CM in Delhi to meet central leadership Staff Reporter

DIMAPUR, JUL 14 (NPN): Nagaland chief minister Neiphiu rushed to Delhi on Tuesday to meet the Central leaders on issues concerning the state.

According to sources, Rio left for Delhi to discuss with the Central leaders about the issues raised by Nagaland Governor, R.N. Ravi in his letter to the chief minister. It was also learnt that the PDA leaders during its meeting on July 10 decided to apprise the central leadership about the Governor’s letter.

In this regard, it was decided that both NDPP and BJP were to depute two representatives each to meet the central leaders-- chief minister Neiphiu Rio and minister G. Kaito Aye of NDPP and state BJP president & minister Imna Along and deputy CM Y. Patton of the BJP. However, due to certain reasons the chief minister had to leave for Delhi as he was also asked by the Central leadership to meet them, sources said.

The sources informed that Ravi and the ten-member WC, NNPGs led by its convenor, N. Kitovi Zhimomi chalked out the “action plan” for the impending final agreement.

It was also disclosed that Ravi had insisted on “including minority tribes of Nagaland” in the peace process. Sources maintained that ‘final agreement’ would be signed “anytime soon” and that the two parties were working on formalising the agreement.

“The negotiations concluded last year (2019)

October 31 and so there is no reason for us to wait for another year to sign the final agreement. We are working to finalise the agreement.

Final agreement will be signed in a matter of weeks or months from now,” said a source privy to the meeting said.

The sources also said that the Interlocutor had sought for “some time” so as to “work things out” with the other negotiating party-[NSCN (I-M)]. It was learnt that no new agenda was discussed at the meeting.

Asked whether the two parties discussed Ravi’s June 16, 2020 letter addressed to the chief minister, the

source said, “We did not discuss the letter. We have nothing to say on his affairs as Governor.”

It may be mentioned that the official meeting resumed after over four months of hiatus due to COVID-19 pandemic.

In a recent exclusive interview to Nagaland Post, N. Kitovi Zhimomi said that the two negotiating parties were preparing for the “signing ceremony” when COVID-19 pandemic occurred. “This unprecedented situation prevented us from meeting and chalking out the finer details for the signing ceremony,” Kitovi had said.

Speaker dismisses disqualification petition against 7 NPF legislators Correspondent

KOHIMA, JUL 14 (NPN): After more than a year of the filing of disqualification petition against the seven suspended NPF legislators which also came as set back for the NPF party, Nagaland Legislative Assembly (NLA) speaker Sharingain Longkumer on Tuesday dismissed the petition citing the reason that the respondents were not liable to be disqualified under Para 2 (1) (a) of the 10th Schedule of the constitution.

The judgement was pronounced at the open conference hall of the NLA on Tuesday afternoon in the presence of both the parties.

Addressing media persons at the NLA conference hall after pronouncing the judgement, Longkumer claimed that the entire proceeding was held in all fairness where equal opportunity was given to both the parties, adding that the due process of law was followed.

He said the decision was taken keeping in mind

the due process and that even the learned counsels of both the parties had commented on the fairness of the procedure that was followed.

The speaker said the disqualification petition was filed on April 24, 2019 and that substantial progress was made during the past 1 year on the issue.

However, following the demise of the former speaker and after he took over, Sharingain asserted that he followed the process and announced framing of issues in March this year and conducted procedural evidence.

During that process, he said NPF went ahead and approached Gauhati High Court, which then directed him to the resolve the matter with six weeks that expired on Tuesday.

In his r uling, the speaker mentioned that based on the findings and decisions of each issue framed and taking into account of the Supreme Court of India which are applicable to the facts and circumstances of this case as referred, it had been es-

tablished that beyond any reasonable doubt that there was no sufficient ground for presuming that the respondents had voluntarily given up the membership of their original political party.

Based on the above, the NLA speaker ruled that the respondents (7 NPF MLAs) were not liable to be disqualified under Para 2 (1) (a) of the Tenth Schedule and thereby, dismissed the disqualification petition filed by NPF legislators Chotisuh Sazo and Imkong L Imchen.

DIMAPUR: Western Sumi Kukami Hoho (WSKH) has informed that, during its annual session held at Sumi cultural centre, Vihokhu village on January 27, 2020, the house had unanimously decided to elect Vihuto Yeptho as president of WSKH for a period of another term from 2020-23. In a press release, government pleader cum public prosecutor, Samuel Ritse said the judgment was pronounced by District and Sessions Judge, Phek, Mezivolu T. Therieh, who also holds the Court of Special Judge, POCSO, within seven months of taking cognizance of the offence.

