Zeliang sworn in as CM; expelled from NPF Correspondent

KOHIMA, JUL 19 (NPN): Five months after he was forced to step down as Nagaland chief minister due to public pressure, TR Zeliang on Wednesday returned as 19th chief minister of Nagaland, just hours after Nagaland Governor, P.B. Acharya dismissed the government headed by chief minister, Dr. Shürhozelie Liezietsu after the latter failed to turn up in the Assembly to face the floor test. Zeliang was administered the oath of office and secrecy by Governor on Wednesday afternoon at the Darbar Hall of the Raj Bhavan. Later, the Governor asked Zeliang to prove his majority on the floor of the house on or before July 22. Zeliang was accompanied by 36 NPF MLAs, four BJP and 7 Independent legislators. MTDU not to ply Mkg to Mariani, Amguri roads

DIMAPUR, JUL 19 (NPN): Mokokchung Truck Driver Union (MTDU) has informed that drivers have decided not to ply along Mokokchung-Mariani road and Mokokchung-Amguri road from July 24, 2017 till proper improvement in the conditions of the roads were made. In a press release, MTDU president, Ayutemjen, and general secretary, Temjensoba, informed that the roads have reached a stage where it was dangerous for trucks to ply. In this regard, MTDU said it cannot risks the lives of its members (drivers). MTDU has sought cooperation from all sections of the society.

DIMAPUR, JUL 19 (NPN): Nagaland Governor, P.B. Acharya has summoned the eighteenth emergent session of the 12th NLA on July 21 at 9.30 a.m., NLA commissioner & secretary, N. Benjamin Newmai informed through a communiqué. All MLAs, AHoDs, HoDs, media persons and officials have been requested to take note that car and official gallery passes will not be issued. All are to come in their official vehicles, with ID cards. The emergent session has been called in order to allow chief minister, T.R. Zeliang prove his majority on the floor of the house.

cratically, politically and legally on the right side and that nothing would go wrong and everything will settle down.” Zeliang said with the support of twothird majority, there was no reason why there cannot be a stable government. When asked whether the public would accept his return, following the death of two youths in connection with the ULB poll issue, Zeliang said he “will not confront the public but will convince them, will discuss with tribal hohos and will do what was best for the people.”

Based on the recommendation of the party’s Disciplinary Action Committee Wednesday, NPF Central resolved to expel T.R. Zeliang, MLA from the party for a period of six years with effect from July 19, 2017. The order issued by NPF working presidents-Huskha Ye pthomi and Apong Pongener, explained, that despite NPF having revoked the suspension order of Zeliang on July 13, he continued to defy the party reconciliation call and chose to “destabilize and instigate the leadership of NPF led DAN government” and also demanded the resignation of party CM and party president while staking claim to form his government. NPF said Zeliang was adamant and had already planned to dismantle the NPF party. In this regard, the NPF legislature party and CEC resolved to expel Zeliang while the decision of NPF president was the same, that Zeliang’s expulsion was “inevitable to keep peace in the party, so that the noble aim and objective of NPF is carried out in the interest of the people and the state”.

KOHIMA, JUL 19 (NPN): Nagaland Governor P.B. Acharya on Wednesday justified that his decision to dismiss Dr. Shürhozelie Liezietsu led-DAN ministry was done Constitutionally. Taking to media persons after the swearing-in of T.R. Zeliang, Acharya said he had given ample time to Dr. Shürhozelie to prove his majority. However, Dr. Shürhozelie denied all opportunity by abstaining from the emergent special session, said Acharya. He said Dr. Shürhozelie was asked to move for confidence motion since there was no opposition to move for a ‘no confidence motion’. “But, for the first time in the parliamentary history of India, the resolution mover was absent and the house had to be adjourned, which was not acceptable,” the Governor said. Based on the report received by the NLA Speaker, the Governor said Dr. Shürhozelie failed to attend the emergent Assembly session for the purpose of testing majority of cabinet led by him (Dr. Liezietsu). As

