A N K A R A / I S TA N BU L , JUL 16 (AGENCIES): Forces loyal to Turkey’s president quashed a coup attempt in a night of explosions, air battles and gunfire that left some 250 people dead and over 1,400 wounded Saturday. President Recep Tayyip Erdogan vowed that those responsible “will pay a heavy price for their treason” as authorities arrested or dismissed thousands of troops and judges. PHQ clarifies on fuel adulteration investigation DIMAPUR, JUL 16 (NPN): Police Headquarters (PHQ) on Saturday said that this clarification has been issued following the statement of a certain NGO which was published in the local dailies, insisting Commissioner Police Dimapur to head the probe rather than the SIT, and in order to enlighten the public on the ongoing investigation by Nagaland Police with regard to the ‘fuel adulteration’ case. PRO Nagaland Police & SP (C), Myingthungo Tungoe, IPS made known that the case which was registered by Dimapur Police at the Diphupar and West Police Stations, was likely to have state wide ramifications. For this, PRO said that the case would be beyond the jurisdiction of Dimapur Police. To avoid possible jurisdictional limitations and to ensure a thorough broad based investigation throughout the state, the investigation was upgraded to the level of the Special Investigation Team (SIT) headed by IGP (Range), who has jurisdictions over the entire state of Nagaland, PRO said. On the allegation that the chief minister remained silent and the SIT was merely an ‘eye-wash’ to give a ‘cleanchit’ to the higher-ups, PRO stated that it was not only erroneous but baseless and prejudgmental. extremists and Kurdish rebels. Erdogan was on a seaside vacation when tanks rolled into the streets of Ankara and Istanbul, blocking key bridges. From a cellphone, he delivered a televised address that called for huge crowds to come out and defend Turkey’s democracy — which they did in Ankara, the capital, and in Istanbul, facing off against troops who had blocked key Bosporus bridges that link the city’s Asian and European sides. Prime Minister Binali Yildirim described the night as “a black mark on Turkish democracy” and said the perpetrators “will receive every
punishment they deserve.” He also said July 15 will be remembered as “a festival for democracy,” the day when those who carried out a coup against the people were hit by a coup themselves. Late Saturday, Defense Minister Fikri Isik said state authorities were in full control of all areas in Turkey following the coup attempt but warned that authorities would remain vigilant. The uprising appears not to have been backed by the most senior ranks of the military, and Turkey’s main opposition parties quickly condemned the attempted overthrow. Gen. Umit Dundar said the plotters were mainly officers from the Air Force, the military police and the armored units. Turkey’s four main political parties released a joint declaration during an extraordinary parliamentary meeting later Saturday, denouncing the coup attempt and claiming that any moves against the people or parliament will be met with the “with the iron will of the Turkish Grand National Assembly resisting them.” Turkey’s NATO allies lined up to condemn the coup attempt. President Barack Obama and German Chancellor Angela Merkel urged all sides to support Turkey’s democratically elected government and Obama held a meeting with his national security advisers.
Focus on intel sharing for internal security: PM Modi NEW DELHI, JUL 16 (PTI): Prime Minister Narendra Modi on Saturday asked states to focus on intelligence sharing which will help the country stay “alert” and “updated” in countering internal security challenges. Addressing the Inter-State Council meeting, convened after a gap of 10 years, the Prime Minister told the Chief Ministers that “we should focus on how we can make our country prepared to counter challenges to our internal security”. Modi said internal security cannot be strengthened until and unless the states and the Centre focus on sharing intelligence. “We have to remain alert and updated always,” he said. Chief Ministers of all states, Lieutenant Governors of Union Territories and 17 Union Ministers are members of the Inter-State Council. For the first time, Modi was interacting with all Chief Ministers on a single platform ever since he assumed the charge two years ago. The Prime Minister said the meeting of the Council would deliberate on internal security challenges and how to counter them and how states the states and the Centre can cooperate. “With close cooperation, we will not only strengthen the Centre-State relations but make a better future for the citizens,” he said. DIMAPUR, JUL 16 (NPN): Starting from August 1, 2016, the autorickshaw commuters in Dimapur do not have to pay fares to those autorickshaw drivers who do put on uniform. In an official order, the deputy commissioner (DC) Dimapur, Kesonyu Yhome, stated that despite repeated reminders, many autorickshaw drivers continued to ply without putting on uniform. Therefore, DC has notified the general public that autorickshaw passenger fares were not to be paid if the autorickshaw drivers are not wearing uniform while driving. “All commuters/passengers are informed not to pay passenger fares to such defaulting auto-drivers,” DC said, adding that any complaint could be lodged to the concerned traffic personnel on duty or to contact nearest ACP traffic. The order would come into force with effect from August 1, 2016, it stated.

KOHIMA, JUL 16 (NPN): Pertaining to abandoned construction work on two lane roads under SARDP-NE project, the five apex student bodies -- Phom Students’ conference (PSC), Chakhesang Students Union (CSU), All Sumi Students Union (SSU), Konyak Students Union (KSU) and Ao Kaketshir Mungdang (AKM) – have submitted a memorandum to the governor at Raj Bhavan, Saturday evening and sought his intervention into the matter. The student bodies expressed dismay that despite Gauhati High Court Judgment & Order, dated October 13, 2015 directing the Central Government to release all pending bills and unpaid dues within one month to the contractor, the Centre has failed to release paying pending bill. Addressing a press conference, the student bodies cautioned that if the construction of the roads did not begin

Despite appointment of a commissioner by Gauhati High Court to make effective supervision over the period in which the contract is executed, the student bodies lamented that no further progress have been made in the construction of the road. Pema Khandu set to be Arunachal CM ITANAGAR, JUL 16 (AGENCIES): Congress legislator Pema Khandu, son of former Chief Minister Dorjee Khandu, is all set to become the next Chief Minister of Arunachal Pradesh after incumbent Nabam Tuki resigned. Tuki and Khandu met Governor Tathagata Roy on Saturday. Tuki tendered his resignation as the Chief Minister. Raj Bhavan spokesperson Atum Potom said the Governor had accepted his resignation. Earlier, Tuki resigned as Congress Legislature Party (CLP) leader, paving way for Khandu’s election. Tuki, reinstated as the Chief Minister following a Supreme Court verdict on Wednesday, proposed the name of Khandu as the next CLP leader. The proposal was supported by all the 44 legislators, including 15 Congress and 29 dissident Congress legislators who had joined the People’s Party of Arunachal (PPA) in February. The 44 legislators also include former chief minister Kalikho Pul, who unseated Tuki and became the Chief Minister in February. “It’s a big victory for the Congress in Arunachal Pradesh,” Tuki said

Pradesh. He was later given the portfolio of Tourism and Water Resource Development department. Khandu, however, resigned from the Tuki cabinet in 2014. Asked about his swearing in ceremony, Khandu said he was waiting a response from the Governor. “I hope the swearing in ceremony will take place in a day or two,” he said. After the return of the 30 PPA legislators to the Congress on Saturday, the strength of the Congress has become 45, which includes the Speaker, Nabam Rebia. The Congress also said it has the support of two Independent legislators. The effective strength of the Arunachal assembly is 58 now. The BJP had played a major role in installing a government of rebel Congress legislators through controversial role played by the Governor. The rebel Congress leader Kalikho Pul became chief minister and his group gradually grew as more Congress MLAs joined his government. The BJP planned to merge the PPA with the party when in June, it formally wrote to the PPA for merging with it last month.
DC Dimapur bans dumping of waste in drainage DIMAPUR, JUL 16 (NPN): Deputy Commissioner (DC) Dimapur in an order has banned dumping of solid wastes/plastic bags/polythene bags etc. in the drainage/ nullahs in Dimapur for free flow of water. The order was issued following an inspection carried out by the district administration on Saturday morning. In this regard, DC has requested the citizens to follow the order while all the GBs/Ward Council chairmen have been directed to “enforce this order within their respective jurisdiction without fail. Despite several efforts taken up by the DMC, tribal organizations, NGOs including the Swachh Bharat Dimapur district members, people have failed to pay heed to the clarion call to keep the city ‘Clean and Green’ particularly shops along the main city and the highways. On Saturday, the Swachh Bharat Dimapur district members held its review meeting at DC’s conference hall. The meeting was attended by district brand ambassador, Geoffrey Yaden, DC Dimapur, K. Yhome including officials from the Urban Development, DMC, NGOs, educational institutions and others. Several action plans were discussed, to be adopted and implemented in the coming days.

