NE W D E L HI, J U L 14 (NPN): Government of India Interlocutor for Naga Talks, R.N. Ravi in a exclusive interview with Nagaland Post has shed some light on the August 3, 2015 Framework Agreement, separate flag and passport for Nagas, Pan Naga Hoho, sharing sovereign power among other issues. On separate flag and passport for the Nagas, Ravi said “these are issues of sentiments”. While not fully rejecting the demands made by NSCN (I-M) or admitting that such demands were not possible, Ravi maintained that “the government of India respects the sentiments; however, these can only be addressed within the realm of the possible.” Putting to rest speculations that Pan Naga Hoho will govern the Naga areas, the Interlocutor said the interpretation of it as a “super-government” was “inconsistent” with government of India’s position.

Nagaland Post (NP): Nearly a year into signing of August 3, 2015 “Framework Agreement” between government of India and NSCN (I-M), do you see a perceptible progress and a road ahead between the two negotiating parties?

R.N. Ravi: The Framework Agreement signed on August 3, 2015 lays down the fundamental principles of our relationship. It fully respects the Nagas’ aspirations of recognition of their uniqueness and commits both sides to a peaceful co-existence in an inseparably inclusive relationship on the basis of sharing the mutually agreed sovereign powers . Within this Framework, details are being worked out. NP: Many have been quoted saying that contents of the agreement are being deliberately kept a secret. This has created so much speculations amongst the Nagas and the country as a whole; don’t you think Nagas deserve to know the content of the agreement meant to bring lasting solution to the Naga issue? Agreement and responded to their queries till they had no more question to ask. All these are on record. How can it be said that the contents are secret? Yes, the Framework Agreement has not been published as yet. I have made it clear to all the stakeholders that the Framework Agreement is not the final settlement. Hence, it would be premature to release it in the public domain. I also said that it would be published along with the full agreement as and when reached. There is no question of keeping the public in dark. NP: There are reports that government of India and NSCN (I-M) have now agreed upon four points such as -Pan Naga Hoho, Regional Autonomous District Council for Nagas inhabiting Manipur, Arunachal Pradesh and Assam, special Naga Law to be incorporated in the Indian Constitution wherein all natural resources found in the Naga areas -below the ground and on the surface would belong to the Nagas. Is there any truth in all these talks doing the round? Ravi: I have seen some media reports. These are largely speculative. At times these are mischievous. People should not be misled by them. (PTI): Government of India on Thursday dismissed the suggestion that 5,000 cadres of Naga militant group NSCN (I-M) would be inducted into Border Security Force (BSF). A Home Ministry spokesperson said there have been reports that interlocutor for Naga talks R.N. Ravi had assured NSCN (I-M) general secretary Thuingaleng Muivah that about 5,000 cadres of the militant group would be drafted into BSF as part of the rehabilitation process. “It is clarified that these reports are false and have no basis,” the spokesperson said. Ravi is at present holding peace parleys with NSCN (I-M), led by Muivah. In August last year, the NSCN (I-M) signed a framework agreement with the government which Prime Minister Narendra Modi described as a “historic” step to usher in peace in the state. The pact was signed by Muivah and Ravi in the presence of the Prime Minister, Home Minister Rajnath Singh and National Security Adviser Ajit Doval at Modi’s residence here. The signing of the agreement came after over 80 rounds of negotiations that spanned 18 years with first breakthrough in 1997 when the cease-fire agreement was sealed.

ACAUT pickets fuel outlets, F&CS office Staff Reporter

DIMAPUR, JUL 14 (NPN): Following delay in arresting the alleged “kingpins” in the recently exposed fuel adulteration racket, Against Corruption and Unabated Taxation (ACAUT) has intensified its protest by picketing nine fuel outlets in Dimapur, Kohima and Wokah and also the Food & Civil Supplies (F&CS) department, Dimapur here on Thursday. Hundreds of volunteers including members of ACAUT held placards which read, “This station sells adulterated fuel,” “CM & State Govt, stop robbing people,” “Fill at your own risk,” “Srikanth, Nawal, Dinanath, Umesh, Ajay; de-facto rulers of Nagaland,” adorned the premises of the selected fuel outlets. A huge banner, “Food and Civil Supplies Department is now Fooling Consumers Service Department” was put up inside the F&CS office complex and similar banners were also seen in strategic locations around Dimapur. Later, the volunteers, including members of ACAUT, Concerned Citizens of Nagaland (CCN), Eastern Naga Peoples’ Organisation (ENPO) Dimapur Unit, senior citizens, NGOs, and supporters, congregated at the F&CS office complex where a “protest programme” was held while simultaneous picketing took place in Pherima, 7th Mile: Essar, 2 ½ Mile: NRL, Essar, near West Police Station, Es-

sar, Duncan Bosti. Various speakers addressed the gathering and echoed the same sentiment- desire for corruption free Nagaland. One of the speaker maintained the protest was “not violent nor aggressive neither does it target a particular department, but rather a spiritual warfare.” He added that ACAUT would go and pray in every department in days to come. Cautioning the government not to take the protest lightly, one of the speakers cautioned that “the protest will continue till the Government listens.” Meanwhile, ACAUT stated the picketing was mainly against the alleged kingpins who were reportedly proxy owners r unning business through Power of Attorney. ACAUT maintained the “protest programme” at F&CS was a “prayer appeal” to the conscience of the department. Reacting to the statement of F&CS, that a detailed inquiry had been initiated, ACAUT

dismissed the statement saying it had no faith in the internal inquiry nor will it accept the verdict. “We want the Police to investigate the racket as SIT will whitewash the issue and State Vigilance Commission (SVC) should also take cognizance of the case,” ACAUT stated. Further, ACAUT warned of tougher actions on the failure of the government to heed their demands.

Notwithstanding the rain, concerned citizens of Kohima held a peaceful picketing of fuel outlets under the banner of ACAUT at K. Enterprise, Imphal road Thursday, while business of the fuel outlet ran smoothly. While extending support to ACAUT, the citizens voiced out that public can no more tolerate fuel adulteration and hoped that the picketing would create awareness.

With regard to women reservation issue, the chief minister said the cabinet would decide whether to go ahead with the municipal elections or wait for the Supreme Court to hear the Special Leave Petition (SLP) filed by the Joint Action Committee for Women Reservation (JACWR). Zeliang said he had given option to the JACRW to accept 25% or wait for the indefinite period for SC hearing. He opined that if 25% was accepted, nominations would be done by the DC in consultation with the women organization. KOHIMA, JUL 14 (NPN): With the scope of fuel adulteration racket growing wider across the state, Nagaland government on Thursday decided to upgrade its already initiated investigation to Special Investigation Team (SIT) headed by a senior police official, the rank of an IGP level officer. State’s Director General of Police (DGP), L.L. Doungel, told Nagaland Post on Thursday that in order to carry out more broad-based and thorough investigation into the case, the state government has decided to upgrade the investigation during the chief minister’s review meeting which was held on Thursday, here in Kohima. The meeting, which discussed the issue of fuel adulteration and other related issues, was attended by home minister, DGP, chief secretary and other senior officers.

