Raising on Tuesday said “solution as per the Framework Agreement” was nearing its final stage-- “focussed on shared sovereignty, common identify of the Nagas (encompassing all Naga inhabited areas) Pan-Naga body, with the uniqueness of the Naga history being duly acknowledged among others”. Addressing the NSCN (I-M) co-ordination meeting with the Ao community at Sungratsu village on Tuesday, organized by NSCN (I-M) Ao national workers, Raising further said “it is mutually agreed that the two people will share sovereign power in some areas. It is also agreed that the two people will co-exist as two entities/equals”. “We believe in the principle of interdependent relationship among people and nations, in the fields of political, economic, social and military, with mutual recognition of identities”, he added. ‘Rs 43.82 cr black money detected in last 2 years’

NEW DELHI, JUL 19 (IANS): The government has detected undisclosed income of Rs 43,829 crore in the last two years, Minister of State for Finance Santosh Kumar Gangwar told parliament here on Tuesday. “The amount received under the one-time compliance window, as part of enforcement measures during the last two financial years, searches in 990 groups of assessees and surveys in 9,457 cases conducted, resulted in detection of undisclosed income of Rs 43,829 crore,” Gangwar said in a written reply to the Rajya Sabha. Gangwar said the window under Black Money (Undisclosed Foreign Income and Assets) and imposition of Tax Act, 2015, was open from July 1, 2015 to September 30, 2015. The government has provided for a four-month window under the Income Declaration Scheme (IDS) 2016, which has commenced from June 1, 2016.

NSCN (I-M) clarifies stand on integration

NSCN (I-M) on Tuesday said “frequent assertion” that its general secretary, Th. Muivah, has “given up on the question of sovereignty and integration” was nothing but a desperate attempt to confuse the Naga people with the “evil intention” of jeopardising the reconciliation process and create an environment of suspicion to the ongoing peace talk

In a press release, MIP, NSCN/GPRN, said it was easy to propound without any compunction the Nagaland state centric objective for those “whose political philosophy has no program and policies for collective existence of all Nagas under a single umbrella.” However, MIP said there should be no confusion that the Naga peoples demand for integration of all the contiguous Naga territory was indispensable in seeking the final settlement with the Government of India. It said that the “deliberate attempt” to divide the opinion of the Nagas was a “direct affront” to the political aspiration and spirit of reconciliation within the Naga family. Lok Sabha calls for ‘zero tolerance’ against terrorism NEW DELHI, JUL 19 (PTI): Lok Sabha on Tuesday urged the global community to act in a concerted manner and adopt “zero tolerance” against terrorism, as the House condoled death of people in terror attacks in different parts of the world. The House also condemned the death of at least ten CRPF commandos in an IED blast, allegedly engineered by naxalites, in the jungles of Bihar’s Aurangabad district on Tuesday. The House also expressed grief over the killing of eight CRPF personnel when their bus was ambushed by terrorists in Srinagar last month as well as the death of people due to natural calamities across the country. “We reiterate our call to the global community to adopt a zero tolerance policy and combat and eliminate the menace of terrorism worldwide,” Speaker Sumitra Mahajan said. Referring to various terror attacks including those that happened recently in Afghanistan, Bangladesh, France and Saudi Arabia, Mahajan said these incidents are tragic reminders of the “need for a concerted action by the international community to fight th scourge of terrorism uncompromisingly” The House also condoled death of people in the terrorist attack at Istanbul airport in Turkey this month.

10 CRPF commandos killed in Naxal attack NEW DELHI, JUL 19 (AGENCIES): Ten CRPF commandos belonging to its Commando Battalion for Resolute Action (CoBRA) battalion were on Monday killed in an improvised explosive device blast by Naxalites in the forests of Bihar’s Aurangabad district. Four Naxals were also killed in the encounter that lasted for nearly eight hours. A combing operation was launched in the Aurangabad-Gaya forest areas to nab the Naxals. “At least 10 CRPF commandos were killed and three injured in the encounter… a massive manhunt has been been launched by the paramilitary and State police forces in the area to nab the Naxals”, said Sunil Kumar, Additional Director-General of Police (Headquarters). Meanwhile, doctors have confiirmed that the injured CRPF personnel, who were airlifted to the Patna Medical College and Hospital (PMCH) were “out of danger.” Kundan Krishnan, IG (Operations), along with top district police officials, has been camping in Aurangabad area to monitor the combing operation. Some arms and ammunition were also recovered from the site. The jawans belonged to the 205th CoBRA battalion. NEW DELHI, JUL 19 (AGENCIES): Supreme Court on Tuesday indicated that Congress vice president Rahul Gandhi would have to face trial in a defamation case filed by an RSS activist for allegedly accusing the organisation for assassination of Mahatma Gandhi. “You can’t make collective denunciation of an organisation,” an apex court bench headed by Justice Dipak Misra said, adding that the case may be decided on merits whether Rahul Gandhi’s charge was for public good or not. Rahul has so far maintained that his statement blaming the RSS was based on the judgement of a high court and on the basis of certain documents. The court observed that the statement was arguably made on the basis of a high court judgement but the case must be decided on merits. RSS activist Rajesh Kunte had filed the defamation suit in a Maharashtra court against Gandhi. The Congress vice president then

moved the Supreme Court for quashing of the defamation proceedings. Hearing Gandhi’s plea, the apex court told Kunte that the purpose of the defamation law was not to promote litigation. Adjourning the matter till July 27, the Supreme Court asked the Congress vice president to detail his arguments. Senior counsel Kapil Sibal will appear for Rahul Gandhi in the case. Rahul won’t apologize, will prove his point: Congress on Tuesday said that Rahul Gandhi will not tender an apology over his remarks against the RSS and will instead substantiate them with historical facts and evidence before the court to support his claim. “On a suggestion of Rahul Gandhi expressing regret or apology, the question does not arise. Such a suggestion has been made in the past and not accepted by Rahul Gandhi. He is a mature politician with intimate knowledge of historical facts.

