‘Community spread has started and the situation is bad’: IMA Chairman NEW DELHI, JUL 18 (AGENCIES): With one million people getting affected by Covid-19, the Indian Medical Association (IMA) is of the view that community spread has started and the situation is pretty bad. While speaking to Asian News International (ANI), Dr V K Monga, the Chairman of IMA Hospital Board of India said, “This is now an exponential growth. Every day the number of cases is increasing by more than around 30,000. This is really a bad situation for the country. There are so many factors connected with it but overall this is now spreading to rural areas. This is a bad sign. It now shows a community spread.” According to the latest update by the Union Health Ministry, the total confirmed cases reached 10,38,716. There are 3,58,629 active cases and 6,53,751 cured/ discharged/migrated. A total of 26,273 deaths have been registered to date. The chairman of IMA further said, “Cases are pen-

4 charged for pig smuggling DIMAPUR, JUL 18 (NPN): Dimapur police Saturday disclosed that a case has been registered with the Diphupar Police Station against four persons involved in smuggling of pigs from Balijan Assam to Dimapur, which were confiscated on July 18 near 3rd Mile. According to PRO Dimapur Police, the accused were charged under relevant section of IPC, the Epidemic Act, 1897 and Prevention and Control of Infectious and Contagious Diseases in Animals Act, 2009. Vaccination, being the greatest hope to contain Covid-19, India’s two indigenous vaccine makers would be starting human trials soon. “There has to be phases of trials then human trial, then efficacy and side effects. Also, importantly it has to be seen how long this immunity will last because most of the patients are unable to go beyond three months of immunity,” said Dr Monga.

India added last quarter million Covid-19 cases in just 8 days: On July 16, India became only the third country in the world to reach the grim milestone of one million confirmed Covid-19 cases. The United States and Brazil are the other two countries who have crossed this mark. The journey to a million cases took 137 days since March 2, but each quarter of that million has come at a faster pace. The first 2.5 lakh cases took 98 days. Cases in Maharashtra, Tamil Nadu, and Delhi - which have the highest number of cumulative Covid-19 cases in the country - constituted 57% of all cases at the time. The next quarter of a million cases took less than three weeks (19 days). The share of the ‘Big Three’ states in total cases stood at 60%. On the day India hit the million mark - it took just eight days for the country to record the last quarter of that million - the top three states accounted for 55.7% cases.

India’s COVID death toll reaches 26,273

No decision yet on re-opening of schools: PD School Education

NEW DELHI, JUL 18 (PTI): The death toll due to COVID-19 rose to 26,273 in the country with 671 fatalities reported in a day, the Union Health Ministry data updated at 8 am on Saturday showed. With 34,884 people testing positive for coronavirus in the last 24 hours, India’s COVID-19 caseload surged to 10,38,716 while 6,53,750 patients have recovered from the disease so far, according to data. At present, there are 3,58,692 active cases in the country, while 6,53,750 people have recovered so far and one has migrated. “Around 62.94 per cent of patients have recovered so far,” an official said. The total number of confirmed cases includes foreigners. This is the third consecutive day when the number of COVID-19 cases increased by more than 30,000. According to the Indian Council of Medical Research (ICMR), a cumulative total of 1,34,33,742 samples have been tested for COVID-19 up to July 17 with 3,61,024 samples being tested on Friday.

Survey on July 22 to seek parents view on re-opening Correspondent

KOHIMA, JUL 18, (NPN): With the surge in COVID positive cases in the state, the Department of School Education (DoSE) was yet to decide on re-opening of educational institutions. All schools, both private and government, have been shut since March. While expressing serious concern for the students, DoSE principal director Shanavas C informed Nagaland Post the government will take the call depending on the situation. Being located in the district headquarters and sub-divisions with internet facilities, he said the online evaluation and exams of high schools and higher secondary schools were satisfactory. However, those schools-- mainly GPS and GMS located in villages faced connectivity issues, which was why the depart-

ment had to opt for offline mode, he added. In order to monitor the activities, Shanavas said that the department would be launching a mobile application for teachers soon. NBSE to decide on syllabus: Shanavas informed that the Nagaland Board of Secondary Education (NNBSE) is likely to hold an online meeting with officials to decide on reducing the syllabus if required. Once this is decided, DoSE will take the call on the academic calendar of conducting the annual exams. Since it may not be practical to hold the 2020 annual exams-- usually held during November and December, the exams may be scheduled to be held in February or March, 2021. However, he said nothing has been decided yet. If the situation does not improve and schools do not re-open, Shanavas said that the focus will be given to the higher classes like Class X and XII. Survey for parents: Shanavas also said that the department has decided to conduct a survey for parents of students studying in both

private and government on July 22 (from 3 p.m. to 3.45 p.m.), to seek their opinion on matters related to reopening of schools after lockdown gets lifted. He said that parents will have to login to the online evaluation portal of the department (https://dosenl. in) on the specified date and time using the user credentials already registered by their children for appearing in the online evaluation. Shanavas said that students’ registration was still open and those who were yet to register have been asked to do so before taking part in the survey. During the survey, the parents will have to respond to 15 questions within the 45 minutes timeframe and then “submit”. It may be mentioned that DoSE, on July 15, warned that reopening of schools in any manner in violation of the ‘lockdown order’ was strictly prohibited. DoSE warned of severe disciplinary action against head of Institutions and members of school management committees/ boards violating the lockdown order.

DIMAPUR, JUL 18 (NPN): Nagaland on Saturday registered 22 fresh COVID-19 positive cases, taking the state’s total tally to 978 cases-- 546 active and 432 recovered. State Health minister S. Pangnyu Phom said out of 216 samples tested from various quarantine centres, 11 tested positive in Peren, 8 in Dimapur and 3 in Kohima.

All the positive persons were shifted to the designated COVID-19 hospitals and COVID Care Centres. Further, active surveillance and contact tracing was on to prevent further spreading of the infection. As per the severity of symptoms, 543 active cases were asymptomatic, 2 with mild symptoms and 1 with moderate symptom.