The Prosecutor said the incident took place on January 18, 2020 when the accused, who was on duty at Lanye Check Gate, went to a nearby house cum hotel and sexually molested the girl child.

Prosecutor Ritse said that the accused was convicted and sentenced for a term of six years imprisonment and fine of Rs. 5000 under section 10 of the POCSO Act and in default of payment of fine he shall further undergo one year imprisonment.

The accused was further sentenced to one year imprisonment and fine of Rs. 1000 under section 509 of the Indian Penal Code (IPC) and one month imprisonment under section 29 of the Police Act. In case of default of payment of fine of Rs. 1000, Prosecutor Ritse said the accused shall undergo two months imprisonment and that all the jail sentences are directed to run concurrently.

Prosecutor Ritse informed that the Court also directed that on the recovery of total Rs. 6000 as fine from the accused, victim girl child shall be paid Rs. 5000 as compensation.

DIMAPUR: Continuing with the inspection of NEC funded projects, Nagaland APC Kikheto Sema and team visited the botanical garden-cumrecreation park at Jalukie on Tuesday.

According to DIPR report, Kikheto expressed satisfaction with regard to the progress of the ongoing work and advised the contractor to expedite the work stating that perhaps it would be the first botanical garden and recreational park in Nagaland funded under NEC.

DIMAPUR, JUL 14 (NPN): Minister for Transport, Civil Aviation, Railways, and Land Resources, P Paiwang Konyak, has announced that the total lockdown of Mon district would be relaxed from July 15, 2020.

The minister, who held a review meeting with district administration, police, medical department, civil society groups, Church organisations and others, on July 14, 2020 at Walo Guest House Mon, however, said that strict regulations have to be adhered to during the unlock period. Konyak said that people adhering to regulations would be a positive movement and would bring behavioural change in the society. In this regard, the minister announced that Mon would be launching a social behavioural change model/concept very shortly.

“This Social Behavioural Change Concept will be effective and applicable even in the rural areas,” the minister said, adding that every household should take up farming for self reliance.

In view of the lifting of total lockdown from July 15, the administration has also notified guidelines to be enforced in the whole Mon district till further orders.

DIMAPUR, JUL 14 (NPN): Northern Angami Public Organisation (NAPO) has expressed deep concern over the possible spread of COVID-19 in its area due to “unscrupulous and callous attitude” of the authority in permitting free movement of labourers and staff of the power station project at Zhadima village located within its jurisdiction.

In a press release, NAPO president Zeneituo Yano and general secretary Kuotievi Khro said that the workers, who arrived from outside the state, were being allowed without undergoing proper screening and 14-day mandatory quarantine as per SOP. NAPO said the unrestricted movement has created fear and anxiety in the mind of the public. Kaziranga National Park flooded 51 animals killed; 102 rescued

Guwahati, Jul 14 (IANS): Flood in different parts of Assam inundated large swathes of land in Kaziranga National Park, a World Heritage site, killing at least 51 wild animals though 102 animals have been rescued, officials said on Tuesday.

They said many tigers and rhinos had strayed into the nearby villages due to flooding of their habitats.

Officials of the Kaziranga National Park and the Assam State Disaster Management Authority (ASDMA) said 95 per cent of the national park’s 430 sq km area was now flooded, with traffic movement on the National Highway-37 near Kaziranga now suspended.

According to the officials, 45 hog deer, three wild boars and one rhino, one wild buffalo and a swamp deer perished in the floodwater. Of the rescued animals, 86 were hog deer.

26 fresh COVID-19 cases reported in Tripura; total 2,094 Agartala, Jul 14 (PTI): Twenty-six more people tested positive for COVID-19 in Tripura, taking the total number of coronavirus cases in the state to 2,094, officials said on Tuesday.

A total of 1,475 patients have recovered from the disease so far, reducing the number of active cases to 603, they said. Of the fresh cases, the maximum 12 were reported from West Tripura district followed by five from Sepahijala district, three from Khowai district, two each west Tripura and Gomti district and one each North Tripura and Dhalai district, the officials said.

Two people, who were suffering from respiratory ailment, have so far died in the state. Meanwhile, senior minister and cabinet spokesperson Ratan Nath said in view of the spurt in coronavirus cases, the Tripura government has decided to carry out rapid antigen tests.

S h i l lo ng, J u l 1 4 (PTI): Defying age, a 50year-old school drop-out and a grandmother from a remote village in Meghalaya has cleared the Class 12 board examinations, earning kudos for her achievement and becoming a social media star of sorts.

The results of the Meghalaya board’s Higher Secondary School Leaving Certificate (HSLLC), Arts stream, were announced on Monday and Lakyntiew Syiemlieh passed the exams, according to the boards website.