Congress party and Gandhi will defend these remarks at appropriate forum,” Congress’s chief spokesman Randeep Surjewala said. He said since the matter is pending adjudication, “we will not like to comment further on the issue”. The Congress leader said that Rahul Gandhi had challenged constitutionality of defamation proceeding besides the order of Maharashtra High Court wherein the summoning order was challenged. He said while the bunch of petitions challenging defamation provisions have been rejected, challenge to Maharashtra High Court order is pending adjudication before Supreme Court in a special leave petition. “The matter was listed today. Supreme Court nearly adjourned the order to July 23 without passing any order. Any remark exchanged at the bar between counsel for the parties and court cannot be commented upon as the matter is subjudice,” he said.

DIMAPUR, JUL 19 (NPN): Directorate of Higher Education (DoHE) Tuesday clarified that the scholarships to the ST students studying outside the state could not be provided in time due to changes in the system from manual to online application for which DoHE needed detail list of beneficiaries for the academic year 2015-16. DoHE’s clarification came out a day after a group of students studying in various colleges and universities outside the state and leaders of Eastern Naga Students Union Dimapur (ENSUD) alleged that they have not received full scholarship under the Post-Matric Scholarship Scheme (PMSE) of the Ministry of Tribal Affairs, Government of India for the year 2015-2016. In a press release, DoHE director said on completion of actual list of students’ beneficiaries for the year 2015-16, it will submit a proposal to the state government to issue a drawing and disbursing authority to release both the 90% central and 10% state shares.

DIMAPUR, JUL 19 (NPN): Massive erosion along a stretch of Zubza river is reportedly posing threat to Yeveto village and adjoining areas under Niuland sub-division in Dimapur. A team from Western Sumi Students’ Union (WSSU), which visited the flood affected Yeveto village on July 15 last, has appealed to the responsible department for immediate intervention. In a press release, WSSU

president Nito Achumi and general secretary Angukato Yeptho stated that during the visit, the team interacted with village chief, council chairman and members and villagers. According to WSSU, they were pained to learn that till date no officials from administration or the responsible department have visited the affected sites even after repeated appeals from the village council. Villagers also said no official took any initiative

and turned a deaf ear to their pleas. Maintaining that the water was flowing at “high risk level”, the WSSU said if no immediate remedial measures and interventions were taken, the flood would not only submerge Yeveto village but also affect the adjoining villages. In this regard, the WSSU has appealed to the responsible department and administration to intervene immediately and address the plight of the innocent public.

ZUNHEBOTO, JUL 19 (NPN): Irked over poor mobile network coverage and connectivity in Zunheboto town and its jurisdiction, the Zunheboto Chamber of Commerce and Industries (ZCCI) has urged all six network providers under NE Telecom Circle to restore smooth mobile connectivity at the earliest. Alleging that Zunheboto has become “victim of inconsistent network and data connectivity since past a decade”, ZCCI president Shikahoto Jakha and convenor media cell, K K Sümi in a press statement urged upon Northeast Telecom Circle, Shillong Meghalaya to address the issue “for the sake of thousands subscribers in Zunheboto district within a month’s time”. They claimed that apart from data connectivity, even the voicecall and SMS/text messaging services have been down and inconsistent and sometime blackout for days and weeks. ZCCI said that the first private network providers in Zunheboto -- Reliance India Limited and Aircellaunched in mid-2000s have shutdown offices and outlets, adding to inconveniences and woes to thousands of poor subscribers.

It has therefore, urged police to investigate illegal outlets distributing “black simcards”. ZCCI further said that the oldest state owned BSNL/ CellOne network provider was the worst. ZCCI also alleged that illegal outlets and pan-shops were charging an amount ranging from Rs. 5- 16 extra over the retail prices on each recharge voucher. “Since, BSNL/CellOne mobile numbers are linked to our banking and other official purposes, we have no other options but pay the bills or recharge it keep it active; as per the new latest banking policies, especially SBI we can’t change the specimen’s phone numbers”, said ZCCI. Further, ZCCI claimed that Reliance and BSNL/CellOne recharge card and other recharges were hardly available in vouchers and were done through e-recharges at higher rates.

According to the release, for the year 2015-16, the state government had submitted a proposal of Rs. 29,40,37,957 for the “anticipated” 4510 ST students of Nagaland, inclusive of Rs. 26,46,34, 161 (90 % central share) and Rs. 2,94,03,796 (10 % state share). Besides the “normal proposal”, state government had also proposed for an additional fund of Rs. 19,26, 481 to meet the shortfall of fund for the year 2014-15, DoHE said. However, the Ministry of Tribal Affairs have not sanctioned the additional amount proposed to meet the shortfall of fund for 2014-15, the director said. Out of the total amount proposed, the Ministry of Tribal Affairs have sanctioned Rs. 26,46,34, 161 (90 % central share) and for which the state finance department had issued a placement of fund order. In this regard, state government had also issued placement of fund for an amount of Rs. 2,94,03,796 (10% state share), DoHE said.

features of National Food Security Act. dismantled to the fair price shop and the ration system being there to stay; although not universal, it is the first step towards moving away from the poverty line based divisions of APL & BPL; the maternal entitlements will now be universal. Savi said all states in the country were bound to implement the Act within 365 days i.e. by July 5, 2014. However after a delay of nearly three

years, Nagaland State on June 27, 2016 has finally launched the same. He said the Act would cover 78.83% of the rural populace and 61.98% of the urban populace in the state and that the Act addresses the problem of hunger, poverty and undernourishment in the country. An anti-corrupt activist Savi also said that the present legislators in Nagaland State Assembly simply avoid Lokayukta to check them and some may even be punished. He said the recent shortest Nagaland Assembly session simply asked the state governor to give another tenure to present the committee report on Lokayukta which was constituted last year. Savi said Lokayukta was to be established in Nagaland so as to punish the corrupt public servant including politicians and also amassing wealth disproportionate to their known sources of income. He informed that the main objective of Lokayukta was to curb the menace of corruption prevailing within the State. The programme was chaired by the alumni association president and the closing remarked was presented by the college vice-principal Fr. Anthony.

DOSE informed that only boys, aged 11½ to 13 years, born after July 2, 2004, and not later than January 1, 2006, would be eligible for the test. It said candidates should either be studying in class VII or passed class VII from any recognized school at the time of admission to RIMC i.e. July 1, 2017.

