NE W D E L HI, J U L 14 (NPN): Government of India Interlocutor for Naga Talks, R.N. Ravi in a exclusive interview with Nagaland Post has shed some light on the August 3, 2015 Framework Agreement, separate flag and passport for Nagas, Pan Naga Hoho, sharing sovereign power among other issues. On separate flag and passport for the Nagas, Ravi said “these are issues of sentiments”. While not fully rejecting the demands made by NSCN (I-M) or admitting that such demands were not possible, Ravi maintained that “the government of India respects the sentiments; however, these can only be addressed within the realm of the possible.” Putting to rest speculations that Pan Naga Hoho will govern the Naga areas, the Interlocutor said the interpretation of it as a “super-government” was “inconsistent” with government of India’s position.

Nagaland Post (NP): Nearly a year into signing of August 3, 2015 “Framework Agreement” between government of India and NSCN (I-M), do you see a perceptible progress and a road ahead between the two negotiating parties?

R.N. Ravi: The Framework Agreement signed on August 3, 2015 lays down the fundamental principles of our relationship. It fully respects the Nagas’ aspirations of recognition of their uniqueness and commits both sides to a peaceful co-existence in an inseparably inclusive relationship on the basis of sharing the mutually agreed sovereign powers . Within this Framework, details are being worked out. NP: Many have been quoted saying that contents of the agreement are being deliberately kept a secret. Agreement and responded to their queries till they had no more question to ask. All these are on record. How can it be said that the contents are secret? Yes, the Framework Agreement has not been published as yet. I have made it clear to all the stakeholders that the Framework Agreement is not the final settlement. Hence, it would be premature to release it in the public domain. I also said that it would be published along with the full agreement as and when reached. There is no question of keeping the public in dark. NP: There are reports that government of India and NSCN (I-M) have now agreed upon four points such as -Pan Naga Hoho, Regional Autonomous District Council for Nagas inhabiting Manipur, Arunachal Pradesh and Assam, special Naga Law to be incorporated in the Indian Constitution wherein all natural resources found in the Naga areas -below the ground and on the surface would belong to the Nagas. Is there any truth in all these talks doing the round? Ravi: I have seen some media reports. These are largely speculative. At times these are mischievous. People should not be misled by them. (PTI): Government of India on Thursday dismissed the suggestion that 5,000 cadres of Naga militant group NSCN (I-M) would be inducted into Border Security Force (BSF). A Home Ministry spokesperson said there have been reports that interlocutor for Naga talks R.N. Ravi had assured NSCN (I-M) general secretary Thuingaleng Muivah that about 5,000 cadres of the militant group would be drafted into BSF as part of the rehabilitation process. “It is clarified that these reports are false and have no basis,” the spokesperson said. Ravi is at present holding peace parleys with NSCN (I-M), led by Muivah. In August last year, the NSCN (I-M) signed a framework agreement with the government which Prime Minister Narendra Modi described as a “historic” step to usher in peace in the state. The pact was signed by Muivah and Ravi in the presence of the Prime Minister, Home Minister Rajnath Singh and National Security Adviser Ajit Doval at Modi’s residence here. The signing of the agreement came after over 80 rounds of negotiations that spanned 18 years with first breakthrough in 1997 when the cease-fire agreement was sealed.

ACAUT pickets fuel outlets, F&CS office Staff Reporter

DIMAPUR, JUL 14 (NPN): Following delay in arresting the alleged “kingpins” in the recently exposed fuel adulteration racket, Against Corruption and Unabated Taxation (ACAUT) has intensified its protest by picketing nine fuel outlets in Dimapur, Kohima and Wokah and also the Food & Civil Supplies (F&CS) department, Dimapur here on Thursday. Hundreds of volunteers including members of ACAUT held placards which read, “This station sells adulterated fuel,” “CM & State Govt, stop robbing people,” “Fill at your own risk,” “Srikanth, Nawal, Dinanath, Umesh, Ajay; de-facto rulers of Nagaland,” adorned the premises of the selected fuel outlets. A huge banner, “Food and Civil Supplies Department is now Fooling Consumers Service Department” was put up inside the F&CS office complex and similar banners were also seen in strategic locations around Dimapur. Later, the volunteers, including members of ACAUT, Concerned Citizens of Nagaland (CCN), Eastern Naga Peoples’ Organisation (ENPO) Dimapur Unit, senior citizens, NGOs, and supporters, congregated at the F&CS office complex where a “protest programme” was held while simultaneous picketing took place in Pherima, 7th Mile: Essar, 2 ½ Mile: NRL, Essar, near West Police Station, Es-

