A N K A R A / I S TA N BU L , JUL 16 (AGENCIES): Forces loyal to Turkey’s president quashed a coup attempt in a night of explosions, air battles and gunfire that left some 250 people dead and over 1,400 wounded Saturday. President Recep Tayyip Erdogan vowed that those responsible “will pay a heavy price for their treason” as authorities arrested or dismissed thousands of troops and judges. The military was beaten back by “People’s Power” and 2,839 officers and soldiers were detained, Prime Minister Binali Yildirim said. The chaos Friday night and Saturday came amid a

PHQ clarifies on fuel adulteration investigation DIMAPUR, JUL 16 (NPN): Police Headquarters (PHQ) on Saturday said that this clarification has been issued following the statement of a certain NGO which was published in the local dailies, insisting Commissioner Police Dimapur to head the probe rather than the SIT, and in order to enlighten the public on the ongoing investigation by Nagaland Police with regard to the ‘fuel adulteration’ case. PRO Nagaland Police & SP (C), Myingthungo Tungoe, IPS made known that the case which was registered by Dimapur Police at the Diphupar and West Police Stations, was likely to have state wide ramifications. For this, PRO said that the case would be beyond the jurisdiction of Dimapur Police. To avoid possible jurisdictional limitations and to ensure a thorough broad based investigation throughout the state, the investigation was upgraded to the level of the Special Investigation Team (SIT) headed by IGP (Range), who has jurisdictions over the entire state of Nagaland, PRO said. On the allegation that the chief minister remained silent and the SIT was merely an ‘eye-wash’ to give a ‘cleanchit’ to the higher-ups, PRO stated that it was not only erroneous but baseless and prejudgmental. Staying in power by switching from being prime minister to president, Erdogan has shaken up the government, cracked down on dissidents, restricted the news media and renewed fighting with Kurdish rebels. The government has also come under pressure from hosting millions of refugees who have fled violence in neighboring Syria and Iraq, and from a series of bloody attacks blamed on Islamic State

extremists and Kurdish rebels. Erdogan was on a seaside vacation when tanks rolled into the streets of Ankara and Istanbul, blocking key bridges. From a cellphone, he delivered a televised address that called for huge crowds to come out and defend Turkey’s democracy — which they did in Ankara, the capital, and in Istanbul, facing off against troops who had blocked key Bosporus bridges that link the city’s Asian and European sides. Prime Minister Binali Yildirim described the night as “a black mark on Turkish democracy” and said the perpetrators “will receive every

punishment they deserve.” He also said July 15 will be remembered as “a festival for democracy,” the day when those who carried out a coup against the people were hit by a coup themselves. Late Saturday, Defense Minister Fikri Isik said state authorities were in full control of all areas in Turkey following the coup attempt but warned that authorities would remain vigilant. The uprising appears not to have been backed by the most senior ranks of the military, and Turkey’s main opposition parties quickly condemned the attempted overthrow. Gen. Umit Dundar said the plotters were mainly officers from the Air Force, the military police and the armored units. Turkey’s four main political parties released a joint declaration during an extraordinary parliamentary meeting later Saturday, denouncing the coup attempt and claiming that any moves against the people or parliament will be met with the “with the iron will of the Turkish Grand National Assembly resisting them.” Turkey’s NATO allies lined up to condemn the coup attempt. President Barack Obama and German Chancellor Angela Merkel urged all sides to support Turkey’s democratically elected government and Obama held a meeting with his national security advisers.

