India-Thailand road link to be a reality soon NEW DELHI, JUL 18 (AGENCIES): In the near future, if you wish to visit Bangkok, one of the options on the table is likely to be taking a bus ride, as talks are in an advanced stage to implement a project promoted by the Asian Development Bank (ADB) to start a regular bus service between India and Thailand via Myanmar. The bus service would be part of a transport agreement being negotiated by India, Thailand and Myanmar for completion of the historic 1,400-km highway currently under renovation. Top ADB officials said the negotiations are expected to be concluded next year, as the Indian government has offered Myanmar financial assistance to upgrade bridges along the route linking India’s Northeast with Myanmar and Thailand. Sources in the Union Ministry of External Affairs (MEA) said that 73 bridges inside Myanmar, built during the Second World War, are being renovated, to ensure that the highway is safe to use. The MEA has already invited tender for selection of a contractor for construction of 69 bridges, including the approach roads on the TamuKyigone-Kalewa road section of the Trilateral Highway in Myanmar on engineering, procurement & construction (EPC) mode. The bid closes on July 19.

DIMAPUR, JUL 18 (NPN): Hundreds of students who secured admission under the initiative of Eastern Naga Students Union Dimapur (ENSUD) Education Initiative Committee and studying in various colleges across India have expressed fear that they might suffer the same fate like the 150 students who, in 2015, were unceremoniously kicked out of their college on account of non-payment of scholarship by the Nagaland Government. On Monday students studying in various colleges and Universities of Mewar, Divya Jyoti College, Adhunik College, International Group of Institution and Mewar Girls College along with parents held a join meeting with ENSUD at Dimapur town hall and deliberated on the issue. At the meeting, ENSUD stated that on July 6, 2016 they (ENSUD) submitted a memorandum to the state chief minister to release the full scholarship under the PostMatric Scholarship Scheme of the Ministry of Tribal Affairs, Government of India for the year 2014-2016. ENSUD informed it requested the CM to respond on or before July 9, 2016, to which the CM assured to reply within ten days. However, ENSUD rued the CM haven’t responded to their memo yetdays after expiration of the ten-day period.

NEW DELHI, JUL 18 (PTI): Rejecting ‘plebiscite’ demands as an “outdated” idea, the government on Monday asserted that Kashmiris are “our own people” who are being “misguided” as it blamed Pakistan for the unrest in the valley and said all parties will be taken along in dealing with the situation. The unrest in Kashmir resonated in Rajya Sabha on the opening day of the Monsoon session, with the House taking up urgent discussion during which the opposition slammed the government and pressed for holding an all-party meet while pitching for a political solution rather than using “barrel of the gun”. The opposition, while attacking Pakistan for fanning trouble in Kashmir, asked the government to initiate a political process and direct security forces to exercise restraint while dealing with protests.

Replying to the debate, Home Minister Rajnath Singh affirmed that while militancy will be dealt with sternly, there should be “no instant” use of bullets while dealing with mobs which should first be tackled by the use of teargas and water cannons. The use of pellet guns, which have been blamed for most civilian injuries, would be looked into, regarding which he will talk to chief minister Mehbooba Mufti, he said. Singh said Prime Minister Narendra Modi and he himself had asked security forces to exercise maximum restraint in dealing with mob violence which started after the killing of militant commander Burhan Wani in an encounter on July 8. “Whatever is happening in Kashmir is Pakistansponsored. DIMAPUR, JUL 18 (NPN): Dimapur Municipal Council has reminded all the shopkeepers/business establishments within its jurisdiction to stop using/selling non biodegradable poly bags. In a notification, DMC administrator H.Atokhe Aye said anyone found using any form of non-biodegradable poly bags other than 40 microns or above would be penalised with fine followed by seizure of stocks and other legal course of action, which could lead up to cancellation of trade licence.

DIMAPUR, JUL 18 (NPN): Judicial Inquiry Commission (JIC) constituted by the state government to probe the July 16, 2015 Wuzu firing incident on Monday said that the question of delay in submitting the report was wrong and sought to clarify apprehensions and displeasure expressed by civil society organisations during “candlelight service” held at Kohima on July 15, 2016. In a press release, JIC secretary, K. Naben, asserted that the commission constituted vide Nagaland government notification dated November 13, 2015 initiated the process of enquiry and some witnesses filled written statements were also received but found those written statements not in proper order. In the meantime, JIC said that the government vide letter dated December 9, 2015 demanded that the report of the Dimapur jail breaking incident and lynching case be submitted first. Therefore, it said the Wuzu firing incident investigation process was put off and jail breaking incident report was finally submitted on March 9, 2016. Further, JIC stated that the then secretary to the commission resigned in the month of April 2016 and the new secretary could be posted/attached only on May 10, 2016. Subsequently, JIC said the commission undertook a tour to Meluri on June 17, 2016 and

DIMAPUR, JUL 18 (NPN): Alleging that the state government has “decimated the lawful authority” of the State Vigilance Commission (SVC) by its recent resolution dated June 8, 2016, the Nagaland Tribes Council (NTC) has urged the government of Nagaland “to restore the legal powers to the State Vigilance Commission” by revoking the erroneous resolution without delay. In a representation addressed to the chief secretary, the NTC president Lendinoktang Ao and committee on state vigilance commission, NTC convenor Theja Therieh objected to the concluding sentence of the resolution, which read “This Resolution modifies to the above extent all previous Resolution and Notifications concerning the State Vigilance Commission”. Stating that the last sentence was “a complete contradiction to the opening sentence”, the NTC said over and above, all the previous resolutions and notifications concerning the SVC stood modified. It pointed out that the clause 1 of the June 8, 2016 resolution confined the jurisdiction of the SVC to

just the employees of state government and also the employees of the public corporations, statutory bodies and undertakings of the state. Whereas, NTC said not only government employees but any private individual or group of private individuals could cause offence against the interest of the state. However, it stated that the amended provision kept the private individual or private firm immune from the purview of SVC. “This amendment is a defeat of the purpose for which the Nagaland State Vigilance Commission is step up,” said NTC, adding that clause 2 of June 8, 2016 resolution modified the power of inquiry of SVC to the extent of removing the power of suo-moto. Further, NTC claimed that June 8, 2016 resolution “though not specifically referred to” has indeed emasculated the clauses 2 and 5 of the first Resolutions of April 9, 1976, which provides that the SVC “will not be subordinate to any Deptt. and will have the same measure of independence and autonomy as the State Public Service Commission”. Asserting that clause 3 of June 8, 2016 resolutions has made