DIMAPUR, JUL 18 (NPN): All Kohima Indane Distributors Association (AKIDA) has cautioned that it would be compelled to continue with its ongoing “indefinite bandh” of all LPG showrooms and LPG services in Kohima if state authorities failed to take strict legal action against the miscreants involved in the July 4 and 9 assault on LPG workers. This was contained in a representation by AKIDA president Kuolachalie Seyie and general secretary Tseibou Dzüvichü addressed to the chief secretary, DGP and commissioner Nagaland. AKIDA also demanded security for its members and particularly the business community of Nagaland in general against “multiple UG taxation, assault and harassments.” AKIDA highlighted the plight of business community who it said, were

being “overburdened” by the “so-called multiple UG taxation” as they struggle for survival and support their family. They also said traders were often assaulted by “unscrupulous tax collectors” for failing to meet their demands. The recent two incidents were “just a tip of the iceberg”, it said, adding, there were also many unaccounted cases rampantly happening in the State. AKIDA said it was greatly disheartened that 98% of accused arrested on extortion cases were released on bail within a couple of days. Citing recent reports, the association expressed surprise that even in serious offences booked under Arms Act and Explosives Substance Act, that prescribed minimum punishment of 5 years or more, accused were awarded merely 5-10 days of sentence often with the concurrence of the public

prosecutors. AKIDA said this clearly reflected “poor functioning of the law and order in the State” for which the business community was always at the receiving end due to such lapses. AKIDA reminded that the business community regularly pay huge GST tax and that having to bear the additional demands of the “so called multiple UG taxation” has made it extremely difficult for the business persons to survive. AKIDA maintained that it was the responsibility of the government, administration and police to monitor, regulate, prevent crimes from happening and protect the lives and security of its citizens. However, AKIDA expressed dismay that the state of affairs of the law enforcing agency has often failed when it came to the protecting the rights of business communities.

IMPHAL, JUL 18 (NPN): Manipur’s Addl. Director General of Police (Law and Order) Arvind Kumar allegedly shot himself with his service gun at his official quarter at 2nd Manipur Rifles Complex in Imphal on Saturday. Kumar, a 1992 batch IPS officer of Manipur cadre, was recently repatriated back to his parent cadre after serving in the Intelligence Bureau, New Delhi as deputy director. Soon after the incident, Kumar was rushed to Raj Medicity hospital in Imphal’s North AOC and admitted to the ICU in critical condition . AIIMS to begin Covid vaccine human trial from next week Eden hospital clarifies NEW DELHI, JUL 18 (IANS): In a major development, AIIMS Delhi will begin human trials of India’s first indigenous Covid-19 vaccine, Covaxin, from next week on 100 healthy volunteers aged between 18 and 55. The volunteers will be kept under observation for a period of nearly 150 days. Covaxin is developed by Bharat Biotech in collaboration with the Indian Council of Medical Research (ICMR) and the National Institute of Virology (NIV). According to Bharat Biotech, The Phase 1 clinical trial for Covaxin has been initiated across the country from July 15 onwards, and this is a randomised, doubleblind, placebo-controlled clinical trial on 375 volunteers across the country. Speaking to IANS, Sanjay Rai, Professor of Community Medicine and Principal Investigator of

Covid-19 vaccine trial at AIIMS, said, “We will begin human trials of India’s first indigenous vaccine, Covaxin, on 100 healthy volunteers aged between 18 and 55 years. We will ensure that none of the volunteers have any comorbidities. AIIMS will conduct trials on 100 volunteers out of a total of 375 persons.” AIIMS has also set up a dedicated email and phone number for the volunteers to register themselves for this project. The volunteers will

have to undergo tests, which include Covid-19 test and also tests for other comorbidities. If found healthy, they will be administered the vaccine. According to a senior official, recently the ethics committee has given a goahead for human trials for the vaccine, and AIIMS will begin registering volunteers as per the procedure. “After administering the vaccine, we will follow up with the volunteers through phone calls. They

will be kept under observation for nearly 150 days,” added Rai. Volunteers willing to register for human trials can email at ctaiims. covid19@gmail.com. On Friday, Haryana Health Minister Anil Vij had said that human trial of a vaccine against novel coronavirus has begun at the Post Graduate Institute of Medical Sciences in Rohtak. “Three subjects have enrolled for the trial and tolerated the vaccine very well. There were no adverse effects,” he said. The SARS-CoV-2 strain was isolated in NIV, Pune, and transferred to Bharat Biotech. The indigenous, inactivated vaccine was developed and manufactured in Bharat Biotech’s BSL-3A (Bio-Safety Level 3) High Containment facility located in Genome Valley, Hyderabad. The Drug Controller General of India, Central

Drugs Standard Control Organisation (CDSCO), and the Ministry of Health & Family Welfare granted permission to initiate Phase-I and II human clinical trials after the company submitted results generated from pre-clinical studies, demonstrating safety and immune response. BBIL, which is known to be one of the leading vaccine makers in India and has previously collaborated with global firms for vaccine production said that the first phase of the trial will be randomized double-blind clinical trials, wherein some of the volunteers will be administrated a vaccine dose while others will be given a placebo, to see how the vaccine works. While phase I usually involves 30-40 participants, COVAXIN’s trials are being advanced and involve a larger pool of candidates.

Says RT-PCR result of patient awaited

DIMAPUR, JUL 18 (NPN): With reports going viral on social media about Eden Medical Centre (EMC) was sealed on July 18 when a patient had tested positive for COVID-19, EMC director Dr. Lima Imchen has issued to clarify on the matter. Dr. Lima informed that on July 17 evening, a patient complaining of “respiratory distress” was rushed to the ICU and intubated after being diagnosed with pneumonia. After conducting the “screening test” for COVID-19 in the laboratory, he said the test turned out to be positive but needed further test for confirmation. Dr. Lima said that the Dimapur COVID Task Force was immediately informed and re-sampling for confirmatory RT-PCR test was done on July 18 adding that , the result was expected to be out by July 19. As a precautionary measure, he said the ICU was sealed and Out Patient Department and emergency services closed till the RT-PCR result was made available. Meanwhile, EMC administrator also informed Nagaland Post over phone that the patient’s report was awaited and that the hospital was not sealed but the authorities (EMC) had kept it under “containment”, till the result was out. The administrator also said that the patient had minimal contact at the hospital and was directly taken to ICU, which was later sealed. It also clarified that the hospital was not sealed but OPD and emergency services suspended as precautionary measures till the result was out. K Y M C

DF&AR releases variety of fingerlings at Doyang

DIMAPUR: Department of Fisheries & Aquatic Resources (DF&AR), under the initiative of the director, Kevisa Kense and joint director Lottimenba, released 1.76 lakhs fingerlings comprising of Indian Major Carp (IMC) Rohu, Catla, Mrigal and Silver carp were released on June 17 at Doyang reservoir. According to DIPR report, the aim was to enhance the fish stock and to uplift the livelihood of the fisherman community.