In a condemnation note, Tizu Island Students’ Union president Tokuho N Sumi and information and publicity secretary, Avino. S demanded the accused be punished according to the provision of the law. While terming the act as “inhuman and barbaric,” the union warned it would not tolerate if the accused was granted bail. Highlighting some of her findings, Kikon remarked that the foothill border of Assam and Nagaland was one of the most militarized zones in Northeast India with the entire area under extra-constitutional regulations like the Disturbed Area Act and the Armed Forces Special Powers Act (1958). “It is marked by the heightened presence of armed forces and extractive resource activities like oil explorations, tea plantations, and coalmines,” she stated. Highlighting the experiences of women traders from Nagaland in the foothill markets known as haats, Dr.Kikon noted how these weekly markets represented the dynamic, multifaceted, and tangled lives of the residents. Rashmi Saikia and Promud Monuranjan sang Nagamese, Assamese, and Hindi songs for the audience, and a group of mainas (little children) performed a Jhumur dance to conclude the meeting on a musical note. The meeting was attended by village headmen, student associations, coal traders, women traders, teachers, border peace committees and householders from villages of Nagaland and Assam. It may be mentioned that the location of the meeting was both symbolic and strategic as Gelekey is not only an important coal-trading hub and oil exploration site, but also attracts numerous Naga villages from the uplands to the Atkhel haat, a weekly market that takes place in the outskirt of the town. The border town of Gelekey town (in Sibsagar district of Assam) shares its boundary with the districts of Longleng and Mokokchung (in Nagaland).

The cadets were shown AN-32 transport aircraft which landed at Dimapur airport which was flown in for a static display for the 400 odd air wings cadets of NCC of Nagaland and the North

The cadets were given a briefing on the characteristics of this medium lift aircraft and the various roles it performs like carrying passengers, paratroopers, air ambulance, VIPs, heavy drop of guns and vehicles as well as disaster relief by supply dropping of food, medicine, water, clothing and essential items. HC seeks clarification from govt on ‘wanted’ tag on Ratan Correspondent IMPHAL, JUL 19: Manipur High Court on Tuesday sought clarification from the state government on the procedure it followed on declaration of “wanted tag” against former JCILPS convener Khomdram Ratan in a criminal case. Hearing a petition filed by former JCILPS convener challenging wanted tag on his head, a division bench of the High Court comprising acting chief justice Rakesh Ranjan Prasad and justice S Serto directed the government to come up with a clear-cut explanation on the procedures that followed while declaring wanted tag against Ratan. The case will be taken up by the court on Wednesday. In support of the comp l a i n a n t , s e n i o r l aw ye r s Khaidem Mani, I Lalit and Rakesh Meihoubam said that the wanted tag against the former JCILPS convener should be lifted as the government had not followed proper procedure under section 82 of CrPC while proclaiming him as an offender. “……….the fact that the “wanted” on Ratan’s head was announced by the PRO of Manipur police through a press note in contravention of formal procedure and hence the wanted tag should be quashed,” they argued. Defending the government, advocate general Thokchom Ibohal and addi-

Ratan, in his petition filed on June 27 last, prayed for quashing of the criminal case and the “wanted” tag. Sing-

On the other hand, the relay hunger strike of the women activists of the JAC against the announcement of wanted tag on Khomdram Ratan and demanded for implementation of ILPS in the state has entered its fifth day on Tuesday. Shops and business establishments, educational institutions, banks and private offices remained closed in Morigaon district and parts of Nagaon and Kamrup (East) districts in response to the bandh from 5 AM called by the All Tiwa Students Union (ATSU) and three other organisations in support of their demands. National Highway-37 was blocked by protesters at several places, while vehicles remained off the roads in the affected areas, officials said. Morigaon Superintendent of Police Nilesh Savarkare told PTI that paramilitary forces were deployed in vulnerable places like Jagiroad, Dharamtul and Ahotguri to maintain law and order. Security was tightened at Jagiroad for the smooth movement of trains, the SP added. On July 16, one person identified as Mintu Deori was killed during a protest while 20 others, including two Additional SPs, were injured in clashes between police and protesters demanding shifting of proposed AIIMS in Assam from Changsari to Raha.

Tripura urges transportation of essentials through Bangladesh AGARTALA, JUL 19 (PTI): Tripura has urged transportation of essential commodities and fuel through Bangladesh as the Assam-Agartala National Highway considered to be the lifeline of the state has remained closed for the last three months due to the damages caused by heavy rains and waterlogging. “This is a matter of grave concern for us that the National Highway (NH8) is closed for last three months due to damage to a portion of road at Lowerpoa in Karimganj district of Assam. As the trucks carrying essential commodities and fuel are stranded in Assam side, the state is facing crisis of fuel and essential commodities,” Minister for Food and Civil Supply Bhanulal Saha told reporters here today. He demanded that the central government should arrange for transportation of essential goods by using the waterways and roads in neighbouring Bangladesh. Earlier on several occasions, commodities were shipped to the state by using the waterways and through the Ashuganj port on the river Meghna. NEW DELHI, JUL 19 (PTI): Bureaucrats may soon be allowed to participate freely on social media websites like Facebook, Twitter and Linkedin but criticism of government will still be a no-no. The Department of Personnel and Training (DoPT) has issued draft rules which bar officers from making “criticism of government” on television, social media or any other communication application by any means including a “caricature”. The proposed rules allow civil servants to accept simple and inexpensive entertainment events arranged by public bodies or institutions. However, they will have to declare before the government details of household equipments, automobiles or any other means of conveyance if their value exceed two months basic pay. These rules are part of the proposed changes in All India Service (Conduct) Rules, 1968, which are applicable to three all India services--Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFoS). “Previous sanction of the government shall not be required when the member of the service, in the bonafide discharge of his duties or otherwise, publishes a book or article or contributes to or participates in any public media including social media websites,”

said the new rules. In existing rules, there is no mention of social media. The DoPT has proposed to expand the ambit of the rules that check criticism of government. The member of service shall also not criticise the government--its policy or action, capable of embarrassing the Centre’s relations with state and foreign countries governments-on television, social media or any other communication application. No member of the service shall, in any radio broadcast or communication over any public media or in any document (which may include a caricature) published anonymously, pseudonymously or in any communication to the press or in any public utterance, make any statement of fact or opinion which has the effect of an adverse criticism of any policy of the central or state governments, as per the proposed rules. The new norms allow IAS, IPS and IFoS officers to accept simple and inexpensive entertainment events arranged by public bodies or institutions. The proposed change in rules make it mandatory for the officers to submit annual returns to mandatorily include among others household equipments, automobiles or any other means of conveyance if their value exceed the concerned officer’s two months basic pay.