Lakyntiew was the oldest student and proudly adorned the uniform while attending classes in Balawan College in Ri- Bhoi district for two long years.

“I am so happy to have cleared the examinations,” Lakyntiew told PTI. She said she wants to pursue higher studies with vernacular language as her major subject.

The grandmother had dropped out of school in 1988 because mathematics was a headache-inducing experience for her.

“I stopped going to school because mathematics was too difficult for me to understand. I was offered a job to teach preschoolers in 2008 and that was the beginning of my love for re-learning,” she said.

Sikkim govt orders ban on vehicle movement

No lockdown extension in Shillong; situation improving: Conrad Sangma

Gangtok, Jul 14 (PTI): Sikkim on Tuesday reported its highest single-day spike of 45 new COVID-19 cases which pushed the tally in the state to 198, a health official said.

There are 112 active cases in the state at present, while 86 patients have recovered and have been discharged from hospitals, Director General-cumSecretary, Health, Pema T Bhutia said.

Of the new cases, six were detected through the rapid-antigen method, which the state government is using to test people at the Rangpo border checkpost, he said.

During the day, Chief Minister Prem Singh Tamang presided over an emergency meeting to review the COVID-19 situation, particularly in Rongli sub-division of East Sikkim.

Taking note of the spike in cases, the state government has decided to ban inter-district and intra-district movement of vehicles in Sikkim for at least 15 days, Chief Secretary S C Gupta said in an order.

Shillong, Jul 14: The two-day long lockdown in Shillong Urban Agglomeration in Meghalaya’s East Khasi Hills district will not be extended and will conclude at 5 am of July 15 (Wednesday), even as the State government maintained that the situation was improving with a drop in the number of COVID-19 cases being reported.

The lockdown was imposed on Monday and Tuesday to trace those came into contact with 41 people who attended a wedding feast at Greenwood Resort in Guwahati and Shillong, following a surge in the positive cases in the State’s capital.

Deputy Chief Minister said that the situation is improving as the number of cases being detected has dropped, even as he underscored that “one cannot be complacent”.

“We have decided not to continue with the lockdown since the contact tracing of the wedding attendees at Greenwood Resort and in Shillong has been completed,” he told reporters.

“We will increase the corona care centres. We have asked the health department to identify more locations to cater to the positive patients as cases continue to increase in the state. As of today we don’t have much centres so we have directed the health department to identify few more,” he said, adding that there was a shortfall in such centres in the East Khasi Hills district.

At present, IIM Umsawli is the only Corona care centre in Shillong.

Earlier, NIFT, MATI and Assam Regimental Centre at Lawsohtun were also identified as Corona care centres, but as the number of positive cases was low in the last few months, the centres have not been utilised.

Woman commits suicide at quarantine centre S i lc h a r ( Ass a m ) / Agartala, Jul 14 (IANS): A 32-year-old woman, who was in institutional quarantine in Southern Assam’s Hailakandi district along with her family on return from Bengaluru, reportedly committed suicide by hanging herself, police said on Monday.

The husband of the deceased woman suspects that delay in the sample’s report might have caused the suicide. A police official said that the woman was found hanging on Sunday night from the window of the washroom of a government school, which was earlier turned into a quarantine centre. The woman, her husband and their eightyear-old son had returned to Hailakandi from Bengaluru by flight on June 28.

Police quoting the health officials said that after their return, swab samples were collected and sent to the Gauhati Medical College and Hospital and all of them were put under quarantine.

Though the husband and son were tested negative but the test report of the woman was awaited due to the technical reasons.

Correspondent Shillong, Jul 14: Nearly 90 thousand people were affected in Meghalaya on Tuesday after the swollen Brahmaputra and Jingiram rivers submerged over 50 villages, an official said.

No loss of life has been reported so far The Jingiram, one the major rivers in the Garo Hills, caused havoc due to the sudden back flow of the Brahmaputra, inundating the low-lying areas. ”At least 16400 households with a population of 89,000 have been affected by the flash flood in 50 villages in the plains of Garo

Hills due to the sudden back flow of the Brahmaputra river,” West Garo Hills’ Deputy Commissioner Ram Singh said.

“The situation is bad and the situation is being monitored. Three Community and Rural Development Blocks that include Tikrikilla, Demdema and Selsella have been badly affected,” he added.

Singh who visited the flood-hit areas said that the numbers of affected persons is likely to increase further as water level continues to rise.

The villages of Charbatapara, Moulakandi, Patharkata under Dem-

dema Block, Rajpur, many sections of Old and New Bhaitbari, Rajabala, Chokchokia, Selsella have been affected.

Local village authorities said over 15,000 people have been displaced after several households and agricultural crops, particularly the paddy, were submerged.

