New Delhi, Jul 20 (IANS): Ram Nath Kovind, a Dalit BJP leader with humble beginnings, was on Thursday elected the 14th President of India defeating combined opposition candidate Meira Kumar in a straight fight by a huge margin, becoming the first BJP leader and one with RSS background to occupy Rashtrapati Bhavan.

Backed by 40 parties, including those outside the ruling NDA, Kovind, 71, a former MP and Bihar Governor, defeated Meira Kumar with a margin of a vote value of 334,730.

Kovind was also helped by some cross voting in his favour in states like Uttar Pradesh, Tripura, Delhi and Maharashtra.

He got 2,930 votes carrying a value of 700,244 while the former Lok Sabha Speaker secured 1,844 votes with a value of 367,314, the highest vote value recorded by any losing candidate in all the Presidential elections held so far.

The electoral college consisted of 4,986 voters with a total vote value of 10,98,903. Seventy seven

JCC asks T.R. Zeliang to restrain from taking over as CM DIMAPUR, JUL 20 (NPN): Joint Coordination Committee (JCC) has vehemently come out against T.R. Zeliang occupying the chair of the chief minister.

In a press note, JCC convenor, Supu Jamir informed that the committee during its emergency meeting held on July 20 demanded that T.R. Zeliang “restrain himself from occupying the chair of the chief minister, by respecting the sentiments of the general Naga public, until the Judicial Inquiry Committee (JIC) complete its final report in order to let the JIC conduct impartial enquiry.”

Supu Jamir also informed that the house also deliberated about Urban Local Body related issues.

In this regard, Supu said that the JCC and Naga Council Dimapur along with all the apex tribal hohos would be meeting on July 26, 11 a.m. at ASTD treasurer’s residence, Nyamo Lotha colony.

Earlier on July 19, Supu said that since Joint Coordination Committee being comprised of apex tribes from all districts, it can only issue a statement after consultations.

While Kovind got 65.65 per cent of the total valid votes with a value of 10,69,358, Meira Kumar got 34.35 per cent. MPs and MLAs are eligible to vote in the Presidential election. Of the votes of MPs, Kovind got 522 compared to 225 by Meira Kumar.

The value of votes of MPs received by Kovind was 369,576 and that by Kumar was 159,300. In Andhra Pradesh, where Congress has one MLA, Meira Kumar drew a blank with all non-BJP parties voting for Kovind. Announcing the election of Kovind,

Returning Officer and Lok Sabha Secretary General Anoop Mishra said Kovind had got the required votes under the quota allotted to him in the preferential vote system under the Presidential and Vice Presidential Elections Act. “I declare Ram Nath Kovind as duly elected to the Office of President,” he said at the end of the counting process that lasted more than five hours.

He will be the second Dalit President after K.R. Narayanan, who had occupied the office between 1997 and 2002. Kovind, who was the national spokesperson of the Bharatiya Janata Party (BJP), headed the party’s Scheduled Caste Morcha for three years from 1999.

He was actively associated with the RSS before joining the BJP. Kovind, who practiced law in High Courts and the Supreme Court, said in his victory message that his election reflects the greatness of Indian democracy.

He pledged to protect the Constitution and uphold its values and dedicated himself to work for the happiness of all sections.

T.R. Zeliang takes charge as CM DIMAPUR, JUL 20 (NPN): Nagaland chief minister, T.R. Zeliang on Thursday assumed office and took stock of urgent issues pertaining to the state government the meeting with legislators, chief secretary and senior government officials at the CM’s office chamber.

According to CMO media cell, Zeliang took note of the natural calamity at Dimapur, where several houses and families were displaced due to heavy rain.

The chief minister directed chief secretary to immediately assess the ground reality and submit a report at the earliest, while also directing for sanction of Rs. 10 lakhs to be handed to DC, Dimapur for immediate relief.

On ULB related issue, Zeliang directed the chief secretary to inquire and submit the report on whether ex-gratia was handed over to the family members of the deceased and the injured persons of January 31 incident.

Zeliang further directed the chief secretary to issue necessary instructions to all government departments “that all departmental matters taken up after the Model code of Conduct came into effect were to be taken up for re-examination.

2 CMs face 2 Floor tests; 2nd test today 2 rival whips & legislature party leaders in session

DIMAPUR, JUL 20 (NPN): Reflecting the current topsy-turvy politics in Nagaland which has been the trend for the better part of 14 years, the 12th Nagaland Legislative Assembly will be witnessing the second floor test which is being preceded by a communication and propaganda war between the majority NPF legislature led by T.R. Zeliang and the minority NPF legislature led by Dr. Shürhozelie Liezietsü. The paper war will culminated at the assembly on July 21 when chief minister T.R. Zeliang seeks a vote of confidence.

Whips: When all 59 legislators gather for the vote of confidence on Friday, they will be subjected to three whips issued by two factions of the NPF and the third from the BJP legislatures.

Kiyanilie Peseyie who remained with the cabinet under the then chief minister Dr. Shürhozelie Liezietsü was appointed by the NPF party as the Legislature Party Whip on November 14, 2014 and officially notified by the Assembly Secretariat on 15, 2014. The

Central Executive Council of NPF on July 20 clarified that Kiyanilie Peseyie remains the official Whip as per official procedure.

On the other hand, chief minister T.R. Zeliang has been made both the legislature party leader and also Whip of the dissident majority group at a meeting on July 4,2017.

CMO has reacted by saying that NPF working presidents Huska Sumi and Apong Pongener had pleaded with the Speaker on July 20,2017 that Kiyanilie Peseyie was appointed Whip under the NPF Constitution. However, CMO said the letter was silent on power of the party functionaries inclouding the president of NPF to appoint the Whip.

CMO said a Whip is appointed under paragraph 2(1)of the Tenth Schedule and in accordance with the party constitution. In the absence of any such clarity, CMO maintained that the thumb rule would be the decision of the majority.

The BJP has also issued Whip on its four legislators through Mmhonlumo Kikon, MLA & BJP legisla-

ture party whip.

Legislature party leaders: The NPF has now two legislators claiming to be the leaders. Chief Minster T.R. Zeliang as the leader of the largest group having support of 48 members in a house of 59 and recently appointed, Khuzoluzo Azo Neinu who has the support of the 11 MLAs (NPF and Independent).

The Chief Minister’s Office (CMO) through its Media Cell has fired back at the minority NPF group loyal to deposed chief minister Dr. Shürhozelie Liezietsü over the issue of appointment of Azo Neinu as the newly appointed leader of NPF legislature.

CMO extensively cited a letter written by Commissioner & Secretary NLA Benjamin Newmai to Azo Neinu in rejecting Azo’s appointment as NPF legislature party leader. Citing Rule3(1) of the Anti Defection Rules of the NLA, Newmai pointed out that Azo had not met its criteria of being elected by one-half of members of the party.

CMO also said the Commissioner and Secretary NLA pointed out the

legal flaw in the election of Dr.Shürhozelie as NPF party leader on February 22,2017 (for being sworn-in as CM).

CMO questioned whether Dr. Shürhozelie had authority to empower Azo to be leader of NPF legislature, when his (party president Dr. Shürhozelie’s) election as NPF party leader on February 22,2017 was being referred for legal opinion?

CMO’s stand: CMO maintained that T.R. Zeliang was the acknowledged leader of NPF legislature party as he was elected by 36 MLA on July 4,2017 as per requirement of Rule 3(1) of the Anti-Defection Rules.

CMO also said 44 NPF MLAs (excluding speaker) including Kiyanilie Peseyie and Kuzholuzo Neinu had independently and separately signed letters of support to T.R. Zeliang as legislature party leader. CMO pointed out that all MLAs had corrected the legal flaw of electing a non-MLA Dr. Shürhozelie as leader of NPF legislature on February 22,2017 through back date on July 4,2017.

KOHIMA, JUL 20 (NPN): It is for the first time in Nagaland’s political history that a state Governor had dismissed a chief minister under controversial circumstances and which does not auger well for a politically sensitive state.

Making this point at a press meet at the CM’s residence here, regional stalwart of the north east Dr. Shürhozlie Liezietsü maintained that the Governor’s actions in not giving fair opportunity to him and then asking for a floor test within a short time was against the conventions of parliamentary democracy.

When it was mentioned that the Governor maintained he had given enough time, Dr. Shürho said it was “white lies”. He accused the P.B. Acharya of acting in a manner unbecoming of a Governor and in an immature way.

Dr. Shürhozelie minced no word in describing the incumbent at Raj Bhavan Kohima as one who turned it into a BJP central office. “ I congratulate him, even at his old age, he works very actively to install BJP government in Nagaland”, said Dr. Liezietsu.

The deposed chief minister said right after the High Court ruling, the Governor dismissed his government in the afternoon and by evening “installed his favourite Heraka boy into the chair”. Dr. Shürhozelie said he was sorry that he had to “ come out with facts because Nagas must know the facts” and had no regrets in saying so.

