NPF to move HC on speaker’s ruling Correspondent

KOHIMA, JUL 15 (NPN): Describing as “arbitrary” the dismissal of its disqualification petition against its seven suspended rebel MLAs by the Nagaland Legislative Assembly (NLA) Speaker Sharingain Longkumer, NPF Legislature Party (NPFLP) leader T.R. Zeliang said the party has decided to move the high court with the consent of party president Dr. Shürhozelie Liezietsu. Briefing media persons at the NLA here Wednesday, Zeliang said the decision was taken at the NPF legislature meeting here Wednesday but none of the suspended rebel MLAs were invited. Speaker Sharingain on Tuesday dismissed the disqualification petition against the seven NPF MLAs on the plea that they had not attracted provisions under the Tenth Schedule. The NPF legislature however maintained that the seven rebel MLAs by openly defying the party , had voluntarily given up membership of the party, a contention which did not find favour with the Speaker. NPF had filed the peti-

tion over a year back seeking disqualification of the rebel MLAs for openly defying party decision to back the Congress candidate in the recently concluded Lok Sabha election in 2019. While acknowledging that the proceedings on Tuesday was held in fair manner for the first time in NLA history, Zeliang however said the order was “arbitrary” and that justice had not been delivered. The fate of the seven suspended rebel NPF MLAs will hang on the outcome of a judgment by the high court. The MLAs against whom NPF had filed the disqualification petition included- Kejong Chang, E E Pangteang, Eshak Konyak, B S Nganlang Phom, Toyang Changkong Chang, N Thongwang Konyak and CL John.

Governor meeting WC a positive sign: Zeliang also welcomed the political talks held between Governor of Nagaland and Interlocutor R.N. Ravi and Working Committee of the seven Naga National Political Groups (NNPGs) in Dimapur Tuesday. He expressed happiness at the progress of the talks at a time when the current pandemic appeared to have put everything on hold. However, Zeliang said NPF was unaware of what was discussed at the meeting. Zeliang also hoped that the process should also resume with NSCN (IM). He expressed the hope that the resumption of talks would bring the final result very soon. “The approach was appreciable and a good step forward after a long time,” he said. S t a t e B J P c h i e f ’s appeal to UGs: Zeliang also said he fully endorsed the recent appeal made by Temjen Imna Along to undergrounds (UGs) to exempt higher education department from any demand. He also expressed the hope that other ministers would also do the same. He added that the point now was how the

Drug smuggling case: Manipur Cong demands CM’s resignation Correspondent

IMPHAL, JUL 15: Manipur Congress Wednesday demanded resignation of chief minister N Biren Singh on morale ground after he was accused of favouring a drug kingpin in an affidavit of an MPS officer. The opposition also demanded handing over the drug haul case involving former ADC chairman, who was also a BJP leader, to a neutral investigative agency like CBI in the interest of justice. Demands of Congress come in the backdrop of recent allegations against high profile persons (a state BJP leader claiming to be a close acquaintance of state chief minister and top police officers in favour of the accused drug smuggler of the infamous 2018 drug haul case) in an affidavit submitted to High Court of Manipur on last Monday. MPS officer Th Brinda, who served as additional SP of Narcotic and Affairs of Border (NAB), in her affidavit to the High Court of Manipur gave a detailed ac-

count of pressure mounted on her while investigating into the case. Brinda is facing a suo motu contempt case for her “offensive” remarks on Facebook allegedly undermining and criticising the judiciary after the alleged drug kingpin Lhukhosei Zhou was granted a three-week bail by the court of Narcotic Drugs and Psychotropic Substances (NDPS) Act in the 2018 drug haul case. Zou, who was then serving as chairman of the Autonomous District Council (ADC), Chandel was arrested by a team of the Narcotics and Affairs of Border in 2018 from his official quarters at Lamphel reportedly with 4.6kg of heroin powder

