New Delhi, Jul 20 (IANS): Ram Nath Kovind, a Dalit BJP leader with humble beginnings, was on Thursday elected the 14th President of India defeating combined opposition candidate Meira Kumar in a straight fight by a huge margin, becoming the first BJP leader and one with RSS background to occupy Rashtrapati Bhavan. Backed by 40 parties, including those outside the ruling NDA, Kovind, 71, a former MP and Bihar Governor, defeated Meira Kumar with a margin of a vote value of 334,730. Kovind was also helped by some cross voting in his favour in states like Uttar Pradesh, Tripura, Delhi and Maharashtra. He got 2,930 votes carrying a value of 700,244 while the former Lok Sabha Speaker secured 1,844 votes with a value of 367,314, the highest vote value recorded by any losing candidate in all the Presidential elections held so far. JCC asks T.R. Zeliang to restrain from taking over as CM DIMAPUR, JUL 20 (NPN): Joint Coordination Committee (JCC) has vehemently come out against T.R. Zeliang occupying the chair of the chief minister. In a press note, JCC convenor, Supu Jamir informed that the committee during its emergency meeting held on July 20 demanded that T.R. Zeliang “restrain himself from occupying the chair of the chief minister, by respecting the sentiments of the general Naga public, until the Judicial Inquiry Committee (JIC) complete its final report in order to let the JIC conduct impartial enquiry.” Supu Jamir also informed that the house also deliberated about Urban Local Body related issues. In this regard, Supu said that the JCC and Naga Council Dimapur along with all the apex tribal hohos would be meeting on July 26, 11 a.m. at ASTD treasurer’s residence, Nyamo Lotha colony. Earlier on July 19, Supu said that since Joint Coordination Committee being comprised of apex tribes from all districts, it can only issue a statement after consultations.

votes with a value of 20,942 were found to be invalid. While Kovind got 65.65 per cent of the total valid votes with a value of 10,69,358, Meira Kumar got 34.35 per cent. MPs and MLAs are eligible to vote in the Presidential election. Of the votes of MPs, Kovind got 522 compared to 225 by Meira Kumar. The value of votes of MPs received by Kovind was 369,576 and that by Kumar was 159,300. In Andhra Pradesh, where Congress has one MLA, Meira Kumar drew a blank with all non-BJP parties voting for Kovind. Announcing the election of Kovind,

Returning Officer and Lok Sabha Secretary General Anoop Mishra said Kovind had got the required votes under the quota allotted to him in the preferential vote system under the Presidential and Vice Presidential Elections Act. “I declare Ram Nath Kovind as duly elected to the Office of President,” he said at the end of the counting process that lasted more than five hours. He will be the second Dalit President after K.R. Narayanan, who had occupied the office between 1997 and 2002. Kovind, who was the national spokesperson of the Bharatiya Janata Party (BJP), headed the party’s Scheduled Caste Morcha for three years from 1999. He was actively associated with the RSS before joining the BJP. Kovind, who practiced law in High Courts and the Supreme Court, said in his victory message that his election reflects the greatness of Indian democracy. He pledged to protect the Constitution and uphold its values and dedicated himself to work for the happiness of all sections.

T.R. Zeliang takes charge as CM DIMAPUR, JUL 20 (NPN): Nagaland chief minister, T.R. Zeliang on Thursday assumed office and took stock of urgent issues pertaining to the state government the meeting with legislators, chief secretary and senior government officials at the CM’s office chamber. According to CMO media cell, Zeliang took note of the natural calamity at Dimapur, where several houses and families were displaced due to heavy rain. The chief minister directed chief secretary to immediately assess the ground reality and submit a report at the earliest, while also directing for sanction of Rs. 10 lakhs to be handed to DC, Dimapur for immediate relief. On ULB related issue, Zeliang directed the chief secretary to inquire and submit the report on whether ex-gratia was handed over to the family members of the deceased and the injured persons of January 31 incident. Zeliang further directed the chief secretary to issue necessary instructions to all government departments “that all departmental matters taken up after the Model code of Conduct came into effect were to be taken up for re-examination.

2 CMs face 2 Floor tests; 2nd test today 2 rival whips & legislature party leaders in session

DIMAPUR, JUL 20 (NPN): Reflecting the current topsy-turvy politics in Nagaland which has been the trend for the better part of 14 years, the 12th Nagaland Legislative Assembly will be witnessing the second floor test which is being preceded by a communication and propaganda war between the majority NPF legislature led by T.R. Zeliang and the minority NPF legislature led by Dr. Shürhozelie Liezietsü. The paper war will culminated at the assembly on July 21 when chief minister T.R. Zeliang seeks a vote of confidence. Whips: When all 59 legislators gather for the vote of confidence on Friday, they will be subjected to three whips issued by two factions of the NPF and the third from the BJP legislatures. Kiyanilie Peseyie who remained with the cabinet under the then chief minister Dr. Shürhozelie Liezietsü was appointed by the NPF party as the Legislature Party Whip on November 14, 2014 and officially notified by the Assembly Secretariat on 15, 2014. The

