NICE, JUL15 (AGENCIES): France was ravaged by its third attack in two years when a large white truck mowed through revelers gathered for Bastille Day fireworks in Nice, killing at least 84 people and injuring over 200 as it bore down on the crowd for more than a mile along the Riviera city’s famed seaside promenade. The attacker has been identified as 31-year-old Mohamed Lahouaiej Bouhlel, a French Tunisian living in Nice, CBS News reported. France’s justice minister, Jean-Jacques Urvoas, said Bouhlel had a record of petty crime but nothing matching the seriousness of Thursday night’s rampage. He told reporters in Paris that Bouhlel “was at the center of several procedures but was sentenced for only one incident” earlier this year. He said Bouhlel was placed on proba-

He was under the obligation of presenting himself at a Nice police station once a week and posting bail. DIMAPUR, JUL 15 (NPN): Power department has informed that normal power supply in Mokokchung town and its adjoining villages would be affected as 5MVA power transformer at Mokokchung power house broke down on July 15. In a press release, Mokokchung EE electrical division N. Mozhui stated that the department was making all efforts to restore normal power supply at the earliest. The EE said that currently intermittent power supply was being scheduled from the existing 5MVA transformer and requested the consumers to bear with the inconveniences.

KOHIMA, JUL 15 (NPN): With regard to the mystery oil spill on paddy fields at Jotsoma village, the Kohima police have informed that the FIR has been filed with Sechü Zubza Police Station the case was under investigation. Speaking to Nagaland Post, SP Kohima, Joseph Hesso, said a case has been registered and samples have been taken for examination. He said that so far there was no concrete evidence against any person.

AYO demands compensation

Angami Youth Organization (AYO) has appealed to the district authority to take proper assessment of the terraced fields damaged by oil spill and compensate the affected farmers accordingly at the earliest. ACAUT rejects SIT probe DIMAPUR, JUL 15 (NPN): ACAUT Nagaland, informed state chief minister T.R. Zeliang, who also holds the Food & Civil Supplies portfolio, that it rejects formation of any Special Investigation Team (SIT) to probe oil adulteration unless it was headed by the present Commissioner of Police Dimapur. In a memorandum addressed to the chief minister, copies of which were also endorsed to the state Governor, home minister, chief secretary, DGP etc; ACAUT termed the announcement of an SIT as an “eye wash and a conspiracy to derail the excellent work done by the Dimapur Police in investigating the case”. It hit out at the chief minister and the government for remaining silent for a full 16 days after exposure of the oil adulteration racket as it could only mean that the government wished the matter “die a natural death”. In any other state, such long silence would have resulted in massive street protests, an unwanted situation

or even death, said ACAUT. It cautioned the government that even in a “pliant state like Nagaland” the people’s seething anger cannot be controlled since there was a limit to everything. That such SIT would not touch the issue of siphoning of SK Oil involving several lakh rupees per month(out of the 14 lakh litres state quota) for fuel adulteration during the course of its investigation and therefore, the SIT would become a toothless tiger; 3. That irrespective of their personal integrity or efficiency, the state government would compel SIT members to compromise on the issue and therefore be mere ‘rubber stamps’ and 4. Fuel adulteration racket: Dimapur Police arrest 12 DIMAPUR, JUL 15 (NPN): Investigating the fuel adulteration racket, Dimapur Police arrested 12 persons in connection with the case. Informing this in a press note, Addl. DCP & PRO Dimapur Police said following the seizure of huge quantity of illegally store hydro carbons and assets from six location spread across Dimapur on June 27, criminal cases were registered at Diphupar and West Police stations. Accordingly, fuel samples which were collected from the storages in these sites and from

all retail outlets suspected of dispensing adulterated fuels were sent to Forensic Science Laboratory for chemical analysis and to ascertain their nature and qualities, PRO said. ‘World youth skill day’ observed across Nagaland

DIMAPUR: Nagaland, joining the rest of the world observed “World Youth Skills Day” Friday across the state by organizing various programmes. Dimapur Women Industrial Training Institute (DWITI) organised the world youth skills day cum financial literacy with lead bank, chief manager, S.Besii Bosco, as resource person. At the programme, S. Besii Bosco stressed on the importance of having a saving bank account and encouraged on saving for a better future. He highlighted the various types of schemes that the Prime Minister has introduced for a skilled person. It was also observed that all skilled workers were earning an average monthly income much higher than unskilled workers. The report gave the findings as: shortage of skilled workers among locals is not due to lack of interest but it is due to non-availability of skill imparting sectors. In spite of massive labor demand in the market, skilled workers could not find avenue to work daily. It was concluded that, to bridge the gap between labour market demands and labour it was necessitated to more vocational training with skill placement center.

KOHIMA: In order to streamline the meat market in Kohima, Kohima Municipal Council (KMC) and Butchers’ Union Kohima Town (BUKT) after series of meetings have brought out action plans to improve the meat business in the capital city Kohima. A notification issued by KMC administrator has mentioned that the plans are to be complied with strictly by all concerned within the timeframe. The action plans are: all beef/pork shops are directed to use only digital machine. All the beef/pork employees shall obtain medical fitness certificate from the concerned medical department. All butchers shops shall have paneled wall

and floor for better hygiene and sanitation. For issuing of new Trade License of butcher shop there should be recommendation from Butchers’ Union Kohima Town. An ‘Undertaking’ will be executed with the office by the license holder before obtaining the Trade license for meat. Carry bags of 40 microns and above only shall be used by all the shops. The rate of pork within KMC jurisdiction is fixed at Rs. 180 per kg of all cuts for regular pork butcher shops, Rs.220 per kg of all cuts for improved pork butcher shops. Organisations condemn rape of minor

DIMAPUR: Aghunato Area Union Dimapur (AAUD) and T (Tizu) Island Union Dimapur (TIUD) in a pres note vehemently condemned the rape of a minor girl, a class four student, by one “Aketo Aye, Leacy UT 1, NSCN-IM” at his residence located at Thilixu village a few weeks back. AAUD chairman, Ahovi Sema and jt. secretary Mulato Katty said that the accused after committing the crime, “threatened to kill the victim” if she reported the matter to anyone. a seven year old minor girl by Aketo Aye back as ghastly. TIUD said Aketo, a neighbor of the victim had sent out the victim’s brother to the shop on the pretext of buying things. In the meanwhile, the accused raped the minor, TIUD said. TIUD said that the accused also threatened to kill the minor if she disclosed to anyone. Fearing for her life, the traumatized child hid the barbaric crime committed on her for two weeks. However, TIUD said the parents got to know “only after the victim’s condition became serious due to injury caused by Aketo Aye”. The union has appealed to the concern authorities and law enforcing agency to award befitting and exemplary punishment. While stating that the “paedophile was now under police custody”, TIUD appealed to the concerned authority to make this case as “non-bailable offence”.