NPF reacts to NPCC remark & fuel adulteration issue On NPCC’s assembly session statement
DIMAPUR, JUL 16 (NPN): Reacting to the statement made by NPCC, hitting out at the NPF-led DAN government for holding the budget session for only 15 minutes, NPF said the duration of the first day was only 15 minutes because the business of the day required only 15 minutes to be tabled. In a rejoinder, NPF press bureau further said that the next day, most of the senior legislators including the chief minister rushed to Guwahati to attend the launching ceremony of the NEDA by BJP president Amit Shah, where it was declared that the Congress party is a conglomeration of forces inimical to the progress and prosperity of the nation. NPF stated that the NPCC appeared to be jittery after the formation of the North East Democratic Alliance (NEDA), as the alliance vowed to rid the region of the Congress after the next general elections. During the meeting, NPF said that the “call for Congress-free India by 2020 was resoundingly loud, and it was understandable that the Congress remnants in few
pockets of the country, including Nagaland, should be perturbed!” Soon after the meeting, NPF said the participants from Nagaland, in order to attend the next day’s Assembly session, returned to the state capital around midnight. Instead of taking rest on the intervening day of the twoday Assembly session as alleged by NPCC, NPF said “the legislators and party functionaries were literally burning the midnight oil to ensure that the Congress party becomes a memory after the next elections in the State and region”. Taking a dig, NPF rather asked NPCC to worry if it would get people to take their party tickets in the next elections in the State, or if their ticket holders can retain their security deposits after the election results. If going by Therie’s reasoning that, people attend funerals with intentions of asking questions; or if legislators attend Assembly sessions with the sole intention of siphoning off funds to bribe voters, NPF wondered whether “those were his intentions when he used to attend the Assembly sessions years back?”
Clarification on adulteration issue
Reacting to ACAUT’s statement, rejecting the SIT to probe into the fuel adulteration racket, NPF Central while expressing surprise and dismay said since racket has affected the whole state, the government’s decision to set up the SIT headed by an IG level officer to upgrade the level and broaden the scope of investigations, appear to be the right move. NPF press bureau in a press note said “…the rejection followed with the rider that Commissioner of Police, Dimapur should head the SIT, clearly indicates that ACAUT is concerned for Dimapur district alone”. While stating that Dimapur Police along with all the SPs of the districts would continue to extend full support to the team to get to the bottom of the whole matter, NPF noted that the propriety and procedural lapses would surely occur if an SP of a district or Commissioner of Police, Dimapur, were to take over investigations in another district/other districts of the State. “If ACAUT sincerely wants the Government to get to the bottom of the matter to uproot evil practices which affect all sections of the society, it should not hamper the Government to go ahead with the investigations as per laid down rules and regulations”, it added. It further asked ACAUT “not to jump the gun by casting aspersions on the integrity” of the SIT before it could bring out its report. “Being an NGO, it should act like an NGO rather than appear to be acting at the behest of certain parties vested with political interests,” NPF stated. Addressing the gathering, Yaden said the success of the students was a proud moment for the community and a reason to share happiness and celebrate. Mnp likely to go to polls in March IMPHAL, JUL 16 (IANS): Manipur will have to go to polls before March 18, 2017 when the term of the present assembly ends, and no instructions has been received for advancing the elections, an official said on friday. “While the date will be formally announced by the Election Commission of India, we are keeping everything in readiness,” state Chief Secretary Oinam Nabakishore, who is also the chief election officer told reporters here. He also said that that state government is urging the central government to start the sports university immediately in the Khuman Lampak sports complex as it will take over five years to construct the buildings and other facilities. Referring to the official letter to the Manipur government about the court cases relating to some of the land
land earmarked for the sports university, he said that the central government had been assured that the matter would be sorted out soon. “Though the central government wanted 200 acres of land for the university, the Manipur government had given 336.96 acres of land,” he said. However, since owners of 33 acres of land had gone to court, the Union Sports Ministry had asked the state government to make a clearcut statement on the issue since construction cannot be undertaken while court cases are pending. The Union government had sanctioned Rs 100 crore two years back for the construction of the university. Nabakishore said that the Parliament is likely to pass a bill in this regard during its monsoon session, which starts on Monday.

Venkaiah Naidu to share the investment in smart city projects for the northeastern states by adopting a 90:10 ratio -- 90 per cent by the central government and 10 per cent by the state. Sarkar met Naidu on Friday in New Delhi and urged him to adopt a separate funding policy for the backward northeastern states, Tripura Urban Development Minister Manik Dey told reporters on Saturday. The present funding pattern for the smart city project is on a 50:50 basis between the central government and the states. “The Finance Ministry had issued a circular earlier that the 90:10 ratio norms would be followed in all central government launched projects,” Dey said. “Naidu remained noncommittal after Sarkar put up the proposal,” Dey said, adding that northeastern states are unable to bear the huge financial burden to implement the smart city projects. The minister said that other northeastern states have already made similar demands. Three cities in the northeastern region -- Guwahati (Assam), Imphal (Manipur) and Agartala (Tripura), have been

Nstitutional delivery reducing infant mortality in Manipur Correspondent IMPHAL, JUL 16: Maternal Mortality Ratio (MMR) has been reducing, if the statement of director of health services, Dr O Ibomcha is believed. According to Ibomcha, one of the factors for this reducing trend was increased in institutional delivery and implementation of Janani Surakhsha Yojana (JSY) in the state. Addressing a news conference on Saturday, Ibomcha said that the maternal death per 100,000 live births or MMR of India for the year 2014 was 181 deaths per 100,000 live births while for Manipur the figure was comparably very low at 60 to 70. Ibomcha said that institutional delivery which was recorded only 40.9% in 200607 was increased to 79.4% in 2014-15. K

The government expected 80.3% at the end of this year, he added. The number of delivery conducted at home has been reduced to 7798 in 2015 from 8,747 in 2012 while the number of institutional delivery including at private hospitals has increased from 31,191 in 2012 to 31,814 in 2015. Manipur has maintained the top position in the country on infant survival for which the state received Rs 1,057.01 crore as award from the 13th Finance Commission for lowering IMR (Infant Mortality Rate) against Rs 5,000 crore allocated for all the states in the country in the last three years. The state has the highest concentrations of health manpower among the North East so far as healthcare delivery system. However, the state is
facing acute shortage of specialist doctors for the district hospitals and community health centres across, the director maintained. “The recent mushrooming of private hospitals in and around Imphal is one of the major causes for migrant of specialists from the state service.” Again, quite a sizeable number of specialist doctors are also employed in the hospitals and medical colleges outside the state,” he maintained. Official figures say, there were 862 doctors serving under the state health department of which 117 are specialists. The total number of doctors serving in the state is 1,333 including the doctors serving at RIMS and JNIMS. Above this 172 doctors were engaged in the
private hospitals and nursing homes. “If we account all the doctors rendering service, the doctor population ratio of the state quite good, round one doctor per 1635 population,” he said. Regarding the mushrooming hospitals and nursing homes in the state, the director said that presently 322 private hospitals were operating in the state and government was considering integrating to five or six private hospital only by introducing a regulation. On the issue of government doctors practicing in private clinics and private hospitals, the director admitted that though the department has been trying to end this menace it has not been very successful. He said that the Manipur Nursing Home and
Clinic Registration Act 1992 could not be implemented fully till today. A proposal for amendment of the Act has been put forward to the state government. Under the Act, if any government employed doctor is found working at private hospitals then their practicing license can be cancelled, and many hospitals in the state have had their licenses suspended for operating in contravention of this act. However, there was the need for a stricter to control and regulate the private hospitals and nursing homes and checking of employment of government doctors, he said. He partly blamed the lack of teeth of the Manipur Nursing Homes and Clinic Registration Act for the prevalence of government doctors practicing privately.

