I T A NA G A R , J U L 1 7 (AGENCIES): Pema Khandu was on Sunday sworn in as the new Chief Minister of Arunachal Pradesh heading a Congress government, a day after the party pulled off a dramatic success winning back all its rebels by choosing a new leader, marking the culmination of fast-paced political developments. Son of late Chief Minister Dorjee Khandu, 37year-old Pema, who became the youngest chief minister in the country and the ninth CM of state, and Mein were administered the oath of office and secrecy by Governor Tathagata Roy at the Rajbhavan here. Dorjee Khandu had died in an air crash in 2011. Addressing a press conference shortly after he was sworn in, Pema said an expansion of his ministry would take place only after the Governor returned to the state. Roy, who is Governor of Tripura, is holding additional charge as Arunachal Pradesh Governor. Pema said he would inculcate a ‘Team Arunachal’ spirit among elected leaders irrespective of party affiliations for overall development of his state.
Participate in ‘Skill India’: Gov appeals DIMAPUR, JUL 17 (NPN): Nagaland governor, P.B. Acharya Sunday asked the people of Nagaland to participate in the “Skill India” campaign initiated by Prime Minister, Narendra Modi and avail the benefits. Acharya made this appeal on the occasion of “World Youth Skills Day”, which was observed on July 15. He reminded the youth that the Central government has allocated Rs 12,000 crore outlay for Pradhan Mantri Kaushal Vikas Yojana to impart skills to one crore people over the next four years (2016-2020). The scheme will cover imparting fresh training to 60 lakh youth and certify 40 lakh people who have acquired skills non-formally under the Recognition of Prior Learning. Under ‘Skill India’, vocational training would also be provided to youth so that they could stand on their own legs, Acharya said. According to governor, 2015-16 was quite remarkable for India as over 1.04 crore youth trained under various initiatives of ‘Skill India’, and 36.8% growth achieved as compared to last year. Since the Central government has regarded skill development as a national priority, separate Ministry for Skills, Vocational Training and Livelihoods as an important means of nation-building to the forefront has been created, Acharya said. He said apart from government, many private institutions were training the youth on various skills while many centres and colleges set up to generate employment and trained youths for jobs.

UGC asks varsities to offer IPR as elective subject NE W D E L HI, J U L 17 (AGENCIES): Emphasizing on importance of Intellectual Property Rights (IPR), the University Grants Commission (UGC) has asked varsities to offer it as a generic elective subject under the Choice Based Credit System. In a letter to universities, UGC secretary Jaspal S Sandhu said that creations of mind such as inventions, designs for industrial articles, literary, artistic work, symbols, names and images etc are protected by lntellectual Property rights. The importance of IPR was first recognized in Paris Convention for the Protection of Industrial Property (1883) and the Berne Convention for Protection of Literary and Artistic Work (1886), the UGC official’s letter said. IPRs should be protected to encourage the creator and also striking a balance between the innovators and public interest by creating an awareness where creativity can flourish, the letter added. “Keeping in view the importance of IPR which recognizes the work of the creator, you are requested to devise, through academic council, inclusion of the IPR as a generic elective subject under the Choice Based Credit System (CBCS) in your esteemed university and the affiliated colleges,” the UGC secretary said in his letter.

ITANAGAR, JUL 17: After the Supreme Court on July 13, reinstated Nabam Tuki as chief minister, the apex court however, did not mention or specify when he should face the trial of strength in the house. AG while welcoming “honest criticism of the judiciary in the state”, however said that “fair and temperate criticism of the judiciary and its institution must be healthy, constructive and in a dignified and respectful language, but should not be hostile, undermining or tending to undermine the public confidence in the administration of justice”. “Justice is not a cloistered virtue and is entitled to respectful scrutiny,” it added. While acknowledging that a citizen was entitled to speak out or express the infirmities from which any institution including the judiciary suffers, the advocate however said such rights of a citizen
must be left unimpaired. The advocate at the same time said “no citizen has an absolute and unfettered right to freedom of speech and expression to scandalize and degrade the judiciary bringing it to disrespect and impeding public confidence in the administration of justice and creating disbelief in the efficacy of judicial administration by the courts”. The scurrilous attack on the entire judiciary of the state, which has within its ambit the High Court, was uncalled for in the context of the ACAUT rejecting the constitution of SIT, the addl. advocate general said. The accusation made by ACAUT that the “judiciary in the state is under the spell of politician and corruptive influences and the constitution of a judicial inquiry would be “a spit on public face” since the public has lost faith in the state judiciary”, was nothing short of degrading (Cont’d on p-7)

KOHIMA, JUL 17 (NPN): Nagaland chief minister T.R. Zeliang who also holds the Finance portfolio had four months ago, announced an austerity drive during the 11th session of the 12th Nagaland Legislative Assembly where the entire elected members had voluntary decided to forego allowances for refreshment, newspapers, magazines and other allowances. However, the austerity measure became futile as there was a volte face when the government increased allowances and salaries, allowances and other facilities of chief minister, speaker, ministers, deputy speaker, parliamentary secretaries and MLAs which was passed in the 12th session of the 12th NLA. The house on July 14, passed the bill, titled the “Nagaland salaries, allowances and other facilities of the chief minister, other ministers, speaker, leaders of opposition, deputy speaker, other members of the Nagaland legislative assembly / parliamentary secretaries and pension for ex-members Act 2005 (fifth amendment) Bill ,2016”.
DIMAPUR, JUL 17 (NPN): Appreciating state government for its decision for an SIT probe into fuel adulteration racket in the state, Naga Hoho (NH) has appealed SIT to deliver “acceptable testimony” to the people without delay. “Since the fuel adulteration racket at Dimapur is just an iceberg and therefore it has become imperative to check thoroughly in the entire districts of Nagaland”, said NH president P. Chuba Ozukum and secretary information and publicity, C. Daipao in a press statement. NH expressed surprise as to why district administration always waited for public to find out the adulteration, when the state machineries were supposed to check the adulteration rackets from time to time. According to NH, fuel adulteration racket has become a regular phenomenon in the state, and was a grave concern for every citizen, organization and association. The hoho said there has been a mushrooming growth of oil business in various parts of the state, especially along national highways, run by a section of “rich” and “influential” people. In such a situation, every car owner was puzzled on availability of unadulterated fuel in fuel pumps, NH observed. However, the Hoho has lauded the initiative of individuals/organizations on the discovery of fuel rackets that led to the arrest of few kingpins involved. NH also expressed concern over food adulterations in shops and market. “Over the years, many people must have died in the state owing to various food related ailments though many cases have been kept in the dark”, NH said. In this regard, the hoho appealed to the state government/concerned authority to perform their duties not only for the sake of salaries and facilities but to monitor timely as per the established Acts of all Food Business Operators and whosoever associated with any food business for the benefit of the common people.
ACAUT responds to NPF, PHQ statement DIMAPUR, JUL 17 (NPN): ACAUT has issued a rejoinder reacting to the press statements made by the Police Headquarters (PHQ) and the NPF press bureau pertaining to fuel adulteration issue. Maintaining that the PHQ had “broken every protocol and propriety by donning the role of government spokesperson”, ACUAT media cell noted that the government should have defended itself and not the police or NPF Central. It further said that the government’s spokesperson should be defending the CM or conveying the cabinet’s decision instead of a PRO of Nagaland Police. Asserting that the PHQ cannot term ACAUT’s apprehension as baseless, it rather posed a challenge to the PHQ to make public all cases where SITs instituted by PHQ have settled cases and individuals imprisoned. If not, ACAUT said that the press release by PRO, Nagaland Police stands ridiculed. ACAUT said it could give the benefit of doubt provided the PHQ guarantees that the SIT would be free from
bias and political interference However, as thing stands, ACAUT alleged that the PHQ had already revealed its biasness by defending the government even before the SIT began its probe. In this regard, ACAUT said it “cannot believe that the SIT would be free from undue influence”. Reacting to NPF Central, ACAUT said the chronic habit of political parties and NPGs accusing it as acting on behalf of some agency was deliberately made up propaganda to mislead the people. It further said that the public were not fools to believe busy-bodies which have lost all credibility. It also reminded NPF that “ACAUT was not an NGO nor would like to behave like one since acting like one would mean that it has been “bought” by the government”. “The apprehension of repercussion by NPF Central for its Govt. failure is well understood but twisting the fact which in black and white is desperate attempt to pre-empt Govt. failure upon ACAUT in the event that public choose to
come to the street”, ACUAT said. With regard to the statement that “the silence of the Chief Minister and the Government for such long periods on such grave issues would have in any other states led to massive street protests and unwarranted situations, even death”, ACAUT accused NPF of reconstructing the statement with an “evil design as suggesting that riots, violence and deaths could take place in itself, would indicate that criminal intentions are being harbored”. ACAUT instead accused NPF central of trying to incite public to be on the street. It alleged “NPF Central issuing a statement instead of the state government reveals that the state government was unable to defend itself on the fuel adulteration issue, as the department F&CS responsible of siphoning kerosene is under the chief minister”. ACAUT opined that if they (state government and NPF) were serious on the issue, then it must demonstrated by calling in the Central Bureau of Investigation (CBI).
Though the fuel adulteration business had been going on for quite some time and an open secret to all, ACAUT said it was only recently that the matter had come to the public domain. “ACAUT would like to remind that the credibility of the government, the integrity of the police department and the judiciary depends on it, thus any shortage in delivery of justice would be a direct affront to the public who know all too well now”, the media cell said. On July16, PRO Nagaland Police stated the allegation on chief minister remaining silent and the SIT being a mere ‘eye-wash’ to give a ‘clean-chit’ to the higher-ups, was not only erroneous but baseless and pre-judgmental. On the other hand NPF in a press note said: “If ACAUT sincerely wants the Government to get to the bottom of the matter to uproot evil practices which affect all sections of the society, it should not hamper the Government to go ahead with the investigations as per laid down rules and regulations”.