He also expressed deep concern about the indication of the present political developments were taking the Nagas to. Dr. Shürhozelie regretted that there were some kind of political leaders among Nagas who were taking people to

another direction. On Lok Sabha MP Neiphiu Rio describing the NPF party reconciliation of revoking his suspension as “a mockery”, Dr. Shürhozelie said it was done after requests from the church including the Governor himself in order to create a congenial political environment.

On the July 21 floor test, Dr. Shürhozelie disclosed that a Whip was issued to all MLAs be it in Hotel Vivor or other place to abide by it or face disqualification proceedings under Tenth Schedule of the Indian constitution. He said 11 MLAs will vote against the motion in line with the party Whip. He also said the NLA Speaker was not at liberty to interpret rules governing the functioning of the legislature and should remain above partisan politics otherwise it will be a violation of the oath of office and also the spirit of democracy.

DIMAPUR, JUL 20 (NPN): Considering the recent political instability in the state, Nagaland Pradesh Congress Committee said Congress party is ready to shoulder responsibility in giving new hope and new direction to the people of Nagaland if given an opportunity.

NPCC media cell said people have lost total faith in the ability of the present government to deliver on all fronts for the past 15 years.

After severing the decades old ties with BJP, NPCC said NPF’s feeble explanation of making BJP to ride piggy-back to contain the growth of saffron party has become the most ridiculous political excuse of recent times. elements that seek to impose their majoritarian diktats on people across the country.

In Nagaland, NPCC said it was the lone voice of resistance against the onslaught of saffron forces that is looking to gain foothold in every possible ways and means.

The warnings of the NPCC have now become a reality. NPCC further said that the political instability of NPF, which has lost its regional identity long ago, has fuelled the growth of saffron forces. Such has become a disturbing trend and does not bode well for the people of Nagaland, it added.

At this juncture, NPCC said Congress remains the “only alternative for the people of Nagaland to protect our rights and also uphold the principles of secularism, socialism and democracy that has come under severe attack from saffron forces.”

Flash floods wreak havoc; 114 people evacuated at Ekhoyan GPRN/NSCN reacts to ACAUT Staff Reporter

DIMAPUR, JUL 20 (NPN): Flash floods caused by incessant rainfall on Wednesday continue to wreak havoc in several places of Dimapur and adjoining areas causing damage to houses, roads and bridges and rendering many people homeless.

At Ekhoyan village (Domokhia), more than 114 people including minors and senior citizens affected by flood were evacuated on Thursday evening by rescue team using speed boat. Rescue operation was carried out by 32 Assam Rifles, 6 Sector led by Col. V.S. Shikawar and Nagaland State Disaster Management Authority (NSDMA), commissioner & secretary, Khrienuo Metha along with a team of SDRF personnel and with the help of civilians. began Thursday morning and lasted till late evening.

The rescued people were taken to Government Middle School, Ekhoyan where they were given first aid and food.

Talking to Nagaland Post, Ekhoyan village chairman, K.Nribemo, said that around 40 households in the affected area were mostly

vegetable farmers. He said that the area was flooded since Wednesday evening, adding that the people stranded there had take shelter on tree tops without food and water. Village chairman said that the flash flood occurred due to overflowing of Dhansiri river. Nagaland State Disaster Management Authority (NSDMA),

commissioner & secretary, Khrienuo Metha told Nagaland Post that SDRF teams from Mokokchung, Wokha and Peren would be arriving Dimapur and would be stationed at Circuit house, Dimapur for any emergency. NSDMA used qua-dcopter to assess the flood situation in the area.

EAC Seithekhema, Thejavizo, informed the government middle school at Ekhoyan village would be used as rescue shelter until the affected people were rehabilitated.

32 Assam Rifles, 6 Sector provided first aid and food packets to affected people while the village council also prepared food and arranged water.

DC Dmu issues advisory: In view of the grave flood situation in Dimapur, the Deputy Commissioner (DC) Dimapur, Kesonyu Yhome, has advised all resi-

dents living along the river banks to maintain caution and be ready for evacuation whenever necessary.

In an advisory, the DC informed that affected persons could approach the district administration for any assistance. One could also contact emergency operation centre: SDC (C) Nyempo Wallim (9612921898) and EAC Kemciyile (8575872575).

DC also informed all officials of all departments to remain on standby with offices open during office hours and phones switched on at all times. DC said that station leaves could be sought if going away from station for any important official work.

Meanwhile, DC Dimapur has written to Director General NDRF, New Delhi for the requisition of NDRF personnel for flood rescue and evacuation at Dimapur.

DIMAPUR, JUL 20 (NPN): GPRN/NSCN on Thursday reacted to ACAUT’s allegations that one of its members had harassed chairmen community (DUCCF) over taxation purpose. GPRN/NSCN through its MIP said that after a thorough enquiry on the allegations it was found that “Col.” Tokugha had in no way threatened/harassed any of the member(s) of DUCCF. MIP stated that “president of DUCCF himself admitted by stating to his fellow office bearers that Col. Tokugha has been dealing with them in a most friendly atmosphere.”

Rather, MIP said that on July 11, 2017 while “Col.” Tokugha was having a meeting with DUCCF, some member(s) of DUCCF present at the meeting “acted as an agent of Indian security services by informing Assam Rifles to arrest Col. Tokugha,

which he escaped.” GPRN/ NSCN stated that again on July 18, 2017 the same informer(s) from DUCCF informed Assam Rif les about the presence of “Col.” Tokugha in his residence, but Assam Rifles failed to identify his house.

According to MIP, “Col.” Tokugha had only made clear to the DUCCF that if the federation was in no position to pay taxation then they have to “personally visit government headquarter to clarify their stand to the higher government officials.” Therefore, the MIP said the question of harassment and threatening to confine DUCCF members in Khehoyi Camp. It said ACAUT’s claim was nothing but “misrepresentation of facts of the present issue (created by ACAUT & DUCCF) to mislead and misguide the people, towards their anti-Naga movement.”

Natural calamities hit Nagaland; appeal for assistance grows

DIMAPUR, JUL 20 (NPN): Incessant rainfall in the last many days has caused major landslides and flood across Nagaland. Several bridges across Dimapur district has either collapsed or washed away by flood water while several roads and areas were inundated due to overflowing of water from drainages. Other parts of the state have been hit by major landslides which has cut off many roads and left many homeless.

Respective District Disaster Management Authority (DDMA) under Nagaland State Disaster Management Authority (NSDMA) along with civil society organisations, village bodies, para military and others have come out to assist the affected persons across Nagaland.

KGPO urges govt for hanging bridge

Hanging Bridge across the Chathe River, between Henivi and Semaguri village, which connects 18 villages under Kuhuboto block with Dimapur town, was washed away following heavy rainfall on July 19 at around 4 p.m.

In this connection, Kuhuboto Ghakhu Public Organisation (KGPO) has asked state government to construct a bridge in replacement of Henivi/ Semaguri hanging bridge at the earliest for immediate rehabilitation of the people living in the area.

In a press note, KGPO president, Ghoshito Shohe and general secretary, Z. Ato, pointed out that the hanging bridge was constructed by the villagers since many years back and has been used as main lifeline to Dimapur by villages like Henivi, Khughovi,

Lotivi etc.

It informed that the bridge also leads to a prayer centre that has been catering service to every Naga.

KGPO said without bridge could cause untold hardship to the people as it was the main route to Purana Bazaar, Dimapur.

TVC appeals assistance for flood affected people

Thahekhu Village Council (TVC) has appealed Dimapur district administration and Nagaland State Disaster Management Authority to immediately intervene and provide all necessary assistance to flood affected people within its jurisdiction.

In a press note, TVC chairman, I. Khekuto Yeptho, stated that due to incessant downpour on July 19-20, around 70 houses have been submerged under under water at Thahekhu Block 7 and

The council informed that Government Primary School, Thahekhu Block 7 has also been severely affected and the hanging bridge which connects Block 7 and Thahekhu village has been washed away while Timothy Theological College falling under Thahekhu Block 4 have also been affected.

Though loss of properties was yet to be assessed, TVC said unaccountable numbers of domestic animals have perished in the natural disaster while four vehicles have been submerged.

The council said its members visited the area and distributed some emergency relief to the affected people on Thursday and that EAC Dimapur has also visited the area.

NSCN (I-M) clarifies speculation DIMAPUR: NSCN/ GPRN has clarified that there has been confusion caused by speculation and rumor in print and social media by a few section of public, due to the relinquishing of office of MIP kilonser recently by V. Horam without specifying his new assignment.

NSCN/GPRN through its MIP stated that V. Horam has been elevated to executive of the steering committee and that the government has wished him the best in his new and higher assignment.

He also encouraged unemployed youths to take up driving as a profession as they are many taxis in Nagaland but there are hardly any Naga drivers.

Proprietor of Rutsa Driving School, Khriesaneisa Rutsa, said the school was started not only to teach people how to drive but to educate them about traffic rules.