NEW DELHI, JUL 19 (PTI): A significant bill aimed at putting in place a single common examination for medical and dental courses was today passed by the Lok Sabha, with the government saying even private colleges will be under its ambit. The Indian Medical Council (Amendment) Bill, 2016 and the The Dentists (Amendment) Bill, 2016 provides a Constitutional status to the National Eligibility-cum-Entrance Test (NEET) examination” which is intended to be introduced in the academic session next year. The Bill seeks to amend the Indian Medical Council Act, 1956 and the Dentists Act, 1948 and replace the Ordinances that were promulgated by the government to circumvent the Supreme Court order for implementation of NEET examination this session itself. Moving the Bill for consideration and passing, Health Minister J P Nadda said there were three main objectives behind the move -- end the multiplicity of examinations, have fair and transparent examinations and adopt non-exploitative process. He said earlier students would have to travel long distances to appear for several medical entrance examinations. Currently students undergo exploitation particularly with regard to the caiptation fees, he said, adding the new legislation will end this. Responding to apprehensions expressed by members, particularly Tamil Nadu where reservation is upto 85 per cent, he clarified, “We are not going to touch the state quota. Students in Tamil Nadu will be competing in Tamil Nadu only.. We should be very much clear about that.”

or the past few weeks, internet and mobile services of BSNL have been experiencing a deterioration of network that has left several thousand users angry and frustrated. Many complaints were made but other than trying to explain the causes, no worthwhile efforts were made to rectify them. It may be pertinent to recall, that when Ravi Shankar Prasad took over as minister of communication (a.k.a.Telecom), among the first batch of ministers of the Modi government, there was expectations that there could be marked improvement in the services from the towering giant BSNL. Prasad is no doubt a no nonsense politician and has a deep desire to prove his mettle in administration as much as his debating in TV studios. Addressing the officials of the ministry after he took over, Prasad made it clear that companies must either perform or perish. Then in June 2016 he claimed that state-run BSNL has earned an operating profit of Rs 672 crore for the first time in seven years and expressed confidence for better performance by the end of this fiscal. However, the claim about the profit earned by his ministry is being strongly doubted by those who have been observing the Telecom for decades. It was a case of fudging figures to project a profit whereas, they said, the BSNL is still not out of the woods yet. Further they claimed, that profit is what is excess over expenses and which, in the case of BSNL, it has yet to show improvement. It is only when BSNL improves as it needs a major overhaul of its bloated employees, can some change or improvement be expected. Much of the blame for the poor or shoddy services in the mobile phones is believed to be due to problems with proper management of manpower. There are scores of BSNL towers across the state which should have improved network connectivity to a very great extent. However, for some reason, BSNL does not seem to be looking after the towers and as a result, many have collapsed due to lack of attention and few in operation, are made to bear the brunt. The kind of planning in the highest echelons of the ministry is actually quite baffling. Another irritant that the Telecom hasn’t yet fixed is about drop calls which, even Prasad had issued a note of warning. It is ironic that while much is being said about the Information Technology and Communication revolution supposedly sweeping the nation in recent times and especially with regard to mobile and internet users; the facts do not substantiate the claims. Nine out of ten in the industry would swear and convince a frustrated user that the quality of service has dropped due to the government’s complete failure to make more spectrums available to tide over the clogged and overworked network. While there may be a modicum of truth in this, for compared to the subscriber numbers, the spectrum availability is indeed low, the real reason is neither that technical nor complicated. It is a simple case of outsourcing and the subsequent sub-contracting that happens. Service providers erect mobile towers throughout the length and breadth of the country for receiving signals from another tower and transmitting them and connect people but that has failed.

He never says, “You will submit to me.” No, He leaves us perfectly free to choose— so free, in fact, that we can spit in His face or we can put Him to death, as others have done; and yet He will never say a word. But once His life has been created in me through His redemption, I instantly recognize His right to absolute authority over me. It is a complete and effective domination, in which I acknowledge that “You are worthy, O Lord…” (Revelation 4:11). It is simply the unworthiness within me that refuses to bow down or to submit to one who is worthy. When I meet someone who is more holy than myself, and I don’t recognize his worthiness, nor obey his instructions for me, it is a sign of my own unworthiness being revealed. God teaches us by using these people who are a little better than we are; not better intellectually, but more holy. And He continues to do so until we willingly submit. Then the whole attitude of our life is one of obedience to Him. If our Lord insisted on our obedience, He would simply become a taskmaster and cease to have any real authority. He never insists on obedience, but when we truly see Him we will instantly obey Him. Then He is easily Lord of our life, and we live in adoration of Him from morning till night. The level of my growth in grace is revealed by the way I look at obedience. We should have a much higher view of the word obedience, rescuing it from the mire of the world. Obedience is only possible between people who are equals in their relationship to each other; like the relationship between father and son, not that between master and servant. Jesus showed this relationship by saying, “I and My Father are one” (John 10:30). “…though He was a Son, yet He learned obedience by the things which He suffered” (Hebrews 5:8). The Son was obedient as our Redeemer, because He was the Son, not in order to become God’s Son.