Several educational institutions have also been submerged under water.

Singh said that 22 relief camps had been set up. ”We have also geared up to provide relief to the flood affected people for seven days,” he said.

Against delimitation on disputed census report: Mnp CM Correspondent IMPHAL, Jul 14: The state government was not in favour of delimitation based on disputed census report, said Manipur chief minister N Biren Singh, declaring his government’s firm stand against the proposed delimitation exercise in Manipur based on 2001 census report.

“Not to carry out the delimitation based on a disputed census report is the firm stand of the state government,” he said and added that the state government was giving pressure to concerned authorities on matters.

The chief minister, talking to reporters on the sideline of a government function held at Chief Minister’s Secretariat in Imphal today, informed that as many as four memorandums raising objections to the delimitation exercise based on 2001 census report had been submitted to the pertinent authorities.

Dubey’s aide arrested; 2 looted rifles recovered

LUCKNOW/KANPUR, JUL 14 (PTI): An aide of gangster Vikas Dubey has been arrested and two rifles of the Uttar Pradesh police looted during the Kanpur ambush earlier this month have been recovered, police said on Tuesday.

With this, all weapons looted during the ambush have been recovered, they said.

Additional Director General of Police (Law and Order) Prashant Kumar said Dubey’s aide Shashikant alias Sonu Pandey was carrying a reward of Rs 50,000 on him.

“Shashikant was an accused in the killing of eight policemen (in the Kanpur ambush). He was arrested from Chaubeypur around 2.50 am,” the police officer told reporters in Kanpur.

“During interrogation, he admitted to his involvement in the encounter at Kanpur’s Bikru. It was revealed that the looted AK47 rifle of the police was hidden at Dubey’s house while the INSAS rifle was at Shashikant’s house,” the ADG said.

CBSE to announce class 10 results on July 15

NEW DELH, JUL 14 (PTI): The Central Board of Secondary Education (CBSE) will declare the class 10 results on July 15, it announced on Tuesday.

The board had on Monday announced the results for class 12. However, there was no prior intimation about the result declaration.

HRD announces guidelines for online classes by schools NEW DELHI, JUL 14 (PTI): The HRD Ministry on Tuesday announced guidelines for online classes by schools and recommended a cap on duration and the number of sessions in a day for students.

The guidelines have been framed by the ministry, following concerns raised by parents about schools conducting online classes like regular schools, which has increased children’s screen time after the COVID-19 pandemic mandated a shift from classroom teaching to online learning as schools continue to remain shut for over four months.

In the guideline called “Pragyata”, the Ministry of Human Resource Development (MHRD) has recommended that the duration for online classes for pre-primary students should not be for more than 30 minutes.

For classes 1 to 8, the HRD Ministry has recommended two online sessions of up to 45 minutes each while for classes 9 to 12, four sessions of 30-45 minutes duration have been recommended.

“The COVID-19 pandemic has led to closure of schools and has impacted over 240 million children of the country who are enrolled in schools. Extended school closures may cause loss of learning. “To mitigate the impact of the pandemic, schools will not only have to remodel and reimagine the way teaching and learning have happened so far, but will also need to introduce a suitable method of delivering quality education through a healthy mix of schooling at home and schooling at school,” HRD Minister Ramesh Pokhriyal ‘Nishank’ said.

He said the guidelines have been made with a focus on online education for students who are at home.

“The guidelines have been developed from the perspective of learners, with a focus on online, blended, digital education for students who are presently at home due to the lockdown.

These guidelines on digital education provide a roadmap or pointers for carrying forward online education to enhance the quality of education,” Nishank added.

Universities and schools across the country have been shut since March 16, when the Centre announced a countrywide classroom shutdown as part of measures to contain the COVID-19 outbreak. A nationwide lockdown was announced on March 24, which came into effect the next day.

Ignorance is harmful

T

here has been a lot of uncertainty and confusion surrounding the spread, symptoms, and causes the disease, COVID-19 and that is so because not much information is known about the virus and more research will help evaluate whatever is known.

The latest that has busted the myth that patients who recover from the virus are immune came from a study done recently by King’s College London. The study found that patients who recover from coronavirus infections may lose their immunity to re-infection within months. This significant finding was based on studies carried out on the levels of anti-bodies of 90 recovered virus patients. Blood tests showed that even individuals with only mild COVID-19 symptoms mounted some immune response to the virus. The research revealed 60% of the recovered patients showed potent viral response in the first few weeks after infection.

However, after three months, it showed 16.7% of them had maintained high levels of COVID-19 neutralising antibodies. After 90 days, several patients had no detectable antibodies in their bloodstream. Antibodies, produced by cells act as guards by attacking and killing invading ‘alien’cells such as coronavirus.