On the sideline of the programme, Rutsa said since inception of Rutsa Driving School in 2011, so far, 2500 candidates have passed out from the school.

The programme was led by assistant inspector L&R department Kohima district, Agnes Phewhuo, a representative from the trainees also spoke in the prohramme and later the certificate were given away by the L&R department director, Hoto Yeptho.

NSF, SCERT to carry out survey on SBSN DIMAPUR: Naga Students’ Federation (NSF) has informed that the federation in collaboration with the State Council of Educational Research & Training (SCERT) would be carrying out survey on School Based Statistics in Nagaland (SBSN) in all the Government Primary School, Government Middle School, Government High School and Government Higher Secondary School across the state.

In a press note, NSF general secretary, Imtiyapang has informed that survey would be carried out through a questionnaire to every government schools so as to collect realistic and accurate data and educational statistics of the schools in the State.

It said the report of the survey shall further assist in analyzing as a progress report on the performance of every school and monitor the implementation of the various programmes and schemes which are made available to the schools and the students.

Meanwhile, NSF has appealed all the village student unions and village education committees to extend support and co-operation to the endeavour.

DIMAPUR: National Mental Health Programme (NMHP), Nagaland organised Training of Trainers (ToT) for District Mental Health Programme (DMPH) staff on life skill education, stress management and suicidal prevention from July 19 to 20 at Tourist Lodge, Dimapur.

Resource person, additional professor, department of Clinical Psychology, NIMHAS, Bangalore, Dr. Devvarta Kumar, oriented the DMHP staff of Nagaland on how to conduct an effective workshop and sensitization programme in the

domain of life skills education, stress management and sensitization programme for suicide prevention.

The training was divided into sessions and each session comprised of various group activities and postsession assessments.

Earlier in the training, SPO-NHMP, Dr. Khriezotuo Paphino, welcomed the participants and gave brief introduction of the pro-

BJP government in Manipur presents Rs 877.20 cr deficit was enacted with effect from June 5, 2017. The implementation of the act has paved the way for GST to be implemented in the state of Manipur. The Manipur Goods & Services Tax Act 2017 has replaced the Value Added Tax Act 2004 and two others tax regimes in the state.

The annual exercise of budgeting was designed for optimal and balanced allocation of the resources available taking into account the larger sociopolitical and economic considerations, he said.

For 2017-18, the total receipts was estimated at Rs 12510.61 crore out of which revenue receipts are estimated at Rs 11096.25 crore and capital receipts at Rs 1414.36 crore.

Total estimates of state’s own tax and nontax receipts in the budget estimates were Rs 831.86 crore and Rs 245.51 crore respectively. Receipt from state’s share in Central tax-

es & duties are estimated at Rs 4168.45 crore.

After the presentation of the budget estimates, the house took up governor’s address which has been delivered to the house on March 21 last for discussion.

While clarifying to the amendments raised from the opposition MLA’s, leader of the house chief minister N Biren Singh said that all the details could not be included in the short governor’s address.

The chief minister further said that to solve the unemployed youth problem, skills development programme has been taken up by the government. On the issue of ILP (Inner Line Permit System), he said that protection of the indigenous people of the state was the priority of the government and that the government will seek opinions of all stake holders in this regard.

IMPHAL, Jul 20: BJPled government in Manipur Thursday presented a Rs 877.20 crore deficit budget for the financial year 2017-18.

The full budget session of the Manipur Legislative Assembly commenced here today. The session which will have 14 sittings will continue till August 4.

On the first day of the budget session, deputy chief minister Y Joykumar who is holding the finance portfolio tabled the first full-budget 2017-18 of the new BJP-led coalition government which showed a capital expenditure of Rs 2408.37 crore.

While presenting the budget estimates, the finance minister said that the government was committed to serve the people with utmost sincerity, dedication and unflinching effort to fulfill the people’s

aspirations. Among others, the state government allocated Rs 10.00 crore for construction of civil secretariat and Rs 19.00 crore for development of infrastructure of the newly created seven districts.

The allocated amount includes Rs 5.00 crore each for Kakcing, Kamjong, Noney and Rs 1.00 crore each for Tengnoupal, Kangpokpi, Pherzawl, Jiribam).

For flood control, Rs 7.50 crore has been allocated for anti-erosion and flood control schemes under One Time Special Assistance of Central Plan Scheme and Rs 10.00 crore to meet the committed liabilities for management and control of flash flood in 201718.

IMPHAL, Jul 20: Home guards from Manipur Home Guard Employee Welfare Association resorted to indefinite hunger strike from Thursday, against the state government’s alleged failure to pay them their salaries despite a recent Supreme Court.

Home guard personnel have also launched cease-work strike for the last around one month demanding hike in their salaries as per an order of the Supreme Court.

The Supreme Court, on March 11, 2015, directed state governments to pay home guards duty

allowance at rates in bar with the minimum monthly pay entitled to the police personnel.

Manipur high court, in an order passed on January 12, 2017, had also directed Manipur government to implement the order of the Supreme Court within three months.

However, Manipur government is yet to translate into work the order of the apex court.

Five personnel have started the hunger strike in Imphal from today.

GUWAHATI, Jul 20 (Agencies): Four barking deer including a fawn were rescued from a illegal deer farm at Dengaon in Karbi Anglong on July 19 by the combined team of Wildlife Crime Control Bureau (WCCB) along with police and forest officials.

According to senior WCCB official, during the raid, the team also found a carapace of a tortoise from a contractor house at Dengaon, Dokmoka police station.

The deer were rescued from inside a compound belong to contractor Mangal Sing Rongpi. The official said that Rongpi was not present when the raid was carried out. However, Rongpi “contacted us and assured of cooperation in our investigation,” the official said. The official said that a veterinary team from the Bokakhat-based Centre for Wildlife Rehabilitation and Conservation (CWRC) has been called on to tranquilize the deer. Later, the deer were taken to CWRC where the

Shillong, Jul 20: The Indian Army on Thursday today handed terminal benefit of Rs. 75 lakh to the family of major David Manlun, who was killed in an encounter with ULFA militants in Nagaland’s Mon district last month. General Officer-in-Commanding 101 Area, Lt Gen DS Ahuja said Major Manlun’s family is scheduled to get around Rs 40-50 lakh more including Central Government ex-gratia, besides the Meghalaya government is also scheduled to provide Rs 7.5 lakh to the family as ex-gratia which is under process. On June 6, ULFA militants ambushed the Army patrolling team and in the ensuing gun battle, three militants were also killed and the army recovered an AK-56 assault rifle and two Chinese AK series rifles, two grenades, three IEDs and 270 live rounds of AK-series ammunition. Terming major Manlun as brave, Lt Gen Ahuja said that he salutes the sacrifice made by the 32-year-old officer of the 164 Brigade of the TA who showed exemplary courage in operations against insurgents in Nagaland where he sacrificed his life. “If we follow what my son did, there will be peace in the entire country. My son died like a hero and she is proud of the sacrifice made by her son,” Major Manlun’s mother Mannuam Niang said.

Gurugram, Jul 20 (IANS): Nisheeth Jha, the husband of Assamese actress Bidisha Bezbaruah who allegedly committed suicide by hanging herself from a ceiling fan, was on Thursday sent to 14 days in judicial custody.

Before a magistrate remanded him in judicial custody, Jha admitted to his interrogators that there was another woman in his life, police said. During a day-long police remand, Jha confessed that this strained his relations with Bidisha.

“We are searching call details, Facebook, WhatsApp, and Twitter accounts of Jha to ascertain the reasons behind the victim’s extreme step,” a senior police officer said. Jha was arrested on Tuesday night on charges of abetment to suicide after Bidisha’s father, Aswini Kumar Bezbaruah, accused him of having an extra-marital affair.

Bidisha’s body was found hanging on Monday evening in a flat at Sushant Apartments in Sector 43 of Gurugram. Police said Jha was out of Gurugram

In Tripura, six suspended lawmakers voted for the winning candidate. The total votes declared invalid were 77, including 21 cast in Parliament House. The value of the vote of each MP is 708 while that of an MLA varies in every state according to their population. The lowest vote value is seven in Sikkim and the highest 208 in Uttar Pradesh.

There was 99.41 per cent polling in the July 17 election.

P J Kurien New Delhi, Jul 20 (PTI): Airlines have no authority to impose flying ban on anybody, including parliamentarians, and the law of the land should take its course, Rajya Sabha Deputy Chairman P J Kurien said on Thursday.

The remarks came after SP member Naresh Agrawal raised the issue of recent flying ban imposed by major domestic airlines, including state-owned Air India.

Agrawal wanted to know if the airlines could impose such restrictions. According to him, such an action was a breach of privilege of the Members of Parliament. To this, Kurien said agreed that

Panaji, Jul 20 (IANS): As many as four elected representatives of the Congress party may have crossvoted in favour of NDA presidential nominee Ram Nath Kovind, who eventually won the election with a handsome margin.