Pul had 30 rebel MLAs and the support of 11 BJP and two independents taking the total to 43 in a house of 58(after two resigned earlier). Khaliko Pul, on the pretext of attending the launch of the North East Democratic Alliance(NEDA) in Guwahati, had taken all supporting MLAs- 30 rebel Congress, 11 BJP and two independents along and housed in safety in hotels. There were many speculations on why all 30 rebel Congress MLAs returned back to the party before the trial vote. While the majority believed and expected Nabam Tuki’s imminent defeat, Congress general secretary in-charge North East, Dr. Jayakumar worked out his plan. He disclosed he had been working since July 13 till July 15 on the eve of the July 16 vote to work out a plan. Dr. Jayakumar said he knew Nabam Tuki held the key to the continuance of a Congress government. On July 15 night, Dr. Jayakumar made Nabam Tuki understand the equation , that the only option was to make Pema Khandu as the new chief minister, as he (Khandu) had the support of 20 rebel MLAs. Dr. Jayakumar calculated that with 15 on Tuki’s side and 20 on Khandu’s side the total will be 35 MLAs supporting Khandu as chief minister. Dr. Jayakumar’s plan clicked as Tuki was okay with Khandu as CM since it would
deprive Khaliko Pul and likewise, Khaliko was willing to go along as Tuki would also not be the CM. Dr. Jayakumar then convened a meeting with Nabam Tuki and Pema Khandu the 37-year old son of late Dorje Khandu (then chief minister who died in a helicopter crash in 2011),on July 15 where Tuki proposed Khandu as the new CLP leader. This had a cascading effect when ten from Khaliko Pul’s side also returned to the Congress. The next day, the reinstated chief minster Nabam Tuki submitted his resignation to the Governor and Pema Khandu staked claim to form the government with the support of 47 MLA that also included two independent MLAs. Summing up the events, Dr. Jayakumar said the BJP’s two Governors in Arunachal Pradesh had tried to derail democracy but the BJP’s conspiracy was defeated when Congress legislators came together. He also took a jibe at the boast made the former Congress and now BJP minister Himanta Biswa Sharma that he would make Arunachal a Congress-free state. Citing the Arunachal Pradesh episode, the AICC general secretary said when Congress members unite and those who have left it return, the unity can stop the BJP from damaging India’s secular and democratic principles.
Mon district MLAs condole Shangyu’s demise
DIMAPUR, JUL 17 (NPN): Mon district MLAs have expressed shock and pain over the sudden demise of Shangyu Konyak, exMLA of Wakching A/c on July 15. Late Shangyu represented Wakching A/c during the “selection period of Tuensang area, and subsequently selected for 1 (one) term from 1964-1969”, minister of Rural Development & REPA, CL John on behalf of the MLAs informed in a press note. The MLAs described late Shangyu as a pioneer leader amongst the Konyak community, who was sincere, hardworking and a competent public leader. He has contributed and delivered untiring service to the Konyak community and the Nagas in general, they said. Though everyone would remember his tireless voluntary services to the society, the MLAs felt that the vacuum created by his death would be very difficult to be filled. The MLAs however said “no human being can go against the will and wisdom of Almighty, since life and death is in the hand of the Almighty God”. The MLAs said they share deep sorrow and sympathy with the bereaved family and prayed to Almighty God to grant peace and solace to the departed soul.
Minor girl drowned
DIMAPUR, JUL 17 (NPN): A minor girl identified as one Itheli (11) daughter of Atovi Yepthomi of Melahumi village, a resident of Aghunato town under Zunheboto district was drowned on Sunday. According to Satami village GB Vihokhu Awomi, the young girl was returning home with her siblings after visiting their grandmother at their native village when the incident occurred. He said the girl while on the way fell into a culvert as the road was slimy due to rain and the ongoing road construction in the area. (Staff Reporter)
DCC Tsg endorse TTAWU’s demand
DIMAPUR, JUL 17 (NPN): District Congress Committee (DCC) Tuensang in a representation to DC Tuensang, has extended support to the demand raised by Tuensang Town All Ward Union (TTAWU) to ban agency system at Tuensang headquarters, so that unfair trade practices and illegal business could be checked. In this regard, DCC appealed DC to take immediate and necessary action before the expiry of the July 30, 2016 deadline set by TTAWU and to avoid public protest. DCC also reminded the district administration to activate the district consumer forum and create awareness, where public and business community could seek justice incase of unfair trade practice, illegal business, etc. On the mushrooming of meat shops in the town that was making the town area “dirty and unhealthy”, DCC suggested the responsible authority to identify a specific location and relocate the existing meat shops systematically. It also reminded the veterinary department to regularly check the quality of meat/ livestock sold in the town. DCC also suggested installation of electronic weighing machine in all meat shops, so that public could be protected from cheating. Further, DCC urged DC to ban haphazard parking of vehicles and pilings of materials on the road in order to avoid traffic congestion. It also demanded that DC issued an order to prohibit shop owners from occupying the road through their activities/business.
NHM employees’ mass casual leave July 25
DIMAPUR, JUL 17 (NPN): National Health Mission Employees Association of Nagaland (NEA-N) has resolved to carry out phase-wise agitation, starting with mass casual leave on July 25, 2016 to protest against non release of all pending salaries. Announcing the stir, the association set a deadline of July 22 on the state government to release all pending salaries. The first phase would be followed by total cease work from August 1, the NEN-N president, said Dr. Meren and general secretary, Ajungla in a press statement. They warned that it would resort to “any means available” to secure justice for all its members. Despite repeated reminders from the central government to release pending funds, the state finance department had not release funds amounting to Rs. 40 crore from last financial year 2015-16, the association alleged. Therefore, the employees have sought the support and co-operation of the concerned citizens, associations and unions and also apologize for any inconvenience that may arise due to the proposed agitation. ICDS Niuland organizes health camp DIMAPUR: One day village health and nutrition day cum health camp was organized by ICDS Niuland project in coordination with PHC Niuland on July 15 at Viyito village. Speaking at the camp as special guest, assistant director Michael Zaren highlighted about the importance of conducting VHND in collaboration with medical treatment to dissipate information on health and nutrition at the village level. He also explained about the objective of VHND and called upon the villagers to have a sense of ownership towards the department for the proper implementation of ICDS programme. Zaren also assured the village leaders to take up to the higher levels for additional Anganwadi centres. GDMO, Dr. Mech who led the medical camp explained the importance of vaccination in order to protect from six killer diseases and about the importance to maintain balance diet in order to avoid different vitamins and protect deficiencies. DIMAPUR: To promote peace, unity and brotherhood, the department of Philosophy and Religion Salesian College, Dimapur organized a seminar on July 16 under the theme “Religious Tolerance: Challenges and Prospects.” The seminar highlighted on the issue of religious tolerance, co-existence and freedom of expression. At the programme, keynote speaker Salesian College Sonada, Darjeeling, vice principal Rev. Fr. Noby George, said that historically India has been a country that has given birth and nurtured a number of world religions.
He said that India stands as an example to the world as a country of tolerance and religious freedom. However, he said precaution was to be taken as some fundamentalist forces could become sources of religious divisions. Assistant Professor Rev. Br. Jerry, presented a paper on “Harmony in Religious Pluralism: A Panikkarian Perspective” which emphasized the need to discover the integral union that lies hidden among various religions of the world. The organization said its members during the inspection checked whether the driver was driving under the influence of alcohol, over speeding, driver license and whether the vehicle was “over loaded”. Cautioning college bus and taxi drivers to maintain speed limit, SAYO said the inspection for the safety and welfare of the general public and to control reckless driving and overcharge of fares. The organization informed that would be vigilant on the passenger travelling vehicles within its jurisdiction and would take action/penalise any defaulter anytime. DIMAPUR: One day “kisan ghosti” on sustainable crop production on higher yield of maize was conducted by Agriculture Technology Management Agency (ATMA) Tuensang, Longkhim block on July 16 at Holongba. At the programme, resource person ATM Longkhim block Watisenla Imsong suggested that in order to obtain higher yield, good agricultural practices should be followed. She termed some practices as as proper land preparation, application of manures to enhance the fertility of soil, selection of resistant varieties, seed rate and correct spacing to be maintained, intercultural
practices like weeding, water management, earthing up etc. Watisenla Imsong also discussed on cultural practices to reduce and control pest and disease of maize and other post harvest practices. Meanwhile, Block Farmers Advisor y Committee (BFAC) meeting was conducted at Phir-Ahir wherein farmers shared their ideas and experiences on various farming methods and problems faced by them. Various activities such as training, demonstration, capacity building to be undertaken at different villages were also discussed. Altogether, 10 BFAC members attended the meeting.