ANCSU demands release of scholarships DIMAPUR: Reminding the department of higher education about the grievances faced by the student community due to delay of scholarship, the All Nagaland College Students’ Union (ANCSU) said the delay has adversely affected the student community to a large extent, which, it maintained was “unjust on the part of the government and the concerned department.” In a letter addressed to the director higher education, the ANCSU president Zhoku Thuluo, general secretary Benjong Longchar and education secretary Viranu Ltu pointed out that the “students rely much on the scholarships for their academic requirements”. DIMAPUR: 37 Assam Rifles (AR) conducted two successive operations on July 8 and July 10 and apprehended one alleged “arms peddler” and recovered weapon and ammunition. According to AR, acting on specific information about presence of suspected armed NSCN (I-M) cadre, AR along with police personnel conducted an operation was Toulazuma Village July 8. In the operation, one ‘illegal’ .32 pistol with two magazines and six rounds of live ammunition were recovered. However, the suspected cadre was absconding, AR stated. KMC sources said that if butchers desired to sell horse or pony meat they could do so by obtaining separate permit for horse meat instead of adulterating and selling it as beef. Sources stated the municipal council began investigation and found out those responsible involved in such practice, adding that the liable person has been warned. While stating that for some people horse or pony meat was a delicacy, KMC sources, however, said that meat was allowed to be sold with approval from veterinary doctor attached to the civic body. KOHIMA, JUL15 (NPN): Parliamentary Secretary for Youth Resources and Sports, Music Task Force and State Lotteries Khriehu Liezietsu has urged Naga youths to uphold the dignity of labour instead of aiming for only government jobs and other white collared jobs. He said this while addressing the gathering during the Kohima College Kohima 49th annual freshers’ day as a special guest at its college auditorium, Friday. Liezietsu said Nagas should also enhance “our” skills and capacity to becoming skilled workers and entrepreneurs adding that this was the only way for state’s economy to bloom as Nagaland has become too dependent on “outsiders”. He also said it was high time for Naga society and state to become self-reliant and physically and mentally prepare ourselves to do all jobs for the development as well as for daily survival. Referring the students as the future leaders, Liezietsu advised them to practice and inculcate positive actions and thoughts reminding them that

what they sow today would they reap tomorrow. He also challenged the students to live up to the motto “search for excellence” with hard work and discipline to achieve the goal in life. Lauding the organisers for hosting the programme without inviting any as chief guest, Liezietsu said such practices should be encouraged. CM Tuki seeks 10 days time for floor test; Gov firm today

ITANAGAR/GUWAHATI, JUL 15 (IANS): Arunachal Pradesh Chief Minister Nabam Tuki met Governor Tathagata Roy on Friday and sought ten days time to prove his majority in the house but a Raj Bhavan statement later made it clear that the floor test has to be held on Saturday only as slated. “I have met the Governor today and appealed to him to give me at least 10 days time to prove my majority in the floor test. Its a landlocked state and its also monsoon season. Most of my MLAs are out of the state and they would not be able to attend the session on Saturday,� he told waiting journalists after coming out of the Raj Bhavan in Itanagar. State Home Minister Tanga Byaling had also accompanied Tuki to the meeting. On Thursday night, Tuki had also sent a letter to the Governor saying that he has got only 48 hours to prove his majority in the house since his arrival in Itanagar. “Many of my MLAs/ colleagues are out of station and I am trying to contact them,� he said, noting most were unaware as he had taken charge of the office only

Pul, who is camping in a hotel in Guwahati since last two days with 42 legislators, also expressed fear that Tuki might try to resort to “horse trading� if more time is given for the floor test. He, however, expressed his confidence over the support of 42 legislators backing him and said that he would defeat Tuki easily in the floor test. In obedience of the Supreme Court judgment on Wednesday, Roy has reinstated Tuki as the Chief Minister of the state and asked him to call a session of the state legislative assembly on Saturday (July 16) to prove his majority.

AIZAWL/AGARTALA, JUL 15 (IANS): Mizoram and Tripura government have asked the security forces to maintain a maximum vigil along the Bangladesh border to foil any attempt of intrusion and illegal cross-border movement, officials said here on Friday. An official of the Mizoram home department said the Mizoram government has instructed the police, Central Para-Military Forces (CPMF), Border Security Force (BSF) and the intelligence agencies to maintain strict and close vigil on the border in view of the recent terrorist attacks in Bangladesh. “A meeting on internal security on Thursday, chaired by Chief Minister Lal Thanhawla, reviewed the situation along the border and directed the security agencies to further step up the vigil all along the frontier,� the official said. Mizoram Home Minister R. Lalzirliana, Chief Secretary Lalmalsawma and senior officials of the police, CPMF and BSF deliberated during the meeting on beefing up security in the border areas. The Chief Minister told

the meeting that though there has been no specific threat along the Mizoram border following the Dhaka terror attacks earlier this month, there should not be complacency about the security of the state. “Better coordination among the security agencies was also given utmost importance at the meeting,� the official added. Mizoram has a 510-kmlong unfenced international border with Myanmar and 318 km with Bangladesh. The BSF has been guarding the Bangladesh border while the Assam Rifles were posted along the Myanmar border. In Tripura, in view of the recent terrorist attack in Dhaka, BSF’s vigil all along the 856-km border with Bangladesh has been further tightened. “We have taken several steps along the India-Bangladesh frontier to foil any crossborder movements and entry of any inimical elements,� BSF’s Tripura frontier Inspector General J.B. Sangwan told IANS. He said: “We have alerted our troops to remain extra alert during both day and night and take appropriate steps according to what the situation dictates.�

Rashed Khan Menon Correspondent SHILLONG, JUL 15: Bangladesh Tourism and Civil Aviation Minister Rashed Khan Menon on Friday batted for visa-on-arrival for Indian and Bangladeshi tourists and opened up all the closed border checkpoints for tourists. “Introducing visa-on-arrival at the border checkpoints will go a long way to develop tourism especially between India’s northeastern states and Bangladesh. The present practice of granting visas and the sufferings there off are not conducive to tourism expansion in these two countries,� Menon said at the inaugural session of the NADI (river) festival 2016 here in Meghalaya. “We have to explore the

National Sport University session likely from 2017: Manipur CS Correspondent IMPHAL, JUL 15: The proposed National Sports University (NSU) is likely to begin its classes from the next year as government of India is going to introduce the National Sports University Bill 2016 in the upcoming monsoon session of the Parliament. Addressing a press conference in Imphal on Friday, Manipur chief secretary O Nabakishore Singh said officials of the Ministry of Youth Affairs and Sports is all set to introduce the bill in the upcoming session of the parliament which will begin from

July 18. Singh said that an official delegation led by him hheld a meeting with the officials of the ministry in New Delhi on June 11 to discuss the early commencement of ground work for the sports varsity. The meeting was also attended by Union secretary for (sports). Nabakishore further said that a proposal of the state government to start the session of the university with Khuman Lampak Multi-discipline Sports Complex, Imphal as temporary campus has also got a green signal from the ministry.

After union finance minister Arun Jaitley had announced Rs 100 crore project in his budget speech on June 10 2014, Manipur government provided 336 acres of land at Yaithibi Loukon in Thoubal district against 200 acres of land sought by the Centre for setting up the permanent campus. Admitting that there is a court case over 34 acre of land, the chief secretary said that the state government has decided to negotiate with the parties fighting over the land to withdraw the case in the interest of Manipur and sports persons of the state.

156 Indians return from war-hit South Sudan; PM lauds efforts

(PTI) N E W D E L H I / T H I RU VANANTHAPURAM, JUL 15 (IANS): A total of 156 Indian nationals, including 46 from Kerala, were brought back to India from violencehit South Sudan on Friday on board a special IAF plane as part of ‘Operation Sankat Mochan’. Among those rescued from the conflict zone were two Nepalese, seven women and three children. The evacuated Indians came in an Indian Air Force (IAF) C-17 Globemaster heavy-lift aircraft that first landed at Thiruvananthapuram airport around 5 a.m. and then in Delhi at 10.45 a.m.

Of the 156, 85 deplaned at Thiruvananthapuram and 71 landed at Delhi. Prime Minister Narendra Modi welcomed the evacuated Indians and congratulated Defence Minister Manohar Parrikar, the IAF, and the Railway Ministry for their effort. He also congratulated External Affairs Minister Sushma Swaraj and Minister of State for External Affairs V.K. Singh, who led the operation. “PM congratulated RM @manoharparrikar, IAF, the Railways, @airindiain for their role in Operation #SankatMochan,” PMO India tweeted. Sudan, since Friday when he heard gunfire outside. “My neighbours residing there also faced the same situation and they are still stuck inside their homes. I heard news that the Indian government wanted to evacuate Indians from Juba. I approached the Indian embassy and have come back.” Another Indian, Anil Kumar told reporters that firing had intensified in South Sudan early this week. “For almost five days there was heavy firing and it was then that we decided to return. Yesterday it was a quiet day, that made our movement to the airport easy,” said Anil Kumar. On arrival at Delhi, Singh said: “We’ve brought back 156 Indian nationals, of whom 85 deplaned at Thiruvananthapuram airport. I met Foreign Minister (Barnaba Marial Benjamin) and Vice President (Riek Machar) of South Sudan and they assured me of all possible help,” Singh told reporters after landing in the capital. “Over 300 Indians will continue to stay in South Sudan for their business interests. About 150 Indians work in the oil wells, and for them it’s easier to go towards Sudan where there are not much issues,” Singh said.

Pune businessman famous for ‘gold shirt’ murdered PUNE, JUL 15 (PTI): A 48year-old businessman from Pune, who shot into the limelight after buying a ‘gold shirt’ worth over Rs one crore some years back, was allegedly bludgeoned to death in front of his son, police said on Friday. Datta Phuge, the businessman from the industrial township of Pimpri-Chinchwad in the district, had become the talk of the town after he presented himself a ‘gold shirt’ weighing about 3.5 kg and worth Rs 1.27 crore in 2012. At least 12 persons attacked Phuge at an open ground in Dighi area here at around 11.30 PM last night with stones and a sharp weapon, killing him on the spot. “As per preliminary information, Phuge and his son were invited by one of the suspects, who know each other, to celebrate a birthday. However, we are investigating how Phuge reached the open ground where he was murdered,” Dighi police station inspector Navnath Ghogare said. Phuge’s 22-year-old son, who too had reached the spot following a similar ‘birthday’ invitation and witnessed his father’s murder, was spared by the attackers, police said. Datta Phuge, the husband of a former corporator from Pimpri-Chinchwad Municipal Corporation, was into money lending and chit fund business.