e the people of Nagaland ought to have realised by now that when we criticise the Government of our own ‘elected’ representatives we are actually criticising ourselves. So let us go right ahead and criticise ourselves. The recent comical performance by our so-called ‘elected’ Members of the Nagaland Legislative Assembly reflects in no uncertain terms that ‘Democracy’ in Nagaland is in the Intensive Care Unit (ICU). The health of Nagaland Democracy has no chance of recovery because it has been admitted into the dysfunctional ‘never to be completed’ Referral Hospital in Kohima. Part I of our story: The Indian National Congress (INC) is a National Political Party at war with the BJP at the Centre on critical ideological policy differences including matters of extremely intolerant Hindutva prosecution of minorities like us... amongst others. Every Naga, capable of thinking, ought to know that the erstwhile Opposition Jokers, [the Nagaland chapter of Indian National Congress], joined the present NPF/NDA government against the expressed wish of their High Command, despite BJP being a coalition partner, had nothing to do with wanting to speeding up the ‘peace process’ by any stretch of imagination. It was simply a childish smoke screen, concealing their core intention of salvaging power to recover the election expenditure by hook or by crook...mostly by crook! Nothing more nothing less! In so doing, they practically compromised and destroyed the democratic structure of an indispensible opposition bench in our NLA. They have blatantly let the people of Na-

galand down just to satisfy their personal selfish agenda. The Joint Legislative Committee taking a Naga Political awareness campaign holiday to the mainland Delhi without even knowing anything about the “Framework Agreement” can at best be described as a stand-up comedian performance. It’s no wonder why India ignores the general Nagas population as an inconsequential subhuman, unworthy of real consultation. At the end of the day, their ‘hard work’ has only resulted in the INC now questioning BJP Government as to whether this non-transparent ‘framework agreement’ was signed between GoI and NSCN (IM) at the cost of sovereign integrity of India. Part II: Closer to home take a dispassionate look at our ground reality: According to media report, the Twelfth session of the twelfth Nagaland Legislative Assembly (NLA) completed their two days ‘serious’ State business in just 49 minutes flat. Wonder never ceases in Nagaland for all the wrong reasons. Imagine the gigantic corruptive rubbish piled up in our backyard but our government has shown no backbone in wanting to clean up the mess...rather add more to the existing pile like it was nobody’s business: What of (a) the scathing CAG report of financial misappropriation pending against all the major departments in the GoN? (b) The candid HPC report and recommendations against mounting corruption both by the NPGs and the State Government which has been left in the cold storage with the excuse of it still being studied for the past year without action? Are the people being made to believe that there are no more working brains left in Nagaland

bureaucracy for them to study a simple report without an answer for so long? (c) The lack of spine to constitute Lok Ayukta in the State to check corruption and scams of varied description and being looked at as a threat against their baser interest? (d) Backdoor appointment system? (e) The stifling mafia taxation system being imposed by all the NPG factions like there was no Government? (e) Can it be denied that our very own GoN, rather than check and control the blatant excesses being committed by the factions, is instead not only a serious revenue contributor to the Factions but is also financially torturing the common man through its own home-grown revenue departments as additional key players? (f) Does it not reflect poorly on the government that ACAUT should be shouldering the responsibility that the GoN ought to have shouldered and at least promptly and stringently prosecute the already exposed fuel adulteration mafia with sufficient evidence stacked against them? Choosing to remain silent despite F & CS Department is seriously being suspected to be in nexus with these adulterating vultures was and is not an honourable option even if he has given instruction to set up SIT; He owes it to the people to declare his government’s moral policy stand on critical issues such as all these and more. The depraved mismanagement list can go on and on... with no reprieve in sight for the common people. It almost appears like good governance is no longer an issue for the present government. On the other hand look at the significant achievement of the last Assembly...The precious 49 minutes was spent to pass a Bill to increase their own salaries

NSCN (I-M) on sovereignty & integration

T

he lack of political ideology and a redundant leadership without vision is taking a lot of expected tolls in the organisational health of some nationalist groups in Nagalim. This is clearly manifested in the frequent assertion that the General Secretary of NSCN, Th. Muivah has given up on the question of sovereignty & integration quoting the Agri-Expo centre Dimapur, reconciliation meet under the platform of FNR on 29th February 2012. In the search for sustainable agenda to justify its existence, Mr. Kitovi and party could only manage to hold its grip on the dead branch called “Nagaland state” by shedding crocodile tears for the larger portion of Nagas which are beyond the state of Nagaland. It is easy to propound without any compunction the Nagaland state centric objective for those whose political philosophy has no program and policies for collective existence of all Nagas under a single umbrella. However, let there be no confusion that the Naga peoples demand for integration of all the contiguous Naga territory is indispensable in seeking the final settlement with the Government of India. The deliberate attempt to divide the opinion of the Nagas is a direct affront to the political aspiration and spirit of reconciliation within the Naga family. Such irresponsible perspective with destructive political ambition is the main reason why true reconciliation couldn’t take place. Without having a certain standard of political clarity and the genuine concern for the common future and welfare of all the Nagas, the mere attendance at the Naga reconciliation meeting under FNR and signing any reconciliation document has no meaning. The sleepless months and years of dedication sacrificed by FNR for the realisation of common platform for all become immaterial to those who are in the other camp once they reach their own cosy camp. The failure to produce

any positive dividend out of the much costly reconciliation meeting in the past is due to the lack of understanding the seriousness in accepting the principle of reconciliation which is the “historical and political rights of the Nagas.” Sovereignty as the two negotiating party has understood together is sharing of sovereign power between two entities. It is the acceptance of the principle notion that the real sovereignty lies with the people which in the context of the present global scenario, the interdependency between and amongst the sovereign nations is but indispensable. There is no time to live in the past theory but to accept the reality of the changing world and the future ahead. NSCN challenge any group or individual who can stand to such allegation with concrete proof. It is amusing that out of more than 50,000 people gathered at Agri- Expo on 29th February 2012 with all the Medias present, only Kitovi and few of his henchman could manage to record such important statement. The complete recording of who speak what is in the custody of MIP and anybody is welcome to verify the real truth. Also those whose existence depends purely in criticizing NSCN by manufacturing fabricated news shall atleast have the responsibility to produce the authentic visuals or audios to the public if any, instead of throwing unsubstantiated garbage at all time. Therefore, the concocted propaganda of referring the Agri Expo meeting and other reconciliation meet alleging that General Secretary, Th. Muivah has given up the fight for integration and sovereignty is nothing but a desperate attempt to confuse the Naga people with the evil intention of jeopardising the reconciliation process and create an environment of suspicion to the ongoing peace talk with the government of India. Who in power really cares? Their ruthless reality is to do with the survival of the fittest...dog eat dog...End of story. The simple fact is that there is no opposition bench in our NLA to question the performance of the ruling bench. n any democratic country civil society always play an important role for the smooth functioning of the society and for the successful implementations of government policies. However with limitation upon its resources and powers it can only play a supporting role to the government machinery but in the past few years it seems the role has been switched in Nagaland. The one problem which every nations faces is corruption and to check that every nation enact certain laws. Thus the legitimate power and responsibility to check and punished the wrong doers always lie with the government machinery. Further the executive or the judiciary will always urged its citizens “Not to take the law in their own hand”. But in Nagaland citizens are forced to take up the law in their own hand as people are losing their patience and confidence in the government to get justice, as most of them are still confused about their duties and responsibility and sadly shying away from their responsibility with the usual politically correct excuses and clarification in the newspapers but the ground reality punchers all their claims. Scams after scams on back door appointment, public distribution scheme, midday meal etc have been dig out by various organizations, even the CAG has highlighted the gross misuse of government funds and worst part, civil society are taking up the initiative to repair roads. We have SIT, SVC, department of legal metrology and consumer protection etc but are we getting any benefits from them . How many have been brought to book for the gross misuse of government funds, those who are involved in back door appointment racket. Above all why no seriousness in checking the menace of bribe in Nagaland, as in India it is a crime to take or