the chief secretary to have the “overriding authority” over the Commission arbitrarily, NTC said such dilution of the powers of SVC would “definitely hamper the efficiency of the investigative authority.” NTC observed that June 8, 2016 resolution has subjectively divested the legal powers of the only investigative establishment (SVC), adding that “by this resolution, the Commission has now become a mere showpiece.” The council maintained that if SVC was “to be reduced to a paper tiger as this”, it was as good as winding up the commission “because there is no necessity to have such Commission without legal investigative powers.” Urging the state government to restore the legal powers to the SVC by revoking the erroneous resolution without delay, the NTC said it expected the government to “rectify the anomalies committed in the resolution in question within two weeks time.” NTC cautioned that in the event of the government remaining insensitive to its demand, the council would be compelled to take the issue to the next level.

They lamented that ST Students from Nagaland were yet to receive the full amount whereas ST students from other states in the same colleges and universities have received their full scholarship. Student representative from Mewar University, T. Thomas Konyak, said during their meeting with the officials of Ministry of Tribal Affairs GoI, the officials had held the state government responsible for not showing interest in the matter unlike the other states and remarked that the Ministry of Tribal Affairs was willing to assist if the state government shows interest. Handing out a copy of the release of central assistance to state government of Nagaland towards full and final instalment of projected expenditure for the year 2015-16 (scheme of Post-Matric Scholarship to ST students) by the Ministry of Tribal Affairs GOI, wherein an amount of Rs.26,46,34,161 to the state government of Nagaland was released on February 4, 2016, the officials questioned as to why the state government was taking time to release the scholarship when five months have passed by. They also questioned the State Level Committee set up which has yet to come up with any findings or reports. With no concrete response from the State government, the students concluded that they are liable to agitate against the state government.

Mozhui, on July 18, 2016, and reminded that public of Mokokchung were “already uneasy” and things must not be delayed to prevent violent reactions. Cooperate to probe fuel racket: NPF youth wing NSSATA refutes CM’s ‘co-terminus’ remark Dimapur, Jul 18 (NPN): In the light of the raging controversy on the setting up of Special Investigation Team (SIT) to probe into fuel adulteration racket exposed recently by Dimapur district administration, police and ACAUT volunteers, the NPF Youth Wing Monday appealed to all concern to cooperate and work out for ways and means on how to book the culprits involved instead of criticizing the investigation team. In a press release, NPF youth wing media cell has also appealed to all concern not only to accuse, blame or criticise; but also learn to appreciate and cooperate. On the other hand, NPF youth wing wanted the SIT to expedite its findings and not to prolong the matter which would otherwise give chance for the guilty to flee, suppress evidences or influence anyone that would be detrimental to fairness and justice. The youth wing further asked every right thinking citizen to appreciate the state

government for setting up the SIT to investigate whether adulteration of fuel is also being sold in other outlets in other parts of the state, and that guilty should be brought to book without any bias. It also appreciated chief minister T.R. Zeliang for setting up SIT to bring the guilty to book, stop the malpractice and deliver justice to the people. The youth wing also stated that the efforts of the district administration and the volunteers of ACAUT needed to be appreciated by everyone since adulteration of fuel, especially adulterated diesel if distributed to outlets all over the State would adversely affect all diesel-run motor vehicles. “It is galling that the few identified kingpins of the racket have been running the malpractice at the expense of the public, and under the very nose of the administration for decades, making lakhs and crores of rupees in the process illegally”, the youth wing said.

It claimed that this malpractice were also reported in the past, where complaints lodged and in some cases accused were caught but released on bail. “This must have emboldened the wrong doers and the magnitude of the racket, and the quantum of adulterated fuel being supplied to the outlets, has assumed alarming proportions now”, the youth wing stated. It was for this reason, NPF youth wing said that the preceding Governments failed to do, or were unwilling, but the present government had taken a bold step and initiated a move which can reach to a logical and satisfactory conclusion. However, the youth wing reminded that it was through the initiative of the chief minister, state government has decided to implement the National Food Security Act in the districts of Kohima and Dimapur by July this year, and to cover the remaining districts of the State by August. The youth wing said

To achieve this goal, the department of food and civil supply was working on “war footing”. Knowing that the implementation of the Act will have huge financial implications on the State Government, the government has decided, and that “NFSA is going to be a reality and that pilferages of food grains and other essential commodities to the beneficiaries would be minimal, if not impossible, with the support of the people”. The youth wing further claimed that pilferage of SK Oil, presently used to adulterate diesel fuel and reportedly emanating from the F&CS rations to the beneficiaries, would be checked and directly go to the beneficiaries alone once NFSA is implemented a proper way. It will also go a long way to check fuel adulteration in the State, NPF youth wing said.

DIMAPUR, JUL 18 (NPN): Refuting the purported statement of the chief minister that “SSA teacher employees were bound to be co-terminated along with projects and schemes”, the Nagaland SSA Teachers’ Association (NSSATA) on Monday asserted that SSA teachers of 2010 and 2013 batch were appointed as regular state government employees and were not coterminus in any case. In a press release, NSSATA general secretar y Thungchamo Lotha pointed out that as per advertisement dated November 20, 2009 and government notification dated October 20, 2009, the word “co-terminus” was not found mentioned in the recruitment norms. The association also stated that as per appointment order dated May 4, 2010, the appointment orders were issued according to the approval of the government order dated March 29, 2010. NSSATA said terms and condition point 2 clearly stated that in the event of discon-

tinuation of SSA programme, their pay and allowances would be borne by the state. It said point 4 mentioned deduction towards GPF/GIS. Further, the association said in the advertisement dated December 9, 2011 for recruitment of teachers , there was no reference to SSA or co-terminus. NSSATA said in the appointment order issued in March 2013, it was mentioned that deduction towards NPS@10% of the total emolument and GIS should made. Also, the association pointed out that SSA teachers appointed in 2010 and 2013 were recruited with the approval of three proper channels of the state government – state cabinet, P&AR and the finance department – as regular employees through open competitive examination on merit basis. The examination was conducted by SCERT and appointment orders were issued by the department of school education with no reference by SSA mission authority, it

said.