During the release programme held at Doyang, Lottimenba urged the fisherman to continue to strictly follow the mesh size regulations and control the use of dynamite fishing in the area. He also stated that targeted quantity to be harvested during the year through this initiative will be approximately 88 metric tons. The programme was organized in collaboration with District Anglers Wokha Nagaland (DAWN).

‘adaptive response model/ care’ in Mon DIMAPUR: The District Task Force (DTF) led by DC Mon Thavaseelan K and Empowered Group has adopted the COVID-19 “adaptive response model/care” model to fight COVID-19 by bringing about change in behaviour and inculcating habits like social distancing and improving personal hygiene among people, as a long term strategy. According to DIPR report, at the heart of this interactive “Care” model is the concept that each person was an asymptomatic carrier of the Coronavirus and thus have to behave in such a way as to not infect others. This model would use various tools like classroom, training, awareness level test, banner and posters, focussed group discussions, etc. Konyak Union has developed iterative test called “awareness level test” and prepared elaborate SOPs for various occasion and followed the guidelines of government of India & state government and the customary practices of the Konyak. DIMAPUR: An emergency Peren DTF on COVID19 meeting was called by ADC Jalukie Dr Tinojongshi Chang on July 17 at COVID control room, Peren on receipt of the RT PCR and TrueNat reports for July 17. According to DIPR report, DTO, Dr. Supongmenla Walling, briefed the house on the results of the testing conducted on the front-line workers in which she stated that on July 15, there were two TrueNat positive results on those non-healthcare frontline workers and after doing an immediate contact tracing, samples were sent for confirmation. She also said results received on July 17 showed that one among the TrueNat positive was negative while the other needed re-testing and 1 contact was confirmed as COVID positive by RT PCR. Cooking team tracing back to last 1 week of duty to be done; The FLW including the cooking and catering team should not leave their duty station till further directives; Matters relating to lock down shall be discussed after confirmatory results only; In case of high positives among the FLWs, the JAC Peren shall support the contact tracing team with additional manpower; All sub-divisional task force and sub-divisional RRT in Peren district shall be activated; Sample collection timing to be fixed after proper discussion with all stakeholders. Tentative timing shall be between 10 a.m to 1 p.m.

DIMAPUR: To promote and revive the dying folk art of traditional community healthcare service provider, the NECU an empanelled body has certified 12 more traditional healers from Tuensang district. A press release by North East Traditional Healers Association (NETHA) president Dr. Y. Hesheto Chishi stated that, Traditional Community Healthcare Provider (TCHP) certification programme of Quality Council of India (QCI) New Delhi has been actively engaged in the certification programme. Altogether Nagaland has got 26 certified traditional healers, 14 from Dimapur and 12 from Tuensang, highest among the North East states. The 4th batch of NECU was conducted in the month of February from 17 to 19 for Tuensang district Nagaland. The 12 successful traditional healers are 11 male, and 1 female qualified for common ailments, arthritis, and bone setting domains.

GUWAHATI, JUL 18 (PTI): Flood-related incidents claimed three more lives in Assam, where the deluge has hit 27.64 lakh people in 26 of the 33 districts and destroyed houses, crops, roads and bridges at several places. Two persons died in Barpeta and one person in South Salmara district, taking the death toll to 105, including 26 in landslides, the Assam State Disaster Management Authority said in its daily flood report. Ninety animals have died in Kaziranga National Park this monsoon season, it said. Chief Secretary Kumar Sanjay Krishna said there is no problem in flood management as separate teams of government employees have been deployed for flood and COVID-19 currently affecting the state.

Addressing a press conference here, Krishna also said, “There is also no problem regarding funds as enough funds have been released to the districts. Doctors are regularly visiting relief camps to monitor the health of the inmates there.” The ASDMA said the districts affected by floods are Dhemaji, Lakhimpur, Biswanath, Sonitpur, Darrang, Baksa, Nalbari, Barpeta, Chirang, Bongaigaon, Kokrajhar, Dhubri, South Salmara, Goalpara, Kamrup, Kamrup Metropolitan, Morigaon, Nagaon, Golaghat, Jorhat, Majuli, Sivasagar, Dibrugarh, Tinsukia, Karbi Anglong and Cachar districts. The number of people affected by floods on Friday was 35.76 lakh and district affected was 28 but the flood situation improved in Hojai and West Karbi Anglong districts.

Dhubri was the worst hit with over 4.69 lakh people affected, followed by Goalpara with 4.49 lakh persons, Morigaon and Barpeta with more than 3.5 lakh people. SDRF, district administrations and local people have rescued 511 people during the last 24 hours. At least 2,678 villages are under water, the bulletin said, adding that 1,16,404 hectares of crop areas have been damaged by the deluge across the state. The ASDMA said authorities have set up 649 relief camps and distribution centres across 21 districts, where 47,465 displaced people are taking shelter currently. The authorities have distributed rice, dal, salt and mustard oil along with other relief materials such as tarpaulin, baby food, candle, match box, mosquito net, biscuit, soap, drinking water, cattle feed,

mask and wheat bran. The Goalpara Deputy Commissioner Varnali Deka visited the flood affected areas under Kharmuza Gaon Panchayat, Ramharirchar, Nakaliyapara char, Katlamari char, Barvita, Sonahara and various relief camps in the district on Saturday and inspected all the arrangements in the camps. The Brahmaputra is flowing above the danger mark at Neamatighat in Jorhat, Tezpur in Sonitpur district, Goalpara and Dhubri districts, while its tributaries Dhansiri at Numaligarh in Golaghat, Jia Bharali at NT Road Crossing in Sonitpur, Kopili at Dharamtul in Nagaon, Beki at Road Bridge in Barpeta, besides Kushiyara at Karimganj town. The report further said embankments, roads, bridges, culverts and many other infrastructure have been damaged at various places in Udalguri, Lakhimpur, Chirang, Darrang, Barpeta, Morigaon, Kamrup, Majuli, Nagaon and Bongaigaon districts. Massive erosions have also been witnessed at different places of Biswanath, Udalguri, Darrang and South Salmara districts, ASDMA said. The ASDMA bulletin said that a total of 59 of 223 camps at Kaziranga National Park have been affected by the deluge.