and 2,80,200 numbers of “World is Yours” tablets estimated to be worth around Rs 28 crore. While describing the details of the sequence after drugs were seized from Zou, the MPS officer alleged that in 2018 after arresting Zou with drugs from his residence, a BJP leader came to her residence and pleaded to release Zou as he was an ADC member. The same politician came more than once to Brinda’s place seeking the release of Zou, according to the affidavit. After submitting the charge sheet on December 14, 2018, Brinda was called for a meeting with the DG and DG asked the whereabouts of the charge sheet. The chief minister wanted the charge sheet removed from the court, she was told, according to the affidavit. Even the IO of the case was asked to withdraw the charge sheet. An advocate and one SP had been to the court making attempts to remove the charge sheet, she alleged. (Cont’d on p-8)

PCAN seeks spl assistance from govt NDPP reacts to statements DIMAPUR, JUL 15 (NPN): Highlighting impact of COVID-19 pandemic on educational institutions in Nagaland, the Private College Association Nagaland (PCAN) has appealed to state government to grant a special financial stimulus to the private colleges and also enhance the annual grant-in-aid. In a letter addressed to the state chief minister, PCAN president Dr. PS Lorin and general secretary Vezuhu Keyho also sought one-time financial assistance to compensate the loss during this Covid-19 pandemic by helping the students through fee reimbursement or some other creative solution. PCAN pointed out that private colleges of Nagaland charged amongst one of the lowest fees in the country. PCAN also suggested the state government extend a special package in terms of one time grants/

assistance of 30 to 50% of students fees to compensate the lockdown impact of Covid 19 pandemic directly to the needy students. It asserted that without a special financial dispensation from the state government, the private colleges did not have the liquidity to pay faculty and staff. Further, appreciating the state government for setting up the Core Group for Economic Affairs to work out strategies and action plans for strengthening the State Economy vis-avis Covid-19, the PCAN requested that the Core Group for Economic Affairs to consider the dire situation and needs of the 44 private colleges of Nagaland. PCAN pointed out that the Higher Education budget during 2018-19 was 113.01 crore and allocation to Private Colleges was Rs 0.64 crore, which it said constituted a meager 0.57%

“Couldn’t register this vehicle due to lockdown. So it’s neither odd or even number.”

UGs would react to his appeal and how Temjen would take the matter forward, otherwise Temjen was “absolutely right”. Arunachal incident: Zeliang condemned the encounter between security forces and NSCN (I-M) in Arunachal Pradesh where six cadres were killed. He said both sides should maintain the ceasefire ground rules. “We always oppose to such encounters and killings taking place despite the ceasefire agreement. The incident was unfortunate,” he stated, while stressing that such incidents should not recur in future. On Governor’s letter: On governor’s letter dated June 16,2020 to chief minister Neiphiu Rio, Zeliang observed that as the matter involved head of the executive and constitutional head of the State. He said it was the duty of the government of the day to minutely discuss and reply to every point raised in the Governor’s letter. He said if the government failed to do that then people will suffer due to lack of governance. He added that there was a vast difference “between government and governance”.

12 months. Earlier on November 25, 2019, contractors KC Angami and Vilelie Khamo assured chief minister Neiphiu Rio that the two-lane road would be completed by March-April 2020, while the four-lane bridge would be completed and handed over before the 2020 Hornbill Festival. It may be mentioned that the bridge over Sanuorü stream was washed away during the 2016 monsoon season. During the media interaction, the executive engineer admitted that the department had failed to complete the two-lane bridge by April and attributed this to the poor condition of the Dimapur-Kohima road, due to which the materials could not be brought to the site on time, and lockdown

owing to COVID-19 outbreak. However, he assured that irrespective of the monsoon or winter season, the department was committed in completing the bridge within one full working season. Explaining that arch was the heart of the bridge, he acknowledged that its construction was taking time and causing delay in the construction. He, however, assured that the two-lane arch would be completed by this month. Despite the work order having been issued on July 14, 2016, Seletsu said actual work of earth cutting began only on July 15, 2019. He asserted that finance was not a constraint and claimed that the contractors were giving priority in completing the project at the earliest.