Antibodies are proteins programmed to target specific antigen the body is fighting. The findings of the King’s College London clearly suggest that immunity cannot be taken for granted and that such immunity may not last more than a few months. The findings of the research at King’s College London may also throw a spanner at the currently held belief that blood plasma from patients who recovered from COVID-19 can be used to treat the diseases. People who have recovered from COVID-19 develop natural defences to the disease in their blood (antibodies). Convalescent plasma and hyperimmune immunoglobulin have been used successfully to treat other respiratory viruses. These treatments (given by a drip or injection) are generally well-tolerated, but unwanted effects can occur. The desperation in finding a treatment for COVID-19 has pushed the theory of blood plasma treatment to the fore. However, evidence were very limited because there was only one randomised study and most studies did not use reliable methods to measure their results. In addition, participants received various treatments alongside convalescent plasma, and some had underlying health problems. There are as many beliefs about COVID-19 which have not been scientifically proven beyond doubt. Some of the myths involve the belief that people can contract COVID-19 from food items and packages .However, despite lack of evidence, the opinions of some ‘experts’ have only perpetrated this theory. There is also no evidence that the virus can spread through the water supply. In fact, the treatment in water facilities protects people from pathogens. The other is the unchallenged view that coronavirus can be transmitted from pets such as dogs and cats etc. The World Health Organization(WHO) acknowledged there are instances of animals and pets of COVID-19 patients becoming infected with the disease, but said pets cannot infect humans. Another popular theory is that higher temperatures and higher humidity can destroy the virus than in cooler or dryer environments. However, it’s not yet known whether weather and temperature affect the spread of COVID-19. Another theory is that the virus on shoes can transmit the disease. Though there is no evidence, yet precautionary measures should be taken, particularly in homes where infants and small children crawl or play on floors. Such myths on COVID-19 will remain based on limited knowledge.

eflections on the spread of the Corona Virus within Kohima: Covid cases are rising steadily with no deaths reported. There has been no evidence of explosive spread or cases reported in clusters in the community. Positive cases amongst the community are in isolated incidence. There is a palpable panic reaction and apprehension amongst the public.

Signs of Local transmission are present. Are we on the verge of Community transmission?

Should there be Lockdown?

If so, should it be partial or total?

Is lockdown helping us? These are the question that comes to mind when we are caught between the risks of getting infected by the virus and the risk of poverty due to loss of job and income. For some, it is a choice between death and poverty. The Nationwide as well as the local lockdown has certainly delayed the spread, given the fact that it is predominantly a human to human transmission, and thus buying us the time to plan and prepare our infrastructure to combat the challenges of the disease. But despite the lockdown, the disease continues to spread.

The lockdown did not and could not impose total cessation of human activity and movement. It will not, and cannot and should not completely restrict movement of people and rightly so for apparent reason. It has to make allowances for movement of people for buying essential commodities, health care, personal emergencies, funerals, offices and other essential services. A lockdown therefore without the observance of the health advisory issued from time to time seems to derive no significant benefit. The subtle manner in which the virus seems to spread makes it even more important that all health and precautionary advices be strictly followed for all practical purposes irrespective of whether a lockdown is in place or not.

That in Article 82 and Article 170 of the Constitution, the figure “2000” and the figure “1971”: have been substituted by the figure “2026” and the figure “1991” respectively by the Constitution (EightyFourth Amendment) Act, 2001. By the same Amendment Act, sub-clause (i) and (ii) of 3rd Proviso to Article 82, and sub-clause (i) and (ii) of 3rd Proviso to Article 170 (3) have been incorporated, banning – (i) re-adjustment of the allocation of seats in the House of the People to the States as readjusted on the basis of 1971 census;

and ()ii) the division of each state into territorial constituencies as may be readjusted on the basis of the 1991 census. Also

by Constitution (EightySeventh Amendment) Act, 2003, under both Article 82 and Article 170, the figure 1991 has been substituted by the figure 2001.

That by formation of new States or Union Territories or change of inter-state boundaries or inter-district boundaries affecting the territorial boundaries of any parliamentary/assembly constituencies, delimitation and re-adjustment of the constituencies may be required. Therefore, the delimitation law being perpetual, it has been updated by the Delimitation Act, 2002, and repealed the Delimitation Act, 1972.

Hence, where such exercise of delimitation and re-adjustment of constituencies are required, the census figures as ascertained in the year 1971 or 1991 or 2001 as the case may be becomes relevant to be taken into consideration under the law.