velopment- related policies and implement them. “It is quite natural to have an adverse impact on execution of development projects if there are differences of opinion between the states as well as between the state and the Centre,” he said in the meeting attended by Prime Minister Narendra Modi, chief ministers of states, Lieutenant Governor of UTs and several Union ministers. The Home Minister said the Modi government strongly believes that in the development of the country, both the central and state governments have a significant role.
“Because of this reason, the central government has enhanced fund allocations to the states to a great extent as per the recommendations of the 14th Finance Commission,” he said. Singh said the creation of NITI Aayog, after disbanding Planning Commission, was part of the strengthening process of cooperative federalism. He said with the creation of NITI Aayog, the inherent deficiencies of the erstwhile Planning Commission’s ‘one size fits all’ policy has been filled. “Now every state can for-
mulate and implement schemes as per their respective needs,” he said. The Home Minister said the Council meeting was being held after a gap of 10 years and it was the reflection of the central government’s underlying theme of ‘Sabka Saath, Sabka Vikash’. Singh said the Inter-State Council was set up in 1990 as per the Sarkaria Commission report through a Presidential order. But in last 25 years, the Inter-State Council met just 10 times and and this meeting was being held after a gap of 10 years. “Our government believes that the nation cannot develop without equitable development of all states. In the process of development of states, apart from the cooperation of the Centre, there should be healthy competitive atmosphere between states and they (states) should adopt best practices of each other,” he said. Favouring special initiatives for under-developed states, the Home Minister said there is a need to march along with those states which stay behind in the development process. “Our government’s effort is to help those states who are behind the developmental trajectory, help them with adequate legal procedure and taking structural reform,” he said. Singh said the central and state governments must work like ‘Team India’ and states and the Centre should become each other’s strength.
CCPA rejigged; Smriti dropped NEW DELHI, JUL 16 (PTI): Cabinet Committee on Parliamentary Affairs (CCPA) has been rejigged with Smriti Irani being dropped as a special invitee and her successor in the HRD Ministry Prakash Javadekar elevated as a member. Najma Heptulla, the Minority Affairs Minister who had resigned from the Union Cabinet earlier this week, is no more a member of the panel. In the recent Cabinet reshuffle, Irani was shifted from the HRD Ministry to Textiles. Javadekar was earlier a special invitee to the committee. Ravi Shankar Prasad, the new Law Minister, replaces his predecessor D V Sadananda Gowda in the panel. Rajiv Pratap Rudy, who has been divested of his Minister of State for Parliamentary Affairs portfolio, too has been dropped as a special invitee and replaced by S S Ahluwalia who is now the junior minister in the Ministry. Newly-inducted Minister of State in the Law Ministry P P Chaudhary has also been made a special invitee. The CCPA, headed by Home Minister Rajnath Singh, is mandated to recommend the dates of Parliament sessions. It has 11 members, including three special invitees. Other members are Union ministers Sushma Swaraj, Arun Jaitley, M Venkaiah Naidu, Ram Vilas Paswan and Ananth Kumar. Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi is another special invitee, a fresh list issued by the Cabinet Secretariat said.
There is ‘no Kashmir issue’ between India, Pak: Jitendra JAMMU, JUL 16 (PTI): There is “no Kashmir issue” between India and Pakistan, Union minister Jitendra Singh Saturday said and asserted that the only outstanding matter is how to retrieve the part of Jammu and Kashmir which remains under illegal occupation of the neighbouring country. “There is no Kashmir problem. It has been made clear on all the fronts. There is no issue of Kashmir between Indian and Pakistan and we are not ready to accept it. “...it was way back in 1994 that Indian Parliament passed an unanimous resolution stating that if at all there is any outstanding issue, it is how to retrieve part of J&K which remains under illegal occupation of Pakistan,” the Minister of State in the PMO told reporters here. He was replying to a volley of questions from journalists over Pakistan’s remarks on the prevailing situation in Kashmir in the wake of violence following the killing of Hizbul commander Burhan Wani in an encounter. Reacting to Pakistan’s statement describing slain terrorist Wani as “martyr”, Singh said, “Regardless of how anyone describes anybody, as far as India is concerned it has reiterated more than once that there is an approach of zero tolerance towards terrorism.” “Pakistan has always been fishing in the troubled waters of Jehlum,” he added. He hit out at Pakistan for raking up the Kashmir issue and said there is no room

FIR against late Akhlaq, six family members GREATER NOIDA, JUL 16 (PTI): Acting on court orders, police Saturday lodged an FIR against deceased Mohammad Akhlaq and six family members for alleged cow slaughter. Jarcha Police station SHO Pradeep Kumar said, “As per court order, FIR for cow slaughtering was lodged against deceased Akhlaq and six family members.” He said charge sheet will be filed within stipulated period, without elaborating further. Sanjay Rana, the father of one of the accused, said, “We are happy that at least FIR was registered. Investigation will nail the accused.” Meanwhile Akhlaq’s family has decided to challenge the FIR in the high court seeking directions for its quashing. “We will move high court,” Jaan Mohammad, brother of Akhlaq, said. Akhlaq was killed by a mob on September 29 last year on the suspicion that his family stored and consumed beef at their home. A forensic lab is reported to have said that the meat found in Akhlaq’s home was beef. Residents of Bishada village in Dadri had met the Gautam Budh Nagar SSP on June 5 to press their demand for registration of an FIR against Akhlaq’s family for alleged cow slaughter, following which he had ordered a probe into the charge. On Thursday, a judicial magistrate court had ordered investigation and lodging of FIR of cow slaughter against Akhlaq’s family.

A police spokesperson said “stray and intermittent incidents of stone pelting” protests erupted at many places in north Kashmir. A mob attacked a police post in Hatmulla village of Kupwara district, some 100 km from here. “While dealing with the situation three people were injured. One of them succumbed to his injuries,”
the spokesperson said, taking the toll to 42 in the current street unrest that has engulfed the valley. Suspected militants in a south Kashmir village shot at and injured two persons, including a relative of an arrested aide of Wani, police sources said. In an apparent bid to stop local newspapers from reporting about the unrest, the government issued an undeclared gag against the media. Journalists at a meeting of newspaper editors and owners termed “it as an attack on the freedom of press and vowed to fight back at all costs”. They said in a statement that they spoke with the government but