of the total budget of H.E. Stating that there was no significant change during 2019-20, the association has, however, expressed hope that it would be changed in subsequent years. PCAN has urged the state government and responsible departments to strategise their vision statements, planning and policy decisions to overhaul and upgrade the existing system by taking forward the stakeholders for future posterity. Meanwhile, PCAN has expressed hope that the state government must be considering its earlier appeal. While highlighting some few concerns in the field of higher education, the Private College Association Nagaland had on April 23, 2020 appealed to the state government to consider reopening of educational institutions.

DoSE warns against school reopening DIMAPUR, JUL 15 (NPN): Principal Director School Education Shanavas C, has warned schools that reopening of schools in any manner in violation of the ‘lockdown order’ is strictly prohibited. He warned that severe disciplinary action including invoking Section 188 IPC will be initiated against the head of Institutions and members of the school management committees/ boards violating the lockdown order as per appropriate provisions of law. The department said that it has taken note of a few schools that have reportedly issued notifications regarding conduct of examinations/resuming of classes etc. in violation of the lockdown order issued by the state government.

DIMAPUR, JUL 15 (NPN): NDPP on Wednesday reacted to the recent statements made by the opposition NPF and former chief minister and former governor, Dr. S.C. Jamir. NDPP rebuffed NPF’s call for PDA government to step down owing to spike in COVID-19 cases in the State and termed the demand as not only absurd but bordering on insanity. Pointing to rise of COVID-19 cases across the world, NDPP reasoned that if the rising numbers were to be attributed to the failure of the government, then people world over should be clamouring for their respective governments to step down. Reacting to NPF president Dr Shurhozelie Liezietsu supporting the stand taken by his party, the ruling party expressed surprise how an octogenarian politician and a former chief minister could defend and support such a stand. It said the veteran leader, who had been

a member of the cabinet on numerous occasions, was expected to be aware that governments could not be made to step down at whims and fancies of the opposition. NDPP accused the opposition party of creating confusion in the minds of the people by repeatedly stating that governor RN Ravi had lost confidence in the government. But NDPP pointed out that the governor in his letter to chief minister Neiphiu Rio had at no time mentioned that he had lost confidence in the government, adding such callous statements made by the so called oldest regional party were unbecoming and immature. Pointing out that PDA welcomed constructive criticisms in order to bring about good governance and welfare to the people, NDPP however asserted that it would not remain silent when such criticisms were based on lies and decep(Cont’d on p-8) tion.

State NPP unit concerned over extension of AFSPA DIMAPUR, JUL 15 (NPN): NPP has expressed concern over extension of the draconian Armed Forces (Special Powers) Act or ASFPA in the State by another six months at a time when the State was looking forward towards a peaceful and lasting solution to the vexed Naga political issue during the tenure of governor RN Ravi, who is also the Centre’s interlocutor in the peace talks with various Naga national political groups. In a statement, the party’s State unit also termed as worrisome that people of Nagaland had remained silent over extension of ASFPA while raising hue and cry over the ban on sale and consumption of dog meat. NPP said the State government should understand the ground realities and properly apprise the Central government that peace and tranquillity was revisiting Nagaland and that all national political workers, civil

society organisations, political parties, etc, were eager and enthusiastic over resolution of the Indo-Naga political problem, recognised not only by the Indian government but also by international forums. Under such a situation, the party pointed out that declaring the entire State of Nagaland as a disturbed area would only send wrong signals to the people. It hoped the Central government would introspect on its hasty decision of extending the inhuman Act in the whole of Nagaland for another six months and review it at the parliament level to repeal it as soon as possible. NPP further requested the State government to promptly take up the matter of repealing AFSPA with the Prime Minister and conclude the Naga peace talks as soon as possible so that the efforts of “our predecessors” to usher in an era of peace and good will did not go in vain.
