I T A NA G A R , J U L 1 7 (AGENCIES): Pema Khandu was on Sunday sworn in as the new Chief Minister of Arunachal Pradesh heading a Congress government, a day after the party pulled off a dramatic success winning back all its rebels by choosing a new leader, marking the culmination of fast-paced political developments. C h ow n a M e i n wa s sworn in as the Deputy Chief Minister. Son of late Chief Minister Dorjee Khandu, 37year-old Pema, who became the youngest chief minister in the country and the ninth CM of state, and Mein were administered the oath of office and secrecy by Governor Tathagata Roy at the Rajbhavan here. Dorjee Khandu had died in an air crash in 2011. Addressing a press conference shortly after he was sworn in, Pema said an expansion of his ministry would take place only after the Governor returned to the state. Roy, who is Governor of Tripura, is holding additional charge as Arunachal Pradesh Governor. Pema said he would inculcate a ‘Team Arunachal’ spirit among elected leaders irrespective of party affiliations for overall development of his state.

Participate in ‘Skill India’: Gov appeals DIMAPUR, JUL 17 (NPN): Nagaland governor, P.B. Acharya Sunday asked the people of Nagaland to participate in the “Skill India” campaign initiated by Prime Minister, Narendra Modi and avail the benefits. Acharya made this appeal on the occasion of “World Youth Skills Day”, which was observed on July 15. He reminded the youth that the Central government has allocated Rs 12,000 crore outlay for Pradhan Mantri Kaushal Vikas Yojana to impart skills to one crore people over the next four years (2016-2020). The scheme will cover imparting fresh training to 60 lakh youth and certify 40 lakh people who have acquired skills non-formally under the Recognition of Prior Learning. Under ‘Skill India’, vocational training would also be provided to youth so that they could stand on their own legs, Acharya said. According to governor, 2015-16 was quite remarkable for India as over 1.04 crore youth trained under various initiatives of ‘Skill India’, and 36.8% growth achieved as compared to last year. Since the Central government has regarded skill development as a national priority, separate Ministry for Skills, Vocational Training and Livelihoods as an important means of nation-building to the forefront has been created, Acharya said. He said apart from government, many private institutions were training the youth on various skills while many centres and colleges set up to generate employment and trained youths for jobs.

Hours ahead of the scheduled floor test in the Assembly yesterday which Chief Minister Nabam Tuki was directed by the governor to take, the Congress Legislature Party had elected Pema, in place of Tuki, in a dramatic turnaround. Tuki was restored to the Chief Minister’s post on Wednesday by the Supreme Court. Pema then staked claim to power on the basis of the support of 45 party MLAs along with two independents. In a volte-face, ousted chief minister Khaliko Pul also returned to the party fold with 30 dissident MLAs, a move that stunned the BJP which had supported his government. In the 60-member House with an effective strength of 58, Congress now claims the support of 47 MLAs, including two independents. UGC asks varsities to offer IPR as elective subject NE W D E L HI, J U L 17 (AGENCIES): Emphasizing on importance of Intellectual Property Rights (IPR), the University Grants Commission (UGC) has asked varsities to offer it as a generic elective subject under the Choice Based Credit System. In a letter to universities, UGC secretary Jaspal S Sandhu said that creations of mind such as inventions, designs for industrial articles, literary, artistic work, symbols, names and images etc are protected by lntellectual Property rights. The importance of IPR was first recognized in Paris Convention for the Protection of Industrial Property (1883) and the Berne Convention for Protection of Literary and Artistic Work (1886), the UGC official’s letter said. IPRs should be protected to encourage the creator and also striking a balance between the innovators and public interest by creating an awareness where creativity can flourish, the letter added. “Keeping in view the importance of IPR which recognizes the work of the creator, you are requested to devise, through academic council, inclusion of the IPR as a generic elective subject under the Choice Based Credit System (CBCS) in your esteemed university and the affiliated colleges,” the UGC secretary said in his letter.