Doungel said two cases have been registered with Diphupar police station and west police station Dimapur in connection with the racket. He informed that samples have been collected, incrementing materials seized and fuel samples sent for analysis. However, DGP said test result would take some time. On picketing of fuel outlets by ACAUT, Doungel opined “one has to concede that they have an issue and since it has not led to any wrongful restrain or denial of entry for other people, we are not in a position to make out any case”. He, however, said it showed the issue has come to “public domain and people are also interested, that is why SIT has been upgraded”. DGP expressed hope that SIT would be able to deal with the larger issue and also address the issue of fuel adulteration not just in Dimapur but all over the state.

KOHIMA, JUL 14 (NPN): In connection with Lok Sabha MP Neiphiu Rio’s degree row, the hearing was held on Thursday at the court of the district and sessions judge, Y. Maongkaba Imchen. Rio’s council filed a petition seeking transfer of the case from the Chief Judicial Magistrate’s court to another court. However, the council for Dr. Rosemary Dzuvichu which opposed the move, sought three weeks time to reply to the petition filed before the district and sessions judge. DC Phek informs on female village council members DIMAPUR: Village Council of 95 recognised villages under Phek district has already selected their respective village council members and formed the village council as per the provision of Nagaland Village and Tribal Council Act and was now seeking for government approval. As per the provision of the act there is no such restriction on the ladies to become a member of village council. According to DIPR report, in view of the importance of intellectual role of ladies at the grassroot level, DC Phek, Muroho Chotso stated in a release that eight lady village council members representing their respective clan/khel or women community from six villages have been selected. Their participation as members of village council was likely to be more active, practical oriented and more logical in formulation of policy matters and accurate on the part of implementation of schemes. DIMAPUR: Mango plantation project which was taken up by DRDA Peren in the year 2009 at Lamhai Dungki village during the time of the then project director (MGNREGA) Kelei Zeliang has so far witnessed in 2016 total harvest of nearly 40 tons (40,000 KG) sold at wholesale rate Rs. 25 per kilogram. This project is compact covering more than 200 acres and properly supervised by

local committee set up by the mango growers. The committee is headed by convener, secretary and 3 executive members representing 1 each from each khel in the village. During this year’s harvest some family earned more than 2 lakhs. The anticipated harvest for the next year 2017 is more than 60 tons. Hardy ornamental flowers and some fruits with air layering techniques helps fruit bear sooner and also possess good traits of its mother plant. With required amount of nutrients root formation takes place in 3-4 months. Altogether 18 farmers attended the programme. The programme was an impactful one as the farmers were very much satisfied.

ITANAGAR/GUWAHATI, JUL 14 (IANS): Arunachal Pradesh Governor Tathagata Roy on Thursday reinstated Nabam Tuki as Chief Minister and asked him to prove his majority on the floor of the assembly by July 16, an official said. “In obedience of the Supreme Court judgement of July 13, the Governor has informed Nabam Tuki that he stands reinstated as the Chief Minister of the state on and with effect from that date,” Raj Bhavan Spokesperson Atum Potom said in Itanagar. Govt to break deadlock over Subansiri dam NEW DELHI, JUL 14 (AGENCIES): In a fresh attempt to break the deadlock over the 2,000 MW Subansiri (Lower) Hydroelectric Project, Union Power and Coal Minister Piyush Goyal is going to convene a meeting of the Chief Ministers of Assam and Arunachal Pradesh, reports Assam Tribune. Union Power Minister said that he wants the scenario to be a win-win situation for both Assam and Arunachal Pradesh. One positive aspect, he said, was that Assam Chief Minister Sarbananda Sonowal is very keen to sort out the issue. “I am going to convene a meeting shortly with the Chief Ministers of Assam and Arunachal Pradesh,” he said. Construction work of the ambitious power project on Subansiri river at Gerukamukh along the Assam-Arunachal Pradesh border has been stalled since December 2011 following protests by agitating groups like Krishak Mukti Sangram Samiti, All Assam Students Union and Asom Jatiyatabadi Yuva Chatra Parishad. The minister said that he is not against the people who are opposing the project because their grievances are genuine. “When I became the minister, I went through the file and found that many issues were genuine like impact on agriculture, irrigation, flood control and downstream impact,” he said. Replying to questions, the minister further said that an estimated Rs 6,000 crore has already been invested in the project. It has now been five-six years since the work has been stalled, he remarked, adding that interest rates and other costs are piling up. “The project cost has gone up by two and a half times,” he added. Goyal, however, admitted that the Centre’s response to the issue was bit delayed. “The Centre had appointed a joint expert group that made certain recommendations on the power project, but by then Assam had gone into election mode. But now, the Government of Assam is keen to sort out the problem,” he said.

Cong names Sheila Dikshit as CM candidate for UP polls NEW DELHI, JUL 14 (PTI): Ending speculation, Sheila Dikshit was Thursday named by Congress as its chief ministerial candidate for next year’s Assembly polls in politically crucial Uttar Pradesh, citing her “experience and good work” in heading Delhi Government for 15 years. Congress leader Ghulam Nabi Azad, who is in charge of party affairs in Uttar Pradesh, said Dikshit was chosen as party’s face for the polls considering her strong credentials as Chief Minister of Delhi for three consecutive terms. Election strategist Prashant Kishor had recommended that Dikshit should play a major role in the party’s poll campaign in the state projecting her as a prominent Brahmin face and could help Congress regain support of the electorally sizeable community. Born in a Punjabi Khatri family, Dikshit, 78, is the daughter-in-law of late Congress veteran from UP Uma Shankar Dikshit, a tall Brahmin leader who had served as a Union minister and governor for a long time. Her 15-year tenure in Delhi as CM ended with the emergence of AAP in 2013 polls in which Congress lost power. Announcement of Dikshit’s name as CM nominee came days after the party appointed actor-turned-politician Raj Babbar the chief of the Congress in UP. “Her experience and good work were considered as her big credentials by the party,” Azad told a joint media briefing with party leader Janardan Dwivedi. The party also announced coordination and campaign committees for Uttar Pradesh which will be headed by Sanjay Singh and Pramod Tiwari respectively.