NSSATA said at a meeting on May 16, 2016 at chief secretary’s conference hall, the chief secretary, finance commissioner, commissioner & secretary school education, additional director school education, all additional directors of schools education, mission director SSA and various subordinate officials acknowledged that SSA teachers of 2010 and 2013 batch were regular government employees. Besides, it said the minister of school education Yitachu during a meeting on May 28, 2016 in Kohima also acknowledged the nature of their appointment as on par with the rest of the state teacher employees and were entitled for equal service benefit. It said the school education department had included SSA teachers in the seniority list prepared in 2015. In the light of the above, t h e N S S ATA t h e r e f o r e claimed that the question of SSA teachers of 2010 & 2013 being co-terminus did not arise. K Y M C

DIMAPUR: Day-long awareness programme on malaria and its control measures proceedings was held on July 13 at School of Agricultural Sciences & Rural Development (SASRD), NU Medziphema Campus. The programme was organized by ICAR-All India Coordinated Research Centre on Pig, Nagaland Centre, Department of Livestock Production & Management (LPM), School of Agricultural Sciences & Rural Development (SASRD), NU Medziphema Campus. During the awareness programme, Pro.Vice Chancellor, Prof. N. S. Jamir exhorted the house to be alert to keep malaria away. Prof R.C. Gupta Dean, NU-SASRD expressed his happiness to be a part of the program, educating the staffs towards the prevention of malaria, which he said was not only spreads by bites but through drinking raw water infested with malaria parasites in the form of amoeba. According to senior medical officer, Community Health Centre, Medziphema, Dr. M. Phom, the Government was strongly and actively working toward the eradication of malaria. He further pointed out that to

create malaria free environment one should maintain cleanliness by keeping the drainage systems clean, use mosquito repellent creams and Long Lasting Insecticidal Mosquito Nets (LLIMN) while sleeping. In Technical session 1 Health Centre, NU-SASRD, Dr. Vitsielie CMO presented a life cycle of female anopheles mosquito, breeding grounds commonly found in and around the human dwellings. He informed that Health Centre NU-SASRD has been equipped with facilities to test malaria suspected cases (Rapid testing for Malaria). In this regard, he urged the workers to get timely health check up. In Technical session 2, Asst. Prof. And In-charge of ICAR-AICRP on pig, Nagaland Centre, Dr. M. Catherine Rutsa stressed the need to keep out flies and mosquitoes. Later, LLIMN were distributed to 18 workers by Prof. N.S.Jamir (Pro Vice Chancellor), Prof. R.C. DIMAPUR: A lecture entitled, “Locating Naga Writings in English in the Culture – space of Naga Society”, was delivered by Dr. K.B. Veio Pao on July 18 at Sazolie College. Dr. Pao, who teaches English at Shaheed Bhagat Singh College, University of Delhi, has recently published a book called, “Literary Cultures of India’s Northeast: Naga Writings in English”. Addressing the faculty and students of the department of English, Dr Pao said “Nagas are living in

very interesting and exciting times, and one very positive change that is taking place at present is the emergence of Naga writers”. Commenting on the inclusion of Naga writings in the Undergraduate English syllabus of Nagaland University, he said that young people studying within the state were fortunate since they were getting the opportunity to study about Naga culture through these writings. He quoted several writers whose works were being studied by the students and said that

Naga writings are important because they are relevant and have context. He further, encouraged the students to value their culture and learn about it instead of blindly copying others and trying to be what they are not. He also asked them to go to the villages and interact with the elders and collect information about their culture and engage in research. “People have been writing about us, it is high time we write about ourselves”, “We have stories to tell”, he said.

Dr. Pao also dwelt on several issues like education, religion, modernization and colonialism in the context of the Nagas and opined that certain misconceptions on these areas have to be corrected in order to appreciate and value one’s culture more. “Don’t let other people give you what you believe. Believe in what you have”, he commented. Later, an interaction was held between the faculty and students where various questions were also raised by the students.

Mizoram sets up committee to study impact of earlier Act

AIZAWL, JUL 18 (PTI): Mizoram government has constituted a ‘Review and Evaluation Committee’ to study the impact of the Mizoram Liquor Prohibition and Control Act, 2014. According to an official notification, the committee would be chaired by state Excise and Narcotics Minister R.Lalzirliana with Parliamentary Secretary for Excise and Narcotics Lt. Colonel Z. S. Zuala as Vice Chairman. The Committee would study the economical, social and health aspects of the impact of the MLPC Act and also undertake review of the implementation of the act, in force in the state since January 15, 2015, the notification said. The 27-member committee comprises eight officials and 17 non-official members which include three priests, a senior Salvation Army officer, six church elders, three professors in economics, three doctors, prominent citizens and leaders of major churches and NGOs.

In a press release, USUKA president Rajib Tisso and general secretary Welson Tisso alleged that the department had conducted an interview for selection of candidates for the post without sending calling letters to the candidates who filled up forms for it. Moreover, the interview was conducted on the day of general strike in the hill district, it said. “Many candidates could not appear for the interview due to lack of public transport on that day. We strongly condemn the act of the department for conducting the interview in absence of majority of candidates applied for the post,” it also said. USUKA also threatened to launch a vigorous movement if the department fails to conduct fresh interview for selection of candidates for the post.