‘Team Arunachal’ to work for state’s development: Khandu New CM Pema Khandu addresses media after assuming office in Itanagar on Sunday. (PTI) ITANAGAR, JUL 17 (PTI): Pema Khandu, who was sworn in as the Chief Minister of Arunachal Pradesh, Sunday said that his priority would be to complete all important projects started by his father Late Dorjee Khandu, and Nabam Tuki and Kalikho Pul. Addressing a press conference, Khandu, who was elected the state Congress leader in dramatic circumstances yesterday, said “all projects undertaken by the previous regimes in the last four years will be fast tracked and thrust will be given to tourism, hydropower, agriculture and horticulture, health education and communication.�
He said he would inculcate a ‘Team Arunachal’ spirit among elected leaders irrespective of party affiliations for overall development of the state. All elected leaders of the state would be made a part of the development process cutting across political lines. Khandu, 37 and the youngest chief minister of the country, who has twice won unopposed from Mukto assembly constituency in Tawang district bordering China, said he would make special effort to stop migration of people from border areas by providing all facilities with the help from the Centre under the Border Area Development Programme (BADP).

He said that in all the hydropower projects the affected people should be taken into confidence by both the executing agencies as well as the state government. He would study the proposals prepared by the previous government and submit them to Centre for financial assistance.

The arrest was made a day after volunteers of the women body stormed Imphal East DC office demanding immediate halt of the implementation of NFSA on Saturday. However, she was released this afternoon around 1.30 p.m. only after volunteers of the women body rose up and protested against the arrest. Earlier, demanding immediate release of their leader, a large number of women led by volunteers of the Khurai Apunba Nupi Lup carried out a protest rally on the streets in Imphal East.

Flood situation grim in Assam; 1 dead GUWAHATI, JUL 17 (PTI): One person died after being swept away in swirling flood waters which has submerged homes and fields in seven Assam districts and affected the lives of nearly 1.77 lakh people in the state. According to Assam State Disaster Management Authority (ASDMA), one person died at Narayanpur in Lakhimpur district being swept away in swirling flood waters. An ASDMA spokesman said today nearly 1.77 lakh people are reeling under flood in 267 villages across Lakhimpur, Jorhat, Golaghat, Morigaon, Dhemaji, Biswanath and Sivasagar districts. At present, Brahmaputra is flowing above the danger mark at Nematighat in Jorhat, Dikhow at Sivasagar town and Dhansiri at Numaligarh in Golaghat, the spokesman said. Authorities are running 25 relief camps in three districts, where 4,736 people are sheltered. Over 13,300 hectares of crop land are under water in the state.

One killed when mob tries to storm army camp; more forces rush to J&K

(PTI) SRINAGAR, JUL 17 (PTI): A mob tried to storm an army camp on Sunday in Bandipora district, shattering the day-long fragile peace in curfew-bound Kashmir even as the Centre rushed about two thousand additional CRPF personnel to shore up security in the Valley where violence since July 9 has claimed 39 lives. Protesters attacked the army camp at Ajas in Bandipora district, forcing the security forces to open fire. Three persons were injured in the incident, police said. Earlier, MLA Bandipora Usman Abdul Majid had claimed that one person was killed and three others were injured in the clash. Curfew was in force for the third consecutive day while normal life remained paralysed in the wake of deadly clashes that have rocked the Valley following the killing of Hizbul Mujahideen commander Burhan Wani nine days ago, leaving 39 dead and over 3,160
injured. Two persons were also injured in security forces action when a mob pelted stones in Eidgah area of the city. The fresh violence came even as the situation in curfewbound Kashmir was by and large peaceful during the day. After restricting mobile telephone services, authorities have now snapped the landline connections to curb the violent protests. “All 10 districts of Kashmir Valley continue to remain under curfew today as a precautionary measure for maintaining law and order,” a police official said. He said the decision to continue the curfew was taken to maintain law and order as one person was killed in fresh violence in Kupwara district yesterday. Police and paramilitary personnel were deployed in strength across the Valley for strict implementation of the prohibitory orders, the official said. NEW DELHI, JUL 17 (PTI): Women central government employees who have filed complaints of sexual harassment can now get a paid leave of three months during the pendency of inquiry, the government has said. The leave will be in addition to those already given to central government employees. The move assumes significance as there have been complaints of accused trying to influence or threaten victims of sexual harassment in a few cases. Leave up to a maximum of 90 days may be granted to an aggrieved female government servant during the pendency of inquiry, an order issued by Department of Personnel and Training (DoPT) said. “The leave so granted to the aggrieved woman under this rule shall not be debited against the leave account,” it said. The DoPT has now incorporated this provision in the Central Civil Services (leave) Rules, 1972. “It will come as a relief to the victims who undergo a lot of trauma while working in the office that too in the presence of the accused,” a senior DoPT official said. Sexual harassment includes physical contact and advances, demand or request for sexual favours, sexually coloured remarks, showing any pornography and any other unwelcome physical, verbal and non-verbal conduct of a sexual nature.