Central Executive Council of NPF on July 20 clarified that Kiyanilie Peseyie remains the official Whip as per official procedure. On the other hand, chief minister T.R. Zeliang has been made both the legislature party leader and also Whip of the dissident majority group at a meeting on July 4,2017. CMO has reacted by saying that NPF working presidents Huska Sumi and Apong Pongener had pleaded with the Speaker on July 20,2017 that Kiyanilie Peseyie was appointed Whip under the NPF Constitution. However, CMO said the letter was silent on power of the party functionaries inclouding the president of NPF to appoint the Whip. CMO said a Whip is appointed under paragraph 2(1)of the Tenth Schedule and in accordance with the party constitution. In the absence of any such clarity, CMO maintained that the thumb rule would be the decision of the majority. ture party whip. Legislature party leaders: The NPF has now two legislators claiming to be the leaders. Chief Minster T.R. Zeliang as the leader of the largest group having support of 48 members in a house of 59 and recently appointed, Khuzoluzo Azo Neinu who has the support of the 11 MLAs (NPF and Independent). The Chief Minister’s Office (CMO) through its Media Cell has fired back at the minority NPF group loyal to deposed chief minister Dr. Shürhozelie Liezietsü over the issue of appointment of Azo Neinu as the newly appointed leader of NPF legislature. CMO extensively cited a letter written by Commissioner & Secretary NLA Benjamin Newmai to Azo Neinu in rejecting Azo’s appointment as NPF legislature party leader. Citing Rule3(1) of the Anti Defection Rules of the NLA, Newmai pointed out that Azo had not met its criteria of being elected by one-half of members of the party. CMO also said the Commissioner and Secretary NLA pointed out the

legal flaw in the election of Dr.Shürhozelie as NPF party leader on February 22,2017 (for being sworn-in as CM). CMO questioned whether Dr. Shürhozelie had authority to empower Azo to be leader of NPF legislature, when his (party president Dr. Shürhozelie’s) election as NPF party leader on February 22,2017 was being referred for legal opinion? CMO’s stand: CMO maintained that T.R. Zeliang was the acknowledged leader of NPF legislature party as he was elected by 36 MLA on July 4,2017 as per requirement of Rule 3(1) of the Anti-Defection Rules. CMO also said 44 NPF MLAs (excluding speaker) including Kiyanilie Peseyie and Kuzholuzo Neinu had independently and separately signed letters of support to T.R. Zeliang as legislature party leader. CMO pointed out that all MLAs had corrected the legal flaw of electing a non-MLA Dr. Shürhozelie as leader of NPF legislature on February 22,2017 through back date on July 4,2017. (Cont’d on p-7)

KOHIMA, JUL 20 (NPN): It is for the first time in Nagaland’s political history that a state Governor had dismissed a chief minister under controversial circumstances and which does not auger well for a politically sensitive state. Making this point at a press meet at the CM’s residence here, regional stalwart of the north east Dr. Shürhozlie Liezietsü maintained that the Governor’s actions in not giving fair opportunity to him and then asking for a floor test within a short time was against the conventions of parliamentary democracy. When it was mentioned that the Governor maintained he had given enough time, Dr. Shürho said it was “white lies”. He accused the P.B. Acharya of acting in a manner unbecoming of a Governor and in an immature way.

Dr. Shürhozelie minced no word in describing the incumbent at Raj Bhavan Kohima as one who turned it into a BJP central office. “ I congratulate him, even at his old age, he works very actively to install BJP government in Nagaland”, said Dr. Liezietsu. The deposed chief minister said right after the High Court ruling, the Governor dismissed his government in the afternoon and by evening “installed his favourite Heraka boy into the chair”. Dr. Shürhozelie said he was sorry that he had to “ come out with facts because Nagas must know the facts” and had no regrets in saying so. He also expressed deep concern about the indication of the present political developments were taking the Nagas to. Dr. Shürhozelie regretted that there were some kind of political leaders among Nagas who were taking people to

another direction. On Lok Sabha MP Neiphiu Rio describing the NPF party reconciliation of revoking his suspension as “a mockery”, Dr. Shürhozelie said it was done after requests from the church including the Governor himself in order to create a congenial political environment. On the July 21 floor test, Dr. Shürhozelie disclosed that a Whip was issued to all MLAs be it in Hotel Vivor or other place to abide by it or face disqualification proceedings under Tenth Schedule of the Indian constitution. He said 11 MLAs will vote against the motion in line with the party Whip. He also said the NLA Speaker was not at liberty to interpret rules governing the functioning of the legislature and should remain above partisan politics otherwise it will be a violation of the oath of office and also the spirit of democracy.