per report of the Speaker, 48 MLAs including the Speaker was present in the Assembly. However, Dr. Shürhozelie and 11 others were not present, the report stated. “Therefore it is clear that Dr. Shürhozelie has failed to obtain Vote of Confidence despite repeated opportunities given for the same... I hereby withdraw my pleasure from chief minister Nagaland and the ministry headed by Dr. Shürhozelie is hereby dismissed with immediate effect,” Acharya stated in his letter to Dr. Shürhozelie Acharya also wished away the claim that the crisis was purely an NPF’s internal matter, since seven Independent MLAs and four BJP members were in support of Zeliang. “Had it been party affairs, I will not protect,” he said. Acharya was annoyed with Dr. Shürhozelie for sacking BJP legislator Paiwang Konyak from the cabinet even before the floor test was held. “How can this be party affair and what right has he got to remove the minister if it was a party affair,” Acharya questioned Dr. Shürhozelie

He further maintained that in the Assembly only an elected member could become the legislature party leader. To this, he said Zeliang was in the capacity as both legislature party leader and DAN chairman, while Dr. Shürhozelie was not an elected member and had taken charge temporarily. On Zeliang’s expulsion from the NPF, Acharya said “for me it’s nothing, it is okay”. He said “it was time for government, civil society and Nagas to come together in this crucial ‘blue moon’ period. State cannot afford to have a government which totters and has differences.” Governor also lamented that the NPF Youth wings carried out protests against its elected members contradicting the reconciliation process. When asked why was the NLA session called hurriedly, Acharya said the decision was “absolutely correct” since all the members were in Kohima and there was no reason to delay. Zeliang as CM MLAs demand Dr. Shürho’s DIMAPUR, JUL 19 (NPN): Naga People’s Front (NPF) on Wednesday vehemently condemned what it has described as “the partisan role played by the Nagaland Governor in installing a government through backdoor” without following the due process of parliamentary norms. NPF Central Headquarters through its Media & Press Bureau (M&PB) stated that the haste with which the governor has acted time favouring the “RSS-friendly dispensation” should be a wake-up call to the Naga people that there were elements fiercely and furiously doing the utmost “to pierce the Trishul into the heart-land of Christ.” M&PB said that the presence of RSS functionaries in large number in Nagaland in the last few days should also open the eyes of the Naga people as to what exactly was the ulterior

motive behind the present political drama. It alleged that the governor, a decorated RSS pracharak, was sent to the land of Christians with a single agenda, but “could not effectively fulfil his mission so long as the BJP was riding piggy-back on the NPF.” M&PB said that the NPF, by aligning with the BJP all these years and playing host to the saffron party, was successful in containing the agenda of the BJP in Nagaland. As coalition partner, the NPF said it managed to keep the BJP in alive but ensuring that it was barely alive. Recalling the “electoral history” in the state, the M&PB said BJP won 7 seats in 2003 but later they merged with the NPF (one out of 7 died while in office before the merger).

DIMAPUR, JUL 19 (NPN): Hours after T.R. Zeliang was sworn-in as Nagaland chief minister, the Ao Senso Telongjem Dimapur (ASTD) held an emergency meeting at Dimapur where it unanimously resolved not to accept T.R. Zeliang back as chief minister. Addressing media persons here, ASTD president, Supu Jamir said that the union had no objection to any other legislator becoming chief minister but not T.R. Zeliang as he had “betrayed the Naga people”. T.R. Zeliang was forced to step down as chief minster under public pressure, following the killing of two youths in the police firing on January 31, 2017. holding of the Urban Local Bodies poll. Supu also clarified that ASTD stand did not mean support for Dr. Shürhozelie Liezietsu as “anybody was acceptable as chief minister but not T.R.Zeliang”. He said if T.R. Zeliang wanted to return as chief minister, he should seek “fresh mandate” by wining an election. While asking T.R. Zeliang to respect sentiments of the Naga public, Supu blamed “T.R. Zeliang and his cronies” for being responsible for the deaths of the two the youths during the public agitation. Supu said the Judicial Inquiry Committee (JIC), constituted by the state government to probe the January 31 firing incidents in Dimapur and Longleng, was yet to submit its report. He said the JIC re-