The educational institutions, which were scheduled to reopen tomorrow after 17-day break, will now reopen on July 25. Violent protests have rocked Kashmir since July 9 following killing of Burhan Wani and two of his associated in an encounter with security forces a day earlier in Kokernag area of Anantnag district. In the ensuing clashes with security forces, 39 persons including a cop have been killed while 3164 persons including 1500 security force personnel have been injured. The separatists groups -- both factions of Hurriyat Conference and JKLF -- have been issuing strike calls, a practice reminiscent of 2010 summer agitation.
CIC notice to Rajnath, Mayawati, Karat, Pawar, Sonia NEW DELHI, JUL 17 (PTI): Central Information Commission has issued fresh notices naming top leaders of six national parties -- Rajnath Singh, Mayawati, Sonia Gandhi, Prakash Karat, Sharad Pawar and Sudhakar Reddy -- asking them to appear before it in cases filed by activists for not responding to RTI queries. The named notices were issued after one of the complainants R K Jain alleged that Registrar of CIC had adopted double standards in handling his complaints against the six national political parties - BJP, Congress, BSP, NCP, CPI(M) and CPI, by only naming Gandhi while the notices to others were sent to the party chiefs. After the CIC declared these parties answerable under RTI Act in 2013, Jain had filed RTI applications with Congress and other political parties seeking details of donations, funding, internal elections of the parties, in February, 2014 and after getting no response from them, moved the CIC with a complaint. The leaders have been asked to present their case on July 22 before full bench of the Commission comprising Information Commissioners Bimal Julka, Sridhar Acharyulu and Sudhir Bhargava which will hear the plea of Jain. “Take notice that if you fail to furnish your comments/ reply by 20th July, 2016 and fail to appear on the aforesaid date and time, it will be presumed that you have nothing to say in your defence and the matter will be processed further as per law,” the notice said. Earlier, a notice was issued to Gandhi by name while notices to rest of the parties were issued in the name of their Presidents/General Secretaries to which Jain had objected and complained to Chief Information Commissioner.

MUMBAI/AHMEDNAGAR, JUL 17 (PTI): A 15-year-old girl was brutally raped allegedly by three men who inflicted injuries all over her body and broke her limbs before throttling her in Kopardi village in Ahmednagar district, sparking outrage as well as political slugfest with the Congress demanding Chief Minister Devendra Fadnavis’ resignation on “moral grounds”. All three accused, Jitendra Shinde, Santosh Bhaval and Nitin Dhailume, were arrested by the local crime branch after the incident occurred on July 13, police said today. The crime has sparked protests in Karjat taluka in Ahmednagar district, where villagers took to streets demanding strict action against the accused. According to police, the deceased was a student of class IX. “The incident took place
on July 13 between 6.45 PM and 7.30 PM when the 15year-old victim was returning after meeting her grandfather. She was accosted by three persons, namely Jitendra Shinde, Santosh Bhaval and Nitin Dhailume, who gangraped her violently before throttling her to death. Her both shoulders were found to be dislocated,” Ahmednagar SP Saurabh Tripathi told PTI. He said Shinde alias ‘Pappu’ was arrested on July 14 while the other two accused were held later. Giving details about the incident, another police officer said in Ahmednagar that the trio (Shinde and two others) were consuming liquor under a tree to celebrate purchase of new motorcycle by Shinde when they saw the girl passing by. “The complainant, Shivram Sudrik, stated that he saw Shinde with the girl who was lying behind a tree.
The girl had wounds all over her naked body and blood was oozing from her nose. “When he (Sudrik) tried to catch Shinde, the latter pushed him and fled. The villagers then rushed the girl to public health centre in Kuldharan in the district, where the doctors declared her brought dead. Her autopsy was conducted on Thursday. As per the postmortem report, her limbs were found to be broken,” the officer said. He said Shinde is a brick kiln worker and used to stalk the girl. The accused were booked under IPC sections 376 (punishment for rape), 302 (murder) and the Protection of Children from Sexual Offences (POCSO) Act. A scammed scheme
R
eplies to RTI provided by the Department of School Education(DoSE) to queries sought by three former presidents of the All Sumi Students Union on the amount of money sanctioned for Mid Day Meal Scheme (MDMS) under the Ministry of Human Resources Development(MHRD), has revealed a staggering amount of money to the tune of Rs. 73,98,73,164 is unaccounted and an amount of Rs. 3,44,59,000 missing while on transit between the offices of the finance department and DoSE. According to the table provided to media by the three former students leaders-Aheto V.Yeputhomi, Hukavi T.Yeputhomi, L.Khevishe Achumi and S. Zhevihe Sumi- the MHRD had released a total of Rs.150,49,90,000 for MDM scheme during the period 2010-16. That means, each year, Nagaland received around Rs.30,09,98,000 from the MHRD towards the MMS scheme. Another amount of Rs.3,44,59,000 was said to be “missing” while on transit from the MHRD to the Department of Finance (DoF) Nagaland. The three, in their joint statement, also claimed that another amount of Rs.1,32,00,000 was drawn as honorarium towards appointment of cooks during 2011-12. The signatories claimed, that in total an amount of Rs. 73,98,73,164 is “missing” or not accounted for under the MM Scheme for the period 2010-16. Under the MDMS, the central government provides funds to states on food items while the states are to bear the cost of transportation etc. Government schemes are funded out of tax payers’ money in order to promote an inclusive socio-economic growth and also to care for the economically weaker sections of society. The government of India had launched numerous pro-people schemes during the decades involving a few lakh crore rupees. The central and state governments share the cost of the Midday Meal Scheme, with the centre providing 75 percent and the states 25 percent. The central government provides grains and financing for other food. Costs for facilities, transportation, and labour is shared by the central and state governments. In Nagaland, the scheme has not been implemented in a proper manner. In some schools, students are provided mid-day meal scheme only sometime during the month. In some schools, students get cooked food once or twice a month. In other schools, students are given uncooked rice and some lintels once a month. The MDMS aims to attract children from disadvantaged sections (especially girls, Dalits and Adivasis) to school, improving regularity, nutritional benefits, socialisation benefits and benefits to women are some that have been highlighted. The programme supplies free lunches on working days for children in primary and upper primary classes in government, government aided, local body, Education Guarantee Scheme, and alternate innovative education centres, Madarsa and Maqtabs supported under Sarva Shiksha Abhiyan, and National Child Labour Project schools run by the ministry of labour. There is no doubt that there are issues being raised about the MDMS. First and as pointed by the three former student leaders, is the issue of corruption and misuse of funds. The second appears to be that even in the implementation part, the DoSE has a lot to answer about. This issue was also raised by none other than the Governor of Nagaland recently. Any hope that an investigation by the state on itself, will bring out facts or hold those involved accountable, is misplaced.

