Report indicts BJP leaders, Delhi govt NEW DELHI, JUL 16 (PTI/AGENCIES): A factfinding committee set up by the Delhi Minorities Commission to look into the 2020 Northeast Delhi riots has accused Delhi Police of being complicit in and abetting the violence. Police’s failure to register FIRs naming the accused, the panel has said in a report, “raises serious doubts regarding the credibility of the entire investigation process”.

Bodies of NSCN (I-M) cadres handed over

DIMAPUR, JUL 16 (NPN): The dead bodies of four out of six NSCN (I-M) cadres killed in a joint operation carried out by Indian Army, Assam Rifles and Arunachal Police on July 11 near Nginu in Longding district of Arunachal Pradesh were brought to Dimapur on Thursday. According to sources, the bodies were brought in ambulances from Arunachal Pradesh. After getting clearance from the authorities, two bodies were buried in Dimapur while the other two were taken by road to Ukhrul, Manipur. State police forces escorted the body till the Nagaland-Manipur border. Sources also said that the other two bodies-- one of them a native of Arunachal Pradesh, was buried there while the other body was taken to his home town, NC Hills. (Staff Reporter)

KGKK bans tax collection

DIMAPUR, JUL 16 (NPN): Kuhuboto Ghakhu Kukami Kuqhakulu (KGKK) under Kuhuboto sub-division, Dimapur district has resolved that no GBs (kukami) would impose or collect tax in the name of any Naga political groups in Kuhuboto area.

According to PTI, the report also pointed fingers at BJP leaders for allegedly “inciting” people through speeches during the Assembly elections. Rubbishing the report, Delhi BJP spokesperson Harish Khurana accused the panel of levelling baseless allegations against the saffron party. “This is a political report. Does it mention councillor Tahir Hussain who is in jail in connection with the riots?” Khurana said. The 130-page report, already submitted to Lt Governor Anil Baijal and chief minister Arvind Kejriwal, in its findings alleged “inaction”

on the part of Delhi Police. Delhi Police Additional PRO Anil Mittal said, “We have not received any report from the Delhi Minorities Commission so far”. In the report, the committee also indicted Delhi government for allegedly failing to rehabilitate victims properly even four months after the violence. The report was submitted to the Delhi government last week. The report was released at the DMC office here by chairman of the Commission, Zafarul Islam Khan, and MR Shamshad who headed the 10-member fact finding committee. The key find-

ings of the report noted “repeated incitement” to violence. “Throughout the Delhi Assembly elections campaign from December 2019 to February 2020, there were a number of speeches by Delhi BJP leaders inciting people to violence against anti-CAA protesters,” a DMC statement said. “Violence broke out in different pockets in North East Delhi almost immediately after instigating speech of Kapil Mishra on February 23 at Maujpur, in which he openly called for forcefully removing the (anti-CAA) protesters at Jafarabad,” it said. Mishra, a BJP leader from North East Delhi’s Karawal Nagar could not be contacted for his comment. The report stated that testimonies of affected people revealed that the violence was not spontaneous like a “riot”, it was “planned, organised and targeted”. “In several areas of North East Delhi, properties owned by Muslims were looted, burnt and completely destroyed. Armed mobs chanting slogans selectively attacked Muslim individuals, houses, shops, vehicles, mosques and other properties,” it said.

DIMAPUR, JUL 16 (NPN): The formal meeting between Government of India Representative and Interlocutor to Naga Peace Talks, R.N. Ravi and NSCN (I-M) leaders, which was scheduled to be held on July 17, has been postponed to next week. Highly placed NSCN (I-M) sources informed Nagaland Post that meeting was scheduled to be held at the Commissioner’s Guest House, Dimapur. However, due to health issues of NSCN (I-M) ato kilonser and chief negotiator, Th. Muivah the meeting was been postponed to next week. It may be mentioned that Ravi and Working Committee, NNPGs led by N. Kitovi Zhimomi met on July 14 at Dimapur and “agreed to finalise the draft agreement” for early settlement to Naga issue. Sources had informed that Ravi and the 10-member WC, NNPGs chalked out the “action plan” for the impending final agreement, adding ‘final agreement’ would be (Cont’d on p-7) signed “anytime soon”.

