AHMEDABAD, JUL 20 (AGENCIES): Protests escalated in Gujarat over the brutal thrashing of the community youths in Una town even as incidents of violence were reported from several places across the state. Enraged community members took out rallies in towns and cities, blocking roads, damaging buses and even a train was stopped near Vadhvan in Surendranagar district. The bandh called by Dalit outfits in Gujarat over the Dalit-thrashing issue in Una town evoked mixed response. Chief Minister Anandiben Patel visited the victims at Rajkot hospital and met their family members at Una, assuring them that stringent action will be taken against the culprits. Congress vice president Rahul Gandhi will be visiting Una on Thursday and Delhi Chief Minister Arvind Kejriwal on Friday. on Bhavnagar-Surendranagar route. Later, the agitators were dispersed by the police. Anandiben visited Mota Samaliyala village in Una, where the alleged incident of beating of seven Dalits had taken place and met family members of the victims. She told them that the government has taken all measures to ensure that the victims get justice. The situation remained tense in Porbandar city during the day, as a violent mob attacked a police station near Collector’s office and torched several vehicles. According to Porbandar District SP Tarun Duggal, as many as four policemen, including a Deputy SP, were injured in the attack by a mob on a police station near Collector office.
Restriction on sale of petrol in Kohima
DIMAPUR, JUL 20 (NPN): In view of the limited stock of petrol in Kohima town outlets, the DC Kohima, Rovilatuo Mor, has ordered that issue of petrol would be controlled and rationed w.e.f. July 21, 2016 early hours till additional stock arrived. In an order, DC said 10 litres per vehicle and 20 litres for emergency vehicle would be issued. The order has been enforced under essential commodity statutory provisions.
KTC reiterates support to ENPO
DIMAPUR, JUL 20 (NPN): In the light of July 7 ENPO meeting outcome at Tuensang, in regard to the principles of the ENPO, Khiamniungan Tribal Council (KTC) has reiterated that it would extend “full and consistent support in letter and in spirit”. In a press release, KTC president, P. Mongchua, and general secretary, Puchai PM, said they would not allow any individual or group to disrupt its move under any circumstances including the banned SRF. Stating that it would uphold ENPO’s move, which began with peoples’ mandate, KTC said violators would be dealt with sternly as resolved by the council in 2012.

Some parts of Saurashtra and north Gujarat observed total bandh where incidents of stone-pelting, vandalisation of properties, damage to buses and road blockade were witnessed. The bandh was observed in Junagadh, Bhavnagar, Amreli and some small towns in Saurashtra, and also at Patan town and Aravalli district in North Gujarat. In Porbandar, a private bus was torched, while several other public transport buses were damaged in many parts of Saurashtra region. As a precautionary measure, the authorities shut down several routes of state transport buses due to the bandh call and protest by Dalit Panthers and other community outfits. Oppn targets RSS-BJP
Congress Wednesday targeted RSS and BJP in Lok Sabha over attacks on some Dalit men in Gujarat for skinning a dead cow, saying the Hindutva organisation was working for
“Dalit-mukt Bharat” which was “sponsored” by BJP to polarise communities ahead of next year’s assembly polls there. The opposition party demanded constitution of a joint parliamentary committee to go into the incident but Home Minister Rajnath Singh strongly refuted its charges and cited figures to claim that cases of atrocities against Dalits have declined in the state since 2001 when Narendra Modi took over as chief minister, and commended the state government for its “swift and effective” action. K Suresh (Cong) raised the issue in Zero Hour during which Congress members remained in the Well during protesting against the incident. Referring to large-scale protests by Dalits following the incident and “emergency-like” situation in parts of the BJPruled state, he said they have lost faith in the government and attributed the violence to RSS and upper caste lobby, inviting protests from the treasury benches.