Nagaland salaries bill 2016: A bill of betrayal

he 12th Session of NLA (Nagaland Legislative assembly) which was held from 12-14 July 2016 in Kohima will forever go down in history of Nagaland as the most unethical, painful and ugly act of betrayal for the surviving Ex Interim body members(ExIBM’s) by the current NFP government under the leadership of T.R Zeliang. The Bill known as the Nagaland salaries, allowances and other facilities of the Chief Minister, other ministers, speakers, leader of opposition, deputy speaker, other members of NLA, parliamentary secretaries and pension for the ex-MLAs, Fifth Amendment Bill 2016, in short known as the Nagaland salaries Bill 2016, which was passed in 14th July 2016, increased the salaries and pension of chief minister, other ministers, speakers, leader of opposition, deputy speaker, their members of the Nagaland legislative assembly/parliamentary secretaries and ex-members but the pension of Eight surviving IBM’s who also come under ex-members were withheld from increment. The Nagaland salaries Bill 2016 has clearly isolated the surviving interim body members and made them forfeit the right due to them. Truly the Nagaland Salary Bill 2016 is a bill of Betrayal. It must have been a heart breaking news for the surviving Interim body members to learn that all surviving Ex MLA’s pension were to be increased from 25,000 to 50,000 but the ExIBM’s pension amount were to remained the same without any increment. The reason for the non increment of the surviving Ex IBMS Pension appeared on Nagaland post dated Thursday the 14th July on page 5, under the heading “Two bills likely to be passed Today”, where the NLA speaker Chotissuh Sazo Causally mentioned that the ex IBMs pension would not be raised because it was raised two years ago. He is not even sure if there are six or seven IBM’s alive. First there are seven surviving Interim body member. Secondly, our NLA speaker must know that the pension of the surviving Ex IBM’s which was raised two years in Dec 2013 from 25,000 to 50,000 was done on special case in commemoration of 50 Years of Statehood. Truth be told the Surviving Ex IBM’s (Excluding Dr.S.C.Jamir) had to laterally beg the State government to the rise their pension from Rs25000 toRs50000 during the 50th Anniversary of Nagaland statehood through a memorandum Submitted to former Chief minister and the Governor of Nagaland. I am sure the speaker and the present chief minster know this fact well. The state Government never came forward with the offer to raise their pension of
ExIBM’s, the ExIBM’s went asking and begging for it. Therefore the increment of Rs25,000 done two years ago for the surviving Interim body members do not in any way disqualify them from receiving the Rs 25000 increment as per the Nagaland salaries Bill 2016. Therefore the Speaker’s lame excuse that the Surviving Interim body members do not qualify for the Rs.25,000 pension increment as per the Nagaland salary Bill 2016 is absolute nonsense. The Surviving Interim body members have the full right to Rs.25000 increments. It’s a shame to know that Nagaland Sate could be the only state in the whole world where the state founders have to beg for their pension increment. What a great example of Christian State. Bravo NPF government. The Nagaland Legislative assembly deciding not to raise the pension the pension of the ExIBM is liken to a group of villager’s butchering a pig. When distributing the meat the village youths tells the village founders that they won’t get their share of meat because two year back they received their share of meat. If we cannot imagine such thing happening In a village. How can such thing happen in a Christian State Assembly where the all legislators are educated? The Interim body members (IBM) were the founders of Nagaland State. There were more than 40 IBM’s before the Nagaland became a State. Some were elected in 1961 some in 1962. P.Shilu Ao, Kheloshe Sema and Dr.Imkongleba Ao are few of the popularly know IBMs. The Interim body members suffered untold persecution from the undergrounds. Some were even shot death like Dr.Imkongleba Ao and Buthing Phom. Out of more than 40 IBM’s today there are only seven alive. Ex IBM’s are also considered as Ex MLA. It is because of the Scarifies made by the IBM’s today we have a State called Nagaland. There would have been no Governor/Chief Minster/ speaker/MLA/Minister/Chief Secretary/Secretary/Deputy speaker, not even single Govt departments. All the Government employees from the highest position to the work charge employees owe their regard to God for the sacrifices of Interim body members. Some of the master piece work of the ExIBms are the enactment of Article 371 A, the practice of Naga costumery rights and Nagaland being under external affairs. One cannot even imagine that today these surviving Ex IBMs are denied the right for their pension enhancement after sacrificing so much for Statehood. The same Legislative assembly which the Ex IBMs scarified their lives to establish betrays them in the most inhuman way as possible. The Nagaland salary Bill 2016 which was passed clearly shows that the current NPF government and its legislators have no regards for the surviving seven Ex IBM’s. The NPF government has shown its true color. If the current NFP government has no regard and treats their fellow senior colleges ( ExIBM’s) with no respect who
Not paying tax to IM ‘a great sin’