NEW DELHI, JUL 16 (PTI): India’s COVID-19 count on Thursday crossed two grim milestones of 10 lakh cases and 25,000 deaths, according to official data from states, even as the Centre said active cases now constituted one-third of the total infections. The total coronavirus caseload stood at 10,00,202 while there were 25,553 deaths from the disease, according to a PTI tally at 9.30 pm based on reports from states and union territories. India is ranked third in the global COVID-19 tally after the US and Brazil. According to the Union Health Ministry, India has 3,31,146 active COVID19 cases, which is around a third of the country’s infection tally. It credited targeted measures for the steady decline in the active caseload. The ministry data updated at 8 am on Thursday showed the country’s COVID-19 tally rose to 9,68,876 with a record single-day spike of 32,695 cases while the death toll climbed to 24,915 with 606 new fatalities.

It was for the fifth consecutive day that COVID19 cases have increased by more than 28,000. The huge surge in cases has led several states to reimpose lockdown for varying periods. India’s first COVID-19 case was detected on January 30 in Kerala. “Of the total COVID19 cases, 63.25 per cent have recovered so far. Simultaneously, there has been a steady dip in the number of active cases, from around

45 per cent in mid-June to around 34.18 per cent as of now,” the health ministry said. A total of 20,783 people have recuperated in the past 24 hours, the highest number of recoveries in a day, taking the total number of recovered cases to 6,12,814. “Focus on early identification and clinical management is aiding recoveries in COVID-19 patients. Now, the recoveries exceed active cases by 2,81,669,” the ministry said.

10L Covid testing per day soon: Vardhan IANS Adds: Union Health Minister Harsh Vardhan said, here on Thursday, the Covid-19 testing capacity would be enhanced to 10 lakh a day in 12 weeks. He said this while inaugurating the new Rajkumari Amrit Kaur (RAK) OPD block of the All India Institute of Medical Sciences (AIIMS), here. “The capacity will be enhanced to 10 lakh tests a day in the coming 12 weeks,” the Minister said. “Gradually, we are moving in the direction to win the battle against the pandemic” which had infected 9,68,876 people across the country, he said. He said less than 2 per cent of the Covid-19 patients were admitted in intensive care units (ICUs) and the lab network had been strengthened from 1 in January to 1,234 now. As on date, more than 3.26 samples were being tested per day, he added. The measures taken as part of the graded, pre-emptive and proactive approach under the ‘Whole of Government’ strategy were showing results, he said.

DIMAPUR, JUL 16 (NPN): With 14 fresh COVID-19 positive cases and 43 recovery reported on July 16, the state’s total tally stood at 916 cases-- 525 active and 391 recovered. In a tweet, state health minister S. Pangnyu Phom said that out of 286 samples tested, 12 positive cases were reported from Dimapur and 2 from Kohima. symptoms. Pangnyu further informed 43 COVID-19 patient from Peren district had recovered on Thursday. He, however, said that the recovered patients will be kept under strict surveillance. Meanwhile, out of the 12 positive cases detected in Dimapur, 10 belonged to the paramilitary forces. Sources said that at least a hundred from the paramilitary forces had tested positive so far for COVID-19.

Say internal party issue will be resolved soon DIMAPUR, JUL 16 (NPN): State BJP legislators-- deputy chief minister Y Patton, health & family welfare minister Pangyu Phom and PHE minister Jacob Zhimomi, who arrived here from Delhi Thursday said that they were in favour of the BJP’s tradition of ‘one-man, one-post’, a DIPR report stated. Interacting with DIPR, on arrival at Dimapur airport, the legislators said that 10 district presidents, including some senior party workers and senior members from Mahila Morcha, submitted a letter to BJP’s national general secretary Ram Madhav during his visit to Nagaland on June 25 seeking replacement of State unit president Temjen Imna Along.