Gov asks govt to implement Lok Ayukta Bill DIMAPUR, JUL 20 (NPN): Nagaland Governor, P.B. Acharya has appealed to the state government to “immediately complete the formalities for enactment of the Lokayukta Bill in the state”. In a press note issued through its PRO, Acharya taking note of the recent scams, reminded the government that “the citizens are becoming more and more agitated” after getting to know of scams like adulteration of petrol, pension fund scam, educational scholarship scam etc. “In the wake of increasing irregularities in the state being reported in the local media, it has become absolutely necessary in our state to have Lokayukta”, Acharya stated. He said in order to redress the grievances of the citizens, the Administrative Reforms Commission, appointed by the Central Government in 1966, recommended the constitution of the institutions of Lokayukta. In the light of those recommendations, he said institutions of Lok Ayukta were established in various states of the country with jurisdiction to deal with complaints not only against elective public servants, but also against other categories of public servants defined in the Act. “It is a constitutional counter-check to corruption and non-performance”, he said.

Uproar in RS over ‘prostitute’ remark on Mayawati; BJP sacks UP vice president NEW DELHI, JUL 20 (AGENCIES): Dayashankar Singh, who called Mayawati “worse than a prostitute” triggering a massive political storm, was on Wednesday removed as the vice-president of the BJP in Uttar Pradesh. “Dayashankar Singh’s remarks are not acceptable, therefore we have removed him from all party posts,” BJP chief in Uttar Pradesh, Keshav Prasad Maurya, told news agency ANI. The cracking of the whip against the UP leader came after severe condemnation from a united opposition over the slur, while an embarrassed Finance Minister Arun Jaitley expressed regret and assured of action. “Even a prostitute fulfils her commitment to a man after she is paid. But Mayawati, such a big leader in UP, sells party tickets to anyone who pays her the highest amount.

The whole country will not forgive BJP... The people will come on the streets,” she said. Mayawati demanded that BJP leaders including Prime Minister Narendra Modi and chief Amit Shah should discuss the matter, expel Singh from the party and take action against him. The BSP has also decided to file a formal police complaint against the BJP leader.
RH public rally to demand district for Tseminyu DIMAPUR, JUL 20 (NPN): To press for the demand of creation of Tseminyu district, a peaceful public rally would be held at Tseminyu town on July 27, 2016. In a press note, RH president Kenyuseng Tep said the decision to hold rally was taken at an executive meeting of Rengma Hoho and all its frontal organization on July 20. Reminding the state government of the contribution the Rengmas made in the field of Naga political and historical movement in the implementation of Nagaland state, the Hoho said, “We were also the signatories and were in the forefront when our Nagaland state was born. Like any other tribes the government
should honour our demand and grant Tseminyu District for the people of Rengmas.” Therefore, the Rengam Hoho has urged the government to respect and honour the political and historical rights by fulfilling the demand for a district. Meanwhile, the Hoho has requested all the frontal organizations, the constituent units of the Rengma Hoho, all political parties and individuals within Rengmas areas to attend the rally and extend support and solidarity to their just and rightful demand. It stated that after the rally a memorandum would be submitted to the state government through ADC Tseminyu.