Prez’s motorcade rolls down gorge, 6 injured DARJEELING, JUL 15 (PTI): An SUV in President Pranab Mukherjee’s motorcade skidded off a hilly road and went down a 100-feet gorge near here today, injuring six people including an IB officer. The President, who was on his way to Bagdogra to catch a flight to Delhi after a four-day trip to the region, “is safe” and the convoy was halted for sometime at a secured location, his Press Secretary Venu Rajamony said. Because of low visibility due to rains and fog, the SUV, Mahindra Scorpio, which was third car in the convoy carrying Security Liaison Officer of the Intelligence Bureau and local police officials, skidded off the road and rolled down the deep gorge before getting stuck in trees near Sonada, 30

kms from here. The accident happened while the vehicle was negotiating a bend, ADG (Law and Order) Anuj Sharma said, adding all the six security personnel have been rescued after a 45-minute rescue operation and admitted to a hospital. Prime Minister Narendra Modi called up Mukherjee (80) to enquire about his well-being immediately after learning about the accident. The rescue operation was supervised by West Bengal Chief Minister Mamata Banerjee whose cavalcade was following the President’s convoy. As the security personnel frantically started the rescue operation, Banerjee herself took a loudspeaker and called out to the personnel who had fallen into the gorge to trace their location. Son of the President

and MP Abhijeet Mukherjee also chipped in the rescue efforts and tried to descend into the gorge but was stopped by security personnel. Army personnel, along with those working in the President’s Secretariat, were engaged in the rescue operation. The injured IB officer was being brought to Delhi. Security norms do not allow doors of security vehicles to be locked which proved a boon for the personnel as they were thrown out the vehicle as it rolled down the gorge. The President was on a four-day visit to Darjeeling from July 12. W

hen elected members meet at least thrice a year in the house, they discuss and debate about issues of public importance for various reasons- to enlighten the house and government; to demand clarification from the government or to adopt some resolution over such issue(s). The 12th Nagaland Legislative Assembly (NLA) met on July 12 and it was over in 15 minutes. The next day was a recess and when the house reconvened to discuss proposed bills tabled the day earlier, the entire business was over within 45 minutes. In total, the two-day session lasted around less than two hours. There are many speculations on why the sanctum sanctorum of democracy in Nagaland has failed to be a place for animated discussions and debates. One of the common factor being spoken about is the composition of the present house where all members are on one side and none in the opposition bench. An “all-party government or an oppositionless house ” may sound extremely politically correct in the present fixation, which has also seen mention of another word “facilitator” as part of the Naga lexicon. It may also be recalled that previous phrases like “Equi-distance’ and later “Equicloseness” were thrown around as if they were achievements. There is a strong belief that an early resolution of the Naga political issue could lead to huge improvement in the overall situation. Fairly or unfairly, the unsolved Naga political issue has been blamed for everything that has not gone right. The political issue will have its own course since the state and its politicians are not involved in the deliberations with the negotiating parties. The deep desire of the people for solution is too well known and therefore not debatable under any circumstances. Since there are hopes that solution would ensue after 19 years of cease fire and over 80 rounds of talks; there is no question nor confusion as to what the role of a facilitator ought to be in the given circumstances. At the government level, rampant backdoor appointments have been brought into the public domain during the past years by the NSF and then recently, ACAUT but nothing has been done. The inaction implies that there is a connivance between the government bureaucrats and politicians in power. The elected members have a tenure of only five years and their objective is clear and simple- recover election expenditure and then make more to fund their next election. The bureaucrats remain in service for as long and show the road for politicians to make money and employ kith or kin through backdoor. By doing these, the bureaucrats can actually be described as the real “facilitators”. Instead of focusing on such issue, the elected continually sing about “unity” for solution and all to “come together”. The house had passed several resolutions for early solution, formation of an all party forum and recently an all-party government and several trips to Delhi to “impress” upon central leaders for an early solution. However, to be fair to the constitution and the people, the elected are bound to respond to the needs of their people and address various issues that have been in public domain for several years. Instead, the repetitive phrases are not only disappointing and show a lack of concern.

The critical challenges to higher edn in NE A dog is man’s best friend A E ducation is an important conduit of economic growth, social justice and social change. Its impact on other sectors like health is positive and substantial. Economists say an increase of one per cent in the government’s expenditure on education per person leads to a 0.11 per cent increase in per capita GDP, Also, the world is going to face skill shortage in the coming decades because we are preparing graduates and not employable people in the field. By 2030, India should be able to produce surplus skilled manpower which can be used by other developing countries. India may be one of the youngest nations in the world. This is an opportunity for India, and therefore the most important facet is to empower the players in the field by giving autonomy to the institutions to grow and serve the student population and make higher education accessible, affordable and sustainable. Looking at national and international scenario, at present, there are about 723 universities and 35,000 colleges with enrolment of 2.5 crore students. Between 2000.01 and 2011-12, the number of colleges in India increased from 12.,806 to35,539 – an average of nearly six new colleges a day. Of course, the National Knowledge Commission recommended 1500 universities understanding the need of students. Knowledge is individual. We must follow a multi-disciplinary approach that allows students to learn and seek knowledge holistically. It is necessary to develop in our students a scientific temper, which allows the flight of imagination beyond the realm of grades and classrooms. Promotion of research at the undergraduate level would assist such an objective and so again an autonomous status for more and more institutions will certainly enhance the performance of individual institutions. The problems that confront education today are low rates of enrolment, unequal access, poor quality of infrastructure and lack of relevance (Thorat, Sukhadeo 2015). According to reliable estimates, only 10 per cent of the population aged between 22 and 35 years has access to higher education. The gender ratio too is skewed. Only 8.3 per cent of women attained higher education. For men, it is 12.6 per cent. In our north east these problems are

keenly felt. And in post graduate scenario it is even more skewed up. We need to have totally different approach to make post graduate education accessible affordable and sustainable to our students in north east of whom majority cannot afford to get a seat outside north east. Community Colleges Educationists favour establishment of more and more community colleges. These are the colleges which provide skill based education, taking into account the needs of the local community and industry. They are guided and monitored by local community and industry. Community colleges will offer courses after secondary education and before degree level. The students have option to take skill based course. The students can join an industry for service, and later on can pursue higher education. Industry is given an opportunity to design the course contents and training. The community colleges can also run short-term courses for students who do not require any formal qualification (Sharma, Annand 2013:p.26). These colleges have a several advantages which include affordable cost, focus on skills, small class sizes, use of latest technologies and the local feel (Aditya 2013: p.24) But the fact is that there are no takers in the north east for community colleges. If the already enrolled students were allowed to enrol also in community colleges at least for a defined period and this situation could have been different but UGC is not prepared for that experiment. In India, the tilt towards privatization of higher education, particularly professional education, is discernible. This has serious implications. The cost of access to education for students is on the rise and so far we, in the north east, have not been able to do anything substantial in this field. We can at least allow the private players to open more opportunities for the students as it is crying need today. India is known for churning the largest number of unemployable graduates in the world. The most viable factor of education is sustainability. This factor should be ingrained from the early stages of elementary education so that the student can turn to it from time to time to help him improve and advance in life. We have targeted graduation as the ultimate end of education and education is not