On her part, Dikshit thanked the party leadership for entrusting her with such a “big responsibility”, adding she would like to have Priyanka Gandhi campaign with her across the state. “She (Priyanka) is a very popular leader. My plea would be that she campaign across the state,” Dikshit said. Acknowledging that it will be “major challenge” for her in UP, Dikshit said Congress will go to the polls with confidence and that the party will take on BJP, ruling Samajwadi Party and BSP equally. Announcement of Dikshit’s nomination came on a day the Anti-Corruption Branch (ACB) of Delhi sent a notice to her asking her to join the investigation in connection with the alleged Rs 400-crore water tanker scam. Dikshit called the allegation “politically motivated”. Asked why Dikshit who is facing corruption charges against her has been projected, Azad said corruption charges are there against chief ministers of Chhattisgarh, Rajasthan and Madhya Pradesh, and many BJP ministers in Maharashtra. “If these three chief ministers are ready to resign, then we are ready to take back her name,” he said, adding BJP is not taking any action on the allegations against its chief

ministers. “First let us decide on these chief ministers,” he said. The Congress feels making Dikshit, a Brahmin, the face of campaign in Uttar Pradesh will help the party win back support of the community. The Brahmin community, a traditional vote bank of Congress, had shifted allegiance to BJP in the aftermath of the Mandir-Mandal politics. A large chunk of Brahmin votes had also gone to Mayawati’s BSP in the past when she gave tickets to many candidates belonging to the community. The community’s support determines the poll outcome in several seats in central and eastern UP. Dwivedi said Congress president Sonia Gandhi has also appointed former Union minister R P N Singh as the senior vice president of Uttar Pradesh Congress Committee, along with the four senior vice presidents announced two days ago. He said Zafar Ali Naqvi has been made the convener of the Campaign Committee to be headed by Sanjay Singh, and it will have four vice chairmen Jitin Prasad, Abdul Mannan Ansari, Gayadin Anuragi and Chaudhary Bijender Singh. The Coordination Committee headed by Rajya Sabha member Pramod Tiwari will have senior Congress leaders Mohsina Kidwai, Salman Khurshid, Shriprakash Jayaswal, Rajiv Shukla, Rita Bahuguna, Salim Sherwani, Pradeep Jain Aditya, P L Punia, Nirmal Khatri and Pradeep Mathur as its members. Asked if Dikshit would contest assembly polls in UP, Azad said it is not necessary that a chief ministerial face has to contest as he also became a chief minister without contesting and so are many others who became chief ministers without contesting polls.

No stay on ordinance allowing states to conduct MBBS tests

NEW DELHI, JUL 14 (PTI): Supreme Court Thursday said the validity of the Centre’s ordinance allowing states to conduct separate entrance tests for admission to MBBS and BDS courses for the 2016-17 academic year was “in doubt”, but rejected a plea seeking a stay on it saying half the states have already conducted their tests. “It is disturbing and not proper for the government to bring an ordinance allowing states to hold their own tests despite our orders... Prima facie, we find that the validity of the ordinance is in doubt,” a bench comprising Justices A R Dave, A K Goel and Shiv Kirti Singh said. It also dismissed the plea for centralised counselling of successful candidates of various entrance tests, saying “50 per cent states have conducted their tests.” The apex court was hearing pleas filed by Anand Rai, who claims to be a whistle blower in the Vyapam scam, and others challenging the ordinance saying the Centre was not competent to nullify the judicial order by promulgating the ordinance. Attorney General Mukul Rohatgi had earlier told the court that the ordinance, which

keeps state boards outside the purview of single medical entrance test NEET, is only for this academic year and the government was well within its right to come up with it. Rai in his plea had sought quashing of the ordinance, which got Presidential assent on May 24, and sought a stay on its operation as an interim relief. The apex court had on May 9 rejected the pleas of state governments and minority institutions to allow them to hold separate entrance exams for MBBS and BDS courses for 2016-17, saying only National Eligibility cum Entrance Test (NEET) provides for conducting test for admission to these courses. The top court had approved the schedule put before it by the Centre, CBSE and Medical Medical Council of India (MCI) for treating All India Pre-Medical Test (AIPMT) fixed for May one as NEET-1. It had said that those who have not applied for AIPMT will be given opportunity to appear in NEET-II on July 24 and the combined result would be declared on August 17, so that the admission process is completed by September 30.

Kejriwal’s ex-PS, six others sent to jail custody till July 27 NEW DELHI, JUL 14 (PTI): Delhi Chief Minister’s former Principal Secretary Rajendra Kumar and six others, arrested in an alleged corruption case, were Thursday sent to judicial custody till July 27 by a special court after CBI submitted that they were not required for further investigation. Kumar also moved a bail application before court, saying he is no more required for the investigation. The court sought reply from probe agency on his plea and fixed it for hearing on July 21. Special CBI Judge Arvind Kumar sent Kumar, a 1989 batch IAS officer of UT cadre, former Deputy Secretary in Kejriwal’s office Tarun Sharma, Kumar’s close aide Ashok Kumar and owners of a private firm, Sandeep Kumar and Dinesh Kumar Gupta, to the jail after they were produced from CBI custody. The court also sent R S Kaushik and his predecessor G K Nanda, present and the former Managing Directors of a PSU respectively, to judicial custody till July 27.

Court orders FIR against Akhlaq’s family GREATER NOIDA, JUL 14 (PTI): In a new twist in the Dadri Akhlaq murder case, a court Thursday ordered registration of a case against his family for alleged cow slaughter. “Judicial Magistrate Vijay Kumar acting on application moved under 156(3) CrPC for registration of a case, has ordered investigation and lodging of an FIR of cow slaughter against Akhlaq’s family,” said DSR Tripathi, Senior Prosecution Officer. Residents of Bishada village in Dadri had met the Gautam Budh Nagar SSP on June 5 to press their demand for registration of an FIR against Mohammad Akhlaq’s family for alleged cow slaughter, following which he had ordered a probe into the charge. SSP Dharmendra Yadav had said a case will be registered against the family only if the charge that the meat found in Akhlaq’s home was beef was found to be true. Akhlaq was killed by a mob on September 29 last year on the suspicion that his family stored and consumed beef at their home. A foresic lab is reported to have said that the meat found in Akhlaq’s home was beef. “On October 8, 2015, we had sent the copy of the complaint to SSP, DIG and other senior officials requesting that an FIR be lodged for cow slaughter against Akhlaq’s family. Then we had moved an application before the judicial magistrate’s court under CrPC 156(3) for issuing directions to police to lodge the FIR,” said advocate B R Sharma. Sanjay Rana, the father of one of the accused, said, “The court has rightly ordered lodging of the FIR. The UP government was taking onesided action. Now the court order has provided justice to other side too.”