Now, NRMSATA reacts to Review NSEE results, CM’s ‘co-terminus’ remark demands ENCSU DIMAPUR, JUL 20 (NPN): In response to the purported statement of the state chief minister that the employees under flagship programmes like RMSA and SSA were bound to be co-terminated along with the projects and schemes, the Nagaland RMSA Teachers’ Association (NRMSATA) batch 2013 on Wednesday maintained that that RMSA/ SSA 2013 were appointed as regular state employees by the directorate of school education and not by the concern missions. In a press release, NRMSATA president Thejazelie Tase and press secretary Mezhuzonuo Mepfhuo said RMSA 2013 teachers were in no way under any contract, saying it was mentioned neither in the advertisement dated December 9, 2011 nor in the appointment orders dated March 22, 2013. Unlike contract or ad hoc employees, the association said “RMSA 2013 has been appointed in the PB 9300-34800, grade pay of Rs.4200 and a deduction of 10 % towards NPS monthly”, which, it said was clearly written in their appoint-
ment orders issued by directorate of school education. Maintaining that all these clearly points towards the fact that they were regular employees of the state government, the association said the term ‘co-terminus’ hence “can never be applied to us”. It also stated that RMSA mission director and NRMSATA also attended May 16, 2016 at a meeting, as mentioned by NSSATA, where RMSA 2013 batch was also acknowledged as regular state employees by the government officials. Meanwhile, the association said it has taken note of the department of school education directive to all DEOs and SDEOs to immediately collect the bio-data of all graduate teachers and SSA graduate teachers (regular) who were appointed upto 2013 for compilation of seniority list. It said RMSA 2013 appointees, who were appointed along with the SSA 2013 graduate teachers, have not been mentioned in the directive. DIMAPUR, JUL 20 (NPN): Asserting that it has found anomalies in the allocation of seats under backward tribes (BTs) reservation in the recent declared NSEE result, the Eastern Nagaland College Students’ Union (ENCSU) has sought an immediate review of the result. In a memorandum addressed to the director of technical education, the ENCSU chairman Longre Chang and joint secretary Nokchem Angth said that the department of technical education and the government have failed to implement the government policy on BT reservation in selecting the students from deprived areas. According to the government policy, ENCSU said 15% was reserved for the BTs of the Nagaland. It said the policy was to be implemented the BTs have to get seven seats out of 45 MBBS seats. However, it said the distribution of seats has never been fair citing 40% marks, adding that this year BTs were allocated only three seats. 1.96 lakh new HIV infections in India in 2015 Washington, Jul 20 (PTI): About 1.96 lakh new HIV infections were reported in India last year, according to a new study which found that about 25 lakh people worldwide became newly infected in 2015, a number that has not changed in the past 10 years. The new Global Burden of Disease 2015 (GBD 2015), published in The Lancet HIV journal, found that about 28.81 lakh people in India were living with HIV. The study shows a slow pace of decline in new HIV infections worldwide, with a drop of just 0.7 per cent a year between 2005 and 2015 compared to the fall of 2.7 per cent a year between 1997 and 2005. Improvements and updates in GBD’s data sources and methodology indicate that the number of people living with HIV has been increasing steadily from 27.96 million in 2000 to 38.8 million in 2015. Annual deaths from HIV/AIDS have been declin-
ing at a steady pace from a peak of 1.8 million in 2005, to 1.2 million in 2015, partly due to the scale-up of antiretroviral therapy (ART). The proportion of people living with HIV on ART increased rapidly between 2005 and 2015, from 6.4 per cent to 38.6 per cent for men and from 3.3 per cent to 42.4 per cent for women. While the annual number of new infections has decreased since its peak at 3.3 million per year in 1997, it has stayed relatively constant at around an estimated 2.5 million a year worldwide for the past decade. “Although scale-up of antiretroviral therapy and measures to prevent motherto-child transmission have had a huge impact on saving lives, our new findings present a worrying picture of slow progress in reducing new HIV infections over the past 10 years”, said lead author Haidong Wang from the University
of Washington in the US. “Development assistance for HIV/AIDS is stagnating and health resources in many low-income countries are expected to plateau over the next 15 years,” said Christopher Murray, director of the the Institute for Health Metrics and Evaluation (IHME) at the University of Washington. “Therefore, a massive scale-up of efforts from governments and international agencies will be required to meet the estimated USD 36 billion needed every year to realise the goal of ending AIDS by 2030, along with better detection and treatment programmes and improving the affordability of antiretroviral drugs,” said Murray. The findings come from a comprehensive new analysis of HIV incidence, prevalence, deaths and coverage of antiretroviral therapy (ART) at the global, regional, and national level for 195 countries between 1980 and 2015.