PATNA, JUL 16 (PTI): One person was arrested for allegedly raising pro-Pakistan slogans when supporters of a front took out a march here in support of AIMIM chief Asaduddin Owaisi and controversial Islamic preacher Zakir Naik. The march was taken out yesterday from Science College here and some persons present in the rally raised pro-Pakistan slogans, police said. The footage of the march telecast by a few TV news channels showed protestors under the banner of ‘Popular Front of India’ demanding that Bihar government intervene and speak to the Centre on Zakir Naik issue. They also alleged that the “crack down” on Naik and Owaisi was a “concerted effort to silence the voice of Muslims leaders in the country.” Police swung into action and arrested one person identified as Taufiq in connection with the rally, Senior Superintendent of Police (SSP) Manu Maharaj told PTI today. Director General of Police P K Thakur said the footage was being scanned to collect evidences. Bihar police are also coordinating with central intelligence agencies to probe the case, he said. Patna District Magistrate Sanjay Kumar Aggarwal and the SSP said no prior permission was taken for the rally. Meanwhile, opposition BJP used the issue to hit out against the Nitish Kumar government. Senior BJP leader Sushil Kumar Modi in a statement here claimed that the raising of pro-Pakistan slogans and eulogising Zakir Naik proved that the Nitish Kumar government had “increased the courage of such elements.” “Chief Minister Nitish Kumar should answer how a rally was taken out in Patna in support of Zakir Naik who has been banned due to his provocative speeches in Britain, America and Canada. “People have not forgotten that terrorist modules had come to light in Darbhanga, Samastipur and Muzaffarpur three years ago under Nitish Kumar’s rule. The policemen also took away printing plates of the English daily. “The police told us that the gag is for three days and the press should remain closed till then.” Bashir Manzar, Editor of Kashmir Images, said the gag on the media would lead to street rumours getting “terribly dangerous in the current Kashmir situation”.

Hardik Patel is scheduled to remain out of Gujarat for six months starting from Sunday in line with a condition imposed by the Gujarat High Court. His lawyer filed an undertaking before the Sessions Court in Ahmedabad that Harik Patel would live in Udaipur in neighbouring Rajasthan. error attack in France, in Nice represents the third major apparently Islamist terror attack in the last 19 months—after the Charlie Hebdo massacre during January 7 to 9,2015 in which 12 people were killed in the attack on the Charlie Hebdo offices: eight journalists, two police officers, a caretaker and a visitor. The perpetrators were French of Algerian origin. In the Paris attack in November 13,2015 where 130 people dead and hundreds wounded suspected to have been carried out by lead operative of the attacks, Abdelhamid Abaaoud, of Moroccan origin. He was subsequently killed in a police raid in Saint-Denis, along with two others. France is on a national mourning and a three-month national emergency has been declared under which more armed troops would be stationed at various locations. In the latest terror attack, a lone driver and French citizen of Tunisian origin-Mohamed Lahouiej Bouhlel-hired a lorry and plough over the crowd gathered at Nice and killed 84 besides injured more than 200 others. ISIL has claimed responsibility for the killings saying the driver was its soldier. The terror outfit said the act of killing was to target citizens of coalition countries fighting ISIS. Strange as it may seem, France is considered the most liberal with a population that shows immigration from African nations and Asia constituted 44% of immigrations from 2004-12.France has also welcomed many immigrants without hurdles. Tens of thousands of immigrants and refugees from the Middle East and elsewhere have entered the country in recent years. The country still has not solved the problem of how to assimilate disaffected Muslim youths in outer cities. Far-right parties, including Marine Le Pen’s National Front, are on the rise. A nation that has always prided itself with liberalism and a kind of laid back attitude is now shocked into reality. The killer driver in Thursday night’s incident at Nice who ploughed into several hundred people who had gone to witness the Bastille Day celebrations, commemorating Bastille Day a pivotal event in the French Revolution in 1789. Immigration has become an intense topic in France as in many European countries especially with the rise of religious extremism. In particular, radical Islam is determined that followers of the faith adhere to its strict Sharia law. That often conflicts with the local culture, life and laws. The French passed a law banning the niqābs( covering of the face by muslim women) and which offended the radical clerics. However, with the rise of radical Islam and the sprouting of terror networks these issues have been relegated to the background. There is a lurking and not misplaced fear today, that thousands of radicalised muslims who have become citizens of various European countries, had done their stint as ISIS fighters and are back to their countries.Like the Tunisian driver who mowed down hundreds at Nice, thousands of radicalised European muslims are like the moles in a spy network or terror sleeper cells, ready to be activated for committing cold blooded killings. It is a war of the 21st Century where the perpetrators seek to exact the maximum casualty on innocent and unarmed civilians. Even the mighty western super power, the USA, is also facing serious threats from terrorists-whether home grown or imported. Terrorism cannot be wiped out by deployment of thousands of armed troops or tanks but has to be confronted by all resources and for a long haul.

Therefore, you can rest in perfect confidence in Him. he hard reality is that everything comes from the principle and that nothing stands when the principle is murdered. The Naga nation is in the Naga national principle as the oak tree is in the acorn. After the failure and betrayal of NNC to the cause, the Naga people were left without a political organization to guide and lead the people in their national movement. People without their national organization are just a group of individuals living together without any orientation to a common future. Our national political principle has to be defended at all costs if we are to stay alive as a free people. So the question arises who will go and fight for the people and advocate for their cause? People as individuals however strong and wise they may be can never save a nation. It will be saved only through a mandated national organization. Out of such circumstances and historical necessity the competent authorities convened a national assembly and it unanimously approved the National Socialist Council of Nagalim (NSCN) on January 31, 1980, at Tonu, which was formed in the national workers meeting at Nokba village. NSCN is not a faction as alleged by some people from some quarters. No one should doubt about the legitimacy of NSCN as the one and only authentic political organization of the Naga people. It is built upon the solid ground of Naga national principle. It is undoubtedly a principle-based organization that has passed through many acid tests of trials and ordeals. Even after the murder of NNC the Naga people continued their struggle but under the banner of NSCN, which is now running decades. But where were those stooges of the enemies when NSCN under the leadership of Isak and Muivah fought against the enemies in the east and west shedding tears and blood? Where were they when NSCN campaigned in the international political platform for support to the cause of the Nagas covering five continents? Where were they when NSCN organized the people into a formidable political force under one banner? Where were they when NSCN and Government of India (GoI) entered into a cease- fire agreement on the basis of the declared three terms? Where were they when GoI, in response to NSCN’s unwavering stand on their history, recognizes the unique history and position of the Nagas?
By unique history it means – the Nagas have been a free people and they have never ever been a part of India or others either by conquest or consent. The term unique history may not be applicable to those people who have sold out their history. Where were they when NSCN and GoI mutually agreed to accept the universal principle that sovereignty lies with the people and that sovereignty of the Nagas lies with the Naga people and sovereignty of India with the Indian people? Is not the recognition of our sovereign right a giant step? Do they understand the differences between shared-sovereignty of the two entities and division of autonomous power between the center and the state? One school of thought advocates for total sovereignty, which justifies absolute monarchy whereas another school of thought advocates for pluralism, which validates shared-sovereignty between two entities. People and nations today do not believe in the concept of total isolationism. They are now for the doctrine of interdependent relationship among people and nations. Coexistence of the two entities/equals is a natural as well as social necessity. Where were they when GoI recognized the sovereign right of the Nagas over their land and its resources beneath and above it? Where were they when GoI recognizes NSCN as the legitimate organization of the Naga people that represents the aspiration and the issue of the Nagas? Many things have happened in Nagalim during the leadership of NSCN. In spite of the fact, they are talking nonsense as if they are ignorant of what has happened in their own country. We suppose they were somewhere in other planets or perhaps, they are too young to understand the issue. The Nagas have a lot of reasons to thank and appreciate the present Indian leaders who have taken bold steps vis-à-vis Indo-Naga political issue especially the honorable Prime Minister Mr. Narendra Modi, the architect of the historic ‘Framework of Agreement.’ They are committed and prepared to work out the best possible solution that respects the right of the Nagas and guarantees the security of India. Let us not blame the Indian leaders or the Devil. They are not the roadblocks, but it is those Naga critics and traitors. It is political talks between the GoI and NSCN as two entities where Mr. R. N. Ravi,
the emissary of the Prime Minister of India, represents the GoI and Mr. Th. Muivah and his team (NSCN leaders) represents the Naga people. Mr. R. N. Ravi has said that there arises no question of many negotiations and many solutions. There is only one issue, one negotiation and one solution. Therefore, government of India is talking with the NSCN as two entities. On the issue of reconciliation and unification of all groups the late honorable Chairman Mr. Isak Chishi Swu had issued a statement appealing to all without exception to forgive our past mistakes as we have forgiven them too in the name of our Lord Jesus Christ. He had also appealed to them to get on board the bus of the ‘Framework Agreement.’ If they do not come forward it is their problem. A handful reactionary elements nurture the wrong notion that rebellion against the established government is a service to the people. It is treasonous. They are making a paper tiger out of a rat so that revolutionary patriots are intimidated. What absurdity! They are illegitimate child of the enemies of the Naga people. Our people know that they are being paid and guarded by the hostile agency and forces. They have deviously stated that the taxation system of the government is a ‘looting machine.’ Be it informed that they are false preachers who are out there to poison the mind of the people in the sweet name of democracy and freedom of speech. Even if they keep preaching against the government, we believe every sensible Naga understands the fact that taxation is the bloodline of all governments on earth. Every citizen is duty-bound to pay taxes to the government. Governments by law collect taxes, direct or indirect, from all goods, properties, institutions, land, water and everything, even a needle. If any one defies payment of taxes to the government he is committing a great sin against the state. It is nothing but an attempt to pull back the wheels of history. In fact, NSCN has been running the legitimate national government of the Naga people since day one with taxes from the people. People are our political as well as economic banks. However, extortion and illegal taxations being collected by illegal organizations and business mafias in the stolen name of the people and revolution has to be combatted and dealt with firmly by the government. 15 minutes assembly session an insult to the general public

