India-Thailand road link to be a reality soon NEW DELHI, JUL 18 (AGENCIES): In the near future, if you wish to visit Bangkok, one of the options on the table is likely to be taking a bus ride, as talks are in an advanced stage to implement a project promoted by the Asian Development Bank (ADB) to start a regular bus service between India and Thailand via Myanmar. The bus service would be part of a transport agreement being negotiated by India, Thailand and Myanmar for completion of the historic 1,400-km highway currently under renovation. Top ADB officials said the negotiations are expected to be concluded next year, as the Indian government has offered Myanmar financial assistance to upgrade bridges along the route linking India’s Northeast with Myanmar and Thailand. Sources in the Union Ministry of External Affairs (MEA) said that 73 bridges inside Myanmar, built during the Second World War, are being renovated, to ensure that the highway is safe to use. The MEA has already invited tender for selection of a contractor for construction of 69 bridges, including the approach roads on the TamuKyigone-Kalewa road section of the Trilateral Highway in Myanmar on engineering, procurement & construction (EPC) mode. The bid closes on July 19.

DIMAPUR, JUL 18 (NPN): Hundreds of students who secured admission under the initiative of Eastern Naga Students Union Dimapur (ENSUD) Education Initiative Committee and studying in various colleges across India have expressed fear that they might suffer the same fate like the 150 students who, in 2015, were unceremoniously kicked out of their college on account of non-payment of scholarship by the Nagaland Government. On Monday students studying in various colleges and Universities of Mewar, Divya Jyoti College, Adhunik College, International Group of Institution and Mewar Girls College along with parents held a join meeting with ENSUD at Dimapur town hall and deliberated on the issue. At the meeting, ENSUD stated that on July 6, 2016 they (ENSUD) submitted a memorandum to the state chief minister to release the full scholarship under the PostMatric Scholarship Scheme of the Ministry of Tribal Affairs, Government of India for the year 2014-2016. ENSUD informed it requested the CM to respond on or before July 9, 2016, to which the CM assured to reply within ten days. However, ENSUD rued the CM haven’t responded to their memo yetdays after expiration of the ten-day period.
NEW DELHI, JUL 18 (PTI): Rejecting ‘plebiscite’ demands as an “outdated” idea, the government on Monday asserted that Kashmiris are “our own people” who are being “misguided” as it blamed Pakistan for the unrest in the valley and said all parties will be taken along in dealing with the situation. The unrest in Kashmir resonated in Rajya Sabha on the opening day of the Monsoon session, with the House taking up urgent discussion during which the opposition slammed the government and pressed for holding an all-party meet while pitching for a political solution rather than using “barrel of the gun”. The opposition, while attacking Pakistan for fanning trouble in Kashmir, asked the government to initiate a political process and direct security forces to exercise restraint while dealing with protests.
Replying to the debate, Home Minister Rajnath Singh affirmed that while militancy will be dealt with sternly, there should be “no instant” use of bullets while dealing with mobs which should first be tackled by the use of teargas and water cannons. The use of pellet guns, which have been blamed for most civilian injuries, would be looked into, regarding which he will talk to chief minister Mehbooba Mufti, he said. Singh said Prime Minister Narendra Modi and he himself had asked security forces to exercise maximum restraint in dealing with mob violence which started after the killing of militant commander Burhan Wani in an encounter on July 8. “Whatever is happening in Kashmir is Pakistansponsored. DIMAPUR, JUL 18 (NPN): Dimapur Municipal Council has reminded all the shopkeepers/business establishments within its jurisdiction to stop using/selling non biodegradable poly bags. In a notification, DMC administrator H.Atokhe Aye said anyone found using any form of non-biodegradable poly bags other than 40 microns or above would be penalised with fine followed by seizure of stocks and other legal course of action, which could lead up to cancellation of trade licence.

DIMAPUR, JUL 18 (NPN): Judicial Inquiry Commission (JIC) constituted by the state government to probe the July 16, 2015 Wuzu firing incident on Monday said that the question of delay in submitting the report was wrong and sought to clarify apprehensions and displeasure expressed by civil society organisations during “candlelight service” held at Kohima on July 15, 2016. In a press release, JIC secretary, K. Naben, asserted that the commission constituted vide Nagaland government notification dated November 13, 2015 initiated the process of enquiry and some witnesses filled written statements were also received but found those written statements not in proper order. In the meantime, JIC said that the government vide letter dated December 9, 2015 demanded that the report of the Dimapur jail breaking incident and lynching case be submitted first. Therefore, it said the Wuzu firing incident investigation process was put off and jail breaking incident report was finally submitted on March 9, 2016. Further, JIC stated that the then secretary to the commission resigned in the month of April 2016 and the new secretary could be posted/attached only on May 10, 2016. Subsequently, JIC said the commission undertook a tour to Meluri on June 17, 2016 and

Accordingly, JIC said a public notice was served dated June 20, 2016 notifying that within a period of one month’s time the witnesses were supposed to file the written statements in affidavits to the office of JIC. The date of filing written statements is to be on or before July 20, 2016. Therefore, the commission said “the question of delay in submitting the report by JIC does not hold water”. Meanwhile, JIC has requested stakeholders to bear with the commission and extend cooperation for early submission of the report.
