States asked to act tough against cow vigilantism NEW DELHI, JUL 16 (IANS): Prime Minister Narendra Modi on Sunday said the “issue of communal violence in the name of cow protection” needed to be tackled sternly and asked state governments to act “very tough” against those taking law in their own hands. At an all-party meeting ahead of Parliament’s monsoon session that begins on Monday, Modi told MPs that law and order was a state subject and as such the state governments needed to act strictly against those committing violence in the name of cow protection. In his address to floor leaders of parties in the Rajya Sabha and Lok Sabha, Modi sought opposition support in fighting the issue of violence done in the name of cow protection. The issue has raised concerns as the targets of such violence have been minority members and Dalits. The Prime Minister “urged all parties to extend their support to the government in fighting corruption and the issue of communal violence in the name of

ZTYO slams govt over poor execution of projects in Zbto DIMAPUR, JUL 16 (NPN): Zunheboto Town Youth Organization (ZTYO) during its meeting on July 15 took serious note of the poor execution of development activities under Zunheboto district and diversion of funds by the state government. In a press statement, ZTYO president, Awoto Yeptho said that developmental activities under Zunheboto town was poorly executed without following any specifications/blueprints. ZTYO alleged that utilization certificate/completion certificate was blatantly issued without proper verification by HoDs under Zunheboto town. ZTYO also asserted that many development activities meant for Zunheboto town was randomly diverted to different areas leaving Zunheboto town in a pathetic condition. In view of the above, ZTYO has decided to check the malpractices taking place in different government offices on developmental activities/schemes/ funds/ongoing projects in Zunheboto. It also warned that in the event of any discrepancies, ZTYO would be compelled to initiate own course of action against the erring employees.

colour and taking political advantages which does not benefit the country. “A race has begun to score political mileages after painting cow protection with communal colours. This will do no good to the country. Everyone should come together and put an end to it (cow vigilantism),” the Prime Minister told all parties. “There is a law on cow protection in the country. But committing crimes in the name of cow protection out of personal animosities cannot be tolerated,” Modi said. The opposition has vowed to raise the issue in Parliament, seeking answers from the government on what it was doing to end the violence that has claimed many lives-- mostly Muslims and Dalits. Modi also asked the opposition to support the government in conducting business in both the Houses “without disruption”. Modi asserted that all political parties stood united to ensure “nation’s safety and security after such concerns were raised by many leaders on recent developments”, the statement said.

2 more Cong MLAs join BJP in Manipur Correspondent

IMPHAL, JUL 16: In yet another major blow to the Congress party in Manipur, two more Congress MLAs joined the saffron fold, taking the strength of the BJP in the house of 60 to 30, one short of crossing the half way mark. Congress MLAs Ksh Biren (Lamlai A/C) who held the PWD portfolio during the previous Congress government led by chief minister O Ibobi and P Brojen of Wangjing-Tentha A/C have been officially admitted in BJP. Meanwhile, four councillors of Lilong (Thoubal) Municipal Council and two functionaries of Manipur Pradesh Congress Committee also joined the BJP. The two Congress functionaries were MPCC media cell chairman, Laishram Memo and secretary Potsangbam Sashikumar. While welcoming the councillors-- Syed Ahmad, Abdul Barique, Imran Ahmad and Azmal Nisa, Manipur chief minister, N. Biren Singh said their joining the BJP was a testimony of the party being a secular political organization and entirely focused on development of the nation.

Prez poll today: Ram Nath Kovind vs Meira Kumar NEW DELHI, JUL 16 (AGENCIES): The election to appoint the next President of India will take place on Monday at Parliament House in New Delhi, and in all State Legislative Assembly Secretariats. The race to Raisina Hills will pit Opposition nominee and former Lok Sabha Speaker Meira Kumar against the Centre’s pick and former Bihar Governor Ram Nath Kovind. While the polling is largely being viewed as a contest between two Dalit leaders, Kumar, at a conference earlier this month, had said that it is a “battle of ideologies”. Last week, Kovind said the Presidential post is above party politics. “A president never belongs to any party. All people irrespective of caste, creed and religion, state are equal. Vote bank is not important for me but development matters.” The President of India will be elected by the Electoral college comprising of all elected members of Lok Sabha, Rajya Sabha, Legislative Assemblies of States. To become the president, either of the candidate needs to secure at least one vote more than 50 per cent of the total votes polled.