he recently concluded Monsoon session of the Nagaland Legislative Assembly (NLA) has created history for itself when the 1st day of the assembly business took place only for 15 precious minutes. This is an insult to the General Public at large who are looking for new directions towards the issues that have for long been bogging down the Naga public without any respite. Out of the 60 MLA’s who took oath to serve in the interest of the public, none cared to raise any question on urgent public importance? None choose to make use of “The Question Hour” that allows members to ask and raise question pertaining to public importance. This has shown that the MLA’s have no concern for the people whom they represent, which is the utmost duty of the elected representatives. To my limited knowledge much is taking place in and around to keep The Government and the MLA’s on its toes. This opposition less Government has in no way benefited the Naga Society; it has been clearly picturised in this just concluded Assembly session. May I point out as to what are the issues that concern the general public? These issues are the talk of the town; people are looking up to the Government and the Legislators to initiate steps and take up corrective measures in the best interest of the general public. Only 15 minutes of business was conducted on the 1st day of the Monsoon Session when discussions on pressing issues concerning the state could have been taken up. It was the need of the hour. 1. Naga Political Issue: Your responsibility does not just end by offering to Step Down or make way as and when the settlement between the Centre and the NSCN (IM) takes place. It’s your utmost duty and responsibility to take up The Naga Political Issue at every possible platform, also deliberate, discuss, make suggestions on the issue and give directions on priority basis to the ongoing negotiations between The Centre and The NSCN (IM). The government of the day will have its own share at the outcome of the talk, being the elected representatives of the people. 2. Stalled Development activities: Development activities in the state have almost come to a grinding halt. No development activities taking place are to be seen. Kohima’s Smart city project has been rejected twice by the centre, stalled Tuli paper mill revival project, Bad roads in the entire road stretch of Nagaland, electricity, health care etc who will take up this issues, if the ones who have been vested with the responsibility choose to shy away; it has been clearly picturised in this just concluded Assembly session. 3. Fuel Adulteration Racket: The hot topic of every Naga kitchen is the FUEL ADULTERATION RACKET that has been recently busted by the ACAUT. What stand has the government taken to tackle the issue?. This agenda should have been taken up in the assembly with all seriousness. Members should have debated on the issues yet they choose to sit for 15 minutes as if they were chasing time for far more important work. 4. Corruptions and Backdoor Appointments: Allegations of corruptions in Food and Civil Supplies Department, backdoor appoint-
ments in Home Departments, Misuse and Mismanagements of funds in every departments and anomalies found in almost all departments of Government are issues that needs to be seriously looked into and discussed at length but Alas! To our elected representatives, these are not agendas to be looked into. In fact to them, their salary increments are an agenda of utmost priority. 5. if not, why not Nagaland Liquor Prohibition Act 1989? This Act tagged Nagaland as a “DRY STATE” is a mockery and is only in papers. Factually writing, this act in its present form has failed miserably. This Act has instead brought disrepute to Nagaland, tagged with the holy words “Nagaland for Christ”. The Government of the Day needs to review this Act and bring about the much needed change. But who cares, it none of their business! 6. Land Acquisition Exposed: Anomalies in the Land Acquisition which was exposed through an RTI by the former Students Leaders of SKK are other issues in which the public is expecting reply statement from the Government. It is another case which should have been put up for discussion and deliberation. Why no MLA’s choose to raise question in this case? Is it not your responsibility to raise Questions on issue that is a matter of public importance but who cares again. 7. School Education Department: The recent RTI Exposure on Mid-Day Meal Scam needs serious introspection and Questioning, Teachers are not paid their due salary in time, very low pass percentage in government run schools, Delay of school text books, lack of basic needs and infrastructures in the schools should be an agenda of utmost priority. All of these need serious debate from the “Law Makers”. The minister concerned and the department head should be made to answer to the queries and necessary measures should be put in place! 8. Inter-State Land Dispute: The Land Dispute with Assam needs day-to-day updates and serious deliberation from the members of the legislative assembly. The UNTBA needs the support of the government in reclaiming back the land which rightfully belongs to us. The government position in the case is still unknown when the people are looking up to it to stand for them. Etc ...etc ...etc. Even if the above mentioned issues may have already been taken up for discussion or whatever excuses the Government and the Legislators have on the above query, it is always expected of the Government of the Day to make new head ways on day to day basis on the issues that concerns the interest of the Naga Society. Was it “The Party Whip” or “The Show Cause Notice” or “The Irresponsible Attitude and Ignorance” that shunted the mouth of the MLA’s is need to be seen. The Chief Minister has already washed off his hands and so now the blame is on the Honourable MLA’s. Elections are around the corner, ours is a generation more educated and farsighted! he Kuzhami are having a separate mother tongue/dialect, dresses, way of talking and have a slight separate ways of living and behavior from others. A jungle cat and a hen cannot be kept together in a room. So also a hen and rice cannot be put together in a room or a cage. The Kuzhami’s had set up an important public organization way back in 1943. The Chakhesang public organization had come into existence in1946. Chakhesang comprises of different groups of ethnic people like Chokri,Kuzha (Kuzhamis) sapou, Sangtams, Sumis and some group of peoples who speak Rengma language/ dialect. And out of this groups, Sangtam group have been already curved out/pulled out and formed a separate tribe as ‘Pochury’. Kuzhale dialect/language is indeed different from other Naga dialects/ languages. It is a distinct and separate dialect, and it is a dialect given by the almighty God. And it is like a solid stump of the tree and not like the branch. Kuzhame organization: There are some organizations like (i) Kuzhalhü Zawe ( the apex body of the Kuzhami organization) (ii) Kuzhale Lethu Lichi (Kuzhami literature Committee) (iii) Kuzhami Baptist Churches Fellowship and even (iv) Kuzhami Baptist Churches Association. And this organization’s are not something like a flock of birds flying together, bats and a herd of animals and should not simply consider our organization’s as a mere organizations. This organization’s are considered to be important need extremely useful for our Kuzhami people for various reasons and objectives. It is well known fact that the Kuzhami’s have already done Holy Bible translation and brought the Bible way back in 2010. And it has been widely used in various Kuzhami Baptist Churches. And after the Bible translation was done the Kuzhami literature committee had done necessary proof readings, checkings, refinement and it was finally approved by the Kuzhalhü Zawe (Kuzhami Public Organization, the apex body). And it was published by Kuzhale Lithu Lichi. (KLL) and Kuzhami Kehu Tro (KKT) in 2010. It is learnt that now some people are trying to get it translated as per BSI norms and guidelines. We definitely support such exercises as it is required to be improved and refined. And it is all for spiritual growth. And it is not for gaining worldly individual’s popularity of benefits. And in this kind of prevailing situation, it would be highly appreciated with the word like Revision for 2nd Edition is used mentioned in the next edition of Bible with a view to dispel out any misunderstanding or dissatisfaction which may crop up from some corner in the near future. In order to know an individual person’s identity or a group o f people, it is mainly based on language that one speaks, your mother tongue is your real identity, your language is your identity. By speaking a particular dialect or language the real identity of an individual is make known vividly. I would like to know what are the organizations that are meant for students doing? Like NSF,ENSF,ANSTA……..etc. The money is for the students studying in Government schools who doesn’t get proper meals. So, it is high time that we give proper attention to the students and the schools .It has been a long time since Mid Day Meal had been given at a right time by the Government. The Enrollment for Aadhaar Card is free across the country but here in Nagaland for making Aadhaar card they charges fees of Rs. 10 for the form and Rs. 20 for serial no and to complete Adhaar card especially at Deputy Commissioner Court, Dimapur complex. For people of India it is free of cost to make Aadhaar card and it is to be noted that as per the government rules, no fee is to be paid to such offices. Heard that in some center/private in Dimapur, the charge fees for the correction and issuing of smart card is up to Rs. 500. That’s too high. It is learnt from the center by Aaadhar Center or officials, we should immediately need to file complaint against that center to the District Headquarter or District Magistrate/ Deputy Commissioner of the area if they ask to pay any fee to register for Aadhaar Card. Selection of beneficiaries for irrigation projects
Through this column, I would to draw the kind attention of Irrigation and Flood Control Department, as to what are the criteria for selection of beneficiaries for minor irrigation programmes/projects with respect to construction of paddy field irrigation, especially under Dimapur district. As we all are aware that Dimapur district is inhabited by farmers from different Naga communities and have applied to the concern department, to take up minor irrigation programme/project in their respective paddy field. It is a fact that the concern department cannot carry out minor irrigation project in all the paddy fields who had applied for it. At the same time, it is sad to know that all the beneficiaries for minor irrigation projects/programmes in Dimapur district under Irrigation and Flood Control department for the Financial Year (FY) 2015-2016 has been allocated to a particular community, which is a form of nepotism, while the rest of the genuine farmers from other Naga communities are left out and not selected as beneficiaries. So one is left to wonder, whether to avail the schemes of minor irrigation projects/programmes under Dimapur district, one has to belong to a certain community. I would also like to request to the leaders of Against Corruption And Unabated Taxation (ACAUT) movement to take up the issue and file an Right To information(RTI) application with regard to it. Lastly I would also like to humbly appeal to the Irrigation and Flood Control department to publish the name of all the beneficiaries for minor irrigation projects for the FY 2015-2016 under Dimapur district in local newspapers at the earliest for the sake of transparency. NE W DE LHI, JUL 16 (PTI): Prime Minister Narendra Modi on Saturday asked states to focus on intelligence sharing which will help the country stay “alert” and “updated” in countering internal security challenges. Addressing the InterState Council meeting, convened after a gap of 10 years, the Prime Minister told the Chief Ministers that “we should focus on how we can make our country prepared to counter challenges to our internal security”. Modi said internal security cannot be strengthened until and unless the states and the Centre focus on sharing intelligence. “We have to remain
alert and updated always,” he said. Chief Ministers of all states, Lieutenant Governors of Union Territories and 17 Union Ministers are members of the Inter-State Council. For the first time, Modi was interacting with all Chief Ministers on a single platform ever since he assumed the charge two years ago. The Prime Minister said the meeting of the Council would deliberate on internal security challenges and how to counter them and how states the states and the Centre can cooperate. “With close cooperation, we will not only strengthen the Centre-State relations but make a better future for the