sar, Duncan Bosti. Various speakers addressed the gathering and echoed the same sentiment- desire for corruption free Nagaland. One of the speaker maintained the protest was “not violent nor aggressive neither does it target a particular department, but rather a spiritual warfare.” He added that ACAUT would go and pray in every department in days to come. Cautioning the government not to take the protest lightly, one of the speakers cautioned that “the protest will continue till the Government listens.” Meanwhile, ACAUT stated the picketing was mainly against the alleged kingpins who were reportedly proxy owners r unning business through Power of Attorney. ACAUT maintained the “protest programme” at F&CS was a “prayer appeal” to the conscience of the department. Reacting to the statement of F&CS, that a detailed inquiry had been initiated, ACAUT

dismissed the statement saying it had no faith in the internal inquiry nor will it accept the verdict. “We want the Police to investigate the racket as SIT will whitewash the issue and State Vigilance Commission (SVC) should also take cognizance of the case,” ACAUT stated. Further, ACAUT warned of tougher actions on the failure of the government to heed their demands.

Notwithstanding the rain, concerned citizens of Kohima held a peaceful picketing of fuel outlets under the banner of ACAUT at K. Enterprise, Imphal road Thursday, while business of the fuel outlet ran smoothly. While extending support to ACAUT, the citizens voiced out that public can no more tolerate fuel adulteration and hoped that the picketing would create awareness.

Zeliang said on PM’s advice Nagaland Legislators’ Forum decided to send some members and not the entire team. With regard to women reservation issue, the chief minister said the cabinet would decide whether to go ahead with the municipal elections or wait for the Supreme Court to hear the Special Leave Petition (SLP) filed by the Joint Action Committee for Women Reservation (JACWR). Zeliang said he had given option to the JACRW to accept 25% or wait for the indefinite period for SC hearing. He opined that if 25% was accepted, nominations would be done by the DC in consultation with the women organization. KOHIMA, JUL 14 (NPN): With the scope of fuel adulteration racket growing wider across the state, Nagaland government on Thursday decided to upgrade its already initiated investigation to Special Investigation Team (SIT) headed by a senior police official, the rank of an IGP level officer. State’s Director General of Police (DGP), L.L. Doungel, told Nagaland Post on Thursday that in order to carry out more broad-based and thorough investigation into the case, the state government has decided to upgrade the investigation during the chief minister’s review meeting which was held on Thursday, here in Kohima. The meeting, which discussed the issue of fuel adulteration and other related issues, was attended by home minister, DGP, chief secretary and other senior officers.

Doungel said two cases have been registered with Diphupar police station and west police station Dimapur in connection with the racket. He informed that samples have been collected, incrementing materials seized and fuel samples sent for analysis. However, DGP said test result would take some time. On picketing of fuel outlets by ACAUT, Doungel opined “one has to concede that they have an issue and since it has not led to any wrongful restrain or denial of entry for other people, we are not in a position to make out any case”. He, however, said it showed the issue has come to “public domain and people are also interested, that is why SIT has been upgraded”. DGP expressed hope that SIT would be able to deal with the larger issue and also address the issue of fuel adulteration not just in Dimapur but all over the state.

KOHIMA, JUL 14 (NPN): In connection with Lok Sabha MP Neiphiu Rio’s degree row, the hearing was held on Thursday at the court of the district and sessions judge, Y. Maongkaba Imchen. Rio’s council filed a petition seeking transfer of the case from the Chief Judicial Magistrate’s court to another court. However, the council for Dr. Rosemary Dzuvichu which opposed the move, sought three weeks time to reply to the petition filed before the district and sessions judge. In this regard, the district and sessions judge has set August 12 as the next hearing date on the matter. Meanwhile, the council for Dr. Rosemary Dzuvichu, filed a “power of attorney” Vakalatnama consequent to Rio filing transfer of case from CJM court to other court, under section 408 of Code of Criminal Procedure (CrPC).