Pyrrhic victory for Tuki

I

n a historic judgement, a five-member bench of Supreme Court on July 13,2016 restored status-quo in Arunachal Pradesh as of December 15, 2015 which effectively ensured restoration of the Nabam Tuki government in the state. In the process, not only did Supreme Court render another big legal blow to the BJP but brought the actions of Governor Jyoti Prasad Rajkhowa under close scrutiny when his advancing of the assembly session of the Assembly was deemed as constitutionally invalid besides putting down strict guidelines of when and how it is acceptable for the governor to intervene in the democratic process. In a unanimous verdict, a five-judge constitution bench headed by Justice J S Khehar held that when the Chief Minister and his council of Ministers have majority in the House, power vested with the Governor under Article 174 of the Constitution to summon, prorogue and dissolve the House must be exercised in consonance with their aid and advice and this was binding. In two successive states, the BJP led government at the centre had tried to stage a palace coup with a compliant governor in tow. Judicial activism may have saved the day for now, but the motives are very clear that BJP appears to be in haste to implement through any means, its vow of Congress-mukt Bharat (Congress-free India). In the Uttarakhand crisis , the Supreme Court had earlier on May 11 set aside the Centre’s imposition of President’s Rule which was recommended by the governor to facilitate a backdoor entry of BJP and nine disqualified Congress rebels headed by previous Congress chief minister Vijay Bahuguna. On March 27, the Congress government was defeated when nine rebels voted against it on March 27. The Supreme Court upheld the disqualification of the nine Congress rebels and in the court monitored trial test, Harish Rawat won by 33 votes from Congress, BSP and others, as against 28 by the BJP. The Supreme Court strongly censured Rajkhowa’s role in acting in gross violation of the constitution to facilitate installation of Kalikho Pul under highly questionable circumstances. It is due to the temptations of loaves and fishes of office, Kalikho Pul has won over 30 Congress MLAs. The BJP had more sense to turn down pleas for merger of the rebel group as it wanted to wait for the court ruling on the case. Kalikho Pul and his legislators merged with the People’s Party of Arunchal(PPA) pending formal entry to the BJP at a later time. The rebel Congress now PPA legislators have 30 as against 15 with Nabam Tuki. The Supreme Court could have saved the confusion if it had agreed to stay the swearing-in of Kalikho Pul government pending its final judgement on the case. Be that as it may, the issue is now less about what happens to Pul or Tuki but more on the imperative need for Governor Rajkhowa to tender his resignation after being censured by the Court. It is a massive face-loss for the Modi government which was still reeling from setback in the Uttarakhand case,where President’s rule was revoked and Harish Rawat government managed to scrape through despite internal rebellion. The fact of the matter is not only does it tarnish BJP’s claim as the party with a difference, it punctures bold claims of PM Modi of preaching cooperative federalism.

he ‘ACAUT’ has brought considerable good Sense to Nagaland in the face of tremendous difficulties from the government systems and the National Socialist Council of Nagaland (now Nagalim), the civil citizens of the state whole heartedly support the ACAUT -a non-profit organization- and thanks even to the ethnic none-Naga citizens of Nagaland for the help they give to ACAUT albeit indirect for the common good of all of us. The ACAUT’s role model is relevant to the Northeast. In comparison with the ACAUT, it is a sad story that the honorable members of the august house of the legislative body of Nagaland, with all the state powers and with all the legalities decisions the state has and with the powerful machine of the state under its control, do very precious little for quality governance of the state. What is the quality of life the leaders are set for Nagaland? Person to persona: the ministers, all the parliamentary secretaries and most bureaucrats, are all nice persons at face value, only a little less than angels, but collectively they constitute the government looting machine interested only in looting the public. The leaders show no leadership character, they show no character, only low common character, selfishness, no decency, no vision, appallingly no concern for the have-nots poor. It is unfathomable why they enter the contest for leadership of the people? People distrusts them but are helpless to remove them. Every citizen who have voted for the leaders have every right to rebuke them, from the chief minister to the last MLA if they have ears to hear! What is the corrective Way? It is very simple. If the chief ministers walk straight, then all her children will walk straight! Instead, children are hired to teach small children to walk like her! May such not develop into a Naga culture? The recent exposures by the ACAUT of the despicable siphoning off of the public fund for road construction in the Dimapur, the adulteration of petroleum and diesel with kerosene to siphon off millions of rupees to the personal pockets of the minister-in-charge and of the bureaucrats under him, has shown our elected representatives and the bureaucrats have no sense of honor; very thick skinned, and as Jeremiah the prophet has said: “they do not know how to blush” showing neither personal

nor collective shame. Why do the people pay tax to the government of Nagaland? The people pay tax to the state government because it is the people that have elected them: nothing more nothing less. And they have the freewill mandate of the people! But in the Naga political scene on the other side of the coin: the separate flag, separate passport, integration of all Naga areas in the Northeast states into a single territorial unit and sovereignty, according to the home ministry, is simply “Not True”. On 29 February (leap year) 2012 in a big consultative public meeting at Agri-Expo Ground convened by the FNR; the IM had openly stated integration and sovereignty are not possible, yet today even after 3rd August 2016 Indo-IM Accord, the IM again says ‘integration and sovereignty’ are still in the Talk. How can such contradictory statements come from a leader of the stature of Muivah, unimaginable? and, ‘If the sovereignty question is discarded, then why has there been so much violence, sufferings, bloodshed and killings of Nagas by Nagas’ ! And yet the 60 honorable MLAs of Nagaland assembly supports the Indo-NSCN (IM) Accord without knowing the terms & conditions of the accord in advance and promised resignation lock-stock & barrel for a future government of National Socialist Council of Nagalim?! The state government has no relevance to poke their short nose into the political negotiation between India and the NSCN (IM). It, the state government already had negotiated the state of Nagaland with the Government of Nehru and have sworn at least 2 times in their present position to be under the Constitution of India, whereas Muivah still claims the NSCN is outside the purview of the Indian Constitution. Though the much vaunted ‘unique history of Naga sovereignty’ now appears to be have been reduced to an unfathomable secret depth of ‘Shared Sovereignty’ -a normal system of governance common to all the States of Indian Union! This being the ‘Golmal’ in the affairs of all the governments in Nagaland, tax can be paid only to the legally constituted state authorities of Nagaland and to no others. On this day, many chivalrous Don Quixotes’ are thrown out with loud promises – never to sheath their swords till the last damsel in distress is restored to her rightful place with honour. These heroes are not visible the next day. This is called male chauvinism. The display of valor by these gender warriors should not be trusted fully. Better view their patriotism with limitations. They openly glorify you, but their inner hearts are singing, “Halleluiah, dispatch all females to Heaven, Glory to God in the Highest, And on earth peace.” They are spiritual by day but spirited by night. They pray by day and bray by night. In reality this so called martial race belongs to the partial race. A lot is discussed on rights of women. A lot is resolved on how men should respect women better and to realize that women are as talented and capable as men and very often even more so. Men have to respect women’s wishes – dresses they wear, outings, kitchen holiday, etc. Men should never resort to violence or intimidation against women. Men have to maintain boundaries in the work places and make sure of their comfort at home. However, the pampered Naga male ego is a tough nut to crack. Yes, for all the talk of women being denied their rightful place in society, ladies need to do some self reflection too. Let me attempt the unthinkable. Women need to correct the constant desire to judge other women. Women are by nature hard on themselves. They are harder on each other. An over-weight elderly woman struggle to cross the crowded street in a rush hour. Pedestrains on the street are mostly women. They are watching her struggle with disgust. “This fatso, how terrible,” is the only support from these women around. A working mother misses her Sunday church service due to an office dateline. Others think, “what a sloppy mother she is.” A young woman in a short skirt makes other women go slut in their heads. A pretty young woman makes other women wonder what she has been upto to get that promotion in her job. Women are ready to judge other women right from the ill fated