ITANAGAR, JUL 17: After the Supreme Court on July 13, reinstated Nabam Tuki as chief minister, the apex court however, did not mention or specify when he should face the trial of strength in the house. This lacunae in the Supreme Court order may have given the BJP another opportunity to derail Nabam Tuki when caretaker Governor Tathagata Roy on July 14, gave Nabam Tuki only 48 hours i.e., July 16 to face the floor test. Roy also rejected Tuki’s plea for allowing him ten days to prove he has majority in the house. Normally, during such political crisis, a reasonable time of around one week or ten days or even more is given for a trial of strength between the contesting rivals. On July 15, it became clear, that Tuki would certainly lose the tr ust vote and that Khaliko Pul who formed the People’s Party of Arunachal(PPA) with 30 rebel congress MLAs would win with majority backing. What happened in the eleventh hour surprised everybody and even many top politicians such as NEDA Convenor and former Congress and present Assam BJP minister Himanta Biswa Sharma totally by surprise. Advocate General of Nagaland, K. Sema has reacted to the remark made on the state judiciary by ACAUT, which was published in all the local media. In a rejoinder, the Addl. AG while welcoming “honest criticism of the judiciary in the state”, however said that “fair and temperate criticism of the judiciary and its institution must be healthy, constructive and in a dignified and respectful language, but should not be hostile, undermining or tending to undermine the public confidence in the administration of justice”. “Justice is not a cloistered virtue and is entitled to respectful scrutiny,” it added. While acknowledging that a citizen was entitled to speak out or express the infirmities from which any institution including the judiciary suffers, the advocate however said such rights of a citizen

must be left unimpaired. The advocate at the same time said “no citizen has an absolute and unfettered right to freedom of speech and expression to scandalize and degrade the judiciary bringing it to disrespect and impeding public confidence in the administration of justice and creating disbelief in the efficacy of judicial administration by the courts”. The scurrilous attack on the entire judiciary of the state, which has within its ambit the High Court, was uncalled for in the context of the ACAUT rejecting the constitution of SIT, the addl. advocate general said. The accusation made by ACAUT that the “judiciary in the state is under the spell of politician and corruptive influences and the constitution of a judicial inquiry would be “a spit on public face” since the public has lost faith in the state judiciary”, was nothing short of degrading (Cont’d on p-7)

KOHIMA, JUL 17 (NPN): Nagaland chief minister T.R. Zeliang who also holds the Finance portfolio had four months ago, announced an austerity drive during the 11th session of the 12th Nagaland Legislative Assembly where the entire elected members had voluntary decided to forego allowances for refreshment, newspapers, magazines and other allowances. However, the austerity measure became futile as there was a volte face when the government increased allowances and salaries, allowances and other facilities of chief minister, speaker, ministers, deputy speaker, parliamentary secretaries and MLAs which was passed in the 12th session of the 12th NLA. The house on July 14, passed the bill, titled the “Nagaland salaries, allowances and other facilities of the chief minister, other ministers, speaker, leaders of opposition, deputy speaker, other members of the Nagaland legislative assembly / parliamentary secretaries and pension for ex-members Act 2005 (fifth amendment) Bill ,2016”.

DIMAPUR, JUL 17 (NPN): Appreciating state government for its decision for an SIT probe into fuel adulteration racket in the state, Naga Hoho (NH) has appealed SIT to deliver “acceptable testimony” to the people without delay. “Since the fuel adulteration racket at Dimapur is just an iceberg and therefore it has become imperative to check thoroughly in the entire districts of Nagaland”, said NH president P. Chuba Ozukum and secretary information and publicity, C. Daipao in a press statement. NH expressed surprise as to why district administration always waited for public to find out the adulteration, when the state machineries were supposed to check the adulteration rackets from time to time. According to NH, fuel adulteration racket has become a regular phenomenon in the state, and was a grave concern for every citizen, organization and association. The hoho said there has been a mushrooming growth of oil business in various parts of the state, especially along national highways, run by a section of “rich” and “influential” people. In such a situation, every car owner was puzzled on availability of unadulterated fuel in fuel pumps, NH observed. However, the Hoho has lauded the initiative of individuals/organizations on the discovery of fuel rackets that led to the arrest of few kingpins involved. NH also expressed concern over food adulterations in shops and market. “Over the years, many people must have died in the state owing to various food related ailments though many cases have been kept in the dark”, NH said. In this regard, the hoho appealed to the state government/concerned authority to perform their duties not only for the sake of salaries and facilities but to monitor timely as per the established Acts of all Food Business Operators and whosoever associated with any food business for the benefit of the common people.

ACAUT responds to NPF, PHQ statement DIMAPUR, JUL 17 (NPN): ACAUT has issued a rejoinder reacting to the press statements made by the Police Headquarters (PHQ) and the NPF press bureau pertaining to fuel adulteration issue. Maintaining that the PHQ had “broken every protocol and propriety by donning the role of government spokesperson”, ACUAT media cell noted that the government should have defended itself and not the police or NPF Central. It further said that the government’s spokesperson should be defending the CM or conveying the cabinet’s decision instead of a PRO of Nagaland Police. Asserting that the PHQ cannot term ACAUT’s apprehension as baseless, it rather posed a challenge to the PHQ to make public all cases where SITs instituted by PHQ have settled cases and individuals imprisoned. If not, ACAUT said that the press release by PRO, Nagaland Police stands ridiculed. ACAUT said it could give the benefit of doubt provided the PHQ guarantees that the SIT would be free from