Correspondent Diphu, Jul 18: Chief Minister of Assam Sarbananda Sonowal on his visit to the flood-hit Kaziranga National Park on Thursday directed the district administration of Karbi Anglong to take all necessary measures to ensure protection of animals which have crossed over to the hills due to floods. Many animals have crossed over to the hills of Karbi Anglong district during the second wave of flood, which has inundated 95 per cent areas of the national park. Dr. Abhijit Rabha, Special Chief Conservator of Forest, added when enquired about the security aspects of the wild animals in the hills which presumably is the safe haven for the flora and fauna of Kaziranga National Park right now. Earlier, Sonowal surveyed the inundated areas of Kaziranga National Park in a speed boat cutting through the upstream of Mora Difalu River from the foothills of Bagori Range of the Park to understand the situation of the marooned animals and actions taken by the park authority to ensure their defence. During his hour-long cruise inside the flood hit areas of the park, the chief minister observed animals taking shelter on highlands built by the Forest department in the flood prone areas of the park. He visited flood-affected forest camps at Gorakati, Mora Difalu and Mur Phuloni and exchanged views with the forest guards keeping vigil against all odds to protect the stranded animals.

Manipur: 69 security personnel test COVID +ve Correspondent IMPHAL, Jul 18: Sixty-six security personnel comprising 63 CRPF and 3 Army personnel tested COVID positive as Manipur recorded its highest single-day spike of COVID-19 on Saturday. All 63 COVID-19 infected CRPF personnel were from the CRPF Training Centre at Kangpokpi while the three Army personnel were from Leimakhong Garrison (Army Camp), an official release of the COVID-19 Common Control Room said. They recently joined their duties after leave, the release added. Meanwhile, the state recorded a single-day spike of 91 COVID-19 cases on Saturday, resulting in the reduction of recovery rate from 64.61to 62.50% as recorded in the previous day. Of the 91 new cases detected in the last 24 hours, 82 were males while the remaining nine females. Including the 91 new cases, the total number of persons infected by the pandemic in the state rose to 1891. Out the 1891 cases, 705 were active and 1182 recovered .

Rajib Sarma, a journalist in DY365 channel in this western Assam district, was arrested from his residence in Gauripur town at 2 am on Thursday. Hours after his arrest, his 64-yearold ailing father died due to cardiac arrest. The scribe’s arrest triggered a hue and cry in the state, following which the district superintendent of police and the divisional forest officer (DFO) were transferred, the officials said. Dhubri DFO Biswajit Roy had lodged a police complaint against Sarma accusing him of extortion and misbehaving with his wife. Sarma did a series of news reports claiming that cattle smuggling in Dhubri district was thriving on the alleged nexus between the DFO and district police. “The case of the arrest of a local journalist of an electronic media has been transferred to the Criminal Investigation Department for a proper probe,” Additional Di-

Guwahati, Jul 18 (PTI): A day after the gloom of the highest single day spike of 1218 coronavirus cases in Assam, ten expecting mothers afflicted with the pandemic delivered their babies at the Gauhati Medical College Hospital(GMCH) on Saturday. The ten COVID-19 affected women gave birth to six infant boys and four girls through caesearan section at the state-run hospital, Health and Family Welfare Minister Himanta Biswa Sarma said. “Ten #COVID19+ braveheart mothers have given birth to four baby girls and six boys. Congratulations to the families,” he said. The newbor ns and their mothers are being monitored closely, a senior GMCH doctor said. “At times, we get the opportunity to smile amid adversity. A 93-year-old coronavirus positive woman was released from the hospital on Thursday after she tested negative. “This was a delicate case which the doctors handled with precision. It is an incredible story of the competence of our doctors,” the minister said. Assam recorded the highest single day spike of 1218 coronavirus cases on Friday which had pushed up the number of those afflicted by the disease to 21,864. The pandemaic has claimed 51 lives so far in the state. The doubling rate of the positive cases is now 12 days, a health department official said adding 14325 cases were reported in the state last month since June 15. The recovery rate of patients is 65 per cent and 14,105 patients were cured and discharged from various hospitals in the state, the official said. The health department has so far tested 6,14,743 samples, he said. “Testing, tracking and treating remain fundamental to our strategy of managing the pandemic. Your (people’s) cooperation by coming forward to give your swabs is vital”, Sarma said.

Correspondent TURA (MEGHALAYA), JUL 18: Thousands of people are living in makeshift shelters in the flood-hit areas of western Meghalaya after over 30,406 households were submerged in floodwater, officials said on Saturday. Five persons including a woman and four children have died and around 1.52 lakh people have been affected in the flood so far. "The floodwaters have shown signs of receding and we are hopeful that the overall situation will improve in the days to come," West Garo Hills District Magistrate, Ram Singh said. Singh informed that 21 relief camps have been set up in the highland areas to accommodate the displaced people. The Jingiram, one the major rivers in the Garo Hills, caused havoc due to the sudden back flow of the Brahmaputra, inundating the low-lying areas. Three Community and Rural Development Blocks that include Tikrikilla, Demdema and Selsella have been badly affected, the official said. The flood waters also swept away livestock, foodgrain besides damaging standing crops. Meanwhile, health authorities have cautioned the outbreak of diseases, especially in the wake of COVID-19 pandemic.