Aren’t We All Equally Responsible?

e cannot blame our 60 honorable MLAs for the 15 minutes death Silence Session alone. Why? When the state is facing innumerable issues in every sphere, the Law making body spending only 15 to 30 minutes to discuss the welfare of the people is ridiculous. An expensive car (NLA) without the braking system (Opposition) has become dodgy. They keep the car functional by starting the engine for 10 - 15 minutes once in every 6 months but they cannot go beyond that for obvious reasons. The usual platform sermons on peace and settlement are not able to quench the thirst or satisfy the hunger of the common Nagas. We say that we have no fund for development and therefore, Delhi is responsible. But when you go to Delhi with a bouquet and the infamous Naga Waistcoat - you don’t dare to utter a word about the pathetic condition of the State and instead, take a SELFIE with the concerned Ministers and post it in the local media! In the street, you cannot utter a word because of fear of NPGs and in the NLA Assembly session, you

do not dare to raise any issue for fear of “Show Cause Notice”. The public face multiple taxations and extortions in the street and in the government setup, we face only corruption, deduction and commission. With the election fever pitching up, I wonder what the Election manifesto of the political parties will be. Will it be the usual Honorable Naga Peace Settlement, Development, etc.? The usual boring issues of defection, resignation, declaration of support, etc., will fill the media again. Unfortunately, the same frustrated Nagas will eat their own vomit when the election comes. And that is why I say that we, the general public, are to be equally blamed. Today, the common expressions amongst the Naga intellectuals are ‘What is the point - better keep quiet’, ‘Wait for the right time’, etc. Like the story of the frog in the cauldron, we are all getting accustomed to tolerating the ever increasing temperature of the corrupt system. We may think that the safest way for us is to remain complacent in our comfort zone. Is this the better

option? The suffering and frustrations of the common Nagas have reached the boiling point and are in danger of rupturing anytime. Posterity will judge the stand that we take today - for better or for worse. Let us remember the famous quote of Napoleon - “The world suffers a lot. Not because of the violence of bad people. But because of the silence of good people”. Why can’t we bring a change before it is too late? Our silence is not bringing any positive change in our society. To start with, why can’t we come together and set up a few honest and courageous candidates with impeccable integrity? Let us bypass the usual electioneering system of money power, bogus voters, vote buying, etc. and elect a few lawmakers (MLAs) who are even willing to sit in the opposition bench and be the voice of conscience for the common Nagas. Success only will finally humble men to respect women. Another intriguing aspect of our women is the uncertainty of becoming a professional and the mild confusion over the thought of marriage and children. The first is easier said than done. The second is easier done than said. One need to work very hard to achieve a rewarding life as a professional, but to become a vibrant mother of a family one just need the goodwill of a loving husband. Both of these will contribute towards upward mobility. But some believe in temporary delay in marriage. Truly you are testing the water. But you are growing older too. Your indecisiveness on these two fronts will give you headache. One headache is bad enough but two can be unbearable. It is of course, a matter of grave concern that our Naga society in general, has become immune and indifferent to the harm caused by gangs of criminal and thugs, who are depriving the citizen of this state an honest and progressive socioeconomic and political system. Sir, we belong to this same section of Naga society who are exasperated by the apathetic, law and order machinery in our state and as the last resort, decided to put our foot down and take our democratic fight against corruption at all levels. Sir, recently ACAUT exposed a multi crore petrol adulteration scam involving owners of many petro pumps and there is a strong possibility that few government officials may have colluded with these people in robbing poor Nagas of subsidized kerosene, not to speak of the immense damage they have done to motor

Salary through bank account & communitisation: need for review (From previous issue...) If anyone is in doubt and wants to confirm what are happening in state govt offices, especially in the district offices, one has to spend some time gathering information and casually visit offices to see the ground realities. Even in Directorates or Secretariat, the instances of going to the bank for drawing salary, is a usual frequent excuse for absence. It is also not illogical to say that any bulk robbery of staff salary is neither unique nor does it happen only in Nagaland; but has incidences everywhere, although not desired. Under normal circumstances any such robbery may be due to connivance or carelessness and those responsible have to be reprimanded or punished. An exhaustive or lengthy write up very often tends to be unfriendly to readers. Hence to make it more readerfriendly; this is only an appraisal with the intention to apprise the readers, specially the policy makers, that any policy, good or bad, needs to be reviewed periodically, to see its credibility or otherwise. If an adopted policy is found to be good, it may be continued. But if found not satisfactory or if any loophole or inadequacy is detected, the system may either be discontinued or be streamlined by supplementing with additional rules/ guidelines or by removing the loopholes/

lapses. However it is no wonder that in Nagaland, any policy or system, once adopted, is hardly reviewed or amended or improved, whether that system is defective or needed to be updated. Hence it is thought worthwhile to also highlight to the readers that under the state govt. policy of Communitisation of Public Utilities, several schemes namely Schools, Health Centres, Water Supply, Power, Tourist Amenities etc have been communitised, a decade or so ago. The concept and purpose of communitisation, in principle, is ideal and has worked satisfactorily in few cases; but not for many especially the schools, and the policy needs to be reviewed or may even discontinue. The concept and purpose of policy makers have not been perceived by those at the grass root, who are implementing the programme. Hence many nasty things are happening internally in the communitised schools and one of the indicative consequences is the poor HSLC & HSSLC Results of govt schools, since the foundation affects the superstructure, which is to say that poor Primary and Elementary schooling produces poor HSLC & HSSLC Results. For without the needed weapons and basic training the battle at the HSLC, HSSLC or Higher Ups cannot be won.