bias and political interference However, as thing stands, ACAUT alleged that the PHQ had already revealed its biasness by defending the government even before the SIT began its probe. In this regard, ACAUT said it “cannot believe that the SIT would be free from undue influence”. Reacting to NPF Central, ACAUT said the chronic habit of political parties and NPGs accusing it as acting on behalf of some agency was deliberately made up propaganda to mislead the people. It further said that the public were not fools to believe busy-bodies which have lost all credibility. It also reminded NPF that “ACAUT was not an NGO nor would like to behave like one since acting like one would mean that it has been “bought” by the government”. “The apprehension of repercussion by NPF Central for its Govt. failure is well understood but twisting the fact which in black and white is desperate attempt to pre-empt Govt. failure upon ACAUT in the event that public choose to

come to the street”, ACUAT said. With regard to the statement that “the silence of the Chief Minister and the Government for such long periods on such grave issues would have in any other states led to massive street protests and unwarranted situations, even death”, ACAUT accused NPF of reconstructing the statement with an “evil design as suggesting that riots, violence and deaths could take place in itself, would indicate that criminal intentions are being harbored”. ACAUT instead accused NPF central of trying to incite public to be on the street. It alleged “NPF Central issuing a statement instead of the state government reveals that the state government was unable to defend itself on the fuel adulteration issue, as the department F&CS responsible of siphoning kerosene is under the chief minister”. ACAUT opined that if they (state government and NPF) were serious on the issue, then it must demonstrated by calling in the Central Bureau of Investigation (CBI).

Though the fuel adulteration business had been going on for quite some time and an open secret to all, ACAUT said it was only recently that the matter had come to the public domain. “ACAUT would like to remind that the credibility of the government, the integrity of the police department and the judiciary depends on it, thus any shortage in delivery of justice would be a direct affront to the public who know all too well now”, the media cell said. On July16, PRO Nagaland Police stated the allegation on chief minister remaining silent and the SIT being a mere ‘eye-wash’ to give a ‘clean-chit’ to the higher-ups, was not only erroneous but baseless and pre-judgmental. On the other hand NPF in a press note said: “If ACAUT sincerely wants the Government to get to the bottom of the matter to uproot evil practices which affect all sections of the society, it should not hamper the Government to go ahead with the investigations as per laid down rules and regulations”.

TNWF backs August 3 framework agreement DIMAPUR, JUL 17 (NPN): NSCN (I-M) Tenyimi National Workers’ Forum (TNWF) at its meeting held on July 16, 2016, at CPO Hall Chumukedima unanimously resolved and declared to extend full support to the August 3, 2015, Framework Agreement. The forum consists of Angami Region, Chakhesang Region, Pochury Region, Rengma Region, Shepoumaramth Region, Makuilongdi ZLR Region, Asalu ZLR Region, Zeilad ZLR Region, Naga Rengma Hills Central Administered Area, Maram Thangal Central Administered Area has also endorsed the chief negotiator, ato kilonser, Th.Muivah and the talk team for final solution that fulfill the aspiration of the Naga people. Further, Tenyimi National Workers’ Forum resolved to uphold the political and historical rights of the Nagas at any cost under the collective leadership of NSCN. (Cont’d on p-7)

Pul had 30 rebel MLAs and the support of 11 BJP and two independents taking the total to 43 in a house of 58(after two resigned earlier). Khaliko Pul, on the pretext of attending the launch of the North East Democratic Alliance(NEDA) in Guwahati, had taken all supporting MLAs- 30 rebel Congress, 11 BJP and two independents along and housed in safety in hotels. There were many speculations on why all 30 rebel Congress MLAs returned back to the party before the trial vote. While the majority believed and expected Nabam Tuki’s imminent defeat, Congress general secretary in-charge North East, Dr. Jayakumar worked out his plan. He disclosed he had been working since July 13 till July 15 on the eve of the July 16 vote to work out a plan. Dr. Jayakumar said he knew Nabam Tuki held the key to the continuance of a Congress government. On July 15 night, Dr. Jayakumar made Nabam Tuki understand the equation , that the only option was to make Pema Khandu as the new chief minister, as he (Khandu) had the support of 20 rebel MLAs. Dr. Jayakumar calculated that with 15 on Tuki’s side and 20 on Khandu’s side the total will be 35 MLAs supporting Khandu as chief minister. Dr. Jayakumar’s plan clicked as Tuki was okay with Khandu as CM since it would