G U WA H AT I , J U L 1 8 (AGENCIES): The threat from the Islamic State (IS) and other jehadi elements towards Assam and other parts of the northeastern region cannot be overlooked and the government should take adequate precautionary measures before the situation goes out of control. This was the observation by security analyst Lt Gen (Retd) DB Shekhatkar. Talking to The Assam Tribune, Lt Gen Shekhatkar said, “We will be fooling ourselves if we say that the threat is not real.” He pointed out that there is a new term called ‘home grown terrorism’, which is now frequently used in Bangladesh that is facing a serious terrorist threat. He said that the outfits like the IS do not have to send fighters all the way from Iraq and Syria to create disturbance in places like Assam. Such outfits only need to radicalize local youths with their ideology to create trouble as they have done in Bangladesh, he pointed out. He also said that Assam having a sizeable immigrant population,

the threat is very much real and the government would have to take adequate measures to thwart any such threat. Lt Gen Shekhatkar, who is well versed with the ground situation in the Northeast as he had served in the region in various capacities, including the GoC of the 4 Corps of the Army, suggested that intelligence gathering is one of the keys to deal with such threats. He expressed the view that the security agencies would have to go for anticipatory threat analysis and predictability threat analysis to thwart any move by the jehadi elements to create trouble. He admitted that India is still weak in anticipating threats and “we only act after the militant or terrorist outfits manage to create trouble.” The former GoC of the 4 Corps of the Army said that when the United Liberation Front of Asom (ULFA) started establishing roots in Assam, no one took the militants seriously and only later a full-scale operation had to be launched. He also pointed

out that no Chinese person came to Assam to help out the ULFA or other militant outfits, but members of the outfits went to China. Similarly, the IS leaders will not have to come to Assam to train up local youths, he added. Pointing out that the jehadi elements can create trouble in Bangladesh and sneak into India and vice versa, Lt Gen Shekhatkar stressed the need for augmenting security measures along the international border with Bangladesh. He said that the order of using only non-lethal weapons by the BSF should be withdrawn as the criminals should be given a strong message. The facilities offered to the BSF personnel deployed along the border should be improved immediately, he said. Lt Gen Shekhatkar also pointed out that if the Act East Policy of the Government of India is implemented properly, Assam would be the main hub of trade and commerce and the adversaries of India would not like the policy to become successful.

Sidhu quits RS; to join AAP

Rs 28,022 cr released to states under MGNREGA NEW DELHI, JUL 18 (PTI): Centre has released more than Rs 28,000 crore so far this year to states under MGNREGA to clear the last year’s liabilities and for running the programme in the ongoing year, Parliament was informed on Monday. Under the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA), funds are released to the states on the basis of agreed to labour budget and performance of the states. “As on July 12, an amount of Rs 28,022.87 crore has been released to the states/UTs for liquidating the pending liabilities of 2015-16 (wages+material) and for running the prgramme during FY 2016-17,” Minister of State for Rural Development Ram Kripal Yadav said in a written reply to Rajya Sabha. For ensuring timely payment of wages, the central government has started National Electronic Fund Management System (NeFMS) in 11 states, Yadav said in a separate reply. The state governments have been advised to notify the rules and implement the system of compensation for delay in wages payment and to review and discuss with the programme officers this, he added. In another reply, the Minister also informed that special camps are being organised in campaign mode at block level or gram panchayat level for linking the Aadhaar numbers of MNREGA workers with their bank accounts. MNREGA is a demanddriven wage employment programme. Not less than 100 days of employment are provided to registered workers upon receipt of their demand.

Police also booked Singh after Kumar, accused of abetting the suicide of dalit scholar Rohith Vemula on the campus in January, alleged in his cross complaint that Singh had attacked them. Gachibowli police have booked Kumar and 30 others under sections 324 (voluntarily causing hurt by dangerous weapons or means), 341 (wrongful restraint) and 506 (criminal intimidation) of IPC after Singh alleged that some ABVP students “brutally” attacked him on Saturday evening, a senior police officer told PTI on Monday. Similarly, based on a complaint lodged by Kumar, a counter case has been registered against Singh with Miyapur Police under sections 323 (voluntarily causing hurt) and other relevant sections of IPC, he said, adding that both the cases are under investigation. On July 16 evening, a scuffle had broken out between twogroups of students after a meeting was conducted to “condemn” the police action against protesters in Jammu and Kashmir, at the shopping complex on the varsity campus. NEW DELHI, JUL 18 (PTI): Six suspected ISIS operatives were allegedly conspiring to carry out terror activities in national capital and adjoining regions and during Ardh Kumbh in Haridwar to terrorise people, the NIA today told a special court. According to the sources, in its charge sheet filed before District Judge Amar Nath, National Investigation Agency (NIA) claimed that the accused were planning to assemble Improvised Explosive Devices (IEDs) from explosive materials extracted from “match sticks”. The court has put up the charge sheet for consideration on August 25. The charge sheet was filed against Akhlakur Rehman, Mohd Azeemushan, Mohd Meraj, Mohd Osama, Mohsin Ibrahim Sayyed and YosufAl-Hindi under Section 120 B (conspiracy) of IPC and several provisions of Unlawful Activities (Prevention) Act (UAPA) in the case. While the five accused are currently in judicial custody, Yosuf-Al-Hindi is wanted in the case. “They were conspiring to carry out a terror activity in the area of Delhi/NCR and during Ardh Kumbh festival in Haridwar in order to create terror in the minds of people of India and send global message that they are representatives of ISIS in India,” the charge sheet said. It further added that the “accused owed their allegiance to Islamic State/Islamic State and Levant (ISIL)/ Islamic State of Iraq and Syria (ISIS) to further its activities in India by way of motivating Muslim youths in this regard and ulti-

mately train and prepare them to carry out terror activities in India and also to shift them to countries like Syria, Iraq etc.” “...they were conspiring to carry out terror acts by planting IEDs during the Ardh Kumbh Mela, Haridwar, and for this, they were in the process of acquiring explosives and the necessary expertise in assembling the IEDs with the help of literature provided to one of them through internet,” the charge sheet said. The case was filed by the special cell of Delhi Police on January 18, 2016. On the directions of Ministry of Home Affairs (MHA), the case was later transfered to NIA. The report further said that the members of the gang were in touch with each other through mobile phones and various other communication platforms such as WhatsApp, Surespot, Twitter, Trillian, Skype and Facebook. “Their association with each other is established on record and the recovery of explosives in the form of explosive materials from the matchsticks. The extraction of explosive nmaterials from match sticks was to be used for assembling of IEDs,” the report said.