DIMAPUR, JUL 18 (NPN): Alleging that the state government has “decimated the lawful authority” of the State Vigilance Commission (SVC) by its recent resolution dated June 8, 2016, the Nagaland Tribes Council (NTC) has urged the government of Nagaland “to restore the legal powers to the State Vigilance Commission” by revoking the erroneous resolution without delay. In a representation addressed to the chief secretary, the NTC president Lendinoktang Ao and committee on state vigilance commission, NTC convenor Theja Therieh objected to the concluding sentence of the resolution, which read “This Resolution modifies to the above extent all previous Resolution and Notifications concerning the State Vigilance Commission”. Stating that the last sentence was “a complete contradiction to the opening sentence”, the NTC said over and above, all the previous resolutions and notifications concerning the SVC stood modified. It pointed out that the clause 1 of the June 8, 2016 resolution confined the jurisdiction of the SVC to
just the employees of state government and also the employees of the public corporations, statutory bodies and undertakings of the state. Whereas, NTC said not only government employees but any private individual or group of private individuals could cause offence against the interest of the state. However, it stated that the amended provision kept the private individual or private firm immune from the purview of SVC. “This amendment is a defeat of the purpose for which the Nagaland State Vigilance Commission is step up,” said NTC, adding that clause 2 of June 8, 2016 resolution modified the power of inquiry of SVC to the extent of removing the power of suo-moto. Further, NTC claimed that June 8, 2016 resolution “though not specifically referred to” has indeed emasculated the clauses 2 and 5 of the first Resolutions of April 9, 1976, which provides that the SVC “will not be subordinate to any Deptt. and will have the same measure of independence and autonomy as the State Public Service Commission”. Asserting that clause 3 of June 8, 2016 resolutions has made
the chief secretary to have the “overriding authority” over the Commission arbitrarily, NTC said such dilution of the powers of SVC would “definitely hamper the efficiency of the investigative authority.” NTC observed that June 8, 2016 resolution has subjectively divested the legal powers of the only investigative establishment (SVC), adding that “by this resolution, the Commission has now become a mere showpiece.” The council maintained that if SVC was “to be reduced to a paper tiger as this”, it was as good as winding up the commission “because there is no necessity to have such Commission without legal investigative powers.” Urging the state government to restore the legal powers to the SVC by revoking the erroneous resolution without delay, the NTC said it expected the government to “rectify the anomalies committed in the resolution in question within two weeks time.” NTC cautioned that in the event of the government remaining insensitive to its demand, the council would be compelled to take the issue to the next level.
They lamented that ST Students from Nagaland were yet to receive the full amount whereas ST students from other states in the same colleges and universities have received their full scholarship. Student representative from Mewar University, T. Thomas Konyak, said during their meeting with the officials of Ministry of Tribal Affairs GoI, the officials had held the state government responsible for not showing interest in the matter unlike the other states and remarked that the Ministry of Tribal Affairs was willing to assist if the state government shows interest. Handing out a copy of the release of central assistance to state government of Nagaland towards full and final instalment of projected expenditure for the year 2015-16 (scheme of Post-Matric Scholarship to ST students) by the Ministry of Tribal Affairs GOI, wherein an amount of Rs.26,46,34,161 to the state government of Nagaland was released on February 4, 2016, the officials questioned as to why the state government was taking time to release the scholarship when five months have passed by. They also questioned the State Level Committee set up which has yet to come up with any findings or reports. With no concrete response from the State government, the students concluded that they are liable to agitate against the state government.

