In his address to the nation, the prime minister also observed that rules were followed very strictly during the nationwide lockdown imposed on March 25, adding there is a need to be alert and more careful during the ‘Unlock’ phase. “But we have also seen that since ‘Unlock-1’, there is increasing negligence in personal and social behaviour. Earlier, we were very careful with respect to wearing of masks, social distancing and washing of hands for 20 seconds. But today, when we need to be more careful, increasing negligence is a cause of worry,” he said.
RSZ, RSU back delimitation exercise DIMAPUR, JUN 30 (NPN): Rengma Selo Zi (RSZ) and Rengma Students’ Union (RSU) have declared that any attempt to derail the proposed delimitation exercise by the State government or any entity would be deemed as a direct suppression of the Rengmas’ aspirations and an attempt to further marginalise the already marginalised people of Nagaland. In a release, Kenneth Kath and Heiko Kent, presidents of RSZ and RSU respectively, alleged that the 1973 delimitation exercise was a fraud committed on the Rengmas and other tribes and said the Delimitation Act, 2002 was an answer to “our long-felt desire”. RSZ and RSU affirmed unflinching support of to Joint Action Committee (JAC) of tribal hohos on delimitation and all tribal organisations representing Wokha, Longleng, Peren, Kiphire, Rengmas of Kohima district, Chakhro Angami and Western Sumi people of Dimapur district. He said that over Rs 90,000 crore will be spent on the programme’s extension, and if the last three months expenditure on account of the free ration scheme is added then the total budget will be about Rs 1.5 lakh crore. The scheme was rolled out for three months from April soon after the nationwide lockdown was announced to combat the COVID-19. Modi noted that July marks the beginning of the festive season when people’s needs as well as expenditure increase. “Keeping all these things in mind, it has been decided to extend Pradhan Mantri Garib Kalyan Anna Yojana up to Diwali and Chhath Puja till the November end,” Modi said. Nagaland to experience heavy rains DIMAPUR, JUN 30 (NPN): Nagaland would experience heavy rains and strong winds with the possibility of flash floods as well as landslides from July 1-12, 2020, the Nagaland State Disaster Management Authority (NSDMA) has predicted and said that second half of this period was expected to get more intense than the former. During this period, NSDMA said thundershowers and lighting accompanied with heavy rains was expected in the districts of Mon, Mokokchung, Longleng, Tuensang, Peren, Phek, Kiphire and Zunheboto. It said that state capital Kohima was likely to have moderate to heavy rains from July 7-10. NSDMA has advised taking necessary precautionary measures as most rivers of the state were NorthSouth flow and could overflow because of intense rains in catchment areas. Further, NSDMA has urged the public to be vigilant and not to shelter under large trees and near the river banks to prevent unnecessary risk to life from lightning and flash flood.

From June 1, when relaxations were introduced under Unlock-1, the country has reported 3,76,305 cases. India is now the fourth worst-affected country in terms of cases after the US, Brazil and Russia. The death toll rose to 16,893 on Tuesday after 418 new fatalities. It was the seventh day in a row that over 15,000 cases have been reported in the country. The number of active cases stands at 2,15,125, while 3,34,821 people have recovered, and one patient has migrated, according to the updated data at 8 AM. “Thus, around 59.07% of patients have recovered so far,” an official said.
NEW DELHI, JUN 30 (PTI): The Centre on Tuesday declared the entire Nagaland as “disturbed area” (DA) for a further period of six months till Decemberend. In a notification, the Home Ministry said the central government is of the opinion that the area comprising the whole Nagaland is in such a disturbed and dangerous condition that the use of armed forces in aid of the civil power is necessary. “Now, therefore, in exercise of the powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958 (No. 28 of 1958) the central government hereby declares that whole of the said State to be a ‘disturbed area’ for a period of six months with effect from 30th June, 2020 for the purpose of that Act,” the home ministry said.

DIMAPUR, JUN 30 (NPN): With no fresh returnees, 23 institutional quarantine centres in Dimapur district have been emptied. Confirming this at a press conference at commissioner guest house here on Tuesday, agriculture production commissioner (APC)
Y Kikheto Sema, who is also in-charge of COVID19 for Dimapur district, said currently there were 27 institutional quarantine centres and 27 paid hotels, accommodating nearly 2,000 inmates, of which 1500 have been accommodated at institutional quarantine centres and 500 at paid quarantine hotels. Initially, Dimapur had 77 quaran-
tine centres, including the paid hotel, he added. Sema said initially the quarantine centres had accommodated around 6,000 inmates, of which 3,300 were from Dimapur and the remaining from other districts, mostly Mon and Peren. And, so far 4,000 returnees had been released from the centres, he informed newsmen. The APC also expressed his happiness in confirming that so far no community spread had been reported from any community or colony even after the release of the returnees. Regarding availability of TrueNat machine, he maintained that at one point of time, the figures of returnees who had completed 14 days at the quarantine centres were high as authorities were unable to release them due to less number of testing facility. But with the availability of more testing
facility, he claimed that the number had decreased and now stood at 330. He hoped that with the availability of TrueNat and BSL-2 lab, the number would fall further, adding that Dimapur currently had five TrueNat machines – two each at Dimapur COVID Hospital and COVID care unit, Chümoükedima and one at Ganesh Nagar quarantine centre – and BSL-2 lab at Christian Institute Of Health Sciences & Research (CIHSR). Kikheto also briefed the media about the coordination meeting held at commissioner guest house on Monday to discuss issues related to isolation of returnees from Ganesh Nagar quarantine centre due to the detection of 19 positive cases at the centre, which included 18 returnees from Kerala and one from Delhi.

Participants between 18 and 35 years of age had about 20% positive rates of the virus in their blood, according to the study, indicating that the predominant G4 strain has acquired increased human infectivity. “Such infectivity greatly enhances the opportunity for virus adaptation in humans and raises concerns for the possible generation of pandemic viruses,” the scientists wrote in the study. According to Bergstrom, the G4 virus may have to undergo some evolutionary change to spread readily in people, “and it may never do that.”

BEIJING, JUN 30 (PTI): A flu virus strain, identified among pigs in China, is jumping species to infect swine industry workers, according to a study which says the pathogen has “all the essential hallmarks of a candidate pandemic virus,” however experts say there is no imminent threat of another global outbreak. The study, published in the journal PNAS, is based on a surveillance of pigs in China from 2011 to 2018, and found that the influenza virus strain, with genetic material termed as G4 genotype, has become predominant in swine populations since 2016. According to the scientists, including those from the Chinese Center for Disease Control and Prevention, these G4 viruses bind to receptor molecules in human cells, and can replicate in the outer layer of the respiratory system. Eric Feigl-Ding, an epidemiologist at Harvard University in the US, who is unrelated to the study, tweeted that the virus is just in pigs for now. “Only two cases. tional Development Association’s Project Development Appraisal Document on the proposed credit to India where an amount of $48 million (or Rs.362,46,48,000) was provided for NHP since November 28,2016. The applicants in their query also demanded details of file noting and documents of construction works, medical equipments, if procured under NHP from WB funds. They also asked for details of NIT and work orders awarded to contractors for infrastructural development, renovation, construction of health facilities under WBaided funds. The applicants also sought details of total amount credited into the accounts of the Village Health Committees for Community Action for Health and Nutrition from the year 2016 till June 2020 under the NHP aided by the World Bank.

In an order, DC informed that only vehicles with registration number ending with odd numbers (1, 3, 5, 7, 9) would be allowed to ply on Mondays, Wednesdays and Fridays.