Re-adjustment of number of seats in the House of the People or the Legislative Assemblies and delimitation of constituencies provided under Section 8 and 9 of the Delimitation Act, 2002, and/or any other provisions therein cannot be construed to meant to override the mandate of the Constitution under Article 82 or Article 170 as the case may be which prohibits to re-adjust the total number of seats in the House of the People to the States or the total number of seats in the Legislative Assembly of each state as re-adjusted on the basis of 1971 census and the division of such State into territorial constituen-

cies as may be re-adjusted on the basis of the 2001 census.

The proposed transfer of assembly seats from one district to another district under the guise of the territorial re-adjustment of assembly constituencies are unknown to law, and in the absence of enhanced number of assembly seats above the existing 60 seats, the question of delimitation of assembly constituencies as envisaged under the Delimitation Act, 2002, does not arise. Furthermore, the equation of some districts having multi-lingual representation with their own distinct dialects/languages and traditional tribal lands with district boundaries if not addressed comprehensively will result in breakdown of law and order. The Presidential Notification dated 28th Feb, 2020 while rescinding its earlier Order of deferment of delimitation exercise (Presidential Notification dated, 08.02.2008) observes and states that the earlier law and order situation no longer persists. This is a point of contention in the present juncture and the citizens of Nagaland are the best judge for the same.

In the absence of changes in inter-state boundaries or the interdistrict boundaries, as the case may be, affecting the existing territorial boundaries of any Constituencies, the question of invoking the provisions of the Delimitation Act, 2002, or any other law for transfer of assembly seats from one district to another within the same State solely on account of population growth does not arise, and the same would be highly illegal and unconstitutional.

India-China hold military talks

The talks are talking place days after the implementation of the first phase of the disengagement process from the friction points.

China’s People’s Liberation Army (PLA) has already completed pulling back troops from Gogra, Hot Springs and Galwan Valley and significantly thinned down its presence in the ridgeline of Finger Four in the Pangong Tso area in the last one week as demanded by India, according to people familiar with the developments.

In line with a mutually agreed decision, the two sides created a minimum buffer zone of three kilometres in most of the friction points where they were

locked in a standoff.

The formal process of disengagement of troops began on June 6, a day after a nearly two-hour telephonic conversation between National Security Advisor Ajit Doval and Chinese Foreign Minister Wang Yi on ways to bring down tension in the area.

The two countries have already held three rounds of Lt General-level talks and the last one took place on June 30 during which both sides agreed on an “expeditious, phased and step wise” de-escalation as a “priority” to end the standoff.

The first round of the Lt General talks was held on June 6 during which both sides finalised an agreement to disengage gradually from all the standoff points beginning with Galwan Valley.

However, the situation deteriorated following the Galwan Valley clashes on June 15 as the two sides significantly bolstered their deployments in most areas along the LAC. The second

round of talks took place on June 22. The Indian and Chinese armies were locked in a bitter standoff in multiple locations in eastern Ladakh for over eight weeks since May 5.

The tension escalated manifold after the violent clashes in Galwan Valley in which 20 Indian Army personnel were killed. The Chinese side also suffered casualties but it is yet to give out the details. According to an American intelligence report, the number of casualties on the Chinese side was 35.

Following the Galwan Valley incident, the government has given the armed forces “full freedom” to give a “befitting” response to any Chinese misadventure along the LAC. The Army has sent thousands of additional troops to forward locations along the border following the deadly clashes. The IAF has also moved air defence systems as well as a sizeable number of its frontline combat jets and attack helicopters to several key air bases.

Bihar announces total lockdown from July 16-31

PATNA, JUL 14 (PTI): On a day Bihar recorded the worst single-day spike of 1,432 Covid-19 cases, Deputy Chief Minister Sushil Kumar Modi Tuesday announced that a complete lockdown would be enforced in the state from July 16 to July 31 to break the chain of transmission.

In a tweet, Sushil Modi informed that the lockdown would remain in force at all municipal, district, subdivisional and block headquarters level. “The government has taken a decision to this effect… Corona has neither any vaccine nor any medicine,” Modi said in a virtual rally.

Presently, Bihar has recorded 18,853 novel coronavirus cases. Of the 1,432 cases on Tuesday, Patna reported the maximum number of patients at 162, followed by East Champaran at 124, Begusarai at 114, Nalanda at 107, Nawada at 92, Bhagalpur at 61, West Champaran at 58, Siwan at 55 and Muzaffarpur at 54, news agency PTI reported.

BJP leader’s death due to hanging KOLKATA, JUL 14 (PTI): West Bengal BJP leader and Hemtabad MLA Debendra Nath Roy died due to hanging and no other injury mark was found on his body, according to the post-mortem report released on Tuesday.

The BJP, however, refused to accept the report and demanded a CBI inquiry into the incident to bring out the truth.