Mozhui, on July 18, 2016, and reminded that public of Mokokchung were “already uneasy” and things must not be delayed to prevent violent reactions. I n a p r e s s r e l e a s e, Mokokchung Town Lanur Telongjem president Imkummeren Jamir, general secretary Taliakum Pongen and grievances cell convener Aolong Imchen said EE informed that the department was making all efforts to restore normal power supply at the earliest. Cooperate to probe fuel racket: NPF youth wing NSSATA refutes CM’s ‘co-terminus’ remark Dimapur, Jul 18 (NPN): In the light of the raging controversy on the setting up of Special Investigation Team (SIT) to probe into fuel adulteration racket exposed recently by Dimapur district administration, police and ACAUT volunteers, the NPF Youth Wing Monday appealed to all concern to cooperate and work out for ways and means on how to book the culprits involved instead of criticizing the investigation team. In a press release, NPF youth wing media cell has also appealed to all concern not only to accuse, blame or criticise; but also learn to appreciate and cooperate. On the other hand, NPF youth wing wanted the SIT to expedite its findings and not to prolong the matter which would otherwise give chance for the guilty to flee, suppress evidences or influence anyone that would be detrimental to fairness and justice. The youth wing further asked every right thinking citizen to appreciate the state
government for setting up the SIT to investigate whether adulteration of fuel is also being sold in other outlets in other parts of the state, and that guilty should be brought to book without any bias. It also appreciated chief minister T.R. Zeliang for setting up SIT to bring the guilty to book, stop the malpractice and deliver justice to the people. The youth wing also stated that the efforts of the district administration and the volunteers of ACAUT needed to be appreciated by everyone since adulteration of fuel, especially adulterated diesel if distributed to outlets all over the State would adversely affect all diesel-run motor vehicles. “It is galling that the few identified kingpins of the racket have been running the malpractice at the expense of the public, and under the very nose of the administration for decades, making lakhs and crores of rupees in the process illegally”, the youth wing said.
It claimed that this malpractice were also reported in the past, where complaints lodged and in some cases accused were caught but released on bail. “This must have emboldened the wrong doers and the magnitude of the racket, and the quantum of adulterated fuel being supplied to the outlets, has assumed alarming proportions now”, the youth wing stated. It was for this reason, NPF youth wing said that the preceding Governments failed to do, or were unwilling, but the present government had taken a bold step and initiated a move which can reach to a logical and satisfactory conclusion. However, the youth wing reminded that it was through the initiative of the chief minister, state government has decided to implement the National Food Security Act in the districts of Kohima and Dimapur by July this year, and to cover the remaining districts of the State by August. The youth wing said
by implementing NFSA, the state government was “bringing out new wine in a new bottle”, which could benefit more than 11 lakh people. To achieve this goal, the department of food and civil supply was working on “war footing”. Knowing that the implementation of the Act will have huge financial implications on the State Government, the government has decided, and that “NFSA is going to be a reality and that pilferages of food grains and other essential commodities to the beneficiaries would be minimal, if not impossible, with the support of the people”. The youth wing further claimed that pilferage of SK Oil, presently used to adulterate diesel fuel and reportedly emanating from the F&CS rations to the beneficiaries, would be checked and directly go to the beneficiaries alone once NFSA is implemented a proper way. It will also go a long way to check fuel adulteration in the State, NPF youth wing said.
DIMAPUR, JUL 18 (NPN): Refuting the purported statement of the chief minister that “SSA teacher employees were bound to be co-terminated along with projects and schemes”, the Nagaland SSA Teachers’ Association (NSSATA) on Monday asserted that SSA teachers of 2010 and 2013 batch were appointed as regular state government employees and were not coterminus in any case. In a press release, NSSATA general secretar y Thungchamo Lotha pointed out that as per advertisement dated November 20, 2009 and government notification dated October 20, 2009, the word “co-terminus” was not found mentioned in the recruitment norms. The association also stated that as per appointment order dated May 4, 2010, the appointment orders were issued according to the approval of the government order dated March 29, 2010. NSSATA said terms and condition point 2 clearly stated that in the event of discon-
tinuation of SSA programme, their pay and allowances would be borne by the state. It said point 4 mentioned deduction towards GPF/GIS. Further, the association said in the advertisement dated December 9, 2011 for recruitment of teachers , there was no reference to SSA or co-terminus. NSSATA said in the appointment order issued in March 2013, it was mentioned that deduction towards NPS@10% of the total emolument and GIS should made. Also, the association pointed out that SSA teachers appointed in 2010 and 2013 were recruited with the approval of three proper channels of the state government – state cabinet, P&AR and the finance department – as regular employees through open competitive examination on merit basis. The examination was conducted by SCERT and appointment orders were issued by the department of school education with no reference by SSA mission authority, it
said.
NSSATA said at a meeting on May 16, 2016 at chief secretary’s conference hall, the chief secretary, finance commissioner, commissioner & secretary school education, additional director school education, all additional directors of schools education, mission director SSA and various subordinate officials acknowledged that SSA teachers of 2010 and 2013 batch were regular government employees. Besides, it said the minister of school education Yitachu during a meeting on May 28, 2016 in Kohima also acknowledged the nature of their appointment as on par with the rest of the state teacher employees and were entitled for equal service benefit. It said the school education department had included SSA teachers in the seniority list prepared in 2015. In the light of the above, t h e N S S ATA t h e r e f o r e claimed that the question of SSA teachers of 2010 & 2013 being co-terminus did not arise. K Y M C