Huge shopping malls have come up stocked with designer garments, cosmetics,etc. Men are into fashion technology. There are now great opportunities for ladies to indulge themselves. Gender issue is highly sensitive in every society. One cannot rule out a possible male backlash when pressed hard. Each is on the brink of insanity and each offer view on life strikingly different and alarmingly funny. Men too face harassment. They are bread earners for the family. However, in extreme cases just desert them all. Soon boredom will strike them to temporary insanity curable only by the loving care of women. Don’t worry, today we have many assertive women with modern spine. They are vocal, passionate and react appropriately even to ordinary situation like hailing an auto rickshaw or in fish market while the men are insecure, pessimistic and withdrawn. The tug-of-war over 33% of seats for women to contest among themselves in Urban Local Bodies too is gaining ground – though the destination is a little distant away. Still let us bring up the family first on gender neutrality. We shall fight the good fight and shall run the race. Arise, awake we shall overcome someday. Mapu Jamir (I.A.S. Retd.).

Many unmindfully say that no parent wants to send their children to govt schools and they compete in sending their children to private schools, only. But let it not be forgotten that there are many underprivileged parents who have no option but to send their children to the fee-less govt schools, only. No doubt the govt teachers are the best qualified and best paid too. Hence they are expected to perform better. But the ugly face of govt schools is shaped by the non performance by many of the govt teachers and involvement of too many hands of Communitisation. Surely too many cooks are spoiling the Education Curry and hence without much ado to expose the nasty things happening in communitised schools, it is necessary to discontinue the policy and instead empower the Controlling teachers so they are made accountable. This is the only viable option to improve the performance of govt schools. Letter to commissioner and secretary School Education & SCERT

Sir,

With the most honour and humble request to your competent authority the Eastern Sumi Students’ Union would like to furnish a few lines for the kind consideration and necessary action. Many official representations were forwarded to the school department regarding the grievances which is being faced by the Aghunato Higher Secondary School for the students and school. Aghunato school was upgraded to higher secondary school in the year 2012 and which is the only school within the Eastern Sumi jurisdiction. The school has enormously contributed in the academic session from the last many years back but still many requisite development are lagging behind for the smooth functioning of students environment and school atmosphere. One question is that still the school has no education lecturer and for this the school authority and union has made many appeals to the school department but so far no appointment has been made. Besides the students are facing lots of untold misery due to non specialised subject lecturer and has failed to produce good academic result. Also the school needs good infrastructure and new building for hygienic study. Sir, the ESSU request to look into the matter seriously at the earliest possible for the students benefit and to fulfil the genuine requirement for the future generations. Nagaland Post Interview with R.N. Ravi, Interlocutor for Naga Talks NP: Time and again you have made it clear that any solution will be a Naga solution and not NSCN (I-M) or any Naga Political Groups’ solution and that talk will be inclusive. However, so far you have not invited any other Naga Political Group for talk, why is it so? Ravi: I am aware of the fact that an enduring Naga solution will have to be inclusive. I have publicly invited all the stakeholders including other Naga armed groups. Some of them have responded positively. The stakeholders should also be aware of their obligation and come forward. NP: It is said that government of India had agreed not engage any other NPGs while it is in talk with NSCN (I-M). Is this preventing you from inviting other NPGs? Ravi: Nothing can stop the government of India from reaching out to all the stakeholders. The NSCN (I-M) leaders took the bold initiative in positively responding to the government of India’s proposal for a peaceful solution of the Naga issue. The engagement has created a climate of peace and restored somewhat normal life in Naga areas. Prime Minister Narendra Modi is determined to resolve the Naga issue. I have been reaching to all the stakeholders. I would welcome those coming forward with sincerity and determination to resolve the issue. NP: Are the government of India and NSCN (I-M) willing to sign the final

agreement without including the other NPGs? Ravi: I would welcome all the stakeholders to be on board in our common enterprise and would continue making my efforts in this regard. However, if someone chooses to be aloof, we cannot wait indefinitely. NP: On the one hand, government of India is negotiating with one Naga Political Group to settle Naga problem terming the issue as “unique” while on the other hand, is has banned one as a “terrorist” group. Does this not betray a dichotomy in addressing the issue? Ravi: NSCN (K) unilaterally abrogated the ceasefire in March 2015. I made public appeal to them to come back to the peace fold. Various Naga tribal bodies and civil societies made fervent appeals to the NSCN (K) leadership. Government of India restrained itself to the NSCN (K)’s provocative manoeuvres till, in successive ambushes, they killed some 30 Indian soldiers and formed an alliance with other armed militant groups of North East. When the appeal of the Naga people and utmost restraint by the government of India met with a series of provocative violent acts and manoeuvres, the government responded according to the established law. NP: You have met many Naga leaders--legislators, tribal leaders, GBs, civil society organisations-most of them have publicly requested you to include other NPGs into the talk. How receptive are you and NSCN (I-M) about the ap-

peal made so far? Ravi: I have clarified, time and again, that the ongoing negotiations are to resolve the Naga issue and not about the NSCN (I-M). For the last over 19 years the NSCN (I-M) leaders have shown maturity and foresight and provided leadership of the Naga people in the dialogue with the government of India. NP: Recently, Governor of Nagaland and Assam PB Acharya stated that solution to Naga problem will arrive this year-2016. Is there any timeframe? When is it likely for the negotiating parties to sign the final agreement? Ravi: While we are working hard for an early solution, laying down a definite timeline would be unrealistic. NP: Is there any possibility of the talks getting affected by the election of a new chairman of NSCN (I-M) at this juncture when it is assumed that final agreement between the two parties is to be inked soon? Ravi: Sir Isak Chishi Swu was a great visionary and one of the tallest Naga leaders who always had in his mind the best interest of Naga people. He believed in peace and peaceful settlement of the issue. People will remember his great contribution to the Naga cause for which he had dedicated his entire life. Future generations will also remember his role in bringing out the Framework Agreement. His departure is a huge loss to all of us but we need to move on as we have the

responsibility to resolve it. Talks will continue. NP: Do you have a message for the Nagas? Ravi: Nagas are a proud people with a strong sense of identity. It was this spirit that illuminated the Naga political movement. During the initial years it created a set of idioms, expressions and rhetoric needed for the political mobilisation. H oweve r, ove r t h e last half a century this has changed profoundly; so have the Nagas. The pace of change is getting ever faster. From single digit literacy then, they are among the most literate people today —over 80% literacy. Brilliance of Naga scholarship is manifest in the universities around the world. Naga administrators are among the best in India. Unfortunately, the dynamic of the protracted vicious armed conflict has taken a heavy toll on their moral, intellectual and emotional orientations. Nagas today are far more apprehensive of each other than of the government of India. They are watchful and labored to be seen politically correct in their public utterance. They seem afraid of facing the truth. Many of them talk about Naga political solution without willingness to take responsibilities. For some others talking about the Talk is the cynical politics of survival. It is unfair to the Naga people. They must seize the finest ever historic opportunity today for ushering a bright, prosperous and proud future for the Naga people.