Kovind polled 500 votes as compared to 220 polled by Meira Kumar in Goa, with the former garnering 69.4 per cent of the votes. One vote each from both the Congress and the Bharatiya Janata Party (BJP) was invalidated due to technical issues.

The Congress has conceded that four votes from its kitty had gone in Kovind’s favour.

“It appears that there was cross-voting. This should not have happened.

It is wrong.

We will take precautions in the future (upcoming Rajya Sabha election) that such a thing does not happen,” Leader of Opposition Chandrakant Kavlekar said.

Shimla, Jul 20 (IANS): The ‘Queen of Hills’ Shimla wore a deserted look on Thursday as the opposition BJP called for a complete shutdown over the gang-rape and murder of a schoolgirl, with all business establishments, including shopping and tourism centres remaining closed.

New Delhi, Jul 20 (IANS): Minister of State for Home Affairs Hansraj Ahir on Thursday said that incidents of lynching were not “general” and asked the states to take strong action against the culprits.

Intervening in the debate on an increase in the incidents of lynching and atrocities on minorities and Dalits across the country in the Rajya Sabha, Ahir said that the NDA government led by Prime Minister Narendra Modi is neither anti-Dalit nor anti-Muslim as was being alleged by the opposition leaders.

“Incidents of lynching are not general. Some antisocial elements in the name of the ‘holy cow’ are trying to damage the social fabric of the country and states need to act hard against those. Advisories in this regard have already been issued to states. Our Prime Minister has also stated his views on such issues,” Ahir said. The Minister also said that there were no actual figures of the incidents of lynching as records are not maintained. “If such incidents happen in the name of region and language we maintain a record but no record is maintained for incidents of lynching in the name of cow,” he said.

Delhi, Jul 20 (Agencies): Reacting to the Opposition charge, who on Thursday targeted the government over the lynchings, Union Minister Arun Jaitley said in Rajya Sabha that the issue should not be given a political colour.

“This issue should not be given political colour.

Violence can never be a partisan issue,” the Finance Minister said, adding, “Action has been taken in all such incidents in a systematic manner and arrests have been made.”

“They are all going to be chargesheeted against whom evidence is going to be found, and then prosecuted for the offences,” he added. The Congress today accused Prime Minister Narendra Modi of “creating such an environment” and indulging in “double speak” on the issue. Congress leader Kapil Sibal, while speaking in the Rajya Sabha on lynchings, alleged that the PM was doing nothing to restrain cow vigilantes who, he said, include elements from VHP and Bajrang Dal. India talks tough, asks China to withdraw troops New Delhi/ Beijing, Jul 20 (IANS): In a toughening of its stand, India on Thursday asked China to withdraw its troops from Doklam on the BhutanChina border if it wanted New Delhi to pull out its Army from the area.

In the first exhaustive Indian comment on the border row between India and China that began over a month ago, External Affairs Minister Sushma Swaraj accused China of unilaterally trying to change the status quo on the frontier with Bhutan. This is what had sparked off the standoff between the Indian and Chinese armies, she told the Rajya Sabha.

She said while China was saying that India should withdraw its troops from Doklam for negotiations to begin, “we are saying that if a dialogue is to be held, then both should withdraw (their troops)”.

The Chinese action “is a challenge to our security”, the Minister said, adding India was not doing anything unreasonable.

The stand-off started more than a month ago when Indian troops stopped Chinese soldiers from build-

ing a road on the tri-junction of India, Bhutan and China.

This has severely affected Sino-Indian ties, with Chinese experts threatening a war if New Delhi did not buckle. Sushma Swaraj accused China of violating the terms of a written agreement reached between India, China and Bhutan in 2012. “Over the years, China has been trying to get closer and closer to where the tri-junction point ends.

It has done things like repair roads, re-tar them and things like that.”

She described what was different about the June 16 incident that led to the stand-off. “This time though, they came with bulldozers and construction equipment with the aim of breaching the point where the tri-junction ends. That is a threat to our security,” she said.

“As long as it was between China and Bhutan about their border dispute, we had no problem. But when it comes to tri-junction, our interests came into

“Foreign countries are with us. They feel that China is being aggressive with a small country like Bhutan.

Bhutan has protested, including in writing. All the countries feel India’s stand is right and the law is with us,” the Minister said.

On China’s One Belt One Road (OBOR) project, Sushma Swaraj said India had opposed it right from the beginning.

“As soon as we learned that they are making CPEC a part of OBOR, we registered our protest,” the Minister said, referring to the China-Pakistan Economic Cor ridor which passes through Pakistanadministered Kashmir that India calls its territory.

She also said that China was building ports and facilities close to Indian maritime boundaries.

“They have built a facility which they call logistic support facility at Djibouti.

They have also developed ports at Kyaukpyu in Myanmar, Hambantota in Sri

Lanka and Gwadar in Balochistan.

“But to say that India is being surrounded is not correct. India is alert towards its security. No power can surround or corner India,” the Minister said.

Indian troops must be captured or killed: ExChinese diplomat

If Indian troops don’t withdraw from Doklam on the disputed border, they should be captured or killed, says a former Chinese diplomat who was once based in India. Liu Youfa, who was the Chinese Consulate General in Mumbai, said the entry of Indian troops into Doklam, which Beijing says is Chinese territory, amounted to “invasion”.

“According to what I understand of international law, when people in uniform get across the border to move into the territory of the other side, they naturally become enemies who will have to face three consequences: First, they can go out voluntarily, or they may be captured or when the border dispute should escalate, they may be killed,” Liu told CGTN, the English channel of national

broadcaster CCTV. “So, there are three possibilities. So, I think the Chinese side is standing there waiting for the Indian side to make the sensible choice,” he added. “This is the best result for both sides to avoid the eventual confrontation.

“The Chinese side has so far given so much time for the Indian side, for our Indian friends to take sensitive measures,” Liu said.

The Chinese and Indian armies have been locked in stand-off at Doklam in the Sikkim sector of the Sino-Indian border for more than a month.

The stand-off began when the Indian Army stopped Chinese soldiers from building a road in Doklam, a tri-junction of India, China and Bhutan.

China calls Doklam as its own. Indian and Bhutan say it belongs to Bhutan.

India sees the Chinese presence in Doklam as a threat since the region is very close to the Siliguri arterial corridor.

“Construction of the road by the Chinese government should not (make you) send your troops across the border,” Liu said. “India

is building airfields and highway networks along the border and you cannot stop China from doing the same.

“China and India are two great neighbours that cannot afford to be hostile to each other. Neither side should take advantages of concessions and the goodwill to move beyond reasonable limits,” he added.

oday, in Nagaland institutionalized corruption has become so deep rooted in the government that people have become insensitive to it. Corruption is a term with many meanings, but generally it entails misusing one’s office for a private gain or unofficial end. It involves both a monetary and non-monetary benefit. Bribery, extortion, influence peddling, nepotism, scams, fraud, ‘grease money’, and opportunism readily spring to mind. Corruption is criminal, illegal, an injustice that perpetrates grabbing the dues meant for the weak, their rights and their privileges . The bible also warns that: “The wicked accepts a bribe in secret to pervert the ways of justice(Prov.17:23). For too long, a very small fragment of population of around 300 to 400 families continue to suck up every benefit or opportunity meant for the ordinary people in Nagaland. This has legitimised institutionalized corruption which has become so deep rooted in the government that people have become insensitive to it. In fact, corruption is no longer considered as a crime but most unfortunately, something that people are no longer ashamed of anymore. Instead of treating the corrupt of society as pariah, people instead run after them and place them on a pedestal for the sake of monetary gain. Instead of becoming more progressive due to education, society has turned regressive as walls of tribe and class that have gained ground, have impaired vision.

This condition is best exemplified by a word called asociality- a moral abyss afflicting contemporary society that leads ordinary people to believe that there is a price tag for everything as those in power have purchased the mandate to serve personal, family or community needs above all. The most obvious effect of corruption at the levels of authority is a loss of public esteem for those in authority, particularly politicians and political life. Politicians and bureaucrats in office have been siphoning off hundreds of crores of rupees meant for the people to fight elections and they have also been joined by various groups in looting the state. When people can get to power by using corrupt money, it will only mean there can never be any genuine development. Nagaland has an annual budget of around 14,0000 crores rupees for a population of hardly twenty lakh. This excludes other Special Sponsored Schemes and borrowings from lending institutions. So much money has been spent on various projects but the roads are as bad, electricity is as scarce and gap between the have and haves not has become wider. The nouveau rich gentry in Nagaland have either constructed or bought several multi-crore residential and commercial buildings and also swallowed up acres upon acres of lands.

Government servants in Nagaland are also reported to among the richest in the state.This gives a picture of the magnitude of corruption. The vicious circle gets enlarged when corrupt money buys power and those who hold the reins are convinced they have the mandate and respect of people( which they have purchased). When a stage has been reached where nothing but corruption works, the very foundation of a democratic and just society that is supposed to be strengthened, is destroyed and the consequence is of Nagaland degenerating into a failed state. The present crisis within the NPF-DAN is a manifestation of how the monster of corruption has depraved and enslaved society.

