Terrorist mows down 84 in Nice attack
(L-R) Dead bodies lie on the street. The truck used by the terrorist to mow down people and the accused, Mohamed Lahouaiej Bouhlel.
NICE, JUL15 (AGENCIES): France was ravaged by its third attack in two years when a large white truck mowed through revelers gathered for Bastille Day fireworks in Nice, killing at least 84 people and injuring over 200 as it bore down on the crowd for more than a mile along the Riviera city’s famed seaside promenade. The attacker has been identified as 31-year-old Mohamed Lahouaiej Bouhlel, a French Tunisian living in Nice, CBS News reported. France’s justice minister, Jean-Jacques Urvoas, said Bouhlel had a record of petty crime but nothing matching the seriousness of Thursday night’s rampage. He told reporters in Paris that Bouhlel “was at the center of several procedures but was sentenced for only one incident” earlier this year. He said Bouhlel was placed on proba-
tion after throwing a wooden pallet at another driver during a confrontation. The minister said Bouhlel was handed a suspended sentence since he had never been convicted. He was under the obligation of presenting himself at a Nice police station once a week and posting bail. Paris Prosecutor Francois Molins said 202 people were wounded in the attack, with 25 on life support and 52 in critical condition. Speaking after a visit to a hospital in Nice earlier Friday, French President Francois Hollande said that some people were between life and death. Hollande, looking somber and flanked by French Prime Minister Manuel Valls, said that “it’s to hit France that this individual committed this terrorist act.” The truck plowed into the crowd over a distance

of about 1.2 miles and broadcast footage showed a scene of horror up and down the promenade, with broken bodies splayed out on the asphalt. Hollande has announced a further three months of national emergency following the Bastille Day attacks in Nice. Speaking at a press conference in Paris, the leader said that France is a prime target for terror attacks because “human rights are denied by those fanatics”. He announced that France’s state of national emergency will continue for three months more, as opposed to ending on 26 July as planned. Police killed the driver “apparently after an exchange of gunfire,” Eric Ciotti, the ranking politician of the AlpesMaritime department that includes Nice, told BFM television. The truck’s windshield
was left riddled with bullet holes. Inside the truck, police found a large cache of firearms and grenades. Hollande said it was not clear whether the driver had accomplices. No group has claimed responsibility for the carnage, but French officials called it an undeniable act of terror. The Paris prosecutor’s office opened an investigation for “murder and attempted murder in an organized group linked to a terrorist enterprise.” Nice Regional President Christian Estrosi told BFM TV that “the driver fired on the crowd, according to the police who killed him.” He said more than 10 children were among the dead, which also included two Americans, Moroccans and Armenians and one person each from Russia, Switzerland and Ukraine. ACAUT rejects SIT probe DIMAPUR, JUL 15 (NPN): ACAUT Nagaland, informed state chief minister T.R. Zeliang, who also holds the Food & Civil Supplies portfolio, that it rejects formation of any Special Investigation Team (SIT) to probe oil adulteration unless it was headed by the present Commissioner of Police Dimapur. In a memorandum addressed to the chief minister, copies of which were also endorsed to the state Governor, home minister, chief secretary, DGP etc; ACAUT termed the announcement of an SIT as an “eye wash and a conspiracy to derail the excellent work done by the Dimapur Police in investigating the case”. It hit out at the chief minister and the government for remaining silent for a full 16 days after exposure of the oil adulteration racket as it could only mean that the government wished the matter “die a natural death”. In any other state, such long silence would have resulted in massive street protests, an unwanted situation
or even death, said ACAUT. It cautioned the government that even in a “pliant state like Nagaland” the people’s seething anger cannot be controlled since there was a limit to everything. ACAUT said it has rejected the government SIT on the following grounds: 1.Such a SIT will only end up giving “clean chit” to all the higher ups in the government who are involved or linked to the larger fuel adulteration racket; 2. That such SIT would not touch the issue of siphoning of SK Oil involving several lakh rupees per month(out of the 14 lakh litres state quota) for fuel adulteration during the course of its investigation and therefore, the SIT would become a toothless tiger; 3. That irrespective of their personal integrity or efficiency, the state government would compel SIT members to compromise on the issue and therefore be mere ‘rubber stamps’ and 4. The need for such SIT did not arise since four of the five (Cont’d on p-7)
NPCC hits out at govt on NLA session DIMAPUR, JUL 15 (NPN): Taking a dig at the ‘all party government’ for not holding the budget session as deemed fit, NPCC said that the MLAs during the recently concluded budget session chose to remain mute rather than holding discussion on pressing issues concerning the state. In a press note, NPCC president K. Therie reminded that from the moment NLA session was announced, the administration and the police painstakingly took up the tasks to provide security and traffic regulation. NPCC said movement of public was restrained at several point (s) paving the way for the MLAs and Ministers. The legislators however on the first-day “assembled and finished the Assembly in 15 minutes without any noise, NPCC said. “After a hectic 15-minute session, they took rest the next day”, NPCC said. On Thursday, NPCC said the St. Joseph’s University Bill and the Nagaland salaries, allowances and other
facilities of chief minister /other ministers… (Fifth Amendment) Bill, 2016 were passed and after some sideline discussions, the house was adjourned sine die. NPCC said that the State Assembly failed to hold the question hour. “This simply shows that Honourable MLAs have no concern over their own respective Assembly predicaments. They said they have joined together to solve the political problem of Nagaland. Not a word was discussed as to how to solve the problem. They have hope that it will be solved soon. They don’t know when and they don’t want to know when”, NPCC president, K. Therie stated. He said in the past, Nagaland Legislative Assembly was the most vibrant assembly where issues were discussed without fear or prejudice and solutions and resolutions were adopted giving new direction to the state. This was so because of the presence of strong op-
position, as corruption was checked and that no minister or bureaucrat was spared if found corrupt, he added. Despite several issues being raised by various NGOs and opposition parties nothing was brought up in the assembly. NPCC said the state has completely failed in fiscal management, while many departments have not received salaries for months, CSS funds received but not released. It further reminded that the CAG had also raised issues of misuse, mismanagement and misappropriation by various departments and that there was a hue and cry against back-door appointments while the state’s infrastructure was decaying and depleting. However, Therie said “no one has raised any question just like no one raises questions in a funeral service, while their minds and attention are focused on how to siphon off some more funds to bribe the voters in the next election…”
city’s 1,200 security cameras had pinpointed the moment the attacker boarded the truck, far from the seaside “in the hills of Nice” and could follow his path to the promenade. Estrosi called for the investigation to focus on any accomplices. “Attacks aren’t prepared alone. Attacks are prepared with accomplices,” Estrosi said. “There is a chain of complicity. I expect it to be unveiled, discovered and kept up to date.” Neighbors said Bouhlel wasn’t a religious man and had recently been fired from his job, CBS News’ Jonathan Vigliotti reported. The father of three was also reportedly in the middle of a divorce. Police on Friday detained his estranged wife after raiding her apartment, but neighbors said Bouhlel had not lived there in three years.
