India awakes to GST NEW DELHI, JUN 30 (AGENCIES): At the stroke of the gong, current tax rates were replaced by Goods & Services Tax (GST) rates. It was the fourth time since Independence that an event was held at midnight. The last three celebrated India’s Independence and that is among the reasons that the Congress has listed for boycotting the GST launch. Several other opposition parties too stayed away. GST, which replaces a slew of indirect taxes with a unified tax, is set to dramatically reshape the country’s 2 trillion dollar economy. In his speech President Pranab Kumar Mukherjee recalled that the launch began its journey 14 years ago. He said GST was first mooted 2006-07 but since it involved a lot of reforms and involvement of states, it was assigned to Empowered committee of state finance ministers. He said introduction of GST is a momentous because personally he had introduced constitutional amendments bill in 2011 and involved in design and implement of empowered committee of finance ministers. PAN-Aadhaar linking valid till further notice

NEW DELHI, JUN 30 (AGENCIES): The income tax department has said permanent account numbers that are not linked to Aadhaar by July 1 will not be cancelled, stepping in to calm the panic caused by a notification issued on Wednesday. “There is no need for any panic. PAN will not become invalid after June 30,” Sushil Chandra, chairman of Central Board of Direct Taxes (CBDT) told ET. The board will notify a date later on when PAN without Aadhaar will not be valid, he said. “Every person who has been allotted permanent account number as on the 1st day of July, 2017 and who in accordance with the provisions of sub-section (2) of section 139AA is required to intimate his Aadhaar number, shall intimate his Aadhaar number to the Principal Director General of Income-tax (Systems) or Director-General of Income-tax (Systems) or the person authorised by the said authorities,” a government notification earlier this week said. People rushed to link their Aadhaar with PAN believing that June 30 was that last date. The department will provide a date by which this linking has to be completed failing which unlinked PANs will be declared invalid.

NEW DELHI, JUN 30 (AGENCIES): With the Election for the Vice President scheduled to be held on August 5, the names of probables being floated are all in the realm of speculation, some BJP leaders said that the party may zero-in on a leader from the North East or South India. Choosing a prominent leader from any of the Northeast states will help BJP send across a message to the region and help in improving its political footprint in the region. Unlike the South-where selecting a leader from one state may not have much resonance in the other three states-- the whole of NorthEast will be influenced if the next vice-president is from the region, some senior party leaders maintain. However, getting a true blue saffron politician from the NorthEast may be an issue for the BJP despite some Sangh organisations being very active for decades in the region. Earlier, the names like present Odisha Governor and former Nagaland chief minister, Dr. S.C Jamir was doing the rounds in the RSS circle of the North East. “There is a list of can-

didates for the post of vice president [with the government] but we are supporting the candidature of former Nagaland chief minister S.C. Jamir,” an RSS pracharak told The Wire from Shillong earlier. I have had discussions with the central leadership of RSS on this issue and we have their support.” Besides being a five-time chief minister of Nagaland and veteran Congressman, 87-year-old Jamir, “is suited for the post as he is a patriot, never supported the separation of the Naga people from Bharat,” said the pracharak. With a Dalit leader set to become President and Prime Minister Modi belonging to the backward caste, it is likely that the V-P will not be from these two sections.

KOHIMA, JUN 30 (NPN): Consequent upon the failure of the state government to respond to the ultimatum served on five departments on June 1 last, the Public Service Aspirant Nagaland (PSAN) has decided to stage a ‘sit-in protest’ on July 3 at the Nagaland Civil Secretariat main gate Kohima, from 10 a.m. against all illegal appointments in government departments. Addressing media persons here at Hotel Ariel, PSAN members appealed to all right thinking citizens and Naga elite and intellectuals to join the sit-in protest. PASN members highlighted the charter of demands, submitted to the Governor, chief minister and chief secretary, demanding immediate revocation of the P& AR office memorandum No.Ar-5/ASSO/98 dated August 11, 2016 (point no 3), wherein it was stated that all government employees appointed on contract/ adhoc basis shall be taken up for regularization on completion of three years of continuous service.

PSAN demanded that government should not regularize all those posts which fell under the purview of NPSC and that the government strictly adhere and implement P&AR OM.AR-5/ ASSO/98 dated June 6, 2016 which banned all contractual appointments. PASN demanded immediate termination of all backdoor/contractual appointments that came under purview of NPSC and immediate requisition of all posts with a grade pay of Rs. 2800 and above to NPSC for direct recruitment. PSAN demanded immediate end to rampant deputation on political grounds and for free, fair and open competition for entry into offices under the state government in accordance with article 16 of the Indian constitution. PSAN convenor Nitoka lamented that the number of posts advertised under NPSC was decreasing each year and government itself failing to follow its own office memorandums. PSAN member Ngukato K. Tsuidu pointed out that members were sup-

posed to be at study but they were compelled to come out because the system has reached such a stage. Tsuidu said while filing RTI, departments were elusive and tried to avoid providing information. PSAN members also took affront to the behaviour of some PIOs and administrative heads who asked personal detailed of members.

Detects anomalies

Meanwhile, PSAN on Friday, revealed various anomalies in five departments as per replies to RTI queries in– Rural Development department, Treasuries & Accounts, Art & Culture, Home department and Labour Employment department. PSAN showed documents obtained through RTI, which showed that 11 posts of DO/RDO/APO(Class-I Posts) were filled on contract basis while 11 posts of BDO/RDO/APO(Class-I) posts were held by those under deputation. DIMAPUR, JUN 30 (NPN): Neiba Kronu, MLA and chairman Committee on Subordinate Legislation (CSL) has called for the first meeting of the committee on July 7 at 11 a.m. in the committee room of the Nagaland Legislative Assembly (NLA) secretariat. In this regard, all members of the Committee on Subordinate Legislation have been requested to attend the scheduled meeting positively.

DIMAPUR, JUN 30 (NPN): Apropos the news item published on June 30 “19,727 duplicate names detected in e-roll: SEC”, it should be read as office of the Chief Electoral Officer Nagaland reportedly detected 19,727 duplicate names/ multiple entries in the electoral roll. It was also stated that CCTV cameras would be installed only at the critical/sensitive polling stations and not as published.

NPF attacks NPCC’s statement DIMAPUR, JUN 30 (NPN): Hitting back at the NPCC for criticizing chief minister Dr. Shürhozelie Liezietsu, the NPF central media & press bureau said that the Congress party was “hell bend for leather to show the discerning public its fantastic ignorance of the Indian parliamentary norms and procedure by calling the chief minister as “unmandated” when the 60-member House has endorsed his leadership.” NPF reminded NPCC of the Constitution, which provides that an unelected member can head the House/ Parliament provided he/she gets elected within a period of six months. It said the same had happened before in Nagaland in 1987 when Hokishe Sema was sworn-in replacing SC Jamir, and in 1990 when Vamuzo was sworn-in when they both were not being members of the Assembly. pointment, with Cabinet status, was due to the demand of the party functionaries who felt that the sacrifice of vacating his seat in the larger interest of the NPF-led DAN government should not go unappreciated. NPF said there was a clamour of demands to reward him for making the supreme political sacrifice at the CEC meeting on June 14 last, and accordingly, the appointment was made.