When we are in an unhealthy condition either physically or emotionally, we always look for thrills in life. In our physical life this leads to our efforts to counterfeit the work of the Holy Spirit; in our emotional life it leads to obsessions and to the destruction of our morality; and in our spiritual life, if we insist on pursuing only thrills, on mounting up “with wings like eagles” (Isaiah 40:31), it will result in the destruction of our spirituality.

Having the reality of God’s presence is not dependent on our being in a particular circumstance or place, but is only dependent on our determination to keep the Lord before us continually. Our problems arise when we refuse to place our trust in the reality of His presence. The experience the psalmist speaks of— “We will not fear, even though…” (Psalm 46:2)— will be ours once we are grounded on the truth of the reality of God’s presence, not just a simple awareness of it, but an understanding of the reality of it. Then we will exclaim, “He has been here all the time!” At critical moments in our lives it is necessary to ask God for guidance, but it should be unnecessary to be constantly saying, “Oh, Lord, direct me in this, and in that.” Of course He will, and in fact, He is doing it already! If our everyday decisions are not according to His will, He will press through them, bringing restraint to our spirit. Then we must be quiet and wait for the direction of His presence.

ne of the things I’ve noticed over the course of my life, whether it be through personal experience or through reading, is that discrimination is practised by people who have no selfconfidence, people who fear to compete with others on a level playing field. Sexism, Racism, Tribalism, Casteism and Xenophobia are the result of subconscious fears, the fear of THE OTHER/OTHERS. Over the course of Human History, this fear has been used by many for their own personal advantage. The classic case is Hitler, a wannabe artist and jumped up corporal, who used the fear of the German people after their defeat in the First World War and directed their fears, frustrations, anger and blame at the innocent Jewish people of Europe. Who profited by it? Only Hitler and his Cohorts, and only for a few short years? And what was the result of this xenophobia and genocide? The physical ruin of Germany and the eternal guilt of the German people.

Successive Naga leaders have played on the issue of Tribalism, and the sentiment it engenders, in Nagaland, during our short history as a state.

This has led to the lack of accountability, which is the root of the all pervasive corruption that is destroying Nagaland.

Every time an instance of corruption or misrule appears, we Nagas are quick to defend the accused on nothing more than the fact that he belongs to our village, clan or tribe and under the mistaken impression that if he is penalised, the whole tribe will suffer and be shamed. But know that every time we do so, we shame ourselves in the eyes of other tribes, and leave

the others longing for the day their turn will come, so that they may do the same,or worse, and walk away Scot free.

We Nagas do not know enough to separate the Man, from the Office. A person may be from any tribe, but when he takes office, whether appointed or elected, he no longer represents his tribe alone, but all tribes of Nagaland, and that his tribal identity MUST take second place to his primary purpose as a constitutional representative of NAGALAND and ALL NAGA TRIBES. During the ULB imbroglio, I opposed THE GOVERNMENT of NAGALAND, not the N.P.F.Party and certainly not Mr. T.R.Zeliang.

The issues drove me to speak out, not tribe, party or the individual. But many people did not understand or chose to believe otherwise. Some women accused me of male chauvinism and some of my Zeliangrong brothers accused me of tribalism. I supported the Tribal Organisations, the N.T.A.C. and the J.C.C. because they objected to the polls; but not because I was a Sumi whose tribal bodies, the Sumi Hoho and Western Sümi Hoho, opposed the polls, but because I believed that the Municipal Act itself was flawed and that the act needed to be reexamined in the context of Nagaland.

Now that our filthy politicians are up to their usual nefarious deeds, the specter of Tribalism has raised its ugly head again. We have elected pigs, so they will behave like pigs; and you cannot expect a pig not to wallow in mud. So, where does the question of Tribalism arise? No person or organisation should take the

name of an entire tribe to try to take down an individual or government.

Mr. T.R.Zeliang is the face of his supporters, without who, he cannot stand. The legislators from my tribe and those from other tribes knew exactly why he had to relinquish the office of the Chief Minister of Nagaland. That they knowingly and willingly chose him to take up the same office which he had to demit under public pressure is what intrigues me. There is a deeper game being played here and I will not choose sides when no issues are apparent.

If Mr. Supu Jamir wishes to object to Mr. T.R. Zeliang’s occupation of the Chief Minister’s Office, it would be better for him to question the Legislators from his tribe, who choose to support Mr. Zeliang, before dragging the A.S.T.D, and by default, the Ao Tribe into a matter in which, I believe, the issues are yet to surface.

I, on my part, will wait and watch, there are too many cat and mouse games being played in Nagaland by too many people. The day of reckoning is fast approaching, whether it be the coming elections or an “Interim Government” under the “Framework Agreement”. When the day arrives, I will not have the time to point fingers at others, I’ll be looking into MY TRIBE and MY PEOPLE for the saviours or traitors of Nagaland and the Nagas. May God grant all Nagas the wisdom to do likewise. Our enemies lie within, not without.

s stated earlier, Politics, when looked at from the Christian perspective, is a gift of God. It was instituted by Him for the welfare of His people (Rom.13: 1-2). Politics, being an institution of God, is holy. Hence, it has to be used with reverence, in holiness and in righteousness. Our God, who has created us, is holy, and He wants us to be holy in all our conduct. 1 Pet. 1: 15 says, “but as He who called you is holy, you also be holy in all your conduct.”

The simplest definition of the term “holiness” could be to “set apart.”

In obedience to God’s command, let us set ourselves apart from all unclean food, unclean money, unclean election, and unclean power etc.

What does the Bible say about Christians voting?

It is true to state that ‘God’s original purpose for all human authorities is the good of the people they govern (Rom. 13: 1). When we say “good” we are referring it to God’s goodness (Rom. 13:4). A good human leader would be the one that reflects God’s character, principles, and purposes in his or her governance’. But many leaders are for themselves only. And so for whom should we vote to govern us in righteousness is the question asked today? i. We can vote for any intending candidates that seek to further God’s will in our land (Matt. 6: 10). ii. We can vote for any intending candidates that work to secure religious freedom in our land ( 1 Tim. 2: 1-2) iii. We can vote for any intending candidates that display godly character and values ( Rom. 2: 14-15). iv. We should not vote for money or nepotism v. We should keep our vote

holy. If we remain holy, our vote should also be holy. How to do that? People may sell their votes for money, that means their God-given rights are being sold. Let us not sell our votes or our rights. Our Godgiven rights should be honoured and loved. Rather, we can cast our votes, prayerfully as the Lord leads, for righteous leaders. Politics being holy, our votes should also be holy.

With our holy votes, we can elect righteous leaders. God is happy with it, and we are blessed when God is happy!

What does the Bible say about righteous leader? Prov. 29: 2 says, “When the righteous thrive, the people rejoice, when the wicked rule, the people groan.” New Living Translation says, “When the godly are in authority, the people rejoice, but when the wicked rule, the people groan.” 2 Our votes will determine what we want our land to be. If we vote for money then godly leaders cannot be expected to rule our land in righteousness. But if all of us give free vote then godly leaders can be expected. When wicked rules, there is always perplexity and confusion in the land. The need of the hour is, therefore, godly or righteous leader.

While talking about Christian voting, Betty Miller says, “If we give support to anti-biblical teachings or support to anti-biblical ways of implementing them, then we are going against Christian principles.

The Word of God is very clear that when we agree with God we will be blessed, but when we agree with things that are against His Word then will receive a curse.” The choice is ours: blessing or curse, and the time is coming. It is knocking at our doors. Let us, therefore, choose to elect righteous leaders with our holy votes and be blessed!

The uncounted sweats & tears of PSAN Participation of Church in clean election

y curiosity took me to Secretariat junction on 3rd July, 2017 to witness the peaceful protest organized by the Public Service Aspirants of Nagaland (PSAN).

I was taken up to see young Nagas demandingjustice in Naga society.

The sad part of the story is that they are demanding justice from their own Naga fellow beings. The young voice may not be heard in the elders meeting of the village panchayat or town committee, but they are sincere in what they stand for. In spite of the rain, the members continued to voice out strongly against corruption singing “We shall overcome…someday.”

The Nagas were so sober for long, but their soberness brought the situation of Nagaland from bad to worse. The sleeping Nagas allowed the giants to destroy their good harvest. In Nagaland, the workers and beneficiaries are totally different. They do not meet each other although they hear each other’s voice. They are created not to meet each other for fear of truth. What the PSAN members did is worthy of appreciation. It was a peaceful protest.

Many generations passed by carrying the burden of partiality and favoritism, but the present young minds could no longer stand such unstable ground. Bad practices of discrimination, favoritism, partiality, nepotism must give way to justice and equality.