Focus on intel sharing for internal security: PM Modi NEW DELHI, JUL 16 (PTI): Prime Minister Narendra Modi on Saturday asked states to focus on intelligence sharing which will help the country stay “alert” and “updated” in countering internal security challenges. Addressing the Inter-State Council meeting, convened after a gap of 10 years, the Prime Minister told the Chief Ministers that “we should focus on how we can make our country prepared to counter challenges to our internal security”. Modi said internal security cannot be strengthened until and unless the states and the Centre focus on sharing intelligence. “We have to remain alert and updated always,” he said. Chief Ministers of all states, Lieutenant Governors of Union Territories and 17 Union Ministers are members of the Inter-State Council. For the first time, Modi was interacting with all Chief Ministers on a single platform ever since he assumed the charge two years ago. The Prime Minister said the meeting of the Council would deliberate on internal security challenges and how to counter them and how states the states and the Centre can cooperate. “With close cooperation, we will not only strengthen the Centre-State relations but make a better future for the citizens,” he said. DIMAPUR, JUL 16 (NPN): Starting from August 1, 2016, the autorickshaw commuters in Dimapur do not have to pay fares to those autorickshaw drivers who do put on uniform. In an official order, the deputy commissioner (DC) Dimapur, Kesonyu Yhome, stated that despite repeated reminders, many autorickshaw drivers continued to ply without putting on uniform. Therefore, DC has notified the general public that autorickshaw passenger fares were not to be paid if the autorickshaw drivers are not wearing uniform while driving. “All commuters/passengers are informed not to pay passenger fares to such defaulting auto-drivers,” DC said, adding that any complaint could be lodged to the concerned traffic personnel on duty or to contact nearest ACP traffic. The order would come into force with effect from August 1, 2016, it stated.

KOHIMA, JUL 16 (NPN): Pertaining to abandoned construction work on two lane roads under SARDP-NE project, the five apex student bodies -- Phom Students’ conference (PSC), Chakhesang Students Union (CSU), All Sumi Students Union (SSU), Konyak Students Union (KSU) and Ao Kaketshir Mungdang (AKM) – have submitted a memorandum to the governor at Raj Bhavan, Saturday evening and sought his intervention into the matter. The student bodies expressed dismay that despite Gauhati High Court Judgment & Order, dated October 13, 2015 directing the Central Government to release all pending bills and unpaid dues within one month to the contractor, the Centre has failed to release paying pending bill. Addressing a press conference, the student bodies cautioned that if the construction of the roads did not begin

Pema Khandu set to be Arunachal CM ITANAGAR, JUL 16 (AGENCIES): Congress legislator Pema Khandu, son of former Chief Minister Dorjee Khandu, is all set to become the next Chief Minister of Arunachal Pradesh after incumbent Nabam Tuki resigned. Tuki and Khandu met Governor Tathagata Roy on Saturday. Tuki tendered his resignation as the Chief Minister. Raj Bhavan spokesperson Atum Potom said the Governor had accepted his resignation. Earlier, Tuki resigned as Congress Legislature Party (CLP) leader, paving way for Khandu’s election. Tuki, reinstated as the Chief Minister following a Supreme Court verdict on Wednesday, proposed the name of Khandu as the next CLP leader. The proposal was supported by all the 44 legislators, including 15 Congress and 29 dissident Congress legislators who had joined the People’s Party of Arunachal (PPA) in February. The 44 legislators also include former chief minister Kalikho Pul, who unseated Tuki and became the Chief Minister in February. “It’s a big victory for the Congress in Arunachal Pradesh,” Tuki said

Asked about his swearing in ceremony, Khandu said he was waiting a response from the Governor. “I hope the swearing in ceremony will take place in a day or two,” he said. After the return of the 30 PPA legislators to the Congress on Saturday, the strength of the Congress has become 45, which includes the Speaker, Nabam Rebia. The Congress also said it has the support of two Independent legislators. The effective strength of the Arunachal assembly is 58 now. The BJP had played a major role in installing a government of rebel Congress legislators through controversial role played by the Governor. The rebel Congress leader Kalikho Pul became chief minister and his group gradually grew as more Congress MLAs joined his government. The BJP planned to merge the PPA with the party when in June, it formally wrote to the PPA for merging with it last month.