give bribe. Then there is big mystery about top-up or cold drinks price which mysteriously jump from ` 174 or 67 to a round figure of `180 and 70 and when we complained we are insulted and harassed, I think those official responsible to check such exploitation of consumers are also paying the same mysterious price. Further the butchers has been duping the citizens of Nagaland for decades and the concerned citizens has brought the issue many a times but till date there is not much initiative by the concerned department to look into this grievances, as a result of which 80-90% of us will always have a personnel hostile arguments with them because the concerned officials are sitting in their cosy office discussing about all other things except the plight of the consumers. In this regard the recent notification by DC Dimapur, not to pay fare to those auto driver without wearing uniform is a welcome one , as it gives the public the confidence of being backed by the authority incase of injustice or harassment. The various department of government are created not only to provide employment to the unemployed but they are also created to do a job. Police to maintain law and order and work on the complain filed by the public but in some cases we are made to feel guilty to file FIR or missing report of our vehicles which I guess is what they are paid to do. The AR convoy was not stopped forcibly by the villagers, rather village leaders and the relative were standing on the roadside waving their hands to the convoy passing by without a word, and one truck in the convoy came and halted with a word from maj. I would like to highlight a very serious problem that is causing not only a nuisance but posing a very serious health hazard all to the residents as well to all the passer-bys .The garbage disposal at the Circular Road by the NST Colony residents and its adjacent areas outside the United Bank of India is a matter of grave concern for every sensible and responsible citizen of the town. It is impossible to pass by without closing up the car windows as the foul smell emits the whole day and night from the place where garbage is thrown. To walk pass by is like a nightmare and cause nausea and vomiting tendency for everyone. I wonder how the nearby shops and residents can bear such foul smelling odour in their area for all these time. Though the DMC comes and collect the garbage from the place on time the stink remains and is causing a grave hardship to everyone. MUMBAI, JUL 19 (PTI): As his government faced a fierce attack over the brutal gangrape and murder of a girl in Ahmednagar, Maharashtra Chief Minister Devendra Fadnavis Tuesday said death penalty would be sought for the guilty. “Only after hanging will the right message go in the state,” Fadnavis told the state Assembly. “This is a very serious crime. DNA evidence is scientific evidence and will help in conviction. A five-member team, including forensic experts, will help bring the case to charge sheet level in next 4 to 6 days,” he said, replying to a discussion on the issue in the Lower House. Fadnavis said the state government will ask court to hang the guilty. “We will also ensure there are no adjournments in the the case,” he said.

DIMAPUR, JUL 19 (NPN): NSCN (I-M)’s crime suppression department (CSD) has stated that during the past six months it had enforced “special task” to control immoral activities in and around Dimapur. In a press release, CSD secretary Khekuto Jakhalu claimed that during the raids most of the married men and non-local businessmen were found to be “male prostitute by offering handsome about to the local ladies on one shoot basis rent”, adding that overnight rent was “higher rate”. NEW DELHI, JUL 19 (AGENCIES): ISIS operatives in India had approached Naxalite groups to understand their modus operandi for perpetrating terror and were also planning to buy firearms from them, NIA has said, revealing the sinister plans of the international terrorist outfit. This has been mentioned in the supplementary chargesheet filed by the antiterror probe agency in a special court here against 16 people, including the absconding main recruiter of ISIS in India Shafi Armar, for allegedly indulging in terror-related activities in the country. The NIA has slapped Armar and 15 others with charges under various sections of Indian Penal Code, Unlawful (Activities) Prevention Act and Explosive Substances Act. The chargesheet against Armar was filed in a Mumbai court on Monday in a different case related to ISIS. The NIA had registered a case against ISIS on December 9, 2015. Besides Armar, others who have been charged included Mohammed Nafees Khan, Mudabbir Mushtaq Shaikh, Abu Anas, Najmul Huda and Mohammed Afzal. “The accused persons contacted naxalites to understand their modus operandi in committing terror acts and they also had plans to buy weapons from the naxalites,” NIA said in a release. Ragharam Rajan New Delhi, Jul 19 (PTI): Reserve Bank of India Governor Ragharam Rajan Monday said the Trade Receivables Discounting System (TReDS) is expected to roll out later this fiscal while the Bharat Bill Payments System (BBPS) will be launched shortly. “Bharat Bill Payments System (BBPS) has been put in place to address the needs of the large bill payments market, to provide convenience of anytime, anywhere, any bill payment facility to the users. It is expected to roll out shortly,” Rajan said while addressing an awards function organised by Institute for Development and Research in Banking Technologies. “Another significant area of development has been the Trade Receivables Discounting System (TReDS) which ought to be a game-changer for meeting the financing needs of Micro, Small and Medium Enterprises (MSME) segment. “MSMEs get squeezed all the time by their large buyers, who pay after long delays.