This will create better solid ground based on truth and dignity. Nagas must learn to stand on such ground without fear or trembling.

After all what is the difference betweenmen born rich or poor? And what difference is there between the children of ministers, MLAs and poor Naga children? One may be the best gunda/gundi, another may be too simple hearted (he is too simple to commit crime). Both carry the same numbers of bones. Only the quantity of flesh may differ. Many drops of tears that fell on the soil of Nagas (due to corrupt practices) are sprouting to its maturity. Every pain is a gain and every gain is an achievementfor the larger society. We talk about self-employment but it is too far from the reach of many young people. Few people may succeed in it. We must not expect all the Naga youth to be self-employed without providing resources for self-esteem. This is a farce idea. We cannot force the whole generation to be self-employed while we sit inside our offices smoking cigars and playing cards.

Today, many young Naga boys and girls are termed under the category

‘unemployed youth’ because of wrong distribution of work. Those who never sweat are given the best chair to sit and rule, whereas the deserving candidates are chased beyond Chathe River (so that they may not return due to the collapse of bridge). They are made to eat the crumbs from the table of the shameless gluttons. We have come to a state where the right candidates are thrown out of the main door in order to accommodate the worst candidates who come knocking through the backdoors and windows. This is the reason why many government offices have broken doors, windows and ceilings.

Constant entries through these holes are accepted without any difficulty.

The rise of PSAN is just a tiny spark of the call for justice in Naga society. Who should burn the flame of justice in Nagaland? Do we need to hire an outsider to speak about us and for us? The call for a just life is ringing in the ears of every Naga brothers and sisters. We must all respond to this call wisely and maturely.

The government must make sure that justice be followed especially in the recruitment of government officers and other staffs of the government department as per the set rules. Justice is to be given to the deserving candidates not because they have gold and silver to give underneath the table, but they have strived hard to make their dreams come true by the sweat of their own brow. Therefore, the voice cannot be suppressed by anyone. When Nagas ‘suppress’ another Naga, Nagaland may become “Nagapress” or “Suppressland”. When forces of suppression are not removed, Nagaland can become another “Nazi concentration camp.”

Mr. ImkongL. Imchenexpressed his dismay for portraying “politicians as chor, chor and corrupt.” He further asked the PSAN members to substantiate their statement (refer N.P dated 6, p.1,7). That sounds like a rocket because he substantiated his good life in Wokha incident. To escape reality does not mean to prove ‘the innocence of a man’. All actions need not be proven black and white because actions speak louder than pen. Erasers do not whitewash black spotted actions. Ministers and MLAs may speak of high unreachable dreams but they themselves are very sure that their own words are not true. They appear in many functions to appease the public for a moment or two.

4. Church’s civic education should facilitate the citizens to a meaningful and effective participation in election issues in the community.

Church may highlight the roles and social responsibilities of the citizens to the Government, political and social interest; the mass media, the private sector and the civil society interests.

5. Naga apex bodies, organisations, unions and committees, State Core Committee and village councils, which are already fired up by the call of clean election of the NBCC be encouraged to work persistently down to the grass root level of every voter in all the constituencies.

6. At present, the population of Nagaland is a little above 2(two) million out of which there are about 12(twelve) lakh voters. But in an election, all the people of Nagaland irrespective of the voters or not, get involved in electioneering. Under these circumstances, the Church/ NBCC cannot cover the whole population and convince them effectively the good plans of a clean election in Nagaland.

Moreover, the Church/NBCC has its own immense task of running the church, bringing

the lost sheep and feeding them spiritually.

However, there may be a way out for a clean-election if the Church/NBCC make its main target on the intending candidates, who are the main actors of the election. The intending candidates, being fewer in number; 188 candidates as in 2013 state election, compared to the total number of voters, the Church/NBCC can easily approach the candidates, interact and discuss the issues of clean election in detail. At the declaration of the state assembly/By- election the NBCC summon, not invite, all the candidates and initiate discussion on how a clean election can be held in Nagaland.

I believe all the candidates in their hearts would wish to contest the election under the banner of Clean election. It is to be regretted that it is mainly the canvassers, supporters, pressure groups and election gamblers who pressurize the candidate to indulge in the dirty, unscrupulous money politics. The NBCC can initiate an open and thorough discussion on the merits of a clean election and the evils of a dirty election where all the candidates freely express their views and ideas. Thereafter the discussion, some resolutions

can be drawn up to be adhered to by all the candidates.

In the name of God, a pledge to abide by the resolutions on clean election be signed by all the candidates in the presence of the NBCC as witness. To safe guard the violation of the resolutions by any candidate, the candidates may unanimously give sanction to the NBCC to award punishment/admonishment to the violator in the form of, for example, excommunication from the membership of the church for a certain period of years. The church awards excommunication sentence to the members of the church who get married outside the church for violating the code of marriage of the church even though the bible does not clearly state that a Christian couple should get married only in the church. Likewise, the church/ NBCC may excommunicate any candidate for a term of 6 years, for violating the resolution of clean election which he/she sign in the name of God and the Church/NBCC as witness. Excommunication from the church is probably the worst fear psychosis for any Christian in Nagaland.

Naga Club belongs to Naga generation

Naga Club belong to the whole Naga generations. There is no Simon Commission petition in the Naga Club History. From the Naga Club, submitted a public representation to the Simon Commission, stating that the Nagas from time immemorial has been different from the rest of the Indians, in terms of, origin, History, Race, Culture, Religions and Creed etc.

Therefore the Nagas made it clear to the Simon Commission that Nagas would never be part of Indian Union and leave them alone to determine their own political destiny. Accordingly Sir John Simon Commission brought the matter to the notice of the British House of Commons. When it was presented and deliberated in the House of commons, there were two different opinions on this issue. One group in favoured of Partially Excluded Area, while the other group was in favoured of Complete Excluded Area.

After much deliberation, the House of Common voted for a Complete Excluded Area as per the recommendation of the Indian Simon Commission. Therefore the Nagas have the full rights to be a separate Nation under UNO. This is a reaffirmation about the status of Nagas in the Complete Excluded Area. This Complete Excluded Area has the status of Political Sovereignty. Naga Sovereignty emerged from the memorandum which was submitted to the Simon Commission by the Naga Club. Therefore nobody can deny this truth that this is the property of the whole Nagas. The Naga Sovereignty foundation was laid by our forefathers through the Naga Club. The CEC has therefore appealed to the NLA Speaker to take cognizance of the Whip issued by Kiyanilie Peseyie as the sole and legal Whip of the NPF party. It also reminded the NPF legislators that the political party issues the Whip and not the legislature party, as clearly mentioned in the Tenth Schedule of the Constitution of India.

While urging its MLAs to strictly adhere to party principles and ideologies as enshrined in the party Constitution, NPF said despite the differences within the legislature party, for the sake of the unity and cohesion of the party, the personal enmity amongst the legislators are forgiven and forgotten in the larger interest of the people and society.

The CEC further extended unanimous, unflinching and unstinted support to the decision of the Disciplinary Action

Committee (DAC) and party president/ working presidents in taking the decision to expel T.R. Zeliang from the party for a period of six years.

Among other resolutions, the NPF also remind its legislators that the party president is appointed for a specific period through voting in a General Convention of the party and not by the legislators, and can be dropped/impeached only by following clearly-laid down Constitutional procedures/ provisions.

NPF also urged all rank and file of the party to remain steadfast behind the party principles and ideologies and to strictly adhere to the party Constitution.

At the same, appealed to the party functionaries to convince their respective legislators to return to the party fold under the leadership of president, Dr. Shürhozelie Liezietsu.

Meanwhile, the NPF has expressed profound distress and sorrow to the flood victims and affected families in the foothills of the state.

Bridge at Nagarjan on the verge of collapse

KVC said a member of Kuda village, Savi Liegise, former president of Naga Council Dimapur, in 2010 apprised the then R&B minister Kaito Aye along with photographs on the eroding footing and foundation piers of the bridge and requested for immediate restoration. However, it stated that no work followed.

Later in 2013, KVC said Savi submitted a representation to the R&B minister Kuzholezo Nienu alongwith a fresh set of photographs of its weakening foundations. It said Nienu took up the matter and processed for construction of a new bridge. However, his tenure was shortlived as he was relieved of the portfolio, it said.

On June 7, 2016, KV said Savi again submitted a fresh representation to the R&B Minister Vikheho Swu, alongwith the same photos supplied three years earlier and the minister as-

sured to look into the matter. KVC said it transpired that Nienu had processed a project report of a new bridge and strengthening of the old one. According to Savi Liegise, KVC said Vikheho spoke to him on May 2, 2016 over phone and apprised Savi of the plan to start works for the bridge with a project cost of Rs. 37 crores very soon. “That was the last we heard of the progress of the Bridge,” KVC said.

Meanwhile, Deputy Commissioner (DC) Dimapur, Kesonyu Yhome, has informed the bridge over Dhansiri River at Kuda B Khel, Nagarjan has been

closed as a precautionary measure with immediate effect.