Roy’s body was found hanging from the ceiling of a verandah outside a shuttered shop near his home in Bindal village in North Dinajpur district on Monday. The post-mortem report stated, “Death is due to hanging. No other injury is detected.” West Bengal police have said a suicide note was found in his shirt’s pocket where he blamed two people for his death.

West Bengal Home Secretary Alapan Bandyopadhyay said the police, after going through pieces of circumstantial evidence and post-mortem report, suspect Roy killed himself.

pocket of his shirt he was wearing at that time “names two persons, provides their photographs and mobile numbers”, the home secretary added. “The WB police have examined the antecedents and activities of the two aforesaid named persons whose photos and mobile numbers were also apparently given by the deceased and it appears that these two persons are involved in some para banking or money lending activities in the locality.

Bandyopadhyay said the state government “is committed to transparency and comprehensive investigation into the incident” and will not allow any political or extraneous considerations to influence the probe.

“The investigation has already been handed over to the CID. No political or extraneous considerations will be allowed to interfere in the pursuit of truth through impartial investigation,” he added. Roy’s family and the BJP, however, claimed he was “murdered by the TMC”, a charge denied by the ruling party in the state.

NEW DELHI, JUL 14 (PTI): Indian and Chinese military commanders on Tuesday began a crucial round of negotiations to finalise a framework for a time-bound disengagement process from friction points like Pangong Tso and Depsang as well as to pull back large number of troops and weapons from rear bases along the Line of Actual Control in eastern Ladakh, government sources said.

The fourth round of Lt General-level talks began around 11:30 AM at a designated meeting point in Chushul on the Indian side of the LAC, the de-facto border between the two countries, the sources said.

The Indian delegation is led by Lt Gen Harinder Singh, the commander of the Leh-based 14 Corps, while Major General Liu Lin, commander of the South Xinjiang military region, was scheduled to lead the Chinese side.

The key focus of the high level meeting is expected to be to a roll out of the phase two of the disengagement process including in Pangong Tso and Depsang, besides withdrawal of forces and weapons from the rear bases in a time-bound manner, the sources said.

The Indian side is expected to insist on “total restoration” of status quo ante in all areas of eastern Ladakh prior to May 5 when the standoff began following a clash between the troops of the two countries in Pan-

NEW DELHI, JUL 14 (PTI): France will soon announce an “exceptional package” for India, including ventilators and expertise, as part of its efforts to jointly combat the COVID-19 pandemic, the French envoy to India said on Tuesday.

In his message on the French National Day -- Bastille Day, French Ambassador to India Emmanuel Lenain said that since the beginning of the COVID-19 crisis, the two countries have shown exceptional solidarity. “India has provided much needed equipment and drugs to French hospitals. Friendship is a two-way road and France has reciprocated,” Lenain said.

The French development agency AFD has granted an exceptional loan of 200 million euros (Rs 1,600 crore) to provide social services to the most vulnerable population in India, he said.

“We are going to announce soon an exceptional package comprising serological test (kits), ventilators and some expertise,” the French envoy said in the message posted on all social media handles of the French Embassy here.

Solidarity has been exceptional in the way the India government has lent support to the operation to repatriate stranded tourists, he said, thanking Indian authorities for it.

Forex traders said steady crude oil prices supported the rupee, but risk appetite remained weak amid rising tensions between the US and China.

The r upee opened lower at 75.33 at the interbank forex market and lost ground to touch a low of 75.49 against the US dollar.

The local unit settled at 75.42 against US dollar, down 23 paise from its last close of 75.19.

Rupee drops 23 paise to 75.42

DIMAPUR: As per request made by the para military forces for their leave returnees to be accommodated at the quarantine centres, the Kohima District Task Force (DTF) decided that block 21 to 24 have been earmarked for them at K. Badze quarantine centre.

According to DIPR report, this was decided at the Kohima DTF meeting held under the chairmanship of deputy commissioner Kohima Gregory Thejawelie in his office chamber on July 13. Legislators in-charge of Kohima district minister of Housing & Mechanical (PWD), Tongpang Ozukum and advisor of Urban Development and Municipal Affairs, Dr. Neikiesalie Nicky Kire attended the meeting.

New Delhi, Jul 14 (PTI): Prices in the wholesale market fell for the third straight month, declining 1.81 per cent in June, due to sharp decline in fuel and power items even as food articles remained expensive.

Inflation in May and April was (-) 3.21 per cent and (-) 1.57 per cent, respectively. In March it was 0.42 per cent.

“The annual rate of inflation, based on monthly Wholesale Price Index (WPI), stood at (-1.81 per cent) (provisional) for the month of June, 2020 as compared to 2.02 per cent during the corresponding month of the previous year,” the industry ministry said in a statement on Tuesday.