Assam prohibits inter-district movement from July 22 Guwahati, Jul 18 (PTI): The Assam government has prohibited inter-district movement of individuals from July 22 till further orders to prevent community spread of COVID-19 in the state, Chief Secretary Kumar Sanjay Krishna said Saturday. In medical and lastrite emergencies, movement will be allowed only with written permission from the deputy commissioner of the originating district, Krishna said at a press conference here. Movement of goods and essentials, however, will continue uninterrupted, he said. Announcing the guidelines on ‘Unlock One’ for Kamrup Metropolitan district, which has been under lockdown since June 28, Krishna said night curfew and complete weekend

lockdown will continue in the district. The Guwahati city is in the Kamrup Metropolitan district. Night curfew will be in force from 6 pm to 6 am daily, he said. The guidelines announced will come into force from 7 pm of July 19 to 7 pm of August 2 in the entire district. All shops and businesses are allowed to operate on any one side of any street on any given day and on the opposite side on alternate days between Monday and Friday from 7 am to 5 pm and this will be decided by the deputy commissioner in consultation with trade bodies. Wearing a face cover is compulsory in public places, workplaces and violation will attract a fine of Rs 1,000 for the first offence, he said. Home delivery of

vegetables, meat and fish will be allowed from Monday to Friday but street and footpath vending of any sort is not allowed and all designated markets under the municipality will remain closed. Malls, cinema halls, gymnasiums, yoga centres and all places of worship will remain closed along with betel leaves, gutkha and cigarette shops. Private vehicles, both four and two wheelers, are strictly barred from movement except for medical emergency and official duty. Shopkeepers will be allowed to operate only with 50 per cent employees and after all staff and owner test negative for COVID-19 with strict compliance of all COVID19 protocols issued by health department. rickshaws and manual rickshaws except e-rickshaws are allowed to operate with only two passengers at any given time. Te c h n i c a l s e r v i c e providers such as plumbers, electricians, carpenter, AC mechanic and other electronic repairing will be allowed from Monday to Friday during non-curfew hours. All central and state government offices including banks, insurance companies, NBFCs, Gauhati Tea Auction Centre and private offices shall operate with 30 per cent attendance and testing and maintenance shall be the responsibility of the head of the office. Amethi/Lucknow, Jul 18 (PTI): The Amethi police suspended three policemen after a woman from the district and her daughter set themselves on fire outside the chief minister’s office in Lucknow alleging inaction in a land dispute case, officials said Saturday. The Lucknow police, however, said the women were instigated by Congress leader Anoop Patel to set themselves on fire as part of a “criminal conspiracy” and a case has been filed against him and three others. Meanwhile, the BSP and the SP attacked the UP government over the immolation bid, saying it should take the incident seriously and act against the officers responsible for it. According to Lucknow civil hospital authorities, the woman suffered 90 per cent burns and is on life support, while her daughter is stable. “Three policemen including the in-charge SHO of Jamo police station in Amethi have been suspended. The matter is being probed by the additional superintendent of police and action will be taken once the report comes,” Amethi Superintendent of Police

A case has been registered against four people -- Aasma, Sultan, Kadir Khan (Amethi district president of AIMIM) and Anoop Patel (former Congress spokesperson) -- in this regard,” he said. The women were told to come to Lucknow and try to set themselves on fire so that their grievances can be highlighted and the dispute resolved, he said. Pandey said, “We have evidence to show that these women went to the UP Con-

gress office and met Anoop Patel.” A reporter in Lucknow was contacted and asked to highlight the issue. The reporter has also admitted to this, he said. “Anoop Patel clearly instigated them to make an effort to set themselves afire so that their matter could be heard,” he said. Hitting out at the UP government, Bahujan Samaj Party chief Mayawati said the mother and her daughter were “compelled to set themselves afire” as they did not get justice from the Amethi administration. Samajwadi Party president Akhilesh Yadav said the incident should “wake up” an “insensitive government”. “UP gover nment should take this incident seriously, and deliver justice to the aggrieved. Kanpur (UP) Jul 18 (PTI): A team of forensic experts on Saturday reached the site where gangster Vikas Dubey was gunned down on July 10 and recreated the scene of the alleged encounter. Dubey was shot dead in a shootout after a police vehicle carrying him from Ujjain to Kanpur met with

an accident and he tried to escape from the spot in Bhauti area, police had said. Senior Forensic Science Laboratory (FSL) experts along with other team members recreated the scene of the encounter with the help of Uttar Pradesh Special Task Force, said a senior FSL

official who did not wish to be named. In order to cross-examine the encounter theory narrated by the STF and local police, the scene of the shootout has been recreated by forensic experts, he added. The FSL team along with the STF inspected the place where the police

vehicle, which was ferrying Dubey, overturned due to rain and high speed. Following the crash, the gangster was surrounded and asked to surrender but he refused and fired at the police personnel, the police had claimed. Most of the officers from the STF including CO (STF Kanpur unit), TB Singh, and Kanpur Police who took part in the encounter were also present at the spot, the official said further. The STF and Kanpur Police were instr ucted to remain present at the spot to help the forensic experts team to recreate the scene. A K Srivastava, a senior FSL official, told mediapersons that the state government has already issued instruction to recreate the encounter and submit the findings. “We have recreated the scene and forensic findings would also be submitted to government at the earliest,” he added.

The health minister said that there are 87 clusters in the state of which 70 are active clusters and 17 contained clusters. “Two of such clusters have reported community transmission and the people there need to cooperate with the health department to bring those regions from the cluster classification,” she said. Contact tracing of the cluster is started based on the fact that there is at least one case where the source is unknown and more than two unrelated cases in an area. “It can be a market, hospital, coastal area, an institution, a ward, panchayat or a tribal area. The disease may be reported en masse in people who work or live in that particular area,” she said. She also said the state government and the health department was trying to “break the chain” of transmission from one cluster to another by “thoroughly locking the clusters.”

Ko l k at a , J u l 1 8 (IANS): The Mamata Banerjee-led West Bengal government said on Saturday that it has no plans to impose an immediate lockdown across the state to combat the coronavirus pandemic. “We have no plans of introducing lockdown in Bengal as of now. Only in the containment zones there will be a strict lockdown,” state Chief Secretary Rajiva Sinha told a press conference here. Sinha said the situation is still under control and the health department is working relentlessly to provide treatment to Covid patients across the state. “We are capable of dealing with the situation. I urge people not to panic. The situation is quite under control. There will be restrictions only in the containment zones,” Sinha said. The Chief Secretary said that people must maintain social-distancing guidelines and wear masks whenever they step out in public. “Covid-19 figures will increase as we have stepped up testing as per the World Health Organization (WHO) guidelines. But there is no reason to panic,” he added.

