and teams touring the country starting from next year. “If we sign the MOU (Memorandum Of Understanding) which we sent to India, potentially Afghanistan Cricket Board will be in a better position than where we are right now, scheduling ODIs with India and scheduling ODIs with teams travelling to India on an annual basis,” ACB Chief Executive Shafiq Stanikzai was quoted as saying by espncricinfo on Wednesday. “But still it will be bilateral ties. If a travelling team to India wants to play us in India, it is totally up to them.” Stanikzai also said he had already sent the draft to Board of Control for Cricket in India (BCCI) President Anurag Thakur and had a word or two with him during the International Cricket Council (ICC) annual conference in Edinburgh a few days back.