KOLKATA, JUL 18 (PTI): A BJP-backed outfit in West Bengal will conduct a census of cow population in the state in an attempt to raise awareness about how to protect them. From August 1, hundreds of volunteers of the Gau Raksha Committee, which has many BJP members, will fan out in the state for the exercise, the outfit said. The survey will be done in two parts. A head count of cows will be done and it will be repeated after Bakr Eid in September to see how many cows went missing. “Every year during Bakr Eid, thousands of cows are slaughtered and are smuggled to Bangladesh. This has to stop. It is true that cow slaughter is not banned in the state but even if a cow is to be slaughtered, there are certain norms to follow,” Subrata Gupta, president of committee, told PTI. Asked to explain the ‘norms’, Gupta said, “A cows is eligible to be slaughtered and sold if she is 14 years of age, doesn’t have any disease and is not pregnant. A medical officer also needs to certify. But in most of the cases, a cow as young as four years old is sold and smuggled.”

NEW DELHI, JUL 18 (PTI): Cricketer-turned-BJP leader Navjot Singh Sidhu, who quit as Rajya Sabha MP on Monday , is all set to join the AAP which could be a shot in the arm for the party’s prospects in the Punjab Assembly polls slated next year. Delhi Chief Minister Arvind Kejriwal hailed Sidhu’s resignation from the Upper House, saying it requires courage to give up a Rajya Sabha membership to “save” his state. Controversial custodians

I

t was not without reason that Bihar chief minister Nitish Kumar had sought for abolition of the post of governor on the ground that the existing federal structure of India does not warrant such a post. Nitish said this while addressing the 11th meeting of the inter-state council in Delhi presided over by prime minister Narendra Modi. Nitish Kumar’s remarks, came against the backdrop of the Supreme Court’s severe criticism of the Arunachal Pradesh governor over dismissal of the Congress government in the state and some opposition-ruled states and accusing the occupants in Raj Bhavans of working politically at the Centre’s behest. The roles of the executive heads- the President of India at the national level and the governors at the state levelhave been the subject of intense debates. Like the President of India, the governor is a titular head and can only act on the advice of the elected chief minister and the council of ministers. President and Governors are de jure or nominal executive at centre and state respectively. Constitutionally both are integral part of the central and state executive authorities. Both enjoy prestige and hold responsibility endowed upon them by the Constitution of India. One very important function assigned to both is that it is only after their assent a bill becomes a law. This unique and pragmatic feature prevents the existence of an authoritarian and despotic state. Apart from this there are various other fields where these institutional positions are held in high esteem. The nation’s and state’s decision are made known by these two. Both the position are enshrined in the constitution of India and cannot be abolished. Any act of abolishing these posts would lead to institutional vacuum in the constitutional setup of the country. While the president of elected by the elected members of state legislatures and both houses of parliament, the governor is appointed by the President on the advice of the prime minister and the cabinet. The governor appoints the chief minister and on the latter’s advice, other ministers and several important state officials such as the advocate general, the chairman and members of the State Public Service Commission are appointed. Recently the office of the governor has come under sharp criticism especially the actions of the governors of Uttarakhand and Arunachal Pradesh. Both incumbents had acted in highly partisan manner to favour the party or alliance of the central government. The role of the governors has therefore become a re-ignited debate. Governors are supposed to be the custodians of the constitution and strictly impartial. However, when ruling parties award their faithful old members or even former bureaucrats willing to do their bidding; it is not surprising that the office has lost its reputation and image. If a governor lacks experience or maturity, then controversial decisions would not be surprising. However, when the incumbents are people who have risen to the highest positions in their professions and who are considered of good reputation; it is shocking that such people could grossly violate the constitution in order to please their political masters. When the Supreme Court has severely chastised the actions of such incumbents, it is only right that they should be asked to resign. If the prime minister is not willing, then the President of India should do it, at least as a symbolic gesture.

An encounter with the IBI’s I W hat is the stand of an advanced tribes and how do you reacts the most backward tribes in Nagaland towards the recent selection system of the allocation of MBBS & BDS course studies seats by the Common Selection Board of NSEE-II for the session of 2016-17 under the department of Technical Education? Because some of the tribes in Nagaland claimed as backward tribe but in many fronts these tribes are more advanced than the advanced tribes in Nagaland. And some tribes were advanced tribes before 1973 but afterwards degraded into backward tag and still continuing as backward tribes. Thanks to the Rengma tribe for their bold decision as they have recognized their efficiencies and the backward tag of their tribe has been denounced. And it is not only in MBBS/BDS studies reservation quota but everything such as: NPSC, Divisional level and ministerial job quota and other technical studies course etc, Chakhesang and Zeliang tribe usually used to tops. For the present example, overall numbers of seats allocation; Angami have got 10 seats and Chakhesang and Sumi got 8 each including one backward quota for Chakhesang. So far, my observation and general bird’s eye view is concerned from the year 1994 till date Chakhesang and Zeliang tribes became either in a first, second and third position in every competition in Nagaland for overall performances percentage or tribe-wise population ratio. And for the present instances calculation of MBBS/BDS allocation, Chakhesang tribe has got highest nos of seats according to the

tribe-wise population ratio and Angami tribe stood in a second place. It is naked truth that, the first class gazette officers of the single Chakhesang backward tribe are more than whole nos of ENPO areas 6 backward tribes first class gazette officers and the nos of 1st class gazette officers of single village in Zeliang tribe, one of the backward tribes in Nagaland are more than the most populous tribe of whole Konyak. As per the latest record of Human Resources Development index in Nagaland, Chakhesang tribe claimed at the top list who had obtained Ph D degree in Theological studies. And in actuality; Chakhesang and Zeliang elites are think tank of Nagas comparison to Ao and Sumi intellectuals. My conscience is very clear that, I have no ill will nor envy or jealousy towards any particular community or individual but I am just trying to highlight the reality in Nagaland which general public must think and ponder upon and realize the actual truth and reality since both the advanced and backward tribes are being perished and deprived of its own privileges at the mercy of backward tag but in reality they are not backward tribes. I recalled that, during the course of agitation for separating the 25% reservation quota for ENPO tribes I had a hot argued and words of petty wrangled with my Zeliang and Chakhesang friends to impose door to door anti backward campaign in order to reveal the actual fact and for creamy slice. And in Nagaland, Chakhesang seems to be one of the most advance tribes and in terms of many Zeliang