t pricked my conscience to read the assertion of Qhevihe Chishi Swu, Convenor, Steering Committee, IM, that “it is a great sin to not pay tax to IM”. Well to begin with, let us be reminded of the scripture when Jesus explained, give to Caeser what is Caeser’s and to God what belongs to God. Does Q. Chishi intend to say that IM is either Caeser or God that Naga people must pay them tax obligingly without question or else a great sin is being committed? The present Naga society reeling under the burden of excessive taxations by various Naga underground groups alongside every day corruptions in public office especially in Nagaland state which is considered as one of the most corrupted state in India. At the juncture where the mass revolt is churning against Naga UGs and the genuine Naga struggle for sovereignty is on the verge of getting repudiated by our own people solely for reasons of coercive taxations, materialistic pursuits, greed and highhandedness of the Naga armed groups, the statement of Q.Chishi rather comes as another self-righteous authoritarian imposition on the people instead of finding appropriate means and ways to alleviate the mass sufferings and to co-relate with the people. Multiple Taxation by Underground groupsBesides using Gun barrel to enforce taxation, the manipulative modus-operandi of imposing multiple taxes on a particular commodity do causes unprecedented market inflation. Monopoly of market by owning wholesales and dealerships, fixing and re-fixing of prices at their conveniences, imposition of entry and exit taxations on every goods carriages all over the state apart from taxing goods in the carriage, levying go-down (ware house) tax and finally taxing the retail shops. A single commodity is thus taxed five to six times before it finally reaches the consumers. Tampering of price tags, adulteration of qualities and reduction of quantities (re-packing) etc all of these illicit activities are done with active collaboration of UGs who are either business partners or commissions agents of these market mafias. Dimapur has become the breed-
ing ground of these anti-people practices where almost all the supplies of the state are brought in, stocked and distributed to various districts. Similarly it must be revealed that while other groups reasonably accepts whatever bargain the contractors/ suppliers and State Government offices offers, however, it is the standing Ahza of IM that their share is always rigidly non-negotiable as per the higher directive. Is that how you work for your own people always enforcing your own group’s interest without bothering to understand the plight of the innocent Naga victims?. Can’t you read the clear writings in the walls, the seething anger of the Nagas against your set-up? Whose sin is greater, the sinner or the one resisting the sin? Even greater is the sin to force the people to partake in the acts of sinning along with the sinner. The ACAUT campaign for “One Government one Tax” primarily sprang up because of the entire market monopoly and multiple taxation by IM especially in Dimapur and it’s adverse affects on the common people, thereby affecting even the Naga government genuinely fighting the aggressor India and Myanmar for people’s sovereignty. On the self-proclamation of IM as the only authentic political organisation of the people, let it be known that, the then undivided Nagas under NNC concurred in 1951 Plebiscite affirming the Sovereign, Independence of the Nagas as “people and nation”, hence any successive off shots that do not subscribe to this basic national principle may never claim authenticity or legitimacy over all or any section of the people. Qhevihe Chishi must in all his sanity recall his own Ato Kilonser Th.Muivah’s declaration before the Nagas that Sovereignty and Integration is impossible in the present scheme of things. Therefore, rather than hypocritically attempting to impose self-acclaimed legitimacy devoid of popular mass mandate and to autocratically enforce it’s tax regime on the Nagas, it must be incumbent of them to seek people’s support to bring about logical conclusion to their festering secretive peace talks with GOI although without Sovereignty. Whoever benefits from this bill is cursed too. The amount of pain and disrespect mended to the IBM’s will translated to curse. The surviving ExIBM’s are very old and may not be in position (Physically incapable) to fight for their right. But the Lord will avenge on their behalf. No Bill should treat people unequally. Nagaland State a Christian Sate should know best. The Governor of Nagaland should not give his assent to the Nagaland salaries Bill 2016 even if passed by the State legislative Assembly. I believe the Governor being a senior and a wise citizen would understand and see the injustice done to the seven Ex IBMs. The Governor should send the Bill back for reconsideration and include the Eight Surviving Interim body members as benifisheris too. If our Nagaland State legislators has even an ounce of respect for the surviving and non-surviving Interim Body members and If Nagaland state would hate to be referred by the world as the only state which has no regard for their state founder. It must reconsider the Nagaland salaries Bill 2016. A new amendment should be added where the Surviving ExIBM’s Pension is increased by Rs 25,000/- just as the other Ex MLA’s been increased by Rs 25,000/. There are “only seven” not “seven hundred” Surviving Interim body member. Why can’t Nagaland state provide the pension enchainment for just seven Surviving Interim Body Members? What has the State government given the ExIBM’s other than their pension? Now even this pension enhancement is been denied to them. This is unbelievable. It is sad to see that the Ex IBM’s had to live to see this day of betrayal. The curse of sending the seven surviving Interim body members to grave in sorrow and betrayal will be unbearable. I pray the Governor and the state legislators would reconsider the Nagaland salaries Bill Fifth Amendment 2016. I hope the State government would restore the smiles on the old wrinkled faces of the surviving ExIBM’s. The legislators of NAGALAND should never forget the Ex IBM’s (living and the dead) who planted the tree (Nagaland Statehood) from which today were all enjoying its fruits in abundance. Refusing to increase their pension would be like eating the fruit planted by Ex IBMS’s and spiting on their faces with the waste. Today while hundreds of surviving Ex MLA’s will be raising their glasses to celebrate their pension enhancement, the eight surviving ExIBMs will be going to bed with a knife stabbed to their heart, hoping and praying to God that someone somewhere might understand their pain and make things right. My personal observations on two issues raised by R.N. Ravi
I
t is neither necessary nor am I interested to react to every point of responses to questions by the Interlocutor Sri. R. N. Ravi which was published by Nagalabd Post dated 15.7.2016. Yet, just for academic interest, I am reacting to few issues which I considered to be contentious in nature. The first is about ‘separate Passport’ or Naga Passport. My personal knowledge on the Identity Card (ID) called Passport and its implications are limited. What I know about the Passport is that the National Identity Card of a person belonging to that Nation. A citizen of a Nation possesses other indigenous ID cards like PAN Card, Voter Card, Adhar Card or Driving Licence issued by any competent authority is for validation of his/her identity as the bona fide inhabitant of a State in India. These ID cards are for the exclusive use within one’s own State or in the country. Any of these ID cards are not legal enough for identification of one’s nationality outside the country, India. Whereas, the Passport is the nationality identification card exclusively for International purposes. The Passport is the only international legal ID of a person. And only a sovereign Nation has the legal authority to issue Passport to its citizens. And each sovereign Nation recognizes the Passport of a citizen from another sovereign Nation. On the basis of the validity of Passport of a visitor, the permission of a country to which the visitor intends to visit called Visa is issued. An Indian cannot use the Passport of Pakistan or Bangladesh for the purpose of foreign visits which is a very serious international offense punishable under law. I heard about people being imprisoned for abuse of Passport. The ‘separate passport’ meaning Naga Passport used to figure as one of the supposed demands of NSCN(M) in local media. My understanding of Naga Passport is this: Sovereignty has been the aspiration of the Nagas over the last 87 years since representation to Simon Commission in 1929. Nevertheless, Nagas have been subjugated to Indian sovereignty all these years. The Naga nation is yet to be a sovereign nation no matter whatever rights we have. Reiterating what I have written earlier, an aspirant nation becomes sovereign only when some other sovereign nations do publicly recognize that nation as sovereign. Under the given circumstances, the Naga passport, if at all granted by India, will become controversial for the fact that other nations will not entertain Naga passport. In other words, no country will
grant Visa in favour of the Naga Passport holder. If my understanding of the matter is valid, what is the point for anybody to give so much importance to what is not practical. The second is the equally much talked about ‘shared sovereignty’. When Nagaland Post correspondent questioned Ravi on this aspect, the Interlocutor said ‘There is no question of Nagas giving up sovereignty. Nagas are not colonized people’. Is Ravi encouraging the aspiration of the Nagas for sovereignty? If so, thank you. Or does it mean that Nagas cannot be prevented from having the aspiration for sovereignty? Or does it mean Nagas should feel satisfied in sharing the sovereign power of India? ‘Sharing sovereign power means sharing the spectrum of powers between the government of India and the Nagas’ as quoted from Post dated 15.7.2016. To my understanding of the comment, it is farcically evasive. As for a highly intelligent, shrewd and experienced retired officer like Ravi, how and why could he coined the answer ambiguously? An ordinary man like myself understand that two sovereign nations do not share one sovereignty. Also, a community of people under a sovereign nation never becomes a sovereign entity nor can it become equals. Without a separate constitution of its own, without an Independent government of its own and without a definite territory of its own no community becomes sovereign. Instead of soft peddling with the issue, Ravi should have said that granting sovereignty to Nagas is not negotiable, and yet as it is Nagas have been sharing Indian sovereignty under the arrangement of Statehood as for the Nagas of Nagaland, and other Nagas in others States can be given the status of Autonomous District Council would have been more transparent. Nevertheless, in the first place I do not blame Ravi for being evasive. The internal discord of the Nagas is the opportunity for Ravi to ill-treat and undermine the Nagas. See the double talk of India’s representatives in handling the Naga cause. When they go to visit Manipur, Assam or Arunachal they used to assure each of them that their territorial integrity will be protected. Whereas, when they come to Nagaland they prefer to remain silent as though giving hope to Nagas for integration. The 18 months was the initial time frame given by BJP Govt. in Delhi, and now Ravi backtracked saying ‘laying down a definite time frame would be unrealistic’. This being the attitude of the GOI towards us, it is time for the Nagas to realize the peril of our differences. Z. Lohe
Supremacy of Love
n search for world peace, prosperity, better international ties and relations with a mashing up of uncontrolled human strife and wartime-like milieu; terrorists and anti-human agents playing their dirty role with the breakdown of political instability all around the globe, people are confused where humanity is headed. Death, poverty and other poignant issues are not anymore new to our ears or eyes as it very less pricks our consciences. We callously ignore them with unsympathetic heart that all these things will go on as it is. In greed, lust, hate and wantonness, humanity has lost the capacity to love. The blindness of ignorance and indifference toward our fellow humans reveals the total depraved state of the fallen adamic race. There is a bankruptcy of love in this world and the question remains whether humans can do anything to recover from the fate we’ve built with our own hands. Do we pessimistically live the here and now waiting for that final glorious redemption? Or do we roll up our sleeves and do something about it? Is there a thing that the world is crying out to? The world is crying out for something greater, better and transcendent virtues. It is something that is otherworldly and can only be unpacked in the realm of deeper spiritual entity. The world is not in need of more riches, wisdom, skills, resources or power. Wealth has corroded human to imbecility, wisdom has puffed up pride in humans resulting in his own destruction, powers and resources have only built walls between human. Even after all these millennia of searching and groping, humans still doesn’t come to grip with the simple fact that love is all we hunger for. As Benjamin Disraeli observed, “We are all born for love. It is the principle of existence, and its only end.” Without love, the obliteration of human race is right at the door. The feelings of insecurity, fear, distrust, temperaments, anger, revenge and un-forgiveness is wheeling the whole world into an abyss of doom and gloom. Only love can come to the rescue. Love the supreme ethic of all morality. The world is dying for love. What love are we talking here? It’s the celestial love! Human love most of times is purely selfish and i-focused. It seeks
one’s own good but the divine love is what the world yearns for. The kind of love that is willing to give up and sacrifice uncompromisingly. The love that is less natural and that surpasses knowledge and faith, pure and holy blazing with the heavenly flame of doing the will of God. The world indeed exists on love. Look at a mother caring for her young ones, feeding and nurturing them to grow up to adulthood. What compels them to do that? Is that naturally inherent bequeathed by the process of time plus matter plus chance? No, it’s that of divine love. A prayer made for needy and broken world, a visit to a lonely patient, a helping hand rendered to someone in need, a word of encouragement to someone depressed and so forth. All these acts make the world a more beautiful place. And that’s what make human different from animals. Once we fail to love, we reduce ourselves down to a baser lower primate instinct animal. Love looks through colors, race, ethnicity, tribes, languages, groups and is not limited by walls of insincerity and uncouth mindset. It always travels beyond its intent destinations. It walks the second mile of rendering service. Love gives without setting boundaries. It is always cheerful in the happiness of others. Philosopher
Erich Fromm writes, “Love is the most powerful striving in man. It is the most fundamental passion, it is the force which keeps the human race together, the clan, the family, society. The failure to achieve it means insanity or destruction-self-destruction or the destruction of others. Without love, humanity could not exist for a day.” What a statement in the context of all the looming dangers of unending conflicts and battle in and around us! The vacuum devoid of love within human hearts points to the fact that love is what human most need. Even the famed atheist writer Bertrand Russell confessed, “In the union of love I have seen, in a mystic miniature, the prefiguring vision of the heaven that saints and poets have imagined.” The world today is in dire need of divine love. The world reconciling itself with the God of heaven through the person of Love will release the oil of healing in this world. The touch from heaven upon the earth will be felt once the God-incarnate Son inhabits the populaces with his supernatural glory and grace. Fuel racket; more needed to be exposed