Nukhu on demand for govt law colleges

On the demand for government Law College in the state by law students, Deo Nukhu told Nagaland Post on Wednesday that it was not possible to take up all three law colleges (Kohima, Dimapur and Mokokchung) together. He, however, said the H&TE department wanted to take up Law College in a phased manner. Lamenting the “silence” of Nagaland University despite being asked to introduce law department, Nukhu, however, said the state government could expect to take up Law College next year if “resource position is good”. He also said that the matter on Law College would be taken up in the next “state higher education committee” meeting.

NP: In a recent interview with a national daily, NSCN (I-M) Ato Kilonser Th. Muivah has been quoted saying that the group has not given up on its demand on sovereignty. What is “sharing sovereign power” according to you or to both the negotiating parties? R av i : ‘ Pe o p l e a r e sovereign’ is the universal principle of democracy. It is also the core of Indian democracy. There is no question of Nagas giving up sovereignty. Nagas are not colonized people. Sovereign power is an abstract noun. In reality it is a spectrum of powers. Sharing sovereign power means sharing the spectrum of powers between the government of India and the Nagas. NP: NSCN (I-M) Ato Kilonser was also quoted on separate Naga flag and passport for Nagas saying that it was not just a “demand” but a right as the “Nagas were never under Indian rule.” What do you have to say on this? Ravi: I have seen media report about NSCN (I-M)’s position on flag and passport. These are issues of sentiments. The government of India respects the sentiments; however, these can only be addressed within the realm of the possible. NP: Can you please shed some light on Pan Naga Hoho--its functions, limitations and whether it will eventually govern over the Nagas or not? Ravi: A Pan Naga entity as a concept of a common platform for the Nagas to strengthen their identity is under discussion. However, an interpretation of this entity as a supergovernment is inconsistent with government of India’s position. We are trying to reach a convergence. NP: Nagas of Nagaland and their land and resources are protected under Article 371 A of the Indian Constitution. However, the same does not cover Nagas of Manipur, Arunachal and Assam. Will Article 371A now cover Nagas living in these areas? Ravi: Article 371A of the Constitution of India is specific to Nagaland. We are trying to evolve a system for the Nagas outside Nagaland to be self-governing in their

everyday affairs. NP: If Naga inhabited areas in Manipur, Arunachal Pradesh and Assam are created into Autonomous District Councils, how are they going to function? Will it be under their respective state governments or Pan Naga Hoho or will it function independently? Ravi: Naga areas outside Nagaland should have genuine democratic self-governance. Their architecture is to be worked out. Nothing should be done to negate the democratic principle of peoples’ empowerment. It would be pre-mature to talk about the details at this stage. NP: In our first interview in 2015, you have ruled out existence of any private militia but there have been speculations that Indian government and Nagas would have a mechanism on “shared defense”. Is there some truth in it? Ravi: The question of any non-state militia after the final agreement does not arise. The territorial defence is the primary responsibility of the government of India; however, Nagas have an important role in it. Settlement of armed cadres will be done on the basis of a mutually agreed formula. NP: A report is being largely circulated stating that you have promised 5000 BSF jobs to rehabilitate NSCN (I-M) cadres. What do you have to say on this? Ravi: Report is totally false, mischievous and malicious. It is planted by some vested interest through some ill informed and irresponsible person.

In case any person or industry required holding more cash, it may obtain necessary permission from the Commissioner of Income Tax of the area, the panel opined. SIT suggested amending the Black Money (Undisclosed Foreign Income and Assets) and Imposition of Tax Act, 2015, by incorporating the provision that “undisclosed foreign income and assets would vest in the Union of India�. “Once it is held that under the law, property vests in Union of India, the person who is holding the said property outside the country shall have to prove that it was acquired legally and/or held after obtaining necessary permission from the RBI,� it said.

Mumbai, Jul 14 (PTI): The rupee today firmed up by another 14 paise to close at a fresh one-month high of 66.91 on persistent selling of the American currency by banks and exporters in view of firm equities amid weakness of dollar in the overseas market. Good foreign capital inflow also boosted the rupee value against the dollar, a forex dealer said. Foreign portfolio investors and foreign institutional investors bought shares worth a net Rs 290.53 crore yesterday, as per provisional data of the stock exchanges. The rupee opened higher at 67.00 as against the last closing level of 67.05 at the Interbank Foreign Exchange (Forex) market and firmed up further to 66.87 before closing at over one-month high of 66.91 per dollar, showing a gain of 14 paise or 0.21 per cent. The rupee had last settled at 66.76 per dollar on June 10, 2016. The domestic currency has gained by 27 paise or 0.40 per cent in two days. The domestic currency traded in a range of 66.87 and 67.0375 per dollar during the day. The dollar index was trading lower by 0.03 per cent against a basket of six currencies in the late afternoon trade.