for life bur for graduation. In one way or other higher education had reached a saturation point in India. Progression in higher education in developed countries has become a choice rather than climbing the ladder of status or employment. Another interesting observation would be that as higher education in developed nations was seen more of a calling or a vocation touching the very core of life. So if the choice for higher education did not come from an inner passion for it, then how can one produce papers and analytical studies of any depth or value?. The spark is often missing in many scholars and as they ascend the rungs of academia, profound insight is found lacking. This has led to a display of frustration and anguish, and a lot of cut and paste work, lacking in originality and quality. And it is in this context that it has become necessary to develop in our students a scientific temper, which allows the flight of imagination beyond the realm of grades and classrooms and this can only be achieved by allowing more players in the field and make the realm more competitive and viable in higher education. In the twenty-first century no one can monopolise information. Therefore, the internet has provided access to limitless information to all. Students are expected to tap at this source for all their educational needs and also otherwise. The important factor that has to be looked into is that students can get information but can they gain knowledge and wisdom from the internet. IT revolution, cutting through the ridge of the 21st century, we could really understand that globalization is unstoppable and is going to impact the higher education as never before in its history. In fact the IT revolution in the 21st century has drastically changed the communication and information technology throwing up challenges to the existing order. The higher education in India,if it has to remain competitive, it has to implement international standard and aim for excellence with appropriate strategies. Globalization with its different facets has touched almost all aspects of human life. And every country in the world has faced a multitude of challenges in their developmental perspective. For globalization has deeply cut through national boarders opening new vistas for investments, production, innovations and even touching the family and human

relationships and are becoming much more compressed views of space and time. Higher education has become much more central to the youth of today in bringing up cohesiveness and enabling them to cop up with the challenges of globalization, privatization and liberalization. It is high time that we empower the players in the field with an all-out support from the UGC and the universities especially in the context of north east. Development of a society depends on the development of youth. So it become critical for any country to target the youth. In the age of rapid change and globalization it is the youth who can bring change to our society. They can look beyond the frontiers of national boarder and culture and imbibe values that are universal. The youth of India can build a dynamic India. Higher education is the most globalized sector and higher education has a pivotal function in the global knowledge system and it is important in developmental, cultural and communication segments. All of us certainly know that we need to move out from the fossilized cultural milieu and create a world where we can have a level playing ground for all and it is only the youth growing up in the globalized world can bring that change. We need to consider youth from the generational perspective as the stage of youth, in the life a person’s existence, is a period of transition, maturation, change and growth. It is also true that the youth want to abandon the old customs and manners of the society and want to develop new standard, cultural models, and enter into new society which is built by them. And we need new players in the field of higher education to bring out this change and growth. At this juncture we certainly need to revamp the scope, content, and approach of our educational system and especially for higher education. We need to expand the scope, resilience, and especially the relevance of the streams of study that we offer in our higher educational institutions and reformat the content and approach of our system of higher education in our institutions for the students who are the one that matters. dog is an animal for sure like the others, but however as we all know it is a fact that a dog is man’s best friend. Dogs guard our home and bark at the intruders of our territory. During my childhood days I use to hear a story where the dog once lived in the jungle, he befriend with the elephant thinking that the elephant is the most powerful and fearless of all. But, to the dismay since the dog was a habitual barker, the elephant told the dog that if he continues to bark than the lion would come to hunt for elephants thus he learned that Lion was more powerful. The dog went on to befriend with the Lion and in the meantime he continued to bark almost every time so was also the lion who told the dog that if he continues to bark than men will come to hunt the lion. Therefore, he went to live in a man’s home. As usual the dog would bark to the utter surprise of the dog; the man extolled the dog to continue barking. It was after which the dog and the man became a perfect team to chase after wild animals where the dog will bark when he see any wild animal and the man will chase and shoot the wild animal. After their hunt, the man will bring the catch of the day to his home and will happily savour the flesh and the bones were given to the dog. Dogs are more sensible and intelligent. However, if you are not convinced with the story let me cite you another story which happened to be true in a place near the sea shore in Kerala when Tsunami occurred, all the people ran out of their homes to save their lives as the sea began to devour every inch of their home. In was at that moment, one particular family ran out not knowing that their infant baby is stuck inside their home, their dog also ran out. As the dog is a sensible animal he ran back towards the home even though the family members were calling their pet. The dog went inside the home and came out biting the shirt collar of the baby to which the people who witnessed the incident had an emotional sight looking at the Superman who bravely went inside the home risking the furious sea rise. A dog story does not end there itself; we see so many dogs used as bomb detectors since they are excellent sniffers. Dogs help men to save lives from detonation. In India, A dog ‘Rocket’ would be receiving a gallantry award in India for being part of the elite National Security Guard (NSG) commando team that took on terrorists holed up insight the Panthakot Air Force during the Panthakot terrorist attack. Dogs are intelligent and they are known to be able to learn many things. We find the dogs walking, jumping in the rings of fire. I saw a dog in an animal show driving and even saw a dog playing a piano. In the year 2015 we witnessed the Britain’s Got Talent show where the dog called Matisse and his trainer Jules O’Dwyer won the talent promo, it was second of such win by a dog show. It was really enthralling to see a dog walking through the ropes, jumping, walking and much more. Coming back to the heading of the discussion where we are revolving around banning of dog meat. In around the world we find that since dogs are most sensible animal they are treated as an important species among the animals. Many activists voice their concern about the killing of dogs openly around the world since dogs are men’s best friend. alileo Galilei once quoted “I have never met a man so ignorant that I couldn’t learn something from him.”- life is a learning process from womb to tomb , there is always something to learn from the good and the bad elements of our society . With this perspective in mind, is there anything positive to learn from the “suicide bombers” or the “fidayeen attackers”. What motivates or give them the courage to ultimately sacrifice their life. May be they are propagated with wrong doctrine, forced to do, blackmail, manipulated, brainwashed, foreign policy of western countries or their hatred towards liberal society, whatever the reason may be, we cannot deny the fact that it requires outermost courage to ultimately lay down one’s life. Further whether we like it or not they also show the quality of determination, resourcefulness, loyalty, unity and try to get their job done, no matter what problems and shortcomings they may be facing. So do we the civil society need to take some cue from them and show the same willingness, determination, resourcefulness, loyalty, unity for the protection of our beautiful way of life. How many of us still have the determination and courage to do the right thing in the midst of growing materialistic culture. How many of us still have the guts to uphold the principles and values that we have taken decades to build our society. This days in Nagaland the so called Christian state, most of us literally eat and breathe corruption and the values like honesty, hard work, compassion etc are becoming the things of the past. We always talk about corruption in government sectors but the menace of corruption and manipulation is also rampant in the private sectors especially in education institutions. Most of the education institutions are flaunting the norms set by the government