hen I flip the newspaper, my eyes directly fall on the report given by K. Therie on 13 July 2016, about the 12th NLA session, which was held from 12-14 July 2016 in Kohima, and on the First day of the session i.e. 12”‘ July, the meeting lasted for 15 minutes (Only 15 minutes). Is It that the meeting was just to say hi and hello to one another or maybe 10 minutes to boil the water and make tea where another 5 minutes to drink and end up the session. I’m not a writer or scholar or a judge trying to prove them wrong but am just a student who wants to see change. The moment I read, a question just strikes my mind that is, “Ayah! Why do we vote to such candidate who does not even think to bring development or change in the society?” For this reason the NBCC has warned us through the clean election campaign as well as clean election Sunday which we recently had on May 22, 2016 also given us a passage from Psalm 125:3. In addition, warned us “why you must vote. Only when you cast your vote you do fulfill your Christian responsibility in government.” Therefore, we have to choose the right candidate which can help or bring change and development for the society. Using ones own vote can change. This NLA session has taught us to think deeper. The GoI has made a budget for every corner of Nagaland for development whereas they shared the budget and bring development only in some places and publish it in the paper. The 3 C’s of Life: Choices, Chance and Change. You must make a choice to take a chance or your life will never change. A saying goes “Everything in your life is a reflection of a choice you have made, if you want different results, start making different choices.” Hence, in the coming general election what are we going to do, will you take the money and let the candidate rule over us for years and with that money we enjoy for few days or choose the right candidate and enjoy every year. It is naked truth that, we Konyaks are the most victimized and deprived tribe in Nagaland as in every reservation quota of roster system, more than Two Lakhs Seventy Thousand population of Konyak tribe is getting same allocation or single NCS/NPS post and that of having only Thirty to Forty Thousand populations in the single tribe is getting equal shares. And even though it is pained to us of depriving our dues privileges in front of our nose and being shamed to be in a backward tag yet the common naked reality cannot be avoided which is undeniable fact and one has to bear all these agonies tightening its anus. t was on December 28, 2014 when I came back from Guwahati to Dimapur at around 7 pm, I happened to witness an incident which is unforgettable. A taxi was ready to move out waiting for a single passenger to be occupied, and I ran towards it and hopped in feeling lucky to have got a seat at a late hour. The taxi then moved towards Kohima. I was fully unaware that I was with the Illegal Bangladeshi Immigrants (IBI’s) in that cab. As we reached 7th mile, the transporter of the IBI started to teach the immigrants how to interact with the police at the check gate and moreover they were given new names by the transporter. He was instructing them although I could not understand their language they were asked to pronounce their names multiple times by the Accomplice. I was so infuriated looking at them as it was happening right before my eyes. The driver was also with them. Before reaching the check gate at Chumukedima, again the transporter asked their names and this time they were asked to pronounce their parents name and the village. However, the night got lucky for them as we reached the Chumukedima check gate there was no one to halt our taxi for checking. They easily passed the check gate and this made me dumbstruck, I was wondering if such transportation is done so easily then many

he study indicates future ocean warming in the region, could increase the amount of rainfall during monsoons,...but most of that rain would fall before the monsoon front reaches land. Each year as temperatures rise across India, farmers look to the sky and pray for rain. The all-important monsoon forecast becomes a national priority, with more than 70% of India’s 1.25 billion citizens engaged in agriculture and relying on weather predictions to decide when they will sow their seeds and harvest their crops. But getting the forecast right remains a challenge, thanks to the complex — and still poorly understood — ways in which South Asia’s monsoon rains are influenced by everything from atmospheric and ocean temperatures to air quality and global climate trends. Even the amount of ice in Antarctica is suspected to have an impact. And it’s only getting harder to figure out, scientists say, as the monsoon becomes increasingly erratic. A new study released Friday in the journal Science Advances helps clear up a bit of the mystery, by showing that man-made climate change is responsible for most of the change seen in ocean surface temperatures near the equator across Asia, which in turn affect regional rainfall patterns including the Indian monsoon. By showing that link, the study indicates future ocean warming in the region, which could in turn increase the amount of rainfall during monsoons, strengthen

cyclones and increase precipitation over East Asia. “This has important implications for understanding changes in rainfall patterns for a large, and vulnerable population across Asia,” said oceanographer Evan Weller, who led the research team while he was at Pohang University of Science and Technology in South Korea, before recently shifting to Monash University in Australia. The study looks specifically at a mid-oceanic body called the Indo-Pacific Warm Pool, which holds some of the world’s warmest seawaters and spans the western Pacific to the eastern Indian Ocean. Scientists have long known that India’s monsoons are partly influenced by that warm pool. And they’ve known that the pool has been expanding — and warming — for decades. That expansion and warming have already caused some sea rise around islands in Asia. It wasn’t entirely clear why the pool was changing, until now. Weller and his team compared data observations with several climate models, and deduced that rising greenhouse gases along with aerosols and other atmospheric pollutants were the dominant cause of the pool’s warming and expansion over the past 60 years, though regional climate variations also had some effect. “This wasn’t entirely surprising. We’ve long suspected climate change to be behind the changes, but no one had yet proven it,” Weller said. What they didn’t ex-

pect was to find that the western portion of the pool, near India, was expanding more than the eastern part in the Pacific. “We don’t really know why. We’ll try to figure that out next.” But one thing is clear: If climate change trends continue, and by most indications they will, forecasters will have to consider the warm pool in their monsoon predictions. And by demonstrating how greenhouse gases are the dominant driver of changes in the warm pool, the team has added another dimension that can help improve climate models. Asia, in general, could face significant consequences from this trend: more storm activity over East Asia, and stronger South Asian monsoons between June and September. That sounds like good news for water-scarce India, but probably isn’t. Most of that rain would likely fall before the monsoon front reaches land. Already, studies by the Indian Institute of Tropical Meteorology show a declining trend in precipitation over land. Still, climate modelling is complex, and models still have their biases and limitations. Focusing so specifically on the warm pool may obscure the larger picture, some suggested, especially in the Pacific where there are many other factors at play. “My only concern is that treating the western Pacific warm pool in isolation provides very limited insight,” said climatologist Michael Mann, director of the Earth System Science Center at Pennsylvania State University.