All would be better off if the MSME could sell its claim on the large buyer in the market. All this will happen as the three Trade-Receivables Discounting Systems (TReDS) which the RBI has licensed, start later this financial year,” he said. The RBI chief also said the key is to reduce transaction costs by automating almost every aspect of the transaction so that even the smallest MSMEs can benefit. Speaking about the recent development in payment systems in the banking industry, the Governor said, “the RBI would like payment mechanisms to be cheap and scalable, so that they are suited to India’s economy where ticket sizes are small but transaction volumes huge”. “An additional desirable element would be for the different payment systems to be interoperable - or at least be able to talk to each other,” he further said adding that the country needs systems that offer security even to the unsophisticated user, and do not place a huge burden of care on them. N EW D ELHI , J u l 1 9 (IANS): Chief Economic Advisor Arvind Subramanian on Monday said that India was an under-performer despite its level of political institutions, adding that an over eight per cent growth was easily doable for the country in medium term. “India is an under-performer despite the level of its political institutions. The level of political institutions it has compared to other countries, it should support a higher growth,” Mr Subramanian said at a book discussion on “India’s Long Roads - The Search For Prosperity” by author Vijay Joshi. “We are already growing at over seven per cent. Growth of eight per cent or more is eminently doable, subject to the international environment being cooperative,” he added. For the current fiscal, however, he urged a wait and watch policy, saying “so far the monsoons are good”. India grew by 7.6 per cent in 2015-16 with the finance ministry hoping for an eight per cent growth in the current fiscal riding on hopes of a good monsoon. The chief economic adviser said to bring about radical reforms in a “medium large country like India, which is not facing a crisis” is difficult. “The fact that we are not in a crisis, radical reform becomes difficult. We are hopeful of change. It can come by central government, dynamism of decentralisation and competitive federalism”.

New Delhi, Jul 19 (PTI): Government today provided Rs 22,915 crore capital to 13 PSU banks including SBI, PNB and IOB to enhance their lending operations and enable them to raise more money from the market. This is the first tranche of capital infusion for the fiscal and more funds would be provided in future depending upon the performance of PSU banks, a Finance Ministry statement said. “ 75 pe r c e nt o f the amount... is being released now to provide liquidity support for lending operations as also to enable banks to raise funds from the market. The remaining amount, to be released later, (will be) linked to performance with particular reference to greater efficiency, growth of both credit and deposits and reduction in the cost of operations,” the statement said. Out of the Rs 22,915 crore, State Bank of India (SBI) received Rs 7,575 crore followed by Indian Overseas Bank (Rs 3,101 crore) and Punjab National Bank (Rs 2,816 crore). The Finance Minister said the 14th Finance Commission heard out states and on the basis of their financial health, decided the criteria based on the demographic profile, population and income inequality, with a new criteria of forest cover being added this time. On some schemes where some states have suffered, the Centre had constituted a committee of chief ministers who recommended that some schemes should be fully sponsored by the Centre and some others be adopted by the states, he said, adding that in some schemes, the Centre would support to the extent of 60 per cent and states 40 per cent. “But each of the states will get more funds in totality after the implementation of Finance Commission,” he said. Asked about Tamil Nadu, the Minister said “the net amount that the state received from 2015 to 2020 has by itself increased by 122 percent. There is a significant increase that has taken place. Though in terms of percentage, the allocation there is a slight decline.”

New Delhi, Jul 19 (PTI): Government on Tuesday urged the Rajya Sabha to pass the GST bill expeditiously to enable states get a share of the Service Tax which is not shared under the provisions of 14th Finance Commission. “As per the 14th Finance Commission, service tax is not shared with states. The earlier you pass the GST, the better it is for states so that they get a share in the Service Tax,” Finance Minister Arun Jaitley said in reply to questions. Asked if the Centre plans to increase the share of states from the current 42 percent to 50 percent, he said “till the year 2020, it will be 42 percent”. Cleveland, Jul 19 (PTI): Donald Trump today survived an attempt by some Republican party delegates to block the controversial real estate mogul’s presidential nomination by trying to force a roll call vote to change the party’s rule. Several hundred antiTrump delegates seeking to change the Republican Convention rules so that they could opt out of voting for him roared their disapproval after being denied the chance to debate the changes. “Shame! Peshawar, Jul 19 (PTI): A special court hearing treason charges against former Pakistani dictator General Pervez Musharraf today ordered the freezing of the ‘proclaimed offender’s’ bank accounts and confiscate his property for not appearing before it despite repeated notices. A three-member bench of the special court headed by Chief Justice Peshawar High Court Justice Mazhar Alam Miankhel passed the orders over the non-appearance of the former president before the court despite repeated notices. The court also adjourned the hearing of the case until Musharraf, 72, is arrested or he surrenders. Justice Miankhel remarked that the court cannot initiate further proceedings in the absence of the accused. “According to law, the accused cannot be trialed in absentia,” Dawn quoted him as saying. If found guilty in the high treason case, Musharraf could face death sentence. He said the attitude of the accused left no option for the court, and the special court ordered authorities to freeze Musharraf ’s bank accounts and confiscate his property. “A compliance report of the orders must be submitted with the court,” the court ordered.

Among the files given exclusively to The Hill is a DNC memo to Clinton political operatives on March 24, 2015—before she formally announced her candidacy—outlining how to legally solicit pro-Clinton superPACs. “The memo was sent to

political consultant John Podesta, now Clinton’s campaign chairman; Clinton fundraising guru Dennis Cheng; and campaign manager Robby Mook,” reported The Hill. The memo is just one of several documents released by Guccifer 2.0 proving the Democratic National Committee rigged the system for Clinton. Before the primaries began, DNC strategies were developed with Clinton in mind as

the presidential nominee. The leak affirms claims by Bernie Sanders’ supporters that the Democratic primaries were not an election, but rather a coronation for Hillary Clinton. Because many of the documents implicate mainstream media outlets in their complacency to adhere to the DNC’s strategy, the Guccifer 2.0 hacks have gone largely unreported. Some of the documents even

unveil how the Clinton campaign fed specific stories to the media in order to boost their political agenda. Karachi, Jul 19 (PTI): The kidnapped son of the Chief Justice of Sindh High Court was rescued from the clutches of Pakistani Taliban by the military in an early morning raid in the restive northwest Khyber Pakhtunkhwa province, the third highprofile abduction case to be solved in recent months. Awais Ali Shah, a lawyer himself, was abducted last month from Karachi. He was found in Tank, which lies close to the tribal region bordering Afghanistan where the military has been battling Taliban. Three militants were killed during the operation. “Awais Shah, son of Sindh High Court Chief Justice Sajjad Ali Shah, recovered through an IBO from custody of terrorists from near Tank, three terrorists killed,” Director-General of the Inter-Services Public Relations Lieutenant General Asim Bajwa tweeted. Shah, who is in his late 20s, was reunited with his family around 9:30am. “I got a call from General Raheel Sharif at 3:00am informing me my son has been rescued,” Sajjad Ali Shah said while addressing the media after being reunited with his son. “A Tehreek-e-Taliban Pakistan (TTP) splinter group was behind Awais Ali Shah’s kidnapping. The group were in touch with us and did communicate with us but cannot say anything further due to security reasons,” Bajwa said. The squad includes 253 men and 209 women, in addition to 344 coaches, medical staff and team officials. Previously, the largest Brazilian squad at the Olympics was 277 at the Beijing Games in 2008. At the 2012 London Olympics, Brazil fielded 259 sportspersons. Track and field will have the largest number of Brazilian competitors at 67, followed by football (36) and swimming (33).