and all their tall claims are only in papers. But who cares for the welfare of students and towards quality education if the concerned officials and unofficial has decided to act blind eye to all the irregularities. They are happy as long as they get their share and that this attitude is the root cause of all the problems of our society. Usually most of the us are faithful disciple’s of God only on Sunday that too for few hours but during weeks days we forget all our Christian principles which is evident by our way of life and by the mental and physical harassment of the weak and innocent people for small amount of money (bribe) which some of the government officials are making it as their birth right. How many people’s life some corrupt officials might have ruined because of their greediness. How many schemes or funds for the poor might have been misused by our so called faithful Good Samaritan for Church organisation solely because they give large donations? I think God will be happiest if we selflessly help people and utilised the funds for the poor and development of our society than letting our big donation read out in the Sunday service. Further there are instances where some pastors and deacons also do not hesitate to indulge in the menace of backdoor appointment for their children and openly indulge in unfair means during election. If people like them do not hesitate to do such thing, how can we expect the common people to think twice not to do such things. Then we have our everyone favourite “ The Politicians” whom we love to hate. Sometimes feel pity for them because they are always the soft targets for all our miseries and wonders in every minutes how many curse they might be getting from the common people but they are the one who will be sought after for every

occasion not for their dynamic motivational speech for positive change but to extort money from them , oh! we called it willful generous donation from the minister. So are we the advocate for a just and peaceful society, do we have the courage and determination to overcome our greediness and corrupt ways and help change our society which is on its way of becoming ‘Sodom and Gomorrah”. Why should we point our fingers only upon the politicians or bureaucrats for all our miseries when we are also party to the crime by bribing or pressurising them to do the illegal things in the name of clan, tribe etc for our selfish benefits. It’s becoming a habit of our society to point fingers at the crime of others but not introspecting the same crime one indulge when there is an opportunity with all our petty excuses. Various organisation and pressure group like ACAUT have started a thankless battle against corruption, exploitation, discrimination and injustice. Let us also try to support and join the movement for positive change instead of indulging in mud sledging in the newspaper. It’s not about tribe, its not about religion, It’s a fight against corruption, exploitation, manipulation, injustice, nepotism etc. which is slowly chewing away the goodness of our Christian society. The longer we wait for a Messiah to take up the fight the murkier our society will become and all the values of the society which we have taken decades to established will be lost forever not because the anti-social elements in our society were strong but because the majority of the right thinking people were discussing on a fine Sunday evening over a cup of tea as to how corrupt our society has become but reluctant to stand up for the truth and do what is needful from them. Good governance requires active citizenship

A

s far as my knowledge goes, what ACAUT is doing is a sign of active citizenship. Why is ACAUT doing this kind of work? It is because ACAUT is helping the state government to create good governance. Good governance means corruption free and service to the people. Efficient administration, proper and all round developments are also a part of good governance. Therefore what ACAUT is doing is a help to the state government which should be happily accepted with thankfulness and appreciation. Recognizing the good works done at the right time makes the doers encouraged and inspired to do more such things. But when such a brave action is ignored and criticized, corruption is encouraged and the corrupt people are set free. If we want good governance, all sorts of corruptions either in the government departments or in the private business fields must be completely rooted out. All the activities both in the government offices and in the private sectors should be crystal transparent and accountable to people. Corruption of any form is anti- people. It is a cheating business. It sucks the blood of people. It is against government, because it destroys the image of the government. Therefore any government

servant who is destroying the image of the government must be given timely and appropriate punishment. Anybody who is supporting a corrupted person or who is trying to justify a corrupted person, himself/ herself is also a corrupted person and doing against the good image of government which should be taken seriously. If police and vigilance departments are not able to do everything timely and sincerely, civil societies are forced to do. Because they love their government and they want to save the good image of their government. They are doing it freely and yet willingly. When I am appreciating and encouraging the works of the ACAUT, I am also encouraging and challenging

other NGOs like, different HOHOs, UNIONs and FEDERATIONs to be the Whistle blowers for the corruption in our society. If we are united to do this thing, there is hope to clean our society and we have a future. But if we remain as mere spectators, our society will become more corrupted leading to a bloody civil war. Therefore, before that thing happens, all the right thinking citizens should be pro-active to see and hear what is going on around us and give a positive response. (PTI) SRINAGAR, JUL 15 (IANS): A policeman was killed when a militant hiding in a protesting mob threw a grenade and opened fire on police as authorities clamped a strict curfew across the Kashmir Valley fearing violence post the first Friday prayers after the killing of militant leader Burhan Wani. Two protesters were shot dead and at least a dozen of them injured in firing by security forces as more violence and arson were reported from across the valley reeling under a blanket curfew for the

seventh day. A police spokesman said here that a crowd of hundreds attacked a police station in Kulgam district of south Kashmir -- the worst hit region in the latest unrest -- after midday congregational prayers. As policemen lobbed tear gas canisters to disperse the stone-throwing mob, a militant hiding in the crowd first hurled a grenade and then fired from an AK-47 rifle at the policemen. A policeman was killed and six others were injured in the militant-and-mob attack. Police said the mob later

ACAUT said it cannot allow any “hand picked SIT” to usurp the power of Dimapur Police and so if the intention of the chief minister and the government was sincere, then it should accept the suggestion that the SIT be headed by Commissioner of Police Dimapur . ACAUT warned that if it was not accepted then the government would only aggravate the situation.