I want to draw your attention to the issue of fuel adulteration racket being exposed by volunteers of Against Corruption and Unabated Taxation (ACAUT) Nagaland and subsequent formation of Special Investigation Team (SIT) by the state government to probe into the whole affairs. Whatever revelation may be found out by the SIT or any other investigation agency, it is true that the state government is solely responsible for the racket being run by a gang of unscrupulous traders at the very nose of some officials of Food and Civil Supply Department and police. I have also doubt on the performance of SIT set-up by the government. Will SIT act as an independent authority without any outside interference in the course of its investigation to unearth the racket? Will the individuals and agencies involved in the racket will be arrested and punished according to law without manipulation of the fact findings? N. Lotha, Dimapur

Centre and states by pointing out that even a BJP ally like Akali Dal has attacked it over “undermining” states. Though he did not refer to GST directly, he said the Congress will offer support to bills on merit. “We have not taken any decision that we have to stop a bill. We will support on merit. We will support any bill which is in support of people, progress and growth,” he said. Addressing the meeting, Modi said important bills, including the GST, are to be taken up during the session and expressed the hope that there would be meaningful discussions and outcomes, officials said. Congress leader Jyotiraditya Scindia played down the talks between his party and the government to break the impasse over the long-pending GST bill and said they wanted the government to share with them a written draft over the demands made by the party. “We can give a response only after we receive a written draft from the government,” he said as he rejected the contention that the Congress was blocking the bill, saying GST was “a baby given birth” by
his party. He also referred to the Kairana issue, suggesting that it was aimed at stoking communal tension and said his party will take it up during the session. CPI(M) General Secretary Sitaram Yechury said BJP and Congress were indulging in “match-fixing” on the GST issue and asked the government to follow the parliamentary spirit as Atal Bihari Vajpayee dispensation did and consult all parties. He and Naresh Agrawal of Samajwadi Party demanded an all- party meeting over the GST bill with the SP leader saying his party may oppose the bill if it is not consulted. Union ministers Rajnath Singh, Arun Jaitely besides Kumar were among 45 leaders from 30 parties who attended the meeting. NEW DELHI, JUL 17 (PTI): Narendra Modi government is planning to revive a UPA bill, which sought to put in place a system to probe complaints against judges of the Supreme Court and the high courts, after adding a new clause to assess the performance of members of the higher judiciary. The Judicial Standards and Accountability Bill was brought by the previous UPA government but had lapsed following the dissolution of the 15th Lok Sabha in 2014. Now the government wants to bring afresh the legislation with certain changes. The framework of the new bill had come up for discussion at a meeting of the Advisory Council of the National Mission for Justice Delivery and Legal Reforms here in February. It was felt that the scope of judicial accountability in the country was being confined to the issues relating to judicial ethics and judicial misconduct. If India follows the framework of court excellence, it may widen the scope and bring in the issues of “efficiency and transparency” in the country’s legal processes, officials had said at the meeting. The Law Ministry has now referred the issue of ‘development and enforcement of performance standards to enhance accountability of higher judiciary in India’ to a Delhi-based think tank on legal research for examination. The report of the think tank will be used while discussing the issue of “performance indicator” in the higher judiciary when the bill comes up for wider consultations, sources in the government said.

RANCHI, JUL 17 (PTI): Chief Justice of India (CJI) Justice TS Thakur Sunday said that there should be no room for leniency for unprofessional conduct in legal profession. Delivering the key note address at a national seminar on continuing legal education and its benefits at the Jharkhand Judicial Academy, here, he called upon the lawyers’ fraternity to take stern action against those involved in unprofessional conduct in the profession. Justice Thakur said “what do we do in such cases? Suspend them for six months or one year. But we have to be ruthless, throw them out, don’t allow them to practice. One such black sheep brings disrepute to the entire profession.” He said while quality legal education was required, it was also equally important to see how strict the system was with those involved in unprofessional conduct. Besides, he also asked the lawyers to remain updated through constant education
and training in the wake of the possibility of foreign law firms likely to be allowed entry into the country. Advocating the need for regulated entry into the profession of lawyers, Justice Thakur said “there could well be around 20 million lawyers in the country. The question is how many do we really need. “Can we accommodate them all? Lack of jobs and engagement for so many people entering the profession lead to malpractice. “Some depend on becoming oath commissioners, others try to sustain themselves by becoming notaries. Some look for bail matters. “And still others indulge in all sorts of brokering and other malpractice. Being a law graduate is one thing. Tausif was arrested on Saturday for allegedly raising pro-Pakistan slogans during a protest march, on Friday in Patna, in support of AIMIM chief Asaduddin Owaisi and controversial Islamic preacher Zakir Naik. Superintendent of Police Akhtar Hussain said a police team has gone to Tausif ’s native village Makya yesterday evening to inquire about him, his family and his activities. A police team headed by Benipatti SHO Mohammad Anish had gone to the area. H Y D E R A BA D, J U L 1 7 (IANS): India’s first e-court was Sunday opened at High Court of Judicature at Hyderabad, which is the common high court for the states of Telangana and Andhra Pradesh. Inaugurating the e-court, Supreme Court judge Justice Madan B. Lokur said Telangana and Andhra Pradesh were first two states in the country to be chosen for Integrated Criminal Justice System (ICJS) project. While noting that the two states made lot of progress in technology, he said it was one of the reasons for the decision to launch the ICJS, a “system which is going to integrate police stations with the courts, with jails, with the prosecution and with the forensic science laboratories”. Justice Lokur, who heads the e-Committee of the Supreme Court, said modalities of the system will be worked out at a meeting scheduled on July 28, and he was impressed with the e-court at Hyderabad High Court. “It is not only the e-court in the sense it is fully computerised but it also a paperless court. We spent few minutes understanding the system and I tried my hand at using the technology.

New Delhi, Jul 17 (PTI): The Commerce Ministry has launched an e-marketplace for online purchase of goods and services by various central government ministries and departments. The move is aimed at bringing in more transparency and streamlining the government procurement of goods and services. The Directorate General of Supplies and Disposals (DGS&D) has developed the portal for the purpose. The department, which is under the Commerce Ministry, carries out the procurement. “To bring in transparency, the DGS&D has worked on it very hard. The Department of Electronics and IT has also played a very big role in this. What they have done is to start with on those regularly purchasable items which the various government departments will need. They are just putting it on their portal,” Commerce and Industry Minister Nirmala Sitharaman told PTI. Citing an example, she said if one wants a particular specification of a computer, various brands and specifications are available at the portal with cost.

The 4th tranche of the SGB scheme is the first series in 2016-17. SGB gives an interest of 2.75 per cent per annum, payable every six months on initial investment and does this without the attendant risk of theft/loss or impurities associated with physical gold. The investment in SGB is also eligible for Statutory Liquidity Ratio of Banks. SGB is eligible to be converted into Demat form and can be used as collaterals for availing loans. It shall be repayable on the expiration of eight years from the date of the issue and premature redemption is permitted after 5th, 6th and 7th years from the date of issue of SGB. The gover nment had launched the first tranche of sovereign gold bond scheme in November for which it got subscription for 915.95 kg of gold worth Rs 246 crore. In January, it came out with the second tranche and received subscription for 3,071 kg gold amounting to Rs 798 crore. The funds raised through the bonds will form part of the government’s market borrowing programme.
New Delhi, Jul 17 (IANS): Telecom major Airtel on Sunday announced it was increasing data benefits by up to 67 per cent, in effect cutting data tariffs for pre-paid customers. Under the revised data benefits, the Rs 655 4G/3G monthly recharge pack will now offer 5GB data vs 3GB earlier, amounting an increase of 67 per cent in data benefit. Similarly, the Rs 455 pack that offered 3G/4G data with a cap of 2GB will now offer 3GB of data at the same tariff -- an increase by 54 per cent. Moreover, 2G/3G/4G sachet packs also see increase in benefits by up to 48 per cent. The Rs 25 2G pack now offers 45 per cent more data at 145 MB, as against 100 MB earlier. The Rs 5 one day 2G data pack benefits are increased by 48 per cent to 30 MB. “Added data benefits on monthly packs will boost data consumption amongst existing users by offering more value and sachet Packs will drive affordability and help bring first time users online,” Airtel said. “These refreshed data packs will help drive consumption and boost the uptake of mobile internet in the country.