The Inter-State Council is the most significant platform for strengthening Centre-State and Inter-State relations. There has been a long hiatus since the last meeting in 2006. The Prime Minister asked the states to increasingly use this forum as an effective instrument to strengthen democracy, society and the polity. He said the Inter State Council provides an opportunity for exchange of views in
an extremely free and frank manner. “I am sure you will share your thoughts and suggestions on all the agenda items. These will be of tremendous value,” he said. Modi appreciated the efforts of Home Minister Rajnath Singh for restarting the process of dialogue between the states and the Centre over the last one year, saying increased dialogue and connect has culminated in this gathering on Saturday . The Prime Minister noted that with the acceptance of the 14th Finance Commission recommendations, the States’ share in central taxes has increased from 32 per cent to 42 per cent. This means that states now have greater financial resources to utilise in accordance with their requirements. “I am happy to share that the total amount received by states from the Centre during 2015-16 is 21 per cent higher than the amount received in 2014-15. Modi said Panchayats and Urban Local Bodies will receive Rs 2,87,000 crore during the period of the 14th Finance Commission, which is substantially higher than last time. The rights of states have been kept in mind, even in revenue received from the auction of natural resources, he stressed. “Auctions of coal blocks will yield 3.35 lakh crore rupees to States in the years to come. Auctions of other mines will yield an additional 18,000 crore rupees to states,” he said.
One killed as heavy rains lash U’khand DEHRADUN, JUL 16 (PTI): A woman was on Saturday killed as a bus overturned after being hit by the waters of an overflowing canal in Nainital district as heavy rains lashed most parts of Uttarakhand affecting normal life especially in the hills and disrupting pilgrimage to Badrinath temple. The highway leading to the Himalayan shrine was choked with boulders falling from hillsides in the wake of landslips. The bus overturned at Haldwani in Nainital district this morning after being hit by the waves of a swollen Surya canal. 36 passengers on board the bus were rescued but a woman succumbed during treatment at Sushila Tiwari hospital, an official release here said. A report from Rishikesh said overnight heavy rains have sent the Ganga into spate with the river flowing 30 centimetres below the warning line. Intermittent rains since Friday night have caused landslips in Tehri district also where 16 motor roads including SuvakholiNagun-Bhawan road are blocked and the Tehri lake is flowing at 772.95 metres far below the danger level at 830 metres. At least six houses have also been damaged in heavy rains in Tehri district. Ganga and its tributaries in Uttarkashi district are flowing close to the danger mark. However, an official release here said water level in the Ganga in Haridwar is flowing 95 centimetres below the danger level.
Six police teams and five motor boats along with rafts have been kept on standby in the district to deal with any emergency. Heavy rain which began last night and is still continuing in most parts of the state has affected the pilgrimage to Badrinath with the Rishikesh-Badrinath Highway blocked by debris falling from hillsides following landslips at Lambagad between Joshimath and Badrinath and at Naithana near Chamoli. Pilgrims bound for the Himalayan shrine have been asked to wait in safe locations built for them en route to the shrine till the highway is cleared of the obstructions, the disaster management office in Chamoli said. Pilgrimage to Kedarnath was also affected late in the afternoon with the highway between Gaurikund and Sonprayag open only for light vehicles. Another spell of heavy rains has added to the woes of the residents of Ghat area of Chamoli district still struggling to overcome the effects of the flashfloods on July 1 which claimed four lives and blocked over a dozen motor roads cutting off at least 40 villages from the district headquarters. The MeT department forecast very heavy rains over the next 48 hours in the mountainous areas of the state especially the disaster-prone Pithoragarh, Uttarkashi, Chamoli and Rudraprayag districts where torrential rains may trigger flashfloods, cloudbursts and landslides asking people as well as authorities to be alert.