New Delhi, Jul 14 (PTI): The Special Investigation Team (SIT) on blackmoney has recommended ban on cash transactions of above Rs 3 lakh and restricting cash holding with individuals to not more than Rs 15 lakh to curb illegal wealth in the economy. The SIT headed by Justice M B Shah (retd), submitted its fifth report to the Supreme Court on methods to curb black money in the economy. The panel felt that large amount of unaccounted wealth is stored and used in form of cash. “Having considered the provisions which exist in this regard in various countries and also having considered various reports and observations of courts regarding cash transactions the SIT felt that there is a need to put an upper limit to cash transactions,� an official statement said. SIT recommended a total ban on cash transactions above Rs 3 lakh and “an Act be framed to declare such transactions as illegal and punishable under law.� It also felt that, given the fact of unaccounted wealth being held in cash which are further confirmed by huge

Nepal PM sees India’s hand behind toppling his govt. Kathmandu, Jul 14 (IANS): In a blunt statement, Nepal Prime Minister K.P. Oli has blamed India for being behind the CPN (Maoist Centre) pulling out support to his government. “India’s role was primarily behind” the pulling out of support by the Maoists, Oli said on Thursday in a conference on National Security in Kathmandu, adding that the process of government change was “not an automatic process but conducted by remote control”. Nepal-India ties took a dip after Oli came into power last October, which was followed by the five-month-long economic blockage on the Nepal-India border by the Madhesi protesters. Oli since the very beginning has been a critic of Indian “high-handedness” in Nepal’s internal political affairs. Nepal’s Maoists pulled out support from the government on Tuesday and a notrust motion was registered by the CPN (Maoist Centre)

and Nepali Congress in Parliament against Oli after the latter refused to resign. Oli said “there was a feast in a five-star hotel” after the Maoist Centre pulled out support. China to respond decisively if provoked in SCS Beijing, Jul 14 (IANS): China on Thursday said there will be a “decisive response” if it was provoked in the disputed South China Sea (SCS) over which its claims have been rejected by a UN-backed court. “If anyone wants to take any provocative action against China’s security interests based on the award, China will make a decisive response,” foreign ministry spokesman Lu Kang said at a press conference. Beijing has rejected the ruling of the Permanent Court of Arbitration that China had no historical claims over the South China Sea. Lu reiterated China’s stance on the tribunal, calling it “unlawful”. Beijing has boycotted the tribunal’s proceeding and accused it of being funded by the former Philippines government that had approached court in 2013. Earlier on Wednesday, Chinese Vice Foreign Minister Liu Zhenmin said Beijing had the right to set up an air defence zone over the disputed waters. London, Jul 14 (Agencies): A militant who masterminded a deadly attack on a Pakistani school in 2014 has been killed in a US-led air strike, US and Pakistani officials say. Umar Naray allegedly planned the attack on an army public school in Peshawar that left 150 people dead - mostly children and female teachers. Additional analysis of blood tests taken from the 27year-old during the London Games had tested positive for a prohibited substance, according to IOC, which said Kalina had been disqualified from the 58-kilo category event. Chandigarh, Jul 14 (PTI): Forget the past and communicate as much as possible -- that’s how Rohan Bopanna plans to make his partnership with Leander Paes click in next month’s Olympics as he feels there is no point in holding on to the bitterness which has marred Indian tennis. Bopanna, who wanted to play with Saketh Myneni but was teamed with Paes by AITA for Rio, says it’s better to forget a few episodes. And he credits the tough and lonely life on the ATP tour for helping him overcome such setbacks. Bopanna and Paes are here for the Davis Cup tie against Korea. London, Jul 14 (Agencies): Marko Grujic scored on his debut for Liverpool as they sealed a 5-0 victory over Fleetwood in a pre-season friendly on Wednesday evening. Ben Woodbur n, 16, doubled the lead just after half-time, before Lucas and a Roberto Firmino double gave the Reds a solid win. Fleetwood started well and had the first attack as Akil Wright crossed in for David Ball, but Dejan Lovren cleared the danger before the striker could sort out his feet. Liverpool were awarded the penalty just after the tenminute mark and it was Grujic, on debut, who won it, barging Jimmy Ryan off the ball before being fouled by Wright in the box. Mane and Alberto Moreno linked up brilliantly throughout the first half and it lead to the goal as the new signing fed in his team-mate, whose ball across the face of goal found an unmarked Grujic in the right corner and he fired home to scenes of wild celebration. Liverpool began to turn the screw after going ahead with Mane and Grujic both hitting the woodwork in quick succession, before Lovren had a back-post header saved by Neal, while Ryan fired a shot high over the bar for Fleetwood. Grujic nearly nabbed a second just before the break as Trent Alex-Arnold’s cross found him at the top of the

box. But his effort was saved. Bobby Grant nearly slid a David Ball cross past Loris Karius at the back post but couldn’t quite connect. Both sides made 11 changes at half-time, and it was Liverpool who added a second goal seven minutes after the break. Lucas played a delightful ball into Kent on the right of the box, who crossed to Woodburn at the back post as the teenager home to double the visitors’ lead. India jumps to 152nd in FIFA rankings New Delhi, Jul 14 (PTI): Riding on their back-to-back wins over Laos last month, India made a big leap of 11 places to occupy 152nd spot in the latest world football rankings issued by FIFA. India beat Laos 6-1 and 1-0 in the home and away play-off matches to make it to the 2019 Asian Cup qualifying tournament. Stephen Constantine’s side gained 49 points from previous month and is now ranked highest in South Asia and 27th in Asia. In fact, India is the fourth best positive mover among the Asian countries this month after Tajikistan (up 19 places to 145th), Yemen (up 16 places to 160th) and Turkmenistan (up 14 places to 120th). Iran (39th) remain Asia’s number one ranked team, followed by Korea Republic (48th), Uzbekistan (56th), Japan (57th) and Australia (59th). MONACO, Jul 14 (Agencies): Mo Farah and Dafne Schippers, arguably Europe’s two biggest track stars, will hone their Olympic preparations with what promises to be two testing outings at Friday’s Monaco Diamond League. Farah, reigning Olympic gold medallist in the 5000m and 10,000m and defending two-time world champion in both events, will warm up for Rio, just three weeks away, with some speed work over 1500m. It is an event he has run before, famously setting a European record of 3:28.81 in 2013. New Delhi, Jul 14 (Agencies): In a strange move by the Sports Authority of India (SAI), provision for just one physio was made for India’s Rio-bound male and female wrestlers. According to a report in the Times of India, all of India’s eight wrestlers - 5 men and 3 women - will be taken care of by Brajesh Kumar. At the moment, three physios are present at Indian contingent’s training sessions. Kumar and Dhirendra Pratap are the physio’s for the men’s team, while Rucha Kashalkar looks after the women. “We girls would be more comfortable having a female physiotherapist with us in Rio. The current physio -Rucha -has been with us for a significant period of time and the best part is that she devotes all her time to the women wrestlers. In a tournament of the stature of Olympics, it’s important that the women wrestlers have a dedicated physio for them,” Vinesh Phogat told the newspaper. Vinesh, her cousin Babita Kumari and Sakshi Malik are part of the Indian women’s team for Rio. Never before have three women wrestlers represented India at the Olympics. The Wrestling Federation of India (WFI) has now written to SAI and Union sports ministry for a female physiotherapist for the team. “A separate physio is always dedicated to the women’s wrestling team for various other tournaments we go to. Considering the significance of Olympics, the women’s team having its own physio is essential,’’ said Kuldeep Malik, the national women’s wrestling coach.