mployment is a crucial aspect of a youth’s journey towards adulthood. Families of youth, including youth with disabilities, play a vital role in helping youth explore careers that match their strengths and interests and in helping youth understand the importance of building basic work skills so they are prepared for employment. The term “work skills” may seem vague, but it simply refers to basic abilities and habits employers are looking for in their employees. Work skills are a combination of “hard skills,” the foundational skills that employers desire like reading, writing, and math, and “soft skills,” the common-sense, everyday skills, like getting along with others, that help youth succeed in all aspects of life. Many work skills have benefits that extend beyond the work place. Learning work skills can contribute to a youth’s ability to function independently in the community, have positive experiences in postsecondary education, and thrive in social situations. There are several strategies available to families to help their youth develop work skills. Which Skills are Needed to Succeed? In the 1990s, several initiatives attempted to classify the types of skills needed to succeed in the workplace. Among these efforts were the Secretary of Labor’s Commission on Achieving Necessary Skills (SCANS)

He told me how after reaching the check gate the transporter told the police that the IBI’s were Priests (Imam) and they were allowed to pass. This prompted me to write down this article. Although, IBI issue is much debated there is no such action towards them as they are easily creeping in our neighbourhood. We all heard about the Brussel, Paris or Dhaka attack by the terrorists, therefore if any terrorist creeps into Nagaland disguising themselves as IBI’s then it will be disastrous to our society. While employers understand that many youth lack technical skills that come with education, training, or previous work experience they do expect youth to possess work skills and soft skills needed for job

success. These include being able to solve problems and communicate effectively with others, and assuming personal responsibility for learning and attendance. Regrettably, employers report that many youth are coming to work without these skills. Families who understand what these skills are and help their youth develop these skills give their youth a real advantage in the job search. Becoming prepared to enter the world of work is a process, and nothing promotes that process better than gaining real work experiences. Sadly, many youth lack opportunities for work experiences. This is especially true for youth with disabilities and other at-risk and disconnected youth. So where are youth going to learn the work skills needed to be a success on the job? Families might assume that this is the school’s responsibility, but schools often do not address the variety of work skills youth need. Often, it is families who take the lead. For youth with disabilities, the role of family in building work skills is especially critical. Some youth may have disabilities that impact their ability to read, do math, or complete complex tasks. Don’t politicise the fuel adulteration racket issue Sir,

The recent exposure of fuel-adulteration racket by the ACAUT is highly commendable. However, it is sad to learn that instead of acknowledging the ACAUT’s initiatives, the state government is politicising the issue. It must be noted that ACAUT’s apprehension on the SIT formed by the government is not unfounded given the track record of SITs/HPCs in the state. Moreover, the state government and law enforcement agencies should be ashamed of the fact that the racket was busted by ACAUT, and not the agencies assigned to deal with law and order. The episode presents an opportunity for the government and law enforcement agencies to introspect whether they are up for challenges facing the state. The fact that a racket of such proportion existed unbeknownst to Nagas all this while somehow indicates a bigger nexus and some ‘big’ names are likely to crop up in the course of investigation i.e. if the investigation is unbiased and without interference or intimidation. Therefore, I appeal to the government to kindly stop politicising the case and applaud the ACAUT for doing the Govt’s job. NE W D E LHI, J UL 18 (PTI): Senior IAS officer BK Prasad, who probed the Ishrat Jahan missing files case, has got two- month extension with Prime Minister Narendra Modi reducing the three-month period sought by Home Minister Rajnath Singh. In a letter to Cabinet Secretary P K Sinha, Home Secretary Rajiv Mehrishi has said that finding Prasad’s replacement will not be easy and changing the officer, who was recently in news for allegedly ‘tutoring’ a witness, will set the clock back by almost three months. While seeking the threemonth extension, he also said that the probe is “highly sensitive” and the report may be discussed in Parliament. The Department of Personnel and Training (DoPT) has then processed the request for Prasad’s extension which was approved by the Prime Minister for only two months till July 31. Prasad, a 1983 batch IAS officer of Tamil Nadu cadre, was due to retire on May 31. The government has recently appointed Maharashtra cadre IAS officer Bipin Bihari Mallick as his replacement. In the aftermath of the controversy surrounding the issue of missing papers from the file dealing with the filing of affidavit in Ishrat Jahan case, the Home Ministry had ordered an enquiry by Prasad on March 14, this year. The NIA filed the charge sheet against Armar, RizwanAhmed, Mohsin Ibrahim Sayyed and Ayaz Mohammed before as pecial court here under various sections of Indian Penal Codeand Unlawful Activities (Prevention) Act. While Armar and Mohammed are absconding, the two othersare in judicial custody. The NIA said it found during the probe that Armar and histhree accomplices hatched a conspiracy between July andDecember 2015 to “influence, instigate, motivate andradicalise the young vulnerable Muslim youth from Malwani areaof Malad, Mumbai, to join the ISIS.” All the four had used numerous social networking platformsfor waging jihad by violent means to attract the attention oflike-minded persons and motivate vulnerable youngsters toindulge in terror activities for the banned internationalterrorist organisation, ISIS, with an intent to threaten theintegrity of the nation. According to the NIA, Ayaz Mohammed went to Iraq viaAfghanistan and joined the ISIS. He was in contact with MohsinIbrahim Sayyed and a few other youths from Malwani, whom hetried to radicalise and motivate to join the ISIS.

Minor’s gangrape rocks Maharashtra assembly

MUMBAI, JUL 18 (PTI): The brutal gangrape and murder of a minor girl in Ahmednagar district rocked both the houses of Maharashtra Legislature as its Monsoon session got underway Monday with the Congerss-NCP opposition targeting the Devendra Fadnavis Government on a host of other issues as well. A 15-year-old girl was brutally raped last week allegedly by three men who inflicted injuries all over her body and broke her limbs before throttling her at Kopardi village in Ahmednagar district. The incident has sparked outrage as well as political slugfest, with the Congress demanding Fadnavis’ resignation on “moral grounds”. Making a statement after ruckus by the Opposition in the Assembly, the Chief Minister said the accused in the heinous crime have been arrested and the case will be heard in a fast-track court. Noted lawyer Ujjawal Nikam has been appointed as the public prosecutor in the case and the government has given Rs five lakh solatium to the victim’s family, Fadnavis said. DNA samples of the victim and the accused have been sent for forensic tests, he said. The issue also figured in the Legislative Council, where, backing an adjournment motion by Leader of Opposition Dhananjay Munde (NCP), senior Congress member Narayan Rane

Book LTC tickets on lowest fare or face action: Govt NE W DE LHI, JUL 18 (PTI): Employees who fail to buy air tickets at the lowest price available on the day while undertaking journey on Leave Travel Concession (LTC) claim will face severe penal action, as per the draft guidelines finalised by the Centre. The move comes after the government noticed instances where some of its employees colluded with private travel agents to submit LTC claims showing inflated airfare to clandestinely obtain undue benefits like free boarding, lodging, transport or cash refunds.