KOHIMA, JUL 16 (NPN): Unknown miscreants torched two vehicles, Sunday evening at around 7.40 p.m. at different locations near Hotel Vivor, Kohima. One of the vehicles, a Maruti van,was found parked at the Directorate of Fishery junction (around 400-500 meters away from Hotel Vivor) bearing registration number NL01H 2315. The van was completely burned.

Another Maruti car parked near Kohima Bible College junction (around 500-600 meters before reaching Hotel Vivor) and bearing registration number NL01H 3225 was also partially burned. Police who were at the site, informed that the Maruti Van was set on fire first . While police were arranging for fire tender, the other Maruti car was also set on fire near Kohima Bible College junction. Passersby and residents who saw the car in flames

DIMAPUR, JUL 16 (NPN): Government’s spokesperson and School Education & SCERT minister, Yitachu on Sunday categorically made it clear that dissident MLAs led by T.R. Zeliang “cannot move a noconfidence motion” against its leader and chief minister, Dr. Shürhozelie Liezietsu. “T.R. Zeliang cannot move a no-confidence motion is simply because he belongs to the party which, the chief minister, Dr. Shürhozelie heads, that is, the NPF Party. Therefore, Constitutionally and legally Dr. Shürhozelie still enjoys absolute majority in the House, because, NPF alone commands 47 members in the House of 60,” said Yitachu in a statement. Rather, he maintained that the confidence motion may put the NPF MLAs in a situation where they could face disqualification if they voted against the Party Whip. Further, Yitachu said that the MLAs were being misguided to say that the Speaker’s office will not disqualify them. “However, the Court is at our door-step and their disqualification will become imminent if the

matter is taken to Court because the Constitution and the law of the land is supreme,” Yitachu stated. Reaffirming that the NPF party was open to a total reconciliation process, Yitachu at the same time chose to put “certain facts on record for the people to know since the issue has surfaced in the public domain through certain press releases.” In the present scenario, he said Dr. Shürhozelie was the Leader of the House by virtue of being the chief minister and made it clear that there was “no vacancy for the chief minister’s post.” Since the current dispensation was an opposition-less government, he said “even if there is an Opposition party in the Assembly, if the number of MLAs is less than 1/6 of the total number of MLAs, one cannot be termed as a Leader of Opposition.” Yitachu lamented that the issue which could have been resolved in the party, being purely an NPF internal party problem, was now dragged to the Governor’s office and Speaker’s office. DAN chairman apologizes for current crisis DIMAPUR, JUL 16 (NPN): Democratic Alliance of Nagaland (DAN) co-ordination committee chairman, Kuzholuzo Azo Nienu on behalf of the DAN legislators has apologized to all sections of the people for the ongoing political disturbances and appealed to the general public to maintain peace, calm and pray for the same. In a statement, Azo also assured that they will all do the best in their capacity to bring back things to normalcy at the earliest. “Let us remember that deep down in the heart of every Naga is the dream and desire for a better tomorrow,” he added. He said in the hope of reconciliation and to further strengthen the DAN alliance, the chief minister along with the legislators and its party functionaries on July 13, 2017 agreed to induct one more minister

and two parliamentary secretaries from among the four BJP MLAs. This, Azo said was a clear indication of strengthening the Alliance. He said the other step towards reconciliation was by way of revoking all the ten suspended members including Lok Sabha MP, Neiphiu Rio. Since both groups were trying to embrace reconciliation in its true spirit, Azo appealed to both the camps/any coalition party such as NCP, JDU, BJP and NPF not to issue any provocative statement which could affect the progress of the reconciliation process. Azo also urged upon all leaders to wake and rise up to the situation and find a common ground in the greater interest of the NPF party and DAN coalition partners in general. “The aim of any ar-

guments or discussions should not be biased or aimed at one sided victory alone but should be aimed at progress, improvement, corrective and constructive amicable solutions,” he stated. While admitting that no one could evade the many conflicts and challenges that are from difference of opinions and clash of interest in any political crisis, Azo however said “it does not mean we cannot have a meeting point.” He said “our primary focus should be to consolidate the party, keep the alliance intact, deliver goods and justice to the public and live up to the expectations of our electorates,” and called upon the leaders to live up to their mandate and principles as Christians as well. Citing the Bible, Azo said there was a time for everything under heaven,

a time to quarrel, a time to make peace. With barely few months left for the current tenure to end, Azo said this was the most propitious time for all Naga leaders to unite, keep aside any grudges, bury our hatchets and commit to finding a permanent solution to the present dilemma and predicament through collective political wisdom and foresight. He further said that the sudden political development which erupted on July 7 “has most regrettably shaken the entire Nagas and took us all by surprise.” However, as a matter of fact, Azo said that there is only one CM post and a tussle for the same has unwittingly dragged the rest of the legislators and the innocent public into social and political unrest. “Nevertheless, to err is human and as leaders, we are also bound to make mistakes,” he said.