No Friday prayers were offered in Srinagar’s biggest mosque - Jamia Masjid - known for its weekly stone pelting unrest after every Friday prayer. However, prayers were offered in other mosques of the valley after which people held special funeral prayers for the dead killed in the ongoing unrest.

NEW DELHI, JUL 15 (IANS): The Congress on Friday condemned Pakistan’s attempt to “internationalise the sensitive issue of Kashmir” and accused the Narendra Modi government of failing to craft a coherent policy towards the neighbouring country. “Pakistan’s blatant attempt to internationalise the sensitive situation in Jammu and Kashmir, one where they have been an agent provocateur for over two decades, needs to be condemned in the strongest terms possible,” Congress spokesman Manish Tewari told reporters here. He said Pakistan’s stance “raises a question about the complete absence of not only a strategy, but even a tactical approach which the Modi government has regarding Pakistan”. “It is absolutely a flagrant violation of the position that India has consistently taken, that all issues with Pakistan will be sorted bilaterally,” Tewari said. Pakistan on Friday demanded a UN-backed independent and transparent probe into what it called the “extrajudicial” killings in Kashmir and termed the situation in the state a grave threat to peace and security. Pakistan Prime Minister Nawaz Sharif on Friday also said Pakistan will observe July 19 as Black Day against Kashmir killings. Tewari said the belligerence and impertinence which is emanating out of both the security and political establishment of Pakistan is to a large measure because the Bharatiya Janata Party (BJP) and Modi have failed to craft a coherent policy towards Pakistan.

KOHIMA, JUL15 (NPN): First consultative-cum-seminar of All India Freedom Fighters’ Successor Organization (AIFFSO) Nagaland state unit was held at Hotel Japfu, Kohima, Friday. Speaking on the occasion, North East AIFFSO vice president R. Sopu Angami deliberated on the sacrifices made by Nagas to protect and preserve their rich culture, tradition from British imperialism. He spoke in detail about April 4, 1944 battle at Kohima saying the Japanese lost 5764 lives and British allied forces lost 4064 lives in the battle. R. Sopu Angami also deliberated at length the sufferings faced by the Nagas under the British invasion. He said in 1879 war broke out between Nagas and British troops and a battle was fought at Khonoma on October 4, 1879. As a result, he said many families from Khonoma village migrated to some other village. He then said that the freedom fighters, their successors and kith and kin

should be given opportunity to avail benefits and welfare schemes etc. at par with other parts of India. “In this way, it will make India stronger and united with the feeling of oneness in all spheres,” he added. North East AIFFSO general secretary Guolhoulie Rio highlighted the various entitlements for the freedom fighters by government of India which includes free train travel, pension etc. Rio said freedom fighters in the state should be indentified for which proper mechanism should be worked out by the district administration. Rio also informed that NE AIFFSO will soon meet Assam chief minister Sarbananda Sonowal pertaining to construction of NE AIFFSO guest house at Guwahati. New Delhi, Jul 15 (PTI): Reserve Bank is likely to stay away from any repo rate cut in its August policy review meet but may ease key rates by 25 basis points in October-December quarter, says a report. According to Kotak Institutional Equities, CPI inflation is expected to average close to 5 percent this fiscal. “Despite near-term seasonal inflation risk, we maintain our call for another 25 bps of rate cut in 4QCY16 but would review further policy call from the new RBI regime,” Kotak Institutional Equities said in a research note. The gover nment has made Budget provision of Rs 25,000 crore capital infusion in public sector banks for the current fiscal. Jaitley, however, had assured the state-owned banks that the government would provide more funds if needed. Last year, the government announced a revamp plan Indradhanush to infuse Rs 70,000 crore in state-owned banks over four years, while the banks themselves were expected to raise a further Rs 1.1 lakh crore from the market to meet their capital requirements in line with global risk norms Basel-III. In line with the blueprint, PSU banks will get Rs 25,000 crore this fiscal. Besides, Rs 10,000 crore each would be infused in 2017-18 and 2018-19.

NEW DELHI, Jul 15 (PTI): The Finance Ministry is likely to soon clear the first round of capital infusion in public sector banks that has been slated for the current financial year. The proposal for capital infusion is expected to get approval from finance minister Arun Jaitley shortly, sources said, adding that the first tranche is likely to be less than Rs 20,000 crore. After the fourth quarter results, each bank made a detailed request for fresh fund infusion taking into account issues pertaining to non-performing assets (NPAs) or bad loans and growth projections. Based on the suggestions, the Department of Financial Services finalised the first tranche of fund infusion, sources said.

Kuala Lumpur, Jul 15 (PTI): A leading Hindu religious body here has asked temples across multi-ethnic Muslim-majority Malaysia to step up security measures following a spate of vandalism reports in six shrines in some northern states. The measures were especially pertinent for temples with very minimal security, the Hindu Sangam president R S Mohan Shan said. Hindu temples in Penang state have been the worst-hit, with four shrines vandalised in just two months. Beijing, Jul 15 (PTI): In the wake of the international tribunal rejecting its claims in the disputed South China Sea, China today said that the issue of sovereignty was the nation’s “bottom line” and the country “cannot loose one centimetre” of the area it claims. “The sovereignty issue is China’s bottom line,” China’s top diplomat Yang Jiechi said. “Though China is large, we cannot lose one centimetre of inheritance left by the ancestors,” said Yang who is the State Councillor, a rank higher than Foreign Minister, while commenting on the ongoing row over the verdict delivered by an international arbitral tribunal which quashed Beijing’s claims of historic rights over the South China Sea. Yang’s comments also carry significance for India as he is China’s designated Special Representative for boundary talks along with National Security Advisor Ajit Doval. India and China have so far held 19 rounds of talks to resolve the boundary dispute. At the centre of the dispute is China’s claims over Arunachal Pradesh which it regards as part of southern Tibet. China regards the boundary issue as a legacy from history and refuses to recognise the McMahon Line as the effective boundary between the two countries. While both sides in recent years managed to reduce tensions between troops patrolling disputed areas with various