port could be influenced if T.R.Zeliang was allowed to be chief minister and that the public will not accept him at this juncture for having betrayed the Naga people. When asked why JCC has remained silent on the issue, Supu, who is also its convenor, said it was because JCC being comprised of apex tribes from all districts, can only issue a statement after consultations. Asked why ASTD was against T.R. Zeliang when all the 11 Ao legislators support him, Supu clarified that it was not about Ao legislators , but the Naga public who do not want him return as chief minister due to the January 31 incident. “Since, we have pulled him down on moral ground, he should respect the sentiments of the Naga public”, said Supu.

Zeliang have unanimously demanded the immediate resignation of Dr. Shürhozelie Liezietsu as NPF party president, stated spokesperson of NPF legislature party, Tokheho Yepthomi, MLA. The decision was made during the legislature party meeting held at Hotel Vivor on July 19, said Tokheho. He said the MLAs at the meeting “unanimously condemned” NPF president, Dr. Shürhozelie Liezietsu for his “dictatorial and autocratic leadership” in expelling chief minister T.R. Zeliang from both active and primary membership of the NPF party. Tokheho said the legislature party resolved not to take cognizance of whatever actions Dr. Shürhozelie may

take in the future. Tokheho also said while the meeting took note of actions by Dr. Shürhozelie and senior central party officials, the legislators accused Dr. Shürhozelie of “repeatedly violating the NPF party constitution on a number of occasions without any reason, directly negating the laid down procedures in the party constitution.” Meanwhile, the NPF legislature party congratulated chief minister, T.R. Zeliang on his “skill and level headed leadership exhibited during the last fortnight, keeping the best interest of the NPF party and the people in general”. Incessant rains lash Dimapur; water logging in many areas; 1 dead Staff Reporter

DIMAPUR, JUL 19 (NPN): Incessant downpour that battered Dimapur on Wednesday morning caused water logging in several areas of the city leaving the affected residents in helpless situation. Several roads around Dimapur were inundated due to overflowing of water from drainages. It is observed that every monsoon, many areas in the city especially low lying areas are flooded due to lack of proper drainage system and total absence of drainages in some places. Among the areas that were badly affected include Nagar jan, Supermarket area, Walford, Burma camp, Metha Colony, Nagagaon, Dhobinalla, Khermahal (Tata parking), NST colony, Holy Cross School area. In some places, water level reached up to about six

feet while in colonies like Metha and Dhobinalla even electric transformers were partially submerged posing a grave danger to unwary residents. One man identified as Deepak (40), a businessman, was reportedly electrocuted while attempting to pull out the plug of power inverter inside his flooded room at Zeliangrong village. He was rushed to the hospital but was declared brought dead. Talking to Nagaland Post, the Deputy Commissioner (DC) Dimapur, Kesonyü Yhome, said the situation of flood in Dimapur was due to clogged drainages caused by improper disposal of garbage in addition to heavy monsoon rain. He said the district administration and Dimapur Municipal Council (DMC) have set up five teams to observe different locations mostly in the worst affected

areas. As per the reports from the teams, DC said heavy water logging in and around Walford colony was caused due clogged drainages in the colony. He warned that if the rain continued for the next twenty four hours, flood-like situation could arise. DC also said the district administration was not in any particular position to assess the current situation since the extent of the flood was very huge. He, however, said that the administration was looking out for the best possible ways to tackle the situation. Yhome said that if the precipitation continued at this rate, the administration would be left helpless as there was no way to directly address the situation except to inform the vulnerable areas for evacuation.