DIMAPUR, JUL 20 (NPN): Considering the recent political instability in the state, Nagaland Pradesh Congress Committee said Congress party is ready to shoulder responsibility in giving new hope and new direction to the people of Nagaland if given an opportunity. NPCC media cell said people have lost total faith in the ability of the present government to deliver on all fronts for the past 15 years. After severing the decades old ties with BJP, NPCC said NPF’s feeble explanation of making BJP to ride piggy-back to contain the growth of saffron party has become the most ridiculous political excuse of recent times. elements that seek to impose their majoritarian diktats on people across the country. In Nagaland, NPCC said it was the lone voice of resistance against the onslaught of saffron forces that is looking to gain foothold in every possible ways and means. The warnings of the NPCC have now become a reality. NPCC further said that the political instability of NPF, which has lost its regional identity long ago, has fuelled the growth of saffron forces. Such has become a disturbing trend and does not bode well for the people of Nagaland, it added. At this juncture, NPCC said Congress remains the “only alternative for the people of Nagaland to protect our rights and also uphold the principles of secularism, socialism and democracy that has come under severe attack from saffron forces.”

Flash floods wreak havoc; 114 people evacuated at Ekhoyan GPRN/NSCN reacts to ACAUT Staff Reporter

DIMAPUR, JUL 20 (NPN): Flash floods caused by incessant rainfall on Wednesday continue to wreak havoc in several places of Dimapur and adjoining areas causing damage to houses, roads and bridges and rendering many people homeless. At Ekhoyan village (Domokhia), more than 114 people including minors and senior citizens affected by flood were evacuated on Thursday evening by rescue team using speed boat. Rescue operation was carried out by 32 Assam Rifles, 6 Sector led by Col. V.S. Shikawar and Nagaland State Disaster Management Authority (NSDMA), commissioner & secretary, Khrienuo Metha along with a team of SDRF personnel and with the help of civilians. began Thursday morning and lasted till late evening. The rescued people were taken to Government Middle School, Ekhoyan where they were given first aid and food. Talking to Nagaland Post, Ekhoyan village chairman, K.Nribemo, said that around 40 households in the affected area were mostly

vegetable farmers. He said that the area was flooded since Wednesday evening, adding that the people stranded there had take shelter on tree tops without food and water. Village chairman said that the flash flood occurred due to overflowing of Dhansiri river. Nagaland State Disaster Management Authority (NSDMA),

commissioner & secretary, Khrienuo Metha told Nagaland Post that SDRF teams from Mokokchung, Wokha and Peren would be arriving Dimapur and would be stationed at Circuit house, Dimapur for any emergency. NSDMA used qua-dcopter to assess the flood situation in the area. EAC Seithekhema, Thejavizo, informed the government middle school at Ekhoyan village would be used as rescue shelter until the affected people were rehabilitated. 32 Assam Rifles, 6 Sector provided first aid and food packets to affected people while the village council also prepared food and arranged water. DC Dmu issues advisory: In view of the grave flood situation in Dimapur, the Deputy Commissioner (DC) Dimapur, Kesonyu Yhome, has advised all resi-

dents living along the river banks to maintain caution and be ready for evacuation whenever necessary. In an advisory, the DC informed that affected persons could approach the district administration for any assistance. One could also contact emergency operation centre: SDC (C) Nyempo Wallim (9612921898) and EAC Kemciyile (8575872575). DC also informed all officials of all departments to remain on standby with offices open during office hours and phones switched on at all times. DC said that station leaves could be sought if going away from station for any important official work. Meanwhile, DC Dimapur has written to Director General NDRF, New Delhi for the requisition of NDRF personnel for flood rescue and evacuation at Dimapur.

DIMAPUR, JUL 20 (NPN): GPRN/NSCN on Thursday reacted to ACAUT’s allegations that one of its members had harassed chairmen community (DUCCF) over taxation purpose. GPRN/NSCN through its MIP said that after a thorough enquiry on the allegations it was found that “Col.” Tokugha had in no way threatened/harassed any of the member(s) of DUCCF. MIP stated that “president of DUCCF himself admitted by stating to his fellow office bearers that Col. Tokugha has been dealing with them in a most friendly atmosphere.” Rather, MIP said that on July 11, 2017 while “Col.” Tokugha was having a meeting with DUCCF, some member(s) of DUCCF present at the meeting “acted as an agent of Indian security services by informing Assam Rifles to arrest Col. Tokugha,

which he escaped.” GPRN/ NSCN stated that again on July 18, 2017 the same informer(s) from DUCCF informed Assam Rif les about the presence of “Col.” Tokugha in his residence, but Assam Rifles failed to identify his house. According to MIP, “Col.” Tokugha had only made clear to the DUCCF that if the federation was in no position to pay taxation then they have to “personally visit government headquarter to clarify their stand to the higher government officials.” Therefore, the MIP said the question of harassment and threatening to confine DUCCF members in Khehoyi Camp.