DC Dimapur bans dumping of waste in drainage DIMAPUR, JUL 16 (NPN): Deputy Commissioner (DC) Dimapur in an order has banned dumping of solid wastes/plastic bags/polythene bags etc. in the drainage/ nullahs in Dimapur for free flow of water. The order was issued following an inspection carried out by the district administration on Saturday morning. In this regard, DC has requested the citizens to follow the order while all the GBs/Ward Council chairmen have been directed to “enforce this order within their respective jurisdiction without fail. Despite several efforts taken up by the DMC, tribal organizations, NGOs including the Swachh Bharat Dimapur district members, people have failed to pay heed to the clarion call to keep the city ‘Clean and Green’ particularly shops along the main city and the highways. On Saturday, the Swachh Bharat Dimapur district members held its review meeting at DC’s conference hall. The meeting was attended by district brand ambassador, Geoffrey Yaden, DC Dimapur, K. Yhome including officials from the Urban Development, DMC, NGOs, educational institutions and others. Several action plans were discussed, to be adopted and implemented in the coming days.

NPF reacts to NPCC remark & fuel adulteration issue On NPCC’s assembly session statement

DIMAPUR, JUL 16 (NPN): Reacting to the statement made by NPCC, hitting out at the NPF-led DAN government for holding the budget session for only 15 minutes, NPF said the duration of the first day was only 15 minutes because the business of the day required only 15 minutes to be tabled. In a rejoinder, NPF press bureau further said that the next day, most of the senior legislators including the chief minister rushed to Guwahati to attend the launching ceremony of the NEDA by BJP president Amit Shah, where it was declared that the Congress party is a conglomeration of forces inimical to the progress and prosperity of the nation. NPF stated that the NPCC appeared to be jittery after the formation of the North East Democratic Alliance (NEDA), as the alliance vowed to rid the region of the Congress after the next general elections. During the meeting, NPF said that the “call for Congress-free India by 2020 was resoundingly loud, and it was understandable that the Congress remnants in few

pockets of the country, including Nagaland, should be perturbed!” Soon after the meeting, NPF said the participants from Nagaland, in order to attend the next day’s Assembly session, returned to the state capital around midnight. Instead of taking rest on the intervening day of the twoday Assembly session as alleged by NPCC, NPF said “the legislators and party functionaries were literally burning the midnight oil to ensure that the Congress party becomes a memory after the next elections in the State and region”. Taking a dig, NPF rather asked NPCC to worry if it would get people to take their party tickets in the next elections in the State, or if their ticket holders can retain their security deposits after the election results. If going by Therie’s reasoning that, people attend funerals with intentions of asking questions; or if legislators attend Assembly sessions with the sole intention of siphoning off funds to bribe voters, NPF wondered whether “those were his intentions when he used to attend the Assembly sessions years back?”

Clarification on adulteration issue

Reacting to ACAUT’s statement, rejecting the SIT to probe into the fuel adulteration racket, NPF Central while expressing surprise and dismay said since racket has affected the whole state, the government’s decision to set up the SIT headed by an IG level officer to upgrade the level and broaden the scope of investigations, appear to be the right move. NPF press bureau in a press note said “…the rejection followed with the rider that Commissioner of Police, Dimapur should head the SIT, clearly indicates that ACAUT is concerned for Dimapur district alone”. While stating that Dimapur Police along with all the SPs of the districts would continue to extend full support to the team to get to the bottom of the whole matter, NPF noted that the propriety and procedural lapses would surely occur if an SP of a district or Commissioner of Police, Dimapur, were to take over investigations in another district/other districts of the State. “If ACAUT sincerely wants the Government to get to the bottom of the matter to uproot evil practices which affect all sections of the society, it should not hamper the Government to go ahead with the investigations as per laid down rules and regulations”, it added. It further asked ACAUT “not to jump the gun by casting aspersions on the integrity” of the SIT before it could bring out its report. “Being an NGO, it should act like an NGO rather than appear to be acting at the behest of certain parties vested with political interests,” NPF stated.