T h i ru va na n thapuram, Jul 18 (PTI): As the number of COVID-19 cases in Kerala are on the rise, the state government has decided to implement a “cluster care” method to mitigate the spread of coronavirus, state health minister K K Shailaja said on Saturday. The minister said testing, treatment and quarantining will be strengthened inside the “clusters” in order to stop the spread of the virus beyond a particular area. “Those in the clusters must strictly follow the health protocol including wearing of masks, social distancing, handwash, use of sanitisers etc. We must keep in mind that the clusters are formed just before the community transmission,” Shailaja said in a release. A cluster is formed when there is an “unexpected surge in COVID-19 cases” at a particular area or a region. Chief Minister Pinarayi Vijayan had on Friday said that community spread had occurred in Poonthura and Pulluvila

“We need to give more attention to coastal areas. Inside the clusters, local transmission is more than 50 per cent, but outside the clusters it is below 10 per cent. We should prevent clusters forming and the community spread of the infection,” Shailaja said. She was speaking to reporters after inspecting the over 700-bed COVID19 first line treatment centre set up at the International Convention Centre inside the Greenfield stadium here. The health department said that when a cluster is formed, a rapid response team will be set up which will engage in contact tracing and conduct testing on the basis of primary, secondary contacts. A region will be declassified as a cluster only if it is confirmed that there is no new case within 7 days after the last positive case in that area was detected. Kerala on Saturday reported 593 fresh COVID19, of which 364 cases were through contacts.

New Delhi, Jul 18 (IANS): Maharashtra Cabinet Minister and Yuva Sena President Aditya Thackeray has moved the Supreme Court to challenge the UGC decision to hold final-year examinations before September 30. Speaking to IANS, Yuva Sena Secretary Varun Sardesai said: “In support of students across India, the Yuva Sena has filed a writ petition in the Supreme Court against the of University Grants Commission’s (UGC) decision to conduct final-year exams.” He added that the Yuva Sena has challenged the UGC guidelines on the matter and requested the Supreme Court that each university may be allowed to chart out its own plan of action with respect to terminal semester/final-year examinations depending on the conditions in their respective states so as to provide relief to students.

“Even in this highly worrying time, the Human Resource Development Minister and the UGC have announced that final-year examinations be conducted in India by universities in September 2020, keeping in mind its guidelines, but ignoring the physical and mental health, anxiety and safety of students across the country”, said the Yuva Sena in a statement. 4,807 fresh corona cases recorded in TN in 24 hours C h e n na i , J u ly 1 8 (IANS): Tamil Nadu has got 4,807 fresh coronavirus cases in the past 24 hours while 3,049 Covid-19 patients were discharged from hospitals after recovery, the State Health Department said on Saturday. In a statement issued here, the department said with 4,807 persons testing Covid positive in the last 24 hours the total number of patients in the state has gone up to 165,714 with 49,452 active cases. The number of people who have recovered from the infection also went up to 113,856 as 3,049 patients were discharged from hospitals. However, 88 deaths took the death toll to 2,403. The number of infected children in the state in the age group 0-12 went up to 8,251. The state capital Chennai continued to lead in Covid-19 cases with 1,219 fresh cases and a total of 84,398 cases.

Atishi donates plasma; urges others to also do it

New Delhi, Jul 18 (PTI): AAP leader and Kalkaji MLA Atishi, who has recovered from COVID19, donated her plasma to the ‘plasma bank’ of a state-run facility here on Saturday, and urged others to also do it. The step by the AAP legislator also drew praise from Delhi Chief Minister Arvind Kejriwal. “The required tests and counselling was done at the ILBS this afternoon, and later she donated plasma,” a senior official said. The first-of-its-kind ‘plasma bank’ in the country was recently set up at the Institute of Liver and Biliary Science (ILBS) in south Delhi. A person who has recently recovered from COVID-19, usually develops antibodies against the coronavirus and then this is collected and transferred to a sick patient through plasma. Each person can donate 250-500 ml of plasma. W

hen it comes to pork, the supply outstrips demand, especially among the people of the north east, having a common penchant for this particular meat. Thus, when African Swine Flu (ASF) broke out in China and Tibet in late 2019 and reached Arunachal Pradesh in December-January 2020, it was not long before the disease surfaced in Assam by April 2020. Assam has the highest pig population of around 20 lakh pigs and is the chief source of supply of pigs in the region. National Institute of High Security Animal Diseases (NIHSAD) in Bhopal. It was later confirmed that the samples were positive for ASF. Pigs from two districts of Arunachal Pradesh have also tested positive as per the NIHSAD test results. ASF is a severe viral disease that affects wild and domestic pigs typically resulting in an acute haemorrhagic fever. The disease has a case fatality rate (CFR) of about 100 percent. Its routes of transmission include direct contact with an infected or wild pig (alive or dead), indirect contact through ingestion of contaminated material such as food waste, feed or garbage or through biological vectors such as ticks. African Swine Fever (ASF) is a highly contagious haemorrhagic viral disease of domestic and wild pigs, which is responsible for serious economic and production losses. ASF has caused huge losses to pig growers in Assam where, since February 2020, around 15,346 pigs have died in Assam and 2,253 in Arunachal Pradesh. Though ASF is fatal in pigs, yet the virus does not affect people. CSF on the other hand, does not normally infect humans but there have been sporadic human infections with swine flu. When humans are infected with swine flu viruses, the symptoms are similar to human seasonal influenza and include fever, lethargy, lack of appetite and coughing. Following media reports, the government of Nagaland has imposed a ban import of pigs and also warned public about the outbreak in nearby Golaghat district of Assam. However, on July 17, the interception of a pick-up truck carrying 12 pigs from Assam, confirmed that the ban was not strictly imposed or that money may have been paid at the check gate. Eight pigs had died during transportation and later two more died at the veterinary hospital. The cause of death was diagnosed as Classical Swine Flu (CSF). However, the veterinary authorities have sent samples to test for CSF to Kohima and for ASF to Guwahati. It is important that determination of ASF is made through laboratory testing and it is differentiated from Classical Swine Fever (CSF), whose signs may be similar to ASF, but is caused by a different virus for which a vaccine exists. According to reports, pork consumption in Nagaland was approximately 64,624 kg per day. With approximately 13,448 kg per day, Dimapur district topped the chart of pork consumption per day followed by Kohima at 9,500 kg (approx) per day. In the light of the figures that indicate that a huge quantity of pork is consumed everyday in Nagaland and in view of shortage due to lockdown that has pushed prices sky high, authorities must further investigate who the local buyers of the confiscated pigs are since there is possibility that meat of carcases would have been sold. This also raises the need for more stringent enforcement on transportation and sale of all meat and poultry products.