Cong leaders meet to chalk out strategy for Monsoon session
NEW DELHI, JUL 16 (PTI): Ahead of the Monsoon Session of Parliament starting Monday, top Congress leaders Saturday met party chief Sonia Gandhi and her deputy Rahul Gandhi to chalk out its strategy on crucial issues, including the GST bill. The meeting held at the residence of Sonia Gandhi was attended among others by Leader of Opposition in Rajya Sabha Ghulam Nabi Azad, party’s deputy leader in upper house Anand Sharma and chief whip in Lok Sabha Jyotiraditya Scindia. Leader of Congress in Lok Sabha Mallikarjun Kharge could not attend the meeting as he was out of station. The Government had yesterday reached out to Congress to seek its support for the passage of GST bill which is pending for a long time and sought the principal opposition party’s support on the issue. Sources said Congress is seeking to corner the government and the BJP in both houses on the Arunachal issue in the wake of the Supreme Court judgement reinstating the Congress government as on December 15, 2015. The Monsoon session starts on Monday and the government has convened an all-party meeting on Sunday to seek the support of opposition parties in passage of pending legislations. On the question of party stand on GST Bill after a meeting with the government, Surjewala said at the AICC briefing that Congress has raised three important issues on behalf of 125 crore people of this country. “We have said many times from this platform that people of this country are already over-burdened with 15 pc service tax with many kind of cesses being imposed by this Government in last two years. In such background, to impose a heavy taxation on people of this country, through GST, which makes the functionality and purpose of GST under a cloud is not appropriate. “Congress Party stands for GST, we support GST, we brought GST, we conceived
GST and we will continue to support provided there is a cap of final limit of 18 pc beyond which there can be no higher taxation on people of India and this is not a personal issue of the Congress Party, this is a demand on behalf of the people of India,” he said. Surjeala also said the GST Council should not be a judge in its own cause whenever there is a dispute between an individual or a group or a company, then the adjudication should be by third neutral arbitrator and thirdly there should be a uniform GST rate across India. He also said that manufacturing States or some States should not be permitted to impose 1 pc additional burden. “We have explained the logic of our reasoning to BJP. We have also said that these are not inpenetratable non solvable issue,” he said, adding there are six or seven other issues, highlighted to the government to consider in public interest. “We hope better sense will prevail and they will come back with a solution that is acceptable to all of us,” he said.

Mumbai, Jul 16 (PTI): After consistently falling for some quarters, the share of other income in Reliance Industries’ total net profit of Rs 7,113 crore in the June quarter has substantially jumped to 34.5 per cent or Rs 2,378 crore. On year-on-year basis, this was a massive 50.12 per cent spike from Rs 1,584 crore the company reported in June 2015 quarter when its net profit stood at Rs 5,916 crore. The same stood at Rs 1,953 crore in the March 2016 quarter on a total net profit of Rs 6,925 crore. When asked whether the company has been increasing its play in the treasury market

or has it booked some profits from its massive investments, RIL deputy chief financial officer V Srikanth told PTI that the numbers reflect the higher yields the market has been returning during the quarter. While refusing to share the specifics of the company’s investment in government bonds, Srikanth said RIL for long has been parking its surpluses, which stood at almost Rs 97,000 crore as of end June, in government bonds, mutual funds, fixed deposits and other fixed income instruments. And the same continued in the reporting quarter as well. RIL, which is one of the biggest players in the treasury
markets, was netting over 40 per cent of its total net profit from treasury gains or other income, which started declining after the banking regulator began to frown upon corporates’ large influence in the money and government debt markets. Reliance, which has the highest cash balance, is also one of the highly indebted companies in the country. Its debt rose to Rs 1,86,692 crore as of June from Rs 1,80,388 crore as of March 2016 while the cash balance inched up marginally to Rs 90,812 crore from Rs 89,966 crore from March 2016. Accordingly, the com-
pany’s interest payout jumped to Rs 1,206 crore from Rs 915 crore a year ago and from Rs 842 crore from the March quarter. About the forex components of the debt pile, Srikanth said over 90 per cent of RIL bet is in US dollars while almost the entire Rs 47,000 crore debt of Rel Jio is rupee-denominated. RIL, which operates the world’s largest oil refinery with a 63 mt annual capacity, today reported a hefty 18.1 per cent jump in June quarter net profit at Rs 7,113 crore or Rs 24.1 per share on account of highest refining margin in the past eight years and robust petrochemical earnings.

New Delhi, Jul 16 (PTI): Gold prices weakened by Rs 50 to Rs 30,750 per ten grams at the bullion market on Saturday due to slackened demand from jewellers at prevailing levels, even as the metal strengthened overseas. Silver also fell by Rs 200 to Rs 46,500 per kg on reduced offtake by industrial units and coin makers. Traders attributed the fall in gold to easing demand from jewellers as well as retailers at existing levels at domestic spot market but a better trend overseas restricted the rise. Diageo has already paid $40 million on 25 February and the remaining $35 million was to be paid over the course of five years depending on adherence to conditions such as a global non-compete clause among others. On 17 May, upon disclosure of the agreement between Diageo and Mallya, the DRT passed another order directing JP MorganChase (New York-North America) not to disburse the $40 million which was already paid out Mallya. The legal counsels for Diageo had said that any money that was payable to Mallya was already paid and there is ‘no outstanding amount payable as on date’. The DRT has also passed orders for lifting of corporate veil of Kingfisher Finvest. The company’s counsels had argued that Kingfisher Finvest—though 100% owned by UBHL—was an independent entity and not a front for its holding company or KFA. SBI had argued that UBHL had given over Rs.857 crore loans to Kingisher Finvest, which has not been paid back and hence was claiming this by attaching its shares. SBI counsels had said that the money given to Finvest was invested in group companies like USL and McDowells Holdings Ltd. “Money from USL share sale has been realised but not returned to UBHL—which in turn owes the banks,” S.S. Naganand, senior counsel appearing for the banks had argued on 14 June. He went on to say that Kingfisher Finvest has committed fraud or intention to fraud with money taken from UBHL.