COVID-19 cases surging as US never shut down entirely: Fauci Washington, Jul 14 (IANS): America’s top infectious diseases expert Anthony Fauci has said the US was witnessing the new surge in the number of COVID-19 cases was because the country never shut down entirely.

“We did not shut down entirely,” Xinhua news agency quoted Fauci, director of the US National Institute of Allergy and Infectious Diseases, as saying during a webinar with the Stanford School of Medicine on Monday.

“We need to draw back a few yards and say, ‘OK, we can’t stay shut down forever’... You’ve got to shut down but then you’ve got to gradually open,” he said.

Fauci said the US has not “even begun to see the end” of the coronavirus pandemic yet as scientists continue to work on potential drugs and vaccines for the virus, according to the report.

Bubonic plague case confirmed in Mongolia

Ulaanbaatar, Jul 14 (IANS): A suspected case of bubonic plague reported in Mongolia’s GoviAltai province has been confirmed as positive, the country’s Health Ministry said on Tuesday.

“The result of a polymerase chain reaction (PCR) test revealed on Monday night that bubonic plague caused the death of a 15year-old boy,” Xinhua news agency quoted Dorj Narangerel, head of public relations and surveillance department of the Ministry, as saying to the media.

The teenager on Sunday died in Tugrug district on the way to a hospital.

He was found to have eaten marmot meat with two of his friends three days before his death, according to the health ministry.

His two friends and 15 others who had contact with them have been isolated and treated at local hospitals, the official said, warning citizens not to eat marmot meat.

Bubonic plague is a bacterial disease spread by fleas living on wild rodents such as marmots.

It can kill an adult in less than 24 hours if not treated in time, according

to the World Health Organization.

In May 2019, two people in the country of Mongolia died from the plague, which they contracted after eating the raw meat of a marmot - the same type of rodent the second suspected case came into contact with.

BEIJING, JUL 14 (PTI): China on Tuesday announced sanctions on top American arms manufacturing firm Lockheed Martin in retaliation to the US State Department’s approval of a request by Taiwan for the recertification of PAC-3 air defence missiles built by the company.

“China firmly opposes US arms sales to Taiwan.

We urge US to earnestly abide by the One-China principle, stop selling arms to Taiwan and cut its military ties with Taiwan, so that it will not cause further harm to bilateral ties, peace and security across the Taiwan straits,” Chinese Foreign Ministry spokesman Zhao Lijian told a media briefing here.

“Those players never cleared quarantine and have since left the campus to isolate at home or in isolation housing.”

“Since July 1, during in-market testing, 19 NBA players newly tested positive. These players are staying in their home markets and recovering until they are cleared under CDC guidelines and NBA rules for leaving home isolation and joining the campus,” it added.

New Delhi, Jul 14 (Agencies): The International Cricket Council (ICC) is likely to discuss the fate of the T20 World Cup in its next board meeting this month. The tournament, which is scheduled to be held in Australia from October 18 to November 15, has come under threat due to the crisis caused by the COVID-19 pandemic.

Even though the date of the next meeting has not yet been finalised, ANI has reported that it could be held next week. The news agency quoted a source as saying that there are chances that the future of this year’s T20 World Cup will be discussed.

The last board meeting, which was held in July, had kept the fate of the multi-nation tournament hanging as they dragged the matter until at least next month.

TOKYO, Jul 14 (Agencies): The rearranged Tokyo Olympics are likely to be a pared-down version of recent editions of the fouryearly Games, Japanese Olympic Committee chairman Yasuhiro Yamashita said on Tuesday.

Japan and the International Olympic Committee postponed the Tokyo Games until 2021 in March because of the coronavirus pandemic.

Since then, organisers have spoken of trying to simplify the event - which had been due to start in 10 days’ time - to reduce costs and ensure athletes’ safety.

“The Games (used to be) gorgeous and extravagant, which I experienced before...,” Yamashita, a former Olympic gold medallist judoka, said at JOC headquarters.

“But I don’t think the concept of these Games will pursue these things. The first priority is to be safe and secure.”

Yamashita, installed as JOC chairman in June last year in place of Tsunekazu Takeda, who is being investigated over corruption allegations, said the pandemic was also causing his organisation to suffer financially.

The representatives of the states said that setting up of “1000 Khelo India Centres in all districts across the country will help to not just tap into local talent, but also create a culture of sport in the country.”

Rijiju further stated that the participation of states in activities related to the ‘Fit India Movement’ have been encouraging, with more than 2.5 lakh schools across India enrolling to become Fit India Schools.

“I request all state and UT governments to take active part in including all schools in their states and UTs to register as Fit India schools so that fitness becomes a way of life for youngsters,” he said.