In many photos and videos doing the rounds on social media, some of the legislators are seen doing yoga in the hotel lawn, crowding around a chef cooking food, watching movies, playing carrom and celebrating the birthday of an MLA. 756 B’luru police infected with COVID: Official Bengaluru, Jul 18 (IANS): As many as 756 Bengaluru city policemen have been infected by the virus thus far, out of which 256 are currently under treatment, said an official on Saturday. “Fight against COVID19, Bengaluru city police as on Saturday total COVID positive reported 756,” said Additional Commissioner of Police Hemant Nimbalkar. However, he said 493 policemen have been discharged and 256 currently under treatment. From the start of the pandemic, seven policemen succumbed to the virus and seven stations sealed. Meanwhile, Nimbalkar said 807 policemen have been quarantined until Saturday. On Friday, Bengaluru top cop Bhaskar Rao has home quarantined himself for four days, following his vehicle’s driver testing positive. The Police Commissioner will again undergo a COVID test on Monday, which will be his fifth test in three months’ time. COVID-19: Recoveries exceed active cases by 2.95 lakh New Delhi, Jul 18 (PTI): India’s actual COVID-19 caseload is 3,58,692, while close to 18,000 people have recuperated from the disease in 24 hours taking the the number of recoveries to 6,53,750 which exceed active cases by 2,95,058, the Union Health Ministry said on Saturday. Medical attention is being provided to all active cases, either in home isolation or in hospitals for severe cases, it said. In a statement, the ministry said, “The last 24 hours saw 17,994 COVID19 patients recovering. The recovery rate is now 63 per cent.” Timely, proactive, and graded strategy initiatives for effective coronavirus infection management in the country, led by the Centre and implemented by the states and Union Territories, have ensured that the actual COVID-19 caseload remains manageable, it said, adding that expansion of hospital infrastructure continuously has aided in increased recoveries. Pilot and the Congress dissidents have got a fourday reprieve from any action by Rajasthan Speaker on the disqualification notices served on them, as the high court on Friday extended the hearing into their petition to the next week. The Rajasthan High Court will resume the hearing at 10 am on Monday and Speaker C P Joshi will not take any action on the disqualification notices till 5.30 pm on Tuesday. Speaker C P Joshi had written to the court that he will not act on the notices till 5 pm on Friday, by when the court proceedings were earlier expected to be over. His counsel agreed to extend this breather to 5.30 pm on Tuesday as the division bench of Chief Justice Indrajit Mahanty and Justice Prakash Gupta had not delivered its order by that time.

3 Karnataka Cong legislators test COVID positive Bengaluru, Jul 18 (IANS): Three legislators of the opposition Congress in Karnataka, including 2 MLAs and 1 MLC tested positive for coronavirus and are under treatment, a party official said on Saturday. “Our Bailhongal MLA Mahantesh Koujalgi in Belagavi district and Humnabad MLA Rajashekhar Patil and his MLC brother Chandrashekhar Patil in Bidar district tested positive for the infection and are under treatment at designated hospitals,” party spokesman Ravi Gowda told IANS here. Koujalgi’s swab sample was taken on Friday after he showed signs of illness and its result turned positive earlier in the day. “As Koujalgi attended a review meeting at Bailhongal, about 20 officials who participated in the meeting have been home quarantined,” said Gowda. Koujalgi is the second lawmaker in the state’s northwest region to test positive after BJP’s Belagavi North assembly segment MLA Anik Benake tested positive for the virus on July 15. “Patil brothers were in self quarantine after meeting BJP’s Bidar Lok Sabha member Bhagwanth Khuba, who tested positive on Wednesday. Taxpayers to get transaction details

New Delhi, Jul 18 (IANS): In a bid to prevent suppression of information by taxpayers, the income tax department will provide full details of their financial transactions such as sale and purchase of stocks, real estate transactions, payment details of credit card bills in the form of statement in the new Form 26AS. The taxpayers tax passbook or the form 26AS contains details of taxpayer and compliance details along with other financial transactions. From this year, it’s format has been changed to include specified financial transactions of taxpayers that will be presented on the form of Statement of Financial Transactions (SFTs). These will include buying and selling of shares, real estate etc, making cash payments for purchase of bank drafts, pre-paid instruments by the Reserve Bank of India (such as mobile wallets), cash deposits in a financial year, payment of credit card bills (both cash or and other modes). Taxpayers’ other details such as Aadhaar number, date of birth, mobile number, email ID and address will also be present

in the new form. A finance ministry statement said that the new Form 26AS is the faceless hand-holding of the taxpayers to e-file their income tax returns quickly and correctly. “...the information being received by the Income Tax Department from the filers of these specified SFTs is now being shown in Part E of Form 26AS to facilitate voluntary compliance, tax accountability and ease of e-filing of returns so that the same can be used by the taxpayer to file her or his income tax return (ITR) by calculating the correct tax liability in a feel-good environment. This would also bring in further transparency and accountability in the tax administration,” the state-

The earlier Form 26AS used to give information regarding tax deducted at source and tax collected at source relating to a PAN, besides certain additional information including details of other taxes paid, refunds and TDS defaults. But now, it will have SFTs to help the taxpayers recall all their major financial transactions so that they have a ready reckoner to enable them while filing the ITR. The income tax department used to receive information like cash deposit/ withdrawal from saving bank accounts, sale/purchase of immovable property, time deposits, credit card payments, purchase of shares, debentures, foreign currency, mutual funds, buy

back of shares, cash payment for goods and services, etc under Section 285BA of Income-tax Act, 1961 from “specified persons” like banks, mutual funds, institutions issuing bonds and registrars or sub-registrars etc, with regard to individuals having high-value financial transactions since the Financial Year 2016 onwards. Now, all such information under different SFTs will be shown in the new Form 26AS. The new Form 26AS would also have information of transactions which used to be received up to Financial Year 2015-16 in the Annual Information Returns (AIR). However, financial transactions will be shown in 26AS only if taxpayers cross the specified limit in a financial year. For instance, if the aggregate credit card bill paid via electronic modes (not including the cash payment) exceeds Rs 10 lakh, then payment of credit card bill will be reflected in Form 26AS. Similarly, if the mutual fund investments in a financial year exceeds Rs 10 lakh, only then such transactions will be reflected in the Form 26AS.