The macro-economic inflation data showed a rise in June’s inflation levels, which dampened hopes of a rate cut by the Reserve Bank of India (RBI). The data further disclosed that the consumer price index (CPI) in June rose to 5.77 per cent from 5.76 per cent in May due to a rise in food prices. The other key macroeconomic data -- Index of Industrial Production (IIP) -- revealed a marginal increase of just 1.2 per cent year-on-year (YoY) in May 2016. Another discouraging data pointed to the wholesale inflation (WPI) surging to a 20-month high of 1.62 per cent in June from 0.79 per cent in May. Besides, investors’ confidence was eroded due to the quarterly results IT major Infosys released on Friday, which showed a decline in its annual revenue guidance for fiscal 2016-17 to 10-11.5 per cent from 11.8-13.8 per cent projected in April, resulting in the company’s scrip plunging.
Bengaluru, Jul 16 (Agencies): In another setback to Vijay Mallya, the Debt Recovery Tribunal (DRT) in Bengaluru has directed spirit maker Diageo Plc to deposit the remaining amount of the $75 million ‘sweetheart deal’ payable to beleaguered businessman with the tribunal. On Saturday, the DRT passed three orders on socalled Interlocutory Applications which include lifting of the corporate veil of Kingfisher Finvest Pvt Ltd—a wholly owned company under Mallya’s United Breweries Holdings Ltd (UBHL)—and the dismissing of beer maker Heineken NV’s application seeking ‘first right’ at buying United Breweries Ltd shares if and when it comes up for sale. The tribunal is hearing the Rs.9,000 debt recovery case against Mallya’s failed carrier, Kingfisher Airlines Ltd (KFA). In its order on Saturday, the tribunal said that if Diageo is liable to pay any amount as per its agreement dated 25 February with Mallya, the same should be deposited with the DRT. Diageo had decided to pay Mallya $75 million to get the latter to step down from his post as chairman of United Spirits Ltd (USL)—the flagship company of Mallya’s UB Group after allegations of fund diversions surfaced last year. Public sector lender State Bank of India (SBI)-led secured creditors consortium had moved DRT on 2 March to stop this payout along with other applications seeking his arrest, impounding of passport and disclosure of assets and liabilities. Mallya left the country for Britain on the same day where he continues to reside.

Mumbai, Jul 16 (IANS): Indian equity markets had a decent run during the week ended Friday, with key indices gaining over 2.5 per cent, even though some counters succumbed to profit booking and weak macro-economic data, notably on inflation and low factory output growth. The two key equity indices -- the sensitive index (Sensex) of the BSE and the Nifty of the National Stock Exchange (NSE) -- gained 2.6 per cent each, even though they ended in the red on the last day of the trading week. The 30-scrip Sensex closed the week’s trade with a substantial gain of 709.60 points or 2.62 per cent at 27,836.50 points. Similarly, the 51-scrip NSE Nifty surged to 8,541.40 points -- up 218.20 points or 2.62 per cent. “This was one of those weeks when the markets did very well but somehow it doesn’t feel like that. May be it is because of IT (information technology) results, especially Infosys, and because of which the week ended on a low note,” Pankaj Sharma, Head of Equities, Equirus Securities, told IANS.

Nice, Jul 16 (AFP): France today began a period of national mourning for the 84 people who died after a “terrorist” drove his truck through a crowd in Nice as they watched Bastille Day fireworks. President Francois Hollande said the country would observe three days of mourning as he warned the death toll could rise further, with more than 50 people fighting for their lives following the attack in the Cote d’Azur resort city on Thursday night. Prime Minister Manuel Valls said attacker Mohamed Lahouaiej-Bouhlel probably had links to radical Islam, but Interior Minister Bernard Cazeneuve cautioned it was too early to make the connection. Anti-terrorism prosecutor Francois Molins said the 31-year-old Tunisian was “completely unknown” to the intelligence services but that

London, Jul 16 (PTI): Britain’s new Prime Minister Theresa May today said the country must “redouble” its efforts against terrorism in the wake of the Bastille Day attack in the French city of Nice in which at least 84 people were killed. Downing Street said a “small number” of British citizens were injured when a Tunisian-born man ploughed a lorry through crowds in the beach town. “If, as we fear, this was a terrorist attack then we must redouble our efforts to defeat these brutal murderers who want to destroy our way of life,” May said. She said she would speak to French President Francois Hollande “and make clear that the United Kingdom stands shoulder to shoulder with France today as we have done so often in the past”. The two leaders discussed the future of the UK and its relationship with the European Union (EU) after Britain voted to exit the economic bloc even though Scotland had voted overwhelmingly in favour of remaining within the EU. May left Sturgeon’s official residence, Bute House, after about 45 minutes, following a meeting she described as “positive”. “I’m willing to listen to options and I’ve been very clear with the first minister today that I want the Scottish government to be fully engaged in our discussion,” she said after the meeting.

akistan’s social media celebrity Qandeel Baloch was killed allegedly by her brother in Multan in Punjab province, becoming the latest victim of “honour killings” that plague the country. The 26-year-old actorcum-model was killed in central district of Multan last night, police said today. Police said apparently she was killed by her brother named Wasim, who has fled after the incident. “She was suffocated to death by strangulation. It seems to be a case of honour killing but we are investigating it,” district police chief Azhar Akram said. Her real name was Fouzia Azeem but she chose Qandeel Baloch as her pseudonym after stepping into modelling. She had received threats from her family to quit modelling and her provocative
appearances on social media. Her brother had been threatening her over her Facebook posts and videos, said the police. Three weeks ago, she had written to the interior minister, the director general of the Federal Investigation Authority (FIA) and the senior superintendent of Islamabad asking them to provide security to her, Dawn reported.
She had said her life is in danger and that she is being threatened via calls on her mobile number and that she did not have security measures installed in her home, the paper said. Qandeel was media sensation and unbelievably bold and was also considered highly controversial. She shot to fame in Pakistan in 2014 after a video of her pouting for the camera. She became famous through her tireless self-promotion and suggestive “selfies” posted on social media and had amassed tens of thousands of followers. She had expressed her desire many times to marry ex-cricketer and opposition politician Imran Khan. Her controversial pictures recently led to the suspension of Mufti Qawi’s membership from the Ruet-e-Hilal committee.

The actor and screenwriter told press at a recent conference that the character of Jaylah was inspired by Lawrence’s breakthrough performance as Ree in drama Winter’s Bone, released in 2010. Khupi Natso as the chief guest. Speaking at the function, Er. Natso lauded the youths in particular for organizing an event thereby uniting and motivating all age groups. E r. Stating that preserving nature was essential for survival of both animals and humans, he called upon the youths to protect and preserve the environment, especially

According to a report in “The Hindu”, BCCI has asked the cricketers to behave as they were role models to many kids. “Some of the BCCI officials aren’t happy with players posting such images on social media. B e n g a lu ru, J u l 1 6 (PTI): Union Sports Minister Vijay Goel today said all 149 Indian athletes participating in the World School Games at Trabzon in Turkey are safe, amid an attempted military coup in that country in which at least 60 people have died. “I have contacted the Ministry of External Affairs and India’s Ambassador to Turkey and they have confirmed that the 149 athletes participating in the world games in Trabzon area of Turkey are safe,” he said here. Goel also said that he has ascer tained from the organisers and the School Games Federation of India (SGFI), that all children are safe and the games are on, adding the Sports Authority of India has set up a control room with the help of SGFI. The gover nment, especially the MEA, are taking all steps to ensure the safety of the participants, Goel said.

Bopanna saved a break chance in the fourth before Paes dropped serve in the sixth. But the home players immediately broke back and sealed the tie in the 10th game.
Brazil to boost Olympics security after Nice attack BRASILIA, Jul 16 (Agencies): Brazil’s interim president will hold an emergency meeting with cabinet ministers Friday to bolster security for next month’s Olympics, officials said after a suspected terrorist attack in the French city of Nice. “We think we will have to intensify the security monitoring system. We will have to increase the number of checkpoints and controls,” Defense Minister Raul Jungmann told TV station Globo. Interim president Michel Temer’s office said he would meet with his intelligence chief and defense and justice ministers at 4:00 pm (1900 GMT) in response to the Nice attack, which killed at least 84 people. The attack, perpetrated with a 19-tonne truck, showed that “any tool, any instrument, any vehicle can be the vector of a terrorist act,” said Jungmann. The head of the intelligence service, Sergio Etchegoyen, said fears over security at the Rio de Janeiro Games, which open on August 5, had “gone up a notch” after the attack in France. He said new security
measures would include extra checkpoints, barricades and traffic restrictions. “We’re trading a little comfort for a lot more security,” he told a press conference at the presidential offices.