New Delhi, Jul 17 (PTI): Government today fixed Rs 3,119 per gram as the issue price for the 4th tranche of Sovereign Gold Bonds (SGB) scheme which opens for subscription tomorrow. The government has reduced the minimum subscription denomination to 1 gm in the 4th tranche, which would be open for investment by individuals and institutional investors from July 18-22. “To attract small investors, the minimum subscription has been reduced to 1 gm, although the maximum remains at 500 gm per person/institution,” the finance minister said in a statement. Earlier, the minimum denomination was 5 gm. “SGB can now be purchased from NSE and BSE, besides all Bank branches, select Post Offices and the Stock Holding Corporation of India Limited (SHCIL),” the ministry said. The first 3 tranches had attracted an investment of Rs 1,318 crore, equivalent to 4.9 tons of gold at the then prevailing prices. With the added features, it is expected that the 4th tranche of SGB would garner much higher investment.

ITR-1 can be filed by individuals having income from salaries, one house property and from other sources including interest. ITR-2 is filed by Individuals and Hindu Undivided Families (HUFs) not having income from business or profession while ITR-2A by those individuals and HUFs who do not have income from business or profession and capital gains and who do not hold foreign assets. A total of nine such ITRs have been notified which include the Sahaj (ITR-1), ITR-2, ITR-2A, ITR-3, Sugam (ITR-4S), ITR-4, ITR-5, ITR-6, ITR-7 and an acknowledgement form called the ITR-V.

New Delhi, Jul 17 (PTI): With less than a fortnight left to file the annual ITRs by individuals and other category of taxpayers, the Income Tax department has suggested assesses to opt for e-filing of their returns for a hassle-free processing of the annual returns filing exercise. “By this time last year, you may have had already electronically filed your Income Tax Return. This is a gentle reminder for you to file your Income Tax Return for Assessment Year 2016-17. E-filing is simple, easy and convenient as you would have experienced in last year. “You are requested to login to incometaxindiaefiling. gov.in and download the free return preparation software with a host of new features to help you in preparing the Income Tax return and submit your return,” an advisory sent by the department to the taxpayers said. The department has suggested the taxpayers to opt for e-filing of their Income Tax Returns (ITRs) and enjoy a hassle-free processing of the annual returns filing exercise. Mr. Rajan, who has often been seen as being critical of the government and its policies, also said there is “lot of frustration” about the pace of economic recovery, but attributed it to the two successive droughts, weak global economy and external shocks like Brexit. Turkey rounds up plotters after thwarting anti-Erdogan coup pursued by angry mobs. NTV television said that 34 generals of various grades had been detained so far. They include senior figures like Erdal Ozturk, commander of the third army and the commander of the Malatya-based second army, Adem Huduti. In an operation early Sunday, authorities detained the commander of the garrison in the western town of Denizli, Ozhan Ozbakir, along with 51 other soldiers, according to the state-run Anatolia news agency. Turkey also detained a senior air force general and other officers accused of backing the failed coup at a key air base used by US forces for raids in Syria.
Brigadier air force general Bekir Ercan Van was detained along with over a dozen lower ranking officers on Saturday at the Incirlik air force base in Turkey’s southern Adana province, newspapers including the Hurriyet daily said. The base has become a key hub for US forces after Turkey last year agreed to allow the United States to use Incirlik to carry out lethal raids against jihadists in Syria. The entire investigation is being led by Ankara prosecutors and those arrested are suspected of belonging to Gulen’s group, which Turkey dubs the “Fethullahci Terror Organisation (FETO)”.
Istanbul, Jul 17 (AFP): Turkish authorities rounded up dozens of senior military personnel and judges in a ruthless crackdown today, after thousands massed in the streets nationwide overnight to denounce a coup aimed at ousting President Recep Tayyip Erdogan. World leaders including US President Barack Obama have strongly condemned the attempted putsch but also urged Turkey to respect the “rule of law” in its aftermath; especially after pictures emerged showing the rough treatment of some coup plotters when arrested. According to the government, 161 civilians and regular
troops lost their lives when a group within the army sought to overthrow the authorities by seizing key strategic points in Istanbul and Ankara. Over 100 coup plotters were also killed, the military has said. The government has already said that almost 3,000 soldiers had been detained on suspicion of involvement in the putsch which raised fears of chaos in the strategic NATO member state of almost 80 million. France’s “operational reservists” include French citizens with or without military experience as well as former soldiers. “I want to call on all French patriots who wish to do so, to join this operational reserve,” said Cazeneuve.

But Nuzman vowed on Saturday that organisers would provide the best possible security to athletes, officials, local residents and an estimated 500,000 visitors. “We are going to have the largest Olympic security contingent ever, but we are also going to be hoping because nobody can control what is happening in the world today,” said Rio 2016 chief. Nuzman’s comments came less than two days after 84 people were killed, including at least 10 children, when a truck ploughed through a crowd celebrating Bastille Day in the southern French city of Nice. On Friday Brazil’s interim president Michel Temer convened an emergency meeting of his top security staff to discuss stepping up counter-terror efforts during the August 5-21 Olympics. South America’s largest country plans to deploy 85,000 soldiers and police during the Games, about double the number used in London four years ago.

Moscow, Jul 17 (IANS): At least 10 national anti-doping organisations will demand from head of the International Olympic Committee (IOC) Thomas Bach that Russia be banned from next month’s Olympic Games in Rio de Janeiro, according to the New York Times. On Monday, the WADA Independent Commission led by Canadian lawyer Richard McLaren is expected to release a report on doping manipulations at the 2014 Winter Olympic Games in Sochi. “On Saturday, at least 10 national antidoping organisations -- including those in the United States, Germany, Spain, Japan, Switzerland and Canada -- and more than 20 athlete groups representing Olympians from around the world made clear that they were preparing to request that the IOC ban Russia’s entire delegation from the Rio Olympics, if the report on Monday validates Dr. Grigory Rodchenkov’s allegations,” the newspaper wrote. TASS learned on Saturday that US Anti-Doping Agency (USADA) head Travis Tygart is set to demand from IOC President Bach that the

New Delhi, Jul 17 (PTI): Indian boxing’s administrative logjam is likely to end only after next month’s Olympics with the stakeholders pushing back the much-awaited elections for the Boxing Federation of India to September, a move that has been cleared by the world body as well. “It has been decided that it would be better to for the elections after the Olympics and this has been intimated to the International Boxing Association (AIBA), which is fine with the decision,” Asit Banerjee, who will now head the proposed Boxing Federation of India’s Executive Board assigned the task of conducting the elections, told PTI today. Headed by Banerjee, the Board has Jay Kowli as vice-President and 23 representatives from various state units. “We are targetting elections in the third week of September and the AIBA has said it is fine with any date after the second week of September. The venue could be any big city like Delhi, Mumbai or even Kolkata and the election would be followed by the National Youth Championships in,” he added. Marquez stretches lead with German MotoGP win
SACHSENRING, Jul 17 (Agencies): Spain’s Marc Marquez stretched his lead at the top of the MotoGP championship after the Honda rider roared back from a slow start off pole position to win the German Grand Prix on Sunday. Second in testing conditions at the Sachsenring circuit, which was pounded with rain for much of the day, was Britain’s Cal Crutchlow and third Andrea Dovizioso of Italy. It was a miserable day though for Marquez’s championship rivals with Jorge Lorenzo, the reigning champ, finishing down in a lowly 15th for just a single point and Valentino Rossi eighth. Marquez almost doubled his lead on Lorenzo as he closes in on a third title. He jumped up to 170 points overall, with his fellow Spaniard now lagging in second on 122 points. Rossi, the Italian legend, is third on 111 points, with half the races in the season now gone. Marquez, for whom this was a seventh victory at Sachsenring, gambled with his tyres - and it paid off handsomely in the end. He came off the track at Turn 8 but was able just about to stay upright and on lap 17 he entered the pits for slicks - it was a move that would take him to the race win.

According to a report in Cricbuzz, BCCI’s proposal for a short version of the T20 extravaganza abroad has been opposed by Cricket Australia, West Indies Cricket Board, England Cricket Board and Cricket South Africa.