The Central Bureau of Investigation (CBI) is also looking into cases of alleged irregularities in availing the LTC claims. The ministries concerned will also carry out random checks with airlines to ensure that the tickets were booked at the lowest fare available on the date of purchase. “It has now been decided that in accordance with the canons of financial propriety, government servants should purchase tickets at the lowest rate available at the time of booking for the date and time of scheduled journey.

Since the directive will give a boost to “Make in India”, a fresh study should be carried out to know how the domestic textile industry can use CCI for its benefit and bring in reforms to suit today’s changing global environment, Secretary of Indian Texpreneurs Federation (ITF) Prabhu Dhamodaran said. The body has suggested that there is a need to bring in reforms in Cotton Corporation India (CCI) in the wake of the Textiles Ministry direction. Stating that many in the industry strongly believed that CCI selling cotton to traders was also leading to speculation of prices and availability, Prabhu said. However, he lauded the decision saying, the ministry has taken a right direction to support millions of farmers and also industry, which is giving employment to millions of workers.

DHAKA, JUL 18 (PTI): Three Islamists from the infamous Al-badr militia were today sentenced to death while five others jailed until death by a special tribunal in Bangladesh for committing crimes against humanity during the 1971 liberation war against Pakistan. A three-member panel of judges of Bangladesh’s International Crimes Tribunal (ICT-BD) led by Justice Anwarul Haque pronounced the judgement as two of the convicts appeared on the dock while six others were tried in absentia as they were on the run to evade justice. Colombo, Jul 18 (PTI): Former Sri Lankan president Mahinda Rajapaksa’s eldest son was today granted bail but was banned to travel abroad by a court here over allegedly accepting USD 500,000 from an Indian firm in connection with a multi-million dollar real-estate project in the heart of Colombo. Namal Rajapaksa, a member of parliament, was arrested last week and kept under remand custody till today, becoming the second son of the former president to be remanded over financial irregularity. H o u s to n / Bato n Rouge, Jul 18 (PTI): A black US Marine veteran killed three police officers in Baton Rouge before being shot dead, nearly two weeks after the fatal police shooting of a black man in the city that sparked country-wide protests and led to the massacre of five law enforcement officers. The African-American gunman, identified by the media as 29-year-old Gavin Eugene Long, dressed in black and armed with a rifle, shot the police officers in an “ambushstyle” attack yesterday. The motive of the shooting was not known but comes amid spiralling tensions across the city and the country between the black community and police amid the ambush on Dallas police officers where a sniper killed five officers. Officials confirmed that three law enforcement officers died while three others were wounded during the shooting on Airline Highway in Baton Rouge, Louisiana, over a kilometre away from police headquarters. Blade Runner 2: First official artwork revealed

he first official artwork from Blade Runner 2 reveals a street scene that will look familiar to fans of Ridley Scott’s original film. Ryan Gosling will star in the as-yet-untitled sequel, which is set several decades after the first story. BCCI shake-up on cards as SC Naga wrestlers departs for 5th NTWFI Championship approves Lodha recommendations New Delhi, Jul 18 (PTI): Cornered by the Supreme Court’s acceptance of the Lodha Committee recommendations on sweeping reforms, the BCCI is set for a revamp as some of its senior functionaries are staring at the prospect of losing their positions in either the parent or state bodies. The Supreme Court accepted the recommendations, including a bar on ministers and civil servants and those above 70 from becoming BCCI members but left it to Parliament to decide whether the Board should come under RTI and betting on the game be legalised. The Board has been given six months’ time to implement the recommendations. The apex court also accepted the recommendations of the Committee headed by retired Chief Justice of India Justice R M Lodha to have a CAG nominee in BCCI.

A bench of Chief Justice T S Thakur and Justice F M I Kalifulla rejected BCCI’s objection against recommendations for one-state-one-vote and said that states like Maharashtra and Gujarat having more than one cricket associations will have voting rights on rotational basis. “We respect SC’s decision. We will look into how we can implement the Lodha panel recommendations,” senior BCCI functionary and IPL Chairman Rajeev Shukla said. “We respect the Supreme Court’s decision. We are studying it,” added the Board’s recentlyappointed CEO Rahul Johri, whose appointment was itself a result of Lodha committee recommendations. The court also accepted the panel’s suggestion that there should be a player’s association in the BCCI. The apex court also ruled that one

person should hold just one post in cricket administration to avoid any conflict of interest and scrapping of all other administrative committees in the BCCI after CAG nominee comes in. The verdict means that BCCI President Anurag Thakur (Himachal Pradesh), Secretary Ajay Shirke (Maharashtra), Treasurer Aniruddh Chaudhary (Haryana) and Joint Secretary Amitabh Chaudhary (Jharkhand) will have to forego their positions in their respective state associations to avoid “Conflict of Interest”. The ruling on age cap of 70 years on BCCI officebearers, on the other hand, effectively means the end of the road for veteran administrators like Sharad Pawar, N Srinivasan, and Niranjan Shah to name a few. While former BCCI president Pawar is 75 years old,

Tamil Nadu strongman Srinivasan is currently 71 years old. Both are presidents of their respective state associations -- Mumbai CA and TNCA respectively. Saurashtra Cricket Association supremo Shah, who has served BCCI for over three decades in various capacities such as secretary, joint secretary, treasurer and vice President, is 72 years old. Shah admitted that he is “disappointed” but has to “respect” the Apex Court’s order. Shah, however, feels that it will at least take another 18 months to fully implement the SC verdict. “The BCCI will have to first implement it at their end and then the state associations will have to also implement the same. In my understanding it will take another 18 months to put everything in order as per Lodha Committee recommendations,” Shah observed.