DC said the bridge has developed cracks rendering it unsafe for vehicular and pedestrian movement over it.

Taking note of the people converging near the bridge and putting their own safety and lives at risk, the DC has requested the general public to stay away from the bridge.

Speaking to Nagaland Post, Kuda youth club, Vitu Sakhrie, said that the youth would supervise the bridge round the clock along with the police personnel and traffic police.

Gov’s action unconstitutional: Dr. Shurho

(From p-1) On whether he consulted his cabinet colleagues about going for by election, Dr. Shürhozelie replied in the affirmative. He said when he agreed to request of the cabinet to contest the by election, suddenly something developed. Dr. Shürhozelie also reiterated he won’t be contesting the 2018 election but would continue to be a guide and mentor to the party to ensure that NPF comes back to power and then retire from all active politics. On being asked to resign as NPF president by some who had only recently joined the NPF, Dr. Shürhozelie said there was no such provision in the party constitution where demands by dissident(s) was enough reason to do so. “When the time comes, I will resign but not when I am asked to by those who have no roots in the NPF.”

NPF legislature party leader on May 17,2014 had never resigned from the post. CMO said since no other MLA has ever been elected to the same post, T.R. Zeliang remains the legislature party leader with the support of 36 MLAs. CMO also said at the July 4,2017 meeting the 36 MLAs present had also authorised T.R .Zeliang to function as Whip of the party and which was duly communicated and approved by the Speaker NLA and a notification issued by the NLA on July 19,2017.

In view of the above, CMO warned that if the 10 MLAs who absented themselves on July 19 floor test violate the Whip issued by T.R. Zeliang on July 21,then would face disqualification straightaway by the Speaker on a petition presented by any MLA.

GPRN/NSCN reacts to ACAUT

(From p-1) Maintaining that since beginning of Naga movement, the “government” has been levying tax, the MIP said “this ACAUT has no authority to stop the government to levy taxes on its subject; nor have they any authority to stop or convinced the public from paying taxation, which is liability of every citizen of a nation.”

It reminded ACAUT that in 1951 Plebiscite, the Naga people have pledged to support the Naga movement by way of providing ration and to physically involve in the movement. GPRN/NSCN questioned “the socalled ACAUT to come out with evidence as to when was this Pledged (made in 1951 Plebiscite) withdrawn.”

Advising ACAUT to stop “anti-Naga activities”, the GPRN/NSCN warned that if any of its member(s) faced any untoward incident out of this issue then DUCCF would be held responsible.

In a representation addressed to the deputy commissioner (DC) Dimapur, the KVC chairman, Achubu Meruno, and secretary, Megovikho Khate, stated that this was resolved at an emergent meeting held in connection with the bridge.

KVC also demanded that the government immediately look into the matter as to why work was not taken up for major overhaul and why works did not begin for a new bridge as per government assurance with a sanctioned amount of Rs. 37.95 crores even after allotment of work order issued in June 2016.

It also asked the government to immediately come out publicly as to “who is responsible for this neglect thereby leading to this massive inconvenience.”

Considering that construction of both new bridge or a relief hanging bridge would consume a considerable period of time, the KVC said in the intervening period the village would by itself or by entrusting individual members, initiate alternative communication means to cross the river under strict safety measures to alleviate the suffering of the public especially school-going students and members in need of medical attention.

DIMAPUR, JUL 20 (NPN): NPF Central on Thursday vehemently condemned the “unconstitutional, arbitrary and illogical action of the Governor” in dismissing the Dr. Shürhozelie-led government and acting like the leader of the NPF dissident legislators.

IMAC mulls multiple ways to cut oil imports

NEW DELHI, Jul20 (PTI): Set with a steep target to cut India’s oil imports by 10 per cent by 2022, the Oil Ministry has formed an inter-ministry monitoring and advisory body to achieve the mark through a combination of raising domestic output and relying on alternate fuel sources.

The first meeting of the newly formed Integrated Monitoring and Advisory Council (IMAC) was held yesterday wherein the progress on import reduction of oil and gas was reviewed, Oil Minister Dharmendra Pradhan said today.

“Increased domestic production, promotion of biofuels, renewable energy, better roads, urban planning, fuel conservation, development of mini-grids, promotion of electrical vehicles put together will contribute in the process” of achieving the import reduction target, he said.

Prime Minister Narendra Modi had in March 2015 set a target to cut India’s reliance on imports for meeting its oil needs by 10 per cent to 67 per cent by 2022. “Ministry of Petroleum and Natural Gas prepared an elaborate roadmap to achieve the goal of 10 per cent reduction in import dependency

set by the Prime Minister during Urja Sangam,” an official statement said.

IMAC was envisaged to facilitate better coordination and comprehensive strategy for all energy resources by focusing on supply and demand side management.

It consists of Secretary, Petroleum and Natural Gas and officers from ministries of new and renewable energy, urban development, road and transport, agriculture, power, rural development and finance.

During the meeting chaired by Pradhan, “the Ministry highlighted major policy initiatives taken in recent past to enhance domestic production of oil and gas,” the statement said. It consists of Secretary, Petroleum and Natural Gas and officers from ministries of new and renewable energy, urban development, road and transport, agriculture, power, rural development and finance.

Officials of other ministries also explained policies, schemes and projects taken towards augmenting the supply of energy, energy saving and demand substitution/reduction through alternate modes.

While the Ministry of Road, Transport and Highway highlighted measures such as e-tolling to cut waiting time at toll plazas and notification of fuel efficiency norms for LCV, Ministry of Rural Development stressed upon their bio-fuel scheme for rural sector.

Bureau of Energy Efficiency (BEE) pointed out measures for industrial and transport sectors. MNRE elaborated on energy generation through renewable sources such as solar and wind power and their future strategy in this regard.

Pradhan stressed on the importance of concerted and coordinated efforts by all ministries to create an enabling environment for accelerated exploration and production activities.

At 12.50 p.m., the wider Nifty of the National Stock Exchange (NSE) traded at 9,874.05 points -- down 25.55 points, or 0.26 per cent -- from its previous session’s close.

points -- down 60.02 points, or 0.19 per cent, from the previous close at 31,955.35 points.

Jio to raise Rs 20,000 crore through rights issue Mumbai, Jul 20 (IANS): Reliance Jio on Thursday announced that it will sell optionally convertible preference shares through rights issue to existing shareholders to raise Rs 20,000 crore. Jio is a whollyowned subsidiary of RIL. In a regulatory filing with both the Bombay Stock Exchange and the National Stock Exchange, Reliance Jio Infocomm Ltd said its board of directors at a meeting on Thursday had decided to make a “rights issue of 4 billion -- 9 per cent non-cumulative optionally convertible preference shares (OCPS) of Rs 10 each for cash at a premium of Rs 40, aggregating to Rs 20,000 crore.” The amount subscribed on each OCPS shall be wither redeemed at Rs 50 each or converted into five equity shares at any time at the option of the company, but not later than 10 years from the date of allotment, the filing said.

Centre’s guideline for renewable power procurement

Chandigarh, Jul 20 (PTI): The Union Ministry of New and Renewable Energy has clarified that a guideline for procurement of renewable power through competitive bidding would be notified shortly by the Centre, the Haryana government said today.

Till then, projects may be set up under existing provisions of the Electricity Act, 2003 under section 62 wherein the State Regulatory Commission is to be approached for fixation of tariff, a Haryana government statement said here.

The release, quoting a spokesman of Haryana Renewable Energy Development Agency (HAREDA), said that after the notification, any project developer Bank of Baroda Kohima branch along with the rest of branches and offices around the world celebrated its 110 foundation day on July 20. Coal cess part of GST compensation fund: Government New Delhi, Jul 20 (PTI): The government today said that coal cess will contribute to the GST compensation fund, a corpus meant for compensating states for revenue losses in the wake of shifting to the new indirect tax regime. The cess on coal has been continued at Rs 400 per tonne under the GST regime. “The Goods and Services Tax (Compensation to States) Act, 2017...notified on April 12, 2017 provides that coal cess, along with some other cess on pan masala, tobacco, aerated water would constitute GST Compensation Fund and the same would be utilised to compensate states for five years for potential losses on account of GST implementation,” Power and Coal Minister Piyush Goyal said in a written reply to the Lok Sabha. After five years, any amount left would be shared on 50 per cent basis between Centre and States, the minister said.

The long-awaited Goods and Services Tax (GST), India’s biggest tax reform, was rolled out on July 1.

Replying to a separate question, the minister said that a total of 14,305 gas-based power generation plants are stranded in the country due to non-availability of domestic gas.

JERUSALEM, JUL 20 (AGENCIES): Israelis and Palestinians dug in over new security measures at a contested Jerusalem shrine after a deadly attack there, as international efforts were underway to try and stave off a major conflagration after Muslim clerics called for mass protests at the site on Friday, reports AP. Israel’s public security minister insisted Thursday that the metal detectors were essential to maintaining security, while Palestinians and Muslim religious leaders called for mass protests in the city if they are not removed.