deprive Khaliko Pul and likewise, Khaliko was willing to go along as Tuki would also not be the CM. Dr. Jayakumar then convened a meeting with Nabam Tuki and Pema Khandu the 37-year old son of late Dorje Khandu (then chief minister who died in a helicopter crash in 2011),on July 15 where Tuki proposed Khandu as the new CLP leader. This had a cascading effect when ten from Khaliko Pul’s side also returned to the Congress. The next day, the reinstated chief minster Nabam Tuki submitted his resignation to the Governor and Pema Khandu staked claim to form the government with the support of 47 MLA that also included two independent MLAs. Summing up the events, Dr. Jayakumar said the BJP’s two Governors in Arunachal Pradesh had tried to derail democracy but the BJP’s conspiracy was defeated when Congress legislators came together. He also took a jibe at the boast made the former Congress and now BJP minister Himanta Biswa Sharma that he would make Arunachal a Congress-free state. Citing the Arunachal Pradesh episode, the AICC general secretary said when Congress members unite and those who have left it return, the unity can stop the BJP from damaging India’s secular and democratic principles.

Mon district MLAs condole Shangyu’s demise

DIMAPUR, JUL 17 (NPN): Mon district MLAs have expressed shock and pain over the sudden demise of Shangyu Konyak, exMLA of Wakching A/c on July 15. Late Shangyu represented Wakching A/c during the “selection period of Tuensang area, and subsequently selected for 1 (one) term from 1964-1969”, minister of Rural Development & REPA, CL John on behalf of the MLAs informed in a press note. The MLAs described late Shangyu as a pioneer leader amongst the Konyak community, who was sincere, hardworking and a competent public leader. He has contributed and delivered untiring service to the Konyak community and the Nagas in general, they said. Though everyone would remember his tireless voluntary services to the society, the MLAs felt that the vacuum created by his death would be very difficult to be filled. The MLAs however said “no human being can go against the will and wisdom of Almighty, since life and death is in the hand of the Almighty God”. The MLAs said they share deep sorrow and sympathy with the bereaved family and prayed to Almighty God to grant peace and solace to the departed soul.

Minor girl drowned

DIMAPUR, JUL 17 (NPN): A minor girl identified as one Itheli (11) daughter of Atovi Yepthomi of Melahumi village, a resident of Aghunato town under Zunheboto district was drowned on Sunday. According to Satami village GB Vihokhu Awomi, the young girl was returning home with her siblings after visiting their grandmother at their native village when the incident occurred. He said the girl while on the way fell into a culvert as the road was slimy due to rain and the ongoing road construction in the area. (Staff Reporter)

DCC Tsg endorse TTAWU’s demand

DIMAPUR, JUL 17 (NPN): District Congress Committee (DCC) Tuensang in a representation to DC Tuensang, has extended support to the demand raised by Tuensang Town All Ward Union (TTAWU) to ban agency system at Tuensang headquarters, so that unfair trade practices and illegal business could be checked. In this regard, DCC appealed DC to take immediate and necessary action before the expiry of the July 30, 2016 deadline set by TTAWU and to avoid public protest. DCC also reminded the district administration to activate the district consumer forum and create awareness, where public and business community could seek justice incase of unfair trade practice, illegal business, etc. On the mushrooming of meat shops in the town that was making the town area “dirty and unhealthy”, DCC suggested the responsible authority to identify a specific location and relocate the existing meat shops systematically. It also reminded the veterinary department to regularly check the quality of meat/ livestock sold in the town. DCC also suggested installation of electronic weighing machine in all meat shops, so that public could be protected from cheating. Further, DCC urged DC to ban haphazard parking of vehicles and pilings of materials on the road in order to avoid traffic congestion. It also demanded that DC issued an order to prohibit shop owners from occupying the road through their activities/business.

NHM employees’ mass casual leave July 25

DIMAPUR, JUL 17 (NPN): National Health Mission Employees Association of Nagaland (NEA-N) has resolved to carry out phase-wise agitation, starting with mass casual leave on July 25, 2016 to protest against non release of all pending salaries. Announcing the stir, the association set a deadline of July 22 on the state government to release all pending salaries. The first phase would be followed by total cease work from August 1, the NEN-N president, said Dr. Meren and general secretary, Ajungla in a press statement. They warned that it would resort to “any means available” to secure justice for all its members. Despite repeated reminders from the central government to release pending funds, the state finance department had not release funds amounting to Rs. 40 crore from last financial year 2015-16, the association alleged. Therefore, the employees have sought the support and co-operation of the concerned citizens, associations and unions and also apologize for any inconvenience that may arise due to the proposed agitation.