Stating that people yearned for peace, development and progress, Yitachu called upon the leaders not go against the wishes of the people and try to resort to unconstitutional means, but settle differences in party forum through reconciliation. “We should carry forward the constitutional obligations mandated by the people to the DAN coalition,” he said.

NDA set to pick Vice President nominee today NEW DELHI, JUL 16 (AGENCIES): Bharatiya Janata Party (BJP) parliamentary board is slated to meet on Monday to pick the vice-presidential candidate of the National Democratic Alliance (NDA). On Sunday, Opposition presidential candidate Meira Kumar and vice-presidential candidate Gopalkrishna Gandhi met members of political parties supporting their respective candidatures. Congress president Sonia Gandhi said the Constitution and the law of the land were “sadly under siege today”. “In these contests, the numbers may be against us. But the battle must be fought and fought hard. We cannot and must not let India be hostage to those who wish to impose upon it a narrow-minded, divisive and communal vision,” she said.

The voting for the presidential election is on Monday, while that for vicepresidential election is on August 5. The counting of votes for the presidential election is on July 20, and the new president will take the oath of office on July 25. The BJP-led NDA was to announce its candidate on Sunday, but this has been postponed to Monday. Sources claim Manipur Governor Najma Heptulla and Information and Broadcasting Minister M Venkaiah Naidu are two of the aspirants. However, some consider Maharashtra Governor C Vidyasagar Rao as the frontrunner. But just as the name of NDA’s candidate Ram Nath Kovind was a surprise to many, including people in the NDA, so could be that of its vice-presidential candidate.

MPs and MLAs cannot use their pens and will have to mark their preferences in the Presidential poll on Monday with a speciallydesigned writing instrument. Voting by using any other pen will be held invalid, the Election Commission (EC) said on Sunday. The violet ink pen, procured from Mysore Paints that supplies indelible ink to mark voters’ fingers, carries a unique serial number and will be handed over to the voter before they enter the voting chambers in Parliament and state assemblies. The specially designed pens are being supplied “so as to ensure that only instrument supplied by the EC is used for marking the ballot”, a statement from the poll panel said. “Before entering (a) voting chamber, one polling staff will collect personal pens, if any one is possessing, and will give (the) special pen to MPs and MLAs for marking [a] ballot,” the statement said. The special pen will have to be returned to the polling staff. “Voting by using any other pen may lead to [an] invalidation of the vote at the time of counting,” the statement said

ANTA calls for 12-hr taxi strike DIMAPUR, JUL 16 (NPN): In protest against the alleged “brutal” killing of one its members, the All Nagaland Taxi Association (ANTA) has called for a 12-hour lightning strike of taxis on July 17 from 6 a.m. to 6 p.m. in Dimapur and Kohima. No taxi would ply in Dimapur and Kohima during the bandh period, ANTA informed. Announcing the bandh, the ANTA Dimapur unit president, Tohozhe Awomi said the body of the taxi driver (NL-01-T8479) identified as Vijay, who went missing along with the vehicle on July 13, was recovered by police at Khovanullah, Dimapur on Sunday. ANTA alleged that the some “unidentified miscreants” had hired the taxi from Dimapur to Kohima on July 13. However, with no news on the driver and the vehicle, the matter was reported to police, who swung into action and recovered the taxi in Kohima while the body was recovered from Khovanullah, ANTA said.

NLA informs legislators about Presidential polls DIMAPUR, JUL 16 (NPN): Nagaland Legislative Assembly commissioner & secretary and ARO, N. Benjamin Newmai has reminded all legislators that the Presidential election on July 17 will be held from 10 a.m. to 5.30 p.m. at NLA secretariat annexe conference room. All members have been requested not to bring in mobile phones/cameras inside the polling station. Further, Newmai said that the de-sealing of the strong room to take out the ballot box and polling material is fixed at 9 a.m. Authorized representative of the contesting candidates, if he/ she so wishes may be present at the time of de-sealing of the strong room, it added.