dialogue mechanisms, China has not responded positively to India’s proposal to demarcate the 3,488-km Line of Actual Control (LAC) to avoid border tensions. China is currently mustering all its resources to counter the South China Sea judgement by a five-member global tribunal appointed by the Permanent Court of Arbitration (PCA) which has struck down its ‘ninedash line’ claim on almost all of the South China Sea that was based on its arguments that the islands and reefs were discovered and administered by the Chinese for over 2,000 years. The Philippines, Vietnam, Malaysia, Brunei counter China’s claims in the resource-rich waterway as it falls in their own Exclusive Economic Zones. Foreign Ministry spokesman Lu Kang warned yesterday saying that “if anyone wants to take any provocative action against China’s security interest based on the award, China will take a decisive response”. China has also lodged a diplomatic protest with Australia after its Foreign Minister Julie Bishop said the South China Sea verdict is legally binding and Australian ships and aircraft would continue to exercise freedom of navigation and overflight rights over the area. “We will take decisive measures in response to any provocative action attempting to harm China’s sovereignty and security interests under the pretext of freedom of navigation,” Lu said.

Dhaka, Jul 15 (PTI) : Clerics today delivered an identical sermon in hundreds of thousands of mosques across Bangladesh condemning terrorism as part of a beefed-up campaign to combat extremism in the wake of recent terror attacks in the country. The clerics read out a two-page special sermon ahead of the weekly Friday prayers denouncing violence and extremism in the name of religion citing verses from the Holy Quran and sayings of the Prophet, officials said. “Whoever kills a person unjustly, it is as though he has killed all mankind,” it read, citing a verse from the Quran. The lecture slides from the module of Universiti Teknologi Malaysia (UTM), which went viral online, had portrayed Hindus in India as “unclean and dirty” and misrepresented the history of Sikhism. India had expressed concern over the “negative and incorrect” picture conveyed about Hinduism and Sikhism, following which the varsity had also issued an apology. UTM vice-chancellor Dr Prof Wahid Omar said the lecturer responsible for the controversial slides has been sacked and his 30-day dismissal notice came into effect yesterday. “He is still at the university as he still needs to serve the one-month notice,” he was quoted by Star daily as saying. London, Jul 15 (PTI): Sachin Tendulkar on Tuesday described the Indian cricket team’s newly-appointed head coach, Anil Kumble, as a “fabulous” player who will teach the players how to “win big moments”. Tendulkar, alongside another former captain Sourav Ganguly, was part of the Cricket Advisory Committee (CAC) that selected India’s highest wicket-taker and former Test captain for the coaching job. “Anil is a fabulous player, a hard competitor who will not make any compromises on the field. New Delhi, Jul 15 (IANS): India’s premier badminton star Saina Nehwal believes that her in-born go-getter attitude will help her overcome opponents, a couple of nagging injuries and pressure of expectations as she bids to better the colour of her Olympic medal at the Rio Games in August. The 26-year-old captured a bronze medal four years ago in London and finished runnerup at the World Championship last year. Her performance, marked by consistency, makes the World No.5 one of India’s most promising Olympic medal hopefuls. The former World No.1 has been bogged down by a couple of injuries at the start of the year and as the Olympic Games start on August 5, she is confident of not only reaching

the peak of fitness but also meeting the expectations of 1,250 million Indians. “I feel I am fit, with some nagging injuries. I am running nicely. At the end of the day, it’s important that you reach the peak and play your best during that particular week. Chandigarh, Jul 15 (PTI): Saketh Myneni and Ramkumar Ramanathan endured challenging conditions to wear down their spirited rivals as India took a comfortable 2-0 lead on the opening day of the Asia|Oceania group I Davis Cup tie against South Korea in Chandigarh on Friday. It seemed bizarre but both Ramkumar and Myneni saw their opponents conceding

when the Indians were serving for their respective matches. The 21-year-old Ramkumar, ranked 217, put the hosts ahead in his Davis Cup debut when Seong Chan Hong conceded the first singles due to cramps in his right thigh as the Indian was serving for the match. After battling hard for two hours and 36 minutes, Ramkumar was leading 6-3 2-6 6-3 6-5 (15-15) when Hong suddenly

clenched his right thigh and grimaced in pain, bringing about a sudden end to the match at the Chandigarh Club. Since the rain has been lashing the city for the past few days, it made the grass soggy. The surface was dry but it turned out to be a dead court where the ball hardly rose to the knee height. However, the surface improved when Myneni played as the ball was bouncing a lot better. The onus to bring Korea back was on the most experienced player of the side, Yong-Kyu Lim, but Myneni dashed their hopes with a 6-1 3-6 6-4 3-6 5-2 win to set India up nicely. Lim conceded the match when Myneni was 15-15 and serving for the match in the eighth game. It was after the two players fought tooth and nail for three hours and nine minutes. The 28-year-old Myneni, who played his first ever five-setter, threw his jersey and punched the air, to celebrate his victory. His teammates lifted him on the shoulders, acknowledging the

grit showed in a tough contest. The second singles was littered with medical timeouts and a long toilet break as both players started to struggle with cramps from the fourth set onwards. Myneni, who has a high sweat rate, was fighting a battle with himself too as he struggled to stand but endured the torrid time to come out triumphant. The hot and humid conditions tested fitness of the players even as the Koreans negotiated the grass courts, on which they hardly play, quite well. They had done their homework and made life tough for both Ramkumar and Myneni. Surprisingly, it was the Koreans who approached the net more than the Indians, who are far more accustomed to playing on grass. They had played a lot on the grass in the run-up to the Wimbledon. Rohan Bopanna and Leander Paes will look to wrap up the tie when they face Hong Chung and Yunseong Chung on Saturday.