The BJP legislators also maintained that majority of the party MLAs felt that the state president should not be a legislator but a senior worker who could devote full time to party affairs. Drones deployed to deliver medical kits in Kohima Correspondent

KOHIMA, JUL 16 (NPN): In a first, the Geographical Information System (GIS) Nagaland has begun drone (Cont’d on p-8) delivery of medical kits including PPE suits, face masks and disinfectant liquids to Hospital and Quarantine Centre in Kohima with zero human contact. The project has been initiated by Nagaland State Disaster Management Authority (NSDMA) in collaboration with Nagaland GIS and Remote Sensing under Planning and Coordination Department. GIS Nagaland engineer, Kethorietuo Kesiezie, told Nagaland Post that after much research and trials, the first package of PPE suit “We’re not at all involved along with facemask was in their infighting. On Thursday, he said PPE suits were delivered to Meriema Quarantine Centre. The engineer said delivery to other Quarantine centres in Kohima district would follow. The engineer said drones had the capacity to carry payload of about 15kg with zero human contact.

“We don’t have to go to the centres but sit in the comfort of the office and send the drone to deliver the package,” he said, adding that around 30-40 trips could be made in a day depending on the distance and time. The engineer further informed that the drones delivered PPE suits and

disinfectant liquids weighing about 10 kg per trip to the Quarantine centres and COVID hospitals in Kohima district. Informing that the currently the project had been started in Kohima district only, the engineer, however, expressed hope that it could be made available to all the districts of the state if the government was favourable. Citing an example of Zipline, a US-based company operating in Rwanda (Africa) that delivers lifesaving drugs to remote villages using drones, he said the initiative has resulted in saving countless of lives. He maintained that same technology could also be applied in Nagaland. He said that it could take drones around 50 minutes to deliver lifesaving drugs from Kohima to Mon.

MLAs undergo quarantine The three legislators, who arrived by chopper from Guwahati, were under institutional quarantine. The legislators were taken by an ambulance to the designated institutional quarantine centre. On arrival, the legislators underwent thermal screening and filled up the necessary details. Though they had tested negative through TrueNat in Delhi, the legislators will undergo another test within a few days time, DIPR stated.

DIMAPUR, JUL 16 (NPN): Planning & Coordination, Land Revenue and Parliamentary Affairs minister Neiba Kronu, who had accompanied chief minister Neiphiu Rio and Agriculture minister G Kaito Aye to Delhi, has clarified that they did not meet deputy chief minister Y Patton and four other BJP legislators who were also in Delhi. Kronu said they had left on a chartered flight on Sunday and stayed at the chief minister’s residence in Delhi and returned on Thursday after meeting Union Home Minister Amit Shah, Union Defence Minister Rajnath Singh and BJP’s national president JP Nadda. Allaying people’s doubt that the three of them, including Rio, were together with Patton and four other BJP MLAs, Kronu said they did not meet each other as the purposes of their visits

Taking to twitter, chief minister Neiphiu Rio said: “As a precautionary measure, I’m on self-quarantine on my return to Nagaland from Delhi. Taking precautions to ensure safety of others & myself. Will continue discharging duties...”

DIMAPUR, JUL 16 (NPN): A pharmacist from Chümoukedima area tested positive for COVID-19 on July 15 and has been shifted to the designated COVID-19 Care Centre. According to official sources, the pharmacist’s first sample was collected on July 13 that came out positive on July 15, while a second test would be conducted on him after 14 days. The family members have been kept in isolation and their samples collected for RT-PCR tests, and results were awaited. Following this, sources further said that the Health department, as per protocol, has also activated contact tracing.

(NPN): Tenyimi Peoples’ Organisation (TPO) has described as “alarming development” the government of Nagaland, through an Office Memorandum (OM), directing all administrative heads and heads of departments to obtain information from all employees in a ‘selfdeclaration’ form, whether any of the employees have their family members and relatives in the underground organizations. In a press release, TPO president Timikha Koza and general secretary Vipopal Kintso expressed surprise as to why such directive was being issued after more two decades of cease-fire and political dialogue. “It is learnt from reliable source that this is also ensued owing to the insistence of the office of the Governor,”

such move was against the principle of the acceptance of the Naga struggle as a political issue. Further, TPO said that the push by the governor for the state police to take action against Naga national groups rather than routing through the Cease-Fire Monitoring Mechanism and the directive for selfdeclaration of all government employees “seems like a highly calculated ruse to insidiously divide the Nagas and create further internal conflict.