Gilad Erdan told Israel’s Army Radio that Prime Minister Benjamin Netanyahu will rule on the issue later in the day after he holds security consultations upon his return from a working visit to Europe.

The Israeli security services are reportedly divided over what to do given the rising tensions surrounding the site. But Erdan rejected Arab accusations that new Israeli measures were an attempt to expand control over the site and insisted they were necessary to carr y out proper security checks.

“The Israeli police needs these metal detectors so the security checks can give a proper response to the security considerations,” he said. “I assume there are contacts internationally to try to calm the situation, but in my eyes there is no reason why the situation should not be calm.”

Poland’s lower house of parliament passes contested supreme court bill

WARSAW, JUL 20 (AGENCIES): Poland’s lower house of parliament passed on Thursday (July 20) a contested Supreme Court law which the opposition says would erode the independence of the judiciary and undermine democracy.

The bill, submitted by the conservative ruling Law and Justice (PiS) party, must now be approved by the upper house. PiS has a majority in both houses of parliament.

The proposed legislation would immediately remove all Supreme Court judges and allow the justice minister to appoint new ones.

international North Korea rejects Seoul’s offer of talks SEOUL, JUL 20 (IANS): North Korea on Thursday said that it was “nonsense” for South Korea to hope to improve inter-Korean ties while taking a confrontational policy against Pyongyang without giving up its dependence on the US. The remarks came three days after Seoul proposed inter-Korean military talks on July 14 to ease tensions along the border and Red Cross talks on August 1 to resume reunions of families separated by the 1950-53 Korean War, reports Yonhap News Agency.

Rodong Sinmun, North Korea’s state-run daily, called on South Korea to make a decision over whether to stick to its sanctionsoriented approach toward Pyongyang and submission to the US. “Ditching confrontation and hostility is a precondition for opening the door for the two Koreas’ reconciliation and unity,” the daily said.

South Korea’s dialogue offer came after President Moon Jae-in during his speech in Berlin earlier this month proposed ways to bring permanent peace to the divided peninsula.

Moon earlier vowed to seek a dual-track approach of North Korea’s denuclearisation and engagement with Pyongyang.

On Monday, the government said that it wants North Korea to show a response via the now-suspended communication channels.

Duterte flies to besieged city, warns of other attacks MANILA, JUL 20 (AGENCIES): The Philippine president flew for the first time Thursday to a besieged southern city to cheer troops who have been trying to quell a nearly two-month uprising by Islamic State group-linked militants, who he warned were plotting to attack other cities, reports AP. Clad in a camouflage uniform with a pistol tucked in a holster, President Rodrigo Duterte landed with top generals in a military camp in Marawi city which briefly came under fire from militant snipers shortly before he arrived, military officials said. Duterte gave a talk to troops and inspected recovered rebel rifles and other weapons in the camp, which lies outside the battle zone but remains dangerous because of sniper fire and stray bullets. Gunfire crackled and artillery blasts thudded in the background during his four-hour visit.

“It was an unspoken statement of a commanderin-chief willing to risk his life and limb just to be with his men at the thick of the conflict,” said military chief of staff Gen. Eduardo Ano, who accompanied the president.

UK, EU to assess Brexit negotiations LO N D O N, J U L 2 0 (IANS): Negotiators from the UK and European Union (EU) will outline Brexit progress that has been made so far as the latest round of talks have come to an end, the media reported on Thursday.

The UK’s Brexit Secretary David Davis and the EU’s Michel Barnier will meet on Thursday to assess the past four days of talks, reports the BBC. The two sides meet for four days each month, with this week’s talks aimed at scoping out points of difference and common ground in those areas that have been identified as requiring urgent attention.

After the Brexit process was effectively put on hold during the June 8 UK General Election, the process has moved up a gear this week, with 98 British officials engaged in different streams of work at one stage, the BBC reported.

The UK and EU have made separate offers on residency rights, each side saying they want an early agreement to give certainty to the 3 million EU nationals in the UK and the 1.2 million British expats on the continent. But both sides are adamant that any deal must be reciprocal.

It has been reported that final agreement on the size of any so-called “divorce bill” that the EU believes the UK should pay is unlikely to be sealed until late 2018.

Linkin Park singer Chester Bennington commits suicide

L

inkin Park singer Chester Bennington has committed suicide.

TMZ reports the 41year-old hanged himself at his Palos Verdes home near

Los Angeles on Thursday morning. Law enforcement officials say his body was found shortly before 9am. The singer had a history of drug and alcohol abuse.

He had six children from his two marriages.

He had been married to his second wife Talinda Ann Bentley for 12 years.

Bennington’s suicide came on the day of his late friend Chris Cornell’s birthday. The Soundgarden rocker killed himself in May by hanging. Cornell would have turned 53.

Chester, as well as Linkin Park guitarist Brad Delson, had performed Leonard Cohen’s ‘Hallelujah’ for the crowd of mourners at Cornell’s funeral, many of whom were moved to tears.

Linkin Park was set to start touring at the end of July following the release of the bands latest album One More Light.

The frontman had been open about his history of substance abuse and admitted in one interview in 2011 that he had once been a ‘full blown, raging alcoholic’.

He also spoke out a b o u t b e i n g s ex u a l ly abused as a seven-yearold, saying he had been molested by an older male friend.

The 32-year-old royal could pop the question as early as next month and is looking to tie the knot with the American actress next year, a royal source told Heat magazine. Usher paid stylist $1.1M after infecting her with herpes

sher was allegedly embroiled in a million dollar lawsuit after he allegedly gave a woman genital herpes.

The singer, whose real name is Usher Raymond IV, paid out $1.1 million (£846,560) to the celebrity stylist after he allegedly gave her the STD, according to court documents obtained by Radar Online .

There’s no cure for the infection and the complainant states that the singer didn’t tell her about his previous diagnosis before having unprotected sex in 2012.

According to the court documents, the 38-year-old U Got It Bad singer was diagnosed with herpes between 2009-10.

“Believing Raymond’s statements that it had been nothing and cleared up, [she] continued her relationship,” a lawyer for the victim wrote in a legal complaint for damages.

Three weeks later, the victim was “feeling very sick” and woke up with a “fever of 100 degrees, chills, headache, and aches and pains.” She was then diagnosed with herpes.

utrage broke out on social media on Wednesday after it was announced that the creators of HBO’s Game of Thrones are creating a show about an alternate reality where slavery is still legal.

David Benioff and Dan Weiss, who adapted the hit medieval fantasy Game of Thrones from George R.R. Martin’s A Song of Ice and Fire’books, will write and direct original series Confederate, HBO said on Wednesday.

The show is set in an alternative reality in a nation where slavery is still legal and southern US states have seceded.

Others called it a ‘horrible idea’ especially when

two white men are creating a show that chronicles the history of African Americans.

‘Are Confederate writers too rich to actually know the racial climate that they actually live in? Because this is so not a good idea,’ one Twitter user wrote.

One Twitter user suggested that HBO couldn’t think of another way to feature black actors on screen than in a show about slavery.

Others slammed HBO for choosing the show Confederate over the WGN show Underground, a show that chronicled the Underground Railroad that was canceled earlier this year.

Confederate is a world

away from the dragons, undead armies and magic in the medieval setting of Game of Thrones, where warring factions scheme and battle for control over the Seven Kingdoms of Westeros.

C o lo m b o, J u l 2 0 (IANS): After joining forces amid various controversies, Indian cricket team skipper Virat Kohli and newly-appointed head coach Ravi Shastri on Thursday stressed on the importance of maintaining consistency and working towards holding on to the No.1 Test rank.

Shastri, who returned to the national team as the head coach, a year after being snubbed as the team director, on Thursday said that his and the team’s main focus will be on maintaining India’s status as the top Test playing nation.

Derby, Jul 20 (Agencies/IANS): Harmanpreet Kaur’s stunning century helped India beat six-time champions Australia by 36 runs in Derby and reach the Women’s World Cup final.

Kaur smashed an unbeaten 171 - the highest score by an India player at a World Cup - as they made 281-4 from their rainreduced 42 overs.

New Delhi, Jul 20 (Agencies): In a major embarrassment for Manpreet Kaur, the Indian shot putter tested positive for banned substances for the second time in a couple of days. As a result, the 21year-old has been banned from taking part at next month’s World Athletics Championships in London. This shocker has come just three months after Manpreet bagging a gold medal at the Asian Grand Prix China which even propelled her to the numero uno position in the world rankings.

But now the irony is that Manpreet’s urine sample ‘A’ collected during the first leg of the Asian Grand Prix in April has been found to have stimulant dimethylbutylamine in it.

This stimulant dimethylbutylamine was the same substance which was found in her urine sample ‘A’ taken during the Federation Cup National Championships at Patiala in June, news of which came to light on Wednesday.