Major fire at cathedral in French city Rennes, Jul 18 (Agencies): Fire erupted Saturday inside a gothic cathedral in the western French city of Nantes, but firefighters brought the blaze under control within hours, emergency services said. Officials said the cathedral’s organ was destroyed and its platform could collapse, but added that the damage was not comparable to last year’s fire at Notre-Dame Cathedral in Paris. Fire crews were alerted just before 08:00 am (0600 GMT) to the blaze at the Cathedral of St Peter and St Paul and around 100 personnel rushed to the scene. After two hours, emergency teams managed to contain the fire at the gothic structure, built between 15th and 19th centuries, said regional fire chief General Laurent Ferlay. Prime Minister Jean Castex said, “I want to know what happened but first I’m going to show my solidarity with the people of Nantes.” President Emmanuel Macron tweeted his “support for our firefighters who are taking all the risks to save this gothic jewel”. Australia delays opening of Parliament Canberra, Jul 18 (IANS): The opening of Parliament in Australia has been delayed by several weeks due to an increasing spread of the coronavirus in the country’s two most populous states, the media reported on Saturday. Prime Minister Scott Morrison asked the Speaker of Parliament to cancel a two-week session which was due to begin on August 4, reports the BBC. The next meeting is planned for 24 August. In a written statement, Prime Minister Morrison said, “The government cannot ignore the risk to parliamentarians, their staff, the staff within the parliament and the broader community.” Victoria and New South Wales are currently experiencing a surge in cases. On Saturday, New South Wales recorded 15 more cases while Victoria saw 217 new infections. On July 8, Victoria reintroduced stay at home orders across a number of affected regions, including Melbourne, Australia’s second largest city. Tehran, Jul 18 (AP): Iran’s president on Saturday estimated as many as 25 million Iranians could have been infected with the coronavirus since the outbreak’s beginning, as he urged the public to take the pandemic seriously, the state-run IRNA news agency reported. Hassan Rouhani cited a new Iranian Health Ministry study in offering the unprecedentedly high numbers. Rouhani also said about 30 to 35 million will be infected to the virus in the coming months. “We have to estimate that 30 to 35 million people will be exposed to the virus, which is very important”, Rouhani added. Iran’s population is around 81 million people. Iranians officials have not explained on what the report’s estimates are based. The study has so far not been made publicly available. Berlin, Jul 18 (Agencies): Scientists have determined how the novel coronavirus, which causes COVID-19, inhibits the synthesis of proteins in infected cells, and have shown that it effectively disarms a part of the immune system, findings that may aid in the development of novel therapeutics against the deadly disease. The study, published in the journal Science, demonstrated that nonstructural Protein 1 (Nsp1) made by the novel coronavirus SARS-Cov-2 can have a devastating effect on host cells. According to the researchers, including those from the University of Munich in Germany, Nsp1 is one of the central weapons used by the virus to ensure its own replication and propagation in human hosts. They said Nsp1 was identified as a disease contributing factor following the outbreak of the related 2002-03 SARS pandemic virus. Islamabad, Jul 18 (PTI): At least three persons have died and 19 were injured, mostly labourers, when a multi-storey building collapsed in Pakistanoccupied Kashmir, officials said on Saturday. Renovation work was going on the triple-storey marriage hall building in the Chaksawari area of Mirpur district when it collapsed on Friday, trapping dozens of workers. Rescuers from the military’s Urban Search & Rescue unit and civil administration reached the spot and started the rescue work which was still going on till Saturday morning, the Army said. Police said that 22 people were rescued, including three dead. Several survivors had multiple injuries. The owner of the marriage hall, identified with the single name Nadeem, and his son were among the dead. It is feared that some workers are still trapped under the rubble as officials said that more than 40 men were working when the building crumbled.

She was 76. “She was the consummate professional who lived her dream of being a working actress her entire life in NYC which spanned over 45 years,” Somerville’s manager of over 28 years, Paul Hilepo, tells ET. “I will miss her greatly. Her friends and colleagues will miss her greatly as well.” Somerville was perhaps best known to fans as the character Marlene in The Big C. The Iowa-born actress began her acting career at age 9 in 1952, appearing in an episode of the TV series Guiding Light. Over the next few decades, she also had roles on Law & Order, NYPD Blue, Sex and the City and The Sopranos. The show will air as a three-hour broadcast on Sunday, November 22nd, ABC and Dick Clark Productions announced on Friday. Although the ceremony has been held at the Microsoft Theater in Los Angeles since 2007, the press release for the 2020 broadcast did not specify a venue, nor did it make a note of the ongoing coronavirus pandemic. “Additional details regarding production of the show will be announced at a later date,” the release notes read (via Billboard). He finally went to rest with the Lord while serving as the Executive Director, Kuzhami Baptist Churches Association (KBCA) (2014 to date). A simple man he was. But God gave him the needed knowledge and wisdom to serve His people as a teacher and a mentor to the upcoming Christian workers; a shepherd to the believers; as also a Christian leader as he led the Churches in the newly formed KBCA. Besides many other activities, he took a key role in the editing and publishing of the long awaited Kuzhale Naga Hymn Book and the Holy Bible which were first published on May 17, 2009. In all his endeavours, we saw his total dependence on God’s guidance and helping hands. We are awed by his deep faith and conviction. Humble to the last, he said, “I couldn’t do much but I have given my best and I am satisfied. Nithrüh diro.” The KBCA though feel lost, we firmly believe that God will not let our departed leader’s work go in vain and that He will provide the needed leaders as the Association strive to equip our people in fulfilling God’s purpose in the extension of His kingdom. He will give two COVID-19 tests in this period and his self-isolation will be lifted only after his results come negative.