Brasilia, Jul 19 (IANS): Security forces in Rio de Janeiro have successfully completed two large-scale simulation exercises to prepare for next month’s Olympic Games. An operation aimed at averting a terrorist threat was carried out at Deodoro - home to the second largest Games venue cluster - on Friday and Saturday. On Sunday, a fullrehearsal of the security plan for the opening ceremony took place at the Maracana stadium, the organisers announced on Monday. Security coordinator Christiano Sampaio said the drills were based on input and expertise from 55 countries and regions, Xinhua news agency reported. “We’re exchanging experiences with various countries, all of which will be reflected here in Rio de Janeiro,” Sampaio told Rio2016.com, adding “This exercise had been previously planned, though with the recent happenings in Nice we are ever more alert.” The exercise at Deodoro included around 1,000 security personnel from 20 institutions. ASOIF against blanket ban of Russian athletes Moscow, Jul 19 (IANS): The Association of Summer Olympic International Federations (ASOIF) on Tuesday announced that it stands against the banning of the entire Russian Olympic team at the Rio Games starting from August 5. WADA has recommended that IOC to ban Russian athletes from all international sports competitions after reports of doping and manipulation of tests by Russian athletes and officials at the 2014 Sochi Winter Olympic Games. In its statement released on Tuesday, Switzerland-based ASOIF said it “received the McLaren report and recognises the gravity and extent of the doping activities in Russia noting that 20 of its 28 member international Federations have Russian athletes who are implicated by its findings”. “We request WADA to immediately provide all the detailed information to the 20 International Federations concerned so that they may begin processing the individual cases under their own separate rules and regulations as soon as possible and in line with the WADA Code and the Olympic Charter,” the statement said. “It is important to focus on the individual justice in all these cases. ASOIF fully supports a policy of zero tolerance in bringing all individuals linked to anti-doping violations to justice.” ASOIF’s mission is to unite, promote and support the International Summer Olympic Federations; to preserve their autonomy. New Delhi, Jul 18 (IANS): Indian Olympic Association (IOA) President N. Ramachandran said on Monday that he expects India to reach double digits in the medals tally at the upcoming Rio Olympics. Ramachandran, who was here for the official sendoff ceremony for the Indian contingent, also urged people not to pressurise the athletes by having huge expectations. “I am expecting at least double digits even though can’t give you the exact figure,” he told reporters on the sidelines of the event which was attended by the IOA’s goodwill ambassadors -- Bollywood star Salman Khan and Oscar winning music composer A.R. Rahman. “If you want the athletes to do well, don’t put pressure on them. Creating undue pressure only spoils their focus. So let them enjoy and give their best,” he added. Ramachandran also said that he wants the IOA to be self-dependent on the lines of the US Olympic Association. “In the next few years, I want to see the IOA to function like the US Olympic

Murray pulls out Mumbai City sign Netto, Goian for ISL Penalty shoot-out tournament of Toronto event T O R O N T O, J u l 1 9 (Agencies): Wimbledon champion Andy Murray has pulled out of next week’s Rogers Cup in Toronto so he can give his body time to rest before he sets out in defence of his Olympic singles title at the Rio Games. Britain’s Murray won his third Rogers Cup title last year in Montreal but the defending champion said that after reaching the final round in each of his last five events that he needed to take some time off. “My body needs some recovery time after reaching the latter stages of tournaments over the past few months,” Murray, who is second in the world rankings, said in a statement released by Tennis Canada. “I’m sorry to my fans in Toronto but I look forward to being back in Canada next year.” Murray’s decision marks the first time the three-times Grand Slam champion has skipped the Canadian event since his first appearance in 2006. The Rogers Cup will run from July 23-31 and the tennis competition at the Rio Olympics will be held Aug. 6-14.

Mumbai, Jul 19 (IANS): Indian Super League (ISL) franchise Mumbai City FC on Tuesday announced the signing of Brazilian goalkeeper Roberto Volpato Netto and Romanian defender Lucian Goian for the third edition of the football tournament later this year. These overseas stars are said to be strategic additions to further strengthen the team. Their experience will provide a rock-solid base for Mumbai City in the upcoming season. Netto, was part of the team that finished runners-up in the CONMEBOL Copa Sudamericana in 2013. Netto has amassed a lot of on-field playtime, garnering valuable experience in top Brazilian and Portuguese leagues, including having played for pedigreed clubs such as Vasco da Gama. He has played for top clubs such as Dinamo Bucuresti in the UEFA Champions League, and comes in with a lot of experience at the best level. “Lucian and Roberto form an integral and solid part of our team. They have both played at the highest levels and provide great awareness and experience in the centreback and goalkeeping departments respectively,” Alexandre Guimaraes, the club’s head coach said.

SS Punglwa cadets excel in East Zone Sports C’ship

Dimapur, Jul 19 (NPN): Sainik School Punglwa lifted three trophies at the recently concluded East Zone Sports and Co-curricular Championship held at Sainik School Goalpara, Assam, July 9 to 17. Sainik School Punglwa won gold medal in hockey and basketball.

The cadets also bagged Silver medal in the junior football championship. The winner teams of Sainik School Punglwa shall be representing the east zone in the All India Sainik Schools Inter Zonal Championship in Hockey and Basketball. A well conducted and

desired performance was showcased by all the Cadets. Apart from trophies, couple of Cadets also bagged individual awards. Cadet Prevek got the best defenders’ award in hockey and Cadet Apong Walling received the man of the tournament award in football Junior.
